Abstract:
In recent years, the EU’s development cooperation policy has evolved, moving away from an approach based on poverty eradication and the needs of partner countries to focusing more on its own interests. This change is supported by the majority of EU members. This gives the EU the opportunity to exert strategic influence in the world but risks the loss of its unique identity as an altruistic donor and attractive partner in development cooperation. The change in the Union’s approach is consistent with the position of Poland, which can use it to reform and strengthen its development aid system.

Abstract:
Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:
The NATO summit in Vilnius taking place from 11 to 12 July 2023 marks another step towards deepening the relationship between Ukraine and the collective West. When paired with the EU’s reinvigorated enlargement process, there is a growing tendency to assume that Washington and Brussels can – or even must – set the terms of the European security order without input from Moscow. However, in a world of ‘mega-regions’ and competing visions of international order, cooperative security remains relevant if the EU wishes to salvage some degree of rules-based order in the space that connects Europe with Eurasia. As first steps in this direction, the EU should work to keep the OSCE operational, launch a limited dialogue with Belarus on arms control, and envision a future for the European Political Community that someday includes Russia.

The global debate on weaponised artificial intelligence (AI) often focuses on futuristic “killer robots”, which risks overlooking the fact that these technologies are already part of the security landscape. Diminishing human control over the use of force and the differences in states’ discourse pose a considerable risk for European security and stability. The impact of AI is not inevitable, and states should address this issue through political means, such as a political declaration with a commitment to ensuring human control over the use of force. With its inclusive membership, the Organization for Security and Cooperation in Europe (OSCE) can and should become the platform through which its participating States can take a step forward in the global debate on weaponised AI.

Russia’s war of aggression against Ukraine has been a wake-up call for Europe, which has taken decisive steps to assist Ukraine and shore up European security and defense. Yet this moment could be short-lived if not followed by a sustained, collective effort to transform and rationalize European defense. Without this, additional European defense spending may be wasted and the continent will continue to rely on the United States for its defense. European nations should fully leverage the European Union, the North Atlantic Treaty Organization (NATO), and other multilateral formats to overcome fragmentation and avoid a piecemeal approach to defense. By doing so, they can invest together in modern capabilities, build a strong, resilient, and open industrial base, and think creatively to pool and share forces. Importantly, the United States has a crucial role in providing both practical and political support to achieve this shared goal of a stronger and more capable European defense.

7. Developing EU Trade Incentives: A Support Tool for Refugee Self-Reliance and Host Community Resilience in Turkey

The European Union (EU) is developing innovative mechanisms to investigate the root causes of migration in order to offer better socioeconomic opportunities both to migrants and host communities. These mechanisms and actions require multi-country bilateral and regional assistance tools to support different partner countries. Innovative and out-of-the-box ideas include multiple countries and various stakeholders. They are developed to provide cooperation solutions in different regions to have a wider impact on the causes and implications of migration. Despite these efforts, political, social, economic and environmental causes continue to generate human mobility around and beyond the immediate neighbourhood of the EU. The Arab Spring and the civil war in Syria have been creating human mobility in the EU neighbourhood. The war made approximately 7 million Syrians flee to neighbouring countries. Turkey is hosting around 3.7 million Syrians and another half a million asylum seekers and refugees from other regions (DGMM, 2021; UNHCR, 2021). The presence of Syrians in Turkey, together with other refugees benefitting from international protection, has become protracted. The efforts to create durable solutions in the form of “voluntary return, resettlement or local integration” have not yet successfully provided sustainable solutions. Turkey does not pursue an official state integration policy to integrate asylum seekers, refugees and the Syrians under temporary protection (STP). However, STPs, asylum seekers and refugees are becoming increasingly integrated into their host communities through informal and local integration mechanisms (Kale & Erdoğan, 2019). The delay in the access to formal employment and challenges in receiving formal employment permits aggregate the difficulties in the inclusion of refugees into formal employment schemes. Summer 2015 has shown that when there is a lack of economic and employment opportunities for asylum seekers, refugees and persons under temporary protection the incentive to have onward movement to other countries persists and the possibilities of integration in host communities stay low. It is clear that resilience-building and livelihood support through formal work is essential for vulnerable populations to have dignified living conditions in host countries. The EU-Turkey Statement in 2016 triggered the development of changes in the legal framework of international protection and migration policy. The Statement paved the way for the preparation of regulations on work permits for persons under temporary and international protection (Official Gazette, 2016). Legal developments targeted the acceleration of the economic integration of refugees into the Turkish labour market through formal employment. However, the difficulties in getting formal work permits resulted in only 132,000 issued until 2019. This indicates that approximately 4% of the STP working population has formal employment (UN Turkey, 2020). This percentage more or less matches the International Labor Organization (ILO) estimations (ILO, 2020). As a result, the majority of the refugee population is working informally, underpaid (Balkan & Tümen, 2016), without formal social and health security mechanisms, in unskilled jobs that are not wanted by Turkish citizens (Sunata, 2017). Informal employment has been a key element contributing to the lack of durable solutions and a protracted process. In Turkey, informal employment is widespread even among the host community members. It is estimated that there is about 30% of labour in host community among all sectors working unregistered. Informal employment is higher in sectors such as agriculture but significantly lower in the industrial sector. The COVID- 19 pandemic has also aggravated the increasingly poor state of the Turkish economy (Akay Ertürk, 2020). Previously, there were continuous efforts through FRIT (Facility for Refugees in Turkey) and 3RP (Regional Refugee and Resilience Plan) projects with programmes focusing on improving the employability of refugees in the Turkish labour market as well as support for the entrepreneurship capacities of the refugees in accessing the formal labour market. However, under the current economic conditions these projects are failing to generate a significant long-term impact on employment for refugees (Özçürümez & İçduygu, 2020). These projects provide short-term trainings or restricted employment possibilities while including a very limited number of participants. In addition, the COVID-19 pandemic conditions have shown that these livelihood support arrangements when they are not based on rights-based approaches overtime can transform back into humanitarian aid services (Kale & Yavçan, 2020). Long-term policy planning needs to include other incentive mechanisms that will cover multi-country and multi-region solutions. In the long run, if vulnerable populations in the host societies turn into the most vulnerable requiring humanitarian and emergency aid, the incentive for secondary movements to third countries can be high.

The Mediterranean countries are char­acterised by evident gaps in terms of demographic growth, socioeconomic conditions and natural resources avail­ability, which undermine the process of Euro-Mediterranean cohesion and cre­ate a situation of structural weakness that makes them extremely vulnerable to destabilising events. In just over a dec­ade, the Mediterranean region has been affected by major changes that, at first glance, do not seem to be related to each other. The wave of pro-democracy pro­tests called the “Arab Spring” that has plagued the regimes of the Middle East and North Africa (MENA) since 2010 has shown how climate-driven crop failures in major food exporting countries may contribute to driving up international food prices and to amplifying social and polit­ical destabilisation, especially in food-im­port dependent countries (Werrell & Femia, 2013). The “Arab unhappiness” that spurred the popular uprisings has not faded over the years, giving rise to what has been referred to as the “Arab Spring 2.0”. This new round of turmoil, in which protesters demand a better quality of life, has been exacerbated by 2020s COVID-19 pandemic, clearly demon­strating, once again, the close inter­connection between human well-being and planetary health.[1] In the same time frame, in the Northern Mediterranean Countries (NMCs), the migrant-refugee crisis, characterised by new migration waves triggered by traditional as well as unconventional push factors linked to the effects of climate and environmental changes, is becoming one of the most important and divisive issues in recent European politics, adding a new layer of instability to the already shaky European Union (EU) (Pawel & Roland, 2018).

The history of the European Union (EU)’s foreign and security policy has been characterised by a continuous develop- ment and a process of adaptation to the realities on the ground and the experi- ences gained. This was manifest in the gradual change from bilateral relations to regional/multilateral structures, from trade through three-basket/three-pillar structured relations to the integrated ap- proach as introduced by the 2016 EU Global Strategy, and the institutionalisa- tion thereof. “Internal and external secu- rity are ever more intertwined: our secu- rity at home entails a parallel interest in peace in our neighbouring and surround- ing regions. It implies a broader interest in preventing conflict, promoting human security, addressing the root causes of instability and working towards a safer world” (EEAS, 2016). The present pa- per argues that, in order to be able to halt the increasingly complex threats fac- ing the EU and maintain its global actor status, the EU should introduce further – sectorial and regional – flexibility, in- cluding, among others, definitions of the widening geographical scope underlying its strategic vision. Therefore, this paper first asks how the EU and its member states should recon- sider their regional approach. How can the EU implement the existing frame- works and/or develop a more effective and adaptive strategy towards its south- ern neighbourhood fitting the new reali- ties on the ground better?

Abstract:
When the European Commission unveiled its New Pact on Migration and Asylum in September 2020, one of its most decried shortcomings was the lack of specific initiative to develop legal avenues of arrival in the EU, especially in the area of labour migration. On 27 April 2022, the Commission presented a new package of initiatives which aims at both reducing irregular immigration and addressing labour shortages by simplifying aspects of the legal routes and stays into the EU, and proposed a number of steps to operationalise the Talent Partnerships, a unique framework to stimulate mutually beneficial international mobility and to match labour market demands and skills needs between Member States and third countries. The EU Talent Partnerships will build on previous experiences and lessons learnt from a handful of EU-funded pilot projects on labour mobility that were launched following the adoption of the Joint Valletta Action Plan in 2015. While these pilot projects have offered an opportunity to experiment with different options on how to meet labour market demands in the EU, they have only achieved relative success due to the difficulty of mobilising the private sector and, more generally, the competitiveness of EU labour markets. Despite its fragmented competences on labour migration, the EU still has room to play to increase the attractiveness of its Member States’ labour markets and to facilitate the involvement of the private sector in recruiting candidates internationally. This policy brief seeks to provide insights into the role of the EU to improve private sector engagement and develop a sustainable and competitive ecosystem for future labour mobility schemes.

The EU’s increased climate ambitions require unprecedented growth in renewable energy and a diversified supply of critical raw materials. Building long-term partnerships and investing in innovation will be vital to pave the way for a clean and secure energy future. With energy being used as a prominent geopolitical weapon and energy prices soaring, the need for enhanced energy security and reliable resource suppliers is essential. The EU has realized it must reduce its natural resources’ dependence to ensure its prosperity, safeguard its interests, and reinforce its strategic autonomy. Especially the European Arctic region should be taken into account when considering the role it can play as a provider of renewable energy, sustainable development, and a reliable supplier of critical raw materials. Despite the specific challenges and costs associated with its cold and vulnerable climate, the region has certain advantages over parts of the world where political instability or low environmental standards are problematic. With its available resources, expertise, and technological innovations, the Arctic, which is often called an innovative testbed and a high-tech knowledge hub, can be instrumental for the EU to realize its Green Deal objectives, end its dependence on fossil fuels, strengthen its autonomy, and ensure its prosperity.

12. Stabilizing the European Continent Reflections on the Future of EU Enlargement

Since the decision to accept Croatia as a candidate member in 2011, the debate in the European Union about its enlargement has been rather subdued. But in 2022, after the bloody invasion of Ukraine by Russian troops, the new European security architecture that the EU (and NATO) tried to build after the end of the cold war has been profoundly shaken. We thought we could manage our ambiguous relationship with Russia and the European members of the ex-Soviet Union through dialogue and economic partnerships. We underestimated the urgency of stabilizing the Western Balkans through EU accession. After membership was offered to Croatia, gestures have been made – more bureaucratic than political – to negotiate the accession of other Western Balkan countries. But ‘enlargement fatigue’ fast developed – ignoring the fact that Russia and China were growing as non-democratic competitors and that Turkey was drifting out of the Western values system. Time has come now to redraw the map. The EU, NATO and the G7 reacted to the Russian aggression in Ukraine with a spectacular show of unity. In the European Council of June 24, 2022, candidate status has been offered to Ukraine and Moldova as well as a membership perspective to Georgia, and a meeting with the leaders of all Balkan countries has revived their hope for a reinvigoration of their own accession. Even if the war in Ukraine is still ongoing, it is time to prepare public opinion in the EU to this new approach to enlargement policy – starting with the fulfilment of the promises we made to the Western Balkans countries as early as in 2003 at the Thessaloniki summit. Looking also where the enlargement of the EU should end, in order to restore as best as possible ‘stability’ on the continent, the aim of the European project from the start. The basic premise that has to be kept in mind from the outset, is that the launching of the European community, its transformation into a Union, and its step by step enlargement, contrary to what Vladimir Putin pretends, has nothing to do with imperialism – nor a secret American plot to prolong or revive the cold war. It aims only at reinforcing the stability of the continent. The purpose of this article is to demonstrate this premise through the history of EU enlargement, and to look at how future steps in this direction could make this happen.

The relationship between Turkey and the European Union has never been easy. It is now affected by the activism of Ankara’s foreign policy, conducted in disregard of international law. Turkey remains, however, an important partner for the EU, as it is still officially a candidate for membership (since 1987) and in the Customs Union (since 1995). It impacts the EU, both in its internal (immigration, trade, other common policies) and external policies (through its gunboat diplomacy against two Member States (Greece and Cyprus) and countries eligible to the European Neighbourhood Policy). Moreover, the impact of the war in Ukraine will affect relations between Brussels and Ankara. In the face of Turkish activism, the EU lacks the capacity to anticipate and react, a problem that concerns not only its relations with Turkey, but its overall neighbourhood and association relations with its periphery. In the framework of the work on the neighbourhoods of the European Union (EU) carried out by the Institute for European Studies of the University of Saint-Louis and following its Annual Conference, with the aim of contributing to a better account of the Union’s relations with its periphery, the working group “Turkey” presents its elements of analysis in the run-up to 2023, which will be marked both by the centenary of the Republic and by long-awaited elections. Although much of this work was done before the outbreak of the war in Ukraine (24 February 2022), it has lost none of its relevance. One might even think that a stronger EU attitude towards Turkey in 2018-2020 might have made the Kremlin think twice. Faced with Turkish bellicosity in the eastern Mediterranean, the weakness of European reactions may have convinced Moscow that it could act with impunity against a country that is a member of neither the EU nor NATO.

Ever since its creation in 1974, the European Council has dominated the EU agenda, even though at first lacking any legal status and devoid of formal decision-making powers. EUCO meetings elicit huge media interest. Hundreds of journalists cover every summit. Following those meetings is the best way to understand what goes on in the EU and where it is headed. That is why it is worth looking more in detail at how the EUCO expresses itself, namely via its conclusions. Those conclusions are heard because they emanate from the most powerful representatives of the 27 Member States and the President of the European Commission. They take on a life of their own. The Lisbon treaty stipulates in Article 15 (1) that the EUCO “shall provide the Union with the necessary impetus for its development and shall define the general political directions and priorities thereof. It shall not exercise legislative functions.” This loosely worded definition leaves a margin of maneuver for the EUCO. It caters for what the EUCO has done since its inception: agreeing on major decisions shaping the future of the EU, including treaty changes (Article 48 TEU) and conditions of eligibility for countries wanting to join the EU (Article 49 TEU); negotiating the Multiannual Financial Framework (MFF) packages; setting out political positions on key policies; tasking the Council and other institutions to progress with work on given files; commenting on major political developments outside the EU; reacting to acute crises and setting the framework for handling them.

From fighting climate change to limiting dependencies on systemic rivals – radically shifting towards a green economy has become a strategic imperative to secure European autonomy, prosperity, and security. The catch: the EU’s dependence on minerals and metals at the heart of green technologies foreshadows looming geoeconomic and geopolitical crises. In the long-term, recycling and technological advances will scale and become key measures for decreasing supply vulnerabilities. But preventing a looming crisis also requires a bold foreign policy agenda to boost global mineral capacities, ease bottlenecks, and ensure sustainability standards. By launching a war against Ukraine, right on the borders of the European Union, Russia has unleashed the strongest push to strengthen Europe’s defence since the end of the Cold War. Only its initial, 2014 invasion of Ukraine came close to having such effect. NATO has activated its defence plans and deployed forces on the borders with Russia. Just about every state in Europe has announced increased defence spending. And the EU finalised its Strategic Compass, its first ever defence strategy, with a much increased sense of urgency and purpose. The role of the EU in linking up national announcements and NATO targets is crucial, in fact, by providing a framework to align the efforts of the EU Member States, and by ensuring that the EU’s own indispensable targets are incorporated.

Throughout history, it has always been thus. At this very moment, Europe is once again witnessing a war on the continent. How did we act after the Second World War to ensure that Europe would no longer be a continent constantly plagued by war? We aspired to an “ever closer European Union”. Panta rhei – everything flows. Today once more we see an acceleration of history; perhaps we are even reaching a tipping point. To be fit for purpose in this new geopolitical context, we must accelerate the construction of the EU as well. More than ever, we must not just react, but act, with foresight. European management must give way to European leadership. That does require, among other steps, a revision of the European Treaties – that is for the medium term. What follows, was originally conceived before the Russian invasion of Ukraine. It is a plea for a Brussels Declaration, subscribed by all EU Member States, to achieve an “ever closer Union”. What might, before 24 February, have been seen as revolutionary, may now be seen as an evident next step, which is revolutionary only in its simplicity. A step to complement the 11 March 2022 Versailles Declaration.

The EU is adapting its policy toolkit under the heading of ‘open strategic autonomy’, which combines the Union’s market-liberal preferences with more assertive economic policies. While the EU is largely deploying defensive measures to protect itself from unfair trade practices and economic coercion, it is also increasingly moving towards a more strategic use of economic tools. The EU’s economic defence capabilities include initiatives to improve competitiveness in key strategic sectors (such as cloud computing, semi-conductors, and pharmaceuticals) as well as instruments to deter, block or retaliate against distortive or coercive measures by other powers. The strategic policies of the EU include trade and investment instruments for economic ‘binding’, such as the new ‘Global Gateway’ initiative, as well as means for leveraging the attractiveness of access to the single market to promote the EU’s norms and interests. The EU’s recent sanctions against Russia demonstrates the Union’s coercive capabilities in the economic domain, and its potential as a geoeconomic power.

The global rivalry between the US and China, as well as geopolitical competition and instability in the EU’s southern neighbourhood, are perceived by France as urgent matters requiring stronger EU foreign policy, conceptualized as European sovereignty. The French foreign policy elite are still largely committed to the idea of France’s exceptional role in the world, and to the extent that the EU as a whole fails to live up to the tasks presumed by France, continue their attempts at forging coalitions of the willing. France has in recent years built a web of strategic partnerships, for example with Greece, the Republic of Cyprus, the United Arab Emirates, and Egypt, through which it aims to govern the instability in the EU’s southern neighbourhood. The aim is also to deter regional adversaries such as Turkey, a strategy that needs to be re-evaluated due to the Russian invasion of Ukraine. France often equates its national interests with those of the EU. While this can be seen to enhance European sovereignty, it also risks increasing the perception that the EU would be a participant in various Middle Eastern conflicts. This undermines the EU’s ability to function as an objective broker and anchor of norms.

The war in Ukraine and the long-term consequences of the Covid-19 pandemic have put the spotlight on important political developments in the three largest EU members, Germany, France and Italy. In Germany, the new coalition government led by Olaf Scholz is trying to adapt the country’s foreign, energy and fiscal policies to the new international scenario, relinquishing some of its long-term tenets. France has just re-elected Emmanuel Macron as President, who is likely to advocate more flexibility in EU fiscal rules and strategic autonomy in foreign, defence and energy policy. Mario Draghi’s government has attempted to steer Italy out of the economic and health crisis and has sought closer cooperation with France. Italy will hold a general election by June 2023, with four parties vying for pre-eminence. In the wake of Brexit, Berlin, Paris and Rome have tried to revive the integration process. In the near future, it is expected that they will continue to drive EU politics, even if sometimes with different priorities, in close consultation with European partners.

At the NATO Madrid Summit in June 2022, Allies invited Finland and Sweden to join the NATO Alliance. In preparing for its membership, Finland will need to go through a reflection process on how it intends to contribute to NATO’s core tasks and make the most of its membership. Finland should consider making substantial contributions to the deterrence and defence posture in the Baltic Sea region, including in the Baltic states, and elsewhere on the Eastern Flank. In parallel, Finland should also ensure it contributes to the Southern Flank. Finland should aim to hit the ground running into the next cycle of the NATO Defence Planning Process (NDPP) and fulfil all relevant capability targets. Finland should also aim to “start strong to stay strong” on all existing NATO Pledges, notably those on defence investment, cyber-defence, and resilience. It is typical for individual NATO Allies to seek a salient role when it comes to certain specific topics. For Finland, the Arctic (Northern Flank) and resilience seem most promising.

The crises of previous years and the rise of strategic competition have put the EU’s traditional approach to multilateralism under pressure. The EU’s pledge for “a more stringent and strategic approach to multilateralism” has become even more relevant with Russia’s war of aggression against Ukraine. Three adjustments to the EU’s approach to multilateralism signify a more strategic approach. In a move towards a more instrumental engagement, the EU is using international cooperation as an avenue to protect its interests in the global competition. The EU is displaying more willingness than before to leverage its power bilaterally and through its work in international organisations. It is also more willing to focus on ad hoc frameworks in order to preserve the effectiveness of global cooperation and extend it to new areas of governance. Strategic multilateralism comes with certain risks attached. It can undermine the legitimacy of the formal multilateral system and the global protection of fundamental rights. The EU needs to weigh the benefits of a more strategic approach against the risks of global fragmentation.

With the signing of the trilateral Memorandum of Understanding (MoU), Turkey dropped its initial objection to Finland’s and Sweden’s NATO membership, but has since argued that the conditions agreed in the MoU have not yet been fulfilled. In addition to requiring Sweden and Finland to take a more vigorous stance regarding the Kurdistan Workers’ Party (PKK) and its extension in Syria, Turkey has used Nordic NATO applications as a tool to raise these issues on NATO’s agenda, pressuring the US in particular for a change in its Syria policy. Turkey’s reservations need to be conceptualized within its determined search for strategic autonomy, increased room for manoeuvre, and an ideological decoupling from the West. Turkey’s strategic interests have increasingly diverged from the rest of the alliance, likely leading to a more permanent intra-alliance opposition position in the coming years, part of which are the ongoing trilateral talks between Turkey, Finland and Sweden.

BCSP Researcher Marija Ignjatijević analyses parliamentary oversight of the police in Serbia through the lens of the European integration process and offers recommendations on how to connect it to the negotiating Chapter 24 – Justice, Freedom and Security. Parliamentary oversight of police work represents a critical measure in strengthening the integrity and operational independence of the police. At the same time, these features of the police work are crucial in attaining benchmarks for negotiating Chapter 24 in Serbia’s EU accession process. Along with judiciary, functional and democratically governed police is a prerequisite for the rule of law and other fundamental principles of the EU accession process. Chapter 24 occupies an even more important position within the revised methodology for accession negotiations, since benchmarks in the Cluster 1 (Fundamentals) are a precondition for advancements in all the other clusters. In the Justice, Freedom, and Security field (Chapter 24), the National Assembly plays an important role, foremost by passing and amending the laws through which domestic legislation harmonizes with the regulations of the European Union. The action plan for the Chapter 24 recognizes the role of the National Assembly in achieving benchmarks in this area, most often precisely through changes in the normative framework, i.e. adoption of new or changes to old legal regulations and confirmation of international agreements. However, the role of the National Assembly should be more significant in practice, although this cannot be precisely expressed through technical measures and activities. Defining obligations in the Action Plan might even produce a counter effect and further boost the “tick the box” approach, with the National Assembly captured by the ruling party proficient in simulating its democratic features. The primarily technical action plan cannot bind the National Assembly to effectively oversee the police since the problem is political – there is a lack of political will to control the security sector, the level of democratic culture is low, and the National Assembly is captured by the ruling party. It is, therefore, necessary to explore mechanisms which could make a clear bond between the political criteria which are part of the Fundamentals cluster, such as the functioning democratic institutions, and concrete measures from the action plans, like the ones aimed at strengthening police integrity. Parliamentary oversight of the police is one such connector since it is a vital democratic feature which can boost police integrity and reforms, essential Chapter 24 criteria and prerequisite for other elements of the Fundamentals cluster.

The study analyzes the challenges faced by the Balkan region from an energy perspective and describes the struggle of different actors in the energy field, manifested especially through the emergence of new transport networks. The various interconnections built between the states in the region bring hope that this area will be fully integrated into the European gas network in the coming years. The complicated history of the Balkans and the relationship with Russia, still a very present actor in the region, especially from an energy point of view, creates a complex context. The study also takes into account the places that Serbia and Romania occupy in the European energy architecture, the bilateral cooperation possibilities, the degree of dependence on gas from Russia. The study provides an opportunity to reflect on the systemic changes currently underway in the energy field and their deep geopolitical implications. The Black Sea has acquired a new regional importance, not only because of the security context created by the war in Ukraine, but also because of the change that may take place following gas discoveries in Romania’s exclusive economic zone, something that could turn the country into an important regional exporter.

28. Leaving Stabilocracy Behind – Rethinking the French Approach to the Western Balkans

Abstract:
In this paper, BCSP researcher Luka Steric calls for the U-turn in the French and EU approach to the Western Balkans, calling for the end of support for stabilocracy. The spring elections have resulted in regime continuity in both France and Serbia. President Macron has secured the second term with a convincing victory in the second round against the archrival Marine Le Pen. Simultaneously, President Vucic has stroke another landslide victory in the first round of the elections, with his Progressive Party holding on to power although losing absolute majority in the Parliament for the first time since 2014. However, the political landscape has changed radically since their previous victories five years ago. The war in Ukraine has shifted the focus of the European Union toward geopolitics, pushing the Western Balkans, seemingly forgotten, back on the European agenda. The threats of instability and the rising influence of third powers in the region have rung the alarm in the new global context, opening the floor for the discussion on how to revamp the European strategy which has been largely inadequate for the past decade. In contrast to previous periods in which France had a more passive approach and appeared mostly indifferent to the developments in the Western Balkans, during the first term of Macron’s presidency the official Paris has retaken a major role on the regional stage. As part of his ambition to become the political leader of Europe, Macron has launched several initiatives attempting to modify the European enlargement policy. Based on the consequences of these initiatives, we can conclude that the goal was to stop the enlargement process for a foreseeable future, substituting it with an economic and political presence that would ensure the stability of the region within the European sphere of influence. For this purpose, Macron was more than ready to collaborate with autocratic regimes such as the one in Serbia which he believed to be crucial for keeping the Western Balkans relatively stable. This strategy has contributed to the region steadily becoming both less secure and less democratic, eroding the once unquestionable European credibility and influence. The tectonic shifts we are witnessing on the European continent should be a wake-up call to critically evaluate and rethink the French policy in the Western Balkans, including a U-turn in the relationship with the current regime in Belgrade.

Abstract:
The main goal of this paper is to present lessons learned, and present policy recommendations regarding the EU integration policy in Western Balkans given the recent events in 2022. In addition, a deeper understanding of the Dutch foreign and security policy is also provided, since the Netherlands has rejected plans for the EU’s further expansion. The year 2022 brought many political, legal, and security changes to Europe. Most importantly, events which had been considered unthinkable for decades have occurred. On February 24th, Russia commenced a fullscale military invasion of Ukraine, conducting attacks that have caused 7,061civilian deaths, while some sources report up 21,000 deaths only in Mariupol, indiscriminate attacks in violation of the laws of war that may amount to war crimes, and more than five million refugees. The European response was unified and timely. A clear willingness to stand by the side of Ukraine has been shown and sanctions are enforced against Russia by all EU member states (MS), while providing aid in various forms. An uptick in polarization, populism and far right sentiment can be observed in Victor Orban’s success in the Hungarian April Elections and in Marine le Pen’s persisting into the second round of the French Presidential election. Not only the right political spectrum is gaining traction but also the left. The Slovenian Prime Minister Janez Janša has been defeated by a left wing party, the Freedom Movement, founded a year ago. In addition, European governments that are key to stability and peace of the Western Balkans region are experiencing drastic political changes. The new German government that succeeded Angela Merkel’s cabinet after one and a half decade is posing new foreign and security policy questions. Macron suggested an end to the enlargement agenda as we know it, proposing the political European community as an alternative. Tensions in terms of hate and acts of violence have been reported in Bosnia and Herzegovina and Kosovo, raising further questions about the future of the Western Balkans in Europe. War in the continent posed a threat to the credibility and legitimacy of the European project. It questions European values and is an existential threat to the integration process, and European security. Ursula von der Leyen offered a speedy response to Ukraine’s bid to join the European Union, for which Ukraine applied in times of conflict. This is the first time in history that a nation during conflict applies for EU membership. The Ukrainian application and the war have resulted in many uncertainties for Europe. This raises questions surrounding the accession processes of other countries in the Western Balkans region, such as Serbia, Montenegro, Albania, North Macedonia, Bosnia and Herzegovina, and Kosovo. An analysis of the EU integration policy in the Western Balkans region is therefore crucial given the recent events. Progress towards EU integration has varied among countries in the Western Balkans region. The closest to the EU integration are Montenegro and Serbia with many chapters open. North Macedonia and Albania are waiting to start formal negotiations. Kosovo and Bosnia and Herzegovina are farthest removed due to their internally and externally driven fragilities. The main goal of the report is to question the current approach while providing a fresh perspective on the EU’s integration policy, given the recent security and political events. In addition, a deeper understanding of the Dutch foreign and security policy is also provided, since the Netherlands has rejected plans for the EU’s further expansion. The following sections outline Dutch foreign policy, followed by recent political, security and legal developments in the Western Balkans region. The final section outlines lessons learned, and present policy recommendations regarding the EU integration policy in Western Balkans given the recent events in 2022.

External support to nonviolent movements can help prevent violent escalation, mitigate repression, protect civic space, facilitate conflict transformation and foster sustainable peace. In a global context where the shrinking of civic space is coupled with the proliferation of protests, the European Union needs to develop a strategy to deal with nonviolent movements consistently and effectively. Anti-microbial drugs form the backbone of modern medicine. Yet their lifespan is naturally limited; over time, use of these drugs selects for mutations that survive exposure those same drugs, driving “anti-microbial resistance”, or AMR. Already, drug-resistant infections kill an estimated 33,000 citizens of the European Union (EU) every year. In the absence of sufficient research and development (R&D) investment for new antimicrobials, deaths from drug-resistant infections could increase dramatically in the coming decade. To address this growing crisis and solve market failures that prevent the development of new antibiotics, the EU is considering incentive programs that would help provide predictable and value-based compensation to the successful developers of new antibiotics. In this note, we present the results of a modelling exercise to estimate the likely return on investment (ROI) from such a program, assuming it is paired with complementary and proportionate efforts from the EU’s G7 partners. The results are necessarily imprecise due to several uncertain parameters, but nevertheless provide evidence of a very high expected ROI that is robust to different inputs and assumptions.

After years of lower interest, France has signaled its ambition to re-engage in the Western Balkans. It is not starting from scratch. Historical affinities with the countries of the region abound, in culture, sciences, politics, and economy. But shifting priorities in the past decades have eroded French presence in the region. To regain a foothold in this important part of Europe, France has taken a series of initiatives aimed at boosting its engagement. In 2016, it hosted the Berlin Process summit; in 2017, it launched with Germany an initiative to coordinate the drive against firearms trafficking in the Western Balkans; in 2018, it expanded the intervention mandate of the French Development Agency (AFD) to all Western Balkans countries and adopted a national Strategy for the Western Balkans; in 2020, after a two-year stalemate, it withdrew its reservations against the opening of accession negotiations with Albania and North Macedonia, while sketching the contours of the revised enlargement methodology. Drawing from a series of consultations in the region and structured cooperation with partner think-tanks, this policy paper is conceived as an independent, expert contribution to French efforts at re-engaging with the Western Balkans. It explores perceptions of French re-engagement in the region and reflects the potential of the 2019 Strategy for the Western Balkans in light of the forthcoming French Presidency of the European Council and in the context of the grands débats on the future of Europe.

Since Maia Sandu became president of Moldova in December 2020, Romanian-Moldovan relations have steadily improved. In November 2021 she met for a fourth time with Romanian President Klaus Iohannis, signing a “roadmap” of cooperation. Both countries recognise that a linguistic, historical, and cultural community binds them, however the challenge is to move from declarations to the implementation of projects, especially in infrastructure. Romania’s effective involvement in such projects, given its special ties with Moldova, may contribute to the success of its pro-European transformation, which is also supported by Poland.

The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

Abstract:
To meet the targets of the EU’s ”Fit for 55” package, the European Commission proposes to implement a Carbon Border Adjustment Mechanism (CBAM). The CBAM is firstly intended to avoid carbon leakages, but it also deals with the thorny issue of the compliance by European producers in carbon-intensive industries. In addition, its design, as voted by the European Council on March 15, 2022, questions the compatibility of the CBAM with World Trade Organization (WTO) rules. The CBAM puts a price on carbon contained in imported products whose production-related emissions have not been taxed (or not at the same level as in the European Union) by the exporter country, in order to offset the difference in carbon prices at the border. This paper aims to quantify the economic and environmental impacts of different CBAM design choices with the aim of complying with WTO rules. Different from the previous literature, we evaluate the various options with a dynamic general equilibrium model featuring imperfect competition, global value chains, green-house gas emissions and endogenous price of emission quotas. We show that CBAM is effective in reducing carbon leakages. But its design leads to an increase in the price of carbon quotas in the European Emission Trading System (ETS) market. Losses in competitiveness on export markets are expected, also for downstream sectors not covered by the EU ETS nor the CBAM. Eventually, offsetting the difference in carbon prices at the border comes at a cost to the enforcing jurisdiction, suggesting that the CBAM was not designed as a beggar-thy-neighbour policy.

Abstract:
This paper revisits the crucial issue of current account imbalances and focuses on the determinants of their gaps between eurozone Member States. We conduct robust estimations of the current account balances for a panel of ten founding euro area economies and construct a measure that allows us to diagnose why some countries have started to diverge from the eurozone mean in the last two decades. Our findings show evidence of remaining differences in countries’ economic development, meaning that real macroeconomic convergence has failed in the zone. Price and cost competitiveness, as well as fiscal balances, have also participated in this growing macroeconomic divergence. Overall, while the European authorities cannot influence the part of the current account gaps due to demographic factors, the role of fiscal redistribution and investment at the euro area level could help achieve macroeconomic convergence and thus reduce current accounts’ divergence in the zone.

Abstract:
France’s earliest profit-making involvement in Africa in the business of buying and transporting slaves started in the 17th century when the local Indian population proved unable to work in plantations in America compared to black Africans. France’s interest in Africa reached its zenith in the 19th and early 20th centuries when France acquired a gigantic African empire. Though several reasons could explain the scramble for Africa by France, we present herein the three most important. First, the defeat of France in the 1870 Prussian war in which she lost influence and a reduction in her international ego. Second, the anxiety to implement Colbert’s mercantilist philosophy emphasized that any rising industrial power required to have both the source of raw materials and market extension under her control. Third and finally, as Europeans scrambled for Africa, France feared their traditional enemies could annex a remarkable share of the territory. Hence, from the outset, it was not the financial gains that many thoughts motivated France’s involvement in Africa but politics and national ego. It will only be later that France saw Africa as a cheap source of military manpower that could help balance demographic stagnation in France. This perception will later be reinforced by her experience in the two World wars. In this light, Iliffe (2007) holds that French colonial policy was characterized by the exploitation of rich resources from Africa. In the midst of all these benefits from colonization in Africa, Charles de Gaulle‘s decision to retain influence in Africa after decolonization in 1960 was driven by the need to persist with these benefits under neo-colonization. According to Abdurrahim (2014), in Africa, France uses a realist foreign policy in which states shape their foreign policies based on their national interests. To facilitate the implementation of this realist foreign policy, France will design the Franco-African summit that will cement France’s influence in her former colonies to date. Were France’s policies put in place through the Franco-African summits shaped to benefit France solely? This paper aims to present the Franco-African Summit and carry out a stocktake of France’s commitments through recommendations from the Franco-African Summit.

Abstract:
This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

The objectives of this paper are to (1) comparatively analyse defence strategies of the Baltic countries against the theory of institutionalism, focusing on factors that affect policy maintenance or change within defence cooperation and (2) assess the current state of defence cooperation in the Baltic countries. The study gives a theoretical overview, relating the theory of new institutionalism to the subject of debate over bureaucratic institutions, which also plays a role in the regional security politics of the Baltic countries. An empirical study compares the defence strategies of Latvia, Estonia and Lithuania. While few studies have investigated this subject before, that the conclusion reached by this investigation is that administrative bodies in the defence sector of the Baltic countries are affected by politically driven processes pertaining to the foreign affairs domain, which play a key role in matters related to cooperation and synchronisation of the defence and security of the Baltic States. The findings suggest that a more focused analysis of the role of institutions and bureaucratic policy in the policy making of the three Baltic countries needs to take place. The study concludes that (1) the current state of defence cooperation in the Baltic countries can be called “developing”; (2) the operation of defence establishments can be called “path dependent”, which is mainly influenced by “external” factors or pressures.

In June 2022 NATO members adopted an updated Strategic Concept (the preceding Concept having been adopted in 2010). There was reason to hope that in the updated Concept NATO members would envisage using nuclear weapons only in response to their first use by a nuclear-armed adversary. That reason lay in remarks made by President Biden when he was Barack Obama’s Vice-President. Notably in January 2017 he said: “Given our non-nuclear capacities and the nature of today´s threats, it is hard to envision a plausible scenario in which the first use of nuclear weapons by the United States would be necessary or would make sense; deterring, and, if necessary, retaliating against a nuclear attack should be the sole purpose of the US nuclear arsenal”. The adoption of Sole Purpose would be a useful nuclear risk reduction measure. Leaving open the option of using nuclear weapons in response to a non-nuclear attack on NATO entails the risk of nuclear escalation if the attacker is nuclear armed; and nuclear escalation entails the risk of global nuclear annihilation.

This report analyses the first round of Total Official Support for Sustainable Development (TOSSD) data from European Union (EU) Institutions. The EU is a key stakeholder in the development of TOSSD, as Co-Chair of the International TOSSD Task Force, and in the promotion of this as an essential metric in the implementation of Agenda 2030. It is our hope that this paper’s detailed examination of the scope of what has been reported by the EU Institutions identifies trends and issues arising from the first reporting round for TOSSD, which can be addressed going forward. It is timely to acknowledge the level of transparency in the proceedings of the TOSSD Task Force, which has been open to comments and suggestions since its inception, and has recently seated CSO representatives as observers. This transparency has put into practical effect the notion that data validation can, to some extent, be entrusted to third parties provided that the relevant information is available to all interested stakeholders on a timely basis. Good norms, such as good reporting instructions, can help steer the development agenda in the right direction for the benefit of the communities of the Global South.

Russia’s war in Ukraine fundamentally challenges the post-Cold War international order. Yet the scenario of a renewed Cold War must be balanced by alternative visions of European order. This contribution reassesses the concepts of interdependence, socialization, normative power, and international society taken from international relations theory to develop some general lessons for European order and concrete pointers toward alternative policy paths. Such an order needs to build on a more honest engagement, serious great power management mirrored by societal linkages, and creative thinking about joint institutions and regional overlaps.

Abstract:
The common-market project, that after World War II aimed to prevent future wars among European Nations, evolved through crises into a complicated and unstable set of European Union policies and institutions. The COVID-19 pandemic and the war in Ukraine reinforced coordination and added common debt issuance to the supranational policy toolkit. But the NextGenEU program relies heavily on government subsidies rather than on market incentives, and Russia’s invasion of Ukraine shows that economic integration can at most move the boundaries of war to those of the integrated economic area, rather than of Nations. These developments weaken the crucial role of integrated markets as the principal instrument for growth, cohesion, stability, and peace in Europe.

Abstract:
The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.
