Abstract:
The European Union (EU) has been a fundamental actor in the economic and political relations with the African countries. EU’s foreign policy towards Africa has been particularly affected by French and British colonial past. The history of the economic relations between the European Economic Community (EEC) and the African continent has been shaped by a series of multilateral agreements – the Yaoundé Conventions, adopted under French influence, and the Lomé Conventions, starting on 1975 –, and, with the entry of the UK in the EEC (1973), the community had to renegotiate the ancient commercial agreements to incorporate the former British territories as “beneficiaries” of these agreements

In The Roots of Ethnic Cleansing in Europe, Zeynep Bulutgil questions prevailing interpretations of the origins of ethnic cleansing and provides an innovative interpretation that will itself prompt further debate about the balance between factors that might block ethnic cleansing as well as active causes of cleansing. The work poses an important and often overlooked question: instead of focusing on factors that have caused ethnic cleansing, why not instead also chart factors that have precluded ethnic cleansing?

Abstract:
This book is a lively journalistic read, filled with stories and details of encounters between jihadists, smugglers, organized crime, drug smuggling across the Sahara, kidnapping of rich tourists, and European ransoms. The author, an Italian journalist, describes herself as a ‘chronicler of the dark side of the economics of globalization’ and has written several books on ISIS, terrorist financing, and money laundering. In Merchants of Men, Napoleoni argues that the proliferation of failed states and the breakdown of law and order in regions like the Sahel, accelerated by the burgeoning cocaine business in the region, have enabled a rapid increase in trafficking and kidnapping. The profits of these merchants of men have flourished, aided by the secrecy of European governments surrounding the ransoming of their citizens (notably, the U.S. does not, publicly at least, pay ransoms). Napoleoni raises these and a number of intriguing issues in the preface. She points to the “false sense of security about the globalized world” that allows both “young, inexperienced members of the First Nations Club” and humanitarian aid workers to explore the world and bring aid to conflict zones — and become the primary target of kidnappers. She gives (unsourced) statistics about the growth of the kidnapping industry and its mirror, private security companies, and asks whether “the economics of kidnapping are immune from the laws of economics,” because as competition has increased between kidnappers and private security firms, prices have gone up instead of down. She argues that when the migrant crisis erupted in Europe in 2015, the business of hostage taking — already set up with “a sophisticated organizational structure in place and plenty of money from trading hostages” — switched to trafficking in migrants and refugees. The profits of these merchants of men have continued to increase since then.

Abstract:
A look at the role of textbooks in shaping worldviews, global literacy, and national pride. The middle of the twentieth century was a watershed period in history for many reasons, with one of the most significant being the rise of mass education systems across the world. As Britain shed its colonies, newly independent countries with influential leaders launched efforts to educate their masses—efforts that had been held back under colonial rule. India and Egypt, under Nehru and Abdel Nasser respectively, began using government schools to strive for social integration and mold their citizens’ worldviews to enlist them in national economic development and modernization. Britain, too, launched a much-needed expansion of its secondary education system and revamped its elementary schools to meet the demands of the postwar baby boom.

When we think of the Holocaust our mind slips inexorably to dismal images of cattle cars stuffed with people, or to gas chambers, crematoria and the cruel irony of the “Arbeit Macht Frei” gate. But of the six million Jews killed during the Holocaust over a million were shot with rifles and other small arms. They were not killed in concentration camps, but were murdered in fields or forests and pitched into mass graves outside villages in Nazi-occupied Eastern Europe. Before Auschwitz, Sobibor or Treblinka, the Holocaust began with bullets. The same is true of most mass atrocities carried out since 1945. From the killing fields of Cambodia to the burnt villages of Darfur, most of the killing was done with rifles and other small arms. It is for this reason that there is an enduring connection between preventing atrocities and confronting the international arms trade. The AK-47, or Kalashnikov, is the most popular weapon in the world today, with an estimated 70 million currently in existence. Numerous countries manufacture local variants of the ubiquitous assault rifle and while a new Chinese-made AK-47 might cost you $500, you can easily purchase one in many former conflict zones for as cheap as $50. When I lived in Johannesburg during the mid-1990s, leftover AK-47s from the civil war in Mozambique were still making their way through the townships and some entrepreneurial gangs were even renting out their AK-47s to other aspiring criminals at an hourly rate.

Abstract:
Since its first incumbency after the 2002 general elections Turkish politics has witnessed considerable changes in the policies of the AKP in economic and political realms. Academics have tried to understand the nature and possible causes of these policy changes mostly focusing on the electoral concerns. This study provides a different dimension to the debate by focusing on the party organization as a possible dynamic preventing / enabling this kind of a policy change. As such, it relates the policy changes of the AKP to the changes in the inner structure of the party organization. This kind of change is tracked through the analysis of the social and political backgrounds of the members of the party's main decision organ-the Central Decision and Administrative Committee.

4457. Aftermath of the Terror Attack on Breitscheid Platz Christmas Market: Germany’s Security Architecture and Parliamentary Inquiries

On December 19th 2016, Anis Amri, a Tunisian citizen, hijacked a truck and crashed into a Christmas market at Breitscheid Platz in Berlin. The Islamic State claimed responsibility for the attack, which resulted in twelve deaths and fifty additional casualties. Amri escaped the crime scene and travelled through Germany, the Netherlands, Belgium, and France to Northern Italy where police officers killed him near Milan three days later. This assault was the first major terrorist event in Germany for decades. Prior to this event, the most recent attacks were the Red Army Faction plots in the 1970s, the Olympics hostage-taking in 1972, and the right-wing motivated attack on Munich’s Oktoberfest in 1980. This attack, in which a vehicle rammed into a crowded Christmas market in the center of Berlin, not only sparked a debate about Berlin’s migration policy at large, but also focused the conversation on specific questions. How could Amri be seeking asylum in Germany despite his criminal record in Italy? How did he operate inside Germany using fourteen different identities? Did he rely on a network of supporters? How did he manage to travel through half of Europe before his life ended? Some political voices called for security-related reforms aimed at improving video surveillance, data exchange, and deportation processes, while others demanded a thorough parliamentary investigation of the plot. This paper will briefly touch upon those parliamentary attempts on state and federal level to explore the plot. It will then revisit federal inquiries into matters related to the security architecture over the past twenty-seven years as well as the coverage of these inquiries in the media. Finally, this study will conclude with some thoughts about whether a federal parliamentary inquiry should have been used to investigate what happened before, during, and after the attack.

Abstract:
This paper provides an overview of the European Phased Adaptive Approach (EPAA) missile defense debate from a Turkish perspective. While Turkey participates in the EPAA by hosting a U.S. early-warning radar in Kurecik, Malatya, its political and military concerns with NATO guarantees have led to the AKP government's quest for a national long-range air and missile defense system. However, Turkish decision makers' insistence on technology transfer shows that the Turkish debate is not adequately informed by the lessons learned from the EPAA, particularly the technical and financial challenges of missile defense.

The following papers were commissioned as part of the Missile Defense, Extended Deterrence, and Nonproliferation in the 21st Century project supported by the Project on Advanced Systems and Concepts for Countering Weapons of Mass Destruction (PASCC). The papers have two general purposes: 1) to create a body of work that provides an overview of the missile defense developments in major regions of the world; and 2) to provide emerging scholars the opportunity to conduct research, publish, and connect with each other. We believe we have succeeded on both counts. The papers written for this project will be valuable for academics and policymakers alike, and will be published and disseminated by the Center for International and Security Studies at Maryland. This element of the project has also been successful in further bringing together a new cadre of experts in the field and developing the next generation of academics and public servants who will benefit from their participation in this project.

This discussion paper analyzes a sample of 2014-2016 Russian-language publications focused on Russia’s security relations with the United States. It characterizes the Russian expert debate at that time as dichotomous in nature, where security policy analysts proposed either coercive or restrained policy approaches in dealing with perceived threats. It assesses similarities and differences of these two perspectives with regard to the nature of Russia’s political-military relationship with the West, as well as past challenges and then-future opportunities in nuclear arms control and strategic stability.

4461. The Referendum in Turkey: A Pyrrhic Victory and Continuous Crisis

There is no doubt that the Turkish referendum of 16 April 2017 marks a sea change for Turkey’s political system. Recep Tayyip Erdogan and the Justice and Development Party (AKP) have narrowly won the referendum that turns his de facto hegemonic presidency into de jure. 51.28% of Turkish citizens approved the 18 proposed constitutional amendments, while 48.72% opposed them. However, the provisions of the constitutional amendments and the statements made by the main political protagonists and antagonists give little hope that the referendum result will bring political stability or economic prosperity; or allow Turkey’s leadership to play a constructive role in Syria and Iraq - at least in the short-term. Furthermore, it is unlikely to enhance the level of cooperation with the EU and the US over the war against the Islamic State (IS) and the refugee crisis.

Abstract:
This policy paper provides a bottom-up analysis of the impact of the European Union’s (EU) crisis response policies in Iraq. It examines how the EU’s engagement in crisis response is received and perceived by different local actors throughout the conflict cycle. The EU’s engagement in Iraq is multifaceted and encapsulates, but is not limited to, the fields of reform; capacity building; rule of law; security sector reform; humanitarian assistance; and development aid. Furthermore, this study seeks to unpack whether the EU’s responses correspond to the needs of target groups, perceived as conflict-sensitive and geared to the needs of vulnerable groups. Although the findings indicate that general attitudes towards the EU are favourable, we suggest the following policy recommendations: The EU should place more emphasis on its image as a contributor in crisis response in Iraq. The data indicate that a significant number of participants were unaware of the EU’s efforts in this perspective. The EU should also increase awareness about its roles in the fields of security sector reform, rule of law and development aid. The results show that these sectors are less known than the others. The EU should do more in the areas of security sector reform, development aid and rule of law. Participants have shown inconclusive satisfaction levels about these sectors. With an increasingly weak rule of law, limited capacities and widespread insecurity, expectations of increased EU engagement in these sectors are evident. The EU should identify the causes behind the partial satisfaction with its assistance scheme in responding to the crisis In Iraq. A sizeable share of the respondents stated that the EU’s support had not improved their status in the crisis. This should warrant an investigation into the effectiveness of the EU’s contributions and programmes in various fields.

4464. Sovereignist Populism - a Reaction to the Democratic De�icit of the European Union

Populism has been de�ined by Cas Mudde as “a thin-centred ideology that considers society to be ultimately separated into two homogenous and antagonistic groups, ʻthe pure peopleʼ and ʻthe corrupt eliteʼ, and which argues that politics should be an expression of the volonté general (general will) of the people”. In the past, populist movements and parties in Europe campaigned against national political elites who, as the narrative goes, lost touch with the common people and pursued their own particular agendas in national capitals. Since the advent of the European Union in 1993 (entry into force of the Maastricht Treaty) their focus has moved to an adversary even more disconnected and physically distant from the national electorates – the unelected, bureaucratic and supranational elite in Brussels. Nevertheless, national heads of state or government remain a secondary target, as they are seen either as powerless (due to the transfer of competences to EU institutions) or in collusion with the Brussels’ “junta”. This new type of populism can be described as sovereignist, because of its advocacy of downgrading the EU back to a confederation of states, or – more radically – of dissolving it altogether. The populist objection to the democratic de�icit of the EU is not without substance. Major decisions, such as the introduction of harsh austerity measures in Greece, or the attempted imposition of obligatory migrant quotas on Hungary, have been made in the Quartier européen against the explicit wishes of the affected demoi, made clear in the Greek bailout referendum of July 2015 and the Hungarian migrant quota referendum of October 2016. Therefore, these decisions can be described as legal, according to relevant EU treaties, but not fully legitimate, as they don’t enjoy the support of the concerned populations. Even the renowned German sociologist and philosopher Jürgen Habermas, certainly no admirer of populist parties, acknowledged in The Crisis of the European Union: A Response (2012) that the EU “has been sustained and monopolised only by political elites” and that it is showing signs of moving in the direction of “a kind of post-democratic rule”. While some argue that the creeping transition towards post-democracy is a deliberate choice by European political elites, others view it as a regrettable but unavoidable side effect of the current status of the EU which is a sui generis formation, neither a confederation of states, nor a federal state.

As Serbia braces itself for the presidential election on 2nd April 2017, the international community �inds itself puzzled with the prospect of future political orientation of this Balkan country. The biggest republic of ex-Yugoslavia, Serbia still bears the burden of the wars in the nineties, unde�ined relations with Kosovo and NATO bombing of 1999, due to which the country is still somewhat cautious toward Euro-Atlantic integration and the United States. It seems that Serbia seeks to join the European Union (EU), and at the same time to foment its relation with its traditional ally, the Russian Federation. In that respect, the current trends of foreign policy in Serbia are also visible in other Balkan countries, namely Macedonia and Montenegro, which like Serbia have strong links to their big Orthodox patron in the East, while striving to make progress on the path to the EU. This dichotomy between pro-European and pro-Russian forces in Serbia was exacerbated to a new level with Brexit and stalemate in the EU enlargement process, growing Russian in�luence in the region and expectations in Serbia that the newly inaugurated US president Donald Trump will bring a thaw in relations with Russia and allow a regionally more dominant Serbia, while curbing ambitions of Kosovar Albanians. This dichotomy has created a division in the country torn between its Western and Eastern ambitions that is visible in many aspects of Serbian society, candidates bare hallmark, or in Obradović, the leader of the Serbian Movement Dveri (Srpski pokret Dveri) is a clear example of a pro-Russian politician in Serbia, while independent candidate SašaJanković represents the voice of a civil and pro-European Serbia. The rest of the presidential candidates are positioned on a wide spectrum dividing Obradović and Janković, thus contributing to the rather short but at the same time very electri�ied presidential campaign.

There is no doubt that as it marks its 60th birthday, the European Union is in poor shape. There is persistently high unemployment in many EU countries – especially among young people; we are facing the rise of populist political parties, most of them harbor anti-EU or Eurosceptic sentiments. Such factors are complicating the EU’s ability to deal with a multitude of internal and external challenges. Among the most prominent are the June 2016 vote in the UK in favor of leaving the EU, the debt crisis and lingering concerns about the eurozone, ongoing migrant and refugee lows, the spread of authoritarianism, a heightened terrorism threat, shattering conflicts in different parts of the world, climate change and an excessive consumption of natural resources based on an economy that is not corresponding to the principle of sustainability.

Over the course of past twelve months, Europe was holding its breath in a couple of nerve wrecking moments that were to decide the destiny of the European Union (EU). Indeed, in June last year the British cast their votes for the unimaginable and decided that the United Kingdom (UK) should leave the EU. Shockwaves battered the woozy continent sprawling from over the other side of the English Channel, and it was the President of the European Parliament, incumbent German SPD leader Martin Schulz who exclaimed in the wake of the Brexit vote that the UK should exit the EU as quickly as possible. Just four months later Europe experienced another shockwave, this time propelled from the other side of the Atlantic, as the Americans voted for Donald Trump, who was in support of Brexit during his campaign, advocating overtly against the European integration and even renouncing the fundament of Trans-Atlantic integration - NATO. The beginning of 2017 set a murky atmosphere as the EU started to brace itself for another big test in France. The victory of Emmanuel Macron in May meant that the EU would survive, albeit crippled as the Britons lead by Theresa May continued relentlessly their divorce with Europe by triggering the Article 50 in March. With the British already one foot out, and the French �irmly in the Union, the attention of the European public is shifting more to Germany which will hold the federal election on September 24th this year. After the disappointing break away decision in Britain, some Europeans seem to invoke a renewed Franco-German axis as the power engine of European integration. Since the great economic depression swept Europe like a contagion in 2008, Germany has been the best performing European economy, and German Chancellor Angela Merkel was perceived as the “savior of Europe”. Due to these facts, it is no wonder that all of Europe eagerly expects the outcome of the German federal election which will largely determine the fate of the continent.

Abstract:
Special bond between humans and ‘big waters’ is most probably as old as the mankind itself. Not only that the seas provided inspiration for mythology and even religions, but they also facilitated trade and commerce and connected people with different cultural backgrounds. The development of means of water transport has contributed substantially to that. People began trading with items others did not have or, in some cases, have not seen at all. Apart from cultural exchange, this prompted the economic one as well and small ports started attracting many merchants from distant places, representing cradles of capitalism. The same applies for the Adriatic, where different cultures, religions and even political systems were intertwined. It is no wonder therefore that cities like Dubrovnik and Split were actually more linked with cities like Ancona and Venice than to cities like Skopje or Belgrade, even during the time when they actually belonged to the same state together with last two. The structure and complexity of the terrain in the Balkan Peninsula obviously also contributed to that.

US Secretary of State Rex Tillerson described the state of current US-Russian relations as at its “lowest point since the Cold War.” This situation has potentially dangerous implications for the US, Russia and Europe, as well as a variety of regional conflicts around the globe. Among the top of this list is the Nagorno-Karabakh in the South Caucasus. In the past three years, the frequency, intensity and technological level of flare ups in the Nagorno-Karabakh conflict between Armenia and Azerbaijan have intensified. Abstract:
The Islamic State (IS) terrorist group faces setbacks on several fronts as it continues to come under heavy pressure from the US-led coalition forces, the Russians and Syrians. On the military front in Iraq, it is slowly losing western Mosul while in Syria, its de facto capital Raqqa is being surrounded for the inevitable showdown. On the propaganda front, it is experiencing a decline in the output and quality of its media products, such as videos and publications. It fares no better on the religious front where it remains marginalised within the Islamic world and faces continuous denunciations from mainstream religious leaders for its exploitation and misrepresentation of Islam. It has failed to gain legitimacy and has in fact been branded as un-Islamic, deviant, even heretical. As IS loses its lustre and appeal with the loss of territories and impending collapse of its so-called caliphate, counter-ideology efforts should be intensified to further delegitimise IS’ theology of violence and debunk its misinterpretations of religious texts. IS’ hard-core ideology encompassing violent jihad, suicide bombing, takfirism (excommunication) and hijrah (migration), among others, have to be exposed as unquestionably flawed, transgressing Islamic legal principles and juristic process and methodology. This issue of CTTA features a critical examination of one of the principal tenets of IS’ jihadist ideology – takfirism – by Dr Muhammad Haniff Hassan. His article contrasts IS takfiri doctrine with mainstream Sunni position on the subject, exposing IS’ deceptions and deviations from true Islamic teachings. Despite the evident errors and distortions, IS ideology has gained some traction among the disillusioned and alienated. This issue is examined by Mohd Mizan bin Mohammad Aslam who focuses on the impact of IS ideology on some university students in Malaysia. He explores what causes students to join or sympathise with an extremist group such as IS, and how the government should respond to this phenomenon. Social media platforms and chat applications as well as religious discussion groups are among tools used by IS to cajole and lure students to IS activities. The author proposes the formation of a critical partnership between the government, security officials and parents to curb the radicalisation of students. Mohamed Sinan Siyech in his article analyses the relatively syncretic nature of Salafism in India and stresses the need to distinguish such Salafist groups from those that preach extremism and violence. Established Salafist organisations and non-Salafist groups are facing challenges from the spread of intolerant strands imported from the Middle East and coming through the Internet. He calls for greater attention to be paid to self-radicalised social media-savvy youngsters who are divorced from their community, draw inspiration from IS ideologues online, and take orders from IS operators in Syria and elsewhere. From India the focus shifts to Turkey where in the last one year, it has become the central target of IS’ overseas terrorist campaign; Turkey suffered the largest number of IS attacks outside Iraq and Syria. Nodirbek Soliev argues that Turkey‘s capability to fight terrorism is crucial to contain the growing threat domestically and globally. Major and regional stakeholders should closely work with Ankara to boost the effectiveness of its counterterrorism efforts. In the long term, there is a need for sustained measures by Turkey to disrupt cross-border movement of foreign fighters and to dismantle IS supply and support networks in the country.

Abstract:
Conflicts are intrinsic to social systems and constitute an irreducible part of their development. This article analyzes the conflict between states and its effects on the evolutionary dynamics of the international political system. We discuss the ontology of each object of analysis and the causal mechanisms that connect their respective evolving trajectories. Then, the analytical model is evaluated regarding to the processes of formation of the Qin Empire in China and the construction of Nation-States in Europe. The working hypothesis is that the interactions among the strategies chosen by the agents to cope with the structural constrains and competition conditions they encounter cause changes in the international political systems, as well as on the actors themselves.

This article utilises International Relations role theory to analyse a number of potential roles for the United Kingdom as an actor with vested interests in the South Atlantic. It assesses the contemporary context of the UK’s trading relationship with the South Atlantic in light of the ongoing dialogue between the EU and the UK with regard to BREXIT. It also recognises the strategic realities of the South Atlantic and the UK’s Overseas Territories in the region. It posits that the UK, as a strategic actor in the South Atlantic, is limited in its role choices and that the role of ‘Opportunistic Partner’ in terms of its relationship with Argentina, offers the most scope as the basis for future mutually beneficial trading relations to normalise further political relations between the two countries.

The central objective of this article is to contribute to studies on EU counter-terrorism discourse by bringing the “external dimension” in. To that end, it borrows concepts of the Discourse-Historical Approach and provides an in-depth linguistic examination of the international aspect of the EU’s counter-terrorism discourse. In this paper, we argue that Russia’s interference in the 2016 presidential election is just one part of a wide-ranging effort by Moscow to undermine confidence in democracy and the rule of law throughout countries in the West. Russia has engaged in this effort because, in both economic and demographic terms, it is a declining power – the only way it can “enhance” its power is by weakening its perceived adversaries. Because Russia’s aim is to erode the health of Western nations, we argue it is time for America and its allies to employ a comprehensive, non-kinetic response to contain Russia.

On 23 June 2016, the United Kingdom voted by a 52 to 48 margin to leave the European Union. The result of the EU referendum was the latest and most dramatic expression of long-term social changes that have been silently reshaping public opinion, political behavior, and party competition in Britain and Western democracies. In this essay, we consider the underlying social and attitudinal shifts that made “Brexit” and the rise to prominence of the populist, right-wing U.K. Independence Party (UKIP) possible. Several observers have recently invoked interwar political developments to make the case that even established democracies are fragile and vulnerable to breakdown. However, the real lesson of the interwar period is that even crises as devastating as the Great Depression and the political success of totalitarian movements did little to undermine the stability of established democratic systems. Only in new and fragile democracies did the economic, political, and social dislocations of the 1920s and 1930s tear apart the democratic fabric. Although long established democracies in Western Europe and North America may today be facing a perilous situation, the interwar experience does not lend support to the argument that they are fragile. ​

This essay chronicles Vladimir Putin’s successful efforts to transform Russia from the flawed democracy of the 1990s to the fully fledged authoritarian regime it is today, with falsified elections; censorship of the major media outlets; and repression of the opposition. Yet there are growing numbers of Russians—especially among the young generation—who are prepared to stand up against autocracy and corruption, as demonstrated by the nationwide protests that began in 2017. In the author’s view, the trends (and the demographics) are not in the Kremlin’s favor, and this emerging movement will eventually succeed in bringing the rule of law and democracy to Russia. It is important for Western leaders to maintain dialogue with Russian society and to avoid equating Russia with the current regime.

Under Vladimir Putin, Russia’s ruling class again claims to represent a superior alternative to liberal democracy. How can we theorize this regime? Putinism is a form of autocracy that is conservative, populist, and personalistic. Its conservatism means that Putinism prioritizes maintaining the status quo and avoiding instability. Conservatism also overlaps with Putinism’s populism in crowd-pleasing broadsides against gay rights and feminism, but gives that populism a distinct cast when it comes to questions of social spending and interethnic or interconfessional relations. Finally, as a personalist autocracy, Putinism rests on one-man rule. Yet the identification of the regime with a single person may fatally undermine Putinism’s effectiveness in its self-appointed role as a bulwark against upheaval.

The matter of EU enlargement to the Western Balkans has become overshadowed by pressing issues such as Brexit, the rise of the radical right, and international terrorism. Notwithstanding the pressure to address these issues accordingly, increasing tensions and ethnic outbursts across the Western Balkan region are reason enough for the European Union to devote significant attention to accession talks. This article addresses the Western Balkan countries’ Europeanization process with consideration of Russia as an external actor. By assessing the candidate countries’ progress amid EU negotiations, the article suggests that the countries’ bilateral ties with Russia have an impact on the Europeanization process which is particularly visible in Chapter 31 Foreign, security, and defense policy of the acquis communautaire. The broader geopolitical framework that comprises the multifaceted relationship between the EU and Russia is crucial for understanding the dynamics of the EU-Western Balkans-Russia triangle.

Europe as a continent has throughout its history been one of the most popular destinations for migrants and foreigners who have viewed the Old continent as a place of better social and economic possibilities. However, recently most European states and its publics have not been so willing to accept the refugees fleeing the wars and violence. For instance, there have been only a few countries such as Sweden and Germany which have openly welcomed the migrants over the past years. On the other hand, some EU states such as Slovakia have openly rejected to accept the refugees just because they do not want the Brussels to impose immigration policies on them or because they simply do not want Muslims or non-Europeans in their communities. The migrant crisis has thus become a real litmus test for the EU coherence and unity. Thus, in this paper I study the cases of Sweden and Slovakia in terms of their immigration policies since they have applied completely different responses towards the migrants. Through this comparative study I hope that it will be much clearer whether the last migrant crisis can be an end to a united Europe in a global world or is this just one of the several crises the EU has faced throughout its history. Abstract:
By analyzing the impact of the economic crisis on the Western Balkan (WB) countries, the paper concludes that their export, inflow of remittances, and FDI have suffered due to the crisis. Regarding the rapid credit growth in years before the crisis, it spurred an increase in imports, which in the context of relatively uncompetitive economies, led to increased current account deficits despite significant remittances and FDI inflows. The impact of the crisis in the region can be explained mainly by their degree of European integration. But, the European Union (EU) is more uncertain to embrace the economically weaker countries, causing loss of EU credibility. It seems that the EU integration is a double-edged sword for the WB: in good times EU delivers its prosperity, but at a time of crisis, it is creating instability.

United Kingdom’s (UK) foreign policy towards the Syrian crisis is quite significant with reference to the entry of Syrian refugees into Europe and the strategic balance of power in the Middle East. UK being a major power in the European continent understands the importance of sharing the humanitarian responsibility for protecting, aiding and accommodating the Syrian refugees. The British Government is aware of the fact that it is not only providing humanitarian assistance to the Syrian refugees but also going to host their hostilities and affiliations in the ongoing conflict inside Syria. The arrival of Syrian refugees and asylum seekers in UK presents a complex case of national versus humanitarian concerns in foreign policy analysis. This research paper is an attempt to focus on the convergence and divergence of interests between UK’s Humanitarian assistance policy directed towards Syrian refugees and the British national security interests with reference to the strategic balance of power in the Middle East.

Abstract:
The report presents a set of comparative raw data on the question of how four Western democratic nuclear-weapon states— the United States, the United Kingdom, France, and Israel—handle the essential tension between nuclear weapons (which require secrecy) and liberal democracy. The initial intent of this work was to assist Dr. Cohen in his preparations for an unprecedented hearing at the Israeli High Court of Justice in September 2017, whereby the Court would hear a petition, signed by over 100 Israeli citizens, calling for regulation and oversight of the Israeli Atomic Energy Commission. The petitioners cited the legal lacuna under which Israel’s nuclear activities operate, devoid of oversight and beyond the realm of law, in violation of fundamental democratic principles. In particular, the study assesses the comprehensiveness—the breadth and depth—of the legislative, regulatory, scientific, and policy mechanisms that each of these four democratic states have created to govern its nuclear affairs in the following categories or parameters: legislation, organizations (directly responsible for either civilian and military applications of nuclear materials or both), regulation, oversight, secrecy, and policy making. Such material has never before been publicly available in a condensed form in one location, making this study of use to anyone interested in the problem of governing the atom. It will be updated as structures and policy change.

The current stage of russia’s pivot to the east is the product of the second half of the 2000s largely as a belated economic response to the rise of asia, which opened new opportunities for the country’s devel- opment, especially for it eastern part. That rise made it possible to turn the ural region and the russian Far east from a mainly imperial burden – or a logistics base in confrontation with the West, sometimes a front line in rivalry with Japan or china – into a potential territory of develop- ment for the entire country. The expediency of making the pivot was substantiated by the fore- casted imminent economic slowdown of its main traditional partner, europe, and the deterioration of relations with europe and the West as a whole. The need for the diversification of economic ties and outside sources of development was becoming increasingly obvious. These assessments were backed up by a number of pronounced trends in the recent decade. First, these are the disintegration and crisis of the global order that the West has been trying to impose on the world since what it saw as its final victory. second is the process of relative de- globalization and the regionalization of the global economy and politics. and the third is the accelerating trend – related to the previous one – toward the politicization of economic ties, which made interdependence and dependence on one market comparatively less beneficial, if not sim- ply dangerous. Finally, the “asia for asia” trend prevailed over the “asia for the world” trend. Development in asia, especially in china, began to be increasingly oriented toward domestic and regional markets. Meanwhile, the process of spiritual and ideological emancipation of the formerly great asian civilizations, which in the past two centuries had been in colonial or semi-colonial dependence on the West, began to gain momen- tum. asian countries gained access to many achievements of the West, took advantage of the liberal global economic order that it created, became stronger, and began to claim a more appropriate place for them- selves on the world’s ideological and strategic map. The inevitability of the u.s. moving away (at least temporarily) from the role of a global hegemon, which came with a hefty price tag, became evident. Barack Obama set a course for domestic revival. however, old elites and inertia did not allow him to abandon costly and ineffective interventionism. Donald Trump strengthened the “self-isolation” trend. The u.s. has turned into a dangerous amalgam of residual intervention- ism and semi-isolationism. It is becoming increasingly evident that the u.s. seeks to create its own center, casting off some of its disadvanta- geous global commitments. a trend has evolved toward the formation of a hypothetically bipolar world through a multi-polar world with its inevitable chaos. One of its poles is based around the u.s. and the other is in eurasia. china seems to be its economic center, but the eurasian center will only materialize if Beijing does not claim the role of hegemon. however, whatever the case may be, it has turned out that once it has finally made a pivot to the east, russia has discovered many unexpected opportunities for itself.
