1. The Ukraine Support Tracker: Which countries help Ukraine and how?

Abstract:: This paper presents the Ukraine Support Tracker, which lists and quantifies military, financial and humanitarian aid to Ukraine in the context of the Russia-Ukraine war. Since the third update we track support by 41 countries, specifically the EU member states, other members of the G7, as well as Australia, South Korea, Turkey, Norway, New Zealand, Switzerland, China, Taiwan, India and Iceland. The database is intended to support a facts-based discussion about support by other countries to Ukraine. Private donations and aid through non-governmental organizations are not included due to a lack of systematic data. To value in-kind support like military equipment or weapons, we rely on government statements as well as own calculations using market prices. We find significant differences in the scale of support across countries, both in absolute terms and as percent of donor country GDP.

Abstract:: The coalition of the Social Democratic Party (SPD), The Greens, and the Free Democratic Party (FDP) came to power with the intention of undertaking significant economic and social reforms. Their ambitious plans were symbolised by the title of the coalition agreement, “Daring to Make More Progress”. The war in Ukraine, though, has forced the government to take revolutionary steps in the areas of defence and energy security. The Chancellor’s vagueness about the supply of weapons to Ukraine has been causing his SPD’s ratings to fall and The Greens’ popularity to rise. To reverse this trend, the chancellor will pursue further social reforms.

But Tuesday, German Chancellor Olaf Scholz indefinitely paused certification of the completed Nord Stream 2 pipeline to “reassess” the situation. While the move didn’t stop Putin from invading Ukraine—by that point Putin already had too much skin in the game to risk the loss of face from backing down—it has substantially raised the costs for Russia. Abstract:: After two weeks of heavy fighting, the new war between Azerbaijan and Armenia over Nagorno-Karabakh is likely to escalate further. International actors have so far been unable to broker a ceasefire. In this case, the EU, with its limited leverage, can add most value by leading a response to the inevitable humanitarian catastrophe. EU diplomatic efforts should be led by France and Germany, coordinated with other member states, and also with Russia, to the extent necessary.

Abstract:: The world is experiencing a period of unprecedented demographic change. For the first time in human history, marked disparities in age structures exist across the globe. Around 40 percent of the world's population lives in countries with significant numbers of elderly citizens. In contrast, the majority of the world's people live in developing countries with very large numbers of young people as a proportion of the total population. Yet, demographically, most of the world's states with young populations are aging, and many are doing so quickly. This first-of-its kind systematic theoretical and empirical examination of how these demographic transitions influence the likelihood of interstate conflict shows that countries with a large number of young people as a proportion of the total population are the most prone to international conflict, whereas states with the oldest populations are the most peaceful. Although societal aging is likely to serve as a force for enhanced stability in most, and perhaps all, regions of the world over the long term, the road to a “demographic peace” is likely to be bumpy in many parts of the world in the short to medium term.

Abstract:: Isabel Hull's analysis of international law during World War I is a welcome and valuable contribution to an emerging body of scholarship on the laws of war. This is not to undercut its place in the historiography of World War I. Hull rightly points out that most histories of the war have tended to gloss over or even dismiss the role of international law in the war. Hull corrects this bias by delving into British, French, and particularly German archives to show that international law was very much on the minds of all parties to the conflict. 7. State Extraction and Anti-Colonial Rebellion – Quantitative Evidence from the Former German East Africa

Abstract:: Does extraction increase the likelihood of antistate violence in the early phases of state building processes? While much research has focused on the impacts of war on state building, the potential “war‐making effects” of extraction have largely been neglected. The paper provides the first quantitative analysis of these effects in the context of colonial state‐building. It focuses on the Maji Maji rebellion against the German colonial state (1905–1907), the most substantial rebellion in colonial Eastern Africa. Analyses based on a newly collected historical data set confirm the correlation between extraction and resistance. More importantly, they reveal that distinct strategies of extraction produced distinct outcomes. While the intensification of extraction in state‐held areas created substantial grievances among the population, it did not drive the rebellion. Rather, the empirical results indicate that the expansion of extractive authority threatened the political and economic interests of local elites and thus provoked effective resistance. This finding provides additional insights into the mechanisms driving the “extraction–coercion cycle” of state building.

8. Thanks for the Buggy Ride: Memoirs of an Ottoman Jew

Abstract:: This little memoir, first published in Italian in 1987, is an account of a life well lived. A proud Sephardi Jew, Victor Eskenazi (1906-1987) was fortunate to have been born and raised in Istanbul at a time when that city was still home to an extraordinarily diverse mix of ethnic and religious groups. In the book's introduction, Eskenazi's son John defines his father as Ottoman “because of his inbred cosmopolitanism, his wide vision of the world, his insatiable intellectual curiosity, his instinctive understanding and respect of other peoples, cultures, and behaviours, and when required also a determination and assertiveness that is so prevalent in the Ottoman personality and in the history of the Empire” (pp. 10-11). Although Eskenazi's formal education ended with high school, just growing up in such a city was in itself a liberal education. By the time he finished high school, he was fluent and literate in Greek, Ladino, French, Ottoman Turkish, German, and English. A bright and sensitive child, Victor clearly reveled in the rich variety of sights, sounds, and smells his native city offered him in such profusion.

In that one battle alone the French lost 80,000 dead and the Germans approximately the same. By comparison, 47,000 Americans died in the whole of the Vietnam War and 4,800 coalition troops in the invasion and occupation of Iraq. In August and September 1914 Europe, the most powerful and prosperous part of the world, had begun the process of destroying itself. A minor crisis in its troubled backyard of the Balkans had escalated with terrifying speed to create an all-out war between the powers. 1 'Again and ever I thank God for the Atlantic Ocean,' wrote Walter Page, the American ambassador in London; and in Washington his president, Woodrow Wilson, agreed.

Abstract:: The most publicly discussed link between economics and security is the relationship between economic performance and power. the underpinnings for this relationship come from the philosophical approach that sees political power stemming from economic power. espoused at least since the 17th century by english Civil War philosopher James Harrington, these ideas saw their most well known expression in the philosophy of Karl Marx, who saw economic change driving political change. If economic structures determined politics then the link with security is clear. Carl von Clausewitz's likened war to other areas of conflict within developed societies, such as commerce and politics: “It is a conflict of great interests which is settled by bloodshed, and only in that is it different from others.”

Abstract:: This paper examines Francis Lieber's concept of modern war as “public war” — in the Code he drafted for the 1863 Union Armies and in his earlier writings. Though Lieber was not the first to engage the distinction between private and public war, his treatment of modern war as exclusively public nevertheless deserves special attention. It became, in time, a foundational concept of the 19 th Century effort to modernize and humanize the laws of war. Today, it remains embedded, albeit implicit, in contemporary international humanitarian law and its paradigmatic interstate war outlook.

Abstract:: German political culture has been undergoing gradual but significant changes since unification. Military engagements in combat missions, the introduction of a professional army, and a remarkable loss of recent historical knowledge mostly within the younger generations are hallmarks of the new millennium. Extensive education about the Holocaust is still prevalent and there is a strong continuity of attitudes and orientations toward the Nazi era and the Holocaust reaching back to the 1980s. Nevertheless, a lack of knowledge about history-not only the World War II period, but also about East and West Germany-in the age group of people under thirty is staggering. The fading away of the generation of victims who are the last ones to tell the story of persecution during the Holocaust and a parallel rise of new actors and technologies, present challenges to the educational system and the current political culture of Germany.

Abstract:: A recurring theme in monetary history is the conflict of trust and authority: the conflict between those who advocate a spontaneous monetary order determined by free exchange under the rule of law and those who wish to meddle with the monetary system for their own ends. This conflict is perhaps most clearly seen in the early 20th century controversy over the "state theory of money" (or "chartalism"), which maintained that money is a creature of the state. The one side was represented by the defenders of the old monetary order-most notably by the Austrian economists Ludwig von Mises and Friedrich Hayek, and by the German sociologist Georg Simmel. The other side was represented by the German legal scholar Georg Friedrich Knapp and by John Maynard Keynes. They argued that on monetary matters the government should be free to do whatever it liked, free from any constraints of law or even conventional morality.

Abstract:: Sovereign debt crises might significantly decrease the level of socioeconomic rights enjoyment for the population in the affected state. According to recent data, they even increase the risk of civil unrest. However, the resolution of sovereign debt crises is compromised by legal obstacles which result from the absence of a statutory, obligatory bankruptcy procedure for states. On the one hand, creditors might refuse to accept an exchange of their debt instrument in the frame of a workout and choose to litigate against the state. On the other hand, states might worsen their situation by unnecessarily delaying inevitable workouts. This article explores whether and to what extent the powers UN Security Council could be deployed in order to mitigate these problems. This requires a reconsideration of the concept of peace in Article 39 UN Charter. The article concludes that, at the request of the International Monetary Fund (IMF), the Security Council might put a stay on the enforcement of creditors' claims or order workout negotiations.

Abstract:: States which contribute to various international efforts in Afghanistan will find it increasingly difficult to balance a need to show long-term commitment with an unpredictable political and quickly changing operating environment. Recent events in Afghanistan are threatening to undermine the plans for an orderly transition of security responsibilities to Afghan authorities by the end of 2014. Countries must be ready to adjust contributions in both size and task during both 2012 and 2013. Germany has pledged to only gradually withdraw its forces and maintain its focus on partnering and training, despite an increasingly unstable environment. Current planning also foresees a German commitment in the post-2014 period. Finland will increasingly focus on civilian crisis management efforts and development assistance, and will stay engaged and committed as long as its closest partners also do so. Sweden is set to continue leading a Provincial Reconstruction Team (PRT), but post-2014 commitments are unclear. The United States is set to return to 'pre-surge' force levels (though with a different force structure) of around 68,000 soldiers by autumn 2012. Further withdrawals of up to 30,000 soldiers are being discussed.

22. Humanity's Law

Abstract:: In his draft of the opening speech for Sir Hartley Shawcross, the British prosecutor at Nuremberg, Hersch Lauterpacht wrote that the establishment of the tribunal meant that the “sovereign State” had finally been arraigned before the law. In Lauterpacht's mind, Nuremberg signaled the end of the political system of statehood. With other interwar internationalists, Lauterpacht viewed the First World War, and now the Second, as outcomes of an out- dated and dangerous idea of sovereignty that put the egoistic values of the nation over those of a universal humanity. But when Shawcross received Lauterpacht's draft, he coolly crossed out the latter's wording. It is not that difficult to understand why he did so. After all, Hitler's opponents had struggled fiercely, at the cost of many lives, to defend the sovereignty of their own countries. The allied forces that finally crushed Nazi Germany were composed of military and economic resources that had been gathered, organized, and operated by states. The last thing the English, the Russians, or the French wanted to hea was that they would now condemn precisely the sovereignty they had spent five years fighting to protect.

Abstract:: The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. 24. A Review of the 2001 Bonn Conference and Application to the Road Ahead in Afghanistan

Abstract:: Ten years ago in Bonn, Germany, the United Nations Envoy to Afghanistan, Ambassador Lakhdar Brahimi, and U.S. Envoy to the Afghan Opposition, Ambassador James Dobbins, led a diverse group of international diplomats and warriors to consensus and charted the political course for Afghanistan well into the decade. The process that led to the Bonn Agreement (Bonn 2001, or Bonn I) reflects the best of U.S. and United Nations statesmanship and was the result of the effective application of military and diplomatic power.

Abstract:: A HEALTHY OBSESSION Oded Naaman and Mikhael Manekin In "The Settlement Obsession" (July/ August 2011), Elliott Abrams argues: In the end, Israel will withdraw from most of the West Bank and remain only in the major blocs where hundreds of thousands of Israelis now live. Israelis will live in a democratic state where Jews are the majority, and Palestinians will live in a state -- democratic, one hopes -- with an Arab Muslim majority. The remaining questions are how quickly or slowly that end will be reached and how to get there with minimal violence. For Abrams, there can be no other end; all that politics can do is postpone this end or bring it about. Although it would be preferable to end the conflict as soon as possible, there is no immediate need to do so. Any sense of immediacy, Abrams writes, is overblown: he claims that nongovernmental organizations and some in the international community unjustly point to a humanitarian crisis to create unwarranted urgency. In reviewing our book, Occupation of the Territories, Abrams attempts to assuage worries about the need for urgent action, going so far as to compare Israel's military behavior during its 45-year occupation of the West Bank -- in which Israel has expropriated land, seized natural resources, and settled its own population there -- to the United States' behavior during in its ten-year occupation and massive reconstruction of Germany after World War II. Abrams then implies that Breaking the Silence does not provide reliable or sufficient evidence for the claim that, in his words, "the presence of Israeli settlers and IDF [Israel Defense Forces] soldiers in the West Bank is laying waste to the area, reducing it to misery."

It was near the high point of the Third Reich's reign, with Europe effectively under Nazi control; but, owing in part to this dead man, Hitler's days were numbered. Ben Macintyre tells the story of this fantastic ruse in Operation Mincemeat: How a Dead Man and a Bizarre Plan Fooled the Nazis and Assured an Allied Victory. The book may read like fiction, but remarkably, the story is completely true. It begins during World War II when the Nazi war machine “was at last beginning to stutter and misfire.” The British Eighth Army under Montgomery had vanquished Rommel's invincible Afrika Korps at El Alamein. The Allied invasion of Morocco and Tunisia had fatally weakened Germany's grip, and with the liberation of Tunis, the Allies would control the coast of North Africa, its ports and airfields, from Casablanca to Alexandria. The time had come to lay siege to Hitler's Fortress [across Europe]. But where? Sicily was the logical place from which to deliver the gut punch into what Churchill famously called the soft “underbelly of the Axis.” The island at the toe of Italy's boot commanded the channel linking the two sides of the Mediterranean, just eighty miles from the Tunisian coast. . . . The British in Malta and Allied convoys had been pummeled by Luftwaffe bombers taking off from the island, and . . . “no major operation could be launched, maintained, or supplied until the enemy airfields and other bases in Sicily had been obliterated so as to allow free passage through the Mediterranean.” An invasion of Sicily would open the road to Rome . . . allow for preparations to invade France, and perhaps knock a tottering Italy out of the war. . . . [Thus]: Sicily would be the target, the precursor to the invasion of mainland Europe. (pp. 36–37) There was a major problem, however. Macintyre points out that the strategic importance of Sicily was as clear to the Nazis as it was to the Allies and that, if the Nazis were prepared for it, an invasion would be a bloodbath. So how could the Allies catch their enemy off guard? The solution was to launch what Macintyre calls one of the most extraordinary deception operations ever attempted. The British Secret Service would take a dead man and plant on him fake documents that suggested that the Allies were planning to bomb Sicily only as an initial feint preceding an attack on Nazi forces in Greece and Sardinia. They would then float their man near the Spanish coastline, making it appear as though he drowned at sea, and hope that one of the many Nazi spies in Spain discovered him and the documents and passed their content along to his superiors—convincing them to weaken Sicily by moving forces to Greece and Sardinia. . . .

Abstract:: At first blush, the idea that the United States, working with other nations, should initiate, guide, and finance economic development and introduce democratic regimes to the nations of the Middle East—just as it did in post–World War II Germany and Japan—is appealing. From a humanitarian viewpoint, one cannot help but be moved by the idealism of helping millions of people who are currently unemployed and poor—including many children and young people, and others who live under oppressive regimes—to gain the kind of life Americans cherish. From a realpolitik viewpoint, military means will not suffice when it comes to ending the terrorism that threatens the United States and its allies, or halting the insurgencies that destabilize the Middle East.

Ms. Hirsi Ali takes the reader on her own journey of discovery, and enables him to see, through concretes and by sharing her thought processes, how she arrived at the conclusion that Islam is a stagnant, tyrannical belief system and that the Enlightenment philosophy of the West is the proper system for human beings. In Part I, Ms. Hirsi Ali describes her childhood in Muslim Africa and the Middle East. With her father imprisoned for opposing Somalia's communist dictator Siad Barré and her mother often preoccupied with finding food for her family, young Ayaan and her siblings grew up listening to the ancient legends their grandmother told them-legends glorifying the Islamic values of honor, family clans, physical strength, and aggression. Born in 1969 in Somalia, Ms. Hirsi Ali moved frequently with her family to escape persecution and civil war, living in Saudi Arabia, Ethiopia, and Kenya. At a colonially influenced Kenyan school, she discovered Western ideas, in the form of novels, "tales of freedom, adventure, of equality between girls and boys, trust and friendship. These were not like my grandmother's stark tales of the clan, with their messages of danger and suspicion. These stories were fun, they seemed real, and they spoke to me as the old legends never had" (p. 64). Forced into an arranged marriage, she was shipped to Germany to stay with distant family while awaiting a visa for Canada to join the husband she didn't know. At age twenty-two, alone and with nothing but a duffle bag of clothes and papers, she took a train to Holland to escape the dreary life of a Muslim wife-slave. "It was Friday, July 24, 1992, when I stepped on the train. Every year I think of it. I see it as my real birthday: the birth of me as a person, making decisions about my life on my own" (p. 188). In Part II, Ms. Hirsi Ali shares her wonder of arriving in modernity, and her relentless effort to create a productive, independent life for herself. After being granted asylum, she worked menial jobs, learned Dutch, became a Swahili translator, earned a vocational degree, and finally graduated with a degree in political science from one of Holland's most prestigious universities. An outspoken advocate of the rights of Muslim women, she was elected to the Dutch parliament in 2003, as a "one-issue politician"-she "wanted Holland to wake up and stop tolerating the oppression of Muslim women in its midst" and to "spark a debate among Muslims about reforming aspects of Islam so people could begin to question" (p. 295). She became a notorious critic of Islam, at one point daring to call the Prophet Muhammad a pervert for consummating marriage with one of his many wives when she was only nine years old. In 2004, she made a short film called Submission: Part 1 in which she depicted women mistreated under Islamic law raising their heads and refusing to submit any longer. Tragically, the film's producer, Theo van Gogh, was brutally murdered by an offended Muslim, who left on van Gogh's body a letter threatening Ms. Hirsi Ali with the same fate. Since 2004, Ms. Hirsi Ali has had to live under the constant watch of bodyguards, often going into hiding for months at a time. Although the straight facts of her life are in and of themselves admirable, Ms. Hirsi Ali's intellectual journey as presented in Infidel is truly awe inspiring. This journey begins in Africa in the disturbingly dark world of Islam-with its disdain for thought and reason, its self-sacrificial ethics, and its corrupt, tyrannical politics-and ends in the West with her having become an outspoken champion of reason and freedom.

Abstract:: German-Turkish relations in the twentieth century were at times very good and very close, at times cold, semi-colonial, and often difficult, but always complex and never black and white. Even when relations were friendly, as before and during World War One, the German side often tried to dominate the Ottoman Empire in some way which led to resentment among those who became aware of this—most prominently perhaps Atatürk. And at times when interactions between the two peoples seemed to focus prominently on such aspects as education and academia, as during the National Socialism period when a number of German academics found a temporary home in Turkey, some Germany were not happy about this new kind of closeness between the two peoples. A good history of German-Turkish relations still needs to be written, and there is much to disentangle and uncover until then, but this edited volume by Şen and Halm is another step towards a better understanding of this highly entangled history and inserts itself into the ever growing body of literature on the subject.

Abstract:: At least twice in the history of Imperial Germany, December seems to have been a rather critical month: On 17 December 1887, the ageing German Emperor, Wilhelm I, convened his military entourage at his bed in the castle of Berlin to listen to the reports of his generals about the military situation of the Empire. Under normal circumstances, these reports by Germany's highest-ranking generals, the Chief of Staff and his Quarter Master General, the Prussian Minister of War, and the chief of the Military Cabinet were by no means unusual. Against the background of a political situation which seemed to be deteriorating for several years now, this meeting, however, turned out to be a war-council. For many months the Quarter Master General of the Prussian Army, General v. Waldersee had been pleading for a preventive war against Russia. Germany's eastern neighbour had been quarreling with the nation's most reliable ally, Austria-Hungary, over the Balkans for more than two years now, and according to secret reports about the redeployment of troops on its western border seemed to prepare for a war against the powers of the dual alliance. From a military point of view a solution to this problem seemed urgent, not the least because of the hostile attitude of Germany's western neighbour, France. Waldersee's plea for war was supported by the 87-year-old Chief of the General Staff, Moltke the Elder, and Prince William, whose influence had become ever more important due to his father's fatal illness.

Military failures, failures of what my friend Wick Murray calls "military effectiveness," usually being at the strategic level—or stem from a failure to integrate strategy with sound policy. Abstract:: The brief war between Georgia and Russia in August 2008 provoked vigorous international reactions among the European states as consequence of the sudden shift in the strategic balance. This paper argues for a focus on the great powers France, Germany and Britain as crucial actors for understanding the behavioural reactions towards Russia. It argues furthermore that reactions must be explained mainly from the perspective of experience based on past geopolitics, translating the external pressures into concrete foreign policy: France as promoter of a strong EU as global actor, Germany as bridge builder towards Russia and Britain influenced by Atlanticist commitments. Abstract:: The increase in fighting in the summer of 2009 has led to renewed debate in many of the countries contributing troops to the international mission in Afghanistan. In the UK the heavy loss of life amongst British soldiers has been central to the discussion on Britain's continued contribution. In Germany the debate has more focused on the increasingly offensive actions that the Bundeswehr is undertaking. France's contribution to the Afghanistan mission is less politically controversial than in other European countries because of the president's power over foreign and security policy. For many years Italy's Afghanistan contribution was less politically sensitive compared to the Italian presence in Iraq, but this is changing with the increase in violence in Afghanistan. In Sweden the annual parliamentary approval process and the increased expeditionary focus of the armed forces have lead to a strong consensus on the need to participate in Afghanistan. The debate in Finland is sporadic and reactive as there is not an annual parliamentary debate as is the case in Sweden and Germany. Nevertheless Finland's contribution is centrally linked to the decision made in those countries.

Abstract:: Many countries such as Italy, Germany, and the Czech Republic showed understanding for Israel and described Israel's actions as self-defense. These countries generally used strong language against Hamas and demanded that it stop the rocket attacks unconditionally. At the time of the start of the Israeli airstrikes, the European presidency was held by France. On December 27, the Presidency of the Council of the European Union condemned both the Israeli air raids and the Palestinian rocket strikes on Israel from Gaza and called for an immediate end to these activities. The statement also condemned the disproportionate use of force. As of January 1, 2009, the Czech Republic took over the role of the Presidency of the European Union. On January 3, the presidency described the Israeli ground operations as an act of self-defense. This drew heavy criticism from many European countries, and the Czechs apologized for the "misunderstanding" and issued a new statement, but one that did not call for an "immediate" ceasefire. In diplomatic language there is a significant difference between "as soon as possible" and "immediate." France has been traditionally the main driving force behind European foreign policy. The separate Sarkozy visit to Israel and his humanitarian ceasefire proposal showed that France was not ready to relinquish its positions to the Czech Republic. The Czech positions during Israel's Gaza operation indicate that the current presidency will work toward a more favorable international environment for Israel. However, Israel should try to make the most of it, since the upcoming Swedish presidency, which starts on July 1, 2009, will most likely be a more difficult time for Israel.

Abstract:: Throughout history, shifts in governing coalitions have critically affected war termination. For example, the execution of the Athenian democratic ruler Cleophon and the ascendancy of the pro-Spartan oligarchs in B.C. 404 led to Athens' surrender to Sparta and ended the twenty-seven-year Second Peloponnesian War. Similarly, the death of Russian Empress Elizabeth in January 1762 led her Prussophile successor, Peter III, to immediately recall Russian armies that were occupying Berlin and conclude the Treaty of Saint Petersburg by May—ending the fighting between Russia and Prussia in the Seven Years' War. During World War I, riots in Germany ushered in a new government that then negotiated the final war armistice, as Kaiser Wilhelm II fied to Holland. Likewise, during World War II, France and Italy surrendered shortly after changes in their governing coalitions, in 1940 and 1943, respectively. Most recently, on his first full day in office, U.S. President Barack Obama summoned senior officials to the White House to begin fulfilling his campaign promise to pull combat forces out of the war in Iraq.

42. Outsourcing the Big Stick: The Consequences of Using Private Military Companies

Abstract:: The outsourcing of military functions is always accompanied by a loss of control over the use of force. Whereas the variances in handling consequences by weak versus strong states have already been addressed in other studies, we know little about the causes of differences among strong states. I will argue that strong states are very well aware of the risk of losing control by outsourcing. In order to mitigate the risk, they develop outsourcing strategies. The strategies of the two states considered here—the United States and Germany—are similar. Despite the resemblance, the U.S. Army faces much greater losses of control than does the German Bundeswehr. This is the result of differences in the compliance with their respective strategies. Whereas the Bundeswehr almost always sticks to its strategy, the U.S. Army instead violates it in numerous cases. This difference can be explained by the different scopes of the two forces' demand-capability gap, a factor that directly affects compliance-behavior with the strategy. The larger the gap, the less compliance is shown and the greater the loss of control. Since the U.S. Army experiences a larger gap than the Bundeswehr, the former suffers a greater loss of control.

Abstract:: During World War II, the prime source of information for Americans about the war overseas was the dispatches of foreign correspondents-men who put their lives on the line in war zones to report the truth. George Weller was a giant among such men. Captured by the Nazis and traded for a German journalist, Weller watched the Belgian Congolese Army attack Italians in Ethiopia, saw the invasion of Crete, interviewed Charles de Gaulle in South Africa following an escape through Lisbon, and overcame malaria to report on the war in the Pacific. He was the first foreign correspondent trained as a paratrooper, and he won a Pulitzer Prize for his report of an appendectomy on a submarine. He wrote the book Singapore is Silent in 1942 after seeing the city fall to the Japanese, and he advocated a global system of United States bases in his 1943 book Bases Overseas. After witnessing Japan's surrender on September 2, 1945, he broke General Douglas MacArthur's order against travel to Nagasaki by impersonating an American colonel and taking a train to the bombed-out city. In a period of six weeks, he sent typewritten dispatches totaling some fifty thousand words back to American newspapers through official channels of the military occupation. Under MacArthur's directives, they were censored and never made it into print. Weller died in 2002 thinking his dispatches had been lost. Months later his son, Anthony Weller, found a crate of moldy papers with the only surviving carbon copies. Anthony Weller edited the dispatches and included his own essay about his father, resulting in this priceless addition to our information about World War II in the Pacific, and the birth of the atomic age. The importance of the dispatches, however, extends far beyond the value of the information from Nagasaki. George Weller is a voice from a past generation, and the publication of his censored dispatches raises a series of deeply important issues and, in the process, reveals an immense cultural divide between his world and ours today. On September 8, 1945, two days after he arrived in Nagasaki, Weller wrote his third dispatch concerning Nagasaki itself. He described wounded Japanese in two of Nagasaki's undestroyed hospitals, and recorded the question posed by his official guide: Showing them to you, as the first American outsider to reach Nagasaki since the surrender, your propaganda-conscious official guide looks meaningfully in your face and wants to know: "What do you think?" What this question means is: Do you intend writing that America did something inhuman in loosing this weapon against Japan? That is what we want you to write (p. 37). What would many reporters today write if asked this question by bombed enemy civilians? . . .

That process has occurred, but because of a threatened Russian veto, the Security Council failed to approve the plan prepared under the leadership of former Finnish President Marti Ahtisaari, which provides for Kosovo's independence under international supervision with extensive protection for its Serb population. The UN Secretary General invited the Contact Group—France, Germany, Italy, Russia, the UK and the U.S.—to pursue further, direct negotiations between Pristina and Belgrade, but with little prospect of movement on either side. Belgrade continues to insist on maintenance of its sovereignty over Kosovo, and Pristina continues to insist on independence. On December 10, the Contact Group will report to the UN Secretary General, who in turn will report to the Security Council (UNSC). A small group of experts with long Balkans experience met at USIP September 5 to discuss the situation and suggest ways forward. Others (consulted electronically) join in associating their names with this paper. Listed at the end, all believe that Kosovo's independence must happen without further delay, in order to prevent regional instability. Abstract:: Sports have always been used to promote the nation state and the invention of national traditions with national symbols such as flags and national hymns playing an important role. This article looks at the peculiar situation of the post-war period when two Germanys established themselves also in the field of sports, yet cooperated in some athletic disciplines, and, most important of all, at the Olympic Games until 1968. This raised a great number of delicate political questions, particularly the politics of the nonrecognition of the GDR which strove hard to establish itself internationally by way of the international sports movement. Konrad Adenauer and the German Sports Organization clashed on this issue which brought to the fore the question of a German and an emerging West-German identity. In order to describe this negotiation of the nation state in the realm of sports, this article tries to make fruitful use of the term postnationalism in order to understand the ambiguities of identity of Germans towards their nation state. It also takes a brief look at the Olympic Games of 1972, which epitomizes more than anything else the peculiar postnationalism of the Federal Republic.

Abstract:: This study analyses the foreign policies of Turkey and Germany toward the Bosnian War, that took place between 1992-1995, in a comparative perspective. Both states had to face an identity crisis in the wake of the phasing out of the bipolar system. Whilst Turkey, all of a sudden, lost its former status within the Western Bloc, Germany could be reunified in a relatively short period of time. The war in Bosnia took place at the very time when an important discussion was continuing about the new position of these aforementioned countries. In view of traditional International Relations theories Turkey, on the one hand, was expected to focus on its internal problems; Germany, on the other hand, was foreseen to pursue an active foreign policy thanks to the new dynamism acquired by reunification. However, what happened in the case of Bosnia was, in fact, the reverse. The main argument of this study is that one of the main factors shaping the foreign policies of Ankara and Berlin toward Bosnia was the ultimate intention to maintain their former state identities in the new era.

Abstract:: Silverman's intent is to emphasize the "critical role of religion in the development of modernism." As an addendum to that pursuit, it should be pointed out that, well into the twentieth century, religion remained crucial to artistic innovation and development (and still is). We now recognize how important apocalyptic imagery was to Wasily Kandinsky's abstraction. In the wake of the Second World War, and French occupation by the Germans, religion made a powerful reappearance in the art of the avant-garde. Henri Matisse's Chapel of the Rosary at Vence is one of the great works of this period; it is worth briefly examining the ways in which Matisse understood the intersection between modern art and his reengagement with Catholicism.

Abstract:: The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.

Abstract:: Many events commemorating the 60th anniversary of the defeat of Nazi Germany in the Second World War were held this past May. Yet there has been little or no discussion of some of the most important and enduring legacies of that war, legacies that have cast long shadows ever since. Nationalism, industrial production, the bureaucratic state, and science and technology were harnessed to the cause of war in terrible new ways. It brought us the gas chambers, the systematic bombing of cities, and nuclear weapons. These three forms of modern violence are different in some significant ways, but they shared important features. Among these were centralized authority, extensive compartmentalization of responsibilities, tasks, and knowledge accompanied by strong organizational loyalty, along with scientific rationalization for the policy and technical ways of distancing perpetrators from victims.

51. Why German-US Relations Still Matter to the Transatlantic Alliance—One Year after War in Iraq

Abstract:: A declaration on NATO transformation of October 6, 2002 stated the North Atlantic Treaty Organization (NATO) needed to be “capable of taking action whenever the security of its members was threatened, upon the basis of the United Nations Charter. By making it clear that there is no safe haven for those who would threaten our societies or for those who would harbor such people” the deterrent element of Alliance strategy was strengthened. The North Atlantic Council should decide actions on a case-by-case basis. Where NATO as a whole was not engaged, allies willing to take action should be able to make use of NATO assets, procedures and practices. The declaration stressed high priority goals essential to the full range of Alliance missions including the defense against terrorism. This new initiative was to be based on firm national commitments with specific target dates. National commitments should be made transparent for parliamentary monitoring and oversight. Priority should be given to projects maximizing multi-nationality, and which had the potential to become common NATO assets. NATO and European Union capabilities initiatives needed to be mutually reinforced and thoroughly harmonized through permanent co-ordination mechanisms and procedures in a spirit of openness. NATO should redouble its efforts to reduce the fragmentation of defense procurement efforts through the pooling of military capabilities, co-operative acquisition of equipment and common funding. It should reduce to a minimum the obstacles for the sharing of technology. The alliance had to be able to act wherever NATO' s interests were threatened, creating coalitions under NATO' s own mandate, as well as contributing to mission-based coalitions, concerning both, old and new threats. NATO General Secretary, Lord Robertson referred to the experience NATO had with post-conflict stabilization, as in Kosovo and Macedonia. On October 8, 2002 Robertson declared, an enormous number of security issues on the Euro-Atlantic agenda required the greatest possible communication and coordination among Europeans and North Americans. The November 2002 Prague Summit would be a transforming event for the Alliance. It covered a wide range from terrorism, NATO' s military command arrangements and headquarters structure, to a further development of Partnership. The most visible issues referred to enlargement and improvements to NATO' s military capabilities. The question of capabilities concerned the member countries of NATO and of the European Union (EU). Because each nation had only one set of forces, it was necessary to make the best use possible of the scarce resources, avoiding duplication and overlaps. The message was very clear: the European Capabilities Action Plan and NATO' s Prague Capabilities Commitment needed to be coherent. Work in full transparency on capabilities issues was imperative, if EUNATO impasse was to be avoided or ended.

52. Remembering the Battle of Paris: 17th October 1961 in French and Algerian Memory

Abstract:: In October 1961, an as yet undetermined number of Algerian protesters were killed by the police in Paris while demonstrating for Algerian independence. In the last two decades, these killings have become the focal point of a public controversy in France, as questions about the memory of the Algerian war converged with debates about immigration and citizenship in the 1980s and 1990s and with the willingness of the French state to confront the crimes committed during the last phase of decolonization between 1945 and 1962. Most commentaries have emphasized the connections of this debate with an earlier bout of French soul-searching over the question of the Vichy government's collaboration with Germany during World War II. This connection seemed all the more relevant when the man who was the prefect of police in Paris in 1961, Maurice Papon, was accused and eventually convicted of assisting in the deportation of Jews from Bordeaux in 1942-1944. This article argues that the public attention to the connections between Maurice Papon and the Holocaust have obscured the extent to which the debate in France about October 1961 has been driven by developments in Algerian politics in the last four decades. The extent to which historical accounts of the events of October 1961 are shaped by very contemporary political concerns presents particular challenges to the historian, who must find a way of retelling the story without merely reproducing the ideological conflict that produced the violence in the first place.

54. Complicity in Iraq: How Deep?

Abstract:: As war with Iraq looms closer, postwar questions are receiving increasing attention. Senior defense officials have been addressing such issues frequently, and the White House held a press briefing yesterday on "Humanitarian Reconstruction" in Iraq. One of these issues concerns individuals who have been complicit in the crimes of Saddam Husayn's regime. According to the Washington Post, the United States intends to conduct a "de-Baathification" program in Iraq similar in some ways to the "de-Nazification" program conducted in Germany in the wake of World War II. Although the details of this program are still to be worked out, the Post indicated that complicity in "human rights and weapons abuses" would be key criteria in determining which Iraqi officials would be permitted to keep their jobs.

Abstract:: At the start of 2003, the United States remains focused on fighting global terrorism in general even as it zeroes in on Iraq as the nexus of evil. But a number of factors in play today make international support for such a venture less effusive than in 1990-91, when the last anti-Saddam “coalition of the willing” formed. Many economies, including those of three of the four big financial supporters of the 1990-91 war — Japan, Germany, and Saudi Arabia — are weaker. Any war would be relatively more expensive. Suspicions about U.S. motives, fueled by the Bush administration's initial unilateralism, remain alive despite Washington's patient work in obtaining a UN Security Council resolution on new inspections. Germany has declared it will provide no forces; use of Saudi Arabian airbases to launch combat missions against Iraq remains unclear; and troop contributions, as well as moral support, from other Arab states such as Egypt and Syria may not materialize.
