Abstract:
A look back at the group’s track record and unchanging core ideology shows why its gestures toward democracy and inclusivity should not be mistaken for true moderation. On December 14, Hamas celebrated the thirty-fifth anniversary of its founding. In addition to unveiling a new logo, the group held a rally in Gaza City, where it showed off the gun of slain Israeli soldier Hadar Goldin, released numerous statements reiterating its goals, and hinted at future conflicts with Israel. Such hostile displays are no surprise given the course of the group’s ideological and political development over the past four decades.

Economic uncertainty has increased in recent months following the macroeconomic figures published by the major economies. The return of inflation, the supply chain crisis, and the war in Ukraine are leaving their mark on the global economy and arouse concern among both politicians and central banks. In contrast to most of the world's countries, Israel seems like an island of economic stability: inflation is relatively low, and while Western countries are posting negative growth, second-quarter growth in Israel exceeded the expectations. Yet despite the positive data, the slowdown among Israel's main trading partners is expected to affect the local economy, which will have to contend with a challenging economic environment in the coming months.

Recent reports by the IMF and the World Bank emphasized the dismal fiscal situation of the Palestinian Authority, and recommended boosting foreign aid and implementing structural spending reforms. This article proposes an additional policy: a tax on work permits for Palestinians working in the Israeli econony. This measure stands to reduce the Palestinian deficit by one third, and offset some of the adverse effects of employment in Israel.

The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. On the other hand, appropriate support will allow the Abraham Accords to advance and secure America’s interests with the use of significantly fewer resources and with more capable partners integrated as never before.

In an increasingly complex region, Jordan, for decades an oasis of stability, has carved for itself a moderating and stabilizing role in a region that is often viewed as immoderate and unstable [1]. Jordan’s strategy lays with maintaining a leading and peace-making role that has enabled it to limit instability. The Middle East is not getting any simpler. In a region with a complicated history, and distinctive ideologies and sects, geopolitical shifts are inevitable, and predicting the future could be an unattainable goal. Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The results include the experts’ assessment of key trends in Jordan, as well as key trends related to other countries, such as the GCC, Turkey, Israel, Iran, and Egypt. It will be interesting to monitor how the trends play out over the next few months and to assess its precautions on Jordan.

Residents of the beleaguered country desperately need electricity, but a U.S.-Arab scheme carries complications that could benefit Syria's Assad regime. The Lebanese people have endured painful reductions in electricity over the last two years, and now the lights are on for just hours a day. To address this dire situation—and counter a Hezbollah initiative to import Iranian energy products to Lebanon—the United States and its Arab partners are pursuing a complex two-part scheme, with the first involving excess Jordanian electricity and the second, although not yet public, relying on natural gas originating in Egypt and Israel. But both components would involve energy transiting Syria and potentially benefiting the Assad regime, which is under heavy U.S. and international sanctions for its wartime abuses. In this timely Policy Note—richly illustrated with maps—former U.S. State Department senior advisor and NSC director Andrew J. Tabler and his Washington Institute coauthors disentangle the current U.S.-Arab proposal, including how it might interact with the anti-Assad sanctions regime. They also offer alternative avenues that avoid Syria altogether, such as using offshore LNG platforms and delivering to Lebanon sustainable energy systems, from solar panels to geothermal technology.

The role played by countries of the Gulf Cooperation Council (GCC) in the Eastern Mediterranean is becoming increasingly important. This calls for an assessment of their evolving relationship with countries in the region, as well as their involvement in the Libyan conflict. Increased involvement by Gulf actors may inflame existing regional rivalries and geopolitical tensions. The interests of GCC countries in the Eastern Mediterranean are first analysed in the broader context of regional rivalries. Special attention is then devoted to Egypt, Libya, Lebanon, Greece and Cyprus, while considering the role of other key regional actors such as Turkey and Israel. Recommendations on why and how the new US administration should intervene to decrease regional tensions are provided. Abstract:
Israel took early preventive measures against the COVID-19 pandemic that contributed to low infection and mortality rates. This allowed lifting the restrictions and restarting the economy at the end of April. The cooperation undertaken with the Palestinian Authority helped limit the spread of COVID-19 across the Palestinian territories. The successful fight against the spread of the coronavirus in Israel has strengthened Prime Minister Benjamin Netanyahu, but the newly earned support may be halted by the impending economic slowdown.

96% of the businesses in Arab society are small and miniature businesses, most of which are not defined as "essential enterprises". As a result, they were shut down during part of the Corona crisis. The model of distance working and working from home is not common in Arab society. Only a miniscule proportion of Arab businesses have the potential to operate in this mode and as a result the Corona crisis took a heavy toll on businesses in Arab society. The government made state-guaranteed loans available to small and medium-sized businesses; however, the conditions for eligibility were difficult to fulfil for Arab-owned businesses. Most of the loan applications were rejected, and businesses that managed to meet the conditions were awarded much smaller loans than they had requested. Their financial distress has led many business owners to take out gray market loans at exorbitant interest rates. It is recommended that an interministerial forum be created with representatives of the Ministry of Internal Security, the Ministry of Welfare and the Ministry of Economy in cooperation with the Committee of Arab Mayors, with the goal of keeping Arab business owners from entering a vicious circle of crime and violence as a result of the debt they have been forced to take on. Arab business owners need to become organized, whether at the national or local level.

The economic case for free immigration is nearly identical to the case for free trade. They both rely on a greater division of labor based on comparative advantage to ensure that allowing the free movement of goods and services or the free movement of people results in greater global wealth. Estimates of the global gains that could be achieved by the global adoption of an open immigration policy are massive, ranging from 50 to 150 percent of world GDP (Clemens 2011). Even a migration of just 5 percent of the world’s poor to wealthier countries would boost world GDP by more than could be gained by completely eliminating all remaining trade barriers to goods, services, and capital flows (Clemens 2011).

At the conclusion of the summer 2014 Gaza War Israel, Hamas, and the P.A. agreed to meet in Cairo, Egypt to discuss a long-term ceasefire. The goal of this summit was to allow for Gaza to rebuild itself, and for political changes associated with June's Unity Government deal between the P.A. and Hamas to take effect. The summit has since been postponed. However, Gaza still requires significant financial and material aid in order to function and provide for its people. This work examines the economic and security benefits to all parties involved of a long-term ceasefire between Israel, and Hamas. An economically open Gaza benefits Israel, the P.A. and Hamas, with few associated costs and creates an opportunity to reinvigorate final status negotiations.

Robert O. Freedman\'s edited volume, Israel and the United States: Six Decades of U.S.-Israeli Relations, is a compilation of an interesting assortment of essays by Israeli and American scholars from various fields, contending with different aspects of a complicated and multilayered relationship that comprises not only diplomatic and economic links, but also religious, legal, military and strategic connections as well as common beliefs. The first section of the book articulates the political ties between the United States and Israel since 1948. It contends with U.S.-Israeli diplomatic relations, an enquiry of the progression of the pro-Israeli lobby in the United States, and an analysis of the evolution of U.S. public attitudes toward Israel. David Makovsky\'s essay, which deals with the U.S. and the Arab–Israeli conflict, emphasizes that the U.S.\'s relationship with Israel and the Arab world is not a zero-sum game and that the United States can maintain good ties with both sides. The essay reiterates that Israel has been an asset for the United States rather than a liability, which has been suggested by the likes of John Mearsheimer and Stephen Walt. Robert Freedman, in contending with the policies of George Bush and Barack Obama towards the Arab-Israeli conflict, brings to the fore the similarities in their approaches as well as the significant differences, with the former pursuing an episodic approach while the latter has adopted a more continuous line. In his essay on the pro-Israeli lobby in the United States, Dov Waxman discusses the ruptures and fissures that have emerged within the lobby and concludes that there is no single organization that can persuasively claim to exemplify the vast majority of American Jews; as such, its clout/influence is expected to wane. Amnon Cavari\'s essay deconstructs the shifting trends in American support for Israel, contending that a decline in support among college-educated Americans along with an upsurge in support among evangelical Christians could weaken bipartisan backing for Israel.

This paper asks the question: Are African firms creating fewer jobs than those located elsewhere? And, if so, why? The economic rationale for energy collaboration between Turkey, Cyprus and Israel is compelling. Cyprus and Israel need commercially viable export routes for their gas while Turkey is eager to diversify and increase its gas supplies. Hydrocarbon resources could potentially be a catalyst for both bringing about a Cyprus settlement and a Turkey-Israel rapprochement. A trilateral cooperation scheme involving a Turkey-Israel pipeline and an LNG plant in Cyprus could offer strong commercial incentives to all parties. But it would require bold political vision on the part of the region's leaders, coupled with backing from influential external actors with an interest in reconciliation and stability in the Eastern Mediterranean.

The Arab awakening augurs the return of political contestation to key Arab societies in which little more than token opposition had been tolerated. Unfolding experiments in democratisation in which Islamically-oriented parties are leading players are underway but the prospects for the consolidation of stable political systems in key countries, such as Egypt or Syria are problematic. Mainstream analysis on China tends to be overly optimistic, leaving a blind spot in strategic planning. While the country's socio-economic landscape has been transformed over several decades of uninterrupted growth, it faces significant domestic and international risks and constraints. Chief among these are labour insecurity and imbalances, environmental constraints and rising climatic risks, and food insecurity, all coupled with rising popular expectations for a higher overall standard of living. Major soy producers (Argentina, Brazil and the United States) should take steps to ensure the stability of China's supply. In particular, these countries should set aside reserves to help mitigate future supply shocks and price spikes resulting from climate change. Manufacturers operating in or with China should immediately begin mapping their supply chains to identify vulnerabilities associated with crisis scenarios in the country. Where specific risks are identified, they should explore supply-chain diversification to boost resilience among major trading partners. To deter China from externalizing internal stresses, international actors should raise the political costs of nationalistic unilateralism by opening more channels for dialogue, deepening institutional integration and buttressing cooperative security norms.

Against the backdrop of China's increasingly influential role in global finance and the debate on the emergence of a “Beijing Consensus,” this paper examines whether the ideology that China promotes in the Bretton Woods institutions is conducive to the initiation of financial policy change at the international level. Drawing on Barnett and Duvall's (2005) conceptualization of productive power, Snow and Benford's (1988) framing theory and Freeden's (1996) understanding of ideology, the paper develops a theoretical framework for the analysis of international policy framing. Following an overview of China's rise in global finance, it identifies the core elements of the ideology that has been promoted by Chinese government officials in the Bretton Woods institutions since the onset of the global financial crisis. The paper argues that China's ruling elites will only be able to initiate a shift in the global consensus on acceptable financial policies if the frames that they propagate succeed in striking a balance between ideological continuity and change.

30. Social Capital and Disaster Recovery: Evidence from Sichuan Earthquake in 2008

Social capital can help reduce adverse shocks by facilitating access to transfers and remittances.This study examines how various measures of social capital are associated with disaster recovery after the 2008 Sichuan earthquake. We find that households having a larger Spring Festival network in 2008 do better in housing reconstruction. A larger network significantly increases the amount of government aid received for housing reconstruction. Furthermore, households having larger networks receive monetary and material support from more people, which also explains the positive impacts on recovery from the earthquake. As for other measures of social capital, connections with government officials and communist party membership do not significantly contribute to disaster recovery. Human capital, measured by the years of schooling of household head, is not positively correlated with housing reconstruction.

Background: For the past two decades, more and more women in certain European countries, Japan, and the United States are giving birth to their first child at a considerably later age than ever before. It remains unclear as to what extent this age-related general fertility decline is affected by changing social and cultural norms. Method: The Global Centers of Excellence Survey was conducted by Osaka University in Japan (n=5313) in 2009. Multivariate regression analyses were conducted to examine the impact of psychosocial norms, cultural differences, and economic conditions on the perception of childbearing. Results: The findings suggest that a subjective measure of happiness has a significant influence on childbearing. A society with income inequalities between classes discourages childbearing. It is observed that women's higher labor force participation generates a negative impact on motherchild relations which causes discouragement of childbearing. A higher female labor force participation stemmed from a transition of a traditional society into a modern and marketoriented society discourages childbearing. Conclusions/implications: A woman's decision to delay childbearing is based on her perception of psychosocial norms with surrounding economic environment and her own value of opportunity in the market oriented society. Childbearing also imposes psycho-economic burdens on the working population under mix of a traditional, patriarchal society, and a modern market oriented framework. Childbearing incentives could be a strategic policy to encourage positive attitudes of childbearing in general and proper welfare policy, labor law(s), employment conditions, and social security system for a working mother with a child or children.

This paper shows that the individual's bargaining power within the household, proxied by gender and educational attainment of household head, affects how remittances sent by Overseas Filipino Workers are spent in the Philippines. Gender of the household head, not of the remitter, matters in the allocation of remittances. As remittances increase, female heads with absent spouses spend less on alcohol and tobacco while male heads with absent spouses spend more on these goods; regardless of gender, household heads with less education allocate more to education than those with more education.

Upon taking office in January 2009, Obama administration officials proclaimed a U.S. “return to Asia.” This pronouncement was backed with more frequent travel to the region by senior officials (Secretary of State Hillary Clinton's first trip was to Asia) and increased U.S. participation in regional multilateral meetings, culminating in the decision to sign the Association of Southeast Asian Nations (ASEAN) Treaty of Amity and Cooperation and to participate in the East Asia Summit (EAS) at the head-of-state level. The strategic “rebalance to Asia” announced in November 2011 builds on these earlier actions to deepen and institutionalize U.S. commitment to the Asia-Pacific region.

This paper argues Japan's Arctic policy is in the process of developing toward more active engagement in the region. The first part of the paper discusses three milestones of Japan's past involvement in the Arctic, which consists of signing the Svalbard Treaty in 1920, engaging in polar science for more than 50 years and conducting the International Northern Sea Route Programme (INSROP) during the 1990s. The second part of the paper summarizes the current process of formulating Japan's Arctic interests at the ministerial level, as well as active discussions in private think tanks. Then, this paper considers opportunities and challenges for Japan in the Arctic, in areas such as Arctic shipping, oil and gas exploitation, and fisheries. The paper concludes with three strategic considerations to help formulate Japan's Arctic policy: the need to combine scientific findings with economic interests; possible diplomatic linkages between Arctic and East Asian states; and making diplomatic efforts toward subnational actors, such as indigenous groups in the region.

South Korea's interest in the Arctic reached a peak on May 15, 2013, when the country obtained permanent observer status in the Arctic Council. The country's interest in the Arctic began in the 2000s, following reports of new sea route created by accelerated thawing in the Arctic due to increasing temperatures. A South Korean shipping company completed Korea's first commercial freight voyage via the Arctic Ocean on October 22, 2013, after taking 35 days to make the journey from Ust-Luga port of Russia to Gwangyang port of Korea. This paper examines South Korea's interest and involvement in the Arctic and analyzes its challenges. The paper summarizes the Arctic-related activities the country has pursued so far; examines specific interests in the fields of science, sea routes and hydrocarbon resources, fishing and governance; and, finally, evaluates the challenges ahead. South Korea has made significant progress in entering the Arctic Ocean but many grave challenges must be addressed before the Arctic can become the source of economic prosperity.

GDP is expected to rise by 7.9% in 2012 and expand by 8.7% in 2013. Over the next 10 years to 2021, GDP is predicted to grow on average by 7.8% a year. Manufacturing output growth is forecast to be higher than GDP growth over the next decade. Manufacturing output is expected to increase by 8.8% in 2012 and expand by 9.4% in 2013. Over the next 10 years to 2021, manufacturing output is expected to grow on average by 7.9% a year. As a result, the share of manufacturing output in GDP is projected to rise from 34.0% in 2011 to 35.1% by 2016 and increase to 35.6% by 2021. Over the same period, the share of service sector output in GDP is expected to expand from 41.7% in 2011 to 43.8% in 2016 and rise to 45.5% in 2021.

IC design is one of the priority targets of China's innovation policy, as codified especially in the ―Strategic Emerging Industries‖ initiative. For several years China has run persistent current account surpluses that have been widely seen as the most serious single source of global imbalances on the surplus side, and mirrored by persistent systemically large US current account deficits on the other side. In recent years, however, both imbalances have shown moderation (figure 1). China's surpluses have posed questions of international policy rules, because they have reflected in part an unwillingness to allow the exchange rate to appreciate sufficiently to act as an effective equilibrating mechanism. Exchange rate intervention resulted in a massive buildup of international reserves, which rose from $615 billion at the end of 2004 to $3.2 trillion at the end of 2011 (IMF 2012a).

There is a widespread perception that Korea's services sector lags behind its dynamic world-class manufacturing sector. This paper empirically analyzes the past performance of Korea's services sector in order to assess its prospects as an engine of growth. The analysis resoundingly confirms the conventional wisdom of an underperforming service sector. In light of Korea's high income and development level, the poor performance of modern services is of particular concern. The authors identify a number of factors underlying the poor performance and set forth policy recommendations for addressing them. Overall, Korea faces a challenging but navigable road ahead in developing a high value-added services sector.

44. Transactions: A New Look at Services Sector Foreign Direct Investment in Asia

In this paper Kirkegaard presents new micro-level data consisting of individual greenfield investment projects and mergers and acquisitions as a source for detailed analysis of services sector cross-border investment flows among the Asian Development Bank (ADB) regional membership in Asia. The new transactional foreign direct investment (FDI) data are methodologically distinct from traditional BPM5-compliant FDI data but found to yield generally comparable aggregates, when compared with the latest available International Monetary Fund (IMF) data from the Comprehensive Direct Investment Survey for the ADB regional membership. The services sectors are found to receive considerably larger amounts of foreign investment, when compared with the Asian region's manufacturing and raw materials sectors. OECD countries account for roughly three-quarters of total recorded inward services sector FDI of about $2 trillion, relatively evenly split between the United States, the EU-27, and regional OECD-level-income countries. The presence of sizable regional "upward flowing" services sector investments into OECD-level-income economies is verified. Kirkegaard draws preliminary policy conclusions based on the new transactional FDI data results concerning prospects for regional services sector liberalization, threshold income levels for inward services sector FDI, upward-flowing regional services FDI, and preferred modes of services sector investments.

45. Gender in Transition: The Case of North Korea

This paper uses a survey of 300 North Korean refugees to examine the experience of women in North Korea's fitful economic transition. Like other socialist states, North Korea has maintained a de jure commitment to women's rights. However, the authors find that women have been disproportionately shed from state-affiliated employment and thrust into a market environment characterized by weak institutions and corruption. As a result, the state and its affiliated institutions are increasingly populated by males, and the market, particularly in its retail aspects, is dominated by women. Among the most recent cohort of refugees to leave North Korea, more than one-third of male respondents indicate that criminality and corruption is the best way to make money, and 95 percent of female traders report paying bribes to avoid the penal system. In short, the increasingly male-dominated state preys on the increasingly female-dominated market. These results paint a picture of a vulnerable group that has been disadvantaged in North Korea's transition. Energies are directed toward survival, mass civil disobedience is reactive, and as a group, this population appears to lack the tools or social capital to act collectively to improve their status.

46. Networks, Trust, and Trade: The Microeconomics of China–North Korea Integration

A central hope of engagement with North Korea is that increased cross-border exchange will encourage the strengthening of institutions, and eventually, a moderation of the country's foreign policy. An unprecedented survey of Chinese enterprises operating in North Korea reveals that trade is largely dominated by state entities on the North Korean side, although the authors cannot rule out de facto privatization of exchange. Little trust is evident beyond the relationships among Chinese and North Korean state-owned enterprises. Formal networks and dispute settlement mechanisms are weak and do not appear to have consequences for relational contracting. Rather, firms rely on personal ties for identifying counterparties and resolving disputes. The weakness of formal institutions implies that the growth in exchange does not conform with the expectations of the engagement model and may prove self-limiting. The results also cast doubt that integration between China and North Korea, at least as it is currently proceeding, will foster reform and opening.

Whether or not foreign direct investment (FDI) is essential for domestic technological and economic development remains a contentious question. The controversy is illustrated by comparing the Celtic and Asian Tigers experiences from 1995 to 2000. Based on IMF and World Bank data in constant prices, Ireland and China averaged an annual growth rate of 8% in GDP per capita. However, FDI per capita grew at an average pace of 98% per year in Ireland, while in China it decreased by 1% -- absolute values averaged US$ 3,397 versus US$ 144, respectively. This suggests that, rather than a one-policy-fits-all approach, customized policies are more appropriate; and, if any generalization can be made, it should be based on a country's stage of economic development.

The real question is whether the latest act in this long- running drama will represent true reform or in fact will camouflage an entrenchment of Japan Post's formidable monopoly powers. Antireform proposals being lined up for consideration in the Diet would indefinitely extend effective government control of Japan Post's financial arms (thereby reversing the Koizumi era reforms). On the other hand, reform forces in the Japanese government want new legislation to guarantee a level playing field in banking and insurance between Japan Post and private firms, whether domestic or foreign.

With the outlook for exports subdued and investment weak, we expect industrial output growth to slow further in 2012H1. But consumption is taking up the slack and fiscal policy is set to be supportive. As a result, we only expect a relatively modest slowing in growth in 2012 to 8.4% from 9.2% in 2011. But with house prices still falling in December, we remain concerned about the risk of a sharp slowing in the property market leading to strains on local government finances and a hard landing for growth, particularly with the external environment weak. However, central government finances are strong and fiscal transfers could provide a significant cushion in the event of a property bust.

The Trans-Pacific Partnership (TPP) is a trade agreement currently under negotiation between nine countries in three continents, including Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, United States and Vietnam. In late 2011 three additional countries--Japan, Canada and Mexico--announced their intention to join as well. The TPP has always been called a "high quality, 21st century" agreement that covers a range of topics not always found in free trade agreements. This includes not just trade in goods, services and investment, but also intellectual property rights, government procurement, labor, environment, regulations, and small and medium enterprises. This paper traces the complex negotiations and evolution of the talks since the early 2000s to the present.
