Today, the creation of a Palestinian state appears to be a distant possibility: the international community rejected to manage the issue, and the leadership in these territories weakened because of its divisions, revealing their inability to advance. Both the political and the territorial partition between the Gaza strip, governed by the Hamas and the West Bank, under Palestinian authority in line with Fatah, reveal a profound crisis that questions the very contours of Palestinian politics. It also shows that Hamas’ integration in the political game made it impossible to pursue the security subcontacting system. Maintaining the system avoids reconstructing the Palestinian political community, and makes it difficult to develop a strategy that moves towards sovereignty. Since October 2015, the popular and pacific resistance project has been shelved by the return of the violence against Israeli civilians. The Palestinian leadership counts on internationalization of the cause, which has shown mediocre results. Will the replacement of Mahmoud Abbas by his competitors permit to leave the rut?

The breakdown of state structures and the wider regional political order has resulted in a complex tapestry of conflict throughout the Middle East that is likely to produce a continued period of volatility and violence for several years to come. This is because there are numerous dynamics at play that are competing with one another across various levels. Within these dynamics, religion as a mobilizing factor which, alongside sectarianism has emerged as a primary driving force for many of the ongoing conflicts. In addition, the deep crisis of the nation-state has released different dichotomies resulting in overlapping lines of confrontation that seem to be exploding all at once. The situation is exacerbated by the diminished leverage of global players on regional forces and regional players over national ones, thus significantly complicating the search for solutions.

Filistin Politikamız: Camp David'den Mavi Marmara'ya The Israeli-Palestinian conflict is presumably the most problematic and persistent theme in Middle Eastern politics. Thus, the conflict is one of the most studied topics in academic literature on the region. In this light, it is all the more surprising that the current study of Erkan Ertosun is the first book-length work on Turkey's Palestinian policy. It is also a very timely contribution as Palestine becomes an ever more central topic in Turkish foreign policy. The author claims that he has attempted a holistic analysis in which domestic, regional and international factors are integrated. However, despite this claim, the real emphasis of the book is on international affairs and rightfully so.

Iran's imminent rise to nuclear power status raises reasonable fears about the Middle East stability. Having examined the discursive exchange of Mutual Assured Evilness (MAE) by Iran and Israel, some political commentators and decision makers express doubts over the workability of nuclear stability. That is because they question whether these countries can overcome their mutual hatred and find the requisite instrumental rationality for nuclear stability. Their fears are exacerbated when they regard Iran as a religious country and hence supposedly incapable of rational behavior. However, the discourse of evil is not only indicative of hatred. Evil it seems is a conceptual relic encased in religious metaphysics. It is a datum that enables us to expose the religious layers that exist alongside secularism. Israel's hyperbolic use of the term evil resonates as strongly as it does because of the religious metaphysics that coexists with Israel's supposedly secular belief system. Therefore, in some ways, Israeli society may be closer to Iranian society than Israelis generally allow themselves to believe and all the while the two societies are locked in a dance of hatred and fear, fueled, among other things, by MAE.

This policy brief examines the paradox of Mizrahim (Arab Jews) supporting right-wing Israeli policies through a case study of the border town of Kiryat Shemona. Based on ethnographic research, it illuminates the enduring power of ethno-nationalism and demonstrates how it affects Mizrahi lives. Mizrahim became trapped by Israeli nation-building on the geographic and socioeconomic margins of the state positioned between the dominant Ashkenazi elite and the Palestinian population. Factors such as Mizrahim's partial inclusion in the nation; tensions between Jews and Arabs, and between the secular and the religious; the decline of the welfare state; and a shared perception of threats and dangers informed everyday nationalism in the town. Mizrahim contested Ashkenazi Israeliness through ethnic and transnational identifications and practices. Simultaneously, their support for the nation-in-arms and identification as "strong"and "civilised" reinforced the dominant logic of ethno-nationalism. Mizrahi support for right-wing militarism is likely to persist as long as national unity is used as a colonial practice by the centre. The inclusion of Mizrahim as equals together with other marginalised citizens would necessarily entail an Israeli Spring.

Fundamental issues such as the conflict between Hamas and Israel and the rift between Hamas and Fatah, shaped the Palestinian politics in 2012 as in previous years. Israel opted for military intervention against Hamas once more with the Operation Pillar of Defense. The outcome of negotiations that took place throughout 2012 between Hamas and Fatah over the disagreements between the two sides was far from being satisfactory. The impact of Arab Spring, on the other hand, opened new avenues for a set of new developments in Palestinian politics. Egypt, Turkey and Qatar have formed a new alliance as supportive forces in both Palestinian domestic and foreign policy. In addition to all these, the Palestinian authority's international attempts through United Nations started with the UNESCO membership in 2011 and ended up with obtaining the UN observatory non-membership status in 2012. It was underlined that upgrade in Palestinian UN status would open new avenues for Israel-Palestine relations in the long run. Apart from all these, Palestinian prisoners held in Israeli jails protested the severe prison conditions by hunger strikes.

The 2012 American presidential election features two candidates, incumbent President Barack Obama and Governor Mitt Romney, with contrasting foreign policy visions for the United States, particularly with regards to the Middle East. How could these differences between the two candidates affect bilateral relations between the United States and Turkey, which—aside from Israel—is generally seen by the United States as its most stalwart ally in the Middle East? This paper will examine the recent history of bilateral relations between Turkey and the United States, from the George W. Bush administration to the Obama administration, as well as current issues surrounding relations between the two countries. It will also explore how the predicted policies of each candidate could impact the future course of bilateral relations between Turkey and the United States.

Zionism: One or many? Obsolete? Irreconcilably divided? Ethnocentric? Is there a Zionism compatible with nondiscrimination of Palestinians? These two books, Nation and History: Israeli Historiography between Zionism and Post-Zionism by Yoav Gelber and Zionism and the Roads Not Taken: Rawidowicz, Kaplan, Kohn by Noam Pianko, present opposite points of view, one backward looking and abortive, the other forward looking, expressing hope for change. Both are grounded in historical discussions with considerable relevance to the present. Both draw legitimacy by adhering to a Zionist dream. The two opposing dreams, however, negate each other.

“Decide when it is time to decide, draw a conclusion, don't postpone; this is the type of politics I want to create.” Prime Minister Yoshihiko Noda made this declaration in a press conference on June 26 immediately after the passage of the consumption tax-hike bill in the Lower House of the Diet. Noda's conviction to pass a tax increase had a political cost: 57 lawmakers of the ruling Democratic Party of Japan (DPJ) voted against the bill, while 15 DPJ members abstained. Former DPJ president Ichiro Ozawa, who leads the anti-tax-hike movement, and his followers created a deep rift within the ruling party over the tax legislation and subsequently damaged Noda's political power base by defecting from the party on July 2.

When the Democratic Party of Japan (DPJ) kicked the Liberal Democratic Party (LDP) out of power in 2009, there was some sense of hope amongst the Japanese that things would change. If nothing else, the Japanese hoped that the DPJ would bring new ideas to tackle some of the country's ongoing problems. Reality soon proved otherwise. Not only has the DPJ quietly abandoned many of its campaign pledges, it has proved just as incapable at resolving ongoing problems. Seventeen months into a DPJ-led Japan, Prime Minister Naoto Kan faces a number of domestic problems that threaten his government's survival. The unfortunate result is another expected turn of the revolving door that is the Japanese premiership.

Within international discourses on security, North Korea is often associated with risk and danger, emanating paradoxically from what can be called its strengths—particularly military strength, as embodied by its missile and nuclear programs—and its weaknesses—such as its ever-present political, economic, and food crises—which are considered to be imminent threats to international peace and stability. We argue that images play an important role in these representations, and suggest that one should take into account the role of visual imagery in the way particular issues, actions, and events related to North Korea are approached and understood. Reflecting on the politics of visual representation means to examine the functions and effects of images, that is what they do and how they are put to work by allowing only particular kinds of seeing. After addressing theoretical and methodological questions, we discuss individual (and serial) photographs depicting what we think are typical examples of how North Korea is portrayed in the Western media and imagined in international politics.

The specificity of the type of Holocaust denial on the rise in Arab countries since the 1980s is explored in contradistinction to Western Holocaust denial. The latter, rooted in anti-Semitism, is a substitute for open hatred of the Jews in countries where this hatred has not been tolerated since World War II. Holocaust denial in Arab countries, on the other hand, finds its roots in Israel's exploitation of the Holocaust for political purposes. It also serves as a simplistic explanation for Western support of the Zionist state and as an outlet for frustrations created by Israel's oppressive supremacy.

Reviewed by Musa Budeiri In addition to a heavenly Jerusalem, there is an earthly one, also invented, yet very much a work in progress. Jerusalem and Jerusalemites are not one and the same thing. Israeli control of the city's physical space and its inhabitants serves only to highlight this distinction. As in other settler enterprises, the native population is of interest only as an obstacle to be overcome. In this particular case, its disappearance constitutes an essential part of Israel's imagined Jerusalem. This is the terrain of Hillel Cohen's text. His primary preoccupation is with attacks on Israeli sovereignty manifested in Hamas's attempt to establish a “balance of terror,” challenging as it does the legitimacy of Israel's annexation of the Arab part of the city conquered in June 1967. On 28 June 1967, Israeli law was extended to a new enclave carved out of the occupied West Bank, which became part of “municipal Jerusalem.” Settlements were built encircling it from east, north, and south; now that this has been accomplished, the establishment of Jewish enclaves within its historically Arab neighborhoods is on the agenda, primarily in Silwan, Ras al-Amud, al-Tur and Shaykh Jarrah.

Although a full narrative will have to wait until the ongoing Israeli inquiry is complete, it is possible to sketch the outlines of what happened on the Turkish ferry Mavi Marmara . The six boats of the "Free Gaza Flotilla" departed Turkey on May 28, and Israeli naval vessels began shadowing them two days later, around 11:00 p.m. on May 30. At that time, Israel requested that the boats divert to Ashdod to allow inspection of their cargo for contraband, but they refused to comply.

Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Lurking behind the warmth and banter, however, remain tactical obstacles on how to proceed in Israeli-Palestinian peace negotiations as well as strategic uncertainty about how each side views the other's regional priorities.

Despite the clear necessity of an inclusive approach that involves all relevant actors, the Middle East Quartet (comprising the United Nations, the United States, the European Union and Russia) has made political and financial cooperation with the Palestinian Authority dependent on the recognition of the three Quartet principles — the recognition of Israel, the renunciation of violence and adherence to previous diplomatic agreements — in exchange for the recognition of a Palestinian government. But instead of compelling Hamas to consider compliance, the Quartet principles have in fact led the group to become more entrenched in its defiant stance. There is a fundamental problem with the three Quartet conditions. While decision-makers proclaim that the three principles come as a package and are inseparable, it is precisely the fact that they are so interlocked and that Hamas is required to comply with them simultaneously that makes compliance problematic. This is the case because the three principles are mutually constraining to such an extent that complying with one principle effectively prevents Hamas from complying with another. Originally, the three Quartet principles were intended as a basis or a framework for a potential peace process. They define the conditions a negotiating partner has to fulfil in order to take part in Middle East peace talks. In reality, however, they have acted as an impediment. This paper seeks to find a way of overcoming the constraints that the EU has imposed upon itself by insisting on simultaneous adherence to the three Quartet principles. It looks at what room for manoeuvre there remains for the EU within the framework of the Quartet conditions and at how they can be modified in such a way that they facilitate rather than obstruct compliance.

The recent elections for the lower house of Japan's Diet herald the end of the Liberal Democratic Party's (LDP) domination of Japanese politics. The winner, the Democratic Party of Japan (DPJ), aims to thoroughly reform the way the country is governed. The strategic goals of the DPJ's reform agenda are to shift the locus of policy-drafting away from civil servants to the legislature, and to bring the latter firmly under the control of the Prime Minister's Cabinet. In order to be able to work towards its strategic goal, the DPJ needs tactical victories to maintain its popularity with the electorate. The climate negotiations' high profile makes domestic climate policy a natural area for the DPJ to differentiate its political brand from that of the LDP. Just as with governance reform, the DPJ has time and again asserted its commitment to pro-active climate goals both in pre-and post-electoral speeches, at home and abroad. Therefore it is very likely to continue pouring political capital into this policy area. The division between major ministries about how to formulate Japanese climate policy presents a willing Cabinet with structural advantages to assert its leadership successfully. The wider reforms currently being implemented further strengthen the new government's position. There are some factors that might limit the ability of Japan's new leadership to fight climate change. These include how their relationship with domestic media outlets shapes their approval ratings, how the positions of other stakeholders develop, how other electoral promises conflict with the new climate platform, and how the climate negotiations progress on the international level.

Rosemary Sayigh-writer, activist, mentor, and ethical compass-has arguably made a greater impact on Palestinian studies than most scholars over the past generation. Palestinian refugees in Lebanon; women under occupation; oral history of the Nakba; gender and politics; memory and identity; culture and resistance; the political responsibility of the researcher-these are but some of the lines of inquiry she has pioneered. Starting with her classic book, The Palestinians: From Peasants to Revolutionaries; A People's History, published thirty years ago, she has become the unofficial mentor of large numbers of PhD students specializing in the above fields. "Unofficial" because, although she has been an indispensable resource for emerging scholars, she remains an outsider to institutions of higher education. She has never held a permanent academic position and was largely shunned by universities and research centers in Lebanon, the country where she has lived for more than fifty years. This special issue of the Journal of Palestine Studies (JPS) in honor of Rosemary Sayigh is richly deserved and long overdue.

The leadership of powerful states in processes of regional institutionalization is a significant, though still widely ignored topic in the field of International Relations (IR). This study asks about the theoretical conditions of effective leadership in international institution- building, using China's and Japan's roles in East Asian regionalism as an empirical test case. It addresses the question of what actually happens when states perform the role of leader. Specifically, it focuses on the process of negotiating leadership claims, and different hypotheses are presented as to the requirements of effective leadership in international affairs. The findings point to the fact that leadership is effective and sustainable when foreign elites acknowledge the leader's vision of international order and internalize it as their own. Leadership roles are often disputed and are constituted of shared ideas about self, other, and the world, relying on the intersubjective internalization of ideas, norms, and identities.

During the first eighteen months following its January 2006 electoral victories, Hamas took an incremental approach toward official integration into the Palestinian Authority (PA) and the Palestine Liberation Organization (PLO). Since its takeover of Gaza in June 2007, however, Hamas has changed tactics and imposed an independent, authoritarian regime. After an initial period of calm, there are increasing signs of public discontent over the faction's nascent rule. Yet, Hamas has a near monopoly on the means of force -- its disciplined and well-organized security forces have managed to control Fatah-led disturbances. The group will continue to consolidate its rule in Gaza unless PA officials in the West Bank initiate a clear strategy aimed at the long-term restoration of authority there. Without such an effort, Hamas will further undermine the legitimacy of President Mahmoud Abbas and Prime Minister Salam Fayad, limiting their mandate to negotiate on behalf of all Palestinians at the planned international peace conference this fall.

255. Advancing Reforms in Philippine Election Administration and Management: Toward a Comprehensive Approach

In response to an invitation issued by the president of the Republic of the Philippines, IFES and its CEPPS partners, composed of international development and political party specialists from the International Republican Institute and the National Democratic Institute, deployed a team of representatives in early March 2004 to the Philippines to assess the political situation leading up to the May 10 Presidential and Legislative Elections. As previous IFES projects have outlined, the electoral situation in the Philippines is particularly if not unusually complex, partly due to its long and turbulent history of democracy and its associated electoral process. The team found that the 2004 election cycle was particularly flawed. COMELEC's plans and programs for the May 10 elections were disrupted by the late release of funds by Congress and the Supreme Court's decisions to stop the automation of polling, counting, and transmission of results from taking place. Transition to a computerized central voter registry was similarly abandoned only days before the election and election officers reverted to using manual voters' lists and voter records. Voter education efforts were uncoordinated and poorly implemented. The article deals with the social mechanism that connects modernization with democratization. Starting from a differentiation theoretical point of view, the paper argues that the major impetus for democratization is rather given by “functional antagonisms” inside the social subsystems than by class conflicts: The more modernization progresses, the stronger becomes the demand for institutional autonomy against the state. The argument is developed in five steps: In the first step, I give a short overview over the latest developments in the debate on modernization and democratization. In the second step, the leading approaches in the field of democratization research are presented and critically discussed. In the third step, I examine the relationship between modernization and democratization from a differentiation theoretical point of view. The focus is on the basic constitutional rights by which the autonomy of the subsystems is guaranteed. In the fourth step, I show on the case of South Korea how structural strains and conflicts in the subsystems of politics, economy, education, and religion are transformed into pro-democratic protests. In the fifth step, the similarities and differences between the presented differentiation theoretical approach and previous – usually class theoretical – concepts of democratization research are discussed. It becomes evident that the transition to democracy can be fully explained neither by political nor by economic conflicts. What matters is to explore the variety and complexity of functional antagonisms in the social subsystems.

Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts – Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international – prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw – and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war. There is an urgent need for all relevant players to pragmatically reassess their positions, with the immediate objectives of: avoiding inter-Palestinian violence and the PA's collapse; encouraging Hamas to adopt more pragmatic policies rather than merely punishing it for not doing so; achieving a mutual and sustained Israeli-Palestinian ceasefire to prevent a resumption of full-scale hostilities; and preventing activity that jeopardises the possibility of a two-state solution.

Taken together, the kidnapping on Sunday of an Israel Defense Forces (IDF) soldier and the signing on Tuesday of an agreement among Palestinian factions to create a unity government for the Palestinian Authority (PA) suggest that significant seismic forces may be developing within Hamas that may have a decisive impact both on the organization's solidarity and on the future course of Israeli-Palestinian relations. While the unity agreement itself has little significance beyond internal Palestinian politics—it is a nonstarter for the Israelis and represents a major retreat from previous Palestinian positions—its importance lies in the fact that it highlights the possible emergence of a fissure within the Hamas organization between its internal leaders, headed by Palestinian prime minister Ismail Haniyeh, who experience the brunt both of popular concerns and Israeli reprisals, and its external leaders, chief among them Damascus-based Khaled Mashal, who are free of these constraints and therefore able to insist on more maximalist positions. However, in signing this agreement—apparently without full consultation with, or the approval of, the Damascus contingent—the Hamas leaders in the territories have signaled both their independence and their intention to embark on a more pragmatic path than that preferred by Hamas's more ideological external elements. Indeed, the timing and nature of the attack seems to have been specifically intended to disrupt the effort to agree on a unity government with Palestinian president Mahmoud Abbas, and thereby, the possible emergence of a more moderate Hamas strategy.

Palestinian Authority (PA) president Mahmoud Abbas's surprise May 25 announcement that he would call for a national referendum should Palestinian factions fail to reach agreement during their national dialogue was wrongly interpreted as a peace plan by many in the press. The document Abbas threatened to put to a popular vote is intended to quell the daily gun battles, kidnappings, and assassination attempts among rival armed groups in Gaza. However, since each party will interpret the document to affirm its own interests, the vague language on relations with Israel could be interpreted either as advocating a one-state solution that would eliminate prospects for peace or as recognizing a two-state solution. Abbas and Fatah may view the “national accord,” negotiated earlier in May among prominent prisoners in Israeli jails, as a means of forcing Hamas into a corner on negotiating with Israel, but the text of the document much more closely resembles Hamas's own political program. In a surprise move prior to Israel's March 28 election, Acting Prime Minister Ehud Olmert unveiled a proposal that Israeli settlers be consolidated into West Bank settlement blocs largely adjacent to the Green Line. A week after the announcement, Israeli public reaction suggests his gamble seems to have paid off. According to a Yediot Ahronot poll released on March 17, Israelis favor Olmert's unilateralist proposal by a margin of 52 percent to 45 percent. Moreover, Olmert's poll standing was not negatively impacted by the proposal, despite the fact that it could mean the removal of an estimated 60,000 settlers from dozens of settlements scattered across the larger part of the West Bank outside Israel's security barrier. (Inside the Israeli security barrier, there are approximately 193,000 settlers, mostly in blocs, in the 8 percent of the West Bank largely adjacent to the pre-1967 boundaries. By comparison, President Clinton's final proposal in 2000 involved Israel keeping 5 percent of the land.) An Olmert security advisor and former Shin Bet head, Avi Dichter, says the Israel Defense Forces (IDF) will not be withdrawn from the West Bank. Olmert was able to use his commanding lead to answer critics who say that the new party leader lacks Ariel Sharon's track record and therefore the authority to ask the public to trust his decisions. In the March 17 poll, Olmert's Kadima stood to win 39 seats in the 120-seat Knesset; Labor was polling at 19 seats and Likud, 15 seats. Olmert's standing was undoubtedly assisted by Israel's March 15 operation to seize from a Jericho prison the assassins of Israeli cabinet minister Rehavam Zeevi. Olmert hopes the operation will burnish his security credentials and undercut Netanyahu's argument that he is uniquely tough enough to challenge Hamas. (Olmert needs to be concerned about the 22 percent of Israelis who are undecided—the equivalent of twenty-five Knesset seats.)

Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. The Middle East is immersed in its worst crisis in years following the capture of three Israeli soldiers by the Palestinian Islamic Resistance Movement (Hamas) and Lebanese Party of God (Hizbollah) in late June 2006 and early July, Israel's comprehensive offensive throughout the Gaza Strip and Lebanon, and the daily firing of rockets deep into Israel. And horrific as it is, the current toll of death and destruction could reach entirely different proportions should a new threshold be crossed – a Hizbollah rocket that strikes a chemical plant or a heavily populated area in Tel Aviv or Haifa, an Israeli bombing raid resulting in massive casualties, a major ground offensive, or the expansion of the war to Syria or Iran. A political solution to the twin crises of Lebanon and Palestine must be the international community's urgent priority. Waiting and hoping for military action to achieve its purported goals will have not only devastating humanitarian consequences: it will make it much harder to pick up the political pieces when the guns fall silent.

September 20th will be a landmark day in Japanese politics. Junichiro Koizumi will step down as president of the ruling Liberal Democratic Party (LDP) and, consequently, as prime minister of Japan. The fact that Koizumi will be stepping down on his own terms as Japan's longest-serving post-war leader and with his favoured successor, chief cabinet secretary Shinzo Abe, the clear front-runner to replace him, indicates just how much this self-styled maverick has recast Japanese politics. Abe's (likely) victory will institutionalise his predecessor's political legacy. The impending Israeli disengagement from the Gaza Strip and four settlements in the northern West Bank threatens the ideological foundations of many settlers. This is particularly true for religious settlers, most of whom view Israeli habitation of the West Bank as the fulfillment of a biblical mandate initiated by the Hebrew patriarchs. The fact that Prime Minister Ariel Sharon, a prime architect of the settlement movement during his tenure as housing minister in the late 1970s, unilaterally proposed the disengagement epitomizes what many settlers see as their abandonment by the political establishment. They fear that Israel will eventually withdraw from most, if not all, of the West Bank. That prospect threatens to undermine the cause of the national-religious camp in Israel, which has championed the settlement movement above all else since Israel assumed control over the territories in 1967.

Arab political regimes are both unusually undemocratic and unusually stable. A series of nested statistical models are reported to parse competing explanations. The democratic deficit is comprehensible in terms of lack of modernization, British colonial history, neighborhood effects, reliance on taxes for government finance, and the Arab population share. Interpretation of the last variable is problematic: It could point to some antidemocratic aspect of Arab culture (though this appears not to be supported by survey evidence), or it could be a proxy for some unobservable such as investment in institutions of internal repression that may not be culturally determined and instead reflect elite preferences. Hypotheses that did not receive robust support include the presence of oil rents, the status of women, conflict with Israel or other neighbors, or Islam. The odds on liberalizing transitions occurring are low but rising. In this respect the distinction between the interpretation of the Arab ethnic share as an intrinsic cultural marker and as a proxy for some unobservable is important-if the former is correct, then one would expect the likelihood of regime change to rise only gradually over time, whereas if it is the latter, the probabilities may exhibit much greater temporal variability.

279. State Development Planning: Did it Create an East Asian Miracle?

East Asian countries have recorded large increases in per capita GDP over the last fifty years. Some observers have referred to this growth as an “East Asian Miracle.” One popular explanation attributes the rapid growth to state led industrial development planning. This paper critically assesses the arguments surrounding state development planning and East Asia's growth. Whether the state can acquire the knowledge necessary to calculate which industries it should promote and how state development planning can deal with political incentive problems faced by planners are both examined. When we look at the development record of East Asian countries we find that to the extent development planning did exist, it could not calculate which industries would promote development, so it instead promoted industrialization. We also find that what rapid growth in living standards did occur can be better explained by free markets than state planning because, as measured in economic freedom indexes, these countries were some of the most free market in the world.

Abstract:
For much of its history, Israel has focused on the neighbouring Arab states and Palestinians living in the occupied territories. Too often overlooked has been the status of those Israeli citizens who are Arab. They have attracted national attention only at times of heightened crisis, and even then in a highly reactive fashion. Unless systemic inequities facing Arab Israelis are addressed and an inclusive process is launched to define the state's long-term attitude towards this segment of its citizenry, prospects for internal strife and instability will remain high.

Each side's most preferred solution for resolving the continuing Taiwan Strait issue – in the case of Taipei, widely recognised de jure independence; and in the case of Beijing, reunification of China on the same 'one country, two systems' basis as Hong Kong – are both non-starters. Neither society is likely to accommodate the other or change to the degree necessary to make either option realistically achievable, even ten or fifteen years down the road. If the risk of conflict across the Taiwan Strait – too serious to be accepted with equanimity, as the tensions of the last few months have shown – is to be reduced, then there has to be new thinking about what an ultimate political settlement might look like, and how to get there.

Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Syrian policy, with President Bashar still struggling to formulate and implement a coherent strategy, has been mainly wait-and-see – offering a few concessions and hoping to weather the storm while refusing to relinquish what it sees as trump cards (support for Hizbollah and radical Palestinian groups) so long as the conflict with Israel continues. Despite the current deadlock, however, the current regional situation presents an opportunity for an intensive, U.S.-led diplomatic effort to revive the Israeli-Syrian peace process and thereby achieve significant changes in Syrian policy.

When Israeli-Palestinian permanent status negotiations resume, a key stumbling block is likely to be the Palestinian refugee question. The plight of the refugees and the demand that their right of return be recognised has been central to the Palestinian struggle since the 1948 Arab-Israeli War. Palestinians warn that a dissatisfied, angry refugee community whose core demands remain unmet could undermine any peace agreement. For their part, Israelis reject any significant return of refugees, which would spell the end of the Jewish state. They suggest that the issue has been kept artificially alive by the Palestinian leadership and Arab states; improvements in the desultory living conditions of camp refugees coupled with substantial resettlement plans in host or third countries could, they argue, dilute the intensity of the demand for return.

Changes in Japan's party system offer new hope for Japan's long-delayed economic reform as the axis of voting power accelerated its shift to the urban areas. The upcoming Upper House1 elections will provide another opportunity to see how far these changes have come and how permanent they are. The Liberal Democratic Party (LDP) has dominated post-war Japanese politics due to the party's overwhelming support in Japan's declining rural areas. The LDP's iron grip on the rural vote has created and been maintained by a nexus of interests between LDP politicians, favoured construction companies and rural voters. This rural public works "glue" has been one of the main reasons the Japanese government has been unable to address its drastically declining fiscal position. The political power of Japan's small farming sector also explains why Japan's bilateral and multilateral free trade diplomacy has not progressed. The November 9 Lower House election results and the rise of a real alternative to the LDP promise to help Prime Minister Koizumi's three-year fight to "modernise" the LDP and make it more appealing to urban and younger voters. November 9's results also suggest that if Koizumi loses this intra-LDP battle, then in the next Lower House elections the LDP will lose. So whether Koizumi is successful or not, economic reform chances in Japan have been boosted. Australia's largest trading partner is better placed for free trade talks bilaterally and globally and to address its worrying fiscal situation, the largest threat looming over Japan's future prosperity.

Prime Minister Ariel Sharon's short visit to India in early September, the first by an Israeli prime minister, highlighted the dramatic expansion in a relationship that started only 12 years ago. Before Sharon's early departure because of two suicide bombings back home, ministers from both countries signed six agreements covering visa requirements, environmental protection, combating illicit drug trafficking, and an initiative to begin an educational exchange program. The accent, however, was on the rapidly growing military supply relationship. Balancing its relations with Israel and its still important ties with the Muslim Middle East, especially its major oil suppliers, will be a growing challenge for India's policymakers.

287. The Prospects for Political Reform in China: Religious and Political Expression

Religion is flourishing in China today. After being severely restricted in the first decade and a half of the Maoist era, virtually all forms of public religious practice were suppressed during the Cultural Revolution and replaced by a quasi-religious cult of Mao, complete with sacred texts (the Little Red Book), rituals, and claims of miracles. But the Mao cult imploded amid the chaos of the Cultural Revolution. After the death of Mao and the overthrow of his close associates, the Deng Xiaoping regime relaxed restrictions on religious practice; and the freedoms of an expanding market economy made the remaining restrictions easy to subvert. In this environment, hundreds of religious flowers began to bloom, some of them replications of pre-revolutionary religious forms, many others new mutations of the old. According to the government's own—almost certainly underestimated—figures, there are over 100 million religious believers in China today. The real number is probably several times as large.

The 11 September 2001 attacks in the U.S. and revelations that the al-Qaeda network made extensive use of charitable institutions to raise funds for its operations, have reinforced concerns about the relationship between Islamic social welfare activism and terrorism. The Palestinian Islamic Resistance Movement (Hamas), which has conducted a series of devastating armed attacks during the current conflict, particularly against Israeli civilian targets, and which supports an extensive network of social welfare organizations in the West Bank and Gaza Strip, has come in for particular scrutiny.

Few political actors in the Middle East have seen their environment as thoroughly affected by recent events in the region as Hizbollah, the Lebanese political-military organisation that first came on the scene in the mid-1980s. In U.S. political circles, calls for action against Hizbollah, which is accused of global terrorist activity, are heard increasingly. With the ouster of Saddam Hussein's regime, the U.S. has upped its pressure on Syria and Iran - Hizbollah's two most powerful patrons. 293. The Meanings of Palestinian Reform

Since U.S. President George W. Bush's 24 June 2002 statement on the Israeli-Palestinian conflict, Palestinian reform has emerged as a key ingredient in Middle East diplomacy. In his statement, the president publicly identified “a new and different Palestinian leadership” and “entirely new political and economic institutions” as preconditions for the establishment of a Palestinian state. In early July, the Quartet of Middle East mediators (the European Union, Russian Federation, United Nations, and United States) established an International Task Force for Palestinian Reform “to develop and implement a comprehensive reform action plan” for the Palestinian Authority (PA). The September 2002 statement by the Quartet underscored reform of Palestinian political, civil, and security institutions as an integral component of peacemaking. The three phase-implementation roadmap, a U.S. draft of which was presented to Israel and the Palestinians by U.S. Assistant Secretary of State William Burns in October, provided details on this reform component.

President Bush, announcing U.S. policy towards the Israeli-Palestinian conflict on 24 June 2002, has set the terms of the international response to the conflict for the immediately foreseeable period. Before peace can be negotiated the violence has to stop. If the Palestinians are to have their own state – and the clear message is that they should – it must be one based on the principles of democracy, transparency and the rule of law. For that to happen the current leadership needs to go. The logic is sequential: political progress is conditional on a new security environment, institutional reform and, in effect, on regime change.

Urgent regional matters — such as Iraq and the Arab–Israeli peace process — will dominate the agenda during Egyptian president Hosni Mubarak's visit to Washington this week, while Egypt's transition to a free-market economy and U.S.– Egypt trade ties will also receive attention. Egyptian domestic politics, however, will register little, aside from U.S. frustrations over anti-Semitism in the Egyptian press and concern about the status of Egypt's Coptic Christians. Although the regime appears quite stable, having secured a "victory" in its 1990s conflict with violent extremist groups, the state of political reform in Egypt, America's most important Arab ally, merits a closer look. That is because Egypt's long-term economic reform — in which Washington has invested so much — can succeed only if accompanied by meaningful political liberalization.

In recent weeks, a simmering debate between the two major power centers in domestic Lebanese politics has spilled into public view. This debate pits newly installed Prime Minister Rafiq Hariri, who represents those who want Lebanon to take advantage of Israel's withdrawal from southern Lebanon to focus on internal stability, economic reconstruction and securing foreign investment, against Hizballah leader Shaykh Hassan Nasrallah, who — with the support of Syria and Iran — champions maintaining Lebanon's role on the front line of the ongoing revolutionary resistance against Israel. This tension was described in the Lebanese newspaper an-Nahar as the choice between "Hanoi" (Nasrallah) and "Hong Kong" (Hariri). As with most Middle East crises, the development of this delicate and flammable dispute carries both risks and opportunities for Lebanon and other players on the Middle East scene.
