The study, Assessing Progress on Nuclear Nonproliferation and Disarmament: 2009-2010 Report Card gives grades to China, France, Russia, the United Kingdom, the United States, India, Israel, Pakistan—each of which possess nuclear weapons—and North Korea—which maintains a nuclear weapons capability—as well as Iran and Syria, which are under investigation for possible nuclear weapons-related activity.

While sharing a number of interests in the Mediterranean and Middle East region, the EU and the Gulf Cooperation Council have pursued different patterns of strategic concerns and relations. Nevertheless, a potential for developing common EUGCC perspectives exists, as the Mediterranean and Middle East region are both part of the EU and the GCC neighbourhood and are a common location for investment. Diplomatic convergence on a number of issues could contribute to improving security and political cooperation as well, despite the fact that this is stymied by divergent views on the Israeli-Palestinian conflict.

In late 2008 the Association of Southeast Asian Nations (ASEAN) committed to creating a human rights body, which emerged as the Intergovernmental Commission on Human Rights (ICHR), the terms of reference (TOR) for which have since been adopted. Although the TOR for the commission currently outlines a primarily advisory rather than an enforcement role, the very existence of the ICHR has the potential to act as a trigger to further discussion on human rights issues in member states and open avenues for further action. To take maximum advantage of this opportunity to further the human rights agenda in ASEAN member states, it is essential that critical early decisions are made carefully so as to leave the most latitude for future action. While some observers are concerned that the ICHR lacks teeth, the fact that all ten ASEAN governments have agreed to implement a human rights commission is remarkable and is an essential first step toward ASEAN's stated goal of respecting and protecting human rights.

Abstract:
The relationship between economic concentration and governance remains controversial. While some studies find that high economic concentration strengthens collective action and reform cooperation, others stress dangers of rent-seeking and state capture. In this paper I argue that effects are neither strictly positive nor negative: they are best described as an inverted-u-shaped relationship, where better governance performance emerges with moderate economic concentration. Decentralization reforms in Indonesia and the Philippines Q unprecedented in scope and scale Q provide a unique opportunity to test this hypothesis. Subnational case studies and cross-sections, from both countries, indicate that moderately concentrated polities are accompanied by better service and lower corruption. The presence of Scontested oligarchiesT Q small circles of multi-sectoral interest groupsQ creates a situation where economic elites are strong enough to influence policymakers and, at the same time, diverse enough to keep each other in check. The results of this paper suggest that contested oligarchies compensate for weakly-developed societal and juridical forces and can become a stepping stone to good governance.
Successive Israeli governments have held that a nuclear weapons capability in the region, other than Israel's own, would pose an intolerable threat to Israel's survival as a state and society. Iran's nuclear program—widely regarded as an effort to obtain a nuclear weapon, or put Tehran a “turn of a screw” away from it—has triggered serious concern in Israel. Within the coming year, the Israeli government could decide, much as it did twenty-eight years ago with respect to Iraq and two years ago with respect to Syria, to attack Iran's nuclear installations in order to delay its acquisition of a weapons capability.

In the annals of daring intelligence operations, Israel's Mossad stands alone. Most recently, the Israeli spy agency is suspected of pulling off the identification and penetration of a nearly-completed Syrian nuclear reactor previously unknown to Western intelligence services, as well as the assassination of Hezbollah arch terrorist Imad Mughniyeh.
In the nearly seventeen years since the Oslo Accords were signed in 1993, radical Islamic terror and failed Middle East peace processes have claimed the lives of thousands of Israelis and Palestinians. Ironically, one of the greatest casualties of this conflict has been diplomatic creativity.
The Duke of Marlborough once said, "No war can be conducted successfully without early and good intelligence, and that such advices [sic] can't be had but at a very great expense." While popular culture, and Hollywood in particular, has romanticized the role of intelligence in wars, the simple fact remains: one must know the enemy one is fighting for victory to be possible.
The crisis that started with Hamas winning the Palestinian Authority (PA) elections in January of 2006 seems to have entered a new stage with the start of 2009. Israel, which provides the occupied PA with the bulk of its economic resources, the US and the EU classifying Hamas as a terrorist organization and the resulting 3 year long economic siege and blockade, and the Israeli operation that started on the 27th of December and lasted for 22 days have all made the humanitarian situation in this region unbearable.
