1. Challenges to Transatlantic Digital Infrastructure: An EU Perspective

Recent disruptions in the Baltic Sea and elsewhere highlight the integral role of digital and physical conduits such as gas pipelines, telecommunications cables and undersea data cables in maintaining European connectivity and security. Overall, the EU’s responses to emerging challenges to its digital sovereignty, particularly from China and Russia, aim to enhance the security and resilience of its digital landscape, from the Global Gateway Strategy to the Gaia-X project. However, the complexity of the submarine cable infrastructure requires a broader and more holistic assessment of the opportunities and obstacles to ensuring the uninterrupted flow of information across borders. Ultimately, a concerted transatlantic effort is needed to strengthen the backbone of Europe’s digital infrastructure against both man-made and natural adversities, thereby securing a future where sovereignty and resilience are paramount for both the EU and the US.

“2022 will be the year of European defence”.[1] These were the words of European Council President Charles Michel in October 2021. When he gave his speech at the Charlemagne Prize Award Ceremony in Aachen, no one expected that his statement would materialise in the way it did. Yes, headway was to be expected with the adoption of the Strategic Compass and European countries demonstrating commitment to investing more in defence cooperation. Although there is still a world of difference between ambitions and reality, the degree of progress accomplished in the past twelve months was not foreseen.

Allies made it clear that they consider Russia their most immediate and direct threat. Yet they also made headlines by addressing challenges emanating from the People’s Republic of China (PRC). Allies laid out actions to be taken across the diplomatic, economic, and military spheres. Now the Alliance must implement those responses. Beijing will be watching closely.

4. China and the new globalization

The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

5. Authoritarian kleptocrats are thriving on the West’s failures. Can they be stopped?

A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

6. The European Political Community: Putting politics first?

Abstract:
The European Political Community (EPC) was launched in Prague on October 6th of 2022 in the presence of 44 European heads of state and government, including all 27 Member States of the EU, as well as governments of neighbouring European countries, most notably the United Kingdom, Ukraine and Turkey. The initiative came in the wake of Russia’s invasion of Ukraine and its stated aims was to address the shortcomings of the European institutional architecture. While the project is a direct emanation of the French government, its objectives, perspectives and potential as an intergovernmental forum for political and strategic discussions about the future of Europe remain unexplored. The gathering has already planned three future summits (in Chișinău, Moldova; Granada, Spain and the United Kingdom) but it is as yet unclear if and how the new format can contribute to the wider European security architecture in light of the war, ongoing NATO enlargement to Finland and Sweden and the EU’s opt-out referendum in Denmark. This brief aims to spell out three questions surrounding the evolution of the EPC across three key dimensions that concerns its possible institutional, policy and power-related contribution to the wider European constellation.

8. Two Peripheries: The Ukraine War's Effect on North Korea-Russia Relations

Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

9. United Kingdom Engagement with North Korea

As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

10. From Coy to Cold Shoulder - The European Union and North Korea

The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

Centre-right parties have played a central role in stabilising European party politics and advancing European integration, but the increased fragmentation of party systems and the rise of the radical right present serious challenges to them. The way that centre-right parties respond has important implications for domestic and EU politics alike. Many European centre-right parties have become divided on their political profile and programme, debating between leaning towards the progressive-liberal or the conservative-authoritarian end of the political spectrum. In Germany, the rise of the radical-right AfD has fuelled disagreements within the CDU/CSU and generated demands to sharpen its profile. However, this has thus far not led to major changes to the CDU/CSU’s platform, as it is also challenged from the political centre by the SPD and the Greens. In Sweden, the Moderates have clearly reshaped their political agenda in the last decade, focusing on immigration and law-and-order issues, as well as adopting positions and rhetoric reminiscent of the SD. This shift culminated in the formation of a Moderate-led coalition government supported by the SD in late 2022.

13. Is There Life in the Desert? Russian Civil Society After the Full-Scale Invasion of Ukraine

By the end of 2021, all leading independent NGOs and individual human rights activists had been completely suppressed, and all issues deemed inconvenient for the Kremlin had been removed from the agenda of those still operating. This report focuses on the state of Russian civil society at the outset of Russia’s full-scale military invasion of Ukraine, as well as on how it was affected by the war and what are the prospects for its development in the future. Since Vladimir Putin came to power, Russia has been moving along the path of creating a fully state-controlled civil society in which the political potential of independent civil activism would be completely undermined. To achieve this goal, the Kremlin pro-actively advanced its network of government-organised non-governmental organisations (GONGOs) while simultaneously limiting foreign funding for NGOs. Those who did not abide by the Kremlin’s rules were systematically discriminated against and persecuted under the so-called “foreign agent” laws. Meanwhile, local authorities have stopped all formal and informal interaction with “politicised” civil actors. Russia’s invasion of Ukraine added further impetus to these trends and strengthened the Kremlin’s resolve to root out any sources of potential defiance. The independent professional NGOs that remained were in a deep crisis. Since February 2022, they have switched to survival mode. In all likelihood, they will either be co-opted by the state through a centralised system of financial support or cease to exist in the near future. The niches that they have left – including in the field of human rights advocacy – are being quickly filled by GONGOs. With their colossal resources, wider media access, and connections in the government, GONGOs are able to attract more young people to join their ranks. In many regions, even the scanty of organised independent civic activism that existed before the war was neither there nor likely to re-emerge in the coming years. In Russia, the level of involvement in NGOs has always been low and the population at large indifferent to the problems of civil society. Therefore, one should be wary of inflated expectations when contemplating the future of Russian civil activism. Even if Putin’s regime collapses, one can hardly anticipate a quick transition towards a truly independent and vibrant civil society. The study was conducted on the basis of interviews with representatives of independent NGOs from various regions who, as of February 2022, were based in Russia. The geography of this survey was expanded as much as possible to make the study more reliable and better reflect the content of the processes underway in the country. This analysis also shows that representatives from Moscow, large provincial cities, and the North Caucasus differ significantly in their perception of the current situation with civil society, whereas their visions for the future diverge considerably. A profound lack of communication among them only amplifies the divisions and fragmentations in Russia’s civil society. The situation in the North Caucasus is of particular note. Albeit being severely weakened, local independent NGOs and activists are – in contrast with the rest of Russia – more disapproving of the war unleashed by Russia against Ukraine but more optimistic about the future of their home regions. They pin their hopes on the revival of indigenous languages and cultures with the help of diasporas abroad and the emergence of civil society.

14. House in disorder: How Europeans can help Palestinians fix their political system

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Brexit refuses to go away. Over seven years since the referendum, and over three and a half since the UK finally left the European Union, the issue continues to generate headlines and spark furious debate. One reason for this is a sense that public opinion is still evolving. There has been much talk of ‘Brexit regret’ among Leave voters. Given this, Public First and UK in a Changing Europe decided to talk to Leave voters to hear from them what they thought. In a survey carried out in May and June 2023 and a series of focus groups held between May and September, a series of questions were posed to them about what they think about Brexit, how it has gone, whether they have changed their minds and what they think the future holds. What are the public policy challenges confronting the UK? What plans do the parties have for addressing them? To what extent are these plans fit for purpose? As Parliament returns from its summer recess, Full Fact and UK in a Changing Europe have partnered to produce a series of evidence led, research-based assessments of the key issues that politicians will confront. To do this, we brought together a group of leading experts from respected institutions including the Health Foundation, the Institute for Fiscal Studies, and the Royal United Services Institute. We asked each of them to consider, based on the findings of their own research, the challenges the country faces in their area of expertise, the immediate and longer-term issues politicians will need to address, and the potential implications of any choices they might make. We selected the issues based on the Ipsos issues index, and added security, defence and foreign affairs, which did not figure amongst the public’s priorities in July of this year. The intention of the collection is to inform and not persuade. Each article in this collection is the responsibility of its author.

The first edition, which covers January to March 2023, highlights the thawing in relations between the UK and the EU that has taken place during this period in the context of the agreement of the Windsor Framework in late February 2023. Released quarterly, the UK-EU relations tracker will assess relations between the UK and EU as well as relationships between the UK and EU member states. It will also highlight developments in British politics which may affect the UK-EU relationship, and internal dynamics within the EU that might shape its approach to the relationship with the United Kingdom.

Abstract:
In the week following Russia’s invasion of Ukraine on 24 February 2022 all three East European states associated with the EU – Ukraine, Moldova, and Georgia – submitted applications to accede to the EU. In response, the European Commission published ‘Opinions’ in June, setting out in each case conditions that should be met for these applications to advance on the path towards membership. This paper reports on the first half-year of the work undertaken by the three states to meet these conditions. All three states have set in motion actions largely concerning the fundamental political and rule of law criteria for membership. In all cases there is much work in progress underway, with some conditions already met, and others at an earlier stage. For both Ukraine and Moldova, it is possible that the majority of conditions will be met in the course of 2023. For Georgia there are still some more basic political obstacles to be overcome. The Commission is due to publish in October 2023 comprehensive evaluations of the preparedness of each of the three states, and in the case that the conditions are largely met, the EU should as a next step open up the formal accession negotiation process. It is also recommended that the EU reform by that time the accession process itself, notably by switching to qualified majority voting on the details of the procedures, and better still adopting a staged accession process that would assure structured incentives for overcoming the blockages in the present system as seen in the Western Balkans.

By leveraging panel data to control for time-invariant selection effects, we show that unions exert a small consistent left‑wing influence on the average wage earner who becomes affiliated, but they are no longer able to modify the preferences of working-class members. A longitudinal approach reveals that changes in partisan preferences can be linked to members’ preexisting predispositions and to the prevalent political views within unions. Unions mainly attract individuals who already share their political inclinations before joining. These preexisting left-wing convictions allow an additional left-wing shift to take place through a value congruence mechanism provoked by interactions with long-term union members who are even more left-wing oriented than the newcomers. Symmetrically, working-class joiners exhibit less pronounced left-wing inclinations before becoming affiliated, a gap that widens further after they join as a consequence of their unmet expectations.

Climate action, economic competition and geopolitical shifts are more intertwined than ever. In the wake of the skyrocketing inflation and deteriorating China relations, United States President Joe Biden signed the Inflation Reduction Act (IRA) into law on 16 August 2022. Conceived as the foundation of the new US industrial policy, the IRA aims to rebuild the country’s industrial capacity, including 500 billion US dollars in new spending and tax breaks, among which almost 400 billion aimed at boosting clean energy.[1] Across the Atlantic, the European Union expressed concerns about the potential loss of industrial competitiveness resulting from the IRA. In response, the EU unveiled its own Green Deal Industrial Plan (GDIP) in February 2023.[2] The objective of this plan is to promote the enhancement of net-zero manufacturing capacities in order to meet the EU’s climate targets. Both the IRA and the GDIP have a common goal of reducing dependence on China, especially in clean technology, although through different approaches. The US focuses on bringing high-value production back to its shores, while the EU aims to develop and diversify supply chains.[3] This divergence is also reflected in the debate between “decoupling” and “derisking”, with the latter recently gaining prominence as policymakers recognise the challenges of completely reshoring supply chains domestically.[4] The US and the EU share industrial and geoeconomic objectives, but will also encounter similar challenges, in particular concerning the first stages of green supply chains. Despite their heterogeneous approaches, Western policymakers will in fact have to secure critical raw materials for clean technology manufacturing, with the aim of resourcing the energy transition.

Europe should work proactively to chart its way in this inflammatory debate, rather than passively buying into the polarising narratives from Israeli and Arab public debates and allowing these to sow divisions, paralyse action, hamper credibility and poison democracies.

In June 2023, the Arctic Council resumed its work after a year’s suspension in response to Russia’s invasion of Ukraine.[1] The Council is a pillar of the institutional architecture of the region; the main framework for cooperation between the Arctic states that also involves the North’s indigenous peoples in issues of environmental protection and sustainable development. In recent years, the overlap between climate and security crises has profoundly transformed the region, generating economic opportunities but also endangering local populations and amplifying international competition.[2] The European Union, which is increasingly interested in the issue of climate security (the multiplier effect of climate change and its, even indirect, impact on security risks spanning several dimensions – economic, human and political),[3] has long tried to devise an Arctic policy that takes into account such changes by tackling emerging challenges and grasping opportunities. To better address these issues, since 2013 the EU has been applying for full observer status to the Council; however, it has only been permitted to observe the organisation’s activities without a formalisation of its role. At the same time, however, to be able to play an active role in the region, the EU’s strategy must cover the full width of the Arctic institutional architecture, which encompasses a plurality of diplomatic, legal and institutional instruments that go beyond the framework of the Council.

Over the last several years, citizen assemblies, juries, and panels have spread across Europe. Most of these have been run at the local or subnational level, a few at the national or even transnational level. Most have been called by public authorities, a smaller number created in more bottom-up fashion by civic groups. They all share a distinguishing feature: citizens are randomly selected to participate in debates about specific policies. In aggregate, these initiatives can be referred to as selection- or sortition-based participation. As this wave of sortition-based participation consolidates, attention has turned to its wider political effects. While there is generally much to celebrate about this rise in participation, there remains a widespread feeling that the practice is not yet strongly enough embedded in mainstream politics to move the needle on overall democratic quality. Indeed, experiences suggest that standard channels of decisionmaking and political debate often undercut the influence of sortition initiatives. This paper examines how sortition-based deliberation might be embedded more firmly and effectively within other democratic arenas. Its focus is not on the design and process of sortition forums themselves—many other publications have offered this level of evaluation in recent years.1 Rather, it explores options for building sortition-based forms of participation more fully into longer-standing channels of mainstream politics. If selection-based citizen participation is to have wider relevance to democratic renewal, it is important to identify the political factors that can either stifle or oxygenate its potential. This paper assesses what steps might be taken better to prevent politics from pushing sortition-based participation to the margins and what can be done to infuse politics more widely with the benefits of such participation. The first section of this paper distinguishes between two levels of embedding sortition-based participation. One relates to a relatively focused agenda of so-called institutionalization; the other to more general shifts in political dynamics. The paper then considers progress and obstacles to embedding sortition-based participation at each of these two levels—while suggesting that it is the second, wider political understanding that is especially important. The final section offers five guidelines for assessing how the gap between sortition-based participation and other sites of political activity might in the future be narrowed.

How will China respond to a potential Russian military escalation against Ukraine? Relations between Russia and China have intensified in recent years, with Vladimir Putin and Xi Jinping holding regular summits and the two countries’ militaries participating in joint exercises and cooperating in some defense industrial efforts. Ties between Moscow and Beijing are now closer than any time since the days of Stalin and Mao, driven by a shared perception that the United States is each country’s primary foreign policy challenge. One top Russian official told media in December 2021 that the relationship now “exceeds an alliance.”[1] Chinese state media, meanwhile, have vocally backed Russia in arguing that the current crisis stems from the US “using NATO as a tool to cannibalize and squeeze Russia’s strategic space.”[2] The 2014 war in Ukraine and annexation of Crimea was an important factor driving Russia and China closer to each other, as Russia sought to reduce post-Crimea international isolation and as Beijing realized it could drive a hard bargain in its bilateral relationship with Russia on issues like energy. China’s response to the 2014 war, however, was generally to avoid taking sides. China accepted a narrative that placed blame on the West for causing the crisis, with top diplomats citing Western “foreign interference for causing the crisis,” but didn’t approve of Russia’s seizure of Crimea or its military actions in the Donbas.[3] China abstained from voting on the key United Nations resolutions regarding Crimea, for example, and it still declines to recognize Crimea as Russian territory. Similarly, it verbally rejected US and European sanctions on Russia though it let Chinese firms, including the country’s big state-owned banks, abide by these sanctions to avoid being cut off from US financial markets and the international banking system. Compared to 2014, however, China may find it more difficult to avoid involvement in an escalating crisis. Leaders in Beijing and around the world will see the US response to any military escalation against Ukraine as sending signals about whether the US could effectively respond to future crises in the Taiwan Strait or East or South China Seas. The success or failure of US efforts to impose meaningful costs on Russia if it escalates will be seen as a test of whether the US could do something similar in Asia. Moreover, after repeated summits between Chinese President Xi Jinping and Russian President Vladimir Putin, including Xi’s description of Putin as his “best friend,” China’s approach to Russia amid a crisis will also be interpreted as sending signals about China’s own capabilities and influence. Because of this, China will not see a new phase of war between Russia and Ukraine as a peripheral issue in its foreign policy, even though China has no core issues at stake in Ukraine itself. China is most likely to be implicated in the crisis by potential Western sanctions on Russia, which in contrast to 2014 will impose substantially more pressure on Beijing to take sides. China’s decision either to adhere to new Western sanctions or to help Russia avoid them will shape escalation pathways and determine the magnitude of economic and political isolation that sanctions impose.

Russian war aims have contracted from conquering Ukraine to simply expanding the territory of the statelets it supposedly went to war to protect. By contrast, Ukraine’s war aims have grown from survival to the recovery of all territory lost to Russia since 2014. These uncompromising objectives lock Russia and Ukraine into a war of attrition with little hope of a negotiated settlement. The ongoing battle in Donbas could provide Russia with some tactical successes and a propaganda victory but probably not a strategic one. In fact, further losses could weaken the Russian army to the point that it enables later Ukrainian counterattacks or even causes the Russian army to fracture. Leaders in Moscow may find that a depleted army leaves them few options for victory and that even their superiority in nuclear weapons may not be as useful as supposed.

French President Emmanuel Macron’s assertion three years ago that the transatlantic alliance was “braindead” rings as utterly misguided today.1 The resurgence of war in Europe has reinforced NATO’s raison d’être and forced Europeans to face the fact that there is no realistic alternative to transatlantic cooperation. Further, more European policy leaders recognize China’s increasing threat,2 which bolsters the case for Western “friend shoring” on defense and other issues. This process will require leadership on both sides of the Atlantic. France, the largest military power in the European Union and the second-largest EU economy, is more reluctant to embrace Atlanticism than most of its NATO counterparts. This hesitance risks limiting the success and scope of efforts to reinforce transatlantic cooperation. Nonetheless, in the evolving geopolitical context, France’s best shot at preserving its interests and influence would be through embracing Atlanticism and helping lead the reinforcement of transatlantic cooperation in the realm of defense and beyond. American policymakers should encourage and extend a hand to their oldest ally to embrace such a shift.

The war in Ukraine and the long-term consequences of the Covid-19 pandemic have put the spotlight on important political developments in the three largest EU members, Germany, France and Italy. In Germany, the new coalition government led by Olaf Scholz is trying to adapt the country’s foreign, energy and fiscal policies to the new international scenario, relinquishing some of its long-term tenets. France has just re-elected Emmanuel Macron as President, who is likely to advocate more flexibility in EU fiscal rules and strategic autonomy in foreign, defence and energy policy. Mario Draghi’s government has attempted to steer Italy out of the economic and health crisis and has sought closer cooperation with France. Italy will hold a general election by June 2023, with four parties vying for pre-eminence. In the wake of Brexit, Berlin, Paris and Rome have tried to revive the integration process. In the near future, it is expected that they will continue to drive EU politics, even if sometimes with different priorities, in close consultation with European partners.

The image of two men, sitting awkwardly across each other in a solemn conference table, suddenly sprouted everywhere in my Twitter feed last winter. As a terrifying war erupted over competing visions of eastern Europe’s place in the international order, this somewhat surreal picture of the rulers of France and Russia conferencing offered little respite. It was precisely at this time that I had the pleasure to converse with the incoming Toynbee Prize Foundation President Glenda Sluga about her most recent monographThe Invention of International Order: Remaking Europe after Napoleon (Princeton University Press). As the so-called international order comes under increasing pressure in Ukraine and beyond, Sluga’s timely book invites us to engage with the “two centuries of multilateral principles, practices, and expectations” to understand the promises and limits of our contemporary arrangements (p. xi). It places the recent meeting between Macron and Putin in the context of the rise and consolidation of “a new professional, procedural, and bureaucratic approach to diplomacy, based on the sociability of men” (p. 6). After all, our modern notions of international “politics” or “society” were forged in the aftermath of a previous European-wide conflagration that had France and Russia at its helm: the Napoleonic wars. Sluga’s account does not aim to blindly celebrate nor to categorically condemn this modern political imaginary of international ordering. Others have dismissed the post-Napoleonic diplomatic constellation as reactionary or have lauded it as protoliberal. Sluga, above all, is interested in questioning it. She invites us to: reflect on for whom this order has been built; push against the ways it narrows our perspective; and grapple with its inner tensions and contradictions (p. 282). At the heart of the book, I would suggest, lies a concern about the paradoxical record of European modernity: a project that “has offered an expansive horizon of political expectations but delivered a voice only for some” (p. 7). By taking women, non-Europeans, and “non-state” actors seriously as political agents, she shows how bankers, Jews, or ambassadrices were ironically crucial in the making of a system that came to exclude them from the historical record. And, unsurprisingly, these exclusions lead to tensions that threaten to upend international order from within and without—from 1821, 1848, or 1853 to 2022. In our conversation, we attempt to make sense of these paradoxes, contradictions, and ambiguities of international ordering.

The main research questions of this paper are how mainstream European Parliament parties conceptualize populism, and how they respond to the rise of populism. The paper, which has come out of the Horizon 2020 project “Demos”, is based on semi-structured interviews with top officials of non-populist parties in the European Parliament (“Europarties”), such as the ALDE, EPP, the Party of European Socialists and the European Greens. The research technique of the paper is thematic analysis, performed on the responses obtained from the aforementioned interviews. Europarty officials identified populist parties by associating them with core themes such as anti-migration, Euroscepticism, and the tendency to make undeliverable policy promises. As for the effectiveness of anti-populist strategies, the interviewees converged on the idea that the problems posed by populists cannot be ignored and that clear and concrete policy solutions are what mainstream parties need, if they are to defend themselves against the evasive political discourse of populist parties. Non-populist parties in the European Parliament may use three strategies to prevent the rise of populists, namely clashing with, marginalizing, or co-opting the populists. Non-populist parties may prefer to incorporate selected questions raised by the populists into their political agendas, and provide non-populist replies to them. Mainstream parties seem aware that while populists may not win arguments over concrete policy measures, they might win voters’ hearts.

The European Political Community (EPoC) idea was floated by President Macron back in May to encourage dialogue and cooperation among like-minded EU and non-EU countries on matters of common interest. It will be formally launched in the margins of the upcoming informal European Council summit in Prague, organised by the Czech EU Presidency. With the meeting just days away, the EU is under growing pressure to give some substance to Macron’s bold initiative. For the EPoC to set in motion a positive dynamic for the Union in the unfolding Zeitenwende, participating governments and leaders must take their preparations for the summit seriously. This Discussion Paper lays out short, but concrete checklists for all the essential players: Prague should organise bilateral consultations with the different invitees and collect ideas ahead of the summit. The agenda of this initial EPoC meeting should only include a limited number of substantive issues that reflect common concerns in the new geopolitical context transformed by Russia’s war in Ukraine. The organisers should also ensure that participants reserve time to discuss how the new format will run its affairs in the future. The details of the EPoC’s operational and governing structure will depend on the level of ambition that the initial participants will choose for the initiative. Establishing a community for dialogue and coordination among partners who might have diverging views and interests but also share security and economic concerns is in itself a valuable rationale for the initiative. And yet the EPoC should aspire to become more than ‘just’ a geopolitical forum for high-level dialogue. Current and potential new members in the future should aim to work in small or broad formations to align their positions in response to challenges that demand joint international action, like the energy crisis, the looming global recession and growing inequality, climate change, shifting demographics, and destabilising technological trends. EU leaders should be careful not to turn geography or democratic credentials into exclusion criteria for participants. A more legitimate and effective approach would be for the EU to rhetorically decouple its efforts to contain authoritarian Russia and rethink Europe’s role in the new global order from its desire to defend democracy and serve justice – or risk looking hypocritical in the process. Nor should EU leaders use the initiative as an excuse not to deal with internal EU reform or deliver on enlargement. Mustering the courage to embark on a European Convention that might lead to Treaty change would not only help the cause of EU hopefuls – especially if it deals with the Union’s absorption capacity, unanimity principle and lack of democratic acquis – it would also strengthen the credibility of the EU’s efforts to encourage political coordination beyond its borders. That being said, nothing stops the Balkan countries, together with Ukraine and the Republic of Moldova, from using their leverage in the EPoC format to negotiate in the margins of this and future EPoC meetings their progress in the accession process.

The article analyses political opposition toward the date of presidential elections and conducting them in the correspondence form on May 10, 2020, in Poland. The study is embedded in the theories of quasi-militant democracy and the emergence of social movements. The method used in the study is the qualitative analysis of media messages of the main news websites in Poland. Mainly in terms of the activity and arguments of citizens against the elections in the form of correspondence. The presidential elections revealed the imperious relationship between the government and citizens in Poland’s becoming quasimilitant democracy. The emphasis was on the elements regarding the organisation of elections on May 10 that could impact a social movement’s emergence. The most significant role in stopping the May 10 elections was played by institutional opposition in the form of local self-governments’ civil disobedience and the Senate’s action, which efficiently blocked the party’s initiative. The article accounts for how election matters determined the social mobilisation and activity of the new social movement. This paper’s main finding is that institutional opposition may prevail over the social one in the pandemic.

Europe is in the midst of a profound and complex energy crisis. This is not limited to the gas sector as a result of Russia’s invasion of Ukraine but involves all energy sources. French nuclear generation, for example, has fallen to a thirty-year low over the past year due to maintenance works and corrosion.[1] Due to extreme heat over summer, unprecedented drought has reduced hydropower generation as well as the possibility to import coal by river.[2] Oil has not been immune to turbulences either. The EU embargo on Russian crude oil finally began on 5 December 2022, coupled with a price cap at 60 US dollars/barrel generating uncertainty over future supply and prices. In February 2023, the second step of the embargo, on refined products, will kick in, with diesel potentially becoming the next chapter of the European energy crisis.[3]

As the Ukraine war escalates with no end in sight, Europe’s resilience is put to test. Nowhere is this clearer than in the energy sphere, where the crisis first created the perfect timing for Russia’s invasion and then became weaponised against Europe in the broader confrontation with the West. In this confrontation, two interpretations of resilience come to the fore: Vladimir Putin and Jean Monnet’s, with the former emphasising pain endurance and the latter transformation through crisis. The jury is out on whether Putin or Monnet will win the day, and whether and how the European Union will prove and strengthen its resilience. But at the height of this crisis, my bet today is squarely on Jean Monnet.

THE POLITICS OF MEMORY is a necessary and very important tool used in shaping statehood, consolidating society around a set of state- forming ideas and interpretations. In practice, these are activities by the state and other interested parties to manipulate social groups by adjusting or changing their values and their images of the past. The symbols that are employed to this end are signs that are clear and easily recognizable within social subgroups, and that embody certain values/qualities, standards of behavior, or goals. By appealing to ideas of a collective past, efforts are made to alter people’s behavior in the present. As a rule, historical events are presented to the public in a simplified, uncontradictory and thus generally accessible manner – in the form of mythologemes. Myth is created by means of signs and symbols and by regular rituals that employ these symbols. Rituals recreate the past, fill it with emotional meaning, and allow participants to “re-live” particular historical events.

In the past two months, there have been several significant, interlocking developments regarding Eastern Mediterranean gas. In January, the Biden Administration withdrew American support for the Israeli-Cypriot-Greek EastMed gas pipeline. In February, U.S. officials shuttled between Israel and Lebanon for another round of talks to resolve the question of the maritime border and the exclusive rights to exploit gas in their disputed waters. Most importantly, the Russian aggression against Ukraine, which began in late February, has transformed the long-discussed European need to reduce its dependence on Russian gas (and oil) into an urgent priority. It has also exposed the disconnect between optimistic policies that anticipated an imminent shift to renewable resources and the reality that the developed world will, in the short- to medium-term, remain dependent on fossil fuels. Confronted with this new reality, does Europe's need to rapidly diversify its sources of energy increase the strategic value of Eastern Mediterranean gas? And can the Eastern Mediterranean contribute meaningfully to reducing Europe's dependence on Russian gas?

Iraq is at high risk of suffering the worst effects of the climate crisis, including soaring temperatures and acute water scarcity. As land suitable for farming shrinks and rural jobs disappear, ordinary Iraqis are moving to cities in search of work. This increases pressure on services, pushes up food prices, and exacerbates social tensions, leading to protests and even violence. Iraq’s weak internal governance prevents it from improving water management, managing inter-provincial and inter-tribal conflict, and attracting investment and expertise to create new green-economy jobs and adapt to the changing climate. Public awareness of climate risks is growing, but too few political leaders prioritise the issue. Iraq has long struggled to reach agreement on water issues with upstream states Turkey and Iran, which are building dams that affect supply to Iraq; they also believe that Iraq manages water badly. Similar issues complicate relations between Baghdad and the Kurdistan region. Iraqis and Europeans should work together to improve Iraq’s poor governance and consider measures such as establishing an ‘early warning’ system about potential conflict arising from climate effects.

Rather than being mere “productive environments”, localities embedded in infrastructure are distinctive living places in which communities of people live and establish a greater part of their daily social relationships. As a result, infrastructure represents the backbone of citizenship rights and strongly affect territorial inequalities. Infrastructure is chiefly understood in physical terms as reticulated systems of highways, pipes, wires or cables. This physical reductionism is by no means sufficient to encompass the multiple facets of the concept or to make sense of the many ways infrastructure affects socio-political inequalities. Knowledge infrastructure, for instance, may indicate robust networks of people, equipment and institutions that generate, share and maintain specific knowledge about the human and natural worlds. Infrastructure furthermore refers to the interplay between information technologies, transportation and other intermodal transport devices. All of these kinds of infrastructure affect inequalities in different ways.

On 1 January, France took over the presidency of the Council of the European Union for six months. The exercise, which mainly consists of leading meetings of European ministers, is also an opportunity for the country temporarily in charge to convey its priorities and even a political vision for Europe. In this respect, the French Presidency comes at a particular time for the European Union, for France and for its President, Emmanuel Macron. Hard hit by the pandemic, the European Union is both emerging from the crisis and adapting to the global changes accelerated by the crisis. France, for its part, is preparing for a major political event, the presidential election in April, followed by the legislative elections in June. For Emmanuel Macron, the French Presidency of the Council will bring to a close a presidential term of office that has focused strongly on European issues, almost five years after his speech at the Sorbonne.

In this follow-on report to 2021’s Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

Sweden and Finland have just cleared a big hurdle on their path to NATO membership with the US Senate’s overwhelming vote to welcome them into the Alliance. While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Even though some analysts have posited that these two countries—especially Finland, which has an 830-mile border with Russia—bring disqualifying liabilities, most Alliance leaders, NATO-watchers, and European security experts argue these newest aspirants will strengthen the Alliance. This is especially so in terms of military capabilities and capacity, but also in terms of strategic culture and geostrategic outlook. Nonetheless, in the days, weeks, and months after Finland and Sweden officially become members, there is an array of subsequent questions that these two aspirants, other allies, and NATO as an organization will need to consider—and ultimately answer. France’s President Emmanuel Macron and Germany’s Chancellor Olaf Scholz have stressed the geopolitical emergency of re-designing the European Union’s relationship with its neighbourhood. Both acknowledge that EU enlargement is necessary, but also emphasise that profound EU institutional reform is required beforehand, though deepening and widening the EU are complex processes that veto players could block. The geopolitical challenges mean it is in the critical interest of the EU to bring stability to its neighbourhood by ensuring geopolitical alignment with the EU, limiting the blackmailing power of external, authoritarian states, supporting more resilient democracies and strengthening the rule of law. Meanwhile, the EU’s neighbours are seeking a political space in which challenges to collective security and stability can be addressed and concrete policies decided. Given the urgency, it is not enough to rely on lengthy EU accession processes. A ‘European Political Community’ (EPC), which will have its first summit on 6 October 2022, could act both as a bridge to an eventual larger EU and as a framework for continental-scale partnership. Leaders should use the summit to start the building of a platform that can combine political dialogue with policy delivery in a quick and flexible way, and will thus structure more impactfully the relationship between the EU and its neighbourhood. The EPC could start as a soft law agreement between states and the EU. It would work with existing institutions as far as possible, while aiming at more effective decision-making than currently in the EU. For instance it could function without vetoes and could work in geopolitically relevant areas that are not yet EU competences. An ambitious EPC would provide financial resources for deeper cooperation on energy and climate, security and defence, and economic and social convergence. The EPC would not be, and should not be, regarded as a substitute for EU accession, but should be designed in such a way that it can work as an accelerator. For countries not seeking to join the EU, it would provide an ongoing framework that sustains structured cooperation with the EU.

A sizable literature on media bias suggests that media coverage is frequently biased towards certain political and economic positions. However, we know little about what drives variation in political and ideological bias in news coverage across countries. In this paper, we argue that increasingly commercialized and concentrated media markets are likely to be associated with media coverage leaning more favorably towards economically more rightwing positions. Media bias should reflect the preferences of media owners and should be a result of a reduced diversity of news media content. In contrast, where media outlets continue to be oriented more closely along partisan lines, often referred to as political parallelism, bias on economic issues should be more likely to cancel out at the aggregate level. To test these claims, we combine expert survey data on partisan attachments of media outlets, party ideologies, and media ownership concentration for twenty-four European countries. Results from multilevel regression models support our theoretical expectations. With media framing potentially affecting individual-level preferences and perceptions, high and rising levels of media ownership concentration may help to explain why governments in the affluent Western democracies often do remarkably little to counter trends of rising income inequality.

A Conference on the Future of Europe was recently launched by the three EU political institutions. It aims to give Europeans a greater say in what the EU does and how it works for them. It is expected that at the end of this process, the political projects and priorities that will be at the heart of European political action in the coming decades will be sounded out. Little emphasis, on the other hand, is placed on the question of whether the institutions that are to breath life into these projects and priorities are not also in need of renewal. While it is very important to listen to the citizens of Europe, it is the thesis of the present paper that politicians in the member states as well as at the EU level should not simply hide behind the Conference and shirk their responsibilities. Rather, alongside the Conference, they should become creatively active by taking a stand on its scope, its procedure and its objectives. In terms of scope, it is argued that a Conference on the Future of Europe should focus not only on substantive issues, but also on the creation of a new, more democratic, efficient and mutually supportive institutional vehicle, such as a European Poltical Union (EPU), among the Member States and peoples of Europe who so desire. As regards the procedure for a Conference on the Future of Europe, given that the application of the revision procedure provided for in Article 48 TEU for the establishment of an EPU would severely hamper its chances of success, it is proposed to follow instead an alternative procedure which, moreover, is inspired by classical international law and allows those Member States which are in favor of the establishment of an EPU to go ahead without being prevented from doing so by Member States which reject this prospect. As for the objectives that a Conference on the Future of Europe should strive to achieve, it is argued that institutionally such a Conference should produce strong political institutions and effective decision-making procedures, and substantively provide an EPU with substantial means of action in a number of policy areas, including common foreign and defence policy. The paper concludes by asking – hopefully not rhetorically – which political forces in today’s Europe are willing to advocate such an EPU, emphasizing that European citizens, especially the younger generation, have a right to be informed.

Since its official adoption in 2005, Turkey’s “Africa Opening” (Afrika Açılımı) has become one of the most important elements in its foreign policy and resulted in the diversification of Turkey’s economic and political relations with sub-Saharan African states. While African-Turkish relations were broadly perceived as advanced by 2010, Ankara´s humanitarian involvement in Somalia the following year has been a catalyst for Turkey´s growing influence in the Horn of Africa and the Sahel. Emphasizing both the absence of a colonial past and its religious affinities, Turkey has further promoted its relations and influence across the continent. This is most evident in the Sahel, where the strategies of Ankara and Paris are at loggerheads. EU and Turkish interests in Africa are not necessarily irreconcilable; Africa, a continent whose economic and strategic significance is set to sharply rise, deserves more attention from Greece and the European Union.

Rarely has an election outcome in Germany been as uncertain as it is today. Berlin’s future policy towards Ankara, and not at least the related refugee issues, especially following the recent developments in Afghanistan, will be one of the topics future coalition partners will need to agree on. The election manifestos of the political parties provide an important source for analyzing the political views of the political actors. All parties criticize the dire situation of human rights and the rule of law in today’s Turkey. While CDU/CSU and the far-right AfD reject a Turkish membership in clear terms, the other parties are less outspoken in this point. Potentially the most consequential divergence as reflected in the electoral programs relates to Germany’s arms export policy and the EU Refugee Agreement of 2016. Andrew Duff argues that the loss of the United Kingdom should prompt serious reflection about the constitutional direction of the European Union. The secession of a member state changes the context of European integration. Brexit leaves the EU weaker, smaller and poorer — but it can and should also spur reform. The EU should aim to have major changes in place by 2029, including treaty revision. The reforms should include: (i) a renegotiation of the Brexit deal leading to a new class of affiliate membership; (ii) completion of the constitutional framework for a fiscal union; (iii) a European Parliament fully legitimated by election from transnational lists; and (iv) a ‘European Security Council’ of defence ministers to span the divide between the EU and NATO. The Conference on the Future of Europe may prove to be a useful democratic experiment. But it is not designed to address the important constitutional challenges that the Union faces. Duff therefore proposes creating an expert reflection group to stimulate the full implementation of the Treaty of Lisbon as well as prepare the way for the next Convention which must be called to amend the EU treaties. More immediately, the reflection group should make proposals to settle the controversial matter of how to elect the new President of the European Commission in 2024.

As Commission President Ursula von der Leyen prepares her State of the Union speech that will map out the second half of her mandate, she must seize the opportunity to reset her Com­mission after more than 18 months in crisis-fighting mode. In broad lines, the European Commission’s priorities – fostering a collective recovery from the pandemic; rolling out Europe’s green, digital and geopolitical makeover – are the right ones. But today’s pace of change requires an updated outlook, fresh ideas and a critical examination of the President’s leadership, methods and structures. Georg Riekeles lifts the veil and outlines three essential questions which guide a reflection on what this Commission now stands for: How does the Commission ensure a continued capacity for fresh thinking and renewal to direct the EU’s political agenda? Can the EU deal with the political fall-out from uncertainty, shocks and change? Is the Commission’s executive structure tailored to deliver the major tasks it faces? With many strong personalities and seasoned politicians, von der Leyen’s Commission has potential, and yet much of its agenda remains undelivered. Now is the time for her administration to regroup and get things done in the final three years of her term. The below five recommendations addressed to President von der Leyen outline what should be done to improve her leadership and administration’s delivery within the current legal and institutional framework and complete the mandate assigned to her by Europe’s leaders and the European Parliament: Establish independent thought and foresight, capable of challenging established ideas and structures, at the heart of the Commission’s leadership and policy agenda. Clarify responsibilities over priority deliveries in the next three years within the College, including her own working relationship and shared leadership with the (Executive) Vice-Presidents. Rethink the inter-institutional cooperation on major transformative EU projects, such as the Green Deal and digital transition, which must be co-constructed across institutions, from inception to adoption, through dedicated structures and processes. To better process member states’ political concerns, von der Leyen and Council President Charles Michel should offer First Vice-President Frans Timmermans the ‘Barnier seat’ at the European Council. Experiment further with the task force model, relying on the dual leadership of a politician and a high-level civil servant that are given direct access to top staff and resources across the Commission to solve a specific mission. Provide immediate remedy to resource allocation problems in overburdened Directorates-General and enact a proper reform of staffing policies.

This article aims to analyze disputes and discussions on the powers of the President of the Republic, which have been happening since the establishment of the Czech Republic in 1993. These occurred when the President tried to interpret the provisions of the Constitution, took actions beyond their framework, or considered that his powers did not impose an obligation to act automatically. The disputes over the President’s powers were, therefore, not the result of theoretical discussions on the constitutional order of the Czech Republic, but were the result of the President’s involvement in the political life of the country, and above all, the decisions that did not correspond to the opinions and actions of the government. Disputes did not have an impact on a permanent change in the constitutional order. For example, there was no reason for an amendment to the Constitution that would extend, restrict, or clarify those powers.

Russia is a state with a multi-ethnic federal structure inherited from the USSR. Implementing an ethnic policy that would unite and integrate its citizens is one of its most important goals. Among Russia’s federal subjects are also national republics pursuing their own ethno-political concepts, either conciliatory or conflictual. Tatarstan and Chechnya are examples of such republics. With the use of the comparative method, the article is an attempt at demonstrating many factors that have an impact on the shaping and implementing of the ethnic policy through such criteria as the status of the republics, the concept of the nation, and ethnocentrism, historical memory, the role of Islam and its politicization, and the language policy. The article also outlines their consequences and possible future scenarios.

Authoritarianism has become a major buzzword of global politics today. But the public debate has often focused on headline-catching cases of democratic decline. In the European Union (EU), Hungary and Poland, have tended to dominate discussion and critique with the implication that a modern-day ‘containment’ strategy might suffice to withstand the authoritarian advance. This brings dangers for how we think about politics in Central, Eastern and South-Eastern Europe (CESEE), involving a problematic reading of the region as a source of threat to democracy, rather than a theatre for its renewal. This new LSE IDEAS report, Authoritarian protectionism in Central, Eastern and South-Eastern Europe: diversity, commonality and resistance, seeks to provide a wider regional contextualisation through the examination of Hungary and Poland in tandem with four other case studies in the region: Bulgaria, Czech Republic, Romania and Slovakia. The paper argues that the recent histories of these states provide a vantage point for reflection on the broader tendencies driving democratic decay globally. As the populaces of these states have shown tremendous civic energy in their willingness to resist authoritarianism, often in very large numbers, these case studies also point to the need to re-frame how this topic is discussed in the European public sphere. They suggest we should highlight how events in the region may be a harbinger of new opportunities for democratic advance. The snapshot comparative analysis of these states is undertaken through the frame of what the author, Dr Luke Cooper, calls authoritarian protectionism. This emphasises the importance of a politics of ethnonational partisanship to the contemporary challenge to democracy. In the cases examined in the report, authoritarian protectionism draws particular attention to the coherence that exists amongst such actors– despite the fact the examples are drawn from the left, centre and right of the political spectrum.

The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. This paper analyzes the role of local spending, particularly on social welfare, and local inequality as factors in the Italian political crisis following the adoption in 2011 of more radical national austerity measures. We employ two different methods. First, we develop an original database of municipal budgets. There we show that even the lowest level of social welfare spending, that offered by Italian municipalities, though also hit by austerity, was still able to moderate this national shock. We test three operationalizations of local spending: aggregate current expenditures, aggregate current expenditures on social services, and current expenditures disaggregated by function. We show that municipal current expenditures, particularly on social spending, significantly affected the post-2011 share of votes for the progressive coalition. The results also show that social spending, especially on education, significantly moderated the combined effect of national austerity and the economic crisis on voting for populist radical right parties, while no significant results appeared for populist parties in general. Local inequality appears to significantly enhance vote shares of populist radical right parties and populist parties in general. We caution that, although significant, the effect is not strong: that local policy and economic conditions can moderate national shocks but cannot reverse them. The second analysis relies on survey data to ascertain the individual-level mechanisms behind the role of local welfare. The paper argues that local economic inputs influence voters’ position on non-economic issues. Our results, however, do not identify any significant individual-level channel of transmission, be it cultural or economic.

The lived experience of the covid-19 pandemic has split Europe just as the euro and refugee crises did, with the south and the east feeling much more badly affected than the north and the west. Some people were affected directly by illness, some only experienced economic consequences, while others feel untouched by covid-19. The economic victims are more likely than others to say that restrictions have been too severe, and they tend to be more sceptical about their governments’ intentions behind lockdowns. Europeans are divided over what they believe to be governments’ motivations behind restrictions: the Trustful have faith in governments; the Suspicious believe rulers want to cover up failings; the Accusers think governments are trying to increase their control over people. Splits are appearing between those who believe that, in the context of the pandemic, the biggest threat to their freedom comes from governments, on the one hand, and those who fear the behaviour of their fellow citizens, on the other. There is a major generational divide, with the young more likely than the old to blame governments for the ongoing impact; the young also feel more badly affected. Poland, Germany, and France could each be emerging as archetypes for post-pandemic politics.

Ukraine’s president, Volodymyr Zelensky, has declared a “fightback” against oligarchs. Zelensky is motivated by worries about falling poll ratings, pressure from Russia, and a strong desire for good relations with the Biden administration. The fightback campaign has resulted in action against some oligarchs but, overall, it is incomplete. The government still needs to address reform issues in other areas, especially the judiciary, and it has an on-off relationship with the IMF because of the latter’s insistence on conditionality. The campaign has encouraged Zelensky’s tendency towards governance through informal means. This has allowed him to act speedily – but it risks letting oligarchic influence return and enabling easy reversal of reforms in the future.

Most Europeans rejoiced at Joe Biden’s victory in the November US presidential election, but they do not think he can help America make a comeback as the pre-eminent global leader. Europeans’ attitudes towards the United States have undergone a massive change. Majorities in key member states now think the US political system is broken, and that Europe cannot just rely on the US to defend it. They evaluate the EU and/or their own countries’ systems much more positively than that of the US – and look to Berlin rather than Washington as the most important partner. There are geopolitical consequences to American weakness. A majority believe that China will be more powerful than the US within a decade and would want their country to stay neutral in a conflict between the two superpowers. Two-thirds of respondents thought the EU should develop its defence capacities. There is a great chance for a revival of Atlanticism, but Washington cannot take European alignment against China for granted. Public opinion will have a bigger effect on the relationship than it once did, and needs to be taken into account.

On 23 December 2020, Northern Ireland turned one hundred years old— that is, if its birthday is dated by the ratification of the Government of Ireland Act by King George V. Officially titled “An Act for the better Government of Ireland,” it became known to Irish nationalists and republicans as the partition act.1 The U.K. Parliament passed the act without a single vote in its favor from a member of Parliament elected in Ireland. The proposed British “solution” to Ireland’s right to self-determination was the invention of two Irelands, “Northern Ireland” and “Southern Ireland,” each scheduled to be a devolved government within the Union of Great Britain and Ireland. The proposal was enacted during what we Irish call the “War of Independence.”2

The spreading of the Covid-19 pandemic and its economic and social consequences have radically changed the reality of the 27 EU member states. After scattered reactions at the beginning of the crisis, the EU has taken an unprecedented step towards cohesion and solidarity with the Next Generation EU. However, in order to ensure recovery and resilience, the EU will need to act simultaneously on three levels: end the pandemic in the shortest time possible through mass vaccination, implement structural reforms and address the challenges of tomorrow, including also digitalisation and the fight against climate change. To realise these objectives, citizens’ engagement and mobilisation would be essential, thus giving new urgency to the Conference on the Future of Europe, which should be turned from a consultation process into a tool for the relaunch of the Union post-Covid. he COVID-19 pandemic has significantly impacted the current state and prospects of partnership between the East African countries and the European Union on migration and forced displacement. The pandemic has exacerbated the root causes of migration and forced displacement. This is manifested by the continuation of irregular arrivals in Europe including from East Africa, after a brief decline in the initial phase of the COVID-19 response. The strong economic impact of the pandemic on the region has also disrupted the implementation of the Global Compact on Refugees that aspires to address forced displacement challenges through facilitating refugees’ self-reliance. These challenges require East African countries and the EU to work towards establishing a better migration governance system with a people-centred approach and with a view to addressing the root causes of migration. East African states should drive their migration and forced displacement policies in ways that benefit their citizens. This should include devising ways of engaging the EU in line with its proposed talent partnerships in its New Pact on Migration and Asylum. The EU should work towards easing the economic burden of countries in East Africa including through providing additional development support and debt cancellation. Winds of change are blowing in North Africa and the Middle East. They originate from Washington, where the new Biden administration is expected to abandon its predecessor’s zero-sum, erratic approach and take steps towards supporting regional balances and cooperation. Effects are visible especially in the Gulf, with the US pondering its options to re-activate nuclear diplomacy with Iran and Saudi Arabia and the United Arab Emirates grudgingly agreeing to put their feud with Qatar on ice. One way or another, these winds of change are working their way through the Levant, the Eastern Mediterranean and Libya. Admittedly, they are still feeble and can easily fade out like a morning breeze. Were that to happen, Europeans would be amongst the most affected – aside, of course, from regional populations themselves. It is now high time for the EU and its member states to leave the backseat they have (un)comfortably been sitting in for years, seize the opportunity of a cooperative US administration and work to play a more proactive role in North Africa and the Middle East commensurate with their considerable financial, diplomatic and military resources.

While the term encompasses very diverse connotations, it refers to a broad concept involving data, technological, regulatory and political elements. Cloud computing represents one example of the concrete materialisation of the European Union’s quest for “digital sovereignty” – especially through the development of its GAIA-X project. It is too early to assess whether or not GAIA-X will definitively help the Union to achieve this much-desired goal; however, some challenges have already emerged along the way. Looking to the future, if the EU wants to achieve “digital sovereignty”, a different strategy to the one currently under discussion will be needed. The debate on technological development and the unfolding fourth technological revolution tends to neglect the role of the EU, relegating it to follower status. The leadership positions are occupied by the US and China, who compete with one another for technological supremacy. Yet, despite lagging behind in some areas, the EU is better placed than is often assumed and still stands a chance of guaranteeing the delivery of a technological revolution that is not only environmentally but also socially sustainable. If incomes fall and inequalities sharpen, then democracies collapse.” Italian philosopher, Massimo Cacciari, used these words to describe the present crisis that western liberal democracies are facing. Years have passed since the first signs of citizen distrust towards social institutions and governing elites became apparent. Such sentiments have led to an increase in populist politics and authoritarian tendencies, characterised by charming leaders and strongman politics, which in turn have challenged certain elements of liberal democracy.

European history has on several occasions been confronted with a “Polish question”. It did not always end well, especially for Poland. This time around, the issue that has placed the Polish government led by the populist Law and Justice party (PiS), the institutions of the EU and most of its member states at loggerheads is unlikely to end in bloodshed, but it nevertheless remains dangerous. The Commission and the European Court of Justice (ECJ) have established that recent reforms to the Polish judiciary undermine the independence of the courts and the principle of a separation of powers; among them the creation of a disciplinary body under political control that can censure Polish judges. The Polish Supreme Court, conversely, has responded that such ruling is incompatible with the country’s constitution. What makes the question particularly complicated is that it is tri-dimensional.

The purpose of this article is to identify the policy orientations of Russia in the Balkans. The historical aspects of Russia’s political and cultural ties with the Balkan region and Russia’s policy towards the Balkans during the USSR period will feature. As the Balkans are an important factor in Russia’s geopolitical game to retain influence in Europe, the author analyses Russia’s contemporary policy in the Balkans, its interests and the measures taken to achieve its specific goals. It can be concluded that Russian involvement in some Balkan countries is exhausting the elements of a hybrid war. Two possible models of geopolitical behaviour in relation to Russia can be distinguished. The first is to continue trying to stay as far away from Russia, the second is to build effective mechanisms for socioeconomic cooperation. It can be implied that Russia will not hesitate to repeat the hybrid war scenario from Ukraine in order to maintain its political influence in the region. Only the EU returning to a consistent policy of enlargement involving the Balkan countries and the economic strengthening of the Member States from the Balkan region can weaken Russia’s political influence in the region.

Unification of the opposition gives it strength, however, the institutional and financial advantages of the ruling party will be difficult to overcome. The authorities aim to get funds from the new EU budget before the elections. As a partnership with the European extreme right will not contribute to this goal, the formation of a new grouping in the European Parliament (EP) by Prime Minister Viktor Orbán is unlikely for now.

The coronavirus pandemic that has rocked China since December 2019 has posed a gruelling test for the resilience of the country’s national economy. Now, as China emerges from its Covid-induced "recession", it feels like the worst is behind it. How did China manage to come out almost unscathed from the worst crisis in over a century? This Report examines how China designed and implemented its post-Covid recovery strategy, focussing on both the internal and external challenges the country had to face over the short- and medium-run. This article investigates the dynamics of individual economic well‐​being in Estonia and Finland over three periods: (1) 1923–1938, when both countries were similarly situated; (2) 1960–1988, during which Estonia was under Soviet control; and (3) 1992–2018, after Estonian independence. Economic well‐​being is calculated using the purchasing power of wages in terms of the affordability of a minimal food basket. The results show that, in 1938, the purchasing power of wages in Estonia was 4 percent lower than in Finland; in 1988, it was 42 percent lower; and, by 2018, the gap had fallen to 17 percent. Consequently, as measured by the purchasing power of wages, well‐​being in Estonia and Finland was similar before the Soviet occupation, widely diverged during Soviet rule, and converged after Estonian independence, with the transition from plan to market.

This Clingendael policy brief seeks to explain visible manifestations of Turkish politics in European cities. Why does Turkish politics lead to unrest in Rotterdam and Berlin and what institutional mechanisms facilitate this? The brief highlights various drivers, institutional manifestations and historical changes, but also points out that there are a number of uncertainties and questions about the motivations for, and modus operandi of, Turkey’s influence in European societies. These questions are all the more relevant as European policy-makers increasingly seek to take measures in order to curb this. The main argument developed in this brief is that effective policy ‘at home’ (in Europe) will require better knowledge of socio-political developments ‘abroad’ (in Turkey). The first and second parts of this brief, therefore, show how the drivers of Turkish influence on the diaspora have changed over time. The third section highlights how present-day diaspora politics is institutionally anchored in Western Europe. Most of the practical examples in this brief are drawn from the Dutch context, but the dynamics will be familiar to those observing this phenomenon in other Western European countries.

This policy brief examines the EU’s engagement and relationship with Syria’s main political opposition umbrella, the Coalition for Syrian Revolutionary and Opposition Forces (Etilaf), which was founded in late 2012. It discusses the EU’s engagement strategies with the Etilaf and their impact on its development in the context of the Syrian conflict. The brief highlights that the EU did not substantiate the international legitimacy it granted the organisation early on during the conflict with policies that would have allowed it to expand its domestic legitimacy and capabilities. This policy contributed to developments in which the Etilaf rapidly lost its original potential. While the Etilaf today faces a range of structural and operational challenges that need to be addressed, the brief nevertheless recommends EU institutions and Member States to increase their support for the Etilaf and the Interim Government linked with it, if a number of conditions can be met. Such support will help maintain and develop these bodies into a viable centre of political opposition to the Assad regime. Practically speaking, this objective can be pursued by piloting conditional EU support to areas of northwestern and northern Syria that are nominally under the control of the Interim Government. It also requires building a partnership with Turkey to jointly support local Syrian administration(s) in the same areas.

South Africa’s migration policy and practice mirror developments in other countries of destination for migrants: South Africa faces increased immigration and growing anti-migrant sentiments, leading policymakers to adopt policies that prefer deterrence over inclusivity. Just like other major migration magnets, South Africa is open to free movement in principle, but is wary of the impact it would have on its domestic job market. After a decade of crisis, the EU now routinely uses futures methods to anticipate the unexpected. Its aim is to address its blind spots. This paper details our experience of designing a foresight exercise to help EU diplomats face up to one of the most ingrained types of blind spot: a taboo issue. But our experience showed instead the dangers of such exercises. Far from needing encouragement to address a taboo, our target audience wanted an excuse to do so, reflecting a shift to a more “geopolitical EU.”
