Abstract:: “Understanding EU-NATO Cooperation: How Member States Matter” by Nele Marianne Ewers-Peters conducts a distinctly member-state based theoretical examination of interorganizational cooperation between the EU and NATO. Ewers-Peters mainly intends to demonstrate member states’ foreign/security policy orientations, roles and positions affecting the functionality and dys-functionality of Euro-Atlantic security, between the period of the end of the Cold War and 2021. The book is composed of seven chapters including conclusion and implications. By providing 28 face-to-face semi-structured interviews carried out in Berlin and Brussels between February 2017 and February 2018, with different member states’ representatives (see Appendix A.), as well as document analysis of primary and secondary sources, the book relies on well-designed qualitative research.

2. Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’

Abstract:: After the waters of the Mediterranean Sea washed the dead body of Alan Kurdi ashore in 2015, issues of migration, border security, and European Union (EU) migration policy gained more widespread interest. Although many scholars deal with the issue from different angles by focusing on the roles of different ‘agents’ and their roles in the politics of the EU’s 2015 ‘migration crisis’, Vernacular Border Security: Citizens’ Narratives of Europe’s ‘Migration Crisis’ argues that there is no comprehensive study analyzing the EU citizens itself (p. 4). Problematizing the passive recipient role given to the EU citizens, Nick Vaughan-Williams critically intervenes, problematizing contemporary scholarship’s “propensity to speak for, rather than to (or, perhaps better, with) ‘ordinary people’…”.1 Asking “[w]hy is it that the intensification of EU border security appears to have heightened rather than diminished border anxieties among EU citizens?” (p. 3), Vaughan- Williams highlights a theoretical and methodological shift in studying border security, one that juxtaposes ‘top-down’ elite narratives of border security with ‘bottom-up’ investigations of ordinary EU citizens’ knowledge on the issue. Chapter 1 justifies this unique theoretical shift, namely the ‘vernacular turn’ in critical security studies. Connecting elite and vernacular narratives becomes a must if we are to transcend dominant securitizing narratives of migration and see alternative ways of ‘living with’ strangers (p. 3-4). Forming such a connection allows us to understand better the interconnected relationship between the macro-level of national border security and border anxieties at the micro-level of citizens. And, in the final analysis, it is important to see how these elite narratives are both reproduced and contested locally in citizens’ everyday lives. Chapter 1 also contributes to vernacular security studies by conceptualizing ‘vernacular narratives’, which has been absent so far in the theoretical discussion (p.12).

Abstract:: One significant impact on the international system of the ongoing Russia-Ukraine War has been Finland’s NATO membership. This article suggests that Baldur Thorhallsson’s shelter theory is the most suitable explanation for Finland’s decision. According to the theory, an alliance relationship with NATO will remedy the lack of hard security shelter of a state categorized as a small state in the literature. Many experts believe that this is a pragmatic choice by Finland against the Russian threat. On the other hand, Finland has a long history with Russia and is known for its neutral and peaceful policies, trying to establish a balance between East and West. For the above-mentioned reasons, membership in NATO is a much more difficult decision than it seems on the surface. In this framework, this article will first explain the place of Thorhallsson’s theory in International Relations. Then, Finland’s general foreign policy choices will be examined in light of current shelter relationships. Finally, in presenting the country’s history with NATO, it will focus on the potential consequences of the membership.

Abstract:: Ancient Roman history creates a wide interdisciplinary field of study for academics, from politics and archaeology to sociology and art. Interpreting today’s world by making inferences from Roman history is the most important factor that encourages the academy to work in this wide field. In The Roman Republic of Letters: Scholarship, Philosophy and Politics in the Age of Cicero and Caesar, Katherine Volk examines the Late Roman Republic (63-43 BCE), unlocking details for readers and researchers that were previously overlooked. At the same time, Volk has brought together the subjects of philosophy, religion, politics, rhetoric and grammar in a way that contributes to intellectual history. We can confidently say that this book fills a gap in helping us understand the intellectual and philosophical debates behind the political upheavals of the late Republic and in comparing Roman politics and politics today.

Abstract:: The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

6. Anxiety, Dissonance and Imperial Amnesia of the European Union

Abstract:: According to the master commemorative narrative of the EU, the European integration project represents a break with the violent European past characterised by fragmentation and nationalism, which culminated in World War Two and the crimes of Nazism and Stalinism. However, recent scholarship has criticised the omission of 19th and 20th-century European colonialism from the memory narratives advanced by the EU. In this article, I use the permanent exhibition in the House of European History (HEH) in Brussels to take this insight one step further and make two arguments. Firstly, I show that it is not only colonialism that is erased from official memory but, more broadly, empires and imperialism, although most European history over the past 2000 years was imperial. Secondly, I understand this “imperial amnesia” as an anxiety-controlling mechanism aimed at reducing the dissonance between the self-proclaimed image of a normative and civilian power on the one hand and imperial-like tendencies in its behaviour on the other.

Abstract:: This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

Abstract:: The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Abstract:: Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:: The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

Abstract:: The political scene of the European Union (EU) presents a discursive field where identity construction becomes a vital tool for political parties to claim political credit and legitimize themselves. While pro-European parties utilize the narratives of an in-group of European identity, Eurosceptic parties problematize the gap between ‘us’ and ‘them’ by employing narratives of intergroup differentiation as an instrument to re/shape the political reality. The scholarly literature mostly focuses on Eurosceptic populist discourse and right-wing rhetoric relying on discursive socio-political exclusion to form in-group identification of national identities. By adopting a different stance, this article seeks to address the discursive strategies of the pro-European parties employed and mobilized during the 2019 European Parliament election campaigns through the discourse historical approach. It argues that it is of critical importance to reveal the pro-European discourse to reflect the pro-European stance over the debates on the existing identity cleavage within the turbulent European political scene.

Abstract:: This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

Abstract:: This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

Abstract:: The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. The articulation of moral appraisals and the notion of responsibility in the areas of climate change and sustainable development help the BRICS countries build their self-conception and self-categorization corresponding to their identity as emerging powers, so their actions are accomplished accordingly.

Abstract:: 2020’s international system, which according to John Mearsheimer “shifts from unipolarity to multipolarity,”1 is more welcoming for small states and small state studies. In this environment where the number of actors is growing, small states have a stronger voice through the alliances they make, the projects they create or the roles they play in international organisations. The book named “Small States and Shelter Theory: Iceland’s External Affairs”, analyses the current foreign policy decision-making processes of small states as system actors, with the purpose of adding a new theory to the International Relations (IR) discipline. Shelter theory, is presented as an alternative to the numerous IR theories explaining the behaviours of small states and this concept was initially introduced by the editor of the book, Baldur Thorhallsson, in 2010.2

Through her writing, Applebaum hopes to bring awareness to this phenomenon with the hope of recognizing it and resisting it. Anne Applebaum is a Pulitzer Prize winning journalist, who has worked for several magazines and newspapers. Abstract:: The ICJ in its order dated 16 March 2022, decided that the legality of the unilateral use of force to prevent acts of genocide is ‘doubtful’. Based on this order, it is possible to say that the ICJ provides a yellow light to unilateral use of force for the prevention of acts of genocide. But the ICJ expressed its opinion in this respect in 2007, underlining that every state may only act within the limits permitted by international law. The doctrine underscored that the unilateral use of force for the prevention of genocide was forbidden. In this situation, the following question arises: is it really doubtful? To find the answer to this question, it is necessary to examine the legal basis and means for the prevention of genocide. In this article, the legality of the unilateral use of force for the obligation to prevent genocide has been comprehensively discussed.

Abstract:: The number of refugees in Turkey exceeded 4 million in a short period of time due to the civil war in Syria, and Turkey has become the country hosting the largest number of refugees from 2014 onwards. The concerns of Turkish society, which portrayed an extraordinary solidarity initially, have become apparent in terms of refugees, almost all of whom live side-by-side with Turkish society in urban areas. This paper is based on a comprehensive and representative research data about Turkish citizens’ attitudes towards Syrian refugees. This study critically analyses traditional securitisation studies and instead puts forward the concepts of the “securitization from society” and “social acceptance” to be able to analyse the views of Turkish public towards Syrian refugees .

Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

Abstract:: This article analyses the political participation of Turkish migrants in Germany within a transnational context. This issue is highly eminent for democracy and integration and it constitutes the fundamentals of political sovereignty. Therefore, explaining the diverse political mindsets as well as the grade of interest and participation in political issues is of high importance. This article analyses the findings of the empirical study conducted with Turkish migrants in Germany focussing on their political interests and party preferences in both countries. The survey results show at first higher interest for political processes in Turkey than in Germany; but with rising legal participation, higher citizenship rights and higher education, the interest for German politics increases. But however, throughout the different groups, a transnational orientation is the main observable factor. The apparent contradiction of the party preferences (in Germany more left wing oriented parties, in Turkey more conservative-religious parties) can be explained with pragmatic setting of priorities.

Abstract:: This study offers critical analysis on the role of surveillance technologies in the securitization of migration policies and the impact of such practices on the EU’s international identity. The EU member states have adopted various technological instruments that have serious consequences both for the course of the EU’s migration policies and its normative international identity. The findings of this research suggest that by securitizing its migration policies through new surveillance technologies, the EU may risk violating its founding norms and principles. These violations are, in turn, likely to have serious political repercussions for the global image and credibility of the EU in the years to come.

Abstract:: Addressing a close relationship between the EU’s role as a global actor and migration management, this article covers the 2016 EU-Turkey migration deal and endeavors to go beyond simple criticism of its efficiency. Following a review of the relevant literature and critical analysis of recent migration management process, interviews with field experts and policymakers were utilized to assess the policy dilemmas of the EU’s approach to the pressure from migration. The pressure the EU has long been experiencing is not a challenge that can be solved by asymmetric cooperation with third countries, characterized by an ignorance of divergences in perceptions and expectations. This may have subsequent impact on the EU’s enlargement policy and thereby on the stability of the region.

Abstract:: Solidarity is one of the oldest but still ambiguous principles of the European Union (EU). In the year 2020, COVID-19 took its place among many other previous litmus tests over solidarity. Initial reluctance of European instutions and lack of effective joint counter-disaster mechanisms, to cope with the unprecedented social and economic devastation caused by the pandemic, triggered once more a wave of harsh criticism of solidarity principle. Although the pandemic did not reach to its end, and it is still too early to measure its overall results in the EU, the article asserts that, a positive tendency for European members’ adherence to solidarity principle is on rise.

Abstract:: A significant foundation of European stability after World War II has been the balance of power between the United Kingdom (UK), France, and Germany. The UK’s accession to the European Communities (EC) in 1973 had carried that ‘balance’ into the EC’s institutional framework. In this regard, the UK’s withdrawal from EU structures may lead to an important political and financial vacuum at the center of the Union. In the wake of Brexit, indications of anxiety and concerns about power imbalances have emerged around the question of which country or counties will steer the Union. There exit fresh post-Brexit assessments that indicate that the UK’s departure from the EU may catalyze the differences between Germany and France. This paper will discuss three essential scenarios for the EU’s political and economic future direction, namely, French leadership, German leadership, and a Franco-German partnership, for the post-Brexit period.

Abstract:: Relationality seems to have attracted a broader audience in international relations (IR) in the last decade. Unlike other approaches of the relational turn that concentrate more on analyzing or stabilizing the international order, the Buddhist theory of IR is mainly concerned with the political practice of the liberation and healing of people. Abstract:: This paper aims to analyze Britain’s relations with the former colonies in the Gulf after the termination of the British protectorate in the Persian Gulf and discuss how the British colonial ties influenced the post-colonial relations with the Arab Gulf States. Archive documents, official papers and secondary sources were used in order to determine and compare the relations in pre/post withdrawal periods and the results were analyzed in frame of the Post-colonial theory. The main argument of this study is that the British colonial relations and ties, which had been constructed in political, military, economic and institutional spheres in the colonial era, were significant determinants in reshaping the new British foreign policy towards the Arab Gulf States. Britain, who successfully adopted the colonial relations in the new term, managed to preserve its interests after the withdrawal and even extended some of them in certain fields such as the oil sector.

Abstract:: This article offers an inquiry into the increasing importance of privatisation policies in the European Union (EU). It evaluates the emphasis on international competitiveness and market efficiency to offer a comparative analysis of commodification, marketisation, liberalisation and privatisation policies in the pre- and post-crisis EU. It states that the EU introduced new mechanisms to explicitly promote privatisation policies in its member states after the Eurozone crisis. The article concludes that the EU’s lead in privatisation has functioned as a disciplinary mechanism for the member states to introduce and implement extensive privatisation policies. The EU has tended to consolidate neoliberalism through privatisation after the Eurozone crisis.

Abstract:: The article aims to analyze the European Union (EU)’s approach to the Syrian crisis and to evaluate the role it attributes to Turkey. The EU’s approach staggered between supporting transition in Syria to a post-Assad regime and the need to protect itself against spill-over effects of the conflict. Two issues emerged as urgent priorities that determined the EU’s approach to the conflict. One of them was to control the outpouring of refugees fleeing war and oppression in Syria and the other was to deal with the growing threat of terrorism, mainly the ISIL threat. The influx of Syrian refugees through the Aegean and Balkan route to the EU surged in the summer of 2015 leading to practical and political problems for EU countries. In the meantime, ISIL related terror attacks in the EU created a major security problem and led several Member States to bring back border controls in the Schengen area. The EU turned to Turkey and sought Turkey’s cooperation in controlling the refugee flow and also keeping away the ISIL threat. The article looks at cooperation between Turkey and the EU and also points of contention that created hurdles in this cooperation.

Abstract:: Within the scope of the Readmission Agreement signed in 2013 between the European Union (EU) and Turkey, the EU will grant visa–free travel for Turkish citizens in exchange for Turkey readmitting the illegally resident of third- country nationals transited through the territory of Turkey to Europe. However, in accordance with the EU–Turkey Association Law and the case–law of the Court of Justice of the European Union (CJEU), visa-free travel could be valid for Turkish citizens who would conduct or plan to conduct economic activity in the EU since the entry into force of the Additional Protocol (AP) of 1970 and Association Council Decision (ACD) No.1/80. This paper examines whether visa–free travel for Turkish citizens is an already-acquired right stemming from the EU–Turkey Association Law or would be a favor given by the EU in exchange for signing the Readmission Agreement, via the interpretation of Article 41 (1) of the AP and Article 13 of ACD 1/80, in light of the case–law of the CJEU.

Abstract:: Migration has been an important reason for externalization of the EU’s policies towards nonmember third countries. Throughout the 2000s, the European Union has advanced its efforts for externalization of its immigration policies with the aim of providing security, stability, and prosperity in the neighborhood due to emerging demographic, economic and security problems. The book aims to conceptualize the external dimension of the EU’s immigration policy and its implications for non-member third countries by carrying out a comparative case study for assessing to what extent the EU has achieved to externalize its immigration policy. Abstract:: This paper focuses on stalled Europeanization as a field of practices, institutions and discourse connected with a process of ambivalent reform. The absence of a consensual national strategy of adaptation to a particularly challenging environment, i.e., participation in the eurozone, produced dramatic consequences when confronted with the financial crisis after 2009. It is argued that the country’s sluggish Europeanization reached a critical turning point in 2009 when the urgency of the crisis brought to the fore a number of issues and vulnerabilities. Asymmetric policy adjustment – limited in some areas, extensive in others – has been the combined result of perceived necessity, insufficiently designed and implemented reform packages, party-political repositioning, and plain politicking. Europeanization in Greece became a stalled process in 2015; restarting the stalled process since 2016 leads to ongoing but sluggish Europeanizing interactions, involving shifts in the roles of domestic politics, institutional traditions and interest groups while reshaping the patterns of political contestation.

Abstract:: The central argument of this essay is that, in order to understand the reasons behind the Greek economy’s inability to recover sooner from its 8-year recession, analysis must focus on the institutional, political and cultural traits of the country rather than take a primarily “economistic” approach and simply blame “excessive austerity” and/or the euro. In fact, it will be argued that Greece’s positive performance under the euro (until government actions derailed the economy) is generally underappreciated, suggesting that if the country’s institutional weaknesses are addressed, the economy will grow. If they are not, the country’s long-term economic potential will almost certainly remain unfulfilled.

Abstract:: Although they are positioned in the periphery of the Western economic core, Romania and Bulgaria are different from the Third World countries that were exploited and colonized by the Western powers in the preceding centuries, where currently land grab processes are at work. However, it is observed that because of their geographical and political standings those countries are also influenced by the ongoing global land grab processes, albeit in different ways. The externalities of processes of enclosure, primitive accumulation or accumulation by dispossession as defined in general by the critical literature have continued to inflict particularly small landholders, as did in other societies in different parts of the world. However, upon their accession to the European Union, land grab processes in those countries entered into a new historical phase discerned by incoming new actors such as equity funds, and the unique dynamics such as the transformation of land into a speculative asset and an energy source.

Abstract:: This study contributes to the nascent worlding of the study of normative power by undertaking a parallel assessment of Normative Power Europe (NPE) and Normative Power China (NPC). There seems to have been a qualitative change in the EU’s and China’s international standing. While in the immediate post-Cold War period the EU was asserting its ability to set the range of legitimate international behavior and China appeared to be a reactive adopter of such norms, in recent years China is positioned as a normative entrepreneur and the EU’s ability has been challenged both in Europe and internationally. This study claims that such change in fortunes is not merely a result of recent developments, but pivots on the distinct repertoires of NPE and NPC – acquis communautaire for the EU and guanxi for China. The acquis communautaire suggests a “rule- based” framework for setting what passes for “normal” in global life, while guanxi offers a “relational” one. Such distinct points of departure have led to the evolution of distinct concepts and practices of normative power. The comparative study of NPE and NPC concludes by drawing attention to the nascent struggle for recognition of normative powers in global life.

Abstract:: The British-Russian Convention of 1907 was seen as a joint effort by Britain and Russia to reconcile their areas of influence in Asia but apart from this purpose, it represented the last ring of the emerging tripartite blog that included France against Germany and its allies. The agreement, which mainly came into agenda for partitioning Iran, was handled by the Ottoman Foreign Affairs as a text about Asian affairs. The Ottoman statesmen, who considered only the part of this agreement concerning Afghanistan, Tibet and Iran, couldn’t realize that this was an important part of the polarization politics that pushed world to a general war.

Abstract:: This article aims to provide an alternative critical reading of Turkey-European Union (EU) relations, by contending that Turkey’s EU accession process has been instrumental in changing the contours of the transformation of Turkish economy and its governance as part of its neoliberal restructuring. Abstract:: NATO's supremacy in the security and defence structures of the Euro-Atlantic region during the Cold War era has prevented the development of a self-sustained European security mechanism. With the end of the Cold War, specifically with the St. Malo Summit in 1998 which was a breakthrough in the advancement of the Common Security and Defence Policy, the NATO-EU relationship became pronounced. Since then, opportunities for and difficulties of collaboration have both defined this inter-institutional relationship between NATO and the EU. Despite a series of arrangements for strengthening the institutional framework of NATO-EU relations as well as the Berlin-plus agreements, the argument of an effective cooperation between two organizations would be misguided. Particularly, discrimination against the non-EU NATO allies as well as the existence of challenges such as decoupling and duplication are hampering progress in NATO-EU relations. This article aims at shedding a light on the limited cooperation between these two organizations by focusing on the current challenges.

Abstract:: Since the mid-2000s, the complex relationship between migration and religion (Islam) at the axis of identity politics in Western Europe has received an increasing academic attention. This article, based on the first-hand data gathered through semi-structured in-depth interviews with 30 headscarf-wearing Dutch students of Turkish origins in Amsterdam, aims to explore the quest for the recognition of new Muslim woman identity with the headscarf in the Dutch context in the aftermath of 9/11 and the murder of the film director Theo van Gogh in 2004 by disassociating Islam and Turkish culture and themselves as “conscious and active believers” from traditional first-generation Turkish women. The contention is that in the process of ethnicization of Islam in the Netherlands, the headscarf is the main statement through which newly emerging identity politics of the heads carved Muslim Dutch students of Turkish origin in Amsterdam is expressed.

Abstract:: This study aims to understand the factors and actors of Hallyu (Korean Wave) in Turkey in the context of the characteristic cultural and technological conditions of network society. Two contextual factors -time and space- motivate this particular case study. While the consumption of Korean pop cultural products in European countries has noticeably increased, few studies were conducted on Hallyu in the European continent. Especially, network media technologies including blog, SNS, and various online communication platforms enable the international fans to consume Korean cultural products across the time and spatial barriers. In addition, this case study is also interesting because of the shared historical and cultural heritages maintaining and developing cultural linkages between South Korea and Turkey. Thus, this study contextualizes the Hallyu phenomenon in the context of historical, cultural, and technological relations between the two countries.

Abstract:: The Euro-zone project has been struggling for survival since it was hit hard by the global financial crisis in 2008. When the crisis first erupted, the member countries immediately plunged into a vicious cycle of 'blame-game' by trying to transfer the burden on the shoulders of other members. In this article, we argue that the structural problems pertaining to the very architecture of the Euro-zone rather than the individual policy choices of member states were at the heart of the deep crisis that the European Union is currently confronted with. Our central argument, therefore is that the 'economic integration/political fragmentation' paradox constitutes a central underlying element of the Euro-zone crisis. We claim that the future of the Euro-zone and thereby the European Union will mainly be shaped by the response of the European leaders to the economic integration/political fragmentation paradox. The mostlikely response of the EU to this paradox will be a La Carte Europe, which foresees different integration level among EU member countries. Finally, the type of European leaders' response to the paradox in question will closely affect the future of Turkey-EU relations. The emergence of a more flexible Europe may open up new avenues for Turkey-EU relations.

Abstract:: Credible EU conditionality is theorized as a central mechanism for bringing EU candidates to comply with the political membership criteria. The literature on conditionality's domestic impact does not sufficiently explore the possibility of democratic reforms in the absence of credible conditionality. This paper tests this alternative hypothesis by studying Turkey under the rule of the AKP (2002-2009). It is argued that notwithstanding the falling credibility of the conditional membership perspective for the ruling actors after 2004, Turkish compliance persisted because it promised political benefits to the government. This finding highlights that domestic governments' belief in conditionality is not a necessary condition of compliance with the EU.

Abstract:: With the enlargements of 2004 and 2007, the EU reached at borders with new neighbors stretching from Northern Africa, to Middle East and Southern Caucasus. Despite their structural instability, those three regions possess rich energy resources. The EU promulgated the blue prints of the Union's future relations with the new neighbors in March 2003 with the paper on "Wider Europe Neighborhood: a New Framework for Our Relationships with the Eastern and Southern Neighbors." The framework redefined the basic parameters of the so-called neighborhood policy. The major difference that differs the neighborhood policy from the rest of the Union policies with non-member countries is its unique approach to the concept of human security. Human security is a distinct security approach distancing "the state" from being the major subject of security and instead individuals have been placed gradually in the center of relations between the EU and Central, Eastern and Southeastern Europe. This study which tries to lure attention to the symbiotic bonds between human security and security community approaches, unfolds the problematic aspects of the neighborhood policy which is based on human security and offers some solutions to those problems.

Abstract:: It is not a self-evident thing for a group of scholars to invite an outsider who has studied the home turf of that group to open one of their conferences. I am extremely pleased to be here, and I want to make the most of the opportunity by calling attention to an area of study that my previous work has been pointing me to, and that I believe we who study International Relations (IR) should make our own. I am talking about a relation between two places in time. The relation is the one between nomads and sedentaries. The places are the Eurasian steppe and the sedentary polities to its west. By the Eurasia steppe I mean that vast tract of land that stretched from the Mongolian-Turkic homelands around Karakorum, north of the agricultural lands of the Chinese, the Persians and the Byzantines, all the way to where the grasslands started to give way to forest, and where there lived Slavic and Finno-Ugric tribes. The time is what Europeans call the middle ages.

Abstract:: This article argues that the evolution of the Europeanization research program and that of the literature on Turkey has come evolved incongruously. The article identifies the limits of this interaction, investigates the conceptual, theoretical and methodological origins of these limits, and concludes that such incongruence may be overcome by cross-utilization of the conceptual, theoretical, methodological, and research design tools offered by the Europeanization research program more effectively in studying Turkey. Doing so will allow studying the exclusive impact of the EU on the processes of transformation in Turkey by isolating its transformative role from the impact of other domestic dynamics and international factors.

Abstract:: This paper examines the European Union’s legal personality in terms of external relations. The developments from the onset of the European integration till the Lisbon Treaty and the structural characteristics of the Union are analyzed in this paper. The Union’s participation and representation in international organizations and the third countries and the problems encountered during the implementation process are examined. The legal personality of the former European Community was abolished with the Lisbon Treaty which took force in 2009. Treaty also contains a catalogue of competence that has brought about some structural changes. As a legal entity the European Union after the Lisbon Treaty will no longer be the object of some problems related with its legal personality. But the extent to which these changes can lead to orchestrated behavior in external politics and solve the problems of representation is highly doubtful.

Abstract:: There is no doubt that gross human rights violations in Darfur exceed the limits of the responsibility to protect of the international community. During the discussions about the situation in Darfur in the Security Council, especially China and Russia put forward the principle of state sovereignty as an argument against intervention. Whatever the result about this contention, it is not possible to take a decision at the Security Council authorizing the member states to intervene in Darfur due to veto right of the permanent members. The African Union as the regional organization would not able to intervene due to its limited capacity and the lack of political will. According to some commentators and states, states like the US or the European Union members who endorse the concept of the responsibility to protect must be able to intervene. Nevertheless, although they never accepted the objection based on the state sovereignty, these states do not have the required political will to intervene by force. This brings us to the result that the major criticism directed against the humanitarian intervention which is its application on a selective basis, persists for the concept of the responsibility to protect as well.

Abstract:: This article examines the historical development of the concept of security in two phases. In the first phase, the word coined by the Romans as 'securitas' and accompanied from the beginning by ambivalence and religious connotations had conceded most of its territory to 'certitudo' at the end of the Middle Ages. In the second phase starting in the times of Thomas Hobbes, it became one of the paradigmatic 'great words' of the modern state. In this phase, 'security' became associated with the genesis of the authoritarian 'super state' committed to the prevention of civil war. This article starts by elaborating the connection between Thomas Hobbes and the ancient Greek historian Thucydides and proceeds by examining the usages of the concept by several contemporary authors.

Abstract:: I argue that International Relations Theory has not been able to transcend its parochialism because it continues to negate the agency of the East. By analyzing the articles published in four leading journals of the discipline between 2002-2007, I find that the number of studies that focus on the East have indeed increased, but most of these studies continue to situate the cases derived from the East in the context of West-centric theories. Even critical approaches continue to position the West as the main subject of international relations and dismiss the mutual constitution and interaction between the East and the West, and the local and global. I contend that the generation of non-Western IR theories is not going to pose an adequate challenge to West-centrism; what is necessary is the formulation of specific propositions on East-West relations that directly counter the established assumptions of West-centric theories.

Abstract:: On May 1st, 2004, the Republic of Cyprus became a full member of the European Union (EU) on behalf of the whole island. The Turkish Republic of Northern Cyprus (TRNC), which is not recognized as a member state, is within the European Union borders but it is outside the territory of the internal market. The EU has special legal arrangements for North Cyprus which makes it a special territory within the EU. However, there are other territories within the EU with special regimes. This paper examines the relationship between North Cyprus and the EU in comparison with the legal regimes established for other territories. The paper aims to determine the differences between North Cyprus and other territories in terms of status within the EU, legal arrangements and access to the internal market.

Abstract:: The discussion over the proposed derogations regarding the establishment of the United Cyprus Republic on the basis of Annan Plan and its EU membership has been the main motive in writing this paper. Since the acceptance of these derogations as secondary law stipulations could have resulted in a risk of annulment on the basis of their being in breach of primary EU law, some attention was paid to the possibility of accepting them as part of the accession agreement, thus rendering onto them primary law status. In connection with these discussions, this paper discusses the validity of derogations as primary law rules vis-à-vis founding treaties of the Union within the context of hierarchy of different norms in the EU legal system.

This Regulation has repealed the regulation 17/62 of 16 February 1962 in force for more than 40 years. The Regulation 1/2003 is characterized by the abrogation of the notification and the preliminary authorization and its decentralization attempt for the application of the competition law of the EC. The national authorities and jurisdictions will be qualified from now on in this field by legal exception. Besides various details, the most important aspect of the new regulation is its gradual decentralization of the EC competition law, which should be considered within a broader framework of the reforms on the EC competition law, undertaken in the second half of 1990's.

Abstract:: The political logic (i.e., political perceptions of the ruling elite in a given country and nature of the political relations with other countries) determines economic activity, not the other way around, among the proto-capitalist states of the Middle East. As the political ties has primacy in the region in determining the course of economic relations, even market oriented democratic (or quasi-democratic) countries have to accept the prominence of political-strategic relations when dealing with such states. This paper will examine the interrelated fluctuation of trade and political tensions between Turkey and its immediate Middle Eastern neighbours - Iran, Iraq, and Syria. It will highlight the political determinants of the relationship between these countries; will discuss the role of the US as the independent variable; and will assess the possible effects of the emergence of Justice and Development Party government in Turkey on country's political and economic relations with its Middle Eastern neighbours.
