Abstract:
El mercado halal se ha convertido en una realidad en España. Los procesos de certificación, que en un primer momento se basaron en la confianza entre comerciantes y consumidores, han evolucionado hasta alcanzar un elevado grado de profesionalización. Los productos halal elaborados en España son reconocidos por su calidad y la garantía cumplir con preceptos islámicos. Aunque, la demanda de productos halal todavía es reducida en España, son varias las empresas que han optado por adentrarse en este mercado. El presente artículo analiza la dimensión actual del comercio halal en España, tomando como referencia la adaptación de la industria cárnica a estos procesos. Junto con el análisis de la evolución de la industria y su actual impacto, el artículo profundiza en los métodos utilizados para poder vender productos halal y resalta las ventajas que para muchas de las empresas implicadas ha supuesto el compromiso halal.

Abstract:
Polarization and discrimination linked to religion have been increasing in many parts of the world, including on the two shores of the Mediterranean. Against this background, however, seeds of hope have emerged from a number of religious leaders who have called for a new narrative of human fraternity and inclusive citizenship. This report analyzes the opportunities which human fraternity and inclusive citizenship offer for government-religious partnerships aimed at building more inclusive and peaceful societies across both shores of the Mediterranean and puts forward interreligious engagement as a new policy framework that recognizes and amplifies these novel dynamics. Can the interreligious narrative of human fraternity help to create new inclusive forms of citizenship? How can governments and international organizations better partner with religious leaders and communities to concretely build inclusive societies from the MENA region to Europe?

He heads the advisory board for Austria’s Documentation Center for Political Islam—a project that monitors movements that do not pose a security-related threat and is “part of the national strategy of extremism prevention and deradicalization.”

The Cooperation Agreement of 1992 is a legal framework established by the Spanish government and the Islamic Commission of Spain to guarantee the rights of Muslims living in Spain. Included in the agreement were essential aspects of development and citizenship, such as the teaching of Islam to Muslim children and the regulation of worship places. Although almost thirty years have passed since the signing of the agreement, several issues key to Muslim life—such as the increasing need for Muslim cemeteries—have yet to be solved.

In February 2019, Pope Francis became the first pope to visit the United Arab Emirates (UAE). Like John-Paul II before him, he has also visited Egypt, and he went to Morocco in March 2019. The pope participated in a colloquium on “human fraternity” and interreligious dialogue sponsored by the UAE-based Muslim Council of Elders—the brain-child of Sheikh Ahmed el-Tayeb, the grand imam of Egypt’s Al-Azhar, the most important Sunni Muslim university in the world. The Council of Elders sponsors initiatives to engage young Muslims on Islamist ideology by promoting a more “authentic” interpretation of Islam. Islamist violence—with its beheadings and mass executions—has provoked disgust across the Muslim world and is causing young Muslims to become more distant from their imams and mosques. It is becoming clear to many Muslim intellectuals in Egypt, Iraq, and Lebanon that, in order to defeat Islamism, there needs to be greater dialogue and coexistence with Christians. Pope Francis is attempting to lead the way, extending his “culture of encounter.”

Abstract:
The economic decline of the Muslim world and the rise of Western Europe has long captured the attention of scholars across disciplines. Explanations largely focus either on Islam, whether its financial institutions or the essence of its teachings, or on Western colonialism as the culprit. In Islam, Authoritarianism, and Underdevelopment, Ahmet T. Kuru puts forward a new explanation rooted in class relations. He takes issue with existing approaches, convincingly demonstrating the intellectual and economic vibrancy of the Muslim world between the eighth and twelfth centuries, undermining arguments about Islam’s incompatibility with progress, and asserting that colonialism occurred too late to explain multiple political and socioeconomic crises. Instead, Kuru identifies the eleventh century as a critical juncture when the Muslim world witnessed the emergence of alliances between Islamic scholars (ulema; singular alim) and the military. These alliances persisted through path dependence and gradually hindered intellectual and economic creativity by marginalizing independent intellectual and bourgeois classes in the Muslim world. In turn, the absence of these classes led to the persistence of authoritarianism and the well-documented underdevelopment in the contemporary period.

10. Can Religious Human Rights Discourses Help Integrating Muslim Migrant Communities Across Europe?

The perception of Islam as antithetical to European human rights values is widespread in Europe. Such perceptions complicate the task of integrating Muslim minorities across Europe. While incrementing respect to human rights norms among migrant communities is an important element of any integration policy, this goal should not be perused by forcing migrant communities to adhere to human rights norms based on purely secular grounds. The drafting history of the Universal Declaration of Human Rights is the ultimate proof that human rights can be justified from different political, philosophical and religious perspectives. While European States cannot compromise their commitment to human rights, even in relation to migrant communities, still, they must allow other narratives on the importance and the meaning of human rights to emerge. Muslim migrant communities must be allowed to engage in intra-group religion-based dialogues to reevaluate their stance on human rights and to debate their meaning. After being given the opportunity to engage in internal debates on the significance of human rights, Muslim migrant communities should also be engaged in cross-cultural dialogues with the rest of community to generate a wider agreement on the meaning and the application of human rights. This two-fold strategy is consistent with the principle of subsidiarity, which suggests that for human rights be effective they must be seen as legitimate by all those small groups that are close to the individual. Such legitimacy cannot be imposed from the outside, it must emerge from within these small groups. However, for these intra-group and cross-cultural dialogues to succeed, the separation of religion and State cannot be understood as the complete exclusion of religion from the public sphere. Individuals of different philosophical or religious convictions must have an equal access to public debates on the centrality of human rights in the European legal order.

11. How the French Understand Immigrant Integration and Citizenship

On December 9, 2020 will be celebrated the 115th anniversary of the 1905 law on French secularism (laïcité). On the very same day, a new law project will be presented by the French government, with the objective of further strengthening the “republican values” in order to fight against so-called “Islamist separatism” within French society. This dramatic emphasis on France’s political tradition of universalism and secularism is difficult to understand outside France. Such misunderstanding created a situation unseen before whereby a sitting French president replied to an online column published in the Financial Times (which was eventually withdrawn from the FT website), and phoned Ben Smith, a NYTimes journalist, and complained about the US media coverage of the 2020 terrorist attacks in France. It seems that the French model of immigrant integration and citizenship is difficult to understand outside France, even more so at a time when France is once again the target of jihadist terrorism and responds to this challenge with a dramatic emphasis on its national political tradition of universalism and secularism – what the French refer to in terms of laïcité. In order to address this misunderstanding, this research proposes to analyze 10 terms that have been central to French debates on immigration and citizenship, namely: integration, communalism (communautarisme), secularism (laïcité), discrimination, Islam, citizenship, migrant, migration crisis, the nation-state, and Europe. The lexicographic application Ngram Viewer is used for each of these terms in order to show evolutions over time. These evolutions are part of what needs to be understood. Behind these evolutions, the analysis emphasizes ambiguities and a plurality of meanings surrounding the vocabulary of the French political tradition, and the subsequent misunderstandings these ambiguities and multiple meanings generate not only between French and international observers but also within French society. A related claim is that evolutions that can be identified in French political and public debates about immigrant integration are not specific to France but are part of a broader transformation that concerns all Western countries in their relation to immigration, ethnicity and Islam.

Abstract:
In spite of their overwhelmingly Muslim populations, Indonesia and Turkey are formally secular states though of different kind. However, both allocate a surprisingly high proportion of the state budget to the administration of Islam, considerably higher than most countries where Islam is the state religion. In Turkey during the years 1950-2000 and in Indonesia during the New Order period (1966-1998), the state invested heavily in the education of “enlightened” religious personnel and the dissemination of religious views that were compatible with the drive for modernisation and development. Turkey’s Directorate for Religious Affairs (Diyanet) controls a huge bureaucracy through which the state interacts with the pious conservative part of the population. Schools for the training of prayer leaders addressed the needs of the same segment of the population and were intended to facilitate the integration of these conservatives into the project of secular modernisation. However, these institutions had the unforeseen effect of enabling the social mobility of once marginalised conservatives, allowing them to gradually gain control of part of the state apparatus. Mutatis mutandis, very similar developments can be observed in Indonesia, where the Ministry of Religious Affairs (MORA) and the Council of Islamic Scholars (MUI) were expected to provide development-friendly religious guidance and prevent undesirable expressions of religiosity. After the fall of the Suharto regime, the MUI made itself independent of the government and instead became a vehicle through which various conservative religious groups strove to influence government policies, with various degrees of success.

In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Abstract:
There are a variety of reasons to study geopolitical rivalries, and analysts, officers, and politicians are rediscovering such reasons amid the tensions of the last several years. The best reason to study geopolitical rivalries is the simplest: our need to better understand how power works globally. Power not only recurs in human and state affairs but it is also at their very core. Today’s new lexicon—superpower, hyperpower, and great power—is only another reminder of the reality of the various ways that power manifests itself. Power protects and preserves, but a polity without it may be lost within mere decades. Keith D. Dickson’s article in this issue of MCU Journal, “The Challenge of the Sole Superpower in the Postmodern World Order,” illuminates how fuzzy some readers may be in their understanding of this problem; his article on postmodernism calls us to the labor of understanding and reasoning through the hard realities. Ed Erickson’s survey of modern power is replete with cases in which a grand state simply fell, as from a pedestal in a crash upon a stone floor. Modern Japan, always richly talented, rose suddenly as a world actor in the late nineteenth century, but the Japanese Empire fell much more quickly in the mid-twentieth century. A state’s power—or lack thereof—is an unforgiving reality. This issue of MCU Journal, with its focus on rivalries and competition between states, is refreshingly broad in its selection of factors—from competing for or generating power. Dr. Erickson recalls that Alfred Thayer Mahan settled on six conditions for sea power, all still vital. Other authors writing for this issue emphasize, by turns, sea power (Steven Yeadon, Joshua Tallis, and Ian Klaus); cyberpower (Jamie Shea); alliances (T. J. There has traditionally been a wide divide between the study of the politics of Islam in the Middle East and in the West. Middle East-focused research in American political science has focused in great depth on issues such as political mobilization, social service provision, electoral performance, and Islamist ideologies. American research on Islam in the West, by contrast, has often focused on cultural conflicts, immigration, terrorism, and anti-Islamic campaigns. Today’s European scholarship on Islam distinguishes itself by a wide spectrum of methods, topics, and fieldworks, with a trend toward strong ethnographic research. Over the last two decades, a prolific and pluralist field of scholarship on Islam and Muslims in Europe and the U.S. has emerged and brought to the fore innovative perspectives and understudied topics. On June 28, 2018, POMEPS and Sciences Po CERI convened a workshop with a dozen scholars of Islam and politics in Europe and North America to engage with these various perspectives. Their work in POMEPS Studies 32: The Politics of Islam in Europe and North America illustrates the richness of the field of the politics of Islam in Europe and the U.S.

19. Land Rights in Nineteenth-Century Ottoman State Succession Treaties

Ottoman state practice in the field of state succession in the 19th century displayed strict adherence to the European notions of international law. This is evident from the ratification of cession treaties, attention to reciprocity, the use of mediation and reliance on the existing laws of war principles, including the legal effects of occupation, conquest and the rights and duties of belligerents. This article focuses on state succession treaties with Greece since they represented the paradigm for all future treaties, and it examines the Islamic origin of Ottoman land regulation. The Ottomans succeeded in attaching a further condition to their cession arrangements with the new Greek state, namely the latter’s obligation to respect the property rights of Muslim citizens. This arrangement brought into play the application of Ottoman land law, to which Greece was under no obligation to succeed. This body of law, particularly the set of property rights bestowed under it, became a focal point in the ensuing state succession negotiations. It was the actual basis of Muslim property rights – a precursor to contemporary property rights – and a sine qua non element of Ottoman practice in the law of state succession. In this light, Ottoman land law and institutions should correctly be considered to be general principles of law – with origins from the Quran and the early caliphates – as well as regional custom, at least in the territories liberated from Ottoman rule, which continued to apply and enforce it not only among Muslims but also in the property relations of the indigenous ethnic communities.

From the record-length 65,000 km Olympic torch run (which included trips to outer space, the north pole and the bottom of the world's deepest lake) to the incredible $51 billion price tag and the Ian Flemingesque threat of attacks from black widow terrorists, the Sochi games have a distinctly Russian flavour. The Kremlin appears to have envisioned the games as a national triumph, not unlike the 2008 Beijing Olympics, with organisational, architectural and sporting successes that could unite the country. However, with global headlines dominated by stories of corruption, human rights abuses, anti-gay laws and the very real threat of terrorist attacks, one might be forgiven for wondering whether the Russian government regrets its decision to bid for the games.

THE NAQSHBANDIYYA is perhaps one of the widest-spread Islamic religious brotherhoods due to its active involvement in political affairs. Its 'strength' comes from the fact it could trace the sheiks of the order as far back as to the Prophet of Islam through his companion Abu Bakr. The silsila (the chain of transmission) of the order also contains some very important figures in Islamic history, like Salman al-Farisi and Bayazid al-Bistami. Despite the importance of the order and its worldwide expansion, the published works on the subject could fill only a small shelf. The order also has a great number of followers in Turkey, including some prominent political figures. Since Shah Bahauddin Naqshband, the founder of the order, the succeeding sheiks of the Naqshbandiyya tarikat (religious order) have currently been handed to Sheikh Nazim al-Kibrisi al-Haqqani, a Turkish Cypriot. The Sheikh has been given the task of expanding the order to the West, and as a result of arduous efforts he has been able to establish some centers in various European and American cities, with the biggest one being in London. Author Tayfun Atay studied this center for his Ph.D. thesis submitted to London University.

The depth of the volume covering a variety of times, spaces, and themes provides us with a much awaited tool against the 'gaps' and the 'forgetfulness' of how today's doctrines and practices of international law came about, not shying away from the voices that question the narrative of international law serving peace and justice. The Handbook is therefore laudable for a number of things.

The Story of Islamic Philosophy You cannot judge a book by its cover – or even its title. Now and then, a work comes along that forces us to take notice of what the author means by giving his work a particular title. Certainly, those who pick up The Story of Islamic Philosophy might expect a conventional history of the philosophical endeavour in the world of Islam, starting with the translation movement and the appropriation of Aristotelianism and ending with the 'eclipse' of 'rational discourse' in medieval mysticism and obscurantism. The study of philosophy in Islam is rather polarised: the traditional academic field of 'Arabic philosophy' starts with the Graeco-Arabica and is very much in the mould of understanding what the Arabs owed to the Greeks and then what the Latins owed the Arabs. This book is a story of Aristotle arabus and then latinus, and hence it is not surprising that the story culminates with the ultimate Aristotelian, Averroes. Many Arab intellectuals, such as the late Muḥammad ʿĀbid al-Jābirī, have been sympathetic to such readings and wished to revive a sort of Averroist Aristotelianism in the name of reason and enlightenment. In particular, they wished to save the Arab-Islamic heritage from its 'perversion' by the Persians, starting with Avicenna and Ghazālī who initiated the shift from reason and discourse to mystagogy and 'unreason.' The models for this tradition of philosophy are the Metaphysics and the Organon of Aristotle. However, the Greek heritage was always much more than Aristotle – Plato and the thoroughly neoplatonised Aristotle were critical. If anything, a serious historical engagement with the course of philosophy in the late antiquity period, on the cusp of the emergence of Islam, demonstrates that philosophy was much more than abstract reasoning, discourse and a linearity of proof.

The relation between the Islamic East and the American and European West is potentially an important concept in discussions about religious coexistence. The domination of a discourse in opposition with coexistence can be a major obstacle in the formation of peace and the relations between the two worlds. The political discourse between the West and the Islamic world, though not always the same during time has been based on three main concepts of authorization, ethnocentrity, supremacy, well after the modernity. In other words, the West has exhibited a different, negative image of Islam, while presenting liberalism as the best model culture. The universalization of such a model has been pursued through modernity and technical ability. The discourse has been the hegemon for a long while. Even the East acknowledged it and developed the center - margin model of coexistence based on Wallerstein's theory, which gradually turned into the Islamic rival discourse. The political Islam tried to improve a social and political identity by rejecting the western discourse. After September 11, both discourses tended towards fundamentalism, and rivalry and confrontation replaced coexistence. In fact, a second Cold War was developed between the West and Muslim World. It seems that such a dialogical, polarized condition would not be apt to maintain any effective discourse. In this article, the elements and processes in the formation of such a discourse, and the effects on the existing challenges would be explained.

The rise of political Islam in the EU's southern neighbourhood represents a political as well as conceptual challenge to the EU as a foreign policy actor. In the past, the EU reacted to this challenge based on its essentialist perception of political Islam and its overarching interest in regional stability and security. However, the growing salience of 'contingencist' interpretations of political Islam and the resolution of the EU's democratisation-stabilisation dilemma in the wake of the Arab Spring have recently provided an opportunity for greater engagement and cooperation. This has enabled a switch in EU policies from a strategy of containment to a strategy of engagement. Despite this, problems remain as the EU continues to expect Islamist actors to adjust to its own discursive framework and as intra-European divisions revive as a result of the renewal of secular-religious divisions in the neighbourhood. This will complicate EU attempts to build a new partnership with Islamist democracies and will fuel old stereotypes and animosities.

Populists argue that Islamic immigrants are fundamentally different from Europeans. As evidence, they point to notions of religious and cultural identity. Such arguments have popular resonance. As more mainstream politicians pick up on these themes, they begin to take on an air of common sense. Nevertheless, they are mistaken. Europe has a long track record of reconciling competing identities. This has happened by focusing on patterns of interaction (solidarity) rather than obvious indicators of distinctiveness. Using the examples of the Netherlands and Turkey, this article illustrates the wide spectrum of European approaches to the challenge of getting different groups to share the same geographic space.

Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

While Adjara's Islamic identity has been in decline, the Georgian Orthodox Church (GOC) has increased its presence in Adjara's capital Batumi and western lowlands since the 1990s. Today Islam retains a strong presence primarily in the republic's eastern highlands (upper Adjara), specifically in the Khulo district and to a lesser extent in the more rural areas of the Shuakhevi and Keda districts. With financial support from the state, the GOC maintains a growing presence in upper Adjara, and conversions to Christianity in the area are becoming more common. Simultaneously, certain segments of the region's Muslim population express dissatisfaction with perceived state discrimination, mainly resulting from the lack of state funding for local Islamic institutions and the difficulties of legally registering such institutions. With the creation of the new Administration of Georgian Muslims (AGM) in May 2011 and the passage of a new law on the registration of minority religious groups in July 2011, this discontent may well subside. However, it is still too early to tell whether these laws will have a significant effect in upper Adjara.

Europe's deadliest conflicts are in Russia's North Caucasus region, and the killing is unlikely to end soon. The state has fought back against attacks, first claimed by Chechen separatists, now the work of jihad-inspired insurgents, that have hit Moscow, other major cities and many Caucasus communities. But its security-focused counter-insurgency strategy is insufficient to address the multiple causes of a conflict fed by ethnic, religious, political and economic grievances that need comprehensive, flexible policy responses. Moscow is increasingly aware of the challenge and is testing new approaches to better integrate a region finally brought into the Russian Empire only in the nineteenth century and that has historically been a problem for the Russian state. Diversity in religion, ethnicity, historical experience and political allegiances and aspirations complicate efforts to alleviate local tensions and integrate it more with the rest of the country. Understanding this pluralism is essential for designing and implementing policies and laws that advance conflict re solution rather than make differences more irreconcilable.

European Union (EU) has been reluctant to start visa liberalization talks with Turkey until mid–2012 despite the fact that citizens of all other candidate countries have enjoyed visa-free travel to Schengen area since 2009. The Turkish diplomats had mastered to negotiate roadmap to visa-free travel in an exchange for the initial of the readmission agreement, implementation of which is considered key in securing EU's eastern borders. The issues of migration and visa policy are covered in the negotiating chapter Justice, Freedom and Security, which has been blocked by the Republic of Cyprus. Demonstrating that the said topics represent joint interest of Turkey and the EU, the chapter was added to the positive agenda launched this May with the aim to keep Turkey's accession process alive. Despite the fact that visa liberalization and readmission agreement will both be negotiated outside of Turkey's accession framework, reforms adopted in these areas are likely to ease Turkey's alignment with the provisions of the relevant chapter of the acquis communautaire. Visa liberalization and readmission agreement are thus important factors influencing Turkey's protracted journey to the EU.

On the morning of September 11, 2001, Mohammed Atta and his minions flew stolen planes into the World Trade Center and the Pentagon, destroying the former and murdering thousands of innocent civilians. What motivated this atrocity? What filled the murderers with such all-consuming hatred that they were willing to surrender their own lives in order to kill thousands of innocent human beings? The clear answer is that these were religious zealots engaged in holy war with their primordial enemy—the embodiment of the modern secular West: the United States of America.In their evil way, the Islamists provide mankind with some clarity. They remind us of what real religion is and looks like—not the Christianity or Judaism of the modern West, watered down and diluted by the secular principles of the Renaissance and the Enlightenment; but real faith-based, reason-rejecting, sin-bashing, kill-the-infidels religion. The atrocities of 9/11 and other similar terrorist acts by Islamists do not clash with their creed. On the contrary, they are consistent with the essence of religion—not merely of Islam—but religion more broadly, religion as such. This is an all-important lesson that humanity must learn: Religion is hazardous to your health. Unfortunately, conventional views of religion hold just the opposite. Many people believe that religion is the necessary basis of morality—that without belief in God, there can be no ethics, no right or wrong. A character in Dostoyevsky's The Brothers Karamazov famously expressed this view: “In a world without God, all things become permissible.” In the 21st century, many people still believe this. But the converse is true. A rational, fact-based, life-promoting morality is impossible on religious premises. Indeed, religion clashes with every rational principle and factual requirement of a proper, life-advancing ethics. A proper ethics, one capable of promoting flourishing human life on earth, requires the utter repudiation of religion—of all of its premises, tenets, implications, and consequences. To begin understanding the clash between religion and human life, consider the Dark Ages, the interminable centuries following the fall of Rome in the 5th century AD. In 2012 Western sanctions on the Islamic Republic of Iran's oil and gas industry, aimed at putting economic pressure on it to change its nuclear policy, have reached an unprecedented level. Since the Iranian revolution in 1979, Iran has been in a state of hostility with the US, and has had cool relations, at best, with most European states. Sanctions against official Iranian financial institutions, individuals associated with the Islamic Republic and organisations suspected of being involved in nuclear proliferation activities have been mounting for some time. However, it is only recently that Iran's oil and gas sector has been specifically targeted by both the US and the EU in such a co-ordinated manner. Importantly, this marks the first time since the foundation of the Islamic Republic of Iran that the EU member states have collectively put in place sanctions on the export of Iranian crude oil—until now an action that, with a few exceptions, had only been taken by the US. The stakes have therefore been raised in Iran's confrontation with Western powers over the nuclear issue.

The long-lasting Somali conflict is profoundly linked to the country's historical development and its socio-cultural specificities. The political milieu and the struggle for power in Somalia reflect the cleavage between tradition and modernity. This rift has led to a legitimacy vacuum, which has made it difficult for the warring parties to find enough common ground for a compromise. Furthermore, external influences, at both regional and international levels, have contributed to the fragmentation of the political arena, due notably to the emphasis on the use of force as the principal tool for acquiring or maintaining power. In this unfolding crisis, regional pressures and rivalries, international interventions, economic and strategic interests as well as piracy, corruption and Islamic extremism all play an interlocking role. In view of this, a new approach to the crisis is badly needed. The EU, in particular, should promote a new strategy based on three components: enhancement of social cohesion through local cooperation programmes, state-building and development.

The field of religious peacebuilding has begun to move closer to the mainstream of conflict resolution practice and theory. The 2011 unrest in the Middle East and North Africa—the Arab Spring—reflects ongoing challenges and opportunities for the field. American and European nongovernmental organizations, agencies in the U.S. government, academia, and international organizations—sectors that once held religious issues at a distance or understood religion mainly as a driver of violence—increasingly engage religious communities and institutions as partners in creating peace. Meanwhile, religious organizations that have been involved in creating peace for decades, if not longer, increasingly have institutionalized and professionalized their work, suggesting ways that religious and secular organizations could coordinate their efforts more closely. The U.S. Institute of Peace's own programs on religion reflect the development of the wider field, having moved from research and analysis to on-the-ground programming to foster interfaith dialogue in the Balkans, Nigeria, Israel-Palestine, and Sudan. In addition, it has trained religious actors in conflict management in Sri Lanka, Iraq, and Colombia and developed peace curricula based on Islamic principles for religious and secular schools in Pakistan, Indonesia, the Philippines, and elsewhere. As the U.S. field of religious peacebuilding continues to develop, challenges include integrating further with secular peacebuilding efforts, engaging women and youth and addressing their priorities, working more effectively with non-Abrahamic religious traditions, and improving evaluation, both to show how religious peacebuilding can reduce and resolve conflict and to strengthen the field's ability to do so.

In the late 1980s, prospects for Maghreb integration were high; the process of integration reflected the aspirations of Maghreb states and societies. However, analysis shows that the process was merely a response to internal and external events of that period, namely, economic difficulties, 'fortress Europe', and the rise of radical Islamism. Following the Arab Spring, incessant calls for unity have re-emerged. Once again, these calls for unity, after a long period of tense relations, especially between Algeria and Morocco, have resulted from internal and external constraints. The threats to the incumbent regimes and/or the insecurity prevailing domestically and at the borders have compelled the Maghreb states to seek greater cooperation to overcome the hardships with which they are faced.

In recent years, public officials in the United States and terrorism analysts here and abroad have warned of an increasing threat of Muslim homegrown terrorist attacks. The terrorist attacks in Madrid in 2004 and in London in 2005 perpetrated by European homegrown terrorists have contributed to these concerns, as has the surge in terrorist-related arrests in the United States in 2009 and 2010. Among these are the high-profile arrests of Maj. Nidal Hasan, who engaged Securityin a deadly shooting spree at Fort Hood, Texas, in November 2009, and Faisal Shahzad, who attempted to bomb Times Square in May 2010. Drawing on contemporary archival and manuscript sources, Marc Baer unfolds the most fascinating story of Sultan Mehmed IV. Although his reign was remarkably long (1648-87), he has almost been forgot- ten or depicted dismissively as weak and foolish. Aiming to retrieve that lost history, the book's central theme is conversion – of Muslims to “proper” Islamic practices, of Christians and Jews to Islam, and of space. Thus, the reader encounters the Kadızadeli movement that first rose to prominence in the 1650s. The movement advocated a revivalist pietism, in the sense that it called for the effective prohibition of unlawful innovations.

The Netherlands' reputation as a bastion of religious and political toleration has been tested in the last decade by the rise of indigenous anti-immigrant political movements. These movements are fueled not only by simple xenophobia and racism, amplified in the wake of September 11, but also by the seemingly sincere sentiment that the Netherlands, the most densely populated nation in Europe, cannot sustain historical immigration levels: “Holland is full.” But another important component of anti-immigrant rhetoric is conceptual or ideological rather than practical, and trades on the tolerant self-image of the Dutch: toleration does not extend to the intolerant. Muslim immigrants are the usual target of this argument, who are accused of harboring theocratic, patriarchal, homophobic, and anti-Christian or anti-Jewish convictions and designs. Such rhetoric raises important and complex questions about how social and political ideals like toleration, freedom, and equality—as much as idolatry, infidelity, and heresy—are conditioned by the structures of social and economic power in which they historically emerge. That is to say, does the ideal of “toleration” in practice merely reinforce the boundaries of what is “tolerable” within the dominant culture?

This article discusses a new social and political phenomenon in Europe, which has become evident along with the visibility of Islam in the European public space. Revealing the current social-political context in Western Europe, which is mainly characterized by a growing drift of securitization of Islam and migration, this paper argues that there are two simultaneously running processes regarding the changing nature of Euro-Islam, which seem to are antithetical: individualization of Islam vs. institutionalization of Islam. Drawing upon the findings of the field research in Germany, France, Belgium and the Netherlands, this article shows that while the processes of globalization seem to prompt younger generations with Muslim background to liberate themselves from the constraints of their patriarchal parental and community culture, western states as well as ethnocultural and religious brokers tend to reify, or reinforce, their existing communal and religious boundaries. That is to say that the descendants of migrants seem to have been squeezed between individualization and institutionalization of Islam.

This article explores the cultural politics of European opposition to Turkish accession to the EU. It argues that the foundations of secularism-the powerful a prioris that structure the debate in Europe regarding religion and politics-make it difficult for Europeans to cope with what is often described as an "Islamic challenge" to Europe, both internally and externally. Turkish candidacy makes these stumbling blocks explicit, as Turkey has become the symbolic carrier of domestic European angst about religion, particularly Islam, and politics. Turkish candidacy highlights unfinished business in the social fabric of the core EU members, including what it means to be secular and how religion, including but not limited to Islam, relates to European identity. These sticking points are what the debate over Turkish membership is really about, and it is for this reason that it is culturally-in addition to economically and politically-so contentious.

Let's imagine that the Cold War was a detour. The entire 20th century, in fact, was a detour. Since conflicts among the 20th-century ideologies (liberalism, communism, fascism) cost humanity so dearly, it's hard to conceive of World War II and the clashes that followed as sideshows. And yet many people have begun to do just that. They view the period we find ourselves in right now - the so-called post-Cold War era - as a return to a much earlier time and a much earlier confrontation. The wars in Afghanistan and Iraq aren't discrete battles against a tyrant (Saddam Hussein) or a tyrannical group (the Taliban). They fit together with Turkey's resurgence, the swell of Muslim immigration to Europe, and Israel's settlement policy to form part of a much larger struggle.

As a state, Yemen is broadly considered to be both fragile and on the brink of failure. During the last five years, and more specifically since the US invasion of Irak, different Sunni policy makers and religious actors have ventilated their concern for what they see as the rise of Shiite Islam. Although the condemnation of Shiism by more rigorous currents such as Wahhabism is hardly new, recently different governments in the Middle East have taken concrete measures against Shiite actors. The same 'Cold War scenario' the region witnessed immediately after the Iranian Revolution seems to appear again, making Arab Sunni voices reverberate up to Western policy makers, who start to worry themselves about the role of Iran and its allies. In this paper we will try to give an evaluation of this alleged shift in the Sunni-Shi`a power balance, and point out the possible consequences for Belgium and the EU emanating from this controversy.

Eritrea has been deeply troubled since independence in 1991. Following the devastating war with Ethiopia (1998-2000), an authoritarian, militarised regime has further tightened political space, tolerating neither opposition nor dissent. Relations are difficult with the region and the wider international community. At African Union (AU) behest, the UN Security Council imposed sanctions in 2009 for its support of the Somali Islamic insurgency. It has become, in effect, a siege state, whose government is suspicious of its own population, neighbours and the wider world. Economically crippled at birth, it is a poor country from which tens of thousands of youths are fleeing, forming large asylum-seeking communities in Europe and North America. But Eritrea is an extreme reflection of its region's rough political environment, not its sole spoiler. More effort to understand the roots of its suspicions and greater engagement rather than further isolation would be a more promising international prescription for dealing with the genuine risks it represents.

Following the July 2005 London terrorist attacks the focus of anti-terrorism efforts has moved towards radicalisation within European societies and away from the conflicts in the Middle East and South Asia. This report argues that this shift in focus is based on a misconstrual of al-Qaida as it mistakes effect for cause. Based on an examination of the communication strategy of al-Qaida and the political rhetoric of Salafism the need for an analysis of militant Salafism in its political and societal context is demonstrated. The radicalisation theory is criticised and it is argued that the wars in Iraq and Afghanistan, as well as the increased focus on efforts to counter radicalisation within European societies more or less have failed because al-Qaida has been able to exploit this strategy and reorganise itself around an operational centre in Pakistan. The report concludes that only politically viable solutions in South Asia and the Middle East can effectively suppress al-Qaida and militant Salafism.

In 2003, the Danish government launched the Partnership for Dialogue and Reform (PDR) with the dual objective of 1) establishing a basis for improved dialogue, understanding and cooperation between Denmark and the Arab region; and 2) supporting existing local reform processes in the Middle East and North Africa. With the first objective, which is the focus of this study, PDR was intended to demonstrate the trivialization of Huntington's thesis of a clash of civilizations that Al Qaeda, only few years before, had brought back to the limelight of international politics and endeavoured to prove. PDR was to show populations in Europe and the Arab world that there was indeed a strong, shared agenda between the so-called West and the mother-region of the Islamic world and that mutual misconceptions and prejudice could be overcome through the joined pursuit of this agenda of progress.

Despite the clear necessity of an inclusive approach that involves all relevant actors, the Middle East Quartet (comprising the United Nations, the United States, the European Union and Russia) has made political and financial cooperation with the Palestinian Authority dependent on the recognition of the three Quartet principles — the recognition of Israel, the renunciation of violence and adherence to previous diplomatic agreements — in exchange for the recognition of a Palestinian government. But instead of compelling Hamas to consider compliance, the Quartet principles have in fact led the group to become more entrenched in its defiant stance. There is a fundamental problem with the three Quartet conditions. While decision-makers proclaim that the three principles come as a package and are inseparable, it is precisely the fact that they are so interlocked and that Hamas is required to comply with them simultaneously that makes compliance problematic. This is the case because the three principles are mutually constraining to such an extent that complying with one principle effectively prevents Hamas from complying with another. Originally, the three Quartet principles were intended as a basis or a framework for a potential peace process. They define the conditions a negotiating partner has to fulfil in order to take part in Middle East peace talks. In reality, however, they have acted as an impediment. This paper seeks to find a way of overcoming the constraints that the EU has imposed upon itself by insisting on simultaneous adherence to the three Quartet principles. It looks at what room for manoeuvre there remains for the EU within the framework of the Quartet conditions and at how they can be modified in such a way that they facilitate rather than obstruct compliance.

Since the Middle East peace conferences in Madrid (1991) and Washington (1991–1993), Europeans have gradually stepped up their political involvement in the Middle East. While Europeans have had strong trade and cultural relations with their neighboring region for decades, they have, in parallel with the Middle East peace process and the development of European Union (EU) foreign policy instruments, moved to assert their political interests more forcefully. These policies have largely been motivated by geographic proximity and geopolitical considerations—chiefly, the fear of security threats emanating from Europe's neighborhood (a spillover of conflict in the form of terrorism, organized crime, migration, and the proliferation of weapons of mass destruction), Israel's security, and access to energy resources. The implicit assumption has been that these different European interests can best be reconciled in an environment where there is peace between Israel and its neighbors (and therefore no contradiction between good relations between the EU and Israel and good relations between the EU and the wider, resource-rich region) and where the people of the Mediterranean and the Middle East find decent living conditions in their countries. As a consequence, Europeans have first focused their efforts on the realization of a two-state solution to the Israeli–Palestinian confl ict, which they consider to be the core of the region's instability. They have, second, aimed at supporting comprehensive peace between Israel and its neighbors. And they have, third, sought to provide an environment conducive to peace in the region as well as to deflect what were (and still are) perceived as security risks emanating from the region.

Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.

In reflecting on the extensive literature and research on intelligence failures and particularly that which ensued in the aftermath of the 9/11 terrorist attacks in the US, Indonesia and those in Europe, this analysis concludes that intelligence, and particularly Western intelligence, cannot be completely at fault for the failure to identify appropriately and forewarn about the occurrence of historical discontinuity events. Western policymakers, economic advisers, as well as socio-economic elites' performance throughout the 1980s and 1990s reveals flaws in long-term policy planning and decision-making with serious repercussions for strategic intelligence analysis. The inability to forecast historical discontinuity events is a key element of intelligence and policy which needs further revision.

Germany has been increasingly forced to confront "homegrown" Islamist terrorism, the threat of radicalized converts to Islam, and the threat of non-integrated Muslim immigrants. In 2003, Iranian-backed Hizbullah was found to have identified Israeli, Jewish, and American facilities in Germany as terror targets. Which are the prominent radical Islamic groups operating in Germany? The Islamic Jihad Union (IJU), one of the most significant threats to German national security, is a Sunni terrorist organization closely associated with al-Qaeda. IJU is well known to the German public due to frequent video threats published on the Internet and on television. Hizb ut-Tahir al-Islami (HuT) is a clandestine, radical Islamist political organization that operates in 40 countries around the world including Germany, which banned the organization in 2003. Prior to its ban, HuT operated mainly in college towns in Germany, and orchestrated a terrorist attack in 2006, when two terrorists placed two suitcases containing bombs (which failed to detonate) on regional trains in Germany. The Islamic Center in Hamburg (IZH), which was under the direct guidance of Iran's Ayatollah Khameini between 1978 and 1980, is considered to be the most important Hizbullah base in Germany and is the institution most engaged in exporting the Islamic Revolution of Iran. It has branches in Berlin, Munich, Muenster, and Hannover, pointing to the ability of Hizbullah to launch attacks within Germany at any time in line with directives from the Iranian Supreme Leadership. Millî Görüş (MG), a radical Islamic group associated with Islamist parties in Turkey, is anti-Western, anti-Semitic, anti-Israeli, and opposes integration into Western society by the 2.5 million Turkish immigrants and their families in Germany. Yakup Akbay of the Fathi Mosque in Munich told Turkish television in 2007: "When Europe, as we hope, will be Islamized, the credit has to be given to the Turkish community. That's the reason for us doing the groundwork."

This paper looks at the dynamics affecting the development of civil society in Morocco within the context of the European Neighbourhood Policy. It explores cooperation mechanisms in three domains of civil society endeavour – women's rights, human rights and socio-economic rights. In each area, the paper examines the kinds of mechanisms and opportunities emerging for the promotion of civil society, and which forms of action and stances taken by civil society have been encouraged (or otherwise). The paper contends that the development of civil society has triggered different responses by the state and international community. While civil and political rights have preoccupied domestic and international actors, socio-economic rights have long been absent from their agendas. Yet it is argued here that shifting responsibility for issues in the socio-economic domain to civil society is highly problematic under the current circumstances of state building, and poses risks of further ruptures in Moroccan society.

Turkey's membership in the European Union (EU) is contingent on economic, political, and cultural factors. Rather than a geographic area with a particular cultural and religious history, the EU defines "Europe" as a political project that espouses values such as human rights, pluralist democracy, and a liberal economy. However, Turkey's EU accession process highlights the cultural and religious dimension through which "Islam" and "Europe" may be mutually redefined. This article examines how Turkish Muslim immigrants in Europe have become an example of the compatibility of "Islam" and "Europe." It is concluded that opposing Turkey's EU membership based on essentializing arguments of cultural and religious difference is misleading and counterproductive, as it fails to address the shifting boundaries of Europe and of Islam.

Despite the general tendency within the literature on Islamism to label all Islamist associations as undemocratic due to a shared Islamic ethos, this article suggests that Islamist groups vary in ideology and methods from one another. They can become a counter-hegemonic force that threatens the democratic order or a potential force for democratization of the Islamic community. The role Islamist associations play in society is determined by the role of Islam within the Islamist discourse that is shaped by the social, economic and political structure within which Islamists operate. By comparing the dominant Turkish Islamist movement Milli Gorus in Germany with its Dutch counterpart based on data collected during field research between the years of 2004 and 2007, this article argues that European states ultimately determine the form Islamism takes within the European public space.

Currently, the prospects for Turkey's EU membership do not look very bright. With key chapters for negotiation already suspended, the government is likely to resume a loose Europeanization agenda. The counterpart of this in the foreign-policy realm is an approach based on 'soft Euro-asianism'. An attempt is also being made to develop friendly relationships with all neighboring countries, coupled with a mediating role in regional conflicts, but without the EU providing the main axis for foreign policy. The present report investigates the continuities and ruptures in Turkish foreign policy during the post-2002 AKP era. It attempts to identify the underlying reasons for the decline in enthusiasm for EU membership following the golden age of Europeanization and reforms during the early years of the AKP government. The report also points to internal and external political developments which may help to reverse the current drift away from Europeanization.

This paper analyses how German tourists react to unanticipated shocks that alter their risk perception of selected tourism destinations. Using a difference-in-difference strategy which flexibly accounts for macroeconomic conditions and also addresses potential problems of serial correlation, we isolate significant effects of the 9/11 (2001) terrorist attacks, as well as for the attacks in Egypt (1997), Tunisia (2002), Morocco (2003) and Indonesia (2003). These terror attacks impacted especially on Islamic countries all over the world, indicating a transmission mechanism driven by ethnic and religious proximity. At the same time, tourism into Islamic countries was temporarily substituted by tourism to (south) European countries.

There are many experiences of jihadist radicalization in prisons, some of them also in Spain. This article first describes the situation of Muslim convicts in Spanish prisons. Following, it analyzes the challenges and inefficiencies that the Spanish penitentiary system is currently facing. These are weaknesses that affect the relationship between convict jihadists and common prisoners of Muslim origin, the prevention and control of the prisoners' daily lives, the diffusion of radical documents inside the prisons and the communication between the interior and exterior of the center. Overall, it is noticeable the lack of a strategic plan from the penitentiary Administration for the prevention of jihadist radicalization.

When I took my family to France for one of the hottest summers on record, we went to a local municipal pool in Beaune. After paying the en trance fee and entering the pool area, we were informed that my children would not be allowed to swim wearing their North American boxer-style swimming shorts. “Public health” required that they wear speedo-type suits. No reason or evidence was offered to explain the policy. The officials simply said it was French law. The swimming pool administration generously provided washed speedos. My children had a great time. The next day, my youngest son developed an itch in his crotch. When we took him to the doctor, he was diagnosed with a serious skin infection most likely contracted from the borrowed swim suit.

Terrorist attacks in the United States and in Western Europe have been rare and the public awareness of the terrorist menace has largely been molded by a few horrific events. In contrast, other countries have experienced chronic terrorism, with attacks on busses, restaurants, coffee shops, and retail establishments. In this paper we assess the impact of terrorism on civilian society in the United States, Northern Ireland, and Israel. We examine the psychological effects, the adaptations made by individuals to enhance their safety, and the consequent adjustments made by institutional actors and by commercial establishments to ensure continued economic viability. We review the various theories of societal adjustments to exogenous shocks, and point out that a very different formulation is required for the case of chronic terrorism than for the societal experience of a one-time attack.

Since 9/11, the terrorist is often awarded the position of the radical Other of Danish identity; the personified existential threat to Denmark (not primarily as a state but as a society). The strategy of the Danish government to counter terrorism describes itself as covering a 'broad spectrum' of efforts. It includes an 'active foreign policy' in relation to the Muslim world and an 'active integration policy' in relation to Muslim migrants. Both inside and outside the nation state efforts range from 'hard power' security strategies of elimination and control involving military, police, and intelligence operations to 'soft power' strategies of information, partnerships, and dialogue. The paper analyses Danish counterterrorism policies to identify the concepts of dialogue implied and the positions awarded to less-than-radical Muslim Others. The paper concludes that Muslims might in counterterrorism dialogue find a position for talking back – even if it is still a position circumscribed by control and securitization.

Since the late 1980s, research on political Islam has been much in vogue in Europe and the US. This phenomenon is typically viewed as an expression of religion rather than of politics. Precisely because of the assumed "religious" underpinnings of political Islam, most Western attempts to engage with Islamists often remain trapped in an attempt to test their "democratic credentials". By focussing on what Islamists think about democracy, many studies have ignored the political, social and economic contexts in which Islamists operate. Accounting for the political underpinning of Islamist movements can both help understand their political evolution and open up fruitful avenues for comparative analysis. For this reason, attention is turned to Europe to seek best practices of external engagement with domestic opposition movements in authoritarian contexts, such as Western engagement with opposition actors in Franco's Spain, Kuchma's Ukraine and Shevardnadze's Georgia.

When European Muslim citizens are involved in social conflicts or when they contest the place that is given them in Europe, these political claims are often seen as radical and inspired by external influences. If an attempt is made to understand what part the influences of the so-called Muslim "countries of origin" play in the way Muslims contest European models of society and integration, it turns out that the roots of radicalisation are often purely European. The idea that it is the Islamic and communitarian nature of the European Muslim way of life which is at the base of their failing integration has to be challenged. Indeed, the initiatives of religious actors have failed to channel the radicalisation of European Muslims' political demands. The role of the religious variable is of much less importance in political radicalisation than the lack of an institutional response to the demands for greater social and economic integration.

The Muslim community in Italy does not benefit from official recognition, which could, among other things, provide it with access to state funding. Nor does its fragmented nature favour a process of aggregation leading to the formation of a single representative body delegated to dialogue with the institutions. The government initiative establishing the Council of Italian Islam (Consulta) sought to encourage an original course in this direction, but it seems that the body is unlikely to solve the problem. The solutions adopted in various European countries and the proposals put forward by experts suggest that legal recognition cannot sidestep the question of representation and therefore calls for a process of cultural mediation.

Why do we bother, in Europe, about 'Islamic radicalisation'? The answer seems obvious. There are at least two good reasons: one is terrorism, with its security implications; the other is the issue of integrating second-generation migrants in Europe, apparently the most fertile ground for recruiting terrorists. For most observers, the link between terrorism and integration is a given fact. Al Qaeda-type terrorist activities carried out either in Europe, or by European residents and citizens abroad, are seen as the extreme form, and hence as a logical consequence, of Islam- related radicalisation. There is a teleological approach consisting of looking in retrospect at every form of radicalisation and violence associated with the Muslim population in Europe as a harbinger of terrorism.

This article aims to show how exchanges between religion and secularism, Islam and democracy and cross-cultural relations over many years have shaped Turks' perception of Islam and their position towards freedom of religion and co-existence of different faith communities. Muslims are generally attributed a monolithic identity marked by intolerance despite the fact that they have considerable diversity in their understanding of Islam and its practice. The Turkish case challenges such essentialist views by demonstrating that despite some isolated events, Turkey succeeds in managing religious diversity because the perception of Islam has developed in connection with a variety of current and historical events. Abstract:
Madrid and London terrorist attacks in 2004 and 2005, European counterparts to those carried out in New York and Washington during 2001, have steadily increased EU institutions' concern about the phenomenon of violent radicalization, specially that of Islamist nature, as a possible previous step leading to Jihadist terrorism in a context of a continuous and even growing flow of immigration, namely from Muslim origins. The European Council deems paramount to achieve a deeper cooperation between civil society and authorities towards the prevention of these radicalization phenomena.
