- Abstract:
- In the aftermath of the 2003 war against Iraq, the newspapers are full of stories about the monstrosities of Saddam Hussein's regime. One example is the destruction of the Iraqi marshlands leading to severe consequences for the human and wildlife population. While the responsibility for the atrocity against the Marsh Arabs is Saddam Hussein's, the desiccation of the marsh environment can be ascribed to a number of the hydro-political decisions made in the catchment area of the Euphrates and Tigris Rivers. Based on an analysis of the discourses of the destruction, it is demonstrated how these have changed after the war and are used in the battle to legitimise the war. This has led to a simplified image of the marshes and the Marsh Arab way of life. As the paper shows, a more complex approach towards the processes leading to this human and environmental disaster is required, if repatriation and rehabilitation of the area are to stand a chance.

215. Radical Departure: Toward A Practical Peace in Iraq

- The key to enabling total US troop withdrawal from Iraq within 400 days is achieving a political accord with Sunni leaders at all levels and with Iraq's neighbors - especially Syria and Iran. The proximal aim would be to immediately lower the level of conflict inside Iraq by constricting both active and passive support for the insurgency, inside and outside the country. This would allow the United States to shift resources to the training mission and to adopt other de-escalatory measures - most importantly: a withdrawal time line. The strategic price of this diplomatic initiative would be a return to self-governance in Sunni areas, a guaranteed level of representation for these areas in the national assembly, an end to broad-brush measures of de-Baathification, an amnesty for most indigenous insurgents and for most former Baathists, and a de-escalation of the US confrontation with Syria and Iran regarding a range of issues. In conjunction with these diplomatic initiatives, the United States would announce a tentative time line for withdrawal of its troops from Iraq -- associated with training milestones. Also: US forces would end major offensive sweeps inside the country, adopt a defensive posture, and shift the emphasis of their activity to training Iraqi security forces. Finally: the Iraqi government would re-activate portions of the old army -- partly as a confidence-building measure, but also in order to (i) rob insurgent organizations of their recruiting base, (ii) augment the power of the new Iraqi security forces, and (iii) produce a better ethnic balance in the new forces (which are currently dominated by Kurds and Shiites). As new forces increase in capacity, US forces would be removed, further reducing a stimulus of insurgent action. Four hundred days - 57 weeks - is sufficient time to complete several Iraqi training cycles, including field exercises for many units at the battalion and brigade levels. Some division level training also can occur. Given sufficient resources (24,000 training personnel), 100,000 Iraqi security personnel can receive remedial training and another 80,000 new personnel can be trained and exercised during this period. Together with the full provision of all appropriate equipment, this development effort can yield Iraqi security forces that are several times more capable than those it controls in mid-2005. After thirteen months, the only foreign military assets remaining in Iraq would be a small monitoring and training mission with a security detail: less than 10,000 foreign civilian and military personnel in all. US troops should constitute no more than one-third of the military component -- that is, approximately 2,000 troops. This mission should be conducted under a three-year UN mandate and joint NATO-international command. In addition, the United States might maintain a 25,000-person rapid reaction task force in the region, but outside either Iraq or Saudi Arabia.

- DELIBERATION OF DEMOCRACY PROMOTION IN THE MIDDLE EAST intensified after the attacks of 9/11, and has been further energized by the transatlantic debates that were progeny of the Iraqi conflict. More intense debate over support for political change in the Middle East has forced the United States and Europe into a closer exploration of each other's actual and intended approaches to democracy promotion in the region. Debates have centered, in particular, on preparations for June's Group of Eight (G8) and EU–U.S. summits and the United States' proposed Greater Middle East Initiative. While many in the U.S. bemoan European irresolution, others acknowledge the need for American policy to understand and harness the EU's more pervasive presence in much of the Middle East. While Europeans express dismay at the Bush administration's heavy-handed instrumentalism, they have also been forced to engage with new U.S. initiatives that appear to heed the EU's own pleas for a focus on the root causes of instability. With the U.S. and EU eyeing each other over the parapets of their Iraqi-inspired wrangles, it is an opportune moment to delineate and critically assess how Europeans have developed their democracy promotion policies in the Middle East.

- The conclusion of the Cold War between 1989-1991 opened new horizons for the United Nations and created expectations that the UN would emerge from the margins of world events to the focus of world politics. But many events since then -- in Somalia, Rwanda, Bosnia, and Iraq -- have undermined confidence in international institutions. A history of the UN's activities since the end of the East-West conflict conjures up names of recent infamy, such as Sarajevo, Mogadishu, Kigali, and Srebrenica, and revisits images of failure and impotence in the face of violence. These crises undermined much of the optimism that greeted the end of the Cold War at the United Nations. The founding dream in 1945 of a community of nations defending human rights and promoting collective security still seems as far from being realized as it did during the height of the Cold War.

- Twenty-five years after its Islamic revolution, Iran represents a challenge and an opportunity for the United States. The issues at stake reflect the urgent and multifaceted dilemmas of U.S. security in the post–9/11 era: nuclear proliferation, state support of terrorism, the relationship between religion and politics, and the imperative of political and economic reform in the Middle East. At this time, as Iraq—Iran's neighbor and historic adversary—embarks on a difficult transition to post-conflict sovereignty, and as the International Atomic Energy Agency (IAEA) extends its scrutiny of Iranian nuclear activities, Iran looms large on the U.S. policy agenda. Recognizing this relevance to vital U.S. interests, the Task Force advocates selectively engaging with Iran to address critical U.S. concerns.

- The removal of the Ba'ath regime in 2003 opened a Pandora's box of long-suppressed aspirations, none as potentially explosive as the Kurds' demand, expressed publicly and with growing impatience, for wide-ranging autonomy in a region of their own, including the oil- rich governorate of Kirkuk. If mismanaged, the Kurdish question could fatally undermine the political transition and lead to renewed violence. Kurdish leaders need to speak more candidly with their followers about the compromises they privately acknowledge are required, and the international community needs to work more proactively to help seal the historic deal.

- Since the end of the Iraq war, Washington and Damascus have been locked in a dialogue of the deaf. U.S. policy has been reduced to a series of demands and threats. Syrian policy, with President Bashar still struggling to formulate and implement a coherent strategy, has been mainly wait-and-see – offering a few concessions and hoping to weather the storm while refusing to relinquish what it sees as trump cards (support for Hizbollah and radical Palestinian groups) so long as the conflict with Israel continues. Despite the current deadlock, however, the current regional situation presents an opportunity for an intensive, U.S.-led diplomatic effort to revive the Israeli-Syrian peace process and thereby achieve significant changes in Syrian policy.
