1. The World After Taiwan’s Fall

Abstract:: Let us start with our bottom line: a failure of the United States to come to Taiwan’s aid—politically, economically, and militarily—would devastate the Unites States’ credibility and defense commitments to its allies and partners, not just in Asia, but globally. If the United States tries but fails to prevent a Chinese takeover of Taiwan, the impact could be equally devastating unless there is a concentrated, coordinated U.S. attempt with likeminded allies and partners to halt further Chinese aggression and eventually roll back Beijing’s ill-gotten gains. This is not a hypothetical assessment. Taiwan has been increasingly under the threat of a military takeover by the People’s Republic of China (PRC) and, even today, is under attack politically, economically, psychologically, and through so-called “gray zone” military actions short of actual combat. The U.S. government, U.S. allies, and others have begun to pay attention to this problem, yet to this day, they have not sufficiently appreciated the strategic implications that such a takeover would generate. To address this problem, the Pacific Forum has conducted a multi-authored study to raise awareness in Washington, key allied capitals, and beyond about the consequences of a Chinese victory in a war over Taiwan and, more importantly, to drive them to take appropriate action to prevent it. The study, which provides six national perspectives on this question (a U.S., Australian, Japanese, Korean, Indian, and European perspective) and fed its findings and recommendations into the second round of the DTRA SI-STT-sponsored (and Pacific Forum-run) Track 2 “U.S.-Taiwan Deterrence and Defense Dialogue,”[1] outlines these strategic implications in two alternative scenarios. In the first scenario, China attacks Taiwan and it falls with no outside assistance from the United States or others. In the other scenario, Taiwan falls to China despite outside assistance (i.e., “a too little, too late” scenario).

2. US-India Relations: Friends with Benefits

Abstract:: 2022 was a challenging year, not just for US-India relations, but for every India analyst trying to explain the Indian government’s position on the Russia-Ukraine conflict. Explaining to a non-IR audience India’s history of nonalignment during the Cold-War era and its current policy of multi-alignment was not a gratifying endeavor. While the last four months of 2022 did not have the friction and stress-tests as the first four of 2022 or the slow and steady expansion of relations that followed between May and September, they certainly had multiple surprising events that could make them the halcyon months of 2022. In mid-November, the US and Indian armies engaged in a military exercise at Auli, not far from the Line of Actual Control (LAC) separating Indian-held and Chinese-held territory. While the US and Indian armies have engaged in exercises prior to 2022, this proximity to the Indo-China border is a first. A month later, in another first, US Treasury Secretary Janet Yellen traveled to India to meet Indian Finance Minister Nirmala Sitharaman to expand the US-India “Indo-Pacific partnership.” Yellen characterized India as a “friendly shore” for supply chain diversification and as the indispensable partner for the US. A country that earned notoriety for its bureaucracy and trade protectionism over the years was suddenly characterized as “friendly”; one that was highly skeptical of foreign militaries on its shores was actively engaging the US military at one of its most sensitive and tempestuous borders. The primary catalyst for this sea change has been shared concerns over a rising, authoritarian, and hegemonic China. The events of the last four months, while making India’s multi-alignment labored, also made it abundantly clear that the US-India relations will continue to expand to maintain a free and open Indo-Pacific.

3. Australia and India’s New Military Bases: Responses to China’s Naval Presence in the Indian Ocean

Abstract:: Australia and India have built and expanded military bases in and around the Indian Ocean in anticipation of a larger Chinese naval presence in its waters. Most of the construction has focused on creating the capacity to monitor the three main passages into the ocean through the Indonesian archipelago, namely the Malacca, Lombok, and Sunda Straits. India has established two new naval air stations in the Andaman and Nicobar Islands and boosted its maritime patrol forces at others nearby. Australia is working to establish a military base in the Cocos (Keeling) Islands and is beefing up its Stirling naval base near Perth to support and sustain nuclear-powered attack submarines.

4. The battle for the Indian Ocean: How the EU and India can strengthen maritime security

Abstract:: Over the last decade, China has gradually expanded its presence in the Indian Ocean, combining its military modernisation and cooperation with partners with active diplomacy towards the island and coastal states of the region. China’s presence and capabilities threaten the freedom and influence of other actors in the area, including India and the EU. Europe’s key maritime trade routes to Asia run through the Indian Ocean, making the security of the region and freedom of navigation crucial for European interests. Many of the island and coastal states in the Indian Ocean have limited economic resources to exercise effective control at sea and are therefore dependent on extra-regional powers. As part of their approach to respond to China’s growing assertiveness in the region, the EU and India should jointly establish a regional maritime capacity building programme for island and coastal states in the Indian Ocean.

Abstract:: Riding the Afghan tiger has always been an incredibly risky venture, as history is witness, and getting off safely has almost always been impossible. There is no reason to believe that the new political dispensation in Afghanistan will not experience or exercise more violent changes in the near future. This is a tinderbox situation, and as always, Afghanistan is serving as a proxy for external neo-imperial ideologies and political maneuvers. This genealogical pattern is not unfamiliar to historians—Afghanistan served the same purpose in the nineteenth century between Britain and Russia, in the twentieth century between the USSR and the United States at the height of the Cold War, and in the twenty-first century between the so-called enlightened and liberal Western world order led by the United States and the dark forces of “jihadi” terrorism. China, India, and Pakistan are perhaps setting the board for a new iteration of this eternal “Great Game.”

8. The Impact of Women Peacekeepers on Public Support for Peacekeeping in TroopContributing Countries

Abstract:: There are several common assumptions about how women peacekeepers may impact public opinion in the countries from which they deploy. Women peacekeepers may boost public support for peacekeeping by increasing the perceived legitimacy of peacekeeping missions. They may also boost public support for women’s rights by challenging norms around the roles women should perform. Finally, there is a belief that the death of women peacekeepers could decrease support for peacekeeping. Drawing on two rounds of online public surveys in India and South Africa, this issue brief tests these assumptions. It also draws on an additional survey of UN member-state representatives in New York to understand how decision makers believe the deployment of women alters public support for peacekeeping. Overall, the surveys revealed relatively high levels of support for peacekeeping in both India and South Africa. Moreover, member-state representatives in New York indicated that they not only value public opinion on peacekeeping and consider it when making deployment decisions but also believe that the deployment of women peacekeepers increases support for UN peacekeeping. However, differences between the surveys of the two countries underscore that women peacekeepers may be perceived differently by the public in different contexts and may not always increase support for peacekeeping or women’s rights. Therefore, scholars and policymakers within national governments and the UN should consider how the deployment of women may interact with other social, cultural, and political norms and practices to moderate how the public will perceive and react to women peacekeepers.

Abstract:: The Indian Ocean is becoming an area of competition between India and China later than Robert Kaplan foresaw in his seminal 2009 article in Foreign Affairs, but sooner than its resident powers might have predicted. So far, the competition has rung high decibel alarm bells in India (and the United States), without having reached the inflection point of actual military “power plays” that Kaplan implied. India and China witnessed military clashes on land in 2020 and currently face an impasse over their disputed border.

Abstract:: The Andaman and Nicobar Islands (ANI) are some of the most neglected maritime terrain in the world despite their proximity to one of the busiest maritime chokepoints on Earth. Strategic competition in the Bay of Bengal and around the Strait of Malacca necessitates that U.S. strategy carefully considers the implications of having a U.S. presence on the ANI. The United States has the capacity to assist in international law enforcement of illegal, unreported, unregulated (IUU) fishing and piracy as well as ensure the security of international shipping through the Strait of Malacca. The possibility of bilateral exercises that introduce concepts such as expeditionary advanced base operations (EABO) and the use of the U.S. Coast Guard in multiple capacities are real possibilities as well. Perhaps most importantly, the United States can partner with India to leverage China’s Malacca Dilemma and constantly threaten a blockade of Chinese shipping through the Strait of Malacca in a potential conflict. China also aspires to alleviate its Malacca Dilemma.

11. Shifting Supply Chains from China into India as an Effective Grand Strategy in the Indo-Pacific Region

Abstract:: Between 2016 and 2020, nations of the Quadrilateral Security Dialogue (Quad) became patently aware of the risks posed by an authoritarian state such as China controlling much of global value chains. This realization among leaders of the Quad nations can be attributed to a general rise in populism around the globe—which ignited a debate on globalization—to the COVID-19 pandemic, China’s acts of economic coercion against Australia and aggression against India in the Galwan Valley. To prevent China from weaponizing interdependence, nations of the grouping have launched several supply chain diversification and economic security initiatives such as the Supply Chain Resilience Initiative (SCRI) and Economic Prosperity Network (EPN). While these initiatives are a step in the right direction, a larger reformatory initiative is needed to prevent diversification projects from becoming a flash in the pan. Shifting supply chains out of China and into India has the potential to be that much needed reformative initiative. This exploratory study of the challenges and opportunities associated with shifting supply chains into India tests this hypothesis by examining the domestic political economy in India and the complexities of the US-India relationship. This study observes major impediments to a supply chain diversification project. One, trade protectionism is a common feature among Indian administrations. India’s diverse political landscape has warranted coalition governments, which has prevented administrations from taking reformative action on liberalizing the economy. Two, the US-India relationship historically had ups and downs. The two democracies even came to the brink of war in 1971, and 20 years later, the US unleashed economic sanctions on India for their nuclear tests. A concerted recalibration of the US-India relationship is required to solidify any form of economic partnership, short of an alliance. To summarize, the Indian government should continue liberalizing its economy through the land, labor, and corporate governance reforms. The US should adopt a more conciliatory approach to India’s domestic issues to avoid fissures in the relationship. Subsequently, the US, Australia, and Japan will be able to capitalize on the opportunities the Indian economy and the Indo-Pacific economy at large present for supply chain diversification. These opportunities can be capitalized through creating a trade bloc exclusive for the Quad and establishing a wealth fund to fund investments in the wider region.

Abstract:: Terrorism has emerged as one of the major challenges for the Eurasian regional peace, security, and cooperation. Keeping these challenges in perspective, the Shanghai Cooperation Organization (SCO) was established to eliminate the menace of terrorism, fundamentalism, and secessionism. Against this background, the main objectives of this paper are to examine how terrorism emerged as a major determining factor in the Indo-Pak relations and how the Shanghai Cooperation Organization (SCO), was failed to play its effective role in the Indo-Pak conflict given the Pulwama terror attack. For this research, descriptive and analytical methods were used and the data was collected from secondary sources. The major findings of this article are that terrorism has emerged as one of the major determinants of Indo-Pak relations and the same has become a major challenge for the SCO to resolve the issue. Against the background of terror attacks, it was anticipated that the SCO would play a crucial role to pacify the situation. However, the role played by the SCO in this situation proved marked as a Whack-a-Mole.

13. Scope and Limitations of Soft Power Diplomacy: A Quantitative Analysis of Afghans' Perceptions about India

Abstract:: Before the Taliban came back to power in Afghanistan in August 2021, India and Afghanistan had cordial bilateral relations and were often described as great friends. Since 2002, India had helped build several infrastructure projects as part of its promised development assistance program of over $2 billion (later increased to $3 billion). Considering India’s investments in Afghanistan, the goodwill it enjoyed among common Afghans was understandable. However, it would be wrong to imply that these unique, multifaceted bilateral relations between the two countries were simply due to India's helping hand. This research paper is one of its kind attempt to explain the perceptions Afghans had about India based on the field survey done in Afghanistan in 2019. Using responses of over 321 Afghan participants, the paper attempts to quantitatively analyze the goodwill and positive vibes that India enticed among Afghans. However, many Afghans felt that India did not do enough during the crisis in August 2021. Based on the survey and the general perceptions of Afghans in the aftermath of the return of the Taliban, this paper argues that the soft power investments in Afghanistan helped India in its nation-branding, making it attractive and creating goodwill. However, New Delhi lacked the will to act smartly and hence did not get the desired strategic influences due to ‘soft power behavior’.

Abstract:: With the outbreak of the Covid-19 pandemic, supply chain resilience has emerged as a policy priority of the United States and its allies. The issue of supply chains has also raised the profile of emerging economies that offer possible alternatives to China as production platforms for multinational firms. This report surveys economic security policy developments in three major emerging economies: India, Vietnam, and Indonesia. It finds that all are attempting to take advantage of this new focus on supply chain resilience, while (to varying degrees) balancing the economic security risks posed by China’s rise. The United States and its allies have an opportunity to work with these emerging economies to shape their decisions about trade, investment, and technology policies in ways that promote mutual economic security and enhance international economic rules and norms.

However, the war has led to unfavourable changes from India’s point of view—the weakening of Russia, the collapse of its cooperation with the West, and a growing dependence on China. As a result, Russia is diminishing in importance as a key partner of India, including a supplier of weapons and technology. In the long run, closer cooperation between India and the U.S. and EU countries in the field of security and energy will help to move India away from Russia.

16. What the Quad Is, Is Not, and Should Not Be

Abstract:: Since its establishment in 2007, the Quadrilateral Security Dialogue (QSD or Quad) has transformed into a multilateral forum to enhance military coordination in the Indo-Pacific among the U.S., Japan, India, and Australia and to address issues of mutual concern—particularly the rise of China. The U.S. has pushed for this transformation. Quad members speak of the group as a forum for issues in the Indo-Pacific ranging from COVID-19 and climate change to emerging technologies. But China, Asia’s biggest power, is integral to addressing each issue. In early 2021, the group’s leaders signed a joint statement reiterating the importance of a rules-based order in the Indo-Pacific—a reference to what all four members regard as China’s illegitimate claims in the South and East China Seas. Indo-Pacific Quad members also have disputes with China: India over its shared border with China; Japan over China’s sovereignty claims over the Senkaku islands; and Australia over worsening ties, including onerous trade restrictions and tariffs.

17. Three Dilemmas Facing the Indo-Pacific’s Regional Order

Abstract:: For decades, an international order delivered security and prosperity to the Indo-Pacific. The order was based on U.S. military hegemony and alliances that preserved the strategic status quo and multilateral cooperation that enabled economic development and growth. That order is now under strain. The COVID-19 pandemic is challenging the order’s founding principles, prompting some regional states to limit their interdependency in certain sensitive sectors under the guise of supply chain resilience. The pandemic was not the first challenge to test the order; serious threats began to emerge over a decade ago, with the global financial crisis of 2008, and were sharply exacerbated by China’s economic rise and strategic revisionism, which threatens U.S. military and economic primacy and the territorial status quo. The United States, India, and like-minded middle-power partners from the Indo-Pacific and Europe have struggled to respond effectively. The other contributions in this series on navigating U.S.-China competition in the Indo-Pacific show how these states have sought to recover from the pandemic while also answering structural threats of revisionism and economic headwinds from decoupling, protectionism and changing integration patterns. Cutting across those specific policy issues are three overarching dilemmas that each state will be forced to resolve when making policy. How policymakers navigate these dilemmas will define the policy settings of their regional strategy.

18. India’s Options in a Contested Environment: Constraints and Prospects

Abstract:: The past year has witnessed tumultuous and unforeseen changes in the global geopolitical landscape due to the pandemic. While India struggles to contain its devastating second wave, it is simultaneously confronted with a significant national security challenge from across the disputed Himalayan border with China. A skirmish along the Line of Actual Control (LAC) that started in May 2020 escalated rapidly into a full-blown crisis, with clashes in Galwan on June 15, 2020, causing casualties on both sides. After multiple rounds of talks, the crisis remains unresolved and has starkly exposed India’s lack of credible deterrence that could either deny or punish China’s belligerence across the unsettled border. In response to the border crisis, the Indian government promoted and contributed to the rapid coalescence of the quadrilateral security dialogue (Quad)—a loose coalition of the United States, Japan, Australia, and India. Notable milestones in the Quad’s accelerated development include the addition of Australia in the Malabar series of naval exercises and several high-level meetings of officials from the four countries, the highest-profile of which being the first leaders’ summit in March 2021. The assumption that India’s sudden moves to consolidate the Quad were driven primarily by Chinese actions along the LAC may be debated. Nevertheless, if that is the case, it follows that India views its renewed efforts in coalition-building as part of a solution to its China problem. Though the Quad may be useful in tackling security threats in the larger Indo-Pacific region, in the near term, it is unlikely to meaningfully contribute to bolstering India’s ability to deter China along land borders or in the maritime domain.

Abstract:: India’s poor water security indicators are partly a result of the poor translation of federal spirit in governing its water resources. The limited scholarship on the subject recognizes the vacuum in federal water governance and the weak articulation of Centre’s role to work with states in pursuing India’s long-term development and security goals. Besides, coherent federal responses are critical to address the new governance challenges and emerging risks such as those linked to climate change, floods, dam safety, etc. Yet the national discourse on water federalism is dominated by interstate river water disputes. The study breaks new grounds by going beyond the narrow frame to engage comprehensively with the idea of water federalism in India. It explores the range of policy, institutional, legal and financial instruments for improved water governance. Conceptualised as the Centre’s leverage, the study investigates into these instruments to explore opportunities for the Centre to work with states for improved outcomes. Using mixed methods of qualitative and quantitative approaches, the study looks at the transforming Indian federal state from two contrasting viewpoints: the shifting stakes of the Centre and states in water resources development; and the converging forces of development goals and security concerns. The analysis is supported by case studies of Maharashtra, Punjab and Karnataka states revealing the diverse territorial imaginations and priorities of water resources development and, their implications for national water security. It also examines the experiences of central schemes through intergovernmental fiscal transfers and federal water governance practices internationally to incentivize states’ progressive pathways in water resources management. Identifying federal consensus-building about the Centre’s role and autonomous institutional architecture for data as the two foundational pillars, the study makes concrete recommendations to improve federal governance for long-term development and water security.

Abstract:: India and Pakistan continue to develop their missile-delivery systems and associated nuclear inventories, raising concerns of a regional arms race. While Indian doctrine appears intended to fight a ‘two-front war’ against Pakistan and China, the extent to which India’s missile inventory is balanced, or otherwise, is a cause of disquiet in Islamabad. Many of the new missile systems being added to India’s inventory appear to be more suited to target Pakistan than China. This disconnect between India’s threat perception and missile developments not only risks eroding the credibility of its deterrence posture vis-à-vis China, but also courts an action–reaction dynamic with Pakistan. Islamabad, in response to how it views Indian developments, is in turn making qualitative improvements to its missile arsenal, with the intention of deterring limited conflict to an all-out war. The resultant arms race in the missile arena, however, is moving on two different trajectories. This paper discusses ongoing missile developments in South Asia, and how India and Pakistan have used different delivery systems as signalling mechanisms during past crises in an attempt to achieve their respective military or political objectives. It is also useful to examine Pakistan’s posture of Full-Spectrum Deterrence (FSD) in the context of India’s Cold Start doctrine, introduced in 2004 and apparently intended to allow India to explore options for a limited war in cases where there is a risk of crossing the nuclear threshold. The paper also reviews whether doctrinal ambiguities can be discerned in India’s declaratory nuclear policies, especially New Delhi’s claim of maintaining a credible minimum deterrence (CMD) and how this can be squared with the goal of being able to cope with a ‘two-front war’.

Abstract:: Credible nuclear deterrence presupposes the availability and integration of certain essential components that collectively constitute a nuclear arsenal. Abstract:: In contemporary world politics, India and Iran occupy great strategic significance. Both countries have huge convergence of national interests. Collaboration and cooperation between the countries would resolve their respective domestic issues and challenges and play a determining role in strengthening their role in global affairs. For a fast-growing economy and energy deficit country like India, Iran provides access to a huge amount of natural resources and opens up its vast untapped market for Indian finished goods and services. In addition to that, Iran, due to its geographic location can act as a transit route for India to reach strategically important countries in Central Asia and Afghanistan. Being the second-largest Shia populated country in the world after Iran and one of the highest energy importing countries, India occupies an important place in the strategic thinking of Iran. In the past, India was the second-largest oil-exporting destination for Iran and an important trading partner for Iran. Taking the structural realism as a theoretical framework, the article attempts to seek an answer to the questions, why despite belonging to a single-family, living together for many centuries and sharing common social, religious and traditional values, the two countries have been unable to transform their mutual understanding into a long term strategic partnership, and how the global events have affected their mutual understanding and replaced it with trust deficit.

25. Understanding the Encryption Debate in India

Abstract:: Encryption has become a contentious instrument for protecting the security and confidentiality of online communication. Rapid digitalization in the past decade has led to the proliferation of domestic and foreign online communication services that use encryption and, consequently, pose challenges to national security bodies and law enforcement agencies (LEAs). To address these challenges, the Indian government introduced new regulations in February 2021. These regulations require large social media platforms to enable traceability, or the ability to provide information concerning the originator of online communications. Technology companies and privacy activists have opposed such a move on the grounds that traceability would require the breaking of the end-to-end encryption used by many online communication platforms like WhatsApp and therefore would compromise the security of online communications on such platforms. This traceability requirement, however, is only the latest development in a drawn-out, contentious debate over the use of encryption. The contestation between maintaining higher degrees of online security and issuing new rules to grant technological exceptions for security agencies and LEAs is not specific to India. One of the first serious discussions on the issue took place in the United States in the 1990s, when public opposition warded off an early government attempt to sidestep encryption protections with a court order. In the past decade, the use of encryption has only grown more pronounced. The revelations that the United States’ National Security Agency was collecting vast amounts of communications data led to the introduction and increased adoption of end-to-end encryption for online communications. End-to-end encryption is now used widely by online communication platforms like WhatsApp, Signal, and Threema. Its use presents law enforcement and national security agencies with new challenges. Even though these agencies today have greater and easier access to more information than ever before, the absolute confidentiality provided by encrypted online communication platforms makes it harder for these agencies to engage in real-time surveillance to investigate crimes and identity wrongdoers. While some policymakers from India and other countries argue that encryption must only be weakened to solve specific problems, most experts agree that, as of today, there is no technological solution that would weaken encryption for specific law enforcement and national security purposes, while managing to maintain preexisting levels of security and confidentiality for general use. The introduction of any mechanism for specific access would, it is claimed, introduce both known and unknown vulnerabilities into these communications platforms. Such a mechanism would have a systemic effect on all online communication dependent on encryption for ensuring security and confidentiality. In India, these developments create challenges in specific ways. For example, India reports the highest number of child pornography cases worldwide, and encrypted communications makes it difficult to identify culpable parties. Similarly, as India has digitized rapidly, there has been a surfeit of fake and offensive online news that has, in some cases, led to mob lynchings. In addition, terrorist networks have been found to be using encrypted communication channels while planning and carrying out terrorist attacks in India. Over the years, the Indian government’s approach to encryption has responded to these concerns in a variety of ways. Indian financial regulators mandated the use of encryption for banking and financial services as they realized the security of such transactions was best protected through encryption. At the same time, the Indian government prohibited telecom operators from implementing bulk or mass encryption in telecommunication services. Starting in 2015, the government introduced different regulatory proposals requiring that messaging platforms and other communication service providers provide plaintext copies of communications to Indian government agencies on request. These proposals, however, faced significant opposition and were withdrawn. Earlier in 2021, the Indian government’s new rules requiring traceability have been officially notified. The mechanisms through which they will be implemented are not yet clear. It is also unclear if these rules are the last demands the Indian government will make to weaken encryption, or whether further demands will arise in the future. To weigh the relative benefits and drawbacks of the Indian government’s proposal, analysts should consider relevant factors such as (but not limited to) whether such changes will offer law enforcement officials the access they desire, how the security of encrypted communications will be affected, and how citizens’ civil liberties will be impacted, among others.

26. India’s Fog of Misunderstanding Surrounding Nepal–China Relations

Abstract:: India’s postindependence ties with Nepal were predicated on the intimate cultural and historical links between the two countries. As India’s first prime minister, Jawaharlal Nehru, noted, “though Nepal was an independent country, it was very closely allied to India in culture and tradition and we did not look upon it as a foreign country.” New Delhi also regarded China as an “interloper” in Nepal in 1950 who threatened India’s security and interests in the region, ignoring at least a century of Sino-Nepali history centering around Tibet. This paper argues that New Delhi’s close relationship with Nepal, bound in history and culture, and the misperception about China’s relations with Nepal before 1950 have contributed to a skewed understanding of Sino-Nepali relations. The Working Paper looks at the impact that New Delhi’s misperceptions of Sino-Nepali relations, termed the “fog of misunderstanding,” has had in the context of the triangular relations between China, India, and Nepal. The paper is divided into four sections arranged chronologically. The first section looks at the historical Sino-Nepali relationship from the mid-eighteenth to the mid-twentieth centuries. It establishes that this early relationship was centered on Tibet. While the Gorkha kings of Nepal sought to preserve their trade privileges in the region, the Chinese were concerned about the security of their southwestern frontier. Notably though, Beijing’s concern with security does not appear to have extended into any desire to conquer Nepal. This section also touches upon British India’s policy toward Nepal in the nineteenth century, and the subsequent approach that the government of independent India took in the first few years, without an adequate appreciation of Kathmandu’s history with China. As a consequence, India developed a suspicious attitude toward Beijing’s desire to re-establish ties with Kathmandu after the Chinese Civil War, and shaped its policy toward Nepal with this factor in mind. The second section delves into Indian and Chinese policies toward Nepal in the period from 1955 until the end of the monarchy in 2008. It showcases how, during this long period, the three kings of Nepal sought to leverage their ties with China in order to maintain some semblance of balance and how China, in turn, followed a limited but strategic approach that was centered on the kings. The fog of misunderstanding continued to shroud India’s attitude to Nepal-China relations during this period and, consequently, India’s Nepal policy lacked a working template to manage relations with a smaller neighbor sandwiched between India and China in a way that would preserve New Delhi’s influence in a positive way. In contrast to China’s political approach, New Delhi fluctuated between the monarchy and an assortment of democratic political parties, suggestive of a provincial approach in New Delhi’s dealing with Kathmandu. As a result, China’s approach ensured that its main objective in Nepal, namely the security of its southwestern frontier, was secured with a relatively low-risk and low-cost strategy. The third section deals with the aftermath of the fall of the Nepali monarchy, 2008 to 2016. During this important period, New Delhi had a fresh opportunity to reset ties by providing the support to democratic forces in Nepal, that could have resulted in a transformation of the Indo-Nepali ties. However, India appeared to hew to its traditional policy. China, on the other hand, quickly built new ties with the post-monarchical dispensation. India’s perceived actions as a result of the adoption of the new constitution of Nepal plunged Indo-Nepali ties to a nadir. It seems to have pushed Kathmandu to strengthen its relationship with China. This section of the paper also outlines the changing nature of China’s policy and objectives in Nepal, especially in the second decade of the twenty-first century, and its possible implications on the future course of the triangular relationship, as well as for India-Nepal relations. It postulates that under President Xi Jinping, China’s policy toward Nepal has shifted from protecting its periphery to a broader goal of bringing Nepal under its strategic control. This section highlights the political and economic levers that Beijing is using to build a preeminent position in Nepal. The paper concludes with an assessment of options available to all three countries going forward, and India’s options in Nepal in the face of China’s new policy in the region. It suggests that a decisive reset in policy toward Nepal is required to restore healthy relations that are based on mutual respect and mutual sensitivity. New Delhi may need to re-orient its thinking toward Nepal in the context of triangular relations, including on the boundary issue and the 1950 Treaty of Peace and Friendship that have been long-standing irritants in the India-Nepal relationship. Nepal, for its part, should also reflect carefully on whether its leveraging of China might become counterproductive in the light of changing strategic balance in its vicinity, and the implications of giving up the policy of balance for one that tilts decisively toward Beijing. The paper concludes that there is sufficient scope and opportunity for course correction by India, and that through sustained efforts India may be able to preserve its influence and security in Nepal and counter China’s expanding footprint.

27. Navigating the Democracy-Security Dilemma in U.S. Foreign Policy: Lessons from Egypt, India, and Turkey

Abstract:: As President Joe Biden and his team seek to put the defense of democracy and protection of human rights at the center of U.S. foreign policy, they confront the stubborn fact that the United States maintains cooperative security relations with a wide range of undemocratic or democratically backsliding governments. Powerful security interests, especially countering terrorist threats, maintaining stability in the Middle East, and managing competition with a rising China, underlie many of these partnerships. Such situations frequently give rise to a policy dilemma: confronting partner governments over their political shortcomings risks triggering hostility that would jeopardize the security benefits that such governments provide to Washington. Yet giving them a free pass on democracy and rights issues undercuts the credibility of U.S. appeals to values, bolstering the damaging perception that America only pushes for democracy against its adversaries or in strategically irrelevant countries. Already in the first year of Biden’s presidency, such tensions have emerged in relations with countries as diverse as Egypt, Hungary, India, the Philippines, Poland, Saudi Arabia, and Turkey. While the Biden administration has publicly and privately raised democracy and rights issues with various security partners, its cautious approach toward some of them has started to attract criticism from those who feel that near-term security interests have been too strongly prioritized compared to democracy and human rights concerns. This paper looks in depth at the democracy-security dilemma with a view to helping U.S. policymakers deal with it more systematically and effectively. Case studies of U.S. policy toward Egypt, India, and Turkey over the past twenty years highlight the complexity of the democracy-security dilemma. In Egypt, U.S. concerns with the country’s authoritarian politics have surfaced periodically over the years yet struggled to find a meaningful place in a relationship dominated by deeply rooted security cooperation, including extensive U.S. security assistance. In India, a strong U.S. push, warmly welcomed by Prime Minister Narendra Modi’s government, to further strengthen the U.S. -Indian security partnership has unfolded alongside a distinctly illiberal turn in Indian politics. By contrast, democratic decline in Turkey has coincided with—and contributed to—a major deterioration in Ankara’s relations with Washington, including significant divergence on a range of foreign policy issues.

30. Civil-Military Relations in Pakistan: Positive Evolution or More of the Same?

Abstract:: Civilian governance in Pakistan has never lasted longer than eleven years. 2019 is the eleventh year since General Pervez Musharraf resigned the presidency and fears of a coup may exist, but one is not probable—at least not in the near-term future. In fact, two recent Chiefs of Army Staff (COAS)—Generals Kayani and Raheel in 2009 and 2014, respectively—considered taking, but decided not to take, direct control of the government. These decisions demonstrate that military rule is no longer necessary because the Army has already attained its major goals of de facto control of the country’s nuclear and missile programs, key foreign relationships, the military budget, and national security decision-making. In effect, the military has achieved what I have previously termed a “coup-less coup.” Instead of the traditionally fraught civil-military relationship, it seems that, for the first time in Pakistan’s turbulent history, the government and military agree on the three major issues facing Pakistan: domestic politics, the economy, and India. However, key variables, such as economic stability, could quickly change the course of this relationship.

Abstract:: On March 6, 2020, India secured the distinction of ob‐ server status to the Indian Ocean Commission (IOC), an association that consists of five Indian Ocean states—Mauritius, Seychelles, Madagascar, Comoros, and Réunion (France). New Delhi is now formally clubbed in the IOC along with the four other observer countries of China, Malta, the European Union, and the International Organisation of La Francophone (OIF). What does this mean for India’s power play in the Indo-Pacific? Fundamentally, inclusion in the IOC points to a more serious structural maritime engagement for India in the Western Indian Ocean region. The IOC is a key grouping working to foster cooperation on both traditional and non-traditional security matters of the Western Indian Ocean, which connects the Southeastern Coast of Africa with the mainstream Indian Ocean. In other words, this association opens the gateway for a more formal "continental connection" between India and the Eastern African coastal countries bordering the Indian Ocean. It not only enhances India’s stature as a rising maritime power in the Western Indian Ocean, but also exemplifies India’s security-based desire for institutionalized association with countries in the region. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. 34. Protection of Civilians from the Perspective of the Soldiers who Protect: Ghana and India in United Nations peacekeeping

Abstract:: UN peacekeeping missions are deployed in increasingly violent contexts, such as Mali and South Sudan. It leaves such missions suspended somewhere between traditional peacekeeping and peace enforcement. Concurrently with this transformation, protection of civilians has become increasingly important. How do countries like Ghana and India, two of the main contributors of troops to UN missions, define, approach, and experience the task of protecting civilians? What do they consider its key components to be? And what do they think is required to protect well? This new DIIS report concludes that the individual combat experience of troop-contributing countries is a defining feature of how protection of civilians is approached in peacekeeping missions. The report suggests that it is important to understand how difference plays out across missions, and how countries that contribute troops to missions understand and respond to their roles in these missions. This understanding is required in discussions about how effective and coherent we might expect peacekeeping to be as a form of intervention. This report is based on fieldwork in India and Ghana. Data on the Ghana case has been partially collected through the project Domestic Security Implications of Peacekeeping in Ghana (D-SIP), funded by the Danish Ministry of Foreign Affairs.

Abstract:: India now plays a crucial role in the Indo-Pacific region. But how will the country define its approach as the region takes on new geopolitical importance? Throughout history, the maritime domain has been a crucial space in establishing new and emerging powers shaping regional dynamics and the larger security architecture. The great power competition today is no different. As India and Australia recently recognized, “many of the future challenges are likely to occur in, and emanate from, the maritime domain” underlining the reemergence of the maritime space as the theater for geopolitical competition.1 The rise of China across the Indian and Pacific Oceans challenges the security umbrella established at the end of Second World War and strengthened after the end of the Cold War. The emergence of the Indo-Pacific as a new geographic space—bringing together the Indian and the Pacific Oceans—represents the new strategic reality of the twenty-first century. India’s role in the Indo-Pacific is considered crucial by countries such as Australia, Japan, and the United States. However, despite New Delhi’s presence in the Indian Ocean, maritime security has actually remained outside of India’s strategic interests, concerns, and thinking, due to its continental threats. The Indo-Pacific therefore is a new domain in India’s foreign policy engagements, representing a shift in New Delhi’s strategic environment—expanding its threats solely from its continental borders to its maritime space. As Canberra, Paris, Tokyo, and Washington, DC continue to support and promote a stronger Indian role in the Indo-Pacific, this paper highlights New Delhi’s perceptions, challenges, and opportunities in the region.

37. China’s Role in India’s Hindu Nationalist Discourse

Abstract:: "Hindu nationalism risks pushing India into war with China,” blared the headline from China’s nationalist tabloid, Global Times. Meanwhile, in Washington, a wide-ranging network of analysts optimistic on U.S.-India ties similarly argue that India’s nationalist political forces will push the country further away from Beijing and likely closer to Washington. These are bold claims about the ways in which national identity will intersect with great power politics. But are they correct? That question is now more urgent than ever. The Bhartiya Janata Party’s (BJP) sweeping victory in the May 2019 elections shows that Hindu nationalism is the potent political force reshaping the country. But what role does China play in Hindu nationalist narratives, and how might those narratives affect China policy? This paper explores the various threads of Hindu nationalism and chronicles the relatively limited role that China plays within them. First, it explores the history of Hindu nationalism as a political force in India, demonstrating its tendency to view Islam – rather than the West or China – as the salient other. The key nationalist policy priorities for Hindu nationalists–including the introduction of a Uniform Civil Code that reduces sharia’s role in civil law, the repeal of Article 370 of India’s Constitution that protects Kashmir’s special status, and the construction of a Ram temple at Ayodhya on the grounds of what was once a mosque – are all issues that implicate Hindu relations with Islam. Second, after making the argument that Hindu nationalism is primarily focused on Islam, the paper then turns to analyzing China’s role in nationalist ideology. It argues that China plays a relatively limited and often contradictory role in nationalist discourse despite the increasingly contentious Sino-Indian relationship. Hindu nationalists view China through a variety of lenses – sovereignty, trade, and values – each of which produces a different perspective and precludes a singular, unified Hindu nationalist view of China. And in some areas, Hindu nationalists even admire Chinese approaches.

38. India–China Unsettled Boundary & Territorial Dispute: Institutionalized Border Mechanisms since 39 Years, Sans Resolution

Abstract:: The border dispute between India and China does not pertain to the definition of a boundary that can be marked physically on ground, and, on a military map, alone. It also takes on board vast tracts of disputed territorial frontiers. China continues to be in illegal physical occupation of large territorial land areas of India’s territory, starting with the entire Aksai Chin plateau in Ladakh, approximately 38,000 sq kms, since the mid-1950s. In addition, India maintains that in 1963, Pakistan illegally ceded to China, 5,180 sq kms of Indian Territory in the Shaksgam Valley of Pakistan-occupied Kashmir (PoK), north of the Siachen Glacier, under a bilateral boundary agreement that holds no legal validity. Besides, China also stake claim to about 96,000 sq kms of Indian Territory in north-eastern Arunachal Pradesh, which it terms as ‘Southern Tibet’. The statements regarding Arunachal Pradesh being “Chinese territory and part of southern Tibet” are a key instrument of the marked shift in China’s strategy and stance in the early 1980s when Beijing began signaling that the eastern sector was the larger part of the boundary dispute. China’s stated position is that reunification of Chinese territories is a ‘sacred duty’ of the People’s Liberation Army (PLA). China shares a 22,000 kms land border with 14 adjacent states. It has resolved territorial disputes with 12 of them, but still needs to resolve the territorial and boundary dispute with India. Beijing, for that matter, also challenges the total length of the Indo-China International Land Border, which runs 3,488 kms according to the Indian Ministry of Home Affairs. This was also acknowledged by Indian Prime Minster, Narendra Modi, while addressing the India-China Business Forum in Shanghai on May 16, 2015.

Abstract:: India and Australia have successfully managed to overcome prior inhibitions about security cooperation. Since 2000, the two countries have significantly improved their strategic coordination, military interoperability, and maritime cooperation, motivated by China’s rise and behaviour, faltering regional security institutions, and uncertainty about the United States’ role. Today, India–Australia security relations comprise regular military exercises, professional exchanges, operational coordination, and nascent defence technology cooperation. But the two countries’ different capabilities, priorities, and strategic circumstances will have to be overcome if relations are to deepen. Future priorities should include institutionalising bilateral and multilateral coordination mechanisms, improving military interoperability, deepening defence technology collaboration, and broadening relations to give ballast to the security relationship.

Abstract:: The concepts of ‘strategic autonomy’ and ‘inclusiveness’ have been core to India’s Indo-Pacific policies. Without taking a defined position on the contested power politics in the Indo-Pacific, India has largely maintained cordial relations with most countries and stakeholders in the region. As a corollary to this, the rubric of Security and Growth for All in the Region (SAGAR) advances India’s maritime diplomacy in the Indo-Pacific, reflecting India’s desire to manage maritime security and governance in the Indian Ocean Region (IOR). Abstract:: The Autumn issue of Parameters opens with a forum featuring two contributions that highlight some important Challenges for USCivil-Military Relations. The first contribution, “Policy Revolt: Army Opposition to the Korea Withdrawal Plan” by Eric Setzekorn, argues senior US Army leaders adopted a Fabian strategy of indirect resistance to Carter’s desire to reduce the number of troops stationed in Korea. The strategy worked. But the author leaves us wondering whether that success was a positive development for US civil-military relations. The second article, “The Walter Reed Scandal and the All-Volunteer Force” by Richard Malish, provides intriguing evidence that the American public might have put the AVF on a pedestal high enough that it harms civil-military relations. Our second forum, On Alliances and Coalitions, offers three essays addressing the importance of integrating disparate perspectives under a common strategy. The first article, “Fighting and Learning in the Great War: Four Lessons in Coalition Warfare” by Kelly Grieco, describes the key insights the United States and its allies drew, or ought to have drawn, during the First World War. All of these, as Grieco shows, have immediate relevance today. The second contribution to the forum, Vinay Kaura’s article “India-US Relations: From Distant Partners to an Alliance” suggests American and Indian interests are converging in a manner that makes an alliance between them, hitherto inconceivable, now a worthy objective. Paul Vera Delzo’s “Toward a Whole-of-Government Approach: Revamping Peru’s Strategy Process” describes how Peru can obtain greater efficiency and effectiveness from its strategies by integrating all government agencies. The final forum, On Clausewitz, presents two articles that challenge nontraditional interpretations of On War. Richard Milburn’s “Reclaiming Clausewitz’s Theory of Victory” takes on Emile Simpson’s “Clausewitz’s Theory of War and Victory in Contemporary Conflict” (Parameters Winter 2017–18). Milburn rejects Simpson’s view and maintains Clausewitz’s theory of victory remains relevant in the twenty-first century. Brandon Euhus’s “A Clausewitzian Response to ‘Hyperwarfare’ ” urges military planners to remember the human dimension of war, as expounded upon by military writers from Thucydides to Mao Zedong, is ultimately the decisive one.

45. The Arms Trade Treaty (ATT) and Asia’s major power defiance

Abstract:: Despite worldwide support of 130 states, the Arms Trade Treaty (ATT) has failed to attract membership from countries in Asia, one of the largest arms importing regions. One set of explanations for this reluctance to join an international regime of conventional arms trade regulation is related to the fear of restrictions on the imports of weapons seen as necessary in a context of protracted conflicts and rising tensions among key states in Asia. Another argument is the interpretation of the ATT as not directly prohibiting arms transfers to non-state actors, such as terrorist groups. Another reason is the efforts of some Asian states to develop their own arms industry and exports to reduce dependency on external suppliers and project influence in the region. One of the main criticisms from the Asian states about the ATT relates to the criteria of export risk assessment (Article 7), which, in their view, gives undue advantages to exporting countries. It would be desirable to promote some dialogue between State Parties and Asian non-parties and signatories to assess the benefits from and the difficulties in implementing the Treaty and address the objections of nonparties. Amending the Treaty will be easier if Asian countries accede to it.

46. A More Focused and Resilient U.S.-India Strategic Partnership

Abstract:: The United States has made a “strategic bet” on India. This bet—“that India’s greater role on the world stage will enhance peace and security"—was a central pillar of the Obama administration’s rebalance to Asia, and it remains a central pillar of the Trump administration’s Indo-Pacific strategy. For nearly two decades, Washington has embraced the strategic logic that it should facilitate the rise of India as a great power because a stronger India is indispensable in counter-balancing Chinese power and ambitions. In this policy of strategic altruism, Washington should not be overly concerned with specific Indian preferences, strategies, or capabilities—the general growth in Indian power would help to uphold a favorable regional balance of power. Recently, this strategic logic has begun to show signs of strain. In part, this is the result of emerging policy divergences on a range of issues from bilateral trade to Indian arms purchases from Russia.4More fundamentally, aside from differences in policy preferences, analysts question whether India will have the capacity to play a significantly greater role in global and regional security. India’s economy and military capabilities have expanded, but only incrementally and arguably at a pace insufficient to keep up with China’s growing power and assertiveness—or with American expectations. Even the firmest proponents of this strategic bet, like senior analyst Ashley Tellis, have openly pondered, “if India continues along this path, does our bet on it become a failed bet?"6 As Indian capabilities and U.S. expectations evolve, how can the two countries work together to uphold a favorable balance of power in the Indo-Pacific? It is time for Washington to reframe its strategic bet on India. A close U.S.-India strategic partnership remains critical to meet the challenge a revisionist China poses. But the United States must adjust its policy approach to ensure the partnership is more focused on priority goals, and more resilient to inevitable disruptions. A more focused and resilient partnership would prioritize certain strategic tasks and geographic areas; in particular, the United States and India should cooperate to develop a denial strategy in the Indian Ocean.

47. China’s Future Naval Base in Cambodia and the Implications for India

Abstract:: Recent media reports have indicated that Cambodia signed a “secret agreement” giving the PRC use of Ream, where it may station military servicemen and warships, for 30 years (WSJ, July 22). Although Cambodian and Chinese officials vehemently deny the existence of this agreement, gaining access to Ream is broadly consistent with Chinese foreign policy. The PRC appears to be employing Belt and Road Initiative (BRI) funding to further strategic cooperation with Cambodia through the construction of potential dual-use infrastructure. Ream naval base is the latest in a network of regional security projects—including Cambodia’s Dara Sakor investment zone and Thailand’s Kra Canal—which, taken together, significantly improve Chinese power projection into the Indian Ocean Region (IOR). News of the Ream agreement raises the specter of increasing Chinese maritime militarization at a time of intense unease in Southeast Asia. Conspicuously silent in this latest controversy is India, which has significant economic and military interests in Southeast Asia. This article will discuss the security infrastructure China is building in Cambodia and its implications for Indian interests in the region.

Abstract:: On May 30, Narendra Modi was sworn in for a second term as India’s Prime Minister. Conspicuous by their absence at the inauguration ceremony were Imran Khan, the Prime Minister of Pakistan; Lobsang Sangay, President of the Central Tibetan Authority (CTA), more commonly known as the Tibetan government-in-exile; and Tien Chung-Kwang, Taiwan’s trade representative to India. While Khan was not invited on account of the serious deterioration in India-Pakistan relations since early this year, the absence of Sangay and Tien can be attributed to the Modi government adopting a more cautious approach to China in its second term. Modi’s administration seems keen to avoid needling the People’s Republic of China (PRC), especially at a time when Sino-Indian relations are improving (Deccan Herald, May 29). This caution on the part of India notwithstanding, Sino-Indian relations during Modi’s second term (scheduled to run through May 2024) are unlikely to be tension-free.

Abstract:: This paper synthesizes findings from four studies on youth migration and resilience in different urban contexts. This work emerges from a collaboration between Save the Children US (Save US) and Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University. The study entailed mixed-methods research by four students in the second year of their Master of Arts in Law and Diplomacy (MALD) degrees at The Fletcher School of Law and Diplomacy at Tufts University. Save US sought out the opportunity to generate evidence on populations of interest through in-depth and independent student research. In particular, Save US was interested in better understanding the experiences of youth migrants who were not currently benefiting from the programming and services of aid organizations. This interest originated from the assumption that such youth may be more marginalized than those who are directly participating in programming.
