201. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

Abstract:
Even though Azerbaijan and Iran have maintained cordial ties over the years, this has been punctured by evidently turbulent periods of constrained diplomatic and political rhetoric, which has produced occasional volatility in the bilateral relationship. Ever since Azerbaijan regained its independence in 1991, Baku and Tehran have remained cautious and circumspect in their interactions whilst managing to avoid open conflict. Such vigilance is due for the most part to the effects of contrasting foreign policies, divergent choices of allies and foes, different constitutional arrangements, and contrary ethnic‑ and identity‑based perceptions and postures. Such and similar points of friction explain why Azerbaijan and Iran continue to be wary of one another in their bilateral communication and diplomatic relations.

Abstract:
Foreign language competency and cultural understanding are acknowledged as important skills for diplomats. While many Foreign Service Officers receive such training in Washington before going to an overseas assignment, few have the opportunity for the deep cultural and language immersion that I enjoyed as part of my first assignment for the U.S. Information Agency (USIA). In early 1972, after completing seven months of Farsi language training at the Foreign Service Institute (FSI), I was posted to USIS Tehran. My family and I arrived shortly before the Persian new year, Now Ruz, and took up residence in an embassy apartment. Dave Dubois, the Public Affairs Officer, with the concurrence of the embassy Deputy Chief of Mission and USIA’s Office of Near East and South Asian Affairs (NEA), had arranged for me to spend some time with a host family in Isfahan. It was a “deep immersion” experience in which I would continue learning Farsi and experience life with a local family for several weeks.

Well into its second year, the Biden administration has continued to grapple with persistent foreign policy challenges while new ones have emerged: North Korea has not curtailed its weapons of mass destruction (WMD) programs; negotiations with Iran on resuscitating the Joint Comprehensive Plan of Action (JCPOA) remain stalled; and a Russian troop buildup near Ukraine may signal a potential invasion and full-scale conflict. In confronting these and other challenges, the United States continues to use economic sanctions as a mean of punishing, signaling, and coercing rivals into changing their foreign policy behaviors. As a tool of American economic power, policymakers often see sanctions as “Goldilocks” instruments that are “just right,” albeit ones that require time and patience to facilitate policy change.

U.S. negotiators have already admitted that the forthcoming deal will not match the nonproliferation achievements of the 2015 agreement, and no official has even hinted that the revised text will either penalize Iran for its flagrant violation of its commitments or address the range of problems that have emerged since the original deal was reached. In this Policy Note, Washington Institute executive director Robert Satloff delivers a powerful, bipartisan critique, assessing how and why three successive American presidents started their terms with sound ideas on Iran and leverage to advance them but accepted either flawed agreements or America’s own isolation. A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. In Iraq, the IRGC works through elements of the government-funded Popular Mobilization Forces; in Syria, through the regime of Bashar al-Assad; in Lebanon, through Hezbollah—which can be regarded as Iran’s “model” proxy; and in Yemen, through the Houthis, who hold territory and oppose the internationally recognized government. In all these places, the IRGC has exploited civil wars and interstate conflicts to spread its political, economic, and military influence. In this Policy Focus, Maj. Gen. An umbrella entity, the Islamic Radio and Television Union, encompasses more than two hundred media groups stretching from Oman to East Africa. The concept sodoure enqelab, or “export of the revolution,” is written into Iran’s constitution, and the country’s founding leaders wasted no time trying to make it a reality. Islamic Republic of Iran Broadcasting (IRIB) launched its Arabic Service in 1980 and subsequently leveraged satellite television to intensify its outreach to Arabic-speaking nations—Shia audiences in particular. Today, IRIB World Service runs fourteen satellite TV channels, three internet TV channels, and thirty-two radio stations, a number of them broadcasting in Arabic. In this highly informative Policy Note, expert Hamdi Malik surveys Iran’s remarkable range of Arabic-language media, with a focus on those under the Islamic Radio and Television Union banner, which encompasses more than two hundred entities. Iraq, Lebanon, and Syria feature strongly in the inventory, but more surprising places such as Oman and East Africa also crop up. To combat Tehran’s media infiltration and secure U.S. interests, the author urges Washington to promote a true partnership between Western countries and the region’s many media actors who wish to challenge Iran’s propaganda machine.

The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Threatening to reimpose old UN sanctions would likely have little practical effect on Tehran’s ability to trade oil and export drones, while the plethora of other potential complications suggest that it should be treated as a tool of last resort. Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

Energy in the context of foreign policy has become a major political concern for the stability of the country. Pakistan’s energy and foreign policy experts paid less attention to strengthening its relationship on the basis of energy with the energyrich countries. Despite its geographical significance as a potential energy corridor between the Middle East and Central Asia, Pakistan’s energy sector fails to secure its energy needs. This research study focuses on energy dynamics in the foreign policy of Pakistan and regional energy projects like the IP gas Pipeline, have been studied in detail. The study found that Pakistan is left with no other option but to execute regional energy projects if the country needs to overcome the energy crisis. The study also found that the major obstacles to executing these projects in Pakistan are a lack of financial resources, lack of investments, international pressure, the country’s internal issues, regional issues and the changing regional situation. This study is proposed to be useful for policymakers to evaluate the impact of energy import dependency and to formulate foreign policy.

Extant scholarship on Iranian cyber warfare emphasizes the ways in which Tehran’s cyber capabilities might be employed offensively to achieve its foreign policy objectives. Comparatively little attention, however, has been given to the ways in which Iran might leverage these same cyber assets in retaliatory strikes. This article argues that because of the unique combination of endogenous and exogenous variables affecting contemporary Iran, including diplomatic isolation and economic sanctions, as well as Iran’s historical track record of carrying out its foreign policy through proxies, Iranian cyber retaliation is likely to be executed through third parties, mostly symbolic in nature, and proportionate in scale.

Abstract:
This article attempts to answer the question of why Iran is reluctant to discuss its missile program. Unlike other studies that focus on the importance of Iran’s missile program in providing deterrence for the country and establishing a balance of military power in the region, or that view the missile program as one of dozens of post-revolutionary contentious issues between Iran and the United States, this article looks into Iran’s ontological security. The paper primarily argues that the missile program has become a source of pride for Iranians, inextricably linked to their identity. As a result, the Iranian authorities face two challenges when it comes to sitting at the negotiation table with their Western counterparts: deep mistrust of the West, and the ensuing sense of shame over any deal on the missile issue. Thus, Iranian officials opted to preserve the identity components of the program, return to normal and daily routines of life, insist on the missile program’s continuation despite sanctions and threats, and emphasize the dignity and honor of having a missile program. The article empirically demonstrates how states can overcome feelings of shame and mistrust. It also theoretically proves that when physical security conflicts with ontological security, governments prefer the former over the latter, based on the history of Iran’s nuclear negotiations. They appeal to create new narratives to justify changing their previous policies.

The relationship between Iran and the Kurdistan Region of Iraq (KRI) will remain securitised in the short term due to the unresolved business of a return to the nuclear deal and its possible aftermath, the gradual reduction of the US military footprint in Iraq and the strengthening hold on power of Iran’s conservatives. Iran’s response to the Iraqi Kurdish referendum for independence in 2017 and its suppression of the revival of armed activity by Iranian Kurdish parties operating from Iraq makes it clear that Tehran does not hesitate to intervene to defend its security interests either. Iran is also likely to seek to counter growing Turkish intrusiveness in northern Iraq. Because the Patriotic Union of Kurdistan (PUK) is currently weak and the Kurdistan Democratic Party (KDP) stuck between Turkey, dissatisfaction with its own rule and pro-Kurdistan Workers’ Party (PKK) sentiments among segments of Kurdish public opinion, the KRI is more vulnerable to Iranian and Turkish pressure than it used to be. In other words, dependency and dominance will continue to characterise the Iran-KRI relation to Tehran’s benefit for the foreseeable future. Ironically, deeper integration of the KRI into a federal Iraq could reduce this risk in the medium-term.

Hamstrung by decades of repression, mistrust and a lack of governance experience, Muslim Brotherhood-linked parties were ultimately unable to navigate the post-2011 tensions between the need to deliver on the popular demands of the Arab uprisings and maintain ideological coherence. Similarly, they struggled to retain their revolutionary credentials and at the same time compromise with ruling elites in order to govern. While this was always a tall order, the consequence has been that decline and crisis followed the organisation’s initial ascent between 2011 and 2013. The Muslim Brotherhood gradually lost its ideological influence over parties it had inspired following the 2013 military takeover against Mohamed Morsi in Egypt. From this year onwards, growing repression, marginalisation and factionalism accelerated the movement’s decline. The arrest and exile of leading Muslim Brotherhood individuals created a leadership void and opened up space for internal strife. Today, the Muslim Brotherhood is a shadow of its former self and in crisis. In parallel to the decline of the Muslim Brotherhood, the legitimacy and relevance of jihadism, political Salafism and Iran’s model of religious rule also appear to have weakened, respectively due to the ‘defeat’ of Islamic State, Saudi modernisation and the poor to mediocre governance provided by Tehran’s partners. This raises the question what major religiously inspired sources of political renewal and mobilisation remain across the Middle East and North Africa that are capable of offering credible prospects for better governance.

Early in the pandemic, POMEPS convened an online workshop with a diverse group of scholars working across the MENA region to discuss the initial impacts and to think through possible trajectories. That workshop resulted in POMEPS Studies 39, which included twenty-one essays ranging across the MENA region. Several major themes ran across those essays. We collectively expected regimes to securitize the pandemic, using the excuse of lockdowns to crack down on a protest wave that had reached multiple countries in 2019 and to further entrench authoritarian rule. We expected variation in state capacity to be a critical variable in terms of the ability of states to effectively respond to the pandemic. And several essays anticipated soft power international competition, as great powers used vaccine diplomacy to sway public attitudes their way. Two years on, how did those predictions hold up? In April 2022, POMEPS convened a follow-up workshop with some of the same scholars and a number of new contributors to assess how well those early projections panned out, and to assess the actual impacts of COVID on the region after two years. We are delighted to now publish the results of that workshop and ongoing conversations among a diverse group of scholars of the region.

In recent weeks, public debate in Iran has resumed regarding the possibility of transferring power after the death of the current Supreme Leader, Ali Khamenei, to his son Mojtaba. In the background of this debate is criticism of the idea of cultivating Mojtaba as a possible successor, sounded by the leader of the reformist opposition, Mir-Hossein Mousavi; a report on the promotion of Mojtaba to a high religious status with the rank of ayatollah; and an expression of support for his possible appointment as leader from one of the Friday prayer leaders. The possibility of the transfer of power to Khamenei's son has already evoked severe public criticism on the ground that it contravenes the fundamental principles of the Islamic Revolution. At this point, it is too early to assess whether this scenario is indeed considered seriously. However, in the absence of a suitable consensus candidate to succeed Khamenei, it cannot be ruled out that the death of the current Supreme Leader may pave the way for a transition to an alternative governing model, including dynastic rule.

The negotiations between the United States and Iran on renewing the nuclear agreement have run into serious difficulties following the opposition by the United States and the European partners to Iran's demand that the IAEA close the open files on the Iranian nuclear program before the implementation of the agreement (120 days after signing). At the same time, Iran continues to accelerate the program, including the enrichment of uranium using cascades of advanced centrifuges. Three scenarios are possible: a resolution of the crisis and achievement of an agreement; continued stagnation, i.e., lowintensity talks; or the collapse of the negotiations. The worst scenario for Israel is a continuation of the current situation, in which Iran could in a short time accumulate enough fissile material for weapons-grade enrichment for several nuclear facilities, while the temptation of a nuclear breakout increases. Thus, Israel should immediately formulate a new strategy regarding Iran. The government should conduct a discreet dialogue with the US administration and focus on proposals that seek to advance Israel’s military and strategic needs, including consolidating covert and effective cooperation with the countries of the region under the auspices of the United States.

Nuclear, chemical, and biological weapons represent the biggest danger to humanity. During the Cold War, the US and USSR provided ‘umbrella protection’ to convince allies not to acquire nuclear weapons. Most ‘newly’ independent nations never had such security during the Cold War since they were not part of a power bloc. During the Iran-Iraq conflict (1980-1988), the Islamic Republic of Iran was attacked with chemical weapons. The process of de-escalation between Iran and Gulf Arab states is fragile and could collapse if efforts to revive the Iran nuclear deal fail. A platform for dialogue on climate and environmental security may be one of the few politically feasible ways to strengthen and sustain diplomatic channels between Iran and Gulf monarchies. The Middle East is very exposed to climate change and faces challenges including water scarcity, air pollution and sandstorms, rising temperatures, and extreme weather events. Europeans should proactively support a regional platform to address climate issues as a means of advancing their interests in de-escalation, asserting their influence in an increasingly multipolar region, and fulfilling climate and environmental security commitments.
