On land, the political map of the world has been relatively stable since the end of World War II: with some significant exceptions, most countries are, spatially, as they were in 1945 or shortly thereafter. Land borders are mostly set, and the major state-to-state territorial disputes that persist today are—again, with some notable exceptions—disputes over relatively small areas, mostly tiny insular features with negligible inherent value.

Abstract:
In his memoirs of his final years as one of the United States’ most prominent foreign policy decision-makers, Henry Kissinger offers an anecdote involving President Nixon and the Prime Minister of Mauritius, Seewoosagur Ramgoolam. As part of the celebration of the UN’s twenty-fifth anniversary, Ramgoolam was invited to dine with Nixon at the White House on 24 October 1970. The gathering nearly created a diplomatic faux pas due in large part to the admin- istration’s confusion regarding the geography of Africa. According to Kissinger, the national security staff mistook the country of Mauritius—U.S. ally and island nation located in the Indian Ocean east of Madagascar—for Mauritania, a northwestern African nation that had broken diplomatic relations with the United States in 1967 as a result of U.S. support for Israel during the Six-Day War.

Abstract:
For most of history, the domains of the global commons were unclaimed, largely because the technology to access and utilize them did not exist.[1] In areas such as the high seas and outer space, it was impossible for states to establish and maintain sovereign control. Even as the relevant technologies developed, costliness and controls kept them initially concentrated largely in the hands of just a few major powers such as the Unit- ed States and the Soviet Union. For the United States, “command of the commons” became the military foundation of its hegemony, granting it the ability to access much of the planet and to credibly threaten to deny the use of such spaces to others.[2] Bipolar competition between the United States and the Soviet Union strongly influenced developments in the maritime and outer space domains. In the case of cyberspace, a more recent addition to the traditional global commons, the United States was also initially dominant due to its role in pioneering associated technologies. However, over time and particularly since the end of the Cold War, continuing technological innovation and diffusion have made these domains accessible to a growing number of countries. ​ This technological progress was born of both cooperation and competition between states. While some states chose to develop certain technologies indigenously, many acquired knowledge and equipment from abroad. Globalization of industry has made it easier for states to obtain a variety of foreign technologies, even lowering the threshold for them to procure disruptive military capabilities. In addition, over the last two decades, American primacy has been increasingly challenged by the rise of China, which has impacted the dynamics of technological development and diffusion across multiple domains. As China has acquired the technology to become more active in the commons, it has prompted major regional powers, such as Japan and India, to accelerate their own technological advancement, and other mid-sized and smaller countries have also become increasingly engaged.[3] ​ The consequence of this multiplication of technologically sophisticated actors has been the erosion of American primacy in the global commons. Although the United States still remains the most dominant player, it is faced with a more densely populated field, and management of these spaces has become more difficult. This article examines this trend in the high seas, outer space, and cyberspace since the end of the Cold War, with attention to the ways in which the rise of China and the relative decline of the United States have catalyzed greater engagement with the commons, particularly among the countries in Asia that find themselves most affected by this power transition. I argue that advances in and diffusion of technology have transformed the global commons into increasingly crowded domains characterized by interstate competition and heightened tensions. Globalisation is a phenomenon which influences every aspect of contemporary life. Neo- liberal ideas lead to the multifunctional interdependence of geopolitics, the political economy, international relations, security, and defence issues. Abstract:
The discipline of International Relations (IR) has defined its boundaries through masculine terms, which makes women and gender relations hardly visible. Nevertheless, women have always been an inseparable part of interstate relations, and the world’s most important problems cannot be treated separately from gender politics. On grounds of the basic assumptions of feminist IR theories, the aim of this study is to analyse how feminism offers new ways to understand contemporary issues of international security. In this vein, feminist IR literature is analysed from the perspective of security, and feminist critiques are exemplified through the concept of the “Responsibility to Protect”.

Abstract:
Grand theories of international relations seek to produce general patterns, which are supposedly valid across time and space, yet fail to address particular actors and cases. According to Benjamin Most and Harvey Starr “general” and “universal” models, which only operate under certain explicitly prescribed conditions, do not suffice to generate a systemic understanding of foreign policy decisions and international phenomenon. The pre-theoretical framework of “opportunity and willingness,” which Most and Starr develop, produces a general model to analyze world affairs in a consistent way. This framework does not highlight any concrete factor such as power preponderance, regime type, and composition of elite or polarity as a condition for an international phenomenon. Instead, “opportunity and willingness” is more interested in what these factors represent and how these factors shape state behaviors. In other words, the “opportunity and willingness” framework suggests a model that still enables generalizations but also has power to explain particular cases.

Abstract:
This paper reviewed some extense literature in peacekeeping. The review of the literature focused on two areas - concepts and theories of peacekeeping. After having discussed the three major approaches to think conceptually about peacekeeping in the literature, we argued that despite the existence of these multiple frameworks for addressing the conceptual problems of peacekeeping, they overlooked the imperative of the structures and processes of world politics, their impacts and how these have conditioned the roles of peacekeepers in it. Then, we examined four of the main theoretical approaches that are discernible in the peacekeeping literature, which offer possible frameworks for the analysis and interpretation of peacekeeping research. We argued that there is no single theory (or a metatheory) that fully explains the whole gamut of issues involved in peace operations. This is because these theoretical traditions provide different ways in which to comprehend peacekeeping. A single theory is highly unlikely to fully explain the complexities of contemporary peace operations, especially in a continent like Africa featuring different peacekeeping actors. Therefore, peacekeeping is best understood through the application of many theories in order to uncover the motives of peacekeeping authourising institutions, peacekeepers as well as the role(s) peacekeeping missions play and the interest they serve.

Abstract:
This article intends to analyze the use of comparative historical analysis (CHA) in the discipline of International Relations (IR). After describing the historical evolution and fundamental premises of CHA, the article continues with the classification of CHA. Then the strengths and weaknesses of the method as well as its utilization by various theories of IR are discussed. The second part of the article deals with the employment of CHA by the author of this article in his own research design, in order to give an idea that how CHA might contribute to a better understanding of the “international”. In doing that, the advantages and disadvantages of the method are revisited in a way to show the contributions provided as well as the difficulties encountered in practice. The article concludes that CHA might contribute to the study of IR by enhancing interdisciplinary approaches and by adding a socio-historical depth to the ‘international’, which helps to overcome historicism and presentism at the same time.

Abstract:
Discourse analysis is a much-favoured textual analysis method among constructivist and critically minded International Relations scholars interested in the impact of identity, meaning, and discourse on world politics. The aim of this article is to guide students of Turkish IR in their choice and use of this method. Written by two Turkish IR scholars who have employed discourse analysis in their past and present research, this article also includes a personal reflection on its strengths and shortcomings. The first section of the article presents an overview of the conceptual and epistemological underpinnings of discourse analysis, while charting the evolution of discourse analysis in IR since the late 1980s in three phases. The second section offers insight into the personal history of the researchers in employing discourse analysis in their previous and ongoing research, while the third section provides a how-to manual by performing discourse analysis of an actual text. The concluding section focuses on the challenges faced in the conduct of discourse analysis and the potential ways to overcome them, also drawing from the researchers’ own experiences in the field.
