Abstract:: Understanding the key determinants of health of Palestinian children in occupied East Jerusalem is enhanced by analyzing Jerusalem as a settler colonial frontier. Structural racism, prolonged occupation, and settler colonialism shape the social and political determinants of health in Jerusalem, generating ill health and insecurity for Palestinian children who are rendered stateless in their own city. They are “unchilded” and, in fact, treated like enemies of the settler state. Colonial violence penetrates their family stability, homes, classrooms, and targets their bodies and health. In providing a thorough analysis of the lived experience of indigenous Palestinian children in Jerusalem, a broadened understanding of the effects of statelessness on their health can begin to take shape.

202. COVID-19 in the MENA: Two Years On

Abstract:: Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.

Abstract:: For Israel, warming relations with China has, in large part, been driven by pragmatic and enticing economic prospects, with policies focused on seizing the economic opportunity. For Xi and the Chinese Communist Party, the rationale for strengthening relations with Israel has been equally pragmatic, if of a different nature. China has long sought access to Israel’s vaunted innovation and technology sector – one of the most advanced in the world. For these reasons, China-Israel relations have accelerated dramatically, in areas ranging from trade in goods, to investment deals, to diplomatic relations, and beyond. However, over the last few years, and partly in response to mounting US pressure on Israel to reconsider its relations with China, there has been a noticeable cooling of economic activity between the two countries. That being said, if Israel wants to solidify its relationship with the US while limiting the gateways China could conceivably use to access or acquire the country’s technology and innovation in certain dual-use domains, it must also ensure the country’s research, intellectual property, and expert knowledge in these areas is sufficiently protected.

204. Chaos in the Palestinian Authority: From Counter-Terrorism to Reconstruction

Abstract:: Recent months have seen a steep rise in the use of live fire in the Palestinian cities in the West Bank against IDF forces, as well as in the number of shooting incidents and other attacks. Behind the shootings are primarily young Palestinians, including Fatah operatives, and this phenomenon reflects the chaos within the Palestinian Authority. The Israeli security response, which focuses on counter-terrorism and widespread arrests of suspects, generates a self-sustaining cycle of escalation and heightens the motivation among young Palestinians to enlist in the fight against the Israeli security forces. The danger is that as a result of the chaos, the PA will cease to function as a responsible, stable, and effective entity that encourages calm and is an authoritative address for communication with Israel. To curb this trend and give the PA an opportunity (perhaps its last) to regain control of the northern West Bank and stop the deterioration, reconstruction measures should be pursued vis-à-vis the Palestinian Authority, and external collaboration and support should be recruited for the effort, primarily from Jordan and the Gulf states.

205. Difficulties in the Negotiations with Iran: Implications for Israel

Abstract:: The negotiations between the United States and Iran on renewing the nuclear agreement have run into serious difficulties following the opposition by the United States and the European partners to Iran's demand that the IAEA close the open files on the Iranian nuclear program before the implementation of the agreement (120 days after signing). At the same time, Iran continues to accelerate the program, including the enrichment of uranium using cascades of advanced centrifuges. Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

Abstract:: Israel's current mode of operation against the escalation of attacks in the West Bank provides fertile ground for the intensification of the Palestinian ethos of resistance. From the perspective of the armed Palestinian operatives, the cost of the violent friction with IDF forces is not overly high. Symbols of national struggle are born each day and the sense of capability and expectations of the armed struggle are intensifying in the hearts and collective consciousness of the younger generation and provide motivation to join the struggle. But Israel's management of the conflict in the format of "mowing the grass” is reaching the limit of its effectiveness and could even lead to a largescale violent outbreak while it addresses isolated trees and not the forest, which is the real strategic challenge before it.

Abstract:: The threat of unmanned aerial vehicles (UAVs) has recently figured in the headlines, following UAVs launched by Hezbollah in July 2022 aimed at the Israel natural gas platform in the Karish field, reports of a Hamas project to develop UAVs, a UAV attack against the American al-Tanf base in Syria, and reports that Russia has purchased Iranian UAVs. Such an arsenal in hostile hands constitutes a mounting threat to Israel. Assuming that UAVs, especially offensive ones, will join any high-trajectory fire against Israel, new thinking about the ways of dealing with the threat in the spheres of doctrine, development, and operations is needed. Technological and operational solutions for both the more conventional threat and a scenario of massive UAV attacks in combination with high-trajectory barrages are required. Inter alia, there should be greater reliance on lasers as a cheap solution with much higher output than the current solutions. In addition, preparations should be made for handling extreme scenarios, however unlikely.

Abstract:: In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

A follow-up to the Negev Summit took place in Manama on June 27, 2022 and the steering committee, which was chaired by Bahraini Undersecretary for Political Affairs Sheikh Abdullah bin Ahmed Al Khalifa, formed working groups on security, health, education, tourism, food and water security, and energy.[1] A previous paper addressed recent developments in the foreign policy of U.A.E. which impact on the current status of relations with Israel, as well as recent developments in the two states’ bilateral relations. This paper will look at the context and content of relations between Israel and Bahrain, and analyze the overall state of normalization in the region at this stage.[2]

Abstract:: How one woman’s restaurant reveals the intersections of ethnicity, militarism, and nationalism at play in culinary tourism. Maisa* has turned her modest home on her sleepy residential street into the most popular eatery in the Israeli Druze village of Daliyat al-Carmel. To get there, tourists take the 672 road out of Israel’s port city, Haifa, and climb the mountain north before turning off the main road that leads to the famous Druze Saturday Market. Maisa’s restaurant is part food stop, part cultural museum. With a long, bricked parking lot for 40-passenger buses, the neighborhood transforms daily into a small tourist hub. As you walk in, the enlarged portrait of the late Druze spiritual leader Sheikh Amin Tarif hangs directly in front of the open doors. The coffee stand garners much attention from tourists with a fabric designed with Israeli flags draped down from a window ledge. The fabric is held up by a brass menorah and a miniature metal tank, while a significantly smaller Druze flag is off to the side. Displayed with prominence next to the Israeli flag fabric is a certificate of kosher status, important for any Jew who might adhere to kosher food laws. These displays will soon fade from tourists’ attention once food is served, but for the time being, their function is unambiguous. The stand encapsulates the dominant narrative of brotherhood and patriotism told about a sect within Israel’s Arab minority.

Abstract:: The digital age has greatly expanded the terrain and opportunities for a range of foreign influence efforts. In addition to its efforts to collect intelligence on the Axis powers and to arm and train resistance groups behind enemy lines, the OSS also served as America’s primary psychological warfare agency, using a variety of “black propaganda” methods to sow dissension and confusion in enemy ranks.82 As noted earlier, psychological warfare plays a significant role in the conduct of today’s military operations, so de Wit’s research offers important historical lessons for contemporary campaign planners. Next, Kyleanne Hunter and Emma Jouenne examine the uniquely troubling effects of spreading misogynistic views online. Their analysis of three diverse case studies—the U.S. military, the incel movement, and ISIS— reveals how unchecked online misogyny can result in physical behavior that can threaten human and national security. Glen Segell then explores how perceptions about cybersecurity operations can have positive or negative impacts on civil-military relations, drawing on a case study of the Israeli experience. Lev Topor and Alexander Tabachnik follow with a study of how Russia uses the strategies and tactics of digital influence warfare against other countries, while continually seeking to strengthen its information dominance over Russian citizens. And Donald M. Bishop reveals how other countries do this as well, including China, North Korea, Iran, Cuba, and Venezuela. Each is engaged in these same kinds of efforts to control the information that circulates within their respective societies, while using various forms of propaganda against other countries to strengthen their influence and national power. Phil Zeman’s contribution to this issue looks at how China and Russia are trying to fracture American and Western societies through information, disinformation, economic coercion, and the creation of economic dependencies— in many cases capitalizing on specific attributes and vulnerabilities of a target nation to achieve their strategic objectives. Through these efforts, he concludes, China and Russia hope to prevent the will or ability of American or Western states to respond to an aggressive act. Next, Michael Cserkits explains how a society’s perceptions about armed forces can be influenced by cinematic productions and anime, drawing on a case study comparison of Japan and the United States. And finally, Anthony Patrick examines how social media penetration and internet connectivity could impact the likelihood that parties within a conventional intrastate conflict will enter negotiations. As a collection, these articles make a significant contribution to the scholarly research literature on political warfare and propaganda. The authors shed light on the need for research-based strategies and policies that can improve our ability to identify, defend against, and mitigate the consequences of influence efforts. However, when reflecting on the compound security threats described at the beginning of this introduction—involving both cyberattacks and influence attacks—a startling contrast is revealed: we have committed serious resources toward cybersecurity but not toward addressing the influence issues examined in this issue. We routinely install firewalls and other security measures around our computer network systems, track potential intrusion attempts, test and report network vulnerabilities, hold training seminars for new employees, and take many other measures to try and mitigate cybersecurity threats. In contrast, there are no firewalls or intrusion detection efforts defending us against digital influence attacks of either foreign or domestic origin. Government sanctions and social media deplatforming efforts respond to influence attackers once they have been identified as such, but these efforts take place after attacks have already occurred, sometimes over the course of several years. The articles of this issue reflect an array of efforts to influence the perceptions, emotions, and behavior of human beings at both individual and societal levels. In the absence of comprehensive strategies to more effectively defend against these efforts, the United States risks losing much more than military advantage; we are placing at risk the perceived legitimacy of our systems and institutions of governance, as well as our economic security, our ability to resolve social disagreements peacefully, and much more.83 Further, many other nations are also facing the challenges of defending against foreign influence efforts. As such, the transnational nature of influence opportunities and capabilities in the digital age may require a multinational, coordinated response. In the years ahead, further research will be needed to uncover strategies for responding to the threat of digital influence warfare with greater sophistication and success.

In exchange for resuming ties with Tel Aviv, Rabat benefited from important security and financial deals with the United States and ensured the recognition of the kingdom’s sovereignty over Western Sahara. This paper explores the domestic, regional, and international politics that determined the kingdom’s approach and assesses how the kingdom has navigated competing pressures.

Abstract:: The role of social media’s fast coverage is ever more important in shaping grander narrative and exposing state bias. Al Jazeera and Al Arabiya, both state-sponsored media, are emblematic of how these narratives are formed in the MENA region. This paper analyzes and compares the content of tweets from the official Twitter breaking news accounts of Al Jazeera and Al Arabiya in order to observe the narratives and better identify the bias. Doing so, it aims to expose the tight link between the framing of breaking news and the changing political dynamics in the region.

Abstract:: The role played by countries of the Gulf Cooperation Council (GCC) in the Eastern Mediterranean is becoming increasingly important. This calls for an assessment of their evolving relationship with countries in the region, as well as their involvement in the Libyan conflict. Increased involvement by Gulf actors may inflame existing regional rivalries and geopolitical tensions. The interests of GCC countries in the Eastern Mediterranean are first analysed in the broader context of regional rivalries. Special attention is then devoted to Egypt, Libya, Lebanon, Greece and Cyprus, while considering the role of other key regional actors such as Turkey and Israel. Recommendations on why and how the new US administration should intervene to decrease regional tensions are provided.
