Abstract:
The hour of reckoning is when one confronts past mistakes and decides what to do next. Russia’s war in Ukraine reveals numerous European mistakes in the past and accelerates the development of a new foreign policy paradigm. The article examines the emerging policy paradigm and how it organizes the politics of EU foreign policy. Moreover, the article argues that the emerging paradigm is closely connected to, if not dependent on, the ongoing processes of reckoning, that is, to the degree that past mistakes are acknowledged. Finally, the article argues that the twin processes of reckoning and paradigm change make a determining factor for the future of Europe

Abstract:
The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

Abstract:
The term “Crisis Europe” simply defines the current state of the EU affairs. Within the last ten years, the financial crisis, the entrance of refugees, the pandemic, and lately, the Russian invasion have deeply damaged the actorness of the bloc. Under the shadow of war, European decision-makers have once again turned to their endless search for solidarity and more integration as a response. Yet, it seems that the EU has a mountain to climb to convince its inner circle and the outer world. This short analysis tries to understand the dynamics that pushed the EU into a crisis stage and issues that consistently pulled the rug out from under the idea of unity. Moreover, it also offers a more flexible approach as an alternative plan to unblock the ongoing impasse.

Abstract:
Russia’s full-scale invasion of Ukraine created a new momentum for the European Union to review its political and security strategy for the neighborhood. Its enlargement policy – which has become yet another divisive issue in Europe over the past years – is now forced back into the EU’s foreign policy priorities. With Ukraine, Georgia, and Moldova officially requesting membership in the EU, deciding how to go about it has become an even greater challenge. Over the past 20 years, we have evidenced a failure of the EU to show results in the Western Balkans – both in terms of driving democratic reforms and the rule of law, as well as in delivering on its promises in the accession process. The war in Ukraine might be the EU’s last chance to reinvigorate its enlargement policy and reposition itself geopolitically in eastern and southeastern Europe.

Abstract:
The OSCE is the largest regional security organization globally, but a common understanding of the institution and the security it seeks to promote has been in decline since roughly 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE past 2022. One of the conflicts at the core of the OSCE’s current and existing malaise is the question of what the OSCE of today symbolizes. Ahead of the 50th anniversary of the Helsinki Final Act in 2025, we argue that better incorporation of the perspectives of civil society on the ground may help revive a genuinely comprehensive vision of the OSCE. This approach would allow for shifting away from compartmentalized security and open discussion for different perceptions or how to combine different perceptions of security

Russia’s invasion of Ukraine has brought a muscular response from the United States, the European Union and the members of the North Atlantic Treaty Organisation in support of Ukraine. It has, for the first time in such a conflict, been accompanied the imposition of an unprecedented range of financial sanctions. This “weaponization” of currencies raises both challenges, and opportunities for the EU as the digitalization of finance accelerates globally, raising question marks over the dominant role of the U.S. dollar in international geo-politics.

Abstract:
The political discourse on the problem of state survival in Turkey is hegemonic. What is central to this discourse is Sévresphobia: the idea that Turkey is surrounded by internal and external enemies who are ready to destroy it. This article aims to explain why the political discourse on the problem of state survival in Turkey sustains itself over time and how it captures the collective mode of being. The article argues that fantasmatic narratives play an important role in maintaining the hegemonic discourse and governing collective anxiety. First, fantasmatic narratives simplify the socio-political space by offering a comforting explanation for the ongoing insecurities and making anxiety tolerable. Second, they act as an ideological force by keeping the political dimension of the discourse on ontological security at bay. Drawing on the Post-foundational Theory of Discourse (PTD) and Ontological Security Theory (OST), the article problematizes and analyzes the political discourse on the problem of state survival in Turkey.

Abstract:
This study focuses on the cultural diplomacy of Crimean Tatar and Lithuanian American diasporas, who both suffered from deportation at the hands of the Soviets and are conducting anti-Russian diplomacy today. Historical films are useful in terms of showing how the diasporic communities seek to reconstruct a collective memory on a traumatic event and tame their anxieties of death, meaninglessness, and condemnation that constitute “unknown unknowns” by turning them into the fear of a “known unknown” through securitization. Therefore, this study aims to grasp the multiplicity of anxieties reflected upon the Crimean Tatar and Lithuanian diasporas’ recent historical films that demonstrate how diasporas’ varying anxieties translate into diverse strategies of political representation and mobilisation against Russia. It thus reconciles the scholarship on diaspora’s memory politics with anxiety/fear nexus in securitization theory.

Abstract:
The main aim of this paper is to contribute to the literature on ontological security by empirically investigating how the European Union (EU), which is perceived as one of the most important actors that provides means and/ or grounds for overcoming antagonisms through transformation of the ‘Self-Other’ dialectics, fails to become an agent of peace. Drawing on the case of Republika Srpska (RS), a political entity in Bosnia and Herzegovina (BiH), we aim to understand how the EU’s post-conflict stabilization efforts, which, among others, presuppose the de-intensification of the antagonistic identity narratives, become entrapped in ethnopolitical narratives, and even ‘ethnicized’ by the ethnopolitical elite in RS. To answer these questions, we analyzed news articles at two critical junctures, namely the negotiations on the Stabilisation and Association Agreement (2005–2007) and the Butmir Process (2009), two of the most important EU-driven initiatives in post-conflict BiH. We find that those initiatives, which promised to make BiH more functional and stable, challenged the existing ethnopolitical narratives in BiH, particularly on the side of the ethnopolitical elite in RS.

Abstract:
Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:
This paper proposes a discussion of its core theoretical argument that the international order is more complex than the theories generated by traditionalist state-centric approaches and critical approaches, including the regional security complex approach. The complexity approach highlights the sensitive dependency of complex systems on the nonlinear feedback loops and dynamic interactions by which the longer term reactions to the behavior of actors could set off actions-reaction spirals. This path dependency is evident in the erosion of U.S.-Turkey relations which is a cause and a consequence of the realignment in the international system and the Middle East regional system.

Abstract:
Sharing cyber weapon/cyber capabilities requires trust between the member states, becoming a high-end policy decision due to the concerns of proliferation and the investment in designing a cyber-weapon that has a limited ’shelf-life’. The digital nature of cyber weapons creates a challenge. A cyber weapon can spread quickly, either self-propagating such as worms or via disclosure (and subsequent reuse) by malware researchers or malicious actors, raising proliferation concerns. Additionally, a cyber-weapon can be copied by the adversary or reverse engineered. Once the weapon is released, the adversary will eventually address the vulnerability, and the opportunity is gone. These factors raise the threshold between member states to share cyber weapons and cyber capabilities. Alliances, like NATO, prepare for a unified multinational, multi-domain fight; meanwhile, the national cyber forces are still operating as solitaires with limited interoperability and sharing. There is a need in the collective defence posture to integrate the multinational cyber force to achieve interoperability.

Abstract:
ACCORDING to many of our international relations experts, a presidential decree to approve a new edition of the Foreign Policy Concept of Russia will be one of the most significant developments of 2022. It will be the sixth doctrinal document in our country’s recent history: Previous versions of the key diplomatic “manifesto” were issued in 1993, 2000, 2008, 2013, and 2016. The media treat them as routine events when in fact they offer us a unique opportunity to trace all transformations in the foreign policy thinking of the country’s leaders and to analyze the events and trends of the last 30 years. The response to the latter has determined the nature and substance of the conceptual foundations of Russia’s foreign policy. More than 30 years have passed since the breakup of the Soviet Union in 1991. The new generation that grew up, studied at, and graduated from institutions of higher education knows next to nothing about the Soviet superpower, bipolar confrontation, socialist internationalism, and games with “inter-imperialist” contradictions. The system of Russia’s foreign policy priorities has been broken, reestablished, and altered several times. This and the country’s revival inspired us to reassess an article published in 2007 [1] and to correct assessments made then of global processes.

Abstract:
Nuclear deterrence is a core pillar of NATO’s defense and deterrence policy. At the same time, the Alliance, which is not a formal party to any arms control negotiation, has a long-standing commitment to an active policy in arms control, disarmament and non-proliferation. The Alliance has been regularly conducting consultations in different fora - the North Atlantic Council, the Nuclear Planning Group and the Defense Planning Committee – to constantly address the ongoing challenges of the arms control architecture. Currently, NATO successfully maintains the balance between its nuclear deterrence and disarmament aspirations. However, it does not represent an easy task for the organization of 30 member states. Over the years, NATO has suffered from a serious nuclear identity crisis. Many Allies tried to increase the Alliance’s arms-control profile while others gradually opposed any further changes in this direction. The positioning of NATO in this regard has been constantly shaped by significant shifts in the international security environment. Despite the contested view on maintaining NATO’s nuclear deterrence, the Alliance managed to evolve as a nuclear alliance, effectively ensuring peace and security in the Euro-Atlantic area. Today, European security faces the biggest security challenge since World War II when one state wages an unprovoked and unjustified war against another sovereign and independent state on the doorsteps of NATO, threatening the world with the use of nuclear weapons. In this unprecedented environment, it is important for NATO to maintain and further strengthen its nuclear deterrence posture to ensure peace and stability for generations to come. Therefore, this article will demonstrate a historical overview of the evolution of NATO as a nuclear alliance and the importance of strengthened nuclear deterrence and conventional defense capabilities.

Abstract:
With all eyes on the next Russian move in Ukraine, the notion of European strategic autonomy is experiencing a revival. At first glance, this seems overdue given that talks between Washington and Moscow bypass Brussels entirely. But beyond a limited use for the concept to help mitigate vulnerabilities resulting from dependencies and credibly malign actors that can exploit them, the notion remains surplus to requirements. Broad use of the term ‘EU strategic autonomy’, as is in vogue, risks giving populism and nationalism an unnecessary impulse. It also risks unmooring the EU from its collaborative and compromise-oriented essence because it depicts the world outside the EU as a swamp where danger lurks behind every tree. If EU Member States want a more assertive and capable set of institutions that act on their behalf, they should just get on with their unfinished business – the Single European Market, industrial/digital policy, fiscal transfers and defence/security policy.
