Abstract:: The first weekend of 2024 saw one of the fiercest exchanges of fire between Hezbollah and Israel since the 2006 war. On January 6, the group launched antitank guided missiles, attack drones, and no less than sixty-two rockets against Israel’s northern air control unit in Mount Meron, causing some damage. Hezbollah described the salvo as an “initial response” to the targeted killing of senior Hamas official Saleh al-Arouri in Beirut days earlier. In response, the Israel Defense Forces struck Hezbollah military compounds, a surface-to-air missile unit, and other targets at seven sites in south Lebanon. On January 8, an IDF strike killed Wissam al-Tawil, a senior commander in the group’s Radwan special forces. The next day, Hezbollah drones attacked the IDF’s northern command headquarters, while Israel killed the head of the group’s southern aerial unit and three of his team. In all, Hezbollah has claimed ten new “martyrs” since Saturday. Amid the fighting, Prime Minister Binyamin Netanyahu has restated Israel’s “resolve to return the northern communities home, diplomatically if possible; otherwise, by other means.” Similarly, Defense Minister Yoav Gallant told U.S. envoy Amos Hochstein, “We prefer the path of an agreed-upon diplomatic settlement, but we are getting close to the point where the hourglass will turn over.” Senior U.S. and European officials are now shuttling between Beirut and Jerusalem in a bid to stop the escalation. What exactly will it take to prevent a war in Lebanon and possibly beyond?

By enabling the Yemeni Houthis to attack international vessels in the Red Sea and the Gulf of Aden with armed drones and sophisticated anti-ship missiles, Iran, as it did in the Gulf in the late 1980s, is causing tremendous harm to commercial activity in one of the world’s most crucial waterways. Abstract:: The positive and businesslike approach that marked the meeting of the Negev Forum Steering Committee and Working Groups in Abu Dhabi (January 9-10, 2023) proves that the drive to entrench and deepen the Abraham Accords is still ongoing despite the change of government in Israel. Hopes for a breakthrough in Saudi-Israeli relations are also still being nurtured, reflected in practical steps already taken. Moreover, the issue was raised with Jake Sullivan during his visit to Israel. Still, as the Arab saying goes, al-’ajalah min al-shaytan – haste is from the devil – and premature pronouncements have done more harm than good. The change will not come overnight: the Palestinian issue is still a stumbling block, and political dynamics in the Kingdom are complex, at least as long as King Salman still reins in some of his son’s ambitions.

Abstract:: The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

Abstract:: Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. Abstract:: Last year was one of the bloodiest in the West Bank since the second Palestinian intifada two decades ago, and 2023 is already on track to surpass it. Worse yet, the latest surge of violence comes at a time of exceptional fragility within the Palestinian Authority. Much of this fragility can be attributed to Israeli actions that chip away at the PA’s credibility and effectiveness—a fact driven home by Israel’s deadly February 22 raid in Nablus (see below). Yet the PA’s poor governance and political ossification are key contributors as well, as leaders in Ramallah steadily lose control over parts of the West Bank in a vicious cycle of instability and ever-eroding legitimacy. If this trajectory continues, the PA might even run the risk of unraveling altogether. As the United States seeks diplomatic ways to restore calm and curb escalatory policies on both sides, it should pay closer attention to domestic Palestinian factors that contribute to these damaging trends.

Abstract:: Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Abstract:: For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. That being said, if Israel wants to solidify its relationship with the US while limiting the gateways China could conceivably use to access or acquire the country’s technology and innovation in certain dual-use domains, it must also ensure the country’s research, intellectual property, and expert knowledge in these areas is sufficiently protected.

Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

Abstract:: The threat of unmanned aerial vehicles (UAVs) has recently figured in the headlines, following UAVs launched by Hezbollah in July 2022 aimed at the Israel natural gas platform in the Karish field, reports of a Hamas project to develop UAVs, a UAV attack against the American al-Tanf base in Syria, and reports that Russia has purchased Iranian UAVs. Such an arsenal in hostile hands constitutes a mounting threat to Israel. Assuming that UAVs, especially offensive ones, will join any high-trajectory fire against Israel, new thinking about the ways of dealing with the threat in the spheres of doctrine, development, and operations is needed. Technological and operational solutions for both the more conventional threat and a scenario of massive UAV attacks in combination with high-trajectory barrages are required. Inter alia, there should be greater reliance on lasers as a cheap solution with much higher output than the current solutions. In addition, preparations should be made for handling extreme scenarios, however unlikely.

Abstract:: Prisoners and former prisoners constitute a significant and distinct group among the Palestinian public, both due to their numbers (hundreds of thousands of Palestinians have served time in Israeli jails since 1967) and their position in society. This position paper examines whether former and current Palestinian inmates can contribute to advancing Israeli-Palestinian peace, and how. The article discusses theoretical aspects that place them in a position to contribute to advancing peace, and provides examples from other countries where prisoners played an important role in advancing or attempting to advance peace. Based on the theoretical knowledge and examples, the article discusses the possible role of Palestinian prisoners in advancing peace. It describes the complexity and legal, moral and security-related issues involved, and points to positive developments, such as a process of moderation and adoption of support for peace undergone by some Palestinian inmates, who over time turned into prominent peace supporters. The article also points to measures that can be promoted in order to realize the potentially positive role of inmates in advancing peace, including dialogue with serving inmates, using the incentive of prisoner release to support moderate positions and to promote peace, and adopting policies of de-radicalization, dialogue and prevention, alongside punishment and deterrence measures, in order to turn some prisoners into actors contributing to peace. This is the fourth in a series of papers of a joint project by the Mitvim Institute for Regional Foreign Policies and the Davis Institute for International Relations at Hebrew University examining selected actors’ contribution to the advancement of Israeli-Palestinian peace.

Abstract:: Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:: In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

Abstract:: In 2020 several Arab states announced U.S.-brokered full normalization agreements with Israel, absent any explicit compromises on Israel’s side vis-à-vis the Palestinians, a significant shift from traditionally held positions. While several of these states already had informal security, intelligence, and trade relations with Israel and, except for Sudan, were never at war with Israel, these agreements represented a significant shift in historical Arab-Israeli relations and thus required discursive justification to a range of audiences, including the Arab and Israeli publics. Abstract:: The Abraham Accords constitute the beginning of a transformation of a region that has confounded many, and that will continue to be a vital battleground astride the security and economic interests of world powers. American leadership was a necessary but alone insufficient condition to the emergence of this agreement. American leadership will remain essential to its growth and evolution. The alignment of our regional partners and allies in both economic and security domains will ensure that the agreement endures. It will also incentivize others to join us in pooling critical capacities to advance and defend mutual interests. This transformation serves to constrain Iran – the threat from which has been recognized as causal – even as it constrains the malign influence and predatory practices of China and Russia. They will continue to manufacture and exploit fissures among the U.S. and its regional partners if we fail to exploit the favorable shift in the region’s security and economic architecture. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

Abstract:: This report explores overlaps and synergies between International Humanitarian Law (IHL) and the women, peace and security (WPS) agenda, specifically the protection and participation pillars of WPS. A summary of initial findings was presented in a policy brief of the same name in December 2020: Can the Women, Peace and Security Agenda and International Humanitarian Law Join Forces? (Policy Brief). IHL is the body of law that governs armed conflict. It is designed to protect combatants and civilians of all genders by restricting the means and methods of warfare. Although IHL has a track record of meaningfully protecting the rights of people in conflict-affected areas over the past five decades, there are notable shortcomings and blind spots in its ability to address the gendered dimensions of conflict. While the authors of the report do not advocate for the merging of these two agendas, they argue that there is potential to broaden the focus of the WPS protection pillar to ensure women and girls are safe from all forms of violence, and to use IHL to add legal force to the WPS agenda. Three case studies on the militaries of South Africa, Israel, and the United States highlight progress and challenges around WPS implementation and IHL compliance. South Africa is a case in which the military is engaged in peacekeeping operations, with frequent allegations made against it of sexual assault against civilians. The United States is a case in which women’s participation in combat roles has increased significantly in recent years, as well as one in which soldiers are deployed in nonconflict situations (such as partner military training missions and black-site prison facilities) where IHL does not formally apply. Israel has the largest rate of women’s participation of any state military in the world. These cases demonstrate persistent shortcomings but also crucial opportunities to better leverage WPS to promote IHL compliance and improve women’s protection. This research paper is the second in a series of outputs of a research program on the synergies between IHL and WPS at the Georgetown Institute of Women, Peace and Security with support from the Government of Liechtenstein.

Abstract:: Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. Abstract:: For the first time in 13 years, an Israeli foreign minister (Gabi Ashkenazi, a former Chief of Staff of the IDF) has visited Egypt for talks with his Egyptian counterpart (Sameh Shukri). At the same time, the head of Egyptian Intelligence, Abbas Kamel, landed in Israel to discuss the situation regarding Gaza with Prime Minister Netanyahu and Defense Minister Gantz. Both visits are parts of a bid by President ‘Abd al-Fattah al-Sisi to take the lead in stabilizing the ceasefire between Hamas and Israel and managing the next steps in the broader Israeli-Palestinian context. Egypt has already benefitted from this. The initiative broke the ice between Sisi and the Biden Administration. Israel, stands to gain, as well. Unlike their predecessors, Sisi and Shukri have welcomed the Abraham Accords. Israel and Egypt have common interests in the eastern Mediterranean. And the Egyptians, for their own reasons, do not trust Hamas. Still, Israel is entitled to insist that as mediators, the Egyptians should keep Jerusalem off the table. It would be dangerous for many in the region were Hamas to gain a strategic foothold there. Israel also should insist on a swift release of its citizens held by Hamas and the return of the bodies of dead soldiers held since 2014. Additionally, it would be useful for the Egyptian government to curb the coarse anti-Israeli and often antisemitic discourse in its state-owned media and the Egyptian public domain, which acts to constrain Cairo’s options.

Based on a perception of a hostile region, Israel’s response includes early warning, deterrence and swift – including pre-emptive – military action, coupled with an alliance with a global power, the US. Israel is adjusting these maxims to a changing reality. Overlapping interests – and perhaps the prospect of an even more open conflict with Iran – led to limited relationships between Israel and some Gulf states. These, however, will be constrained until Israel makes progress on the Palestine issue. Israel aligned with Greece and Cyprus around energy and security, which may lead to conflict with Turkey. Russia’s deployment in Syria placed new constraints on Israeli freedom of action there. The US’s retrenchment from the Middle East is not having a direct effect on Israel, while the Trump administration’s support for Israel’s territorial designs in the West Bank may make it easier for Israel to permanently expand there, thus sowing the seeds for future instability in Israel/Palestine. The EU could try and balance against such developments, but, as seen from Israel, is too divided to have a significant impact. Abstract:: The final months of 2019 were marked by widespread, prolonged protests throughout Iraq, which began in October. Baghdad was the focal point of the demonstrations, which were directed at the ruling political elite and the state backing it: Iran. Prime Minister Adil AbdulMahdi resigned at the end of November, throwing official Iraq into a political vacuum and guaranteeing that any premier appointed to replace him would be considered an interim ruler and as such, his government would only be accepted by the weakened political elite, but not by a significant part of the population. This article reviews the changes that occurred in 2019 in the nature of Israel-Iraq cooperation, as they relate to diplomatic, security, economic and civilian aspects.

Abstract:: Since the Islamic Revolution in 1979 and especially since the U.S. invasion of Iraq in 2003, Iran has become highly proficient in using its surrogates and proxies across the Middle East as a tool to achieve its interests while avoiding direct conflict with the United States. Successive U.S. presidents have sought options for pushing back against this Iranian strategy but have struggled to find approaches that could deter Iran’s actions or degrade its capabilities. In most cases U.S. administrations have been hesitant to respond at all, for fear of starting a larger conflict. The recent killing of Qassim Soleimani represents the opposite problem, in which the United States and Iran came unnecessarily close to a much larger war. In contrast, Israel’s “campaign between the wars” (the Hebrew acronym is mabam) against Iran and Iranian-backed groups in Syria has been one of the most successful military efforts to push back against Iran in the “gray zone.” Since the start of the Syrian civil war in 2011, and especially since early 2017, Israel has conducted more than 200 airstrikes inside Syria against more than 1,000 targets linked to Iran and it’s Islamic Revolutionary Guard Corps Quds Force (IRGCQF), and against IRGC-QF backed groups such as the Lebanese Hezbollah. This campaign has slowed Iran’s military buildup in Syria while avoiding a broader regional conflagration that would have been damaging to Israel’s interests.1 This study examines Israel’s mabam campaign and asks what lessons the United States can draw and how they may be applied to future U.S. actions in gray zone conflicts, both against Iran and more broadly.

Abstract:: By granting Israel much more say over the sovereignty of a future Palestinian state and its ability to absorb refugees, the document may undermine the administration’s ability to build an international coalition behind its policies. President Trump’s “Peace to Prosperity” plan was presented as a departure from previous approaches—a notion that invited praise from its supporters (who saw it as a recognition of reality) and criticism from its opponents (who saw it as an abandonment of valued principles). The plan does in fact diverge from past efforts in fundamental respects, yet there are also some areas of continuity, and ultimately, the extent to which it gains traction will be subject to many different political and diplomatic variables. Even so, the initial substance of the plan document itself will play a large part in determining how it is viewed by various stakeholders, especially those passages that veer away from the traditional path on core issues. Part 1 of this PolicyWatch assessed what the plan says about two such issues: borders and Jerusalem. This second installment discusses security, refugee, and narrative issues.

88. Compulsory military service as a social integrator

Abstract:: Compulsory military service has become very rare over the last 30 years, in the western world. In the past, most countries considered military service as a socialisation platform, given the fact that most of the population was recruited and military units were a "meeting point" for different cultures – because of that the service then was functional as a social integrator. The current research studied changes in social attitude during compulsory military service in Israel, where the society is considered to be essentially divided around ethnical and national issues. This study is based on an analysis of the attitudes of 3200 internet questionnaire participants via social networks in Israel, followed by a U-test of the collected data. Half of the participants were high-school students (average age 17) and half of them discharged soldiers (average age 23). Analysis of the results reveals significant evidence: discharged soldiers tend to be more tolerant then high-school students with regard to other cultures and ethnic origins. A discharged IDF soldier is less afraid of security threats and considers budget prioritisation towards social welfare to be more important than security challenges. These findings show that compulsory military service can still be effective as a social integrator, even in the post-modern world where countries are dealing with migration issues and ethno-national tensions.

89. Troubled vision: Understanding recent Israeli–Iranian offensive cyber exchanges

Abstract:: Reported Iranian intrusions against Israeli critical infrastructure networks and alleged Israeli actions against Iranian proliferation-associated targets pose substantial new challenges to understanding ongoing competition and conflict in the Middle East. These cyber exchanges may be interpreted through two distinct lenses: as the struggle to achieve deterrence using the instrument of cyber operations, or as the contest for initiative in order to establish conditions for relative security advantage in a cyber-persistent environment. Either way, these ongoing incidents are best understood not as “bolt out of the blue” attacks, but rather fleeting glimpses of continuing cyber campaigns leveraging previously disclosed and newly developed capabilities as each side grapples to anticipate cyber vulnerability and shape the conditions of exploitation. The opaque nature of these interactions is further complicated by potential bureaucratic politics and interservice rivalries, as well as unknown dynamics of a counter-proliferation campaign to slow, disrupt and potentially destroy Iranian nuclear capacity. In the end, observed cyber actions may not represent reflections of accurate strategic calculation, and even if aligned to the operational environment they may not lead to intended outcomes. Continuous failure to deter, or inability to manage persistent interactions, may lead to greater dangers.

90. Counting the cost: Avoiding another war between Israel and Hezbollah

Abstract:: Almost fourteen years since the 2006 war, Hezbollah and Israel seem to be drifting closer to war than at any time in the last decade. Even as Lebanon and Israel grapple with the COVID-19 pandemic, neither the Israeli military nor Lebanon’s Iran-backed Hezbollah are allowing the disease to distract from their long-running enmity. With the military buildup on both sides, the mutual destruction would be far reaching. Given the risks at hand, the Atlantic Council has released a new report, “Counting the Cost: Avoiding Another War between Israel and Hezbollah,” authored by Nicholas Blanford, a Beirut-based nonresident senior fellow in the Atlantic Council’s Middle East programs, and Brig. Gen. (Res.) Assaf Orion, senior research fellow at the Institute for National Security Studies in Tel Aviv. The authors examine the current force posture of the Israel Defense Forces and Hezbollah, identify potential triggers that could lead to a war, analyze how the next war would be fought by both sides, and offer recommendations to at least maintain the current relative calm and avoid a conflict that could cost thousands of lives and bring unprecedented ruin to both Lebanon and Israel.

91. Egyptian Plague or Spring of Youth? The Israeli Discourse regarding the Arab Spring

Abstract:: From the outset of the protest events in Tunisia, Egypt, Yemen, Libya and other countries, many people in the world began using the term “Arab spring” to describe the sequence of events in the various locations. The term was based on the term “theSpring of Nations,” that refers to a wave of national revolutions in Europe in the mid-19th century. It seemed to take a little longer for the term to penetrate the Israeli discourse on the subject and even when it did many hesitated to accept it and had reservations about its positive and optimistic connotations. For instance, Minister of Strategic Affairs Moshe (Bogie) Yaalon stated that “the event is dramatic and historic and will be given a name, but not the Arab spring.” Former Mossad chief Meir Dagan also opined it was a mistake to use the term “Arab spring” and explained that “whoever coined the phrase drew it from events that occurred in Europe in 1848, when liberal ideas proliferated in the world. The truth is there is no liberal message.” Former head of military intelligence Amos Yadlin said “we understand today that the pair of words ‘Arab spring’ did not describe correctly the phenomenon that rocked the Middle East in 2011.” The Israel Defense Forces’ intelligence branch discussed the issue and decided that the term “Arab spring” was unsuitable and decided to use the term “upheaval” as the official term describing the events.4 Many other people in Israel, as shall be described below, began using the terms “Arab winter” or “Islamic winter” as terms to challenge the original term and express a negative reading of the events. This article wishes to present an analysis of the Israeli discourse following the Arab Spring events as articulated by different parties in diverse forums of conversation. The article analyzes the public and media conversation in Israel and includes an analysis of statements, articles and public opinion surveys and refers to different players (politicians, public figures, journalists and military commanders) and different issues and questions that have arisen as part of the conversation on the subject.

Abstract:: On September 15, 2020, a joint statement was issued in Washington concerning Israeli peace agreements with the United Arab Emirates (UAE) and Bahrain (The Abraham Accords Declaration). These agreements brought to four the number of Arab nations that have official diplomatic relations with Israel, the first two being Egypt (since 1979) and Jordan (since 1994)1. US President Trump himself praised these as "historic agreements"; however, there was no Palestinian representative at this celebration. These agreements mainly focus on strengthening economic and security relations among the participating countries, and they have encountered both supporting and opposing views within the international community. In particular, Iran and Turkey, which are at odds with Saudi Arabia and the UAE in the region, have strongly criticized the agreements, saying they run counter to resolving the Palestinian Question. Many readers might recall the Camp David Accords of about 40 years ago that led to the first peace treaty between Israel and Egypt. Let us now compare the two peace efforts and consider what the meaning of the 'Arab Cause' has been.

Abstract:: As Russia has become a major external player in the Middle East and North Africa (MENA) region due to its military engagement in Syria since 2015, it has acted as a balancer and mediator in several regional controversies and has continued to serve as a security guarantor for the Syrian state. This course has brought Moscow some practical dividends, such as growing economic and military-technical cooperation with select MENA countries, and has spurred its broader international profile. However, entering the 2020s, the risks of more active engagement in the Middle East have also mounted, making Russia’s balancing act more difficult. In three cases where Russia’s involvement has been visible (Syria, Libya and the Israeli-Palestinian problem), evolving developments challenge Moscow’s acquired influence and multi-vector approach, but also create new opportunities for its engagement and mediation. Above all, the 2020 US–Iran crisis catalysed the urgent need for structured regional dialogue, especially across the Persian Gulf. While this requires direct interaction between the region’s main antagonists, the initial impulse to unlock the trans-Gulf impasse might need to come from the outside. A process-oriented blueprint for inclusive multilateral security in the Gulf proposed by Russia in 2019 is a step in the right direction, but to be activated it may need to come as part of some broader international initiative.
