801. A Review of Multilateral Development Banks’ Investments in Childcare

Abstract:
The COVID-19 pandemic has led to an unprecedented increase in unpaid care work all over the world, causing women to leave the workforce, reversing decades of progress on gender equality, and resulting in increased focus and empathy around the global childcare crisis. Recognizing a gap in the evidence regarding multilateral development banks’ current (and historical) investments in childcare solutions, in this paper we seek to establish a baseline, exploring the extent to which MDBs have invested in childcare over time, across geographies, and through various sectors and activities. Using project data from eight multilateral development banks’ project databases, we compiled all projects with a childcare component from 2000 to June 2021. Our analysis explores best practices across institutions, identifies gaps and areas for improvement, and makes recommendations for how MDBs can increase and improve investments in childcare.

Abstract:
The international humanitarian system provides a global public service but is financed on a voluntary basis. The way official donor funding is mobilised and allocated is unpredictable and haphazard, reducing efficiency and effectiveness. Donors should overcome the collective action problem that is inhibiting change and reach a critical mass of finance delivered through collective mechanisms. This paper outlines the case for - and obstacles against – change. It suggests three ways to make some progress: a multi-year common replenishment model for protracted and predictable crises; rebalancing country-level pooled mechanisms; and aligning core funding to agencies with agreed core functions.

The humanitarian system has undergone three series of reforms over the past couple of decades, with mixed results. Multilateral agencies play a central role in the system. Faced with the prospect of growing humanitarian needs as a result of conflict, climate change and pandemics, the elusive quest to improve their performance continues. Yet while donors agree on the benefits of a strong multilateral system to respond to humanitarian crises, they diverge when it comes to measuring performance and providing financial incentives. A political economy defined by co-dependence and information asymmetry complicates the picture. Donors should unbundle their funding of different multilateral functions and measure their performance accordingly. Commonly agreed core functions and capacities should be supported by a greater proportion of core rather than earmarked funding. Performance of these core functions should be measured using multi-donor assessments and functional reviews. Independent measurement of outcomes should be linked to pooled mechanisms that would channel a significantly greater proportion of funding earmarked to specific crises.

806. A Path to Resiliency: Mitigating the Impacts of COVID-19 on Essential Medicines Supply Chains

Abstract:
COVID-19 has put a spotlight on health product supply chains, highlighting the challenges in multiple steps in the global supply chain. This paper seeks to understand the impact of COVID-19 on the supply chain of a subset of essential medicines. It identifies the main categories of blockages in the global supply chain created by COVID-19, then uses data on trade flows, wholesalers, and pharma companies, and from surveys, to track the impact. There was significant short-term disruption to manufacturing caused by COVID-19. Surveys, pharmacy, and export data indicate that COVID-related disruptions impacted the supply of essential medicines, but this varied greatly by markets and product. The paper highlights that (1) data-driven approaches should be considered to make supply chains more robust, (2) solutions must account for the political and institutional landscape, (3) price surges benefit the wealthiest, and (4) local solutions are often needed to manage global shocks. More research is needed, particularly into how to obtain granular data to track supply shocks in real time? How do we increase surge capacity? Is it possible to improve procurement practices through pooled procurement, where applicable? And can pharmaceutical production be diversified, with products produced regionally to limit the risk of disruption?

807. Ethical Recruitment of Health Workers: Using Bilateral Cooperation to Fulfill the World Health Organization’s Global Code of Practice

Abstract:
In a bid to better manage the increasing migration of health workers, in 2010 the World Health Organization (WHO) adopted its Global Code of Practice on the International Recruitment of Health Personnel. The Code has been misinterpreted by many as banning all recruitment from the 57 countries it deemed to have a “critical shortage” of health workers. But that is neither what the WHO intended, nor what the Code says. Recruitment from these countries was always allowed, even encouraged, as long as it was conducted under a mutually beneficial government-to-government agreement. In this policy paper, we outline how the WHO defined a “critical shortage” of health workers, both for the original Code and for its newly published Health Workforce Support and Safeguards List. The paper then goes onto explore how countries of migrant destination and origin can (and should) design ethical and sustainable health worker migration partnerships that fulfil the requirements of the Code.

Abstract:
The Quality of Official Development Assistance (QuODA) measures and compares providers of official development assistance (ODA) on quantitative indicators that matter most to development effectiveness and quality. It aims to encourage improvements to the quality of ODA by highlighting and assessing providers’ performance. QuODA considers the agency-level measures and characteristics in areas that evidence suggest matters to development and where providers have made commitments. It is a dashboard of key indicators rather than a full assessment of how effective ODA has been, which depends on a wider set of actors and factors. This is the fifth edition of QuODA; it has been substantially revised since the last iteration. The indicators are based on the evidence of what matters to ODA impact and the principles agreed by 161 counties following a series of international meetings leading up to Busan in 2011 and taken forward by the Global Partnership for Effective Development Cooperation.

We look at available sources to ask (i) Where is data available on employment and wages allowing for comparisons between women and men, and the public and private sectors? (ii) How do women’s employment, compensation, and seniority compare with men’s in the public and private sectors? (iii) How do gender gaps vary by countries’ income level, education levels, and other factors? What are the policy implications of the data we analyze? (iv) Which countries’ efforts can be modeled by others, and how else can global gender gaps in employment and compensation be narrowed? We suggest the Open Government Partnership as a promising platform through which governments can commit to increased transparency around disaggregated employment and wage data, in turn improving policy decision-making aimed at closing gender gaps (or those rooted in other forms of inequality and discrimination).

Recognizing that the dialogue to date has largely emphasized challenges facing women and girls in high-income settings, our analysis centers on women and girls in low- and middle-income countries. In this policy brief, we summarize the findings of a CGD working paper, Addressing the COVID-19 Crisis’s Indirect Health Impacts for Women and Girls. We examine how the pandemic is affecting women’s and girl’s health, including their sexual and reproductive health; some of the ways national governments and donor institutions have sought to maintain the provision of essential health services; and existing gaps, opportunities, and promising strategies donors and governments should pursue to address indirect harms to women’s and girl’s health during and beyond the COVID-19 crisis.

Specifically, we examine the impact of the COVID-19 global recession on women’s work and employment in low- and middle-income countries, including entrepreneurship, wage and salaried work, work in subsistence and commercial agriculture, and unpaid housework and care work.

We explore the role of social protection, with an emphasis on social assistance policies and programs, in addressing increasing poverty, food insecurity, unpaid care work, and gender-based violence—all exacerbated by the onset of the crisis and associated containment measures. We document these trends and how they disproportionately impact women and girls, as well as the extent to which governments and donors are integrating a gender lens into their social protection efforts and make recommendations to ensure that future efforts effectively reach and benefit women and girls.

Abstract:
This paper explores how development agencies are integrating climate action into development portfolios in response to calls to scale-up climate engagements in alignment with both the Sustainable Development Goals and the Paris Agreement. Using data compiled on all 30 members of the Organisation for Economic Co-operation and Development’s Development Assistance Committee (OECD-DAC), this paper maps and analyzes trends in both the scale and usage of official development assistance allocated to support climate activities and the tools and approaches used to integrate climate across development activities. This paper shows that while climate has become a key priority for development agencies, there remains scope for deepening integration by improving monitoring and reporting of climate and development results, integrating climate considerations across the life cycle of projects, and searching for complementarities across agencies.

Abstract:
As social science has grown more sophisticated, so has its awareness of its own methodological shortcomings. Many of the leading journals publish extensively (sometimes, exclusively) on new devices to circumvent these difficulties. At least some social scientists, though, seem aware that they will never devise mathematical tools capable of overcoming certain ceilings on their knowledge. There is an increasing demand for other ways to ask and answer questions. As the social sciences knock vainly against these ceilings—and as they dwindle into increasing policy irrelevance—more humanistic scholars recommend a return to history. This remedy, though, is incomplete. The old saw that “those who do not learn from history are doomed to repeat it” has hidden history’s most difficult problem: its lessons are not obvious. History is too contingent, and its cases too few, for the states-man to derive general lessons with any confidence. The statesman must learn from it, but what he must learn is not often clear.

Abstract:
Carbon removal, which involves capturing carbon dioxide (CO2) from the atmosphere and sequestering it, can help us meet the goals of the Paris Agreement. The key question is not just how to make large-scale carbon removal operational, but how to make it sustainable. Sustainable practices balance environmental, social, and economic goals. Sustainable carbon removal balances those goals in order to meet the needs of the future without compromising the ability of current generations to meet their own needs. To operationalize this idea, we need to ask two questions: How should we measure the environmental, social, and economic impacts of carbon? How should we decide when carbon removal strikes the right balance between future and present needs? Analyzing carbon removal at different levels can illuminate environmental, social, and economic risks and opportunities. Levels of analysis range from broad technological categories, like reforestation, to specific projects, like Climeworks’ Orca direct air capture project in Iceland. Most analyses have focused on broad technological categories, but more fine-grained analyses are crucial for delivering actionable advice. Finding metrics for environmental, social, and economic impacts is vital for quantifying positive and negative impacts and comparing approaches. One possibility is to use the indicators for the UN’s Sustainable Development Goals, which are politically negotiated, internationally accepted metrics of environmental, social, and economic sustainability. Determining which approaches are most sustainable requires balancing different positive and negative impacts that may not be easily comparable. There are several ways to do this, ranging from intuitive judgments to multicriteria decision analysis, although any decisions about which approaches are most sustainable are ultimately political decisions. In summary, to develop sustainable carbon removal, we need to identify sustainability metrics, such as the indicators behind the Sustainable Development Goals; apply those metrics at different levels of analysis; and develop strategies for determining which approaches strike the right balance between environmental, social, and economic goals.

Abstract:
Who is the ‘self’ in self-determination? Feminist scholars and activists have long noted that, when self-determination means primarily non-interference in the internal affairs of a governing body, practices and traditions through which men dominate women can flourish. In order to fully realize the promise of the concept of self-determination, it is therefore best understood in both collective and individual forms. Women across the world have long sought to influence and shape the nature of their own lives, with a gendered understanding of power and how hierarchies of power are not only created and maintained, and perpetuate inequalities, but also how they can potentially be reorganized and remade. In this spirit, the research agenda and related activities of the Liechtenstein Institute on Self-Determination at Princeton University’s Project on Gender in the Global Community (GGC) uses gender as a primary lens for analysis and starting point for broader dialogues about sustainable development, state building, economic and political participation, negotiation and mediation, peace, and security. The GGC Student Fellows Program, inaugurated during the 2017-18 academic year, has been an integral complement to this work. Building on student interest in the GGC project and modeled on the successful student fellows program organized as part of LISD’s Project on Religion, Diplomacy and International Relations (PORDIR), a dedicated student cohort of Princeton students ranging from first-year undergraduates to Ph.D. candidates and postdocs, were selected through a competitive application process. Over the course of the 2019-20 fellowship year, GGC fellows pursued independent, academically rigorous research, a sampling of which is presented in this publication. In December 2019, they presented their projects alongside peers from Columbia University’s School of International and Public Affairs during a joint student research day. The papers in this volume include the written output of this independent work, which represents a variety of disciplines and methodologies and reflect the range of work undertaken by GGC students throughout the year.

Abstract:
The relationship between the United Nations Security Council and Non- Governmental Organizations has scarcely been considered in scholarship on international security. This lack of academic interest contrasts with accounts on the engagement of NGOs in the production and advancement of UNSC discussions on women and children. By drawing on international relations and social movements’ theoretical contributions, the paper traces NGOs’ strategies to participate in UNSC thematic debates. By looking at the actions of the Watchlist on Children and Armed Conflict and the NGO Working Group on Women, Peace, and Security, the analysis finds that NGOs have built coalitions among themselves and maintained networks with friendly countries and UN specialized agencies to capitalize on favorable political and institutional opportunities and expand the access to the security sector.

Abstract:
Power asymmetries offer a lens for understanding the reshaping of corporate strategies in the mining sector during the pandemic. Using a heterodox international political economy perspective, the first section of the article argues that regulatory frameworks are both the expression of structural power relations and a key instrument contributing to their reproduction. The second illustrates this by focusing on companies’ attempts to renegotiate fiscal concessions and keep mines open during the pandemic. The third examines how corporate actors have become directly involved in the delivery of health services and longer-term implications of such involvement. The conclusion identifies further research areas.

Geo-economics mostly fall into the realist paradigm of International Relations since it is understood as the use of economic means under strategic military logic as principal instruments of statecraft. However, geo-economics is neither caused by states alone nor driven by multipolar rivalry solely. Instead, geo-economics requires a framework of study which considers that there are countless links of interdependence in the global economy that must be taken into consideration to explain state behaviour. Institutional liberalism provides geo-economics theoretical grounds to maintain cooperation and responsibility as central components of geo-economics.

Abstract:
The global monetary system since the Industrial Revolution in two periods had two periods. First, a period with Britain as the great economic and political power and the Pound Sterling as the most important international currency and second, the United States as the leading economy and a dollar-based international scenario. The relation between goods, money, and foreign exchange markets is important to understand patterns in terms of exchange rate and currency internationalization. Therefore, the Crowther balance of payments cycles may be important to identify these patterns and to serve as a standard of reference to investigate shifts in exchange rate, and their consequences on balance of payments movements. Since 1978, China has emerged as a strong candidate to assume protagonist in the global monetary system, displaying high and stable economic growth. This paper aims to investigate the necessary conditions for China to internationalize the Renminbi, local currency, and to infer its status in that progress.

Abstract:
The sea/maritime domain is a critical frontier of human exploration and exploitation for food production, transportation, commerce, research, communication, mining, defence, security, power projection and prestige in international system. These made it a frontier of strategic cooperation, competition and conflict. Consequently, the sea has been militarised by littoral states, which have led to the rise of naval powers, across time and space. Naval power is strategically relevant in defence, security and power projection, as evident in its roles in warfare, deterrence, policing, and diplomacy across history. This is even more pronounced during the golden age of naval power, when the roles of the navy were decisive in outcomes of war, territorial defence and conquest, empire building and maintenance, bargaining, industrialisation, commerce and global policing. Abstract:
This paper proposes a model to support the decision to choose which multilateral export control regime of defense products and sensitive technologies in which Brazil does not yet participate, namely, Wassenaar Arrangement, Australia Group and Zangger Committee, should be prioritized for adhesion. For the development of this model, the Analytic Hierarchy Process (AHP) method was used, considered adequate for solving problems where criteria are qualitative and decisions tend to be based on personal experiences. The hierarchical structure of the problem used seven criteria (Country Legislation, Regulatory System, Licensing Structure, Enforcement Capacity, International Cooperation, Costs of Adhesion and Benefits for the Defense Industrial Base) to compare the three mentioned agreements. A questionnaire was set up and specialists related to National Defense were selected to answer them, after which their answers were collected, standardized, processed and analyzed. At the end, the agreements were ordered by preference to support decision making, illustrating the application of the proposed model.

Since 2014, Sweden, Canada, France, Luxembourg, Mexico and Spain have adopted and declared feminist foreign policies (FFPs) and/or feminist international assistance policies (FIAPs). In doing so, all six countries are embedding gender equality as the central purpose and key goals of their foreign policy commitments. Abstract:
This paper studies the political economy of local politicians' neighborhoods. We use detailed population-wide data on the location of politicians’ and citizens' homes and their socioeconomic traits. We combine this information with neighborhood-level data on building permits and proposals to close schools. A descriptive analysis uncovers that politicians live in neighborhoods with more socio-economically advantaged people and more of their own party’s voters. Next, we analyze whether having politicians in a neighborhood reduces the likelihood that local public "bads'' are placed there. This analysis compares home neighborhoods for politicians with different degrees of political power (ruling majority or opposition) and where power was won in a close election. We find negative effects on approved building permits for multifamily homes and proposals to close schools. This result is most likely explained by undue favoritism. We conclude that local politicians live in advantaged neighborhoods that they shield from local public bads.

One year since the official start of the pandemic in March 2020, COVID-19 has killed more than two million people and brought at least half the earth’s population under lockdown (New York Times, 11 March 2021; New York Times, 3 April 2020). The health crisis has had major impacts on worldwide conflict and disorder patterns, contributing to an overall decrease in political violence levels last year even as it fueled an increase in demonstration activity. And while the pandemic’s effects have been global in scale, they have not been felt equally across conflict contexts: although violence declined on the aggregate level, it rose in nearly half the world’s countries. As vaccine distribution accelerates and countries relax public health restrictions, conflict levels are expected to increase throughout 2021(for more, see ACLED’s special report: Ten Conflicts to Worry About in 2021). Last year, ACLED expanded data collection to Latin America and the Caribbean, East Asia, the United States, and all of Europe, achieving near global coverage. Our 2020 annual report reviews the past 12 months of data on political violence and demonstration activity around the world.

841. Geopolitics of the World’s Forests: Strategies for Tackling Deforestation

Deforestation continues at a worrying pace worldwide, except in temperate and boreal countries. It is caused by the race for land, underpinned by population growth and rising global demand for “deforestation-prone” products. Moreover, with climate change, mega-fires are now posing unprecedented threats to forests. China has a major influence on the evolution of the world’s forests through its trade and investment in infrastructures for the Belt and Road Initiative. The country has stopped the exploitation of its natural forests, but it is using imports to meet its huge timber needs, while its demand for agricultural products carrying risks of deforestation is also growing, such as soybeans and palm oil. In Africa and Southeast Asia, large European forestry firms are in retreat, given the expansion of Asian firms (from Malaysia, China, and Vietnam), and agribusiness firms are gaining influence everywhere. Major reforestation operations are, at best, of limited effectiveness when they are not accompanied by the recognition of land rights, and when they lead to monoculture plantations with fast-growing tree species. By contrast, independent certifications appear to be essential tools for forest management and ensuring zero-deforestation production. Finally, the United Nations’ REDD+ mechanism pays countries that reduce emissions from deforestation and forest degradation, or that increase their carbon stocks through plantations. Yet, REDD+ is criticized because it relies on reference scenarios: the anticipated emissions paths presented by the countries themselves. Moreover, it always faces the problem of the “non-permanence” of carbon storage in forests or plantations that may burn or simply die. At the same time, companies’ growing concerns to offset some of their emissions has generated strong demand for carbon credits from forest projects. Hundreds of “REDD+ projects” have emerged, relying on specific certifications to support the issuance of carbon credits in “voluntary markets.” This entails risks of double-counting emission reductions at the national level. Moreover, the uncertain additionality and the risks of “leakage” (shifting deforestation pressures elsewhere) cast doubt on the environmental integrity of these private initiatives. Finally, the success of “REDD+ projects” remains conditional on taking into account the problems of land security of rural inhabitants, a key factor in reforestation, and in their access to land. While institutionalized consensuses continue to pile up, there is in fact an urgent need to reconsider existing instruments, taking into account systemic and political economy questions which are too often ignored. The 15th meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) is scheduled to take place in China in October 2021, and needs to participate in the necessary leap forward on global forest governance: The principle of “results-based payment” (RBP) should be complemented by broad support for the investments needed to “produce” these results. It should only retain the coherence of public policies that have real potential impacts on forests as an essential criterion for assessing results. The demand for products linked to deforestation must be strictly controlled. Governments should review trade agreements with countries that encourage land-forest conversion and include measures to tackle deforestation that are legally binding. Imports of products involved in illegal deforestation must be banned, and tariffs must favor products certified as involving zero deforestation. Developing countries should be helped to implement incentive-based environmental taxation to support agricultural production based on zero-deforestation and sustainable forests. Fiscally neutral bonus-malus systems could favor traced and certified production and penalize production whose origin is uncertain and presumably unsustainable. A common agenda for food security, tackling deforestation and restoring degraded natural ecosystems needs to be built with developing countries. Ecological intensification through peasant-farmer agroecology, crop-livestock associations and agroforestry should become priorities. Necessary investments could be channeled through programs of payments for ecosystem services (PES). Finally, the forest concession regimes must evolve to include the recognition of overlapping rights, the commercial management of new resources and the sharing of profits.

For all the long-term benefits of urgently addressing climate change, economic policymakers must plan for a challenging transition to carbon neutrality. Pretending that the costs will be trivial is dangerous. Estimates by the Intergovernmental Panel on Climate Change of the United Nations indicate that emergency action is indispensable to limit catastrophic climate disruption. Because of the magnitude of the efforts involved and the pace of the transformation implied, the accelerated transition to a carbon-neutral economy is bound to have serious, immediate economic implications, warns Pisani-Ferry. Some equipment will lose economic value. Some plants will have to close. Employees will have to be reallocated to other occupations. Investment will have to increase, to repair or rebuild infrastructure and the capital stock. He argues that so far policymakers have not addressed these implications in a systematic manner. It is high time policymakers realize that climate policy is also macroeconomic policy and design transition strategies now.

As the US economy rebounds amid elevated inflationary pressures and Europe grows at a rapid clip, an uneven global rebound looms. Although emerging-market and developing economies (EMDEs) generally retain good access to global capital markets for now, their relatively slow pace of COVID-19 vaccination will continue to hamper their economic recoveries and strain their public finances—already stretched owing to the fiscal pressures of the pandemic over the past year and a half. Higher interest rates in the rich countries, particularly the United States, could tip EMDEs into liquidity and even solvency crises. The likelihood of crises is higher if advanced-economy central banks move abruptly, surprising markets. Global policymakers should prepare now by enhancing mechanisms for providing liquidity to EMDEs and, in cases of insolvency, for restructuring their sovereign debts. Perhaps even more important, the scope for uneven recovery can be limited if rich countries make an all-out effort to deliver vaccines globally and enhance less prosperous countries’ infrastructures for getting shots into arms.

Rapidly expanding digital flows have significantly contributed to world economic growth. The exponential expansion of digital flows since 2005 has partially compensated for lethargic growth in global conventional trade and foreign direct investment flows. COVID-19 accelerated the digital revolution in 2020, as businesses and consumers increasingly “went digital” in everything from online education and work to shopping. Many countries, particularly the United States, have enormous commercial and cultural interests in preserving the freedom of cross-border digital traffic. Strong international agreements can keep digital highways open, but agreements reached so far do too little to discipline government practices that threaten to restrict digital flows, allowing ample room for ideological and protectionist obstacles. A new and better agreement is necessary to safeguard the growth of digital flows.

The success of countries in the Organization for Economic Cooperation and Development (OECD) in controlling the COVID-19 pandemic has varied greatly. Explanations for the differences fall into four broad categories: political/economic, cultural/social, demographic/geographic, and policy-oriented. This paper uses Bayesian model averaging to assess the explanatory power of 21 potential covariates. It shows that standard political economy variables that predict greater investment in public health, such as GDP per capita and level of democracy; both general and pandemic-specific measures of government effectiveness; and demographic factors that predict increased vulnerability, such as the share of population that is elderly or obese, do not explain the differences in outcomes. The key factors appear to have been interdictability (the ability to tightly control borders and effectively restrict or monitor entrants at a limited number of entry ports), the early adoption of stronger international travel restrictions, and a female head of government.

846. How COVID-19 medical supply shortages led to extraordinary trade and industrial policy

Early in the COVID-19 pandemic, a global shortage of hospital gowns, gloves, surgical masks, and respirators caused policymakers around the world to panic. This paper examines international trade in this personal protective equipment (PPE) during the crisis, with a focus on China, the European Union, and the United States. As the pandemic first hit, China increased imports and decreased exports of PPE, removing considerable quantities of supplies from global markets. For the European Union and United States, the decrease in their imports from China was not immediately replaced by increased trade from other foreign suppliers. Early shortages led to EU and US export controls on their own, domestically produced PPE and other extraordinary policy actions, including a US effort to reserve for itself supplies manufactured in China by a US-headquartered multinational. By April 2020 China’s exports had mostly resumed, and over the rest of the year its export volumes of some products surged, more than doubling compared to pre-pandemic levels. But China’s export prices also skyrocketed and remained elevated through 2020, reflecting severe and continued shortages. This paper documents these facts. It also explores these and other government actions, such as US trade war tariffs and the emergence of US industrial policy in the form of over $1 billion of subsidies to build out its domestic PPE supply chain, as well as potential lessons for future pandemic preparedness and international policy cooperation.

Many months after COVID-19 vaccines were first authorized for public use, still limited supplies could only partially reduce the devastating loss of life and economic costs caused by the pandemic. Could additional vaccine doses have been manufactured more quickly some other way? Would alternative policy choices have made a difference? This paper provides a simple analytical framework through which to view the contours of the vaccine value chain. It then creates a new database that maps the COVID-19 vaccines of Pfizer/BioNTech, Moderna, AstraZeneca/Oxford, Johnson & Johnson, Novavax, and CureVac to the product- and location-specific manufacturing supply chains that emerged in 2020 and 2021. It describes the choppy process through which dozens of other companies at nearly 100 geographically distributed facilities came together to scale up global manufacturing. The paper catalogues major pandemic policy initiatives—such as the United States' Operation Warp Speed—that are likely to have affected the timing and formation of those vaccine supply chains. Given the data, a final section identifies further questions for researchers and policymakers.

It continues to find strong support for a Phillips curve that becomes nonlinear when inflation is "low"—which our baseline model defines as less than 3 percent. The nonlinear curve is steep when output is above potential (slack is negative) but flat when output is below potential (slack is positive) so that further increases in economic slack have little effect on inflation. This finding is consistent with evidence of downward nominal wage and price rigidity. When inflation is high, the Phillips curve is linear and relatively steep. These results are robust to placing the threshold between the high and low inflation regimes at 2, 3, or 4 percent inflation or for a threshold based on country-specific medians of inflation. In this nonlinear model, international factors play a large role in explaining headline inflation (albeit less so for core inflation), a role that has been increasing since the global financial crisis.

Abstract:
This paper estimates and tests four models of the effects of exchange rate changes on export prices. It supports the Goldberg and Knetter (1997) canonical result that exporters adjust their prices by about half of any movement in exchange rates. A new twist is that exchange rate movements against importing countries account for only three-fifths of this price adjustment, while exchange rate movements against a dominant currency account for the other two-fifths. The dominant currency is the euro in Europe and Africa and the US dollar in Asia and the Western Hemisphere. The recent claim that the dollar is the most important driver of export prices (Gopinath et al. 2020) is shown to be valid only for the smallest exporting economies. For the bulk of international trade, the extra effects of the dollar (or the euro) beyond their effects as exporter or importer currencies are relatively modest.

Abstract:
Why do new democracies comply with international human rights obligations? We analyze Paraguay’s compliance with all reparation measures requested by the Inter-American Human Rights System over the past two decades. In contrast to most studies, which focus on reparation measures ordered by a single organ in the system, our study covers all orders resulting from friendly settlements, reports published by the Inter-American Commission on Human Rights, and rulings by the Inter-American Court of Human Rights. We provide a novel classification of human rights cases, and evaluate three competing explanations for compliance: legal factors, international pressures, and domestic political will. Our analysis of 1,426 reparation-years underscores the importance of changes in political will over time.
