81. Common fears, common opportunities? Czechia and Norway in the changing international context

Abstract:
The policy brief is a result of conclusions from roundtable discussions with policy makers and researchers that took place in Prague and Oslo in late 2019 and early 2020. The researchers studied how to better respond to fear factors and move beyond them in foreign policy. A key observation made in the new brief is that while changes in American, Chinese and Russian foreign policies may trigger anxiety and uncertainty among smaller European states, fears like this can also have productive effects on foreign policy thinking and practice. For states like Czechia and Norway, it can create opportunities for re-thinking support networks and reaching out to new partners. While Norway and Czechia have different historical, geographical and (sometimes) political points of departure, the two states’ assessment of recent international developments is similar. This creates room for conversation and mutual learning - including how to best respond to increased levels of rivalry between great powers, and changing dynamics in the EU and NATO. There are also similarities in how Norway and Czechia perceive their regional collaboration with their respective Nordic and Visegrad states – and how there is considerable scope for them to branch out from their regional formats.

Abstract:
This paper aims to analyze Britain’s relations with the former colonies in the Gulf after the termination of the British protectorate in the Persian Gulf and discuss how the British colonial ties influenced the post-colonial relations with the Arab Gulf States. Archive documents, official papers and secondary sources were used in order to determine and compare the relations in pre/post withdrawal periods and the results were analyzed in frame of the Post-colonial theory. The main argument of this study is that the British colonial relations and ties, which had been constructed in political, military, economic and institutional spheres in the colonial era, were significant determinants in reshaping the new British foreign policy towards the Arab Gulf States. Britain, who successfully adopted the colonial relations in the new term, managed to preserve its interests after the withdrawal and even extended some of them in certain fields such as the oil sector.

We now have a Withdrawal Agreement, which means ‘no deal’ means ‘no trade deal’. Yet a no deal outcome would still have profound implications for the UK. It also is intended to serve as an introduction to a group of young observers of the EU who are perhaps not yet as well known as they should be, but who bring a fresh perspective to what are often vexed and long-standing debates.

The UK’s membership of the EU played a supporting role in maintaining the domestic Union, even as devolved powers grew. Brexit has exposed the legal fragility of the UK internal market at a time when relations between Westminster and the devolved governments are especially fraught. Proposals to replace EU regulation with new all-UK frameworks may reduce the risk of internal barriers, but they could also further centralise power in London. In October 2015, People’s Republic of China (PRC) President Xi Jinping visited the United Kingdom at the request of Queen Elizabeth II, marking the first time that the PRC head of state had done so in ten years. In the lead-up to the visit, both Chinese and British officials had publicly acknowledged the significance of this meeting, calling it a “golden era” in relations between the two countries. Five years on, U.K.-China relations remains steady, but there are increasing signs of tension in the relationship. Rising controversies over Huawei’s role in 5G infrastructure, and Beijing’s actions to suppress opposition in Hong Kong—as well as tensions over the origins of the coronavirus pandemic—lie at the heart of this downturn in relations.

Abstract:
From the early period of post-Cold War world order in the last decade of 20th century, through challenges and changes over the two decades of 21st century, Turkey’s foreign policy has been characterized by the need and ability to adapt to the changing, and ever deteriorating global conditions. Changes in the structure and nature of international order and the way Turkish foreign policy evolved are directly related. During the initial period of undisputed unipolar order, Turkey shaped its foreign policy in a way to align its national goals with the main Western partners and alliances. But, as the international system gradually moved from unipolarity to the current “unfinished new system”, characterized by renewed competition and confrontation among a rising number of actors, Turkey started to pursue multi-dimensional and multi- directional foreign policy strategy and practice. In sum, it could be argued that there were “two phases” of Turkish foreign policy approach: of Erdogan's period in 2002.

Abstract:
A global multilateral rules-based order, supported by a pro-active and interventionist United States, is gradually being replaced by a more fragmented world, in which geopolitics and geo-economics are becoming the dominant factors and universal rules, norms, and values are increasingly questioned. For the EU such developments are particularly challenging, as it has long perceived itself as a post-Westphalian soft power, mainly projecting its norms and values in its relations with both its direct neighbors and the world at large. A more isolationist US, a more assertive Russia, and the growing global influence of China have raised questions about the EU’s place and role in the world, which become even more pertinent after Brexit. Therefore, Commission President Von der Leyen intends to lead a “geopolitical Commission” and we are hearing calls for European strategic autonomy or even strategic sovereignty.

90. From legal to administrative subsidiarity: Diagnosing enforcement of EU border control

Abstract:
Enforcement is a major challenge in the EU’s multilevel system. Solving the tensions between sovereignty and interdependencies requires internalisation of the core values and objectives embodied in EU legislation. Internalisation depends on strong involvement in all phases of policy-making through teamwork. States in the EU’s multilevel administrative system have to regard themselves as fully responsible for EU policies. High levels of interaction among experts in enforcement contribute to the required professional cultures. In organisational terms, a multilevel (subsidiarity-based) administrative system is based on cooperation in which the centre (the Commission and/or EU agencies) assumes essential managerial roles without eroding the integrity of the member countries. Subsidiarity is generally seen as a legal principle. This paper presents the practical governance consequences of subsidiarity. Subsidiarity is well grounded in the EU treaties. Yet, the implications are little understood by policymakers when it comes to creating the conditions for effective EU policies at the shop floor of national administrations.
