- The killing of top Iranian General Qasem Soleimani by a US drone strike on 3 January 2020, followed by the Iranian retaliation on US military bases in Iraq, left many Europeans wondering how – if at all – the European Union can foster de-escalation in the Middle East. The EU is presently stuck between a deepening strategic rift with its US ally and its inability to advance its independent interests and policies vis-à-vis Iran. It is now clear that Europe cannot protect its relations with Washington while also salvaging the Joint Comprehensive Plan of Action (JCPOA), or Iranian nuclear deal. Borrowing from an old Persian proverb, Europe cannot have both God and the sugar dates.

- The European Commission’s Joint-Communication “Towards a Comprehensive Strategy with Africa”, published on 9 March 2020, envisioned the beginnings of a new and more equal partnership with the African Union (AU).[1] Meanwhile, COVID-19 has had an unprecedented disruptor effect on the world scene. Its impact dramatic and long-lasting, the crisis may also be an opportunity to move beyond policy principles and actually consolidate the EU–AU relationship. The Commission aspires to structure this new course of EU–AU relations around five thematic partnerships and ten actions so as to concretely step up cooperation. A common thread emerging from the Communication is the need to strengthen multilateralism and the rules-based international system.

- The crisis caused by the COVID-19 pandemic will have consequences on every aspect of the European societies, including the defence sector. The extent to which it will impact the military budgets is heavily discussed, with optimists trusting in slightly decreased investments and pessimists anticipating severe downturns. The fulfilment of NATO capability goals will be at stake, while allies will bring further diversified security needs to the Alliance’s agenda. The EU will have to cope with both pandemic and economic recession for the sake of its own security and stability, without sacrificing the European Defence Fund which could rather be part of a EU-wide plan for industrial and economic re-launch. This report summarizes the main findings of the IAI webinar hold on 8 April 2020 and participated by 22 experts and practitioners from Italy and other European countries.

17. Beyond Coronabonds: A New Constituent for Europe

- Every era has its symbols. In 1984, Mitterrand and Kohl held hands on the battlefield in Verdun, coming to symbolise the importance of peace in the pursuit of European integration. Today, in times of COVID-19, the so-called “Coronabonds” could have emerged as the symbol of a new Europe, one that is ready and able to do what it takes to collectively overcome the present crisis. Yet, what some member states consider an indispensable emblem of European solidarity, namely debt mutualisation to face an unprecedented symmetric crisis brought about by COVID-19, is regarded by others as an ultimate excuse for moral hazard. As a result, Europe could end up with a politically more digestible European Fund, as proposed by Commissioners Paolo Gentiloni and Thierry Breton, designed to issue long-term bonds.[1] Or, as outlined by the Eurogroup, a Recovery Fund that is “temporary, targeted and commensurate” to the extraordinary costs of the current crisis, helping to spread them across time.

18. WTO Industrial Subsidy Regulation: US-EU-Japan Joint Statement of January 2020 and Afterwards

- On 14 January 2020 the United States, the European Union, and Japan (hereinafter referred to as “US-EU-Japan”) issued a trilateral joint statement, proposing a set of new rules to strengthen WTO regulation on industrial subsidies. While a total of seven joint announcements have been made so far, this is the first time that three WTO Members have presented specific ideas on how to amend existing subsidy rules. Many of the proposed amendments seem to primarily target China’s trade policy and practices. Among the six amendment items proposed in the Joint Statement, it seems that the United States is paying particular attention to the sixth item, i.e. in making explicit the possibility of using the out-of-country benchmark and on introducing necessary requirements to do so in measuring the benefit conferred and, ultimately, in calculating the amount of the countervailing duties (CVDs). Against this backdrop, in this Brief the author analyzes the relevant WTO provisions and GATT/WTO jurisprudence, and discusses various scenarios on future negotiations on WTO Reform on industrial subsidies.

19. New Directions for EU Civil Society Support: Lessons From Turkey, the Western Balkans, and Eastern Europe

- As the European Union (EU) debates its new post-2020 funding instruments, EU civil society support faces a pivotal moment. The union has been fine-tuning this support in recent years and is now contemplating further reforms. Civil society around the world is undergoing far-reaching changes as new types of informal activism emerge, governments try to constrict civic activity, and digital technology has major political implications. Against this backdrop, this analysis proposes ten practical ideas for how EU civil society assistance needs to evolve. It focuses on the countries that fall under the EU’s Instrument for Pre-Accession Assistance (IPA)—Turkey and the countries of the Western Balkans—and the six states of the EU’s Eastern Partnership (EaP): Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. This research examines how EU funding mechanisms need to change and assesses whether current financing proposals are likely to be beneficial or damaging. It suggests how the EU can overcome the main challenges of supporting newer forms of activism. And it explores how the EU can best help civil society to resist the heightened repression it faces in most IPA and EaP states. To improve its civil society assistance, the EU should: 1. tie critical measures to civil society support; 2. set minimum thresholds for mainstreaming; 3. engage with unfamiliar civil society partners; 4. define clearer rules on government-organized nongovernmental organizations (GONGOs); 5. focus on systemic resilience; 6. help local fund raising; 7. widen support networks; 8. better connect civil society to politics; 9. assess the civil society impacts of other EU policies; and 10. link civil society to foreign policy. This publication does not attempt to give a comprehensive or detailed account of all aspects of EU civil society support—something Carnegie has covered elsewhere.1 Rather, it offers a snapshot of the current state of play in this area of policy at a moment when the EU is debating significant changes and is set to make decisions that will affect the future course of its civil society support.

20. EU Code of Practice on Disinformation: Briefing Note for the New European Commission

- The EU Code of Practice on Disinformation (COP) produced mixed results. Self-regulation was a logical and necessary first step, but one year on, few of the stakeholders seem fully satisfied with the process or outcome. Strong trust has not been built between industry, governments, academia, and civil society. Most importantly, there is more to be done to better protect the public from the potential harms caused by disinformation. As with most new EU instruments, the first year of COP implementation has been difficult, and all indications are that the next year will be every bit as challenging. This working paper offers a nonpartisan briefing on key issues for developing EU policy on disinformation. It is aimed at the incoming European Commission (EC), representatives of member states, stakeholders in the COP, and the broader community that works on identifying and countering disinformation.
