- Among Israel’s many government ministries, one stands out in particular. It is small, its authority is limited, and many doubt its need. But it is tasked with realizing one of Israel’s greatest aspirations since its founding: Reshaping relations with the Palestinians and its other Arab neighbors through regional cooperation. The Ministry of Regional Cooperation was established in 1999 as a product of political bargaining. Then-Prime Minister Ehud Barak sought to find a job for Shimon Peres, the peace advocate whom he did not want as his foreign minister. Peres used the new ministry as a platform to advance his vision of a new Middle East, while Barak led an Israeli-Palestinian peace process.

- Abstract:
- The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. Este cambio en la política exterior saudí se debe al controvertido Príncipe Heredero Mohamed bin Salmán que sabe aprovechar la cambiante geopolítica regional y los instrumentos financieros saudíes, pero también los militares y tecnológicos a favor de una Arabia Saudí más proactiva y moderna, a pesar de sus debilidades.

- Jordanian diplomacy has been invigorated in recent months, with Jordan taking a major and sometimes leading role in significant regional developments. The renewed intensity and prominence are associated with marked improvement in relations with the United States and Israel, following the leadership changes in both countries. King ʿAbdullah II seems to have received a fresh mandate from the Biden Administration to help promote regional changes aimed at reducing the influence of Iran and its allies, in an era of declining direct American engagement in the region.

- Abstract:
- The political and technical dimensions of granting or revoking nationality have recently escalated in several countries of the region. This is associated with a number of motives relevant to enhancing the state’s global position, as reflected in the UAE granting nationality to competent scientists, doctors, intellectuals, specialists and talented individuals, to encourage the flow of investment into the country. The Jordanian government adopted the same approach to improve the internal economic conditions. The Algerian government justified this course to confront terrorist operations and irregular migration that caused tensions in the relations with the EU countries. Furthermore, the Sudanese transitional government withdrew the Sudanese nationality by naturalization, especially from Syrians, as some were obtained through illegal procedures. Israel also passed the Law of Return this March in an attempt to enhance the demographic structure of the country.

- Israel and Iran are witnessing significant political changes that affected the ruling elites. The developments came in the wake of early legislative elections held in Israel in March leading to the formation of a new coalition government headed by Naftali Benett, leader of the right-wing party Yamina. In Iran, presidential elections held on June 18, were won by hardline chief justice Ebrahim Raisi. The internal political dynamics in Tel Aviv and Tehran cast a shadow on the whole political landscape in both countries, and are projected to have an impact on the trajectory of the non-traditional conflict between the two sides, which escalated over the past few months.

- In February 2019, Israel Katz was named Israel’s interim foreign minister, and three months later his appointment became permanent. This ended a period of almost four-years without a fulltime foreign minister, during which the Ministry of Foreign Affairs (MFA) significantly declined. A year into Katz’s term, an assessment can be made as to whether his appointment has strengthened the MFA and left a policy imprint. This, while taking into consideration the turmoil in Israeli politics since early 2019 and the understanding that deeper change requires a ministerial tenure longer than a year. This article sums up Katz’s first year on the job, based on media reports and information published by the MFA. It examines both intra-ministerial and policy aspects, and concludes that Katz is operating in Netanyahu’s heavy shadow, has failed to address the deep budgetary crisis faced by the MFA, and has focused on developing ties with Gulf States and combatting anti-Semitism.

- Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

- Israel took early preventive measures against the COVID-19 pandemic that contributed to low infection and mortality rates. This allowed lifting the restrictions and restarting the economy at the end of April. The cooperation undertaken with the Palestinian Authority helped limit the spread of COVID-19 across the Palestinian territories. The successful fight against the spread of the coronavirus in Israel has strengthened Prime Minister Benjamin Netanyahu, but the newly earned support may be halted by the impending economic slowdown.
