  • Abstract: Ukrainian surrogacy companies now hold over a quarter of the global surrogacy market since a series of human rights violations caused India, Thailand, and Nepal to close their borders. Similar violations are occurring in Ukraine, including the abandonment and trafficking of children and the abuse of surrogates. The Ukrainian government is not taking action, despite concerns expressed by both lawmakers and surrogates that the industry engages in unethical practices. This paper proposes that the Hague Conference’s Experts’ Group on the Parentage/Surrogacy Project spearhead international ratification of a holistic series of policies focused on protecting women and children from exploitation.

  • Abstract: History is the storyteller that holds all truth, yet when she speaks, much of mankind closes its ears. Hasan Nuhanović, a survivor of the 1995 Srebrenica Genocide committed by a Bosnian Serb militia, narrates his family’s harrowing journey through Bosnia in The Last Refuge: A True Story of War, Survival, and Life under Seige in Srebrenica. Though Nuhanović’s story is tragic, it is not uncommon. He makes this clear from the beginning, writing, “I did not write this book to tell my own story” (5). Rather, his story embodies the experiences of eight thousand Bosniaks who were executed by Serb forces on July 11, 1995, and brings to mind the millions of genocide victims worldwide who have been mercilessly slaughtered in the past century.

  • Abstract: In 2015, Ireland became the first country in the world to introduce same-sex marriage through a national referendum vote. The decision to introduce equal marriage received a great deal of attention, and not just because it was the first positive referendum decision on this issue; the vote was also preceded by a citizens’ assembly which recommended the referendum and endorsed a “yes” vote. The resounding victory for the liberal position provided definitive evidence of Ireland’s shift from a conservative, inward-looking European periphery state to a modern, liberal, and inclusive republic.

  • Abstract: In February 2019, Pope Francis became the first pope to visit the United Arab Emirates (UAE). Like John-Paul II before him, he has also visited Egypt, and he went to Morocco in March 2019. The pope participated in a colloquium on “human fraternity” and interreligious dialogue sponsored by the UAE-based Muslim Council of Elders—the brain-child of Sheikh Ahmed el-Tayeb, the grand imam of Egypt’s Al-Azhar, the most important Sunni Muslim university in the world. The Council of Elders sponsors initiatives to engage young Muslims on Islamist ideology by promoting a more “authentic” interpretation of Islam. Islamist violence—with its beheadings and mass executions—has provoked disgust across the Muslim world and is causing young Muslims to become more distant from their imams and mosques. It is becoming clear to many Muslim intellectuals in Egypt, Iraq, and Lebanon that, in order to defeat Islamism, there needs to be greater dialogue and coexistence with Christians. Pope Francis is attempting to lead the way, extending his “culture of encounter.”

  • Abstract: The conflict in Ukraine has received renewed attention in Washington D.C., and it is worth considering the relevance of this conflict to US national security interests. The open conflict in eastern Ukraine since 2014 has been part of a larger hybrid war, including political and information warfare, cyber warfare, assassinations, promotion of corruption, and traditional (kinetic) warfare carried out by destructive geopolitical actors (DGAs) [1]. The conventional conflict cannot be taken out of context, and it is the less visible and “dark” aspects of hybrid warfare that should particularly worry the United States. Hybrid warfare consists of a wide spectrum of attacks, from conventional to covert, carried out to destabilize one’s opponent. Rather than being isolated incidents, cyber attacks often represent part of a wide spectrum of coordinated, offensive strategies against countries like Ukraine and the United States.

  • Abstract: Dolphins are being spotted in harbours, canals in Venice have never looked so clean and the temporary ban of corridas has spared the lives of a hundred Spanish bulls. Looking at the bright side of things is an admirable quality, but we should not get too carried away with the idea that COVID-19 is good for the planet. Besides the anecdotal phenomena quoted above, the collapse of mobility and economic activity induced by COVID-19 are generating meaningful short-term consequences for the environment. These include a sharp reduction in Hubei’s and Northern Italy’s air pollution levels and a likely reduction in global CO2 emissions in 2020. Rejoicing over such news rests on a short-sighted view. The interlinkages between COVID-19, energy and climate issues are so complex that we are actually looking at a mixed bag of consequences.

  • Abstract: China’s 2018 import ban on mixed “recyclable” plastic waste revealed deep-rooted problems in the global recycling system and uncovered the wasteful and harmful nature of the recycling trade. Repercussions have been global. In April 2019, Greenpeace East Asia took a closer look at the top plastic waste importers and exporters globally. This data details the 21 top exporters and 21 top importers of plastic waste from January 2016 to November 2018, measuring the breadth of the plastics crisis and the global industry’s response to import bans. Two core trends emerged from China’s ban and the Greenpeace analysis.

  • Abstract: One of the key priorities of the new European Commission is to enhance the EU’s geopolitical credentials and “learn to use the language of power”, as stated by the incoming EU High Representative Josep Borrell. The EU’s ambition is two-fold: to increase the Union’s ability to project power and influence at the global level, including through increased integration and coordination among member states, and secondly to enhance the EU’s strategic autonomy from the US in the political, military and economic domains. Both objectives, ambitious in the best of circumstances, are today under severe strain by the COVID-19 crisis. Implications will be long-lasting and multidimensional, and for Europe, its impact will have a direct bearing on its ambition for strategic autonomy, touching each of the three pillars outlined above.

  • Abstract: The killing of top Iranian General Qasem Soleimani by a US drone strike on 3 January 2020, followed by the Iranian retaliation on US military bases in Iraq, left many Europeans wondering how – if at all – the European Union can foster de-escalation in the Middle East. The EU is presently stuck between a deepening strategic rift with its US ally and its inability to advance its independent interests and policies vis-à-vis Iran. It is now clear that Europe cannot protect its relations with Washington while also salvaging the Joint Comprehensive Plan of Action (JCPOA), or Iranian nuclear deal. Borrowing from an old Persian proverb, Europe cannot have both God and the sugar dates.

  • Abstract: The European Commission’s Joint-Communication “Towards a Comprehensive Strategy with Africa”, published on 9 March 2020, envisioned the beginnings of a new and more equal partnership with the African Union (AU).[1] Meanwhile, COVID-19 has had an unprecedented disruptor effect on the world scene. Its impact dramatic and long-lasting, the crisis may also be an opportunity to move beyond policy principles and actually consolidate the EU–AU relationship. The Commission aspires to structure this new course of EU–AU relations around five thematic partnerships and ten actions so as to concretely step up cooperation. A common thread emerging from the Communication is the need to strengthen multilateralism and the rules-based international system.

  • Abstract: The crisis caused by the COVID-19 pandemic will have consequences on every aspect of the European societies, including the defence sector. The extent to which it will impact the military budgets is heavily discussed, with optimists trusting in slightly decreased investments and pessimists anticipating severe downturns. The fulfilment of NATO capability goals will be at stake, while allies will bring further diversified security needs to the Alliance’s agenda. The EU will have to cope with both pandemic and economic recession for the sake of its own security and stability, without sacrificing the European Defence Fund which could rather be part of a EU-wide plan for industrial and economic re-launch. This report summarizes the main findings of the IAI webinar hold on 8 April 2020 and participated by 22 experts and practitioners from Italy and other European countries.

  • Abstract: On 25 March, one month after Russia registered its first confirmed case of Coronavirus, President Vladimir Putin announced a week of paid national holiday and invited Russians to stay home in a televised address to the nation. Further measures were subsequently introduced to limit the spread of the virus, while authorities prepared emergency plans to safeguard socio-economic conditions in the country. Initiatives included providing a new support package to businesses hit by the pandemic, a monthly bonus to medical personnel and the construction of new hospitals, following the Chinese model. Meanwhile, the constitutional referendum meant to extend Putin’s term limit as president was postponed. Originally scheduled for 22 April, this delay is due to Putin’s concern for public health and the multidimensional impact of the pandemic, a perfect storm involving quarantine measures, declining living standards, inflation and a weakened exchange rate, rising prices and increased job insecurity. Taken together, these challenges could jeopardise the outcome of the referendum. A recent poll conducted by the Levada Center in March highlighted a very slim majority (45 per cent) in favour of Putin’s constitutional amendments.

  • Abstract: Every era has its symbols. In 1984, Mitterrand and Kohl held hands on the battlefield in Verdun, coming to symbolise the importance of peace in the pursuit of European integration. Today, in times of COVID-19, the so-called “Coronabonds” could have emerged as the symbol of a new Europe, one that is ready and able to do what it takes to collectively overcome the present crisis. Yet, what some member states consider an indispensable emblem of European solidarity, namely debt mutualisation to face an unprecedented symmetric crisis brought about by COVID-19, is regarded by others as an ultimate excuse for moral hazard. As a result, Europe could end up with a politically more digestible European Fund, as proposed by Commissioners Paolo Gentiloni and Thierry Breton, designed to issue long-term bonds.[1] Or, as outlined by the Eurogroup, a Recovery Fund that is “temporary, targeted and commensurate” to the extraordinary costs of the current crisis, helping to spread them across time.

  • Abstract: By triggering the nuclear deal’s dispute resolution mechanism, Britain, France, and Germany are opening diplomatic space that could help the United States and Iran return to the negotiating table. In a press conference following the assassination of Qasem Soleimani, President Trump reaffirmed his administration’s “maximum pressure” policy against Iran and asked, once again, for European countries to leave the nuclear deal. Meanwhile, Tehran announced what it called a “fifth and final remedial step” away from its commitments under the Joint Comprehensive Plan of Action. In response, the British, French, and German foreign ministers stated on January 14 that they would trigger the JCPOA’s dispute resolution mechanism (DRM). At the same time, however, the E3 clarified that they are not joining the Trump administration’s maximum pressure campaign, which has steadily intensified ever since the United States withdrew from the JCPOA and reimposed unilateral sanctions in 2018. Contrary to U.S. claims, the European decision will not immediately provoke “snapback” UN sanctions on Iran (though that scenario could unfold later if the E3 plan fails and Iran’s violations go before the UN Security Council). Instead, Europe is maintaining its evenhanded position somewhere between Washington and Tehran in order to preserve the possibility of new negotiations, on both the nuclear program and other regional issues.

  • Abstract: After three years of limited discussion, the leaders of France, Germany, Russia and Ukraine renewed their peace talks to resolve the separatist conflict in Eastern Ukraine (Donbas). Efforts to facilitate a peaceful resolution to the conflict in the Donbas began five years ago with the meeting of the Trilateral Contact Group on Ukraine. This framework, developed by the Organization for Security and Co-operation in Europe (OSCE), attempted to facilitate a dialogue between Russia and Ukraine through the mediation of an impartial actor, and it culminated in the Minsk I (September 2014) and then Minsk II (February 2015) agreements. The Minsk II agreements comprised a 13-point peace plan, chief among which is an arrangement specifying support for the restoration of the Ukrainian-Russian border. While the implementation of the military portions of the Minsk II agreements were finalized within three months of signing, the political and security portions remained unresolved. Though President Vladimir Putin has declared his intent to protect the Russian-speaking peoples of the region, he has also stated he has no interest in reclaiming Eastern Ukraine. Not surprisingly, since Russia’s ultimate goal is undeclared, the conflict has proved very difficult to resolve.

  • Abstract: From emerging technological fields such as 5G, artificial intelligence (AI), the Internet of Things (IoT) and smart cities to traditional sectors including energy, health care, railways and agriculture, China is increasingly proactive in nearly every domain where technical standards remain to be developed and set. Technical standards are the definition of processes or technical specifications designed to improve the quality, security and compatibility of various goods and services, for instance GSM for telecommunications or WiFi for wireless Internet. They can be thought of as basic specifications or technologies on which other technologies or methods will evolve – creating lock-in effects and path-dependency for future products and technological trajectories. Defining standards can provide significant benefits for society at large, but can also carry significant implications for which technologies will dominate future markets and provide substantial advantages to those who master standardized technologies. Chinese policymakers have become keenly aware of the relationship between technical standard-setting and economic power. Indeed, a popular saying in China posits that third-tier companies make products, second-tier companies make technology, first-tier companies make standards. In 2015, the State Council highlighted China’s deficiencies in the field and set out to transform the country’s standardization system, seeking to harness the capacity of standard setting not only to improve the daily lives of its citizens, but to drive innovation, boost China’s economic transformation toward the industries of the future, and turn China into a premier purveyor of international technical standards.

  • Abstract: Although it is still marginal, the market for electric vehicles (EVs) is growing. According to the French Institute of Petroleum and Renewable Energies (IFPEN, Institut Français du Pétrole et des Énergies Renouvelables), EVs accounted for a little more than 2% of the light vehicle market in 2019. This was up by 54% compared to 2018, but EVs still only represent 0.8% of the global car fleet. That said, the International Energy Agency (IEA) estimates EVs could make up between 15% and 30% of vehicle sales in 2030. However, while European manufacturers have so far developed EVs such as the Renault Zoé or the BMW i3, they are highly dependent on Asian companies for the supply and manufacture of materials for cells and electric batteries, such as nickel, cobalt, lithium used to build precursors, or cathodes and their components. Asia provides more than 90% of world car battery output, half of which comes from China alone. European dependence is not only related to the manufacture of batteries, but occurs throughout much of their value chain, from extraction and processing of raw materials to the preparation of necessary treatment processes for recycling. The recycling market for batteries from small electronic objects (smartphones, computers, tablets, etc.) has also been led by Asian countries.

  • Abstract: France is one of the few nations in the world to benefit from a permanent global military presence. With more than 10,000 military personnel from all three services, deployed across the five continents and the three main oceanic basins, it benefits from the second largest network of prepositioned forces in the world. This global military posture is structured around five “presence forces”, based in Senegal, Ivory Coast, Gabon, Djibouti and the United Arab Emirates, as well as five “sovereignty forces” in the dependent overseas territories of the Antilles, French Guyana, Southern Indian Ocean, New Caledonia and French Polynesia. Over the past twenty years, this unique force posture has been hit by a series of deep budgetary cuts, translating into staff reductions and persisting delays in equipment delivery. As a result, the current military presence is under serious strain, as some capability are now weighing on the ability of these prepositioned forces to contribute as much as they could to the five strategic functions reiterated in the 2017 Strategic Review. These considerations are all the more important given the coming demographic, climatic, economic, geopolitical, and of course military challenges that will dramatically constrain the operational environment of the French forces in the coming years.

  • Abstract: This paper brings into discussion a concept that has not yet been distinctively and uniquely defined but which, at the same time, can be considered a classical one, thanks to the establishment of the theoretical basis of the social frameworks of memory in 1925 by the sociologist Maurice Halbwachs. Basically, any past memory reaches the fields of human memory causing a process of perpetual transformation. The social frameworks of memory are pieces of collective memory, past memories that are dominant and persistent in time, which offer explicit historical and social coordinates that lead to the interpretation of the past and the orientation of present values. Both public and collective environments offer the individual social and historical coordinates as well as a certain orientation of these values, an implicit ideology, so that the individual is influenced, and in time, even shaped by these coordinates and values that are implicitly transmitted by the social fields of memory.

  • Abstract: Lithuania is a small state by objective features (population, territory, GDP) and subjective ones (geopolitical position, resilience from external security threats, national identity). The goal of this research is to define the main roles of Lithuania, which are relevant to the Lithuanian foreign policy decision-making process nowadays. Those roles are the structure for Lithuania’s new President Gitanas Nausėda. While during his presidency he will have the possibility to modify them, for now for the roles formed and enacted over the last ten years serve as the limits of the change of the policy in the Euro-Atlantic area. The main assumption regarding the roles of Lithuania in the Euro-Atlantic area is that policymakers emphasize the smallness of the state. Accordingly, being a small state is translated to a set of expected and appropriate behavior. Therefore, the classical definition of smallness suggests that Lithuania’s roles should include the strategies of hiding and appeal to democratic values. In order to deny or confirm the assumptions, the research includes the definition of small states, an analysis of small state foreign policy strategies, the main thesis of the Role theory, the theoretical basis of subjective smallness concept, and discussion of Lithuania’s roles in the Euro-Atlantic area, using an interpretive methodology of Social constructivism.

  • Abstract: Russia’s recent buildup of A2/AD (anti-access/area denial) forces in Crimea and Kaliningrad, coupled with its increasingly confronting rhetoric in the Black and Baltic Seas, pose a serious challenge for the NATO’s Eastern flank countries. While the mare sui generis status of the Black Sea might be altered under the expected inauguration of Canal Istanbul in 2023 as it would probably require the revision of the Montreux Convention, the mare liberum status of the Baltic Sea might also be questioned as Russia contests NATO’s Enhanced Forward Presence in this region. Facing this challenging geostrategic context, Pilsudski’s ideas of Intermarium seem to have revived within the Central and Eastern European countries under modern interfaces such as the Bucharest Nine and the Three Seas Initiative. This paper proposes a comparative analysis between the Black Sea and the Baltic Sea in terms of their newly-emerged geostrategic context, discusses the feasibility of the recent endeavours to promote cooperation within the Central and Eastern European countries and not ultimately, highlights the utility of a regional military alliance in support of NATO.

  • Abstract: The phenomenon of climate change, observed for years and constantly intensifying, has had a negative impact on health, significantly deteriorating the quality of life of people in many regions of the world, including Poland. Already now we are dealing with increasingly frequent extreme weather phenomena; hurricanes, storms and increasingly longer heat waves no longer surprise us. Unfortunately, this is merely the beginning of the negative effects of climate change. Others will come before long. In the coming years, many other new threats will be observed, such as flooding of ocean islands, desertification of areas exposed to water scarcity or serious loss of biodiversity, which will translate into food security. Unfortunately, it does not end there.1 The greenhouse effect is a process by which radiation from the Earth’s atmosphere warms the planet’s surface to a temperature above what it would be without this atmosphere. We can differentiate short-term solar radiation (0.15-4.0 nm) and long-term radiation. Thermal radiation escapes into the cosmic sphere and heat radiation returns to the ground, being stopped by a layer of GHG – greenhouse gases (CO2, CH4, N2O, SF6, water vapor etc.), which warm up Earth’s athmosphere to a dangerous level – even a 1°C degree increase (in comparison to pre-industrial level, when emissions stared to rise) in the average world temperature can be detrimental to human health and change the conditions of life on this planet (Figure 1). However, we currently face a risk of global warming even up to 3°C degrees, unless GHG emissions are significantly reduced. Any further rise of the global temperature will have deteriorating impact on people and whole humanity, as well as staying at the current level of emissions.

  • Abstract: The Discussion Paper examines the opportunities that the rising industrial wages in China will bring for Africa. China has been the industrial workbench of the global economy for decades. However, its competitive advantages are waning, particularly for labour-intensive assembly activities in the clothing, shoe, electronics and toy industries. The Chinese government estimates that up to 81 million low-cost industrial jobs are at risk of relocation to other countries - unless China can keep the companies in the country through automation. Against this background, three complementary studies were carried out. The first examines where the automation technology for clothing and footwear production stands today; the second, how clothing companies in China deal with the cost pressure: to what extent they automate, relocate within China or abroad and how great is the interest in Africa as a production location. The third part is devoted to Africa’s competitiveness in clothing assemly, with empirical findings from Ethiopia and Madagascar. The Discussion Paper shows that the manufacture of clothing can already be robotized today, but that for sewing, robotization will probably remain more expensive than manual labor in the next 15-20 years. China’s companies are investing heavily in the automation of all other production processes and at the same time shifting production to neighbouring Asian countries. In Africa, only Ethiopia is currently competitive in the manufacture of clothing, and here too there are significant institutional difficulties in absorbing large amounts of direct investment.

  • Abstract: This study provides early ex-post empirical evidence on the effects of provisionally applied Economic Partnership Agreements (EPAs) on two-way trade flows between the European Union (EU) and the African, Caribbean and Pacific Group of States (ACP). Employing the gravity model of trade, we do not find a general EPA effect on total exports from ACP countries to the EU nor on total exports from the EU to ACP countries. We do, however, find heterogeneous effects when focusing on specific agreements and economic sectors. While the agreement between the EU and the Caribbean Forum (CARIFORUM), which concluded several years ahead of the other EPAs in 2008, if anything, reduced imports from the EU overall, the provisional application of the other EPAs seems to have at least partly led to increased imports from the EU to some partner countries. More specifically, the estimation results suggest an increase in the total imports from the EU only in the Southern Africa Development Community (SADC) EPA partner countries. On the sectoral level, by comparison, we find increases in the EU’s agricultural exports to SADC, Eastern and Southern Africa (ESA) and the Pacific. Lastly, in the area of manufactures trade, we find decreases of exports of the ESA and SADC countries to the EU, but increases in imports from the EU into SADC countries. While this early assessment of the EPA effects merits attention given the importance of monitoring future implications of these agreements, it is still too early for a final verdict on the EPAs’ effects and future research is needed to investigate the mid- and long-term consequences of these agreements.

  • Abstract: Socially Responsible Public Procurement (SRPP) is a tool to use the market power of the public sector to trigger private companies to provide socially responsible products and services. In this sense, SRPP contributes to achieving SDG 12 of the Agenda 2030 (“Ensure sustainable consumption and production patterns”). However, while regulations at EU level and within the member states encourage SRPP, German municipalities lack effective implementation of social criteria in their tenders. This gap seriously decreases the triggering effect of the country’s procurement expenditures of which municipalities account for more than 50 per cent. By triangulating interview data with secondary literature, this paper identifies success factors and triggers for the introduction and consolidation of SRPP practices in German municipalities. Our research shows that there is not one gold standard of implementing SRPP in a municipality (as suggested by most existing toolboxes and handbooks on the topic). Rather, our paper presents a compilation of various different entry points from which practitioners may embark on fitting pathways. Beyond this, we have translated the most crucial success factors and triggers into nine recommendations for political action, for example, with regard to clear and ambitious regulations; measures to ensure broad support for SRPP within the municipal administration; and approaches for a more strategic procurement management. Our research also highlights the role played by individuals, that is, the importance of personal commitment for successful implementation of SRPP. This finding, however, is problematic when it comes to transferring and upscaling good practices. To reach a high level of broad and ambitious SRPP action, the balance between individual, regulatory and institutional measures has to change for the benefit of the latter two.

  • Abstract: Public Procurement is a highly regulated process ruled by a complex legal framework. It comprises not only national but also, increasingly, sub- and supranational regulations, giving rise to a multi-level regulatory governance of public procurement. The integration of sustainability aspects into public procurement, as called for in goal 12.7 of the Sustainable Development Goals (SDGs) of the Agenda 2030, needs to take this multi-level character into account. This reports focuses on social considerations, which are a central part of sustainable procurement – whether with a domestic focus or along international value chains. Social considerations have been somewhat neglected in Europe, whereas they feature prominently in procurement regulations in many countries of the Global South, especially in Sub-Saharan Africa (SSA). The advanced process of regional integration in the European Union (EU) and the progress made towards integration in some regional economic communities in Sub-Saharan Africa call for deeper analyses of the influence of the higher levels of the regulatory framework on the lower levels. The question is whether public entities, from the national down to the local level, are required or at least have the option to integrate socially responsible public procurement (SRPP) into their procurement processes and tenders, or at least have the option to do so. This report is conducted as part of the project “Municipalities Promoting and Shaping Sustainable Value Creation (MUPASS) - Public Procurement for Fair and Sustainable Production”, implemented by DIE in cooperation with Service Agency Municipalities in One World (SKEW) with funds from the Federal Ministry of Economic Cooperation and Development (BMZ) and compares public procurement in Germany and Kenya. In both countries, the multi-level regulatory frameworks allow for SRPP regulations and practices ar the national and sub-national levels of government. There is, however, an implementation gap for SRPP in Germany and Kenya that appears to be independent from the specifics of the respective regulatory framework. To tackle this, supportive measures, such as capacity building, are key. Furthermore, Regional economic communities, such as the EU and the Common Market for Eastern and Southern Africa (COMESA), can play a role in promoting SRPP, even without introducing mandatory provisions. At the other end of the multi-level regulatory spectrum, municipalities in the EU had and have an important role in SRPP implementation, that might be replicable by sub-national public entities in Kenya and other contexts.

  • Abstract: On 22 January 2019, France and Germany signed the Aachen Treaty. Therein, 56 years after the Elysée Treaty, re-emphasising their support for multilateralism, sustainable development and development cooperation. Despite the ambitions expressed in this document, the signing of the Treaty calls for reflection: to what extent does this type of agreement indeed lead to joint operational approaches and have a real impact on French–German cooperation? To answer this question, this Briefing Paper analyses the obstacles to a closer French–German cooperation in the field of sustainable international development. It focuses on how these commitments are put into practice at the level of political coordination and project implementation. The analysis is based on about 20 interviews with representatives of French and German ministries, development agencies and think tanks. It finds that things get most complicated at the level of political coordination. Three main obstacles are identified: slightly diverging strategic visions; an incompatibility between institutional structures concerning the degree of specialisation and the mandates of the ministries responsible for steering aid, as well as the degree to which development agencies are involved in strategic decision-making; and cultural particularities regarding communication and time management. Five recommendations are proposed: 1. Protect what has been achieved: the alignment between France and Germany at the political and project implementation levels is an asset in an international context where the focus on national interests is increasing. Such cooperation should thus continue to be supported and reinforced. 2. Channel the political momentum to the working level: in order to reinforce their coordination, the two countries could establish a solid and regular follow-up mechanism for each commitment, detailing joint actions, shared objectives and milestones. 3. Promote mutual knowledge and trust: personnel exchange between the departments, as well as deep dive sessions on the two countries’ activities and strategies would allow increased understanding of each other. 4. Share best practices: a balanced and respectful French–German collaboration could be encouraged by the sharing of practices for which one country is more advanced or better positioned than the other (such as the French interministerial coordination or the German project evaluation and monitoring procedures). 5. Act jointly or divide the work: in the run-up to each joint Franco-German action, make a deliberate and conscious decision whether the two countries have an interest to act jointly or to divide the work. This decision would allow maximisation of the impact, either by specialising or by working together.

  • Abstract: According to the International Panel on Climate Change, climate change will affect the rivers leading to the Mediterranean, desertification will increase, rise in sea level will affect coastal settlements, and crop productivity will decrease in the region. Therefore, climate change is an important issue for the Mediterranean region. The European Union (EU) is a frontrunner in climate change policy, committing itself to a decarbonized economy by 2050. The EU also promotes climate action in the world through its climate diplomacy. Such EU action in promoting the norm of climate action can be explained with reference to EU’s economic interests. In this paper, I analyse whether the EU serves its economic interests by promoting climate action in its neighbourhood policy towards Egypt. Based on documentary analysis, this paper argues that European companies benefitted from the market-based solutions adopted by the Kyoto Protocol in Egypt, exported renewable energy technologies to Egypt and face a level-playing field in terms of regulations promoted for them by the EU in Egypt.

  • Abstract: In 2019, European governments’ combined defence spending, when measured in constant 2015 US dollar terms, surpassed the level reached in 2009, before the financial and economic crisis led to a series of significant defence-spending cuts. However, a different strategic paradigm – one that Europe is struggling to adjust to and which is once more a concern for European governments – has re-appeared in this past decade: great-power competition. Russia attempted to change international borders in Europe through the use of force in 2014 by annexing Crimea and continues to support an armed insurgency in eastern Ukraine. Moscow’s challenge to Euro-Atlantic security exists in multiple dimensions: as both a conventional military and also a hybrid-warfare issue, with Russia working to dislocate existing societal alignments and disrupt political processes in Western states. The poisoning of a former Russian intelligence officer (and of his daughter) in the United Kingdom, attributed by the British government to Russia, underlines further how much the character of conflict has changed. How to manage the challenge Russia poses without simply reverting to Cold War logic remains a worrying problem for governments in NATO and the European Union member states. Meanwhile, European security establishments are beginning to recognise the growing political, economic and military influence of a rising China. Although less of an immediate challenge, China’s growth in these areas has possible profound consequences in the long run. Indeed, in December 2019, NATO declared: ‘We recognise that China’s growing influence and international policies present both opportunities and challenges that we need to address together as an Alliance.’2 For the United States, China has already become the pacing military threat. The US Indo-Pacific Strategy Report, released in June 2019, opens with the assertion that ‘the Indo-Pacific is the Department of Defense’s priority theater’. In other words, the European theatre is not. European analysts and officials have begun to wonder whether the US might begin to see Europe through an Asian lens, seeking to generate European commitments to the Indo-Pacific region, or at the very least getting Europeans to take on greater responsibility for their own security and thereby freeing up US resources. Although there will be some elements of the US military presence in Europe that are indispensable to US military action in other regions of the world, that might not be enough to sustain Washington’s firm commitment to European security in the future, regardless of who occupies the White House. Significantly, not even the US has the capability to fight two major wars simultaneously any more, meaning binary choices regarding focus are inevitable. As some observers have argued, Europeans need to urgently assess what Washington’s choices in this regard – and their implications for Europe – might look like. Considering both how to deter Russia and what a European contribution to containing China might entail represents a major challenge for Western European nations, which have relegated defence to a secondary position, as almost a discretionary activity. European states partially demobilised in the 1990s and early 2000s, intellectually and in terms of their force structures, in response to the end of the Cold War. For example, according to IISS data, in 1990 West Germany alone was thought to be able to field 215 combat battalions and the UK 94. Today it is a fraction of that. However, security challenges relating to regional instability, crisis management and transnational terrorism – which all dominated the previous two decades – have not disappeared. On the contrary, all these still demand attention and the investment of European resources. While there is a growing recognition among Europe’s analytical community, and some governments, that things cannot simply continue as before in terms of regional security and defence, coherence and resolve among core actors in the Euro-Atlantic sphere have weakened. The US administration has intensified its call for better transatlantic burden sharing, at the same time displaying a cavalier attitude to the collective-defence commitment enshrined in NATO. France’s President Emmanuel Macron has also expressed severe doubts about the viability of NATO’s collective-defence mission. In addition, the British decision to leave the European Union in 2020 implies that the EU has lost one of its most militarily experienced and one of its most capable member states. There is a tendency among many observers and some politicians to argue that European NATO and EU member states need to clarify the political dimension of their defence ambition, via-à-vis greater strategic autonomy, before resolving the problem of how to meet this ambition militarily, at what cost and in what time frame. Indeed, at times, the debate about European strategic autonomy seems to focus more on the degree of independence from the US that its various proponents would like to achieve and less on the military requirement that autonomy is meant to respond to. It is now widely accepted across Europe that Europeans need ‘to do more’ for their own security and defence. Most of the intellectual energy allocated to this aspiration is spent on achieving better coordination – and even a level of integration – among European armed forces. This is useful, but only if it is directed at building capability to provide for the defence of Europe. The existing military capabilities of the European NATO member states fall short when compared to the force requirements generated by the political–military level of ambition as defined by NATO, or for that matter the EU.5 However, this should not be an excuse to lower the level of ambition, nor should the assumption that Europeans are unable to defend themselves be declared an inevitability. Defence output is the result of political, financial and military choices by governments. To think systematically about the challenge of providing capabilities that can meet Europe’s emerging military requirements, The International Institute for Strategic Studies and the Hanns Seidel Foundation convened a group of thinkers and practitioners from Germany and the UK. The group took seriously the US assertion that Europe needs to be able to provide for its own defence. If Europeans can achieve this, they will be valuable partners to the US in upholding and strengthening the liberal international order on which Euro-Atlantic prosperity and security depend. Meeting twice in 2019, the group discussed threat assessments, debated European capability gaps and scoped potential approaches to addressing them. The following pages draw on the group’s deliberations but do not represent a consensus position.

  • Abstract: Throughout the 1930s and early 1940s, approximately ninety thousand German Jews fled their homeland and settled in the United States, prior to that nation closing its borders to Jewish refugees. And even though many of them wanted little to do with Germany, the circumstances of the Second World War and the postwar era meant that engagement of some kind was unavoidable—whether direct or indirect, initiated within the community itself or by political actors and the broader German public. This book carefully traces these entangled histories on both sides of the Atlantic, demonstrating the remarkable extent to which German Jews and their former fellow citizens helped to shape developments from the Allied war effort to the course of West German democratization.

  • Abstract: The Peel Commission (1936–37) was the first British commission of inquiry to recommend the partition of Palestine into two states. The commissioners made their recommendation after listening to several weeks of testimony, delivered in both public and secret sessions. The transcripts of the public testimony were published soon afterward, but the secret testimony transcripts were only released by the United Kingdom’s National Archives in March 2017. Divided into two parts, this article closely examines the secret testimony. Part I discusses how the secret testimony deepens our understanding of key themes in Mandate history, including: the structural exclusion of the Palestinians from the Mandate state, the place of development projects in that structural exclusion, the different roles played by British anti-Semitism and anti-Arab racism, and the importance of the procedural aspects of committee work for understanding the mechanics of British governance. Part II extends this analysis by focusing on what the secret testimony reveals about how the Peel Commission came to recommend partition.

  • Abstract: The liberal international order, erected after the Cold War, was crumbling by 2019. It was flawed from the start and thus destined to fail. The spread of liberal democracy around the globe—essential for building that order—faced strong resistance because of nationalism, which emphasizes self-determination. Some targeted states also resisted U.S. efforts to promote liberal democracy for security-related reasons. Additionally, problems arose because a liberal order calls for states to delegate substantial decisionmaking authority to international institutions and to allow refugees and immigrants to move easily across borders. Modern nation-states privilege sovereignty and national identity, however, which guarantees trouble when institutions become powerful and borders porous. Furthermore, the hyperglobalization that is integral to the liberal order creates economic problems among the lower and middle classes within the liberal democracies, fueling a backlash against that order. Finally, the liberal order accelerated China's rise, which helped transform the system from unipolar to multipolar. A liberal international order is possible only in unipolarity. The new multipolar world will feature three realist orders: a thin international order that facilitates cooperation, and two bounded orders—one dominated by China, the other by the United States—poised for waging security competition between them.

  • Abstract: The making of the international system from c. 1500 reflected distinctively maritime dynamics, especially “gunboat diplomacy,” or the use of naval force for commercial gain. Comparisons between civilizations and across time show, first, that gunboat diplomacy was peculiarly European and, second, that it evolved through stages. For the majority of the modern era, violence was central to the commercial strategies of European state, private, and hybrid actors alike in the wider world. In contrast, large and small non-Western polities almost never sought to advance mercantile aims through naval coercion. European exceptionalism reflected a structural trade deficit, regional systemic dynamics favoring armed trade, and mercantilist beliefs. Changes in international norms later restricted the practice of gunboat diplomacy to states, as private navies became illegitimate. More generally, a maritime perspective suggests the need for a reappraisal of fundamental conceptual divisions and shows how the capital- and technology-intensive nature of naval war allowed relatively small European powers to be global players. It also explains how European expansion and the creation of the first global international system was built on dominance at sea centuries before Europeans’ general military superiority on land.

  • Abstract: The Syrian conflict has magnified threats to minorities with long-term implications both within and beyond Syria’s borders. The deployment of excessive firepower by the Russian and Iranian-backed Assad regime, and the concurrent rise of Islamic extremism have had both direct and indirect impacts on minorities. Local, regional, and international actors have weaponized minority groups to bolster their influence, further intensifying schisms in the Syrian social fabric and in the international community as a whole. The flow of one million Syrian refugees to Europe between 2015 and 2016 strengthened an already powerful wave of anti-immigration, nationalist populism throughout the continent and across the Atlantic. As an openly Islamophobic and, more implicitly, anti-Semitic movement, the wave has contributed to widening the scope of the Syrian conflict’s schismatic effects beyond the country’s borders.
