Abstract:
The study is an example of the series on issues analyzing the EU-Azerbaijan economic relations which can be considered a step forward to empower economic approach in the policy-making process aiming to provide an alternative view in addressing current challenges and developments in Azerbaijan. The European Union’s relations with Azerbaijan have been formulated based on the EU-Azerbaijan Partnership and Cooperation Agreement which entered into force since 1999. In February 2017, the EU and Azerbaijan began negotiations on a new framework agreement designed to enhance the political dialogue, trade and mutually beneficial cooperation covering a wide range of economic aspects. One of the most important strategies of EU in the energy policy is to ensure energy security through diversification of energy routes. Azerbaijan is a strategically important energy partner for the EU and plays a significant role in bringing Caspian energy resources to the EU market. Abstract:
Policymakers across the EU agree Russia poses a multifaceted threat to their security. Europeans have responded quickly to the challenges posed by the war in Ukraine, but they lack a ‘theory of victory’. They have no shared view about how the conflict is likely to end. No single EU member state is guiding Russia policy; a ‘leaderless unity’ has emerged. This could provide the bloc with a form of dispersed strength – but a change in US leadership could expose the weakness of this situation. EU policymakers do not believe that Europeans have the means to bring about regime change in Russia; at the same time, they are unable to foresee a stable future relationship with a Putin-led Russia. Policymakers are uncertain how Russia’s war on Ukraine will affect their interaction with other parts of the world, including China and the global south. This could prevent Europeans from mounting a more effective global response. Europeans should re-examine the support they give to Russians fleeing the regime – emigrés represent an important connection to Russian society, which will be valuable whoever occupies the Kremlin.

23. Securing Semiconductor Supply Chains: An Affirmative Agenda for International Cooperation

Abstract:
Technological innovation has been a driving force for U.S. global leadership and economic prosperity for over a century. This legacy of innovation largely stands on the foundation of a key component: semiconductor chips, found today in almost all electronic products. Semiconductors are an integral component of various consumer products across industries, including cars, smartphones, and household appliances. But semiconductors can also be used in dual-use goods—products that have both military and civilian applications—such as air guidance systems for both civilian and military aircraft. The tension between economic gain and security risk inherent within dual-use semiconductor goods is heightened in fields with national security implications, such as supercomputing and artificial intelligence (AI). How the government and private sector manage the global value chains (GVCs) of chips will directly affect U.S. global competitiveness and national security going forward. Given the evolving security relationship between the United States, the Quad, and the European Union, this paper focuses on both Quad and EU countries and the possibilities for friend-shoring in both. It assesses how the EU and U.S. governments can collaborate to avoid duplicative policies that fail to enhance the overall resiliency of transatlantic semiconductor supply chains.

Abstract:
Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.

Abstract:
Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

Abstract:
The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

In classic wars, we waited for the military result, and then we formed a political response. In new wars, there is not a final resolution; there is only the stronger party imposing its conditions. Additionally, there is also geographical control, regime projection, or behavior modification goals. Russia is seeking to maintain its national security and enhance its regional and international position. It has a deep fear that NATO will expand, bringing weapons to its border with Ukraine. Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

Abstract:
Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

In a way towards a productive peace-building process, discussing the situation in South Caucasus and deepening economic cooperation between the EU and both countries, on May 23 President of the European Council Charles Michel hosted the President of Azerbaijan: Ilham Aliyev and Prime Minister of Armenia: Nikol Pashinyan. Following the 6 April meeting, which is called by the President Ilham Aliyev as a starting point in the normalization of relations between Armenia and Azerbaijan, the content of the recent meeting is once more characterized by its promising and necessary provisions that will serve the interests of Azerbaijan and development of the region more broadly.

In the last few years, there have been a number of articles written about the revitalization of relations between Japan and the EU following the signing of the Strategic and Economic Partnership. However, Japan’s rapprochement with the EU does not end in Brussels. On the contrary, Japan has drawn increasing attention to another European platform, the Visegrad Four. The V4+Japan regional cooperative framework started in 2004 by a series of meetings between the countries’ representatives, who discussed several domains of cooperation such as strengthening economic relations, political dialogue, promoting research and development in science and technology or providing development assistance to third countries. However, despite the noticeable expansion of relations, it remains far from becoming an institutionalized framework and is currently facing many challenges including Chinese rising global influence and strategic geo-economic shifts.

Abstract:
Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. The research also sheds much-needed light not only on dynamism in power-policy relations but also interaction between the international system and internal dynamics in designing migration policies. It aims to stimulate dialogue between IR theories and migration studies, with a particular focus on the foreign policy dimension of state responses to mass refugee migration.

Abstract:
The policy of repression of Uyghurs in Xinjiang has become a significant element of criticism of China in the world. In March this year, the EU, U.S., Canada, and the United Kingdom imposed sanctions on China over the matter. Moreover, the Netherlands, the U.S. and Canada described China’s actions as genocide. For China, however, its actions involving Uyghurs are a key element of domestic politics, which is why it presents accusations as disinformation. It has imposed counter sanctions, including on the EU, and their wide scope indicates that for China, Xinjiang is more important than, for example, the ratification of the Comprehensive Investment Agreement (CAI) with the EU.

The concept of ‘European strategic autonomy’ is girdled by myths and resistance. These common misconceptions can be overcome by member states to strengthen the EU in the face of today’s challenging security environment. RECOMMENDATIONS: Ways forward for the concept of strategic autonomy: Level of ambition: strategic autonomy should not be seen as an end in itself but as a means to protect and promote common values and interests across strategically important EU policy areas. Geography: strategic autonomy should enable the EU to undertake activities, in particular in the immediate European neighbourhood. Policy scope: strategic autonomy should encompass the entire spectrum of foreign and security policy, and not just defence.

Abstract:
The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.
