101. What needs to change for green funds to be truly green

Abstract:: Green investment funds are growing rapidly. However, their impact on climate change mitigation and sustainability remains unclear. Recent research has identified key shortcomings that need to be addressed in order to reduce greenwashing and make these funds truly green. Green finance is playing an ever more prominent role in recent years. Environmental, social and governance (ESG) funds, which constitute a key pillar of green finance, saw record inflows of hundreds of billions of US-dollars in recent years, primarily by retail investors. Essentially, these ‘green’ funds are integrating environmental, social and governance criteria, such as greenhouse gas emissions, labour rights and gender diversity into their investment strategy. They claim to invest less in the stocks of firms that are highly polluting or have bad governance practices, and instead buy the shares of corporations that appear to be more sustainable. In industry and policy debates, ESG funds are often cited as advancing the promotion of sustainability and helping to address climate change. However, the ESG concept, its underlying criteria, and its potential effects are highly controversial. Many critics see ESG primarily as ‘window dressing’, with no significant positive impact – either for the environment or for investors and employees.

102. Security professionals are changing how humanitarian organisations operate

Abstract:: The International Committee of the Red Cross (ICRC) created the first position solely dedicated to security in 1991, but for the next decade it was rare for humanitarian organisations to embed security professionals. After the 2003 Canal Hotel bombing in Baghdad in which the UN’s special representative in Iraq was killed, the United Nations Department of Safety and Security (UNDSS) was established. However, attacks on aid workers increased throughout the 2000s in countries such as Afghanistan, Iraq and Somalia. Humanitarian organisations invested more in their security in response to these threats, as well as changing norms around humanitarian liability. In 2015, in a landmark ruling, an aid worker successfully sued the Norwegian Refugee Council (NRC) for gross negligence. In response, donors implemented increasingly stringent insurance protocols, and the demand for humanitarian security professionals continued to grow. Today, virtually every international humanitarian organisation operating in an insecure region employs an international security professional, typically from a western military, police or private security background. Insights from long-term fieldwork with security contractors and aid workers in Sub-Saharan Africa (including Somalia, Kenya, South Sudan and Tanzania) shows that this has resulted in friction between the two groups, especially in relation to access and liability. In recent years, several developments have streng- thened the authority of security professionals over humanitarian staff. First, digital technologies have been increasingly used for information gathering, monitoring of staff and remote management. Second, as humanitarian security has become more structured and coordinated, new international organisations have emerged whose sole purpose is to provide security services to humanitarian clients. Whilst sometimes registered as non-profits, their function is not dissimilar to commercial private security companies, raising important questions about how the information they gather may be used beyond humanitarian purposes.

Abstract:: Climate change constitutes a critical challenge for subsistence rain-fed agriculture in the Global South. Increasing temperatures, irregular rainfall, and dry spells have negative, sometimes devastating, consequences for rural communities. Harvest yields diminish or fail, the planting season becomes unpredictable, and the dry season may be prolonged. While subsistence farming has always been demanding in such areas, climate change amplifies these challenges. As a result, local communities draw on a range of alternative farming methods and livelihood strategies, ranging from employing different crops to seasonal or long-term migration. Migration as an adaptation strategy, however, is widely rejected by international donors, national governments and sometimes local authorities. Rather, these actors often aim to enhance and promote local agriculture or other locally based livelihoods through in-situ adaptation projects, or adapting in place. This can be through providing (or selling) inputs to increase yields, e.g. drought resistant seeds, fertilizers or pest control; promoting new farming techniques, e.g. climate smart or conservation agriculture; or improving access to key resources, for instance water access through irrigation. Affected communities are supposed to stay where they are – in other words, deal with the challenges on the ground.

Based on survey data and select interviews with 200 SIOs from across the United States, our findings reflect the complexities of SIO responsibilities and priorities. Collected during the COVID-19 pandemic, our research focuses on strategic factors and considerations for success as SIOs navigate the path forward. We hope that the findings from our research contribute to an important and wider discussion about the SIO role on U.S. higher education campuses and its need to continue to advocate for internationalization and academic exchange.

Abstract:: The six episode Netflix series, Stateless, represents a missed opportunity to engage in vital public framing of statelessness. Rather than focusing on the lack of legal nationality, the series falsely equates statelessness with other rights issues central to migration detention. In this collaborative work between a stateless activist and an academic researcher, the authors use Stateless as a starting point for a broader conversation about words, definitions and representation. First, statelessness has partially emerged on the international human rights agenda, yet film and television attention could further foster mainstream understanding of this oft-ignored issue. Second, a critical assessment of the Stateless series highlights how it does (and mostly does not) engage with the issue of statelessness. Third, reflections and recommendations relate to why the series’ title is so problematic, what the media can learn from stateless people and what this conversation means for advocacy.

Abstract:: Proponents of barring the children of undocumented immigrants from birthright citizenship allege that the United States (‘US’) Constitution’s 14th Amendment was intended to give full citizenship to former slaves and their progeny, and not to benefit the children of foreign-born people. A real-world example that illustrates the dangers of so restricting birthright citizenship is the Dominican Republic, where legal measures have already excluded the children of out-of-status immigrants (who are mostly of Haitian ancestry) from eligibility for birthright citizenship. The effect of this has not been ethnically cleansing Haitian descendants from the Dominican Republic so much as confining them within the country as a stateless underclass of people. The Dominican case therefore shows that US opponents of birthright citizenship for the children of out-of-status non-citizens must answer to the danger that their proposal would create a legally approved hereditary underclass on US soil, more than a century after the abolition of chattel slavery.

Abstract:: Over recent years, the topic of new and emerging technologies with military applications has ignited a dynamic debate among defense officials, political leaders, diplomats, policy experts, and technical experts. This report provides an overview of the potentially destabilizing effects of several new and emerging technologies and their respective military applications. It aims to provide decision-makers with a better understanding of how to mitigate the risks and reduce the chances that a major power conflict or confrontation escalates to the nuclear level through a range of arms control and risk reduction measures. This report focuses on six significant, distinct emerging military capabilities: hypersonic weapons systems, direct offensive cyberoperations, offensive counterspace capabilities, artificial intelligence (AI)-enabled capabilities, drones, and lethal autonomous weapons systems. This report distills information and ideas from a series of workshops, involving dozens of technical and policy experts in each technology area, that the Arms Control Association conducted in 2021 and 2022. It identifies four overarching themes that highlight the greatest concerns over how the military employment of new and emerging technologies might increase the risk of nuclear weapons use. Increasing the pace of conflict. Increasing uncertainty. Reducing the human role. Incentivizing arms racing. This report identifies near-term risk mitigation measures that are likely achievable now or within the next five years: crisis communications systems, definition establishment, norms, unilateral declarations and actions, and confidence-building measures. This report also outlines long-term measures that are achievable within the next 10 years or beyond: arms control and risk reduction arrangements (e.g., treaties, agreements) that involve more than one country and are more formal than confidence-building measures, although not necessarily legally binding.

Abstract:: RESEARCH & REPORTS Increasingly in recent years, advanced military powers have begun to incorporate and rely on new kinds or new applications of advanced technologies in their arsenals, such as artificial intelligence, robotics, cyber, and hypersonics, among others. The weaponization of these technologies may potentially carry far-ranging, dangerous consequences that expand into the nuclear realm by running up the escalation ladder or by blurring the distinction between a conventional and nuclear attack. Abstract:: This policy brief examines the implications of digitalization in Fragile and Conflict-Affected Situations (FCS). Digitalization has a transformative potential but simultaneously presents distinctive challenges, particularly in FCS characterized by infrastructural limitations, weak governance, and socio-economic disparities. The OECD identifies digitalisation as one of the intensifying factors for the growing inequality between FCS and the rest of the world. However, in FCS the story extends beyond inequalities between countries to inequalities within countries which are more critical for the FCS context as inequalities exacerbate fragility and conflict. This brief highlights three points. The first point explores the dual impact of digitalization on FCS business environments. Digital tools can overcome infrastructure barriers, thereby fostering economic growth and enhancing market dynamics through increased transparency. However, digital technologies create information asymmetry, resulting in widening the gap between those who can participate in the digital economy and those who are left behind, subsequently exacerbating socio-economic inequalities, fostering exploitative working conditions, and potentially escalating instability in fragile and conflict-affected regions.The second point focuses on the labour markets, where digitalization through the online gig economy can create job opportunities and improve labour mobility. However, it can also undermine labour protection and contribute to wage disparity and issues relating to workers’ rights, accentuating inequality and exclusion, particularly in FCS. The third part investigates the role of digitalization in Communications and Information Security. Digital tools can empower communities to resist oppressive regimes but can also be exploited for surveillance and censorship, fuelling conflict and exacerbating social tensions. The brief concludes with policy recommendations aimed at integrating digital inclusion principles in FCS strategies, emphasizing equitable digital initiatives, and adopting conflict-sensitive and equitable digital policies. The recommendations underscore the need for a balanced approach to digitalization, fostering innovation while providing protection from contributing to fragility and conflict.

Abstract:: Since 2019, realisation of the Sustainable Development Goals (SDGs) has gone from patchy to off-track as a result of Covid-19, global price shocks caused by the war in Ukraine and accelerating climate change. About 100 million people were thrown back into extreme poverty and hundreds of millions more face reduced health, livelihood and income prospects for the rest of their lives. The climate change agenda also took a backseat. Long-term global effects will be profound in terms of growing migration flows, further climate degradation and, likely, more conflict, authoritarianism and populism. Putting global development back on track requires focusing on fewer priorities rather than the entire SDG agenda, namely those with the highest negative impact on developing countries: conflict, climate change and inequality. Addressing these problems primarily requires middle- and high-income countries to reduce their contribution to climate deterioration and inequality at home, and to increase their support for conflict resolution efforts elsewhere at a faster rate. While it may seem counterintuitive, the greatest development contributions that developed countries can make lie at home.

Abstract:: Based on current literature, this paper analyses the nature and effects of external pressure imposed on authoritarian regimes. Around three-quarters of all countries under United Nations, United States, and European Union sanctions are authoritarian, and “democracy sanctions” that aim at improving democratic and human rights in targeted countries constitute the biggest sanctions category. Yet, authoritarian regimes represent particularly problematic targets as they can more easily shield themselves from external pressure than their democratic counterparts can. Authoritarians have a tighter grip on the public discourse and the struggle over the meaning of sanctions. They often even use them to their own advantage, denouncing sanction senders as “imperialist” and blaming them for their economic woes. The paper presents trends in the application of sanctions pressure against authoritarian regimes, reviews mechanisms of how economic and diplomatic restrictions work, and examines authoritarian targets’ attempts to engage in pressure proofing.

115. Regulatory Convergence within Technical Barriers to Trade

Abstract:: This paper analyses how regulatory convergence in different categories of technical barriers to trade (TBTs) imposed on imports of goods in information and communications technology (ICT) globally affected the values, volumes, and unit values of imported goods during the period 1996-2019. Keywords cited in TBTs that are notified to the World Trade Organization (WTO) give an indication of the regulatory objectives behind the imposition of TBTs. MAST also classifies TBTs based on their applicability, procedural and administrative uses, factors which will also be taken into consideration in the analysis. However, objectives of TBTs may provide better insights to policymakers. TBTs are non-discriminatory measures that are imposed unilaterally on all trading partners and on domestic producers. It is not feasible to analyse unilateral TBTs in a gravity setting, as they are excluded by the introduction of country-product-time fixed effects that control for multilateral resistances. However, regulatory convergence in TBT categories is a bilateral time-varying variable that is analysed in a gravity model in this paper. The empirical results suggest that regulatory convergence between trading partners in some TBT categories stimulates import values and volumes. However, the impact is very heterogeneous across TBT objectives and classes and across ICT product categories.

Abstract:: In his classic treatise The Philosophy of Money, sociologist Georg Simmel asserts that money is “colorless” and “abstract,” a “system of numbers” that relentlessly promotes the rationalization and depersonalization of modern life.1 Simmel might be right about money, but banknotes are a different story. The banknotes of the world contain many colorful images of human beings, animals, landscapes, and other eye-catching features. What are the purposes of banknote iconography? What kinds of images best achieve those purposes? Does the art of the banknote still matter in the digital age? The answers to these questions also speak to broader issues, including the bases of social trust, the content of collective identities, and the power of visual politics. Some people think of physical cash as a relic of the old days of brick-and- mortar retail. It is true that credit and debit cards and digital means of payment are on the rise. Even the Monopoly board game no longer comes with its famous colorful paper money; instead, a voice-activated electronic “banker” processes players’ transactions and keeps track of their balances.2 Yet reports of the death of the banknote are highly exaggerated. Between 1990 and 2020 the value of cash in circulation soared worldwide from about $1 trillion to $7 trillion, and the annual rate of increase has been accelerating over time.3 The coronavirus pandemic that erupted in early 2020 caused a further spike in cash demand all over the world.4 A comprehensive study of 140 currencies found that the value of cash in circulation in 137 of those currencies rose in 2020 over the previous year while it declined in only three.5 The value of U.S. currency in circulation shot up by 16 percent during 2020, double the average increase of the previous 10 years.6 As of the end of June 2023, it stood at $2.3 trillion, or to be more precise, $2,342,265,000,000—almost 10 percent of U.S. GDP.7 In short, banknotes remain greatly in demand almost everywhere; and wherever there are banknotes, there is banknote iconography.

Abstract:: Throughout history, there have been two fundamental and interrelated debates over the creation and use of money.1 The first debate is whether money should be created by the market or the state.2 When money is created by private markets, individual currencies oper- ate in competition with each other, such that the value of any given currency is measured by its relative strength against the others. In contrast, under a system where the government has a monopoly over the supply of money, the sound- ness of the currency is ensured, if at all, by a set of institutional constraints to prevent its debasement. A second debate arises between those who believe that money should be a tool used by policymakers to achieve certain political, economic, and social ends and those who believe that money should be a neutral unit of measurement, like inches or kilograms.3 Today, central banks are tasked with mandates to achieve full employment, plug budget deficits, and spur real economic growth. The institutional challenge for governments is to decide how to balance these goals with the need for price stability. Discretion by central bankers with respect to these tradeoffs is intended to allow public officials to operate the system for the public benefit. By the same token, government discretion in the management of money creates the possibility of major failures—such as runaway inflation—if that discretion is misused.

Abstract:: The transition towards a low-carbon economy is an epoch-defining goal. However, this transition develops following traditional patterns of business that are intrinsically environmentally harmful as they rest upon profit-oriented strategies of commodifying natural resources. By taking the anthropological notion of "corporate sovereignty", this contribution discusses the unsustainability of private corporates' property a-like structures of power over natural resources and frames them within forms of economic governmentality. The paper concludes by stressing the need for a cultural change to occur to back the transition towards a novel model of sustainable business, i.e. of "business within the Heart's limits".

122. The World’s Humanitarian, Economic, and Political Engagement with Afghanistan

Abstract:: The August 2021 fall of the Islamic Republic of Afghanistan and its replacement by the Taliban ended a two decade chapter of economic and social development. On top of an already weak economy reeling from COVID-19 and a multi-year drought, the overnight cutoff of most Western aid, freezing of foreign reserve funds, and effective severing of Afghanistan’s links with the global financial system plunged Afghanistan into multiple and overlapping humanitarian, economic, financial, and political crises of almost incomprehensible proportions. As of December 2021, 98 percent of the population lacked sufficient food and 90 percent were projected to be living in poverty. By summer 2022, the economy had shrunk by 20-30 percent. Afghanistan faces a daunting array of immediate security, humanitarian, and long-term development challenges. The Taliban’s restrictive social policies and refusal to move towards an inclusive government and the charged political environment dictates much of what can or cannot be done by the international community. The West’s central challenge is at once both moral and political: trying to walk a fine line between delivering humanitarian and economic assistance to relieve some of the effects of sanctions and isolation and help the Afghan people, while avoiding even the appearance of endorsing or legitimizing the Taliban. Workarounds so far have included re-purposing the World Bank-administered Afghanistan Reconstruction Trust Fund, previously the main vehicle for funding Afghan government operations, to channel funding through United Nations (UN) agencies to non-governmental organizations (NGOs) to provide feeding, health, education, and other services. This paper highlights the significant challenges for the international community, among them: Relationship management Working with or alongside the Taliban Who performs the functions of the state? Channeling support away from the DFA and directly through the UN and NGOs can be effective for certain types of services (e.g., health, education), but this has its limits. International community cohesion, coherence, and capacity Finally, the authors highlight a number of recommendations, divided roughly into policy and operational considerations, for how, if not to resolve the impasse, to at least mitigate or get around it. These 14 recommendations assume that regardless of the Taliban’s distasteful policies and moral and technical shortcomings, the collapse of their rule would not be in anyone’s interest. There is no one to replace them, and the chaos and fragmentation that would follow would be far worse.

123. An Age of Crises: Prospects for inequality and division

Abstract:: Inequalities can shape, drive, and amplify crises and at the same time, be the consequence of crises. The double shock of the COVID-19 pandemic followed by the Russian invasion of Ukraine has been accompanied by an uptick in income and social inequalities. Moreover, a world enveloped in a series of crises has become the grim backdrop for many of the current discourses on how to solve salient world problems. The complexity and force of how each individual crisis overlaps and interacts with, and sometimes worsens the impact of other crises—including rising levels of inequality and exclusion—is profound and damaging, requiring careful analysis of both consequences and solutions. For instance, surging inflation rates, which began in 2021, as well as the food and energy crises set off largely by the Russian invasion of Ukraine, have precipitated and worsened the debt crisis in many lower income countries. Combined with the existential threat of climate change and related and prevalent extreme climate events, a perfect and potent storm of events have been set in motion: even if aspects of today’s cost-of-living crisis wane, their ripple effects will continue to reverberate, in some instances setting off political instability and social unrest in parts of the world. The lessons learned from these crises, and their interaction with inequality and exclusion will be critical to better prepare for the future, and to break the deadly spiral of crises and rising inequality. While disasters—both those created by people and generated by nature—have increasingly become a daily reality for many in different parts of the world, policies at the global, regional, and national levels, have yet to catch up with this new reality. Looking across six areas—food and fuel shortages, inflation, debt distress, extreme climate-related events, and political unrest—there are very few countries that escape the reach of at least one crisis. However, more alarmingly, many countries are exposed to multiple and compounding levels of economic, social, and environmental shock; which can intersect with underlying inequalities and vulnerabilities such that a vicious cycle of income inequality, increasing social stratification, and discontent spreads across societies and generations. New research from the Pathfinders team shows that in those countries for which complete data exists across six crises (90 in total), eight countries are at risk for being impacted by all crises at the same time. 72 out of these 90 countries (or 80 percent) are at high or moderate risk of suffering from at least three crises at the same time. If we limit the analysis to five crises (food price shock, inflation, extreme climate events, debt distress, and protests), 10 out of the 134 countries with complete data are at high or moderate risk of suffering from all five crises and 86 countries (65 percent) from at least three crises. This number may even be an underestimate as typically lower income countries have less capacity to collect data and tend to deal with multiple crises arising from debt and cost-of-living issues. In response to these multiple crises (or polycrisis), urgent, integrated, and coordinated policy interventions are needed, including even greater cooperation and commitment at the global level. Without a sharp change of course, a renewed recommitment to multilateralism and bolder action to address root causes, there will be little change for the better. There is an opportunity for committed countries to advocate for sustained and urgent action to respond to the immediate humanitarian needs of a great majority of the world’s population. Policy solutions can be geared towards the shorter and longer terms: The first includes an urgent set of instruments aimed at reducing suffering as soon as possible and a second set focused on achieving longer-term structural transformation to reduce vulnerability and promote sustainability.

124. From Rhetoric to Action: Delivering Inequality & Exclusion

Abstract:: Inequality and exclusion are not destiny. Change is possible. Following three years of research, country visits, expert meetings, and debate, the Pathfinders’ Grand Challenge on Inequality and Exclusion has identified policy priorities for immediate and longer-term actions to tackle inequality and exclusion. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens’ concerns about inequalities, their policy priorities, and their desire for change, we commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. What is working to make progress on equality and inclusion? Countries and local communities that have made sustained progress towards more inclusive and equal societies have generally taken a three-pronged approach: They have delivered visible results that make a material difference in people’s daily lives, in areas such as social protection, housing and wages; they have built solidarity, through for example truth-telling exercises, police and justice reform and community empowerment; and they have secured credibility and sought to avert reversals by fighting corruption, broadening political power, and increasing the public financing needed for policy development.

Abstract:: Last week, CIC released a major new joint report with Chatham House on aid to “politically-estranged” settings – countries where donor relations with national authorities are frayed or broken because of unconstitutional changes in government, internationally contested elections, and major sanctions. Development aid to these countries has been suspended or severely curtailed, often because of domestic pressures to disengage, leaving the problem to traditional humanitarian approaches. 127. Alternative Aid Modalities: Community development

Abstract:: Economic sanctions and restrictions on development aid in fragile and conflict-affected states have become an increasingly prominent part of the international toolkit for dealing with regimes that violate international norms and rules or are beset by conflict. However, there is a well-known problem: sanctions and cessations of development aid often end up hurting the poor more than the rich, particularly the political elites who the sanctions are most meant to target. Donors try to limit the impact of sanctions on the poor through humanitarian assistance, usually run by United Nations (UN) agencies and non-governmental organizations (NGOs). However, in all but the smallest countries, this is extremely expensive as well as a major organizational and logistical challenge. Most recently, situations such as those in Myanmar and Afghanistan have thrown the spotlight on the complexity of the discussion. In a world of no first-best solutions, a close look at empirical experience will show (provided certain pre-conditions can be met) that donors can partially bridge the challenge of simultaneously upholding human rights values and protecting the poorest from the economic fallout caused by sanctions. These solutions require close attention to unpacking complex environments and using a difficult-to-wield set of tools spread over diplomacy, economic power, and development aid. While not all risks can be eliminated, a variety of flexible tools already exists so that donors can help the poor in sanctioned and conflict-affected countries without undermining diplomatic goals of shunning the government elites or inadvertently financing insurgencies. With a growing number of donor-funded community programs in fragile or conflict-affected states, there are also donor concerns about legitimating national authorities, risks of financial diversion, and capture by armed combatants or local elites (full list of major concerns listed below). This paper highlights and addresses these concerns in detail and offers a series of recommendations, which in addition to good donor program design and management could mitigate some of the risks (but not fully eliminate them). This paper aims to present a case on how to use one tool—community-based approaches for delivering and monitoring aid—in fragile or sanctioned contexts, as community-based local governance type development models have been used successfully in a variety of fragile, conflict, and sanctioned countries. Additionally, this paper will extract real-world illustrations of how these approaches can address donor concerns on providing post-humanitarian aid to poor people without unintentionally undermining sanctions on illegitimate regimes. Because the case literature on delivering aid under sanctions is small, the brief includes illustrations taken from aid delivery in conflict-affected countries, where governments may not be under sanction, but deep concerns remain about aid capture or aid further fueling conflict. Finally, in addition to selections from the literature, the report draws from the personal and professional experiences of the two authors, who have overseen or managed large-scale community-type humanitarian, peacebuilding, and development programs in Afghanistan, Burundi, East Timor, Gaza, Indonesia (including Aceh and West Papua), Myanmar, Rwanda, Sri Lanka, and Syria, and have been part of discussions over development options for countries under sanction in Ethiopia and Sudan. In this paper, authors propose ten recommendations for donors coming out of this research on how they can incorporate community-driven approaches for aid in sanctioned and fragile states situations.

Abstract:: Amongst the many elements proposed in the secretary-general’s 2021 report Our Common Agenda was the call for a New Agenda for Peace because “the world is moving closer to the brink of instability, where the risks we face are no longer managed effectively through the systems we have.” The United Nations (UN) system was invited to develop a New Agenda for Peace as part of the preparations of the Summit of the Future, and the New Agenda will be the subject of one of 11 policy briefs to be issued in advance of the September 2023 preparatory ministerial meeting for the Summit of the Future. The forthcoming Secretariat policy brief will be informed by consultations with member states and other stakeholders. However, as the Pact for the Future will ultimately be a member state document, the issuance of the Secretariat policy brief will mark the initiation—not the culmination—of the intergovernmental deliberations on what will be included in the New Agenda for Peace to be agreed by member states during the Summit of the Future in September 2024. This piece provides a historical glance at past UN reforms, identifies the primary challenges and opportunities the UN and its member states face as they undergo this process, and looks forward to the key priorities that can be taken up from a realistic and practical perspective. Highlighted is how the New Agenda for Peace “provides a rare opportunity for the United Nations to examine and reflect upon the totality of the peace and security work of the Organization to uncover and better understand the synergies and contradictions of the existing processes and structures.”

With both an eye to the SDG Summit and set against a context of SDGs backsliding and a polycrisis, it lays out six strategic approaches by which SDG16+ can and has been advanced, drawing upon regional, national, and subnational examples. These approaches highlight efforts to rebuild trust and reduce polarization, with people-centered policies speaking lived daily realities; demonstrate the need to build evidence on SDG16+ interlinkages and their application in practice, with better data as a driver for innovative change; unpack participatory approaches, including the meaningful inclusion of civil society and subnational actors, and make clear the need for smarter SDG16+ financing. It concludes with opportunities for urgently needed advocacy, policy development, and collaboration on SDG16+ in the immediate and medium terms within UN and IFI contexts. Abstract:: New York will gear up this month to receive over 100 heads of state and government at the United Nations General Assembly. Behind the scenes, rising geopolitical tensions caused by structural competition, by the invasion of Ukraine and by the internationalization of other conflicts and coups d’etats (notably in West and Central Africa) will dominate. The world faces the prospect of more frequent interstate conflict and economic confrontation, which would have devastating consequences for international cooperation on socio-economic prosperity, conflict, and climate. 131. Seven Questions to Consider in Designing, Implementing, and Supporting Effective Nationally Led Violence Prevention Strategies

Abstract:: The New Agenda for Peace (NAfP) calls for a shift to focus more attention on national prevention strategies, with a universal and more upstream approach to preventing all forms of violence. This is good news. By calling for all member states to create these strategies, the secretary-general is assuaging member states’ fears that prevention may be used to meddle into their internal affairs or that the need for prevention can be stigmatizing. Member states are now in the driver’s seat of this agenda. The upcoming Summit of the Future is an opportunity to establish a coherent vision for the role and the relevance of the UN in prevention—aligning approaches across different parts of the UN system—and to provide tailored-made packages and expertise for “member states seeking to establish or strengthen national infrastructures for peace,” as promised in the New Agenda for Peace. As the first in a new series of policy briefs on “Operationalizing the New Agenda for Peace,” this piece is a conversation starter on the conditions to consider in designing, implementing, and supporting effective nationally led violence prevention strategies and it calls on member states to lead on the development of an evidence-based framework for nationally led prevention strategies, and for experts, practitioners, and UN staff to feed into this discussion based on research and past experiences. This brief is based on research on violence and on violence prevention strategies—particularly crime prevention, prevention of violent extremism, and infrastructures for peace—and interviews of experts and practitioners.

132. Defining the Path to Zero Hunger in an Equitable World

Abstract:: During the 2022 World Food Prize Borlaug Dialogues, the Chicago Council on Global Affairs and The Rockefeller Foundation gathered experts and stakeholders from climate, agriculture, food security, and humanitarian backgrounds to discuss a bold vision for a 21st Century of zero hunger in a healthier and more equitable world. The white paper, “Defining the Path to Zero Hunger in an Equitable World,” reflects a summary of their views and offers a framework to reimagine a hunger-free world. The quickened pace of extreme weather events, disruptions to agricultural markets from the war in Ukraine and other conflicts, and a fragile post-pandemic international economy rattled the global food chain. A culmination of these realities is complicating the dual imperative to both nourish the planet and preserve it from environmental threats. According to the 2022 IPCC report, without immediate changes, extreme weather will likely render large areas of crop and livestock land unsuitable by 2050, potentially pushing millions of people into food insecurity. The newly outlined white paper tackles some of the greatest obstacles facing the nexus of food security, climate, and humanitarian spaces, and ultimately voices hope for a better food future. It amplifies this message by providing an analysis of three major obstacles—silos, myopic priorities, and top-down decision-making—in conjunction with catalyzing ideas that address these challenges.

133. Bridging the Gap: A "Sustainable Food Seal"

Abstract:: Climate change is wrecking havoc on the global food supply chain, drawing attention to the benefits of sustainable practices for preserving the food system. As a result, consumers are starting to shift their purchasing behaviors, opting for more sustainable food options that might have a smaller carbon footprint or use fewer resources. To help inform their purchasing decisions, consumers are demanding more information on how and where their food is produced, but they are largely unable to find a labeling system with clear and comprehensive standards; existing "green" and "eco" labels are often private certification schemes that focus on only one aspect of sustainability. A "sustainable food seal" is a potential solution. A label that would standardize a food product’s eco-score to reduce consumer confusion, sustainable food seals take an inclusive approach to food labeling that use comparable metrics that involve all parts of the food value chain—from farm to fork—and offer the opportunity to validate practices and empower stakeholders to support a more sustainable food supply chain. Based on a November 2022 roundtable, the first in a series of regular convenings, the white paper “Bridging the Gap: A ‘Sustainable Food Seal’ Needed to Improve Transparency between Farmers and Consumers about Sustainable Food Production” explores current food labeling practices, identifies challenges to label standardization and voluntary adoption, and proposes potential actions and strategies to provide insight into the role a “sustainable food seal” can play in enhancing sustainability through food.

134. Aligning ESG and SDGs at the Urban Level

Abstract:: This report outlines how cities and the private sector can collaborate on and magnify sustainability efforts that enable broad systemic change. Sustainability efforts require not only public policy interventions and resources but also the initiative and innovation of the private sector. These are systematized through the UN Sustainable Development Goals (SDGs) for governments, including at the city level, and through environmental, social, and governance (ESG) principles for companies. Bringing these two approaches into alignment is a crucial step for fostering multi-sectoral sustainability effort, but this alignment is largely unrealized. Among the local-government sustainability documents examined for this report, mentions of corporate activity are minimal and often superficial, primarily addressing the participation of companies in multi-stakeholder discussions about policy issues. In turn, ESG reports center on the decisions and actions of corporations, with public governance referenced largely in the context of regulatory limitations and policy objectives that affect business operations. Local governments and companies are undertaking sustainability efforts in their own ways. Merging the two through shared focus and strategy can magnify sustainability efforts in ways that enable the broad systemic change needed to avert climate crisis and societal disruption. This report outlines how a more collaborative approach can proceed, first by providing an overview of policy and corporate sustainability efforts and second by detailing examples of both. The report concludes with a discussion about how sustainability narratives can be harmonized between the two sectors.

135. Encouraging Farmer Adoption of Regenerative Agriculture Practices in the United States

Abstract:: Regenerative agriculture can help our food and agricultural systems become more resilient. Farmers and ranchers are facing escalating challenges from climate change as they confront the consistent need to maintain high levels of productivity. Modern farming practices have enabled farmers to increase per acre production substantially over the last several decades, but these practices can also contribute to the depletion of the quantity and quality of natural resources (such as soil and water). There is a potential solution: regenerative agriculture. Regenerative agriculture is an emerging approach to farming that aims to increase farm resiliency by improving soil health, restoring natural resources, and increasing biodiversity through integrated farming practices. It can play a key role in helping farmers develop more resilient production systems and mitigate the challenges they face, all while contributing to the goals of companies supporting these practices, including goals of achieving carbon neutrality and sustainable supply chains. Regenerative agriculture does, however, face barriers that impede its adoption, namely financial concerns, access to necessary materials, equipment, and infrastructure, knowledge and education, time, and land tenure. Through public and private programs aimed at supporting farmers' adoption of regenerative agricultural practices, it is possible to reduce barriers to implementation and build farmer capacities, ultimately championing a regenerative future for agriculture.

Abstract:: The UN Security Council has imposed a broad range of sanctions on the Democratic People’s Republic of Korea, requesting member states to report on how they are implementing these measures. Many factors affect the national reporting practices of states, with some having failed to submit any reports. Reporting serves as an important measure of transparency and trust-building concerning state compliance with international commitments in general. The frequency and depth of reporting on national implementation of the sanctions by UN member states help to discern the regime’s effectiveness. Failure to meet reporting deadlines, the use of vague language, and limited information on national implementation all dampen the usefulness of reporting on the implementation of the DPRK sanctions regime. The Value of Reporting: National Reporting Practices under the UN Sanctions Regime on North Korea—a report from the Survey’s Strengthening Implementation and Enforcement of the Arms Embargo on North Korea (SAENK) project—highlights factors that affect reporting, providing a more nuanced picture of national practices. The report also examines national DPRK sanctions regime reporting in relation to reporting on other international arms control instruments, with the aim of revealing potential mutually beneficial synergies.

Abstract:: El presente estudio aborda el derecho humano a la seguridad desde el enfoque de la Prevención del Extremismo Violento. La Prevención del Extremismo Violento (PEV) es una estrategia en el marco de Naciones Unidas enfocada a fortalecer el respeto de los derechos humanos. La PEV aborda el extremismo violento que conduce al terrorismo desde el enfoque de la prevención y de los derechos humanos. Lo más relevante de esta perspectiva es su innovación para garantizar la seguridad como derecho humano. Es más, la PEVsurge como respuesta a las políticas de seguridad antiterroristas que se consideran insuficientes para erradicar este fenómeno. Las medidas de acción de la PEV, por tanto, van más allá de lo que en sentido estricto se conoce como política securitaria. La educación y la cultura tiene así una función importante en la PEV, como también ponen de relieve las políticas de la UNESCO. El análisis que se desarrolla expone una propuesta de espacio dialógico que aplica la medida de educación, cultura y sensibilización a través de la literatura. Se reflexiona así, a partir del diálogo con Vida y destino de Vasili Grossman, sobre el extremismo violento y los derechos humanos.

Abstract:: El espacio público constituye elámbitopara el uso y disfrutegeneralde todas las personas, en el ejercicio de sus derechos y libertades. Sin embargo, la regulación tradicional se ha orientado a concebirlo desde unas coordenadas esencialmente productivas, situación que ha llevado a la exclusión de la pobreza, su criminalización y estigmatización. En este sentido, deben enmarcarse las políticas de tolerancia cero, fruto del marco teórico propiciado bajo la metáforade las “ventanas rotas”, como fundamento de la represión de las infracciones de baja intensidad, así como el marco jurídico de las ordenanzas de convivencia ciudadana. En el presente trabajo se defiende la necesidad de configurar el espacio público en el marco de una ciudad de los cuidados, construyendo políticas públicas que permitan recuperar la ciudad para el conjunto de la ciudadanía. En este sentido, adquiere relevancia la configuración del espacio público, no solamente desde la idea de propiedad o titularidad públicaque comporta el dominio público, sino también desde su concepción como bien común que permite la participación de la ciudadanía en su gestión. La asunción de responsabilidades de la ciudadanía, de forma compartida con la Administración, puede constituir un instrumento para que el espacio público constituya un entorno seguro y respetuoso con el ejercicio de derechos y libertades. Se propone dotar de contenido concreto al derecho al espacio público como manifestación del derecho a la ciudad, que permita dar herramientas a la ciudadanía para garantizar su funcionalidad.De forma correlativa, la idea de responsabilidad comporta también la asunción de deberes por la ciudadanía que debería incorporar la legislación de régimen local. Asimismo, se examina el papel que pueden llevar a cabo las ordenanzas locales para garantizar este derecho al espacio público. Por último, se alude a la experiencia que se está implementando en los municipios de los agentes cívicos como medios que pueden contribuir a la realización de este derecho al espacio público.

Abstract:: This is the 17th edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive datadriven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 163 countries comprising 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace across three domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to discussing the findings from the 2023 GPI, the report includes analysis of current conflicts and potential future conflicts, including an analysis of the likely economic impact of a Chinese blockade of Taiwan on the global economy. This year’s results found that the average level of global peacefulness deteriorated by 0.42 per cent. This is the thirteenth deterioration in peacefulness in the last fifteen years, with 84 countries improving and 79 deteriorating in peacefulness in 2022.

Abstract:: The GTI report is produced by the Institute for Economics & Peace (IEP) using data from TerrorismTracker and other sources. TerrorismTracker provides event records on terrorist attacks since 1 January 2007. The dataset contains almost 66,000 terrorist incidents for the period 2007 to 2022. In 2022, deaths from terrorism fell by nine per cent to 6,701 deaths and is now 38 per cent lower than at its peak in 2015. The fall in deaths was mirrored by a reduction in the number of incidents, with attacks declining by almost 28 per cent from 5,463 in 2021 to 3,955 in 2022. However, if Afghanistan was removed from the index, terrorism deaths would have increased by four per cent. Afghanistan remained the country most impacted by terrorism for the fourth consecutive year, despite attacks and deaths falling by 75 per cent and 58 per cent respectively. The GTI does not include acts of state repression and violence by state actors and, as such, acts committed by the Taliban are no longer included in the scope of the report since they took control of the government.

143. Safety Perceptions Index 2023 Foundation: Understanding the impact of risk around the world

Abstract:: The Lloyd’s Register Foundation Safety Perceptions Index (SPI) provides a comprehensive assessment of worries and experiences of risk across 121 countries. The SPI is a unique body of work, providing a deeper understanding of citizens’ feelings of safety than any other publicly available source. The index is produced by the Institute for Economics and Peace (IEP) on the basis of data from the World Risk Poll, a global survey designed by the Lloyd’s Register Foundation and administered by Gallup. This is the second edition of the SPI. The report analyses two iterations of the World Risk Poll, the first conducted in 2019 and the second conducted in 2021; providing commentary, trends, and insights into these two sets of data. One of the defining features of the research is that one survey was administered prior to the onset of COVID-19 and the other was administered afterwards, allowing for an analysis of the effects of the pandemic on perceptions of risk. This report will be useful in the decades ahead as it will give insight into likely shifts in perceptions of risk for any future pandemics that may occur. The SPI measures two themes, worry about harm and recent experience of serious harm, analysing them across five domains: food and water, violent crime, severe weather, mental health, and workplace safety. These themes and domains are combined into a composite score which reflects perceptions of safety by country and region.The past several years have been characterised by rising feelings of uncertainty worldwide. Central to this shift has been the COVID-19 pandemic, which disrupted the functioning of social institutions as well as patterns of individual and collective behaviour in countless ways.1 Multiple studies have shown that the pandemic brought about increased levels of fear and anxiety across groups.2 Against this backdrop, there are two central findings of the 2023 SPI report. The first is that there were two parallel developments in people’s perceptions of safety over the last several years. On the one hand, the index showed no meaningful change in levels of worry and experience of harm in the aggregate, with an improvement of less than 0.1 percentage points recorded between 2019 and 2021. On the other hand, complementary data from the World Risk Poll points to a notable rise in generalised and non-specific feelings of fear and lack of safety throughout the world, with people becoming more fearful overall but less certain about the sources of potential threats.

144. Labour Market Flows and Gender Differentials in Urban Unemployment Over the Pandemic

Abstract:: Utilising data from the Periodic Labour Force Survey, we estimate quarterly changes in urban labour market flows over the period 2018 to 2022 and the impact on unemployment rates for men and women. Our analysis provides non-intuitive explanations for established findings as well as pointing out important questions for further study. Both men and women’s unemployment rates have reduced in 2022 compared to 2018, showing rapid reductions following the high levels reached during the lockdown. Women’s unemployment rates have consistently been higher than men throughout this period. The gap between men and women’s unemployment rates reduced during the lockdown, but have shown signs of increasing since 2021, even as unemployment rates have fallen. For women, flows from the labour force to non-participation play a larger role in explaining changes in unemployment rates as compared to men. Flows from the labour force to non-participation, however, have reduced since the pandemic, providing an explanation as to why labour force participation rates have increased, namely, women staying for longer in the labour force rather than more women entering it. Despite rising labour force participation rates, the gender gap in unemployment rates have risen, in contrast to developed economies.

Abstract:: Small and medium-sized enterprises (SMEs) have succeeded in being the main and dynamic pillar of national and international economies. Education and work experience is essential in increasing SMEs’ efficiency and competitiveness. The changing business environment has created fierce competitiveness among SMEs, requiring active interaction between managers/owners and stakeholders. As a result, this study aims to explore the influence of education, experience, using a business plan, and barriers on the success of small and medium-sized businesses. This research employed an online questionnaire for scientific research. Through ordered logistic modeling, we observed 336 answers from businesses using the qualitative approach. The study’s findings reveal that education and work experience have a statistically favorable influence on the performance of SMEs, whereas barriers have a substantial adverse influence. Findings on barriers are noteworthy in the context of this study since the governing institutions throughout the pandemic and later situations experimented with the measures adopted. The study also benefits SMEs and legislation authorities in understanding the critical concerns that are perceived as barriers to the growth and expansion of SMEs, resulting in the creation of even more sophisticated infrastructures to support sustainable development.

Abstract:: Recent years have witnessed a significant inner transformation among political parties in both developed and developing democracies of the world. Different factors, such as changes in the structure of the media environment owing to the technological boom in the last two decades and changes in voting behavior, led to the transformation of the political parties in different democracies worldwide. Therefore, studying the patterns of this transformation has become an integral part of the current political science research. Early studies have demonstrated the indexes based on professionalization. However, limited studies have tried to examine the process of transformation relating to professionalization and are almost missing from the studies based on non-western democracies like India. Therefore, against this backdrop, this study tries to expand the literature by providing a theoretical framework consisting of causal mechanisms which would explain the process of professionalization of campaigns with special reference to Indian elections through the theory testing method of process tracing. The framework has been provided in a series of causal mechanisms to answer how the considered individual variables react when they come in contact. This paper concludes by justifying the conceptual framework of professionalization.

Abstract:: The article describes the methodology for the following successive stages: data collection on cross-border organized crime; analysis of the impact of PEST factors of the border region on the number of cross-border crimes committed by organized criminal groups; generalization and analysis of parameters for assessing the capabilities of organized criminal groups; assessment of the level of capabilities of organized criminal groups to commit cross-border crimes; passporting of organized criminal groups specializing in cross-border crimes; modeling of scenarios of the development of organized criminal groups illegal activities by types of cross-border crimes; selection of options for fighting cross-border organized crime by the targeted impact on organized criminal groups. The strategy envisages a complex of the following measures: rapid (operational) interventions in critical situations; anti-crisis measures of the border guard operation to neutralize threats; other regime and control measures to strengthen the protection of the state border; standard planned and preventive measures; measures of sustainable development of the border security system. Implementing the methodology in practice enables the development of a strategic approach to effectively utilize the resources of state law enforcement agencies in combating cross-border crime.

Abstract:: In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

149. RELATIONSHIP BETWEEN INNOVATION AND FINANCIAL PERFORMANCE IN THE GLOBAL ENVIRONMENT OF EXPORTING COMPANIES

Abstract:: This research aimed to measure the impact of innovations (product innovation, technological innovation, marketing innovation, and process innovations) on the financial performance of exporting enterprises. It was based on return on assets (ROA), increase in return on sales, net profit, and increases in value per employee. The research was carried out based on primary data through the quantitative method. The study's participants were 150 Kosovo exporting companies selected randomly. Based on Pearson’s correlation analysis, it was found that there is a weak positive linear relationship between organizational innovations and product innovation, and financial performance. Additionally, a moderate positive linear relationship exists between marketing innovations, process innovations, and financial performance. Referring to the multiple linear regression, it was revealed that innovations explain 46.7% of financial performance. Process and marketing innovation had the greatest impact on financial performance, while organizational innovation had a lesser impact. The findings of this research contribute to improving the financial performance of exporting companies in Kosovo, focusing on the type of innovation that most influences performance.
