Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

When news broke of the Hamas attack on Israel last month, the silence from Beijing was conspicuous amid the din of international statements. When the government finally addressed the conflict at a press conference the day after, its words were remarkable for being unremarkable. An unnamed Foreign Ministry spokesperson expressed “deep concern,” called on “relevant parties to remain calm, exercise restraint, and immediately end the hostilities,” and lamented the “protracted standstill of the peace process”—a diplomatic endeavor in which Beijing has never shown more than a passing interest. The wording was nearly identical to China’s reactions during past Gaza conflicts, despite the fact that the circumstances were radically different. Because the brief remarks failed to condemn Hamas or even recognize the scale of the horrors that occurred on October 7, Israeli commentators interpreted them not as neutral, but as hostile. Beijing soon confirmed that interpretation. On October 14, Foreign Minister Wang Yi asserted that Israel’s actions went “beyond the scope of self-defense” and demanded that it stop imposing “group punishment” on Palestinians, while still refusing to condemn Hamas. Chinese media have likewise presented the war as one of Israeli aggression—despite being heavily censored, their early reports were rife with anti-Semitic, anti-Israel commentary claiming that Hamas was defending the two-state solution, even though the group’s past and present actions are patently bent on destroying the Israeli state. Notably, the strident tone in online Chinese commentary moderated in the run-up to President Xi Jinping’s November 15 meeting with President Biden, underscoring the government’s well-established influence over such messaging. This approach is a stark departure from Beijing’s past impassivity toward Middle East conflicts, in which Chinese officials had usually sought to avoid entanglement. Rather, it reflects the government’s new inclination to use far-flung conflicts as opportunities to undermine the United States and score points in the “Global South.” Yet it could also hold longer-term consequences for China, particularly regarding the government’s three-decade effort to improve relations with Israel. In addition, using the current crisis to take potshots at Washington may constrain Beijing’s ability to project impartiality in other regional conflicts.

This qualitative study aims to analyze the impact of Saudi-Israel relations on the Middle East. The study also focused on the reaction of Arab countries to their bilateral ties and incidents that have arisen in the Middle East as a direct result of tensions between Saudi Arabia and Israel. The deteriorating condition of relations between Israel and Saudi Arabia wreaked havoc throughout the region. The United States plays a pivotal role in the politics of the Middle East; therefore, a nation that is willing to operate as the United States' right hand was sorely needed in the region. Israel, a country that is not recognized on a global scale, has set up shop in that vacated seat. Together, they aid proxy wars between Saudi Arabia and Iran, which contributes to instability in the region. The only thing that could diminish the damage would be a concerted effort by Muslim states against Israel.

Europe should work proactively to chart its way in this inflammatory debate, rather than passively buying into the polarising narratives from Israeli and Arab public debates and allowing these to sow divisions, paralyse action, hamper credibility and poison democracies.

Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.

In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. A growing number of countries have invested significantly in their capabilities to disseminate online propaganda and disinformation worldwide, while simultaneously establishing information dominance at home. Each of the contributions to this issue addresses the central theme of influencing perceptions and behavior. First, Daniel de Wit draws lessons from a historical analysis of the Office of Strategic Services (OSS), America’s intelligence and special operations organization in World War II. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

Nevertheless, accuracy in reading current geopolitical changes and key trends along with their implications will, and should, help Jordan mitigate risks, maintain stability, and preserve its regional role. The Center for Strategic Studies (CSS) at the University of Jordan, presents potential scenarios to anticipate the future of Jordan and the region, in an attempt to understand the geostrategic and political changes that have occurred or are expected to take place and their impact on Jordan in the years to come. This study, titled “Jordan’s Path in 2021: Trends and Scenarios” aims to reveal the underlying significance and future implications of major emerging internal and regional key trends. It ought to provide correct predictions for shifts in geopolitical power balance, which will help policymakers make informed and knowledgeable decisions. CSS is delighted to share the results of the January survey carried out in 2021 and wishes to thank the 174 experts who participated in it. The Arab sector has the electoral potential to win 25 seats in the Knesset. The low voter participation rate in the last elections (44.6%) was the result of a number of factors: the Arab representatives’ lack of influence on the government; the Arab community’s lack of confidence in parliamentary endeavor; the marginal status of Arab society; and the ideological boycotting of the elections. The poor results of the parties on the Left among Arab voters reflect their problematic relations with the Arab community. Arab voters do not view the leftist parties as a viable electoral alternative. On the other hand, only a negligible number of Jewish voters voted for the two Arab parties. The success of the United Arab List (Ra’am) and the failure of the Joint List in the Bedouin sector are the result of the latter’s inability to provide solutions to the problems of the Bedouin population, as well as the support in Bedouin society for Ra’am’s religious and conservative platform.

In the upcoming Knesset elections, the taboo that an Arab party should not join a government coalition is liable to be broken, in view of the crisis in Israeli politics and the balance between the Right and Center-Left. The Arab camp is showing a historic willingness for political partnership, but the Zionist Center-Left camp is hesitant to establish a coalition based on the Arab parties. Paradoxically, it is Benjamin Netanyahu who is likely to benefit from the political changes on the Arab street. Although in the past he ran a campaign to delegitimize the Arab parties, today he is embracing the Arab community against the backdrop of a split Joint Arab List. From a practical political viewpoint, Arab voters are differentiating between the nationalist level and the pragmatic day-to-day level. This is evidence of the increasing “Israelization” of the Arab community, though it is not giving up its Palestinian identity.

In recent years, the US-Israel relationship was stewarded by Israel’s longest-serving leader, former Prime Minister Benjamin Netanyahu, and the man whom he referred to as “the greatest friend that Israel has ever had in the White House,” former President Donald Trump. This week, the first meeting between the two countries’ newly elected leaders, President Joe Biden and Prime Minister Naftali Bennett, will set the tone for a new era of US-Israel relations. New data from the 2021 Chicago Council Survey indicate that some differences in ideas about US policy toward Israel on Capitol Hill—heightened by the 11-day clash between Israel and Hamas last May—have corresponding divisions among the American public. The US public is sharply divided along partisan lines on key issues, including whether to take a side in the Israeli-Palestinian conflict, support for a Palestinian state, and restrictions on the uses of military aid to Israel. Moreover, it’s not just Americans who are at odds with each other. A comparison of the recent Chicago Council Survey and a Viterbi Family Center poll shows that the American public and Jewish Israelis have opposing views on what might be acceptable solutions to the Israeli-Palestinian conflict, while Israeli Arabs and Americans are broadly aligned on acceptable political outcomes.

The elections conveyed a message: The Arab public refuses to be a problem in Israeli society, and strives to return to normalcy. The 1990s were engraved in the memory of the Arab public as a promising period for their rights, but today the tables have been turned. The establishment doubts the ability of Arab Knesset members to represent their constituents and doubts their allegiance to the state. Many in the Arab public understand that the enshrining national-Zionist identity of the state is directed against them. The delegitimization of the Arab minority and its elected representatives reached its peak in the recent elections. The slogan "Bibi or Tibi" is an expression of incitement and racism that should be denounced. The "deal of the century" plan, and in particular its intention to annex the Triangle Region to a Palestinian state, actually contributed to raising the turnout rate on the Arab street. The 15 seats won by the Joint List restored the belief to Arab citizens that change is possible.

On October 29, Secretary of State Mike Pompeo will briefly visit Jakarta for discussions with Indonesian president Joko Widodo—popularly known as Jokowi—and Foreign Minister Retno Marsudi. Topping Pompeo’s agenda will undoubtedly be the U.S. effort to organize Asian allies around resisting China’s increasing assertiveness in and beyond the region. But Jakarta is also relevant to another Trump administration foreign policy priority, one that has taken on an increasingly high profile in the run-up to the U.S. election—normalization with Israel. Indonesia is one of thirty countries worldwide that do not recognize the state of Israel, and one of three in Southeast Asia. But unlike Malaysia, whose leaders have espoused virulent anti-Semitism, and tiny Brunei, Indonesia has a history of positive (albeit inconsistent) signals toward Israel, raising hopes that movement toward normalization may be possible even if it is not imminent.

In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

A year into Katz’s term, an assessment can be made as to whether his appointment has strengthened the MFA and left a policy imprint. This, while taking into consideration the turmoil in Israeli politics since early 2019 and the understanding that deeper change requires a ministerial tenure longer than a year. This article sums up Katz’s first year on the job, based on media reports and information published by the MFA. It examines both intra-ministerial and policy aspects, and concludes that Katz is operating in Netanyahu’s heavy shadow, has failed to address the deep budgetary crisis faced by the MFA, and has focused on developing ties with Gulf States and combatting anti-Semitism.

Dr. Salim Brake, in the current issue of Bayan, analyzes the considerations and voting patterns of the Druze in the Knesset elections. The Druze generally vote on utilitarian considerations, such as voting for parties expected to be included in the coalition and to influence government policy. Few of them vote for ideological motives. Social networks voiced fierce criticism following two legislative acts that have hurt Druze over the past year: Kaminitz Law and Nation State Law. Despite this, the Druze artificially separated their stance on these laws and voted for parties that supported those laws. The Blue-White party spoke against the Nation State Law in its current form, and as a result, drew significant support from the Druze community. However, Blue-White is only committed to amending the law and including a clause referencing equality within it, and not eliminating it as Druze hoped. The increase in support for the "Israel Beitenu" party is due to the fact that the Druze representatives in the Likud are not seen as representing the real interests of the Druze community. In addition, the Druze candidate in the "Israel Beitenu" party expressed opposition to the Nation State Law.

Abstract:
Youth political activism has been challenging Middle East and North African political systems frequently and forcefully over the last decade. This is not a new phenomenon, of course. Young people have historically stood at the forefront of popular uprisings and cultural movements. Demographic realities in the Middle East have increased the latent potential for disruptive youth activism. Nearly 60 percent of people in the region fall under the age of 30, half of whom are aged between 15 and 29, and in almost every country, unemployment for working-age youth exceeds the overall jobless rate. The failures of the 2011 Arab uprisings to achieve lasting democratic change revealed the limits of street protests, but the underlying problems remain profoundly unresolved. How are young people questioning, subverting, and transforming the boundaries of politics in the post-uprising Middle East and North Africa? In June 2019, the Project on Middle East Political Science convened a workshop on youth politics in Amman, Jordan, in cooperation with the Phenix Center for Economic and Informatics Studies. The workshop’s papers and deliberations sought to unpack the meaning of youth politics. What characterizes the latest wave of youth mobilization? How is youth activism, and youth politics, changing public attitudes and government policies? Can any generalizations be made about youthfulness, and the experience of being young and political, in the Middle East today? The essays contained in POMEPS Studies 36: Youth Politics in the Middle East and North Africa attempt to answer these questions. They come from scholars who, through intensive fieldwork in varying countries, study the origins and processes of activism among young people through diverse methodologies and orientations.

A little over a month ago, I wrote of an atmosphere of resignation in Israel among Netanyahu’s political opponents leading up to the Israeli parliamentary elections on April 9th. The smattering of center-left parties seeking to rival Netanyahu’s Likud at the ballot box were divided across a range of tickets, unable to put their egos aside and form a joint bloc capable of presenting a veritable challenge to the incumbent prime minister. The long-reigning Israeli leader’s tenure looked, therefore, set to extend even further. The question was not who will be the next prime minister, but rather “Who will be the next Bibi [Netanyahu]?” as Israeli comedian Tom Aharon quipped. But a lot can change in a day of Israeli politics, never mind a month. As political alliances shift rapidly, the announcement of Netanyahu’s indictment on fraud and corruption charges has further destabilized the already-turbulent atmosphere leading up to the April elections.

Today, after years of modern terrorism and counterterrorism, the international community still does not agree on a single definition of terrorism. Despite the daily threats posed to many states, the definition conundrum prevents an agreed classification that could better facilitate the fight against terrorism and thwart the public legitimacy that most terrorist organizations seek. When a problem is accurately and acceptably defined, it should be easier to solve. Terrorism is an overly used term often heard in different discourses and contexts. It is used by the general public and in the course of academic, political, and legal debates, not to mention constantly referenced in the media. It may not be feasible to verse one universal definition for all discourses, but the term’s key criteria can and should be agreed upon.

This article describes the relationship and cooperation between Israel and Egypt, and discusses the impact of the Israeli-Palestinian conflict on them. It focuses on the current political and security cooperation between the two countries regarding the Gaza Strip, the fight against terror, the Palestinian issue, the relations with the US administration, and the regional rivalry between Arab Sunni states and Iran. The article emphasizes that when it comes to civil and economic ties between Israel and Egypt, the potential for cooperation has yet to be fulfilled. Nevertheless, there are a few signs for economic cooperation in the areas of natural gas and industry (with the enlargement of the QIZ system), and to some positive change in the public attitude of the Egyptian government towards relations with Israel. The challenges to bolstering Israel-Egypt relations include bureaucratic, economic and politicalsecurity (e.g. the nuclear issue) components. Above all, however, stands the Israeli- Palestinian conflict and the perception of the Egyptian public that normalization with Israel cannot be reached prior to a solution to the Israeli-Palestinian conflict.

In Israel, former diplomats do not tend to play a significant public role. However, they have the potential to make a real contribution to improving the public and political Israeli discourse on foreign policy. Israel’s former diplomats have dozens of years of experience, diplomatic skills, knowledge of various countries and organizations, intricate networks of social ties around the world, analytic capacity and deep understanding of the international arena and of Israel’s place among nations. This valuable experience often goes down the drain. A Mitvim Institute task-team recommended to increase their role in Israel’s public sphere, in order to empower Israel’s diplomacy and Foreign Service. On February 3, 2019, the Mitvim Institute hosted a policy workshop to discuss how this can be done. It was carried out in cooperation with the Friedrich-Ebert-Stiftung and with participation of senior former diplomats (including Foreign Ministry directors-general and deputy directors-general). Discussants presented examples from other countries, outlined the situation in Israel, described the challenges to optimizing the potential impact of Foreign Ministry retirees, and identified recommendations to promote change.

Ties with the EU are a strategic asset for the State of Israel. Europe is Israel’s largest trading partner, a source of political and defense support (despite disagreements), an anchor of shared norms and values, a partner in cultural creation, and a central collaborator in research and development. The importance of these ties obliges Israel to invest attention and resources in preserving and even deepening and expanding them. Done right, Israel could leverage the tremendous potential of its ties with Europe for the improved wellbeing of its citizens and for its international standing. However, in recent years, the Israeli government has been leading a negative campaign against the EU. It has been criticizing the EU for being anti-Israel, while making efforts to increase divisions between EU Member States in order to limit the EU’s capacity to play a role in the Israeli-Palestinian issue. Toward the formation of a new Israeli government in late 2019, this article presents ten guiding principles for an improved Israeli foreign policy toward the EU, based on the work of a Mitvim Institute task team.

Palestinian Arab citizens of Israel, who feel their political representatives cannot achieve significant change for them on domestic issues, find it hard to believe that their voice could be meaningful in Israel’s foreign relations. Indeed, their involvement in Israeli foreign relations, both in the governmental and non-governmental arena, is limited. However, one area in which their involvement and influence have significant untapped potential lies in forging ties with Diaspora Jewry. For instance, in London, there is a clear disconnect between the representative bodies of the Jewish community, such as the Board of Deputies of British Jews and the Jewish Leadership Council, and those representing the Palestinian community, such as The Association of the Palestinian Community in the UK and the Palestinian Forum in Britain which reflect the main currents of Palestinian thinking. While the disconnect is evident on the formal-organizational level, it does not preclude unofficial ties between Palestinians and Jews in London. Nonetheless, links between the two communities are limited, as is the space for joint discussions and exchanges of views, thoughts and narratives.
