Nuclear weapons are widely regarded as one of the most lethal aspects of military arsenals ever created. As such, international relations and security experts have long been concerned about their proliferation. To prevent the spread of nuclear weapons, both policymakers and academic researchers have focused on what are commonly thought to be the primary drivers of proliferation: security concerns and domestic politics and economies. This brief examines another important driver: the role of national leaders themselves. Based on a study of 1,400 leaders in office between 1945 and 2000, author Ellen Park shows that leader personality and experience drive decisions about whether—or not—to pursue nuclear weapons, a finding that holds true across countries (rather than being limited to a few unique cases). Put simply, the pursuit of nuclear weapons is systematically influenced by certain attributes of leaders, such as college major, socioeconomic background, and military and international experience. To predict when and where the spread of nuclear and other emerging technologies will emerge next, policymakers should promote interdisciplinary dialogue to cultivate leader profiles and expand their use.

Over recent years, the topic of new and emerging technologies with military applications has ignited a dynamic debate among defense officials, political leaders, diplomats, policy experts, and technical experts. This report provides an overview of the potentially destabilizing effects of several new and emerging technologies and their respective military applications. It aims to provide decision-makers with a better understanding of how to mitigate the risks and reduce the chances that a major power conflict or confrontation escalates to the nuclear level through a range of arms control and risk reduction measures. This report focuses on six significant, distinct emerging military capabilities: hypersonic weapons systems, direct offensive cyberoperations, offensive counterspace capabilities, artificial intelligence (AI)-enabled capabilities, drones, and lethal autonomous weapons systems. This report distills information and ideas from a series of workshops, involving dozens of technical and policy experts in each technology area, that the Arms Control Association conducted in 2021 and 2022. It identifies four overarching themes that highlight the greatest concerns over how the military employment of new and emerging technologies might increase the risk of nuclear weapons use. Increasing the pace of conflict. Increasing uncertainty. Reducing the human role. Incentivizing arms racing. This report identifies near-term risk mitigation measures that are likely achievable now or within the next five years: crisis communications systems, definition establishment, norms, unilateral declarations and actions, and confidence-building measures. This report also outlines long-term measures that are achievable within the next 10 years or beyond: arms control and risk reduction arrangements (e.g., treaties, agreements) that involve more than one country and are more formal than confidence-building measures, although not necessarily legally binding.

3. The Value of Reporting: National Reporting Practices under the UN Sanctions Regime on North Korea

The UN Security Council has imposed a broad range of sanctions on the Democratic People’s Republic of Korea, requesting member states to report on how they are implementing these measures. Many factors affect the national reporting practices of states, with some having failed to submit any reports. Reporting serves as an important measure of transparency and trust-building concerning state compliance with international commitments in general. The frequency and depth of reporting on national implementation of the sanctions by UN member states help to discern the regime’s effectiveness. Failure to meet reporting deadlines, the use of vague language, and limited information on national implementation all dampen the usefulness of reporting on the implementation of the DPRK sanctions regime. The Value of Reporting: National Reporting Practices under the UN Sanctions Regime on North Korea—a report from the Survey’s Strengthening Implementation and Enforcement of the Arms Embargo on North Korea (SAENK) project—highlights factors that affect reporting, providing a more nuanced picture of national practices. The report also examines national DPRK sanctions regime reporting in relation to reporting on other international arms control instruments, with the aim of revealing potential mutually beneficial synergies.

4. Developing Good Practices in Export Control Outreach to the NewSpace Industry

Abstract:
NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Key elements of an effective outreach strategy for the NewSpace sector include tailored use of established outreach tools, mapping stakeholders, incentivizing participation in outreach activities, consistently engaging with launch vehicle manufacturers, inter-agency cooperation and raising awareness of FDI-related risks. The Missile Technology Control Regime, the Hague Code of Conduct and the Wiesbaden Process provide multilateral forums through which states can begin sharing experiences and develop good practices for outreach to the NewSpace industry.

5. Revisiting ‘Minimal Nuclear Deterrence’: Laying the Ground for Multilateral Nuclear Disarmament

The prospects for nuclear arms control appear dim following Russia’s invasion of Ukraine. Instead of continued reliance on nuclear deterrence, the resulting new awareness of nuclear risks should inform bold nuclear disarmament measures in the long term. Drawing on previous debates on ‘minimal nuclear deterrence’, this paper argues that nuclear deterrence is possible at low numbers, and hence reliance on nuclear deterrence is not an obstacle to significant progress in nuclear disarmament. In particular, there is scope for reducing the vast Russian and United States nuclear arsenals, which risk planetary-scale destruction and stand in the way of multilateral nuclear disarmament. At the same time, recent military-technological evolution has raised the bar for minimal nuclear deterrence by questioning the survivability of nuclear forces. In addition to making recommendations on how to address such strategic challenges, the paper addresses some conceptual dilemmas traditionally associated with minimal nuclear deterrence.

Abstract:
Advances in artificial intelligence (AI) pose immense opportunity for militaries around the world. With this rising potential for AI-enabled military systems, some activists are sounding the alarm, calling for restrictions or outright bans on some AI-enabled weapon systems.1 Conversely, skeptics of AI arms control argue that as a general-purpose technology developed in the civilian context, AI will be exceptionally hard to control.2 AI is an enabling technology with countless nonmilitary applications; this factor differentiates it from many other military technologies, such as landmines or missiles.3 Because of its widespread availability, an absolute ban on all military applications of AI is likely infeasible. There is, however, a potential for prohibiting or regulating specific use cases. The international community has, at times, banned or regulated weapons with varying degrees of success. In some cases, such as the ban on permanently blinding lasers, arms control has worked remarkably well to date. In other cases, however, such as attempted limits on unrestricted submarine warfare or aerial bombardment of cities, states failed to achieve lasting restraint in war. States’ motivations for controlling or regulating weapons vary. States may seek to limit the diffusion of a weapon that is particularly disruptive to political or social stability, contributes to excessive civilian casualties, or causes inhumane injury to combatants. This paper examines the potential for arms control for military applications of AI by exploring historical cases of attempted arms control, analyzing both successes and failures. The first part of the paper explores existing academic literature related to why some arms control measures succeed while others fail. The paper then proposes several criteria that influence the success of arms control.4 Finally, it analyzes the potential for AI arms control and suggests next steps for policymakers. Detailed historical cases of attempted arms control—from ancient prohibitions to modern agreements—can be found in appendix A in the pdf available for download. For a summary table of historical attempts at arms control, see appendix B. History teaches us that policymakers, scholars, and members of civil society can take concrete steps today to improve the chances of successful AI arms control in the future. These include taking policy actions to shape the way the technology evolves and increasing dialogue at all levels to better understand how AI applications may be used in warfare. Any AI arms control will be challenging. There may be cases, however, where arms control is possible under the right conditions, and small steps today could help lay the groundwork for future successes.

Conventional arms control and disarmament efforts have historically been framed as a humanitarian cause to limit human suffering. However, activities with an arms control component have only featured to a limited extent within the protection of civilians (POC) mandates of United Nations peace operations. Both issues feature on the agenda of the UN Security Council, which mandates missions, but the linkages between the two have not been well explored at the policy, strategic, and operational levels. Produced in conjunction with the United Nations Institute for Disarmament Research, this brief provides an analysis of the actual, and potential, contribution of conventional arms control and related activities to POC within the context of UN peace operations—both peacekeeping operations and special political missions. There has been limited research conducted on this topic, and it has been addressed in only a cursory manner in relevant policies, guidelines, and strategies. This paper therefore attempts to demonstrate the existing linkages between these two mandated tasks, as well as to pinpoint some of the barriers and challenges to why arms control has not featured more fully within the POC efforts of missions. It then identifies relevant entry points based on concrete examples of how arms control-related activities can be better leveraged by UN peace operations to ensure the more effective protection of civilians.

The Missile Technology Control Regime (MTCR) is a cornerstone of the non-proliferation architecture for missiles and other uncrewed aerial vehicles. However, geopolitical and technical developments and operational challenges threaten the regime’s effectiveness and create a need for reform in several areas. The MTCR partners should develop a clear strategy for determining if and how to expand MTCR membership. To increase the number of adherents, partners should pursue reinforced outreach and expand and promote the benefits offered. By improving the transparency of its procedures and deliberations, the regime can make them more understandable for non-partners. The partners can also improve the MTCR’s legitimacy by emphasizing that it provides public goods and helps states to meet their international obligations. The regime can also address the challenges of emerging technologies by focusing on technical deliberations and sharing information and good practices. Through all this, the MTCR must ensure its continued functioning in the face of geopolitical tensions and armed conflict between partners.

The rate at which states are joining the 2013 Arms Trade Treaty (ATT) has naturally slowed. Universalization efforts have been carried out through a variety of different frameworks, both within the ATT regime—including the Working Group on Treaty Universalization (WGTU), a sponsorship programme and the Voluntary Trust Fund (VTF)—and by the United Nations, regional organizations and civil society. Universalization of the ATT contributes to the development of standards and norms in the international arms trade. If a party flouts the treaty’s require­ments, it undermines the treaty and makes universal­ization less meaningful. Thus, universalization means both expanding the number of states parties and ensuring that they live up to their obligations. The scope of the 2013 Arms Trade Treaty (ATT) refers to the conventional arms, ammunition/munitions, and parts and components that are covered by the treaty. ATT stakeholders are providing guidance and assistance for states parties to implement provisions on scope contained in Articles 2–5 of the Treaty. ATT Article 17(4) provides for the Conference of States Parties (CSP) to review the treaty’s scope to take into account relevant technological developments in the field of conventional arms. The 2013 Arms Trade Treaty (ATT) has a number of attached processes and forums that are aimed at enabling and promoting both the effective implementation of the treaty by states parties and its further universalization. In order to operate effectively these processes and forums need to be designed and operated in ways that reflect the ATT’s unique status as a trade treaty with a core humanitarian objective. The provision of international assistance is key to achieving the effective implementation of the 2013 Arms Trade Treaty (ATT). Assistance instruments include the ATT’s own Voluntary Trust Fund (VTF), mechanisms established by the United Nations and the European Union (EU), and efforts by other international and regional organizations and non-governmental organizations (NGOs). The donors, implementers and ATT states parties should reflect on the role played by the assistance instruments in improving implementation of the treaty. To strengthen the role of international assistance in supporting implementation of the ATT, the ATT Secretariat and ATT-related processes and assistance programmes should enhance the sustainability and effectiveness of assistance efforts and further improve coordination. A central element of the 2013 Arms Trade Treaty (ATT) is the risk-assessment criteria in articles 6 and 7. The flexibility in the wording of the two articles has required efforts to reach common interpretations of the criteria in order to lessen the scope for different assessment outcomes. These efforts, as well as improved and aligned national practices, will enhance the treaty’s long-term impact. While there are limits to how far some states parties will want to go, there is a genuine preparedness to look at ways to increase the effectiveness of the ATT that should be encouraged and supported. Additive manufacturing (AM) has become an attractive production technology for the aerospace sector, particularly in the area of missiles, space launch vehicles and uncrewed aerial vehicles (UAVs). Modern AM techniques—often referred to as 3D printing—create objects from feedstock materials such as metallic powders by building them up from the first to the last layer in an iterative process of depositing and fusing layers of material. AM is being used to produce a growing range of components for missiles and UAVs. AM has been recognized to pose a growing proliferation threat and a challenge to existing export controls. The Missile Technology Control Regime (MTCR) has been discussing AM since at least 2013 and seeks to update and harmonize the export controls of the participating states to mitigate the risks posed by AM and ensure the effectiveness of export controls. The export controls prescribed by the MTCR and some of the other regimes already create controls on AM. However, many of these controls are based on overlaps rather than control list items that cover AM by design and may not ensure adequate coverage. This report provides a short introduction to modern AM techniques and describes a range of specific applications of AM in missiles and other delivery systems. It discusses the proliferation risks posed by AM and the engineering and organizational considerations that have to be weighed against the technical capabilities of AM. It analyses the application of export controls to AM, primarily under the MTCR, by discussing controls on AM production equipment; feedstock materials; transfers of technology and technical assistance; and catch-all controls. The report concludes by outlining key measures through which the MTCR could strengthen its efforts to address AM and the proliferation risks and challenges to export controls it poses.

In early 2021 there is every reason to say that the global arms control and disarmament process, despite earlier achievements, has reached a critical point. The complete or de facto demise of key arms control treaties (such as the ABM Treaty, the CFE Treaty, and the INF Treaty) has left a vacuum in the arms control architecture, thus triggering new challenges for crises and global stability. The Open Skies Treaty is facing an existential threat. The Chemical Weapons Convention is also in a difficult situation, particularly in relation to the Syrian problem and the alleged poisoning of certain Russian personalities. The CTBT, concluded 25 years ago, is shamefully not yet in force. The only existing arms control treaty between the US and Russia is now New START, which was due to expire on 5 February 2021 since its renewal had proved to be impossible under the Trump Administration. But now it is well-known that the prospects for this treaty are much better (see below). The Treaty on the Non-Proliferation of Nuclear Weapons is also under serious threat. And this is not only just because of the poor situation with respect to the implementation of Article VI which requires “each of the parties to pursue negotiations in good faith on measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control”. There are also some unresolved crisis situations: a very important one is around the Iranian nuclear deal (JCPOA), and more generally about the issue of the creation of a zone free of weapons of mass destruction in the Middle East (see On the Iran Nuclear Agreement and Middle East Security, December 2020). Moreover, there is the very critical situation on the Korean Peninsula and the problem of creating a Nuclear-Weapon-Free Zone in Northeast Asia (see Note on Northeast Asia Nuclear-Weapon-Free Zone, January 2021). On the other hand, imminent extension of the New START Treaty will be a very positive signal, including for the NPT Review Conference. Pugwash also welcomes very much the entry into force of the Treaty on the Prohibition of Nuclear Weapons on 22 January 2021 (see Pugwash Note on the Entry into Force of the Treaty on the Prohibition of Nuclear Weapons, 21 January 2021). But it is also clear that, for some time to come, it will have to exist without any of the states which possess nuclear weapons (or even those that host American nuclear weapons), and more generally probably without any state allied to a nuclear-weapon state. This situation could generate another line of tension within the NPT. As a result, the NPT Review Conference, now rescheduled for August 2021, will be very relevant and care should be exercised in order to avoid concerning results.

Sometimes, slow, steady changes produce revolutionary results. A case in point is missile and space technologies, which Space and Missile Wars: What Awaits will examine. Long-range missiles, satellites, and space launch vehicles used to be high technology exclusive to the superpowers. Now, scores of states have both. As for ballistic missiles and drones, even non-state actors have them, and these systems are far more accurate than anything the superpowers had even at the height of the Cold War. Then, long-range missiles could only be certain of destroying their targets if they were nuclear-armed and wiped out areas as large as cities. Now, drones are so accurate they can pinpoint and kill single individuals. As for space satellite launchers, they originally were derived from nuclear delivery missiles. None were privately owned. Similarly, almost all space satellites were government property and, until 1965, the owners were only American and Soviet. Now, the French, Chinese, Japanese, British, Indians, Israelis, Ukrainians, Iranians, and North Koreans have all launched satellites of their own. In addition, more than 60 nations own and operate their own satellites and increasingly, satellites are launched, owned, and operated entirely by private entities. These developments are nontrivial. They will define the military competitions with China, Russia, and other hostile states for the next two to three decades. Will the spread of accurate missiles embolden weak actors – small states and terrorist organizations – to threaten stronger states with missile attacks against key civilian targets (dams, reactors, petrochemical plants)? Will weak actors be tempted to use accurate drones to assassinate their adversaries’ key leaders? Will such attacks catalyze war, producing modern Sarajevos that draw in nuclear-armed states (e.g. Israel, Pakistan, India, North Korea, or the superpowers)? With so many new space actors, will anyone be able to attribute hostile actions in space? Will states attack satellites mostly in low Earth orbit or geosynchronous orbit? I n recent years, gender has come up in arms control and disarmament deliberations. Ireland, for example, submitted working papers on gender to preparatory committee meetings of the Nuclear Non-ProliferationTreaty (NPT) Review Conferences. The Treaty on the Prohibition of Nuclear Weapons (TPNW) emphasizes that nuclear weapons use affects men and women differently and calls for equal representation in disarmament negotiations. However, such references to gender are so far the exception rather than the rule in arms control and disarmament talks. We argue that a systematic inclusion of gender perspectives advances arms control and disarmament deliberations and negotiations in four main ways. First, a gender lens calls attention to the human and gendered consequences of the development and use of weapons. Second, it exposes arms control and disarmament agreements that lack gender provisions. Third, a gender lens highlights the absence of diversity in arms control and disarmament communities.3 Fourth, gender perspectives help reveal hierarchical power structures and encourage critical reflections on the legitimacy of established processes and agreements. In sum, the inclusion of a gender perspective produces more humane, effective, legitimate and sustainable agreements.

Reinforcing the norm against chemical weapons use necessitates a unified global effort to utilize all CWC provisions and to strengthen the consequences that violators face under the treaty and in accordance with international law.

Upon taking office, the new presidential administration of Joseph Biden will confront a dizzying array of major challenges, not the least of which are related to the risks posed by the world’s most dangerous weapons. Tensions between the world’s nuclear-armed states are rising; the risk of nuclear use is growing; billions of dollars are being spent to replace and upgrade nuclear weapons; and key agreements that have kept nuclear competition in check are gone or are in serious jeopardy. The situation has been complicated by the neglect and poor policy choices of President Donald Trump and his administration. Over the past four years the Trump administration made nearly every nuclear policy challenge facing the United States worse. Fortunately, Biden has a long and distinguished track record when it comes to dealing with nuclear weapons-related security issues. Unlike his predecessor, Biden possesses a strong personal commitment to effective nuclear arms control, nonproliferation, and disarmament that dates back to his early days in the Senate and continued through his last days as vice-president under President Barack Obama. In this analysis we have outlined what we believe to be the five most important sets of nuclear weapons policy challenges and decisions that the new Biden administration will need to address in its first 100 days and beyond, along with recommendations for effectively dealing with each of these policy challenges: Reviving and Advancing the Nuclear Arms Control Enterprise Reducing U.S. Nuclear Weapons Excess Stabilizing the Joint Comprehensive Plan of Action Jump-starting Denuclearization and Peace Diplomacy with North Korea Restoring U.S. Leadership on Multilateral Nonproliferation and Disarmament If pursued, these actions and decisions would make the United States and the world safer from the threats posed by nuclear weapons. These initial steps would also put the administration in a better position to pursue more lasting and far-reaching nuclear risk reduction and elimination initiatives over the next four years.

Nations that are party to the Treaty on the Non-Proliferation of Nuclear Weapons but are not allowed nuclear weapons under the treaty (“non-nuclear-weapon states”) must have international safeguards applied to civil nuclear energy facilities if they pursue such programs. The International Atomic Energy Agency (IAEA) applies these safeguards and conducts inspections on nuclear energy programs, and determined in the 1990s that it needed additional capabilities to verify states were not engaging in secret (i.e., undeclared) nuclear activities. Subsequently, the IAEA developed a set of stronger safeguards measures, known as the Model Additional Protocol (“Additional Protocol”), which was approved in 1997. Today, most nations have an Additional Protocol in force, but a few dozen do not. The nations that do not may pose a concern if they pursue nuclear energy as a means of addressing energy and environmental challenges, such as decarbonization to meet climate goals. The greater reporting requirements and inspection measures in the Additional Protocol give the international community assurance that a nation’s declarations about its civil nuclear program are both correct and complete. The enhanced inspections in turn provide greater deterrence against states pursuing illicit nuclear activities. The Nuclear Suppliers Group (NSG)—which comprises 48 governments, including those representing the major reactor vendor countries—maintains guidelines governing the export of nuclear materials, equipment, and technology. The NSG has been considering modifying those guidelines for many years to support more universal adoption of the Additional Protocol. But adoption has been hard to come by, in part because of potential disruptions to existing supply relationships given that not all countries participating in the NSG have Additional Protocols in force and some client states of countries participating in the NSG also do not have these upgraded inspections in place. There may be room for consensus building among NSG states, however, since most support requiring an Additional Protocol as a condition of supply to further the nonproliferation regime. The remaining governments may agree if measures are proffered to address challenges that have blocked acceptance to date. This commentary discusses a history of related policy developments in the NSG, examines some of the group’s roadblocks to consensus, and suggests options for making progress on adding stronger international safeguards as a condition of supply to nuclear energy programs.

24. Toward Accountable Nuclear Deterrents: How Much is Too Much?

For decades, policy debates in nuclear-armed states and alliances have centered on the question, “How much is enough?” What size and type of arsenal, and what doctrine, are enough to credibly deter given adversaries? This paper argues that the more urgent question today is, “How much is too much?” What size and type of arsenal, and what doctrine, are too likely to produce humanitarian and environmental catastrophe that would be strategically and legally indefensible? Two international initiatives could help answer this question. One would involve nuclear-armed states, perhaps with others, commissioning suitable scientific experts to conduct new studies on the probable climatic and environmental consequences of nuclear war. Such studies would benefit from recent advances in modeling, data, and computing power. They should explore what changes in numbers, yields, and targets of nuclear weapons would significantly reduce the probability of nuclear winter. If some nuclear arsenals and operational plans are especially likely to threaten the global environment and food supply, nuclear-armed states as well as non-nuclear-weapon states would benefit from actions to physically reduce such risks. The paper suggests possible modalities for international debate on these issues. The second initiative would query all nuclear-armed states whether they plan to adhere to international humanitarian law in deciding if and when to detonate nuclear weapons, and if so, how their arsenals and operational plans affirm their intentions (or not). The United Kingdom and the United States have committed, in the words of the 2018 U.S. Nuclear Posture Review, to “adhere to the law of armed conflict” in any “initiation and conduct of nuclear operations.” But other nuclear-armed states have been more reticent, and the practical meaning of such declarations needs to be clarified through international discussion. The two proposed initiatives would help states and civil society experts to better reconcile the (perceived) need for nuclear deterrence with the strategic, legal, and physical imperatives of reducing the probability that a war escalates to catastrophic proportions. The concern is not only for the well-being of belligerent populations, but also for those in nations not involved in the posited conflict. Traditional security studies and the policies of some nuclear-armed states have ignored these imperatives. Accountable deterrents—in terms of international law and human survival—would be those that met the security and moral needs of all nations, not just one or two. These purposes may be too modest for states and activists that prefer the immediate prohibition and abolition of nuclear weapons. Conversely, advocates of escalation dominance in the United States and Russia—and perhaps in Pakistan and India—will find the force reductions and doctrinal changes implied by them too demanding. Yet, the positions of both of these polarized groups are unrealistic and/or unacceptable to a plurality of attentive states and experts. To blunt efforts to stifle further analysis and debate of these issues, the appendix of this paper heuristically rebuts leading arguments against accountable deterrents. Middle powers and civil society have successfully put new issues on the global agenda and created political pressure on major powers to change policies. Yet, cooperation from at least one major nuclear power is necessary to achieve the changes in nuclear deterrent postures and policies explored here. In today’s circumstances, China may be the pivotal player. The conclusion suggests ways in which China could extend the traditional restraint in its nuclear force posture and doctrine into a new approach to nuclear arms control and disarmament with the United States and Russia that could win the support of middle powers and international civil society. If the looming breakdown in the global nuclear order is to be averted, and the dangers of nuclear war to be lessened, new ideas and political coalitions need to gain ascendance. The initiatives proposed here intended to stimulate the sort of analysis and debate from which such ideas and coalitions can emerge.

This report focuses on the risks that a lack of nuclear restraint pose for international security. On the one hand, the problem has to do with uncertainty regarding the first use of nuclear weapons, which has increased in recent years as a result of technological developments, political tensions, and the deadlock in nuclear arms control. On the other hand, there is a longer-term trend of a lowering nuclear threshold in response to WMD proliferation threats by non-nuclear weapon states. After identifying some of the most problematic aspects of the current nuclear policies of the five nuclear weapon states (NWS), the report makes the case for greater restraint, including recommendations for reducing doctrinal ambiguity and more credible assurances that the threshold for nuclear weapon use remains high. The report also seeks to provide conceptual tools for a broad international dialogue on nuclear doctrines, based on a recent agreement by the NWS to pursue such dialogue in the 1968 Treaty on the NonProliferation of Nuclear Weapons (Non-Proliferation Treaty, NPT) context.

The United States and the international community have been relatively successful at preventing the spread of nuclear weapons, but there are new reasons to question whether this track record will last into the future. Working with partners, the United States has steadily built a framework of disincentives and barriers to prevent proliferation. These include: 1) international treaties and agreements that have erected legal, political, and normative barriers to the bomb; 2) U.S. security commitments to allies that dampen their own perceived need for nuclear weapons; and, 3) a set of tough penalties (e.g., sanctions) for those who get caught trying to build the bomb. In other words, the barriers to entry to the nuclear club are high, and those countries that want the ultimate weapon need to be willing to accept significant risks. This helps explain why, although many countries have explored or pursued nuclear weapons, only nine states have them today. But several trends are eroding the foundation on which this formidable set of barriers rests. These trends are rooted in, and being shaped by, changes to the nature and structure of the international system: namely, the decline of U.S. influence and its gradual withdrawal from the international order that it helped create and lead for more than 70 years, and the concurrent rise of a more competitive security environment, particularly among great powers. These trends (detailed below) will have three broad implications for proliferation and U.S. policy. First, they stand to increase pressures on countries to seek nuclear weapons or related capabilities as a hedge. Second, they will almost certainly challenge the U.S. ability to effectively wield the traditional “carrots and sticks” of nonproliferation and counterproliferation policy and dilute the effectiveness of those tools. Finally, they could increasingly pit U.S. nonproliferation goals against other policy objectives, forcing harder tradeoffs.

The volume of international transfers of major arms in 2016–20 was 0.5 per cent lower than in 2011–15 and 12 per cent higher than in 2006–10. The five largest arms exporters in 2016–20 were the United States, Russia, France, Germany and China. The five largest arms importers were Saudi Arabia, India, Egypt, Australia and China. Between 2011–15 and 2016–20 there were increases in arms transfers to the Middle East and to Europe, while there were decreases in the transfers to Africa, the Americas, and Asia and Oceania. From 15 March 2021 SIPRI’s open-access Arms Transfers Database includes updated data on transfers of major arms for 1950–2020, which replaces all previous data on arms transfers published by SIPRI. Based on the new data, this Fact Sheet presents global trends in arms exports and arms imports, and highlights selected issues related to transfers of major arms.

Arms companies have a presence that reaches far beyond the countries in which they are headquartered. This is the result of the international­ization of the arms industry. This paper uses a new data set to examine the results of this internationalization in terms of the international presence of major arms companies. It presents a mapping comprising 400 foreign entities linked to the world’s largest arms companies. The mapping shows that the international presence of major arms companies continues to be influenced by geopolitical divisions and ties, and generally mirrors the geographical locations of the world’s biggest arms import markets. It also reveals that the international presence of major Chinese arms companies and the one Russian company included in the study remains limited.

Sound and timely gender-relevant data is key for adequately and comprehensively addressing armed violence. Global databases have the potential to highlight relevant gendered dynamics, but currently lack crucial information related to the sex and gender of victims as well as the context of the violent events monitored. Gender Counts: Assessing Global Armed Violence Datasets, a Briefing Paper from the Small Arms Survey, highlights these knowledge gaps and indicates ways towards filling them. Reviewing global, regional, and national datasets on lethal violence—including on homicides, and conflict-related fatalities—the study finds that gender relevance of the available data across the board is still low. However, recent developments in the 'Data Revolution' connected to efforts to implement the 2030 Agenda have demonstrated that it is possible to move in the direction of better data on the gendered dimensions of violence. Increasing political support and civil society commitments have started producing more gender-relevant data for a range of related lethal violence, small arms, and gender indicators. The study therefore sees room for optimism, and data for gender analyses will likely be more inclusive and gender-relevant in the near future.

Even though the volumes of arms exported by emerging suppliers are lower than those of the established exporters, they can nonetheless have a direct impact on international and regional security. The diversification in global arms transfers caused by the emergence of new suppliers therefore deserves scrutiny. Brazil, South Korea, Turkey and the United Arab Emirates are examples of emerging suppliers. Despite a continuous reliance on foreign technologies, they have managed to establish themselves in several niche categories of armaments or, in the case of South Korea, to widen the types of arms that they export. Exports of these emerging suppliers tend to go primarily to Africa, Asia and the Middle East, where most active armed conflicts are located, and also to Latin America. However, the drivers of the four countries’ arms exports differ: some have supplied with the intent to gain political influence, while others have primarily focused on the economic benefits.

In the next decade, it is all too likely that the past success of the Non-Proliferation Treaty (NPT) in preventing the further spread of nuclear weapons among the world’s nations will be reversed. Three trends make more proliferation likely. First is the decay of nuclear taboos. Second, and arguably worse, is renewed vertical proliferation—the increase in size and sophistication of nuclear arsenals by states that already have them. Third, the technical information to fuel nuclear breakouts and ramp-ups is more available now than in the past. These trends toward increased proliferation are not yet facts. The author describes three steps the international community could take to save the NPT: making further withdrawals from the NPT unattractive; clamping down on the uneconomical stockpiling and civilian use of nuclear weapons materials (plutonium and highly enriched uranium); and giving real meaning to efforts to limit the threats that existing nuclear weapons pose.

According to the authors of the declaration, the implementation could contribute to averting the dangerous development of the security situation and to the gradual realization of the generally supported vision of creating a world without nuclear weapons. Due to the global pandemic caused by COVID-19, the 10th NPT Review Conference was postponed indefinitely.

Collaborative efforts to build a new arms-control architecture are urgently needed following the demise of the Intermediate-Range Nuclear Forces Treaty (INF Treaty) – especially in the Asia-Pacific, where arms-racing pressures are unbridled. High-level discussions within the Trump administration on deploying previously prohibited ground-based INF-range (500–5,500 kilometres) missiles in the Asia-Pacific could hamper progress; rather than convincing Beijing to engage in (as-yet-unspecified) trilateral arms-control negotiations, they could increase strategic risks, strain relations between the United States and its allies in the region (Australia, Japan and South Korea) and encourage closer Sino–Russian military cooperation. Efforts to create arms-control momentum are welcome, but to be politically viable, new initiatives need to be fair, equitable and underpinned by strategic empathy, reciprocity and mutual restraint. A more constructive approach would see the US and its Asia-Pacific allies using their combined diplomatic capital to push for a formal regional arms-control dialogue, which could initially focus on confidence building and strategic-risk reduction, and over the longer term help lay the foundations for a new arms-control regime.

The Russell-Einstein Manifesto warned that nuclear weapons pose a threat to the survival of the human species and called for major efforts to address and contain nuclear dangers. One of the consequences of the Manifesto was the holding of the first Pugwash conference in 1957. The origins and goals of Pugwash are contained in the Russell-Einstein Manifesto: to highlight the dangers of nuclear weapons, to call for the elimination of nuclear weapons, and to promote peaceful resolution of conflicts. Today, July 9, 2020, is the 65th anniversary of the Russell-Einstein Manifesto. We ask, how is the situation now, 65 years later?

Many consider the Reagan-Gorbachev prin- ciple that “nuclear war cannot be won and must never be fought” (Joint Soviet-United States Statement 1985) to be the clarion call for arms control. With this, US and Soviet leaders put words to the fundamental under- standing that arms control was sacrosanct in the context of other, unrelated issues in inter- national security. In 2020, we live in a different reality where arms control by some experts has been reduced to “nuclear identity politics” (Ford 2020) while others claim that it is “practical- ly exhausted” (Yermakov 2020). Disconcert- ing as these sentiments may be, they contain a kernel of truth. Arms control in 2020 is still oriented to realities of the past. But if the arms race spirals into full force, it is humans who will be the losers. Hence, it is unhelp- ful to dismiss arms control as an obsolete manifestation of Cold War nightmares. But it is time for an update to address new global challenges, in particular quickly evolving geo- political realities and emerging technologies. Furthermore, the silos in the debate on arms control need to be overcome.

As a consequence of the attractiveness of the use of drones – for obvious reasons of cost and pilot safety – the international market in armed drones is booming, creating risks of widespread proliferation, especially to non-state actors or states known for their lack of respect for the laws of warfare.This paper analyses these proliferation risks and formulates recommendations on how to mitigate them. Starting in the late 20th century, the growth of guided-missile technologyled the international community to draw up political and legal rules in order to control the export of such sensitive equipment – subsequently including UAVs – to countries where the risk of uncontrolled and/or illicit proliferation and use is the highest. The first such attempt was the Missile Technology Control Regime (MTCR), which was established in 1987 to harmonise policies for the export of missiles and related technology and has been gradually extended to cover UAVs. The second regime was a voluntary transparency measure, the United Nations Register of Conventional Arms (UNROCA), established in 1991, to which UN member states are encouraged to report their exports and imports of conventional arms, including UAVs. The third was the Wassenaar Arrangement, launched in 1996 as a multilateral export control regime for conventional and dual-use goods and technologies, to which UAVs were added. The most recent initiative is the ATT, which entered into force in 2014 and regulates transfers of conventional arms, including certain categories of UAVs. As we will see in section 2, however, these regimes are far from being universal and all have limitations that make it difficult to impose constraints on UAV exports.

This Geneva Paper shows that ATT states parties generally implement the ATT’s prohibitions set forth in Article 6 through national laws and policies. This paper also demonstrates that exporting states implement the ATT’s obligations regarding export assessment contained in Article 7 in many different ways. While the spectrum of how exporting states parties consider an arms exports’ potential effect on peace and security is very broad, their national frameworks contain similar or nearly identical export criteria on assessing the risk of arms being used for serious violations of international humanitarian law and international human rights law. Few states parties have national export criteria regarding terrorism, transnational organized crime and gender-based violence. States also consider national criteria other than those specified in Article 7 before authorizing arms exports, including positive consequences of arms exports. Finally, states parties’ national frameworks mostly do not define clear thresholds for denying arms exports. Given this divergence in states party implementation, in addition to a remaining lack of clarity on how states apply the ATT provisions in practice, this paper recommends reinforcing dialogue on ATT implementation. This could lead to better understanding and implementation guidance that strengthens the emergence of common standards and improves the quality of national export assessments. To increase states parties’ knowledge on risks to be avoided, institutionalizing cooperation with human rights bodies and establishing an ATT internal information exchange mechanism is also recommended.

The Arms Trade Treaty and the Wassenaar Arrangement both seek to address the challenge posed by unconstrained transfer of conventional arms but differ in structure and approach. There are opportunities for synergies furthering the regimes’ common purpose. States members to both regimes can accentuate and interweave the strengths of the Arms Trade Treaty and the Wassenaar Arrangement. Transferring cutting-edge standards on export controls from the Wassenaar Arrangement to the Arms Trade Treaty would bolster the Arms Trade Treaty and foster global harmonization between exporting and importing countries. Political momentum on certain issues within the Arms Trade Treaty process may benefit the Wassenaar Arrangement’s further development. A derivative of the Wassenaar Arrangement’s regular ‘General Information Exchange’ on regions, transfers, and risky actors could be institutionalized within an Arms Trade Treaty working group. Sharing within the Wassenaar Arrangement information, concerns and practical challenges of states parties to the Arms Trade Treaty could make the Wassenaar Arrangement’s work more effective. Coordinating both regimes’ outreach activities, mentioning each other’s work and using each other’s documents for capacity building could mainstream arms transfer controls, prevent perceptions of conflicting standards as well as enable efficiencies regarding national efforts for compliance with international standards.

Technological advances in the biological sciences have long presented a challenge to efforts to maintain biosecurity and prevent the proliferation of biological weapons. The convergence of developments in biotechnology with other, emerging technologies such as additive manufacturing, artificial intelligence and robotics has increased the possibilities for the development and use of biological weapons. This report, written by SIPRI experts on technology and arms control, provides a nuanced picture of the risks and challenges posed by this convergence. It analyses the extent to which concerns arising from new technological developments can be dealt with through existing governance mechanisms. This report details efforts to improve weapons and ammunition management in non-United Nations (UN) peace operations in order to enhance force protection and mandate implementation. More than 25 organizations apart from the UN have deployed more than 100 peace operations to date. These non-UN organizations face the same challenges as the UN in securing their contingent-owned equipment (COE) and the lethal materiel they recover. Non-UN peace operations may even be more vulnerable to these challenges than UN operations. Thousands of small arms and light weapons as well as millions of rounds of ammunition have been lost in recent years as a result of attacks on fixed sites, patrols, and convoy movements. Forced abandonment of COE, burglary, theft, corruption, as well as poor discipline and practices also contribute to diversion of materiel. Beyond Blue Helmets: Promoting Weapons and Ammunition Management in Non-UN Peace Operations focuses on defining key terms, identifying the actors undertaking non-UN peacekeeping operations, and analyzing the challenges they face as well as the control measures that exist to mitigate the risks and reduce the loss of arms and ammunition. The report also highlights efforts some of these actors are presently undertaking to develop more effective checks and balances to enhance weapons and ammunition management (WAM) practices in peace operations, and suggests additional measures that could be undertaken towards these ends.

From 19-22 November 2019 Pugwash President Sergio Duarte attended the opening of general debate of the conference convened in accordance with General Assembly decision A/73/546, entitled “Convening a conference on the establishment of a Middle East zone free of nuclear weapons and other weapons of mass destruction”. A decision had been taken by the President of the Conference, Ambassador Bahous of Jordan, and participating States to allow invited NGOs to participate as observers through the opening sessions. The First Session of the Conference was convened by the UN Secretary General pursuant to Resolution 73/546. Amb. Sima Bahous of Jordan was elected President. 23 States from the region participated, plus four NWS invited as observers. It was agreed to proceed by consensus on both procedural and substantive issues, pending final agreement on the rules of procedure, which will be considered in the intersessional period. The thematic debate centered on principles and objectives, general obligations on nuclear weapons and other WMD, peaceful uses, international cooperation, institutional arrangements and other aspects. Representatives of existing NW Free Zones will be invited prior to the Second Session to share good practices and lessons learned. The Conference adopted a Political Declaration and a Report. The next Session will be held in New York from 16 to 20 November 2020. The Declaration stated the belief of participating States that a verifiable ME Zone free of Nuclear Weapons and other WMD would greatly enhance regional and international peace and security and stated further their intent to pursue in an open and inclusive manner the elaboration of a legally binding treaty on the basis of arrangements freely arrived at by the States of the region. In that spirit, the Conference extended an open-ended invitation to all those States to support the Declaration and join in the process. Participating States also undertook to follow-up on the Declaration and on the outcomes of the Conference.
