Abstract:: Editor’s note: The author was U.S. Ambassador to the UN 1989-1992. Franklin Roosevelt knew a good thing when he saw it. In 1943, in the midst of a military campaign for American survival in the Pacific and clawing our way back against Nazi Germany in the Atlantic, Roosevelt put bright people to work to shape what would come next. International cooperation under the League of Nations had twice failed – the U.S. resolved to stay out and the League’s weakness led to World War II. To fix it, Roosevelt took the name for the victory coalition of that great crusade – the United Nations – and fashioned an international organization to promote peace and prosperity through cooperation. Isolationist opposition in the U.S. endured, but many leaders of both parties had the vision and perspicacity to know that friends and allies working together made sense in achieving both objectives. Failure dogged the pursuit, but in Korea, the Gulf, Afghanistan, and the Balkans the organization made a real difference in war and peace. Americans have now been through four years of disdain and disparagement about the United Nations and the Trump administration’s failure to understand or make good use of it. Chinese and Russian opposition did not help. The Biden team comes to power with the challenge – how can we use more effectively Roosevelt’s vision to promote peace and prosperity on the planet?

952. Can the U.S. Still Be an Example to the World?

Abstract:: Between January 6 and January 20, disbelieving viewers in America and throughout the world watched two weeks of American history, unlike any before, cascade across their TV screens like a 33vinyl record played at 78 RPMs. Cameras recorded the dizzying transformation of the Capitol from take-for-granted placidity, to unimaginable desecration, and finally to a stage festooned to welcome the inauguration of a new president. Foreign Service friends and colleagues in Washington, DC and abroad wondered what the world would take away from these images. We had often encountered military and armed police patrolling cities in other countries—but never in OUR capital. A Department of Justice colleague worried that our work abroad, such as justice system reform in countries from Colombia to Afghanistan, might now be at risk. After witnessing the January 6 events on Capitol Hill, would our overseas partners embrace us with as much confidence? The Constitution and citizen participation in a democracy played a large role in my career abroad as a public diplomacy foreign service officer with the State Department. In the years after the Berlin Wall and Iron Curtain fell, supported by the FAS (Freedom Support Act) and SEED (Support for East European Democracy) Congressional appropriations, helping the people of Central Europe and the former Soviet Union construct, or reconstruct, democratic institutions and practice was an important focus for our embassies in East and Central Europe. These programs were broadly welcomed by our host countries.

Abstract:: Within hours of being sworn in, President Joe Biden put the United States on track to rejoin the Paris Climate Accord and the World Health Organization. A week later, he signed a new START Accord with Russian President Vladimir Putin, extending the nuclear missile nonproliferation treaty for another five years. These actions—along with many others—were important messages to a world that had grown accustomed to seeing America walk away from treaties. Why would Biden prioritize the international community? Americans are far more concerned about the pandemic, the events of January 6, the faltering economy, and scores of pressing domestic issues. Clearly, the early attention was a chance to give substance to his inaugural promise that “we will repair our alliances and engage with the world once again.” Biden underscored the change of focus in a speech to the State Department in which his now-familiar line, “diplomacy is back,” has become a rallying cry for a crowd eager to resume the day-to-day operations that underpin diplomacy. They can now proceed with the confidence that their work will be valued by the boss.

955. Public Policy: An Amorphous Concept in the Enforcement of Arbitral Awards

Abstract:: Public policy permeates the legal principles of a state and its ruling government. The justification of public policy is topical to the ethics and canons acknowledged by that state. These values are determined by the applicable political, social, economic, religious, and legal systems, which differ among states. As public policy usually best illuminates the broad area of government laws, regulations, provincial ordinances, and court decisions, the standards creating public policy alter as states develop. The motif of public policy is critical when the question of enforcement of arbitral awards suffice. There is no definite meaning of the term in the famous Convention on the Recognition and Enforcement of Foreign Arbitral Awards (New York Arbitration Convention) to enforce foreign arbitral awards. Hence, this paper explores and traces some contemporary trends in defense of public policy as an exception to the enforcement of arbitral awards worldwide.

956. Global Health Governance Post COVID-19: Time for a Hierarchical Order?

Abstract:: The COVID-19 has renovated the debate about global health governance. Many scholars have proposed that the World Health Organization (WHO) should assume the position of a central coordinator with hierarchical powers. This article presents four main objections to this project: the problems with ‘one-size-fits-all’ policies, the heterogeneous distribution of power within multilateral institutions, the risks of crowding out parallel initiatives, and the democratic principle. Testing the WHO’s ability as a provider of technical information, an OLS regression, analyzing the first year of the coronavirus health crisis, from January 2020 to January 2021, in 37 countries reported in the World Values Survey Wave 7, shows a negative relationship between the population trust in the WHO and the number of cases of COVID-19. This indicates that there is a valid case for countries to strengthen the WHO’s mandate, but not to create a hierarchical global health structure.

Abstract:: One of the current issues of criminal law, in general, is the issue of execution of a criminal judgment sentenced by the international criminal court (ad hoc or permanent international criminal court). The issue is ongoing because international criminal courts do not have their institutions for the enforcement of criminal sanctions they impose, but are, in that regard, instructed to cooperate with states that express readiness to execute criminal sanctions - imprisonment sentences imposed by an international criminal court in their prison facilities. Among the numerous issues related to this issue, the paper analyzes only those related to the legal basis for standardization, conditions, and manner of execution of a prison sentence imposed by an international criminal court.

958. How Govenrment Outflow and Public Debt Affect Inflation: Evidence from See Countries

Abstract:: The study aims to address public debt and government outflow affecting inflation in some of the countries of Southeast Europe, observing a combination of factors both theoretically and econometrically. The investigation included six (6) SEE countries, including the 2006-2020 timeframe, with 90 observations. The dynamic approach, the fixed effect, and the Arellano/Bond estimator were used to check the parameters considered in the study using panel data. Furthermore, the study also applied diagnostic tests such as the Sargan over-identifying restrictions and Pedroni test for cointegration. The results of the fixed effect and Arellano / Bond estimation demonstrate that public debt, current budget outflows, and capital budget outflows affect inflation, while overall budget outflows are insignificant. For further studies, it would be useful to apply other dynamic models by applying other specific factors, which will be considered as a useful contribution to the academic, research, and policy-making structures.

Abstract:: The subject of this analysis was the provisions of the Rome Statute of the International Criminal Court devoted to the leadership requirement of the crime of aggression. The crime in question is the successor of crimes against peace. This paper employed normative and formal dogmatic legal methods in analyzing the particulars of the leadership clause. Besides, this analysis also took into consideration the case-law of certain judicial bodies. This paper aimed to examine whether the leadership requirement of the crime of aggression has been properly constructed for the Statute. The main focus was on the meaning of the conditions stemming from the leadership clause that each perpetrator ought to fulfill to incur criminal responsibility for the crime of aggression. Additionally, this research addressed the criminal responsibility of public and private actors and the modes of participation in the crime in question. The article established that the leadership requirement concerning the crime of aggression has been aptly incorporated in the Statute since this requirement, at the same time, embraces the post World War Two standards concerning crimes against peace and the contemporary notion of aggression as one of the core crimes under international law.

Abstract:: The concept of justice has been a constant issue since its conception. The Greeks also attempted to define justice. They have observed justice as goodness in deeds and so a virtue. In the Greek mind, fairness was an attribute of the spirit or soul, while injustice was a sin. Both Plato and Aristotle defined justice as kindness as well as a desire to follow the law. It alluded to the connection between rights and duties. In human interactions, justice was the pinnacle of excellence and the attitude that animates folks in the right fulfillment of their responsibilities. The development of harmony and peace in thinking and conduct was pre-eminently social. In the same way, Aristotle's and Plato's fairness are complementary; both philosophers seek to discover a concept of ability by which unity, harmony, virtue, and pleasure may be produced in a community. Despite this shared agreement, they are fundamentally different in many ways. In this paper, an attempt has been made by the author to discuss the similarities and dissimilarities in theories of justice propounded by Plato and Aristotle.

961. A Prudential Personalist Ethical Appraisal of Human Cloning

Abstract:: Numerous uncertainties are hanging over the biotechnology of human cloning which has prompted medical ethicists and religious organizations to ask questions that bordered on its ethical and religious considerations. In cloning humans, ethical and religious issues arise both in its clinical and laboratory settings hence, the morality of manipulating human genes is the foremost ethical issue among scientists and religious scholars. Therefore, this paper evaluated the human cloning technology using the personalism and prudential personalism ethical-religious models to arrive at a workable moral paradigm. To achieve this objective, the paper employed the phenomenological and critical-literary literature review methods. The paper argued that previous ethical and religious researches have not adequately employed the ‘ideal’ ethical models to appraise the morality of human cloning hence; using the personalism and prudential personalism ethical-religious models were appropriate to reveal that every human life has worth and its commodification is an aberration. The paper concluded that based on the paradigm of prudential personalist ethics, cloning humans (especially, human reproductive cloning) negates respect for human life, human dignity, and communal goods hence it should not be practiced.

962. The Soft Touch of International Financial Regulation: Status, Flaws and Future

Abstract:: The 2008 global financial crisis focused attention on the relationship between the behaviour of international financial institutions and the rules they follow. Many banks in the US and Europe failed, in part, due to their inability to absorb the fallout of the US mortgage market collapse. If international financial institutions could not protect themselves from the cycles of the market, how come regulators were unable to do so either? The most relevant instrument of international financial regulation for understanding the 2008 crisis is the Basel Accords, the rules that specify how much capital a bank should always hold in reserve. However, these rules are ‘soft law’ and so, non-binding. It is a myth of course that soft law is the only way to regulate international finance, as many scholars argue. Despite numerous rounds of reform, the Basel Accords have always been inadequate. The purpose of this paper is to account for the flaws of the Basel Accords and the role that soft law plays in creating those flaws. This paper also analyses the competing theories behind the rise of soft law within financial regulation and the ‘political economy’ explanation is endorsed. The final section of the paper discusses the future of financial regulation and soft law, as well as highlighting innovations from outside the hard/soft law dichotomy and outside the Global North. This paper concludes by stating that the theory behind soft law does not play out in practice within finance and that it remains in place because it suits the interests of large institutions and powerful states. At the same time, a return to Bretton Woods or a new World Financial Organization is problematic and, as such, we must look beyond the hard/soft law debate and embrace the work of the Global South and East.

Abstract:: International legal scholarship and practice have reached a point where it is undisputed that the prohibition of genocide has the status of jus cogens and entails erga omnes obligations. It is, however, astonishing how little academic focus has been dedicated to the normative development leading to this extraordinary rank. In a legal regime with as little hierarchical structure as public international law, examining the birth process of such a norm promises considerable insights into normative formation in general and may inform jurisprudential theories on the nature of international law. This article illustrates the evolution of the prohibition of genocide by outlining the way to the 1948 UN Genocide Convention and the later interpretations of the norm. It traces the origin of the genocide prohibition to naturalistic ideas of overarching laws of humanity in international law and follows its development into the early 21st century. An analysis of international jurisprudence reveals that, after the jus cogens status of the prohibition of genocide and its erga omnes dimension had been settled, international judges handled the norm in a surprisingly lackadaisical and perfunctory manner. The very recent ICJ order on provisional measures in the Myanmar Genocide case potentially marks a return towards a deeper focus on moral facts determining the prohibition that point to naturalistic theories persisting, notwithstanding the positivistic mainstream approaches to international law. The article contributes to a more accurate picture of and greater academic interest in these naturalistic undercurrents.

Abstract:: This article draws attention to the need of a reform of the environmental protection by means of international criminal law as enshrined in the Rome Statute of the International Criminal Court. After giving a short overview of the contemporary environmental protection in war- and peacetime offered by international criminal law, it becomes clear that international criminal law fails to succeed at offering sufficient environmental protection. This paper outlines that there is no convincing reason for a differentiated approach in international criminal law to environmental damage in wartime and in peacetime, and that a shift from an anthropocentric to an ecocentric approach would positively contribute to a more effective protection of the environment. It is therefore argued for the introduction of a new integral and ecocentric international crime against the environment in the Rome Statute. The paper then elaborates on existing proposals on such a new crime against the environment before some proper observations on the exact contours of the crime are made. A focus lies on the new crime’s threshold of seriousness as well as on the necessary mens rea requirements. The insufficiency of the contemporary legal framework and the merits of a new crime against the environment are exemplified by an archetype example of peacetime environmental damage, the Chevron/Texaco oil spill scenario in Ecuador.

965. Climate Change, Central Banking, and Financial Supervision: Beyond the Risk Exposure Approach

Abstract:: It is now increasingly accepted that central banks and financial supervisors can no longer ignore climate change. However, there is no consensus on how they should address climate issues. On the one hand, there is a view that central banks and financial supervisors should mainly contribute to the assessment of the exposure of the financial system to climate-related financial risks, considering at the same time the possibility of incorporating climate risks into monetary policy and financial supervision and regulation. On the other hand, it is argued that central banks and financial supervisors need to take action such that they contribute directly to the decarbonisation of our economies and the prevention of climate systemic risks. In this paper, I analyse the main premises and implications of these two approaches and I explain why a systemic risk approach is necessary in the age of climate emergency. I also discuss the challenges involved in a policy agenda aiming at the reduction of climate systemic risks and I outline how these challenges can be tackled.

Abstract:: The recent wave of violent protests and unrest across the developed world – the storming of the US Capitol during the electoral college process and the riots in the Netherlands, among others – questions the assumption that high-income countries have become immune to large-scale internal political violence. Are we facing a new wave of high-income conflict? At a minimum, increased violent unrest, political assassinations, and domestic terrorism in the next ten years seem possible, unless governments focus on avoiding impunity and establishing shared understanding of facts, reducing inequality and prejudice, and building institutional resilience. This analysis examines whether these recent events augur a wider shift in conflict risk to high-income countries, akin to the shift seen from low to middle-income countries 20 years ago. Given these events, this analysis systematically reviews conflict risks in high-income countries, as well as offers a framework that has been widely applied in the developing world to examine the risk factors for violent conflict in wealthy countries, including second generation impacts of COVID-19.

968. UN-IFI Cooperation during Peacekeeping Drawdowns: Opportunities for Mutual Support

Abstract:: As increasing political and budgetary pressures have come to bear on UN peace operations in recent years, more attention has been paid to ensuring that drawdowns are undertaken in a way that sustains the gains of a mission’s presence. This policy briefing highlights a number of missed opportunities and argues for greater collaboration between the UN, the World Bank, and the International Monetary Fund (IMF) ahead of a mission’s departure to build greater synergies between the country’s political and economic pathways. The brief begins by summarizing the economic challenges related to UN transitions, including diving deeper into the debate on whether or not these transitions create a “financial cliff”—in particular, in relation to official development assistance and foreign direct investment. We then describe three key opportunities for the UN, the Bank, and the IMF to leverage their respective mandates and comparative advantages during mission drawdowns, seizing the moment around transitions to support a country’s pathway to peace in ways that also lessen its economic burdens and supports key reforms. These opportunities include: Generating better alignment and planning between the three institutions in transition moments, with a focus on maintaining and strengthening peacebuilding gains while also seeking to unlock broader economic opportunities; Collaborating across areas of expertise to assess budgetary and resourcing gaps that may prove crippling to a country’s emergence from fragility, if not addressed; Activating levers for additional peacebuilding financing and to support reform, from the UN’s PBC and multi-partner trust funds, to IMF support to improve access to financial markets, to the sensitive use of the World Bank’s new FCV envelopes in IDA19 . The brief is based on desk research as well as interviews with a small number UN, World Bank, and IMF representatives involved in the transition process in Timor-Leste, Côte d’Ivoire, and Liberia, as well as the expected transition in the Democratic Republic of the Congo.

Abstract:: 2021, we all hope, will be the year of recovery. If COVID-19 vaccines are rolled out at scale, including in the developing world, global economic recovery will be large. But that in itself ensures neither that all countries will be included in the recovery, nor that all people within each country will see the gains. A rising tide, as we have seen only too well since US president John F. Kennedy first used the phrase in 1963, does not lift all boats. Elsewhere, CIC has analyzed the high demand for transformative policies in high- and low-income countries alike since the COVID-19 crisis began, including policies for domestic action on inequality and socioeconomic exclusion. This piece takes a more global view and considers how to ensure that all countries benefit, and examines the issues, challenges, and opportunities in financing for development. It looks first at the key political messages that explain why 2021 should be a year of urgent, ambitious global action for shared economic recovery; secondly at the measures under discussion (which are expanded in an annex); thirdly at the political interests at play; and fourthly at foreseeable scenarios for agreement. Last, we outline the calendar of relevant policy meetings this year and the challenge of orchestrating progress between them.

Abstract:: After experimenting with months of lockdown and imposed social distancing measures in response to the COVID-19 pandemic, people everywhere now have a more immediate understanding of how prolonged crisis can create challenges for both individuals’ mental health as well as maintaining the social fabric of communities. However, social fragmentation and mental distress created by adverse environments are not new, nor are they limited to COVID-19. Gross social injustices or armed conflicts have provoked wide-spread mental suffering, broken down social norms, and undermined social cohesion since time immemorial. Generations grow up in the midst of violence, normalizing it, or losing capacity to trust others or their institutions. Hence, neglecting the psychosocial impacts of social injustices and violence on the individual and society undermines other efforts to build peaceful societies. Nevertheless, the use of mental health and psychosocial support (MHPSS) approaches to build peace or prevent violent conflict remains anecdotal and ad hoc. Abstract:: The COVID-19 pandemic is an opportunity to re-evaluate the principles or ideas that are at the heart of theories of government, that is the fundamentals of governance and public theory. What is government for, but also what should government do and how. Engaging with the crucial philosophical questions of governance is integral to building back better: going back to basics is a major step in figuring out how to prevent mistakes from happening again. The social contract is one such principle: the idea of a social contract is central to answering the question of what governments are for: explaining why people obey laws, providing answers to why we live in societies, and why we abide by social rules and norms. Recognizing the ongoing debates, national and international, around the meaning and origins of the term social contract, this paper by Nanjala Nyabola tries to point to some of the important thinking from the south and from non-western sources and traditions that have helped shape modern understanding of social contract theory. It is not intended to be a comprehensive review, in such a short paper, but rather a selection that reflects the richness and variety of such sources and how they have impacted thinking throughout the ages. Overall, looking at ideas of social contracts outside Western philosophical tradition reminds us that it is not just about the form of the social contract or that all political organizations must be identical. These theories also remind us that compulsion and punishment are not a strong foundation for strong systems of governance. We have to create societies that people want to live in.

Abstract:: The new Biden Administration will face global crises on multiple fronts. COVID-19, coupled with conflict and escalating climate disasters, is leading to one of the most disastrous humanitarian and hunger crises in the last century. In the past decade, previous Administrations have demonstrated the value and impact of food security and nutrition security programs for alleviating hunger and malnutrition and for reducing the threat of conflict and governmental instability. As a result of targeted and thoughtful assistance, there are 23.4 million more people today who live above the poverty line and 3.4 million more children are free from stunting. More than 5 million families now live free from hunger and billions of dollars in agricultural sales have been generated. The Biden Administration has the opportunity to build on a strong foundation of work. To strengthen this programming in the next decade, key considerations should include: Creating a more resilient and healthful food system that is capable of absorbing shocks and stressors. Systems thinking—especially the integration of food, nutrition, health, climate, and agriculture—can drive sustainable outcomes. Building inclusive partnerships from the beginning to create sustainable and resilient communities. Investing in agricultural economies beyond US borders should be understood as an investment in critical infrastructure that stretches back to our own heartland.

Abstract:: A joint Chicago Council on Global Affairs and the Levada Analytical Center survey shows few Russians or Americans expect great changes to US-Russia ties now or in the next 10 years, although both publics see the merits of collaboration. According to a January–February 2021 joint survey by the Chicago Council on Global Affairs and the Levada Analytical Center in Moscow, neither Russians nor Americans expect the new US administration to prompt a reset in bilateral relations. Abstract:: The distribution of transport infrastructure across space is the outcome of deliberate government planning that reflects a desire to unlock the welfare gains from regional economic integration. Yet, despite being one of the oldest government activities, the economic forces shaping the endogenous emergence of infrastructure have not been rigorously studied. This paper provides a stylized analytical framework of open economies in which planners decide non-cooperatively on transport infrastructure investments across continuous space. Allowing for intra- and international trade, the resulting equilibrium investment schedule features underinvestment that turns out particularly severe in border regions and that is amplified by the presence of discrete border costs. In European data, the mechanism explains about 16% of the border effect identified in a conventionally specified gravity regression.

Abstract:: The Council's polling experts examine how American foreign policy experts think of the term "allies," and whether variations in thinking matter for US foreign policy decisions. “America is back,” President Joseph Biden pronounced at the State Department in February 2021. His comment ostensibly meant the United States was returning to the international fold after leaving a global leadership void during the Trump years. The previous administration had downplayed—even discounted—American alliances as key US foreign policy tools. “We will repair our alliances and engage with the world once again, not to meet yesterday’s challenges, but today’s and tomorrow’s,” Biden stated. At the NATO summit four months later, Biden reiterated his administration’s key message and commitment to the alliance. Emblematic of this commitment, he and British Prime Minister Boris Johnson also signed a “New Atlantic Charter” recommitting both nations to their “alliances and partners.” The United States is unique in the world in terms of security alliances. The country enjoys “the largest and most enduring military footprint” in recent history. From military bases to providing training and material assistance, this footprint is largely enabled through allies. Hence, it is perhaps unsurprising that recent surveys show a perception among Americans that alliances largely benefit the United States. But what is meant by the term “allies”? Given the variety of military partnerships and relationships maintained by the United States, it shouldn’t come as a surprise that the term “ally” is used to describe countries across this range of relationships. Some countries have a formal defensive treaty with the United States, while others are merely recipients of US military financial aid. How do American foreign policy experts think of the term “allies,” and does variation in such thinking matter?

976. Climate Policies after Paris: Pledge, Trade, and Recycle

Abstract:: This article summarizes insights of the 36th Energy Modeling Forum study (EMF36) on the magnitude and distribution of economic adjustment costs to greenhouse gas emission reduction targets. Under the Paris Agreement countries voluntarily committed themselves to emission reductions – so-called Nationally Determined Contributions (NDCs) – in order to combat global warming. The study suggests that tightening of NDCs in line with the commonly agreed 2°C temperature target will induce global economic costs of roughly 1% in 2030 – yet, these costs are unevenly spread across regions with fossil fuel exporting countries being most adversely affected from the transition towards a low-carbon economy. In order to reduce adjustment costs at the global and regional level, comprehensive emissions trading which exploits leastcost abatement options is strongly desirable as it can relax contentious normative debates on equitable burden sharing. Lump-sum recycling of revenues from emissions pricing in equal amounts to every household appeals as an attractive strategy to mitigate regressive effects and thereby make stringent climate policy more acceptable on societal fairness grounds.

Abstract:: In this report edited by Ian Klaus and Samuel Kling, a diverse set of experts examine the question of rights in, and to, the city in a wide and exciting array of geographies and contexts. Introduced by the French sociologist Henri Lefebvre in 1968, the concept of the right to the city has been the subject of a diverse set of treatments and interpretations from academics, activists, and policymakers in recent years. The intellectual history of the right to the city is at times direct—a radical protest movement in the heart of the city focused on political and economic inequality—and at times meandering: a gesturing, stylish flaneur sauntering through the cityscape. But COVID-19 and its associated crises offer the opportunity for clarity or new perspectives on the right to the city, thanks to the crises’ disorienting effects on the meanings and uses of urban space. City dwellers everywhere have experienced the pandemic in particularly spatial terms: it has altered where they go and how they travel, freighted certain places with danger, and targeted some neighborhoods over others. Overnight, outdoor spaces became critical public health infrastructure; bars and restaurants became disease vectors. The pandemic’s effects on work cleaved residents according to their ability to forgo the spatial ritual of the commute, with white-collar workers tending to stay home and most blue-collar and low-wage workers having to endure work on-site. The geography of the pandemic has exploited existing structures of inequality, with disease and death most widespread in neighborhoods with higher concentrations of poverty, overcrowded housing, and marginalized groups. The essays in this collection explore these issues in Chicago and the wider world, from China and South Africa to Latin America. The collection’s first section, “Space, Place, and Inequality,” addresses these questions on an urban scale, each focusing on an element of urban life. The collection’s second section, “Local, National, and Global Intersections,” further broadens the lens to interrogate the relationship among cities and nation states and regions, and to explore global trends in development, trade, and governance. Together, these essays offer perspectives from academics, activists, and policy professionals and public servants with the intention of generating interdisciplinary and international discussions. They highlight powerful inequities and contradictions in city life and also offer policy solutions.

Abstract:: The climate crisis necessitates a new extension agenda that prioritizes farmer needs and preferences and promotes climate resilience and adaptation. US policy should reflect this new extension agenda to ensure farmers have the tools to succeed in providing for themselves, and ultimately, feeding the world. Climate change is causing more extreme weather events such as flooding, droughts, and heatwaves. Farmers are seeking to quickly adapt to a crisis that is worsening with time. Tools that were previously used by farmers, however, may no longer be effective to combat changing conditions. Agricultural extension plays an equally critical role in delivering those findings and innovations to farmers, ensuring they have the best information and tools available for success. The climate crisis requires a global response, and it is now more urgent than ever to equip farmers worldwide to address these challenges. The United States has a long history in international agricultural extension with mixed results, as some initially successful efforts did not endure. With our strong R&D and extension infrastructure, the United States has the opportunity to reevaluate and bolster its international extension efforts and provide global leadership to more effectively deliver on taxpayer dollars and provide smallholder farmers the assistance they need. Farmers require accurate and context-appropriate innovations and knowledge to address climate challenges and provide food-secure futures for themselves, their communities, and the world. A revised extension agenda must account for the abundant possibilities provided by information and communications technology (ICT) as well as ensure new innovations and knowledge are sustainable environmentally, financially, and locally. While this brief is not intended as a comprehensive review, it examines current US international agricultural extension efforts, identifies gaps, examines best practices, and proposes policy recommendations for a new extension agenda.

979. Fossil Fuel Subsidy Inventories vs. Net Carbon Prices: a Consistent Approach for Measuring Fossil Fuel Price Incentives

Abstract:: Different reports including the broadly cited OECD fossil fuel subsidy inventory arrive at high monetary values of fossil fuel subsidies and suggest that phasing out these subsidies has a high potential to increase the efficiency of climate policies. We show that the inventory approach gives misleading information about this potential since there is little correlation with net carbon prices that actually reflect the stringency of climate policies. We use data on net fossil fuel taxation from the OECD´s Taxing Energy Use report and augment it with data on subsidies and emission permits, to calculate national and sectoral net carbon prices for the top six emitters (China, US, India, Russia, Japan and Germany) and for Poland and Sweden, two European countries perceived as examples of opposing environmental policies. Our results show that in high-income countries, subsidies mainly relate to reduced fuel tax rates for certain uses, so that e.g. Sweden, for which the OECD inventory reports subsidies per ton of CO2 26 times higher than the US, has a 770% higher national net carbon price than the US. While Germany and Russia have similar subsidy levels in the OECD inventory, the national net carbon price in Germany is 50 €/tCO2, while producer subsidies lead to a negative net carbon price of -6€/tCO2 in Russia. Our results illustrate that raising taxes on fossil fuels will often lead to higher reported inventory subsidies. Inventory measures thus give little information about the efficiency of climate policy. Our analysis also shows the large differences in net carbon prices across countries and across sectors within countries. Net carbon prices should replace fossil fuel subsidies in the policy debates and become the basis for national energy tax reforms and international agreements on minimum carbon prices.

Sustainable mobility options such as public transit, cycling, and e-scooters can offer safe, affordable travel to residents. They can make transportation networks more resilient. Significantly, they can also reduce emissions from transportation, the source of about one-third of total carbon emissions in C40 member cities. Because many urban trips are short–in Chicago, half are less than three miles–advocates have long noted the potential for some solo car trips to be replaced with cycling, walking, e-scooters, or the bus. But how willing are urban residents to replace car trips with more sustainable modes? A recent poll conducted by the Chicago Council on Global Affairs and The Harris Poll surveyed urban and suburban residents in six large US metropolitan regions: New York City, Chicago, Los Angeles, Philadelphia, Houston, and Phoenix. The survey data represent the aggregated responses of residents across these metropolitan regions.

981. Cross-Country Evidence on the Determinants of Preferences for Redistribution

Abstract:: Redistribution differs widely across countries, but our understanding of why this is the case is limited. In democracies, the extent of redistribution should ultimately reflect citizens’ preferences. We measure preferences for redistribution in six developed countries through internationally standardized questions in which respondents are faced with realistic budgetary constraints on their choice. We also measure a broad array of demographic, attitudinal, and ideological characteristics and examine their correlations with the preferred pattern of redistribution. As expected, individual income is associated with lower demand for redistribution, but this relationship loses significance once other factors are controlled for. Beliefs on social mobility have, in the aggregate, the largest effect in reducing demand for redistribution, the effect being largest in the US but insignificant in Italy and Slovenia. Trust in government has a negative effect on demand for redistribution across all countries. In line with other studies, we interpret this result as evidence that people believing that the political élite is corrupt demand more redistribution. Financial security, a proxy for the Prospect of Upward Mobility hypothesis, is also a significant correlate of preferences for redistribution, the effect being largest in Japan but small in the UK and Slovenia. Finally, discrimination of racial minorities is associated with lower demand for redistribution, but the effect is only significant in the US and Germany. Overall, the main theories that have been proposed to account for preferences for redistribution are confirmed to be valid, but with significant variation across countries.

Abstract:: This paper examines major forces that have decoupled economic and business prosperity from social prosperity and explores how recoupling can be promoted. Economists have specified well-known conditions under which free market enterprise with shareholder value maximization is efficient. These conditions are systematically violated by three forces – globalization, technological advance and financialization (GTF) – that have weakened the connections between economies and societies over the past four decades. Consequently, the recoupling process requires abandoning the default premise of economic decision making that social progress follows financial performance. For business, it calls for a move from shareholder to stakeholder value. For government, it calls for setting legal obligations, targets and incentives to ensure that stakeholder value is compatible with a rigorously defined concept of “societal and planetary value.”

983. Serving the Citizens—Not the Bureaucracy

Abstract:: In a volatile and changing world, one government function is in a position to address challenges ranging from climate change to equity to local development: procurement. Too long confined to a mission of cost savings and compliance, procurement—particularly at the local level, where decisions have a real and immediate impact on citizens—has the potential to become a significant catalyst of change. In 2021 alone, cities around the globe will spend an estimated $6.4 trillion, or 8 percent of GDP, on procurement.1 Despite this vast buying power, city procurement faces several challenges, including resistance to the idea that procurement can be creative, strategic, economically formidable—and even an affirming experience for professional staff, citizens, civil society organizations, and other stakeholders. Unfortunately, city procurement is far from ready to overcome these hurdles. Interviews with city leaders and procurement experts point to a common failing: city procurement today is structured to serve bureaucracies—not citizens. City procurement is in a state of creative tension. Leaders want it to be a creative engine for change, but they underfund procurement teams and foster a compliance culture that leaves no room for much-needed creative and critical thinking. In short: procurement needs a mission. In this report, we propose cities reimagine procurement as a public service, which can unlock a world of ideas for change and improvement. The vision presented in this report is based on six strategic measures that can help cities get started. The path forward involves not only taking concrete actions, such as reducing barriers to participation of diverse suppliers, but also adopting a new mindset about the purpose and potential of procurement. By doing so, cities can reduce costs and develop creative, engaging solutions to citywide problems. We also offer detailed insights, ideas, and best practices for how practitioners can realize this new vision. Better city procurement offers the promise of a vast return on investment. Cost savings stand to exceed 15 percent across the board, and local development may benefit by multiplying the participation of small and disadvantaged businesses. Clarity of mission and the required professional skills can lead to new, pioneering innovations. Technology and the right data can lead to sustained performance and better outcomes. A healthy supplier ecosystem can deliver new supplier talent that is aligned with the goals of the city to reduce carbon emissions, serve complex needs, and diversify the supply chain. All of this not in service of the bureaucracy but of the citizen.

984. Populism and COVID19: How Populist Governments (Mis)Handle the Pandemic

Abstract:: Populist parties and actors now govern various countries around the world. Often elected by the public in times of crises and over the perceived failure of ‘the elites’, the question stands as to how populist governments actually perform once elected, especially in times of crisis. Using the pandemic shock in the form of the COVID-19 crises, our paper answers the question of how populist governments handle the pandemic. We answer this question by introducing a theoretical framework according to which populist governments (1) enact less far-reaching policy measures to counter the pandemic and (2) lower the effort of citizens to counter the pandemic, so that populist governed countries are (3) hit worse by the pandemic. We test these propositions in a sample of 42 countries with weekly data from 2020. Employing econometric models, we find empirical support for our propositions and ultimately conclude that excess mortality in populist governed countries exceeds the excess mortality of conventional countries by 10 percentage points (i.e., 100%). Our findings have important implications for the assessment of populist government performance in general, as well as counter-pandemic measures in particular, by providing evidence that opportunistic and inadequate policy responses, spreading misinformation and downplaying the pandemic are strongly related to increases in COVID-19 mortality.

Abstract:: When the Covid-19 pandemic began to sweep through the world in the early months of 2020, no country or international organisation had contingency plans in place to deal with a crisis that could occur anywhere and affect everybody simultaneously. In the case of the missions and operations deployed under the framework of the Common Security and Defence Policy (CSDP), Covid-19 had a severe impact, including on Brussels-based personnel and structures, early on. In hindsight, it is easy to criticise the first three months of crisis management at the CSDP structures in Brussels as well as what operations and missions did in the field. However, the unique and novel challenge of this pandemic must never be lost sight of in any assessment of CSDP performance. The pandemic and its effect on the CSDP revealed some crucial challenges faced by EU missions and their operational and planning structures. This Brief tries to shed light on the impact that Covid-19 has had on the CSDP and points to some lessons which can be drawn from the experiences of dealing with the pandemic crisis so far.

986. Digital Technologies and Civil Conflicts: Insights for peacemakers

Abstract:: Most attention relating to digital technologies and conflict has focused on cyber or information operations between states.1 Yet, it is civil conflicts that have increased in number and become more protracted over the past decade due to a number of factors, including their increasingly internationalised character.2 Moreover, it is in these contexts that societies are more vulnerable and likely to be more affected by the misuse of digital technologies; and it is in these contexts that states show less restraint in their behaviour and can cause more harm to civilians. Mediating or facilitating a solution to civil conflicts, already an enormously difficult task, is compounded by the ways in which numerous actors use digital technologies to disrupt or delay conflict resolution efforts. For mediators and others engaged in peacemaking efforts, understanding these challenges is critical to designing already charged engagement strategies. This Conflict Series Brief attempts to shed light on some of the risks associated with the use of digital technologies that can negatively impact mediation or negotiation efforts in civil conflicts, and examines how peacemakers might address them. Hence, rather than elaborating on the positive uses these technologies offer to mediators, which are already addressed by an emerging literature, we focus on clarifying the additional challenges conflict parties’ use of digital technologies impose on peacemakers. Specifically, this Brief: highlights how digital technologies can undermine peacemaking efforts; summarises the international law, norms and other such measures applicable to the behaviours of the conflict parties in their uses of digital technologies; and suggests a broader approach to stakeholder analysis. On this basis, we illustrate and visualise an analytical framework (see page 4) suggesting how these three main aspects might be flexibly addressed depending upon the specific context. The final section offers some concluding remarks and recommendations.

Today, space is used for countless civil and military applications and it is an increasingly contested and congested political and technological arena. While it is true that space is not yet home to photon torpedoes or deflector shields, reality is starting to catch up with the sci-fi world. Consider that the United States took the decision in December 2019 to create a ‘Space Force’ and in September 2020 France created an ‘Air and Space Force’, which followed on from the creation of a Space Command in 2019. Germany too took the decision in September 2020 to create an ‘Air and Space Operations Centre’. A month later, NATO created its first-ever Space Centre in Germany and in 2021 it was decided that France would host the new NATO Centre for Excellence in military space. Additionally, other EU countries such as Italy have established space-defence capacities and on 8 March 2021 France started its first-ever military space exercise, Aster X 2021.

Abstract:: The geological era of the Anthropocene is expected to trigger a paradigm shift across the natural and social sciences. Within International Relations(IR), the arrival of the planetary has generated various debates that range from questioning the very future of the discipline to proposals for how to fix IR. This article takes stock of different research perspectives from three disciplines, namely IR, Earth System Sciences and New Materialism/Posthumanism. With reference to these different perspectives, it examines the ways in which peace, conflict and security are related to the Anthropocene. This panoramic overview reveals also certain demarcations between the research approaches, disciplines and study fields, and aims to trigger future research on overcoming these boundaries of thought and push the research on Anthropocene thinking further.

Abstract:: Throughout the last two decades, numerous disciplines across the natural and social sciences have witnessed the increasing influence of an emerging set of contemporary theoretical trends that delve into the entanglements between the human and its material milieu (see Haraway, 2016; Latour, 2005).Beyond rigid attributed labels, including new materialisms,Actor-Network theory, speculative realisms and object-orientedontology, amongst others, the genealogy of these theoretical movements arguably traces back to the confluence of two mutually reinforcing processes. On the one hand, the current unprecedented techno-scientific progress in areas such as Earth System Sciences and Science and Technology Studies has led to compelling narratives on unsettling events, including the potential effects of global warming as well as the uncertain future implications of developments in fields as, for instance, Artificial Intelligence. As a result of these challenges and speculations, the hypothetical finitude of the human being on the planet, far from abstract apocalyptic discourses, has become a strikingly perceptible experience. In other words, the stories about the distinctive, superior and masterful character of the human on Earth increasingly seem to fade, and its future seems unquestionably inextricable from broader beyond-the-human phenomena(see Tsing, 2015).The present age in which the human has compromised its own existence, or at least its position of dominance, to anthropogenic processes that surpass the sphere of human control has been defined by many scholars as the Anthropocene (see Crutzen &Stoermer, 2000).On the other hand, the tenets of this growing theoretical rubric claim the exhaustion and incapacity of the post-positivist paradigm, arguably the dominant register within critical theory over the last forty years, as unable to provide analytical tools that enhance the comprehensive understanding of the repositioning of the human in the Anthropocene era(see Bryant, Srnicek &Harman, 2011).To be precise, the limits of textual, discursive and semiotic methodological techniques are exposed as insufficient to capture and examine how Anthropocenic processes of transformation are reconfiguring the role of the human on the planet, let alone the relations with its environment.

992. Recognizing Communities: Local Level Responses to the Pathfinders Grand Challenges

Abstract:: Communities are not homogenous. Within a single community, there are often divisions along class, ethnic, and gender lines. Further, not all communities are the same. Dynamics from one community to the next can widely diﬀer, including power relations, land allocations, gender dynamics, mobility, and the level of government inﬂuence. James Scott, in Seeing Like A State, showed how much of the vocabulary of state administration carries with it the mechanisms to disempower local authority and invest it in state agents who can then wield state authority. Rebalancing this relationship requires ﬁnding ways to overcome the monopolies over information, decision-making, and convening power that state agents have, particularly in systems that emerged from an extractive colonial context. Ignoring these dynamics when designing a CDD project will most likely result in elite capture, and possibly lead to local conﬂict, increased inequality, and erode trust between citizens and the state. This research paper argues the importance of the role of the community within the Pathﬁnders for Peaceful, Just and Inclusive Societies discussion over inequality. The paper’s case studies are based largely on government-led community-driven development (CDD) programs that aim to ensure recognition of the complicated dynamics within the community itself. Unless the heterogeneity of communities is considered and fostered through an inclusive design and facilitation process, no program or project can hope to impact inclusion, empowerment, and the citizen-state relationship. A deep understanding of community dynamics and good facilitation are prerequisites for any CDD model to have a positive social impact.

993. Inequality, Lockdown, and COVID-19: Unequal Societies Struggle to Contain the Virus

Abstract:: There is nothing equal about COVID-19. It is now well established that poor and underprivileged social groups have absorbed most of the pandemic’s negative impact. However, the connection between COVID-19 and inequality might run even deeper. During the first wave of the COVID-19 pandemic, one additional point of the Gini coefficient correlated with a 1.34 percentage point higher rate of weekly new infections across countries. This difference in infection rates compounds like interest every week. This means that after twenty-one weeks of the pandemic, just one additional Gini å correlates with an approximately 1/3 higher overall number of cases in a country. More equal countries might enjoy an “equality dividend” that is associated with more shock resilience during the ongoing crisis. This new research from CIC sought to understand if pre-existing systemic inequities could be linked to higher COVID-19 infection rates, examining infection rates in 70 countries from mid-March 2020 through early August 2020, or what is widely seen as the first 21 weeks of the pandemic. It also studied these nations’ levels of inequality and other potential predictive variables: government efficiency (a measure indicating quality of public services and civil service capability), urban population share, share of the population over the age of 65, lockdown measures (calculated by stringency), and geographic mobility (a population’s physical movements as measured by Google’s COVID-19 Community Mobility Reports). The study tracked inequality by using the “Gini Coefficient,” a commonly used metric for measuring income inequality within nations--or, specifically, how far a country’s wealth or income distribution deviates from a completely equal distribution. Under this calculation, the higher the coefficient, the greater the income inequality within that country.

The solidarity taxes that were levied were done to mitigate effects of a crisis such as a pandemic, as well as rebuilding of nations that had been affected by world wars (examples include Zimbabwe and Germany). 995. The Way We Voluntarily Pay Taxes

Abstract:: “Taxes are what you pay for a civilized society” stated US Supreme Court Justice Oliver Wendell Holmes in 1927. Time has shown that “civilized” means better lives and livelihoods for people where there is a solid tax base and collection–a necessary although insufficient condition for a society where people feel safe, heard, and participant in the decisions of the nation. A government that can efficiently collect taxes is a government with a solid administration and with legitimacy based on the fact that citizens pay their taxes by a combination of laws and a sense of duty and belonging. Paying taxes involves legal and moral obligations. The standard economic model for tax compliance assumes a cost-benefit calculation where someone balances the cost of being caught cheating the tax systems versus the benefit keeping some money hidden to the tax authorities. Yet there are other important reasons why people pay taxes that are not captured by a purely rational calculation. This background paper provides a framework that channels tax morale via trust and fairness directly and three elements for each one indirectly; trustworthiness of the government, reciprocity, and transparency/accountability for trust and three types of justice for fairness: distributive, procedural and retributive. This paper also makes a special distinction to the issue of corruption and how it relates to the elements within this framework. This paper will discuss the evidence on voluntary tax compliance, trust, and fairness, and the set of policies and actions that affect different mechanisms. It will provide a new framework based on the literature about the drivers of trust and fairness, with particular attention to the issue of corruption and also provide historical examples where specific interventions have successfully strengthened the tax system. Finally, it will provide ideas on how to identify the best sequence of interventions for increased tax morale in a specific context.

996. Bridging the Silos: Integrating Strategies across Armed Conflict, Violent Crime, and Violent Extremism to Advance the UN’s Prevention Agenda

Abstract:: The consequences of violence worldwide are dire. More than half a million people die from violent deaths each year. In 2019, violence cost the global economy $14.5 trillion USD, or $1,909 USD per person. Countries with armed conflicts account for 80 percent of humanitarian spending. Beyond these cold numbers, the human toll of violence results in the suffering of families, trauma-affected communities, and increased fear and hopelessness. Different types of violence—such as crime, violent extremism, and armed conflict—are often interlinked and share risk and resilience factors. Although currently siloed, the UN system has the capacities and knowledge to develop approaches to prevention that cut across interlinked forms of violence. This policy paper makes the argument that the UN can and should adopt a more integrated violence prevention strategy across these three forms of violence. It draws from desk review of UN and academic documents, interviews with UN staff working on different types of violence prevention across the UN system, and a workshop among them. The paper discusses why there is a need for more integrated prevention approaches across different types of violence, what benefits that would bring, and what challenges need to be overcome first. It concludes by making four recommendations: governments should use the SDG 16.1 framework to bring actors together at national level; member states should ask the UN to develop evidence-based guidelines on prevention for countries to implement themselves; the UN should initiate a strategic dialogue at headquarters between fields to better identify commonalities in approaches; and country teams should develop an integrated strategy with specialized sub-strategies.

997. Shared Capital Initiatives – for Redistribution and Recognition

Abstract:: Shared capital, defined as a broadly distributed pattern of rights over productive assets, can be a powerful instrument to address economic and social inequalities. We argue that initiatives to bring about shared capital can foster both redistribution and recognition, and thereby bring about more inclusive and peaceful societies. Based on experience, we suggest moreover that they are feasible and can be advanced by suitable policies and actions—at local, national, and global levels. Shared capital can involve distribution of various rights of an asset, including those of use, control, income, and transfer. This paper considers nine cases which feature some experience of shared capital involving various kinds of rights being distributed and relate these to different kinds of assets. In almost every case, the state has an important role to play in facilitating the distribution of rights.

998. Social Contracts: Embracing a Just Technological and Energy Transition

Abstract:: Social contracts determine what is to be provided and by whom. In democracies, political processes determine these outcomes, with the extent to which individuals, communities, cities, businesses, governments, and other actors and institutions provide education, health, security, infrastructure, and justice to shape what comes to be understood as the social contract. Whether prevailing social contracts produce desirable consequences, such as human rights, individual freedom, self-determination, human development, prosperity, and equality reflects their efficacy. What is considered an effective contract in the US or Europe, may however be viewed very differently in China, with the priorities and norms associated with shaping social contracts, as well as the means to achieve them, varying from country to country and over time. In this brief, author Ian Goldin shows that many existing social contracts are inadequate and require renewal to overcome countries’ failures to address the needs of the majority of their citizens. New pressures on societies arising from the pace of change associated with the technological and energy revolutions have created an urgent need to build new social contracts which ensure that no one is left behind. This need has been made all the more urgent by the COVID-19 pandemic, which has shown the extent to which large parts of society—informal sector workers, uninsured self-employed, unemployed, migrants, and others—have fallen by the wayside due to outdated or non-existent social contracts. Establishing secure and comprehensive social contracts is not synonymous with the establishment of a welfare state, as this is only one way to secure effective social contracts. How welfare states adapt to meet the new technological and energy transition, and which other models may serve to build effective social contracts is a key question.

999. Essential Workers

Abstract:: The COVID-19 pandemic has revealed the extent to which we rely on essential workers. Around the world, health workers have been greeted by clapping, but this has not translated into improvements in their working conditions or pay. On the contrary, as COVID-19 cases and deaths have mounted, so too have the pressures and fatalities among health and other essential workers. A new deal for essential workers is not only the right thing to do on ethical and other grounds. It is in everyone’s self-interest. Without a new deal for essential workers, societies will not be able to respond to the intensifying cycle of crises that arise from an increasingly complex, interconnected, and unstable world. Whether it is a natural disaster, large-scale terrorism, geopolitical hostilities, or another pandemic, it is only a matter of time before society must again face down a crisis of unprecedented scale. To build resilience, we need a well-trained, deeply committed, and full complement of essential workers who will rise to the challenge. A new deal for these workers should be seen as a central tenet of creating more resilient economies, and an investment to reduce risk and future proof our societies. In order to close the widening divide between the rhetoric and reality, author Ian Goldin argues in this policy brief paper that a new deal is required for essential workers and begins by defining essential workers and laying out the key facts around the prevailing socioeconomic background for such workers. It then draws on the experience of mitigating and compensating for risks in other socially necessary but hazardous occupations, such as the military, and uses this to define the contours of what a new deal for essential workers should look like.

Abstract:: The world of work is undergoing a fundamental transformation that will impact on workers and job seekers everywhere. Among the key drivers of this change are the climate emergency, demographic shifts and technological revolutions. Far from heralding better lives, the employment transition which was created by the industrial revolution led to immense hardships, rapidly rising pollution and heightened levels of poverty, malnutrition, and civil strife, culminating in the French and other revolutions. Today we are faced with an even more rapid, radical, and wide-ranging transformation of work, which threatens to be as disrupting. This time, however, we have the means to analyze and prepare for change. The purpose of this research paper is to identify how employment is being transformed and to examine the options for a just transition, which will lead to improvements for workers around the world. Author Ian Goldin begins this paper by identifying the challenge we are facing. It then defines employment transitions and lays out the weaknesses of current models of employment. Finally, it suggests policy options which tackle transitional assistance for workers, aiming to draw overall conclusions on what works in different economies.
