  • Abstract: Ukraine is once again at a potential turning point in its young history. It missed the opportunity at independence and during the Orange Revolution to make a decisive break with an authoritarian past and move decisively toward an open, market-oriented society. Yet Ukrainian civil society remained vibrant and late last year once again spoke out against the country's authoritarian and corrupt leaders. As a result of the protests from an enraged citizenry, then-President Viktor Yanukovych fled the country for Russia.

  • Abstract: This paper looks at the trade policy landscape of the EU and the wider Europe, with a focus on issues arising from the signature on 27 June 2014 of Deep and Comprehensive Free Trade Agreements (DCFTAs) between the EU and three East European countries (Georgia, Moldova and Ukraine), and actual or prospective issues relating to the customs union of Belarus, Russia and Kazakhstan (BRK), and the Eurasian Economic Union whose founding treaty was signed on 29 May 2014.The huge expansion of intercontinental free trade area negotiations currently underway, in which the EU is an active participant alongside much of the Americas and Asia, stands in contrast with Russia's choice to restrict itself to the Eurasian Economic Union, which is only a marginal extension of its own economy. Alone among the major economies in the world, Russia does not seek to integrate economically with any major economic bloc, which should be a matter of serious concern for Moscow. Within the wider Europe, the EU's DCFTAs with Ukraine, Moldova and Georgia are a major new development, but Russia now threatens trade sanctions against Ukraine in particular, the economic case for which seems unfounded and whose unilateral application would also impair the customs union.The Belarus-Russia-Kazakhstan customs union itself poses several issues of compatibility with the rules of the WTO, which in turn are viewed by the EU as an impediment to discussing possible free trade scenarios with the customs union, although currently there are far more fundamental political impediments to any consideration of such ideas. Nonetheless, this paper looks at various long-term scenarios, if only as a reminder that there could be much better alternatives to the present context of conflict around Ukraine.

  • Abstract: Paul De Grauwe ' s fragility hypothesis states that member countries of a monetary union such as the eurozone are highly vulnerable to a self – fulfilling mechanism by which the efforts of investors to avoid losses from default can end up triggering the very default they fear. The authors test this hypothesis by applying an eclectic methodology to a time window around Mario Draghi ' s " whatever it takes " (to keep the eurozone on firm footing) pledge on 26 July 2012 . This pledge was soon followed by the announcement of the Outright Monetary Transactions (OMT) program me (the prospective and conditional purchase by the European Central Bank of sovereign bonds of eurozone countries having difficulty issuing debt) . The principal components of eurozone credit default swap spreads validate this choice of time frame . An event study reveals significant pre – announcement contagion emanating from Spain to Italy, Belgium, France and Austria. Furthermore, time – series regression confirms frequent clusters of large shocks affecting the credit default swap spreads of the four eurozone countries but solely during the pre – announcement period. The findings of this report support the fragility hypothesis for the eurozone and endorse the Outright Monetary Transactions programme.

  • Abstract: The Ukraine crisis brought European energy security and with it the Southern Gas Corridor back into the spotlight. The crisis is far from over, but it is already clear that both the scope and nature of Russia's relations with the European Union (EU) and the United States cannot remain unchanged. As the strategic context changes and Europe becomes more and more concerned about Russia's behaviour and reliability as an energy supplier, particularly for natural gas, the relative importance of alternative sources will grow further. Europe is in the midst of rethinking its entire energy and gas supply security strategy. The Southern Gas Corridor can and should be a critical component in this context, while its prospects should be assessed realistically. It is by no means a short-term solution, yet in the medium-term, the Corridor has the potential to become a major source of gas for Europe. The EU should deploy robust energy diplomacy as well as resources to speed up its development.

  • Abstract: This paper examines the amount of slack in the UK labor market and finds the downward adjustments made by the Monetary Policy Committee (MPC) to both unemployment and underemployment invalid. Without evidence to support its assessment of the output gap, the MPC reduces the level of unemployment based on its claim that long-term unemployment does not affect wages. The authors produce evidence to the contrary and present arguments on why the MPC's halving of the level of underemployment in the United Kingdom is inappropriate. Bell and Blanchflower set out arguments on why they believe the level of slack is greater than the MPC calibrates. Consistent with that is the fact that real wages in the United Kingdom continue to fall.

We share this planet with over seven billion fellow human beings, too many of whom face extraordinary challenges in building a life free of poverty, indignity, powerlessness and fear. While a small number of people are using the most resources, simultaneously too many are unable to lead lives in which they can flourish and live with dignity.

  • Abstract: Later this year, the mandate of one of the most successful NATO maritime missions in history - counterpiracy operations off East Africa in the Gulf of Aden region - will expire. The question presently facing NATO's 28 members states is whether to subsequently retain a presence in a region where the threat is now considerably reduced, or alternatively, refocus resources to where they are conceivably needed more to secure Allied interests. This paper makes the case for judicious consideration of a potential rebalance to Africa's new maritime hotspot: the Gulf of Guinea to the continent's West where threats to regional, Euro-Atlantic and international security and prosperity are on the rise. While recognizing that any decision to realign strategic priorities is ultimately a political one, this paper explains why the factors to justify greater Alliance capacity building (Cooperative Security) in the Gulf of Guinea region already exist in four vital respects: (1) Allied interests at stake; (2) international legitimacy for action; (3) established strategic guidance for the employment of Allied maritime and other means outside NATO territory; (4) relevant Allied operational competencies and expertise.

  • Abstract: In October 2013, Prime Minister Stephen Harper announced that the Government of Canada had reached a "political agreement" with the European Union on the Comprehensive Economic and Trade Agreement (CETA). The timing of Mr. Harper's statement was not coincidental. Evidence suggests that talks between Canada and the European Union are actually continuing several months after his announcement, if only on technical elements. Nonetheless, it seems the Government of Canada wanted to signal that a successful end to Canada-EU talks was in sight, just as talks between the United States and the European Union were getting under way towards the Trans-Atlantic Trade and Investment Partnership (TTIP). The Canadian government did not want to risk a redirection of European energies away from the Canadian negotiation toward their American counterparts.

  • Abstract: Soaring prices in European alternative energy stocks and their subsequent tumble have attracted attention from both investors and academics. This paper extends recent research to an international setting and analyzes whether the explosive price behaviour of the mid-2000s was driven by rising crude oil prices and an overall bullish market sentiment. Inflation-adjusted US alternative energy stock prices do not exhibit signs of explosiveness. By contrast, we find strong evidence of explosive price behaviour for European and global sector indices, even after controlling for a set of explanatory variables. Interestingly, while the sector indices plunged with the outbreak of the global financial crisis, idiosyncratic components continued to rise and did not start to decline until after world equity markets had already begun to recover in 2009. This finding suggests a substantial revaluation of alternative energy stock prices in light of intensifying sector competition and shrinking sales margins, and casts some doubts on the existence of a speculative bubble. Nevertheless, this paper observes temporary episodes of explosiveness between 2005 and 2007 followed by rapid collapses, indicating the presence of some irrational exuberance among investors.

  • Abstract: Energy saving has been a stated policy objective of the EU since the 1970s. Presently, the 2020 target is a 20% reduction of EU energy consumption in comparison with current projections for 2020.   • Abstract: Russia's annexation of the Crimea and subsequent meddling in Ukraine does not constitute a game-changer. It is just a reminder that at least since the war with Georgia in 2008 Russia has been and still is playing the same game: a "game of zones",aimed at (re)establishing an exclusive sphere of influence. Many of us Europeans had forgotten that, or had pushed it to the back of our minds, preferring to believe that we were not engaged in a zero-sum game in our eastern neighbourhood.

  • Abstract: Like other regions of the world, the EU is developing biofuels in the transport sector to reduce oil consumption and mitigate climate change. To promote them, it has adopted favourable legislation since the 2000s. In 2009 it even decided to oblige each Member State to ensure that by 2020 the share of energy coming from renewable sources reached at least 10% of their final consumption of energy in the transport sector. Biofuels are considered the main instrument to reach that percentage since the development of other alternatives (such as hydrogen and electricity) will take much longer than expected.

  • Abstract: Despite renewed interest in an EU industrial policy, the concept remains particularly elusive because it has no universal definition. This paper relies on a broad and inclusive definition of industrial policy proposed by Warwick (in an OECD working paper) to provide a clearer picture of what the concept encompasses when applied to the EU. It therefore includes an original visual taxonomy of the EU policies that constitute industrial policy. It can serve as a guiding framework for reflecting on industrial policy in the EU.

  • Abstract: It has long been acknowledged that the members of the European Parliament (MEPs) act in a complex political setting. They represent national parties and are elected nationally, and their campaigns are often built around domestic issues. However, in the European Parliament (EP), the MEPs mostly work within transnational party groups, which form the main channel through which they can influence European decision-making. Although most national parties have affiliated themselves to party groups with similar ideological leanings, the views of the MEPs' national parties and their European party groups do not always overlap. In such situations, the MEPs are forced to choose between their different 'principals'. This raises several questions: Who do the MEPs ultimately represent? To what degree do domestic political factors and national concerns condition their behaviour in the EP? And to what extent do the political cleavages in the EP reflect the conflict lines in national politics?

  • Abstract: Drawing on the history of statebuilding in Western Europe, fiscal sociology has proposed the existence of a mutually reinforcing effect between the emergence of representative government and effective taxation. This paper looks at the case of Benin, a low-income West African country that underwent a fairly successful democratization process in the early 1990s. It finds, in contrast to previous studies that have emphasized dependency on aid rents, that Benin appears to have reinforced its extractive capacities since democratization. However, the effect of democratization has been largely indirect, while other factors, such as the influence of the International Financial Institutions (IFIs) and the size of the country's informal sector, have played a more direct role in encouraging or inhibiting tax extraction. Nevertheless, the hypothesis that effective taxation depends on a quasiconsensual relationship between government and taxpayers finds some confirmation in the Beninese case.

  • Abstract: The starting point of the paper is the spatial characteristics of slums when it seeks to explain why rulers tend to neglect the welfare of their dwellers: they don't have to. Their economies are fairly closed. While located close to the centers of power, their high population density implies that they cover small space and are easy to cordon off in case of danger. The ease of control from the outside allows rulers to spend less attention to the control of their complex inside. Particularly when a slum is based on shack architecture, the high degree of mutual monitoring among dwellers may cause sharp shifts in the control regime of crime. The emphasis on spatial configurations motivates the focus on one specific slum: Mathare Valley. Paths back to colonial rule are outlined. The paper is stylistically unkempt.

  • Abstract: Over 12,000 fighters from at least 81 countries have joined the civil war in Syria, and the numbers continue to grow. Around 2,500 are from Western countries, including most members of the European Union, the United States, Canada, Australia, and New Zealand. There are also several hundred from Russia. But the great majority are from the Arab World. Most are fighting with rebel groups, and increasingly with the most extreme among them; but many are also fighting with the Government, or with ethnic or faith communities that are trying to protect themselves from both sides. A lot are young, often teenagers, and a fair percentage of those arriving from non-Muslim majority countries are converts to Islam. These and others who share their faith commonly express their motivation as a religious obligation to protect fellow Muslims from attack. This sense of duty is captured by their loose use of the word 'jihad'.

  • Abstract: Moscow's aggression against Ukraine has truly been a “game changer” for the Atlantic Alliance. Its implications for NATO's further evolution can hardly be over-estimated and after the likely shoot-down of a Malaysian civil aircraft over Ukrainian territory, controlled by pro-Russian rebels, the situation is even more unpredictable. Even if the catastrophe has put heavy political pressure on President Putin to reduce Russian involvement in Ukraine, Moscow is still not likely to revert the annexation of the Crimean peninsula. As a result, the crisis will dominate the international security debate for a long time to come. Thus, signs of resolve directed at Russia, measures to reassure the NATO members in Eastern Europe and indications of further cooperation with Ukraine will rank very high on the agenda of the NATO summit in Wales in September 2014. With the draw-down of the operation in Afghanistan, some Allies tend to see NATO's future role as primarily to preserve the territorial integrity of its member states. Hence, they argue in favour of a “back to basics” approach with an Alliance concentrated on its defence mission, according to Article 5 of the Washington Treaty.

  • Abstract: The crisis in Ukraine, which culminated in Russia's annexation of the Crimea, marks a new low in NATO-Russia relations. While this relationship had been deteriorating for quite some time, Moscow's role in the Ukraine crisis revealed a geopolitical agenda that caught many observers by surprise. In the course of just a few weeks Russia clearly emerged as a revisionist power, behaving in a manner reminiscent of the "predatory nation-states from the 19th century" and changing borders by force in order to deny a neighbouring country the choice to determine its own alignments.

  • Abstract: When U.S. President Barack Obama cancelled a scheduled September 2013 summit meeting with his Russian counterpart, Vladimir Putin, “lack of progress on issues such as missile defense” was cited as the primary justification. Despite widespread and well founded assumption that the real trigger for the cancellation was the Russian decision to offer temporary asylum to Edward Snowden, the citing of missile defense was indicative. The comment marked one of the periodic plateaus of mutual frustration between the United States and Russia over U.S. attitudes to missile defense capability, stemming from a continued failure to achieve meaningful dialogue over U.S. plans and Russian fears.

  • Abstract: Prima facie, competitiveness adjustments in the eurozone, based on unit labor cost developments, appear sensible and in line with what the economic analyst might have predicted and the economic doctor might have ordered. But a broader and arguably better—Balassa-Samuelson-Penn (BSP)—framework for analyzing these adjustments paints a very different picture. Taking advantage of the newly released PPP-based estimates of the International Comparison Program (2011), we identify a causal BSP relationship. We apply this framework to computing more appropriate measures of real competitiveness changes in Europe and other advanced economies in the aftermath of the recent global crises. There has been a deterioration, not improvement, in competitiveness in the periphery countries between 2007 and 2013. Second, the pattern of adjustment within the eurozone has been dramatically perverse, with Germany having improved competitiveness by 9 percent and with Greece's having deteriorated by 9 percent. Third, real competitiveness changes are strongly correlated with nominal exchange rate changes, which suggests the importance of having a flexible (and preferably independent) currency for effecting external adjustments. Fourth, internal devaluation—defined as real competitiveness improvements in excess of nominal exchange rate changes—is possible but seems limited in scope and magnitude. Our results are robust to adjusting the BSP framework to take account of the special circumstances of countries experiencing unemployment. Even if we ignore the BSP effect, the broad pattern of limited and lopsided adjustment in the eurozone remains.

  • Abstract: The peace process to end the 30-year-old insurgency of the Kurdistan Workers' Party (PKK) against Turkey's government is at a turning point. It will either collapse as the sides squander years of work, or it will accelerate as they commit to real convergences. Both act as if they can still play for time – the government to win one more election, the PKK to further build up quasi-state structures in the country's predominantly- Kurdish south east. But despite a worrying upsurge in hostilities, they currently face few insuperable obstacles at home and have two strong leaders who can still see the process through. Without first achieving peace, they cannot cooperate in fighting their common enemy, the jihadi threat, particularly from the Islamic State in Iraq and Syria. Increasing ceasefire violations, urban unrest and Islamist extremism spilling over into Turkey from regional conflicts underline the cost of delays. Both sides must put aside external pretexts and domestic inertia to compromise on the chief problem, the Turkey-PKK conflict inside Turkey.

  • Abstract: This paper aims to improve our understanding of how and where global supply-chains link consumers of agricultural and forest commodities across the world to forest destruction in tropical countries. A better understanding of these linkages can help inform and support the design of demand-side interventions to reduce tropical deforestation. To that end, we map the link between deforestation for four commodities (beef, soybeans, palm oil, and wood products) in eight case countries (Argentina, Bolivia, Brazil, Paraguay, Democratic Republic of the Congo, Indonesia, Malaysia, and Papua New Guinea) to consumption, through international trade. Although few, the studied countries comprise a large share of the internationally traded volumes of the analyzed commodities: 83% of beef and 99% of soybean exports from Latin America, 97% of global palm oil exports, and roughly half of (official) tropical wood products trade. The analysis covers the period 2000-2009. We find that roughly a third of tropical deforestation and associated carbon emissions (3.9 Mha and 1.7 GtCO2) in 2009 can be attributed to our four case commodities in our eight case countries. On average a third of analyzed deforestation was embodied in agricultural exports, mainly to the EU and China. However, in all countries but Bolivia and Brazil, export markets are dominant drivers of forest clearing for our case commodities. If one excludes Brazilian beef on average 57% of deforestation attributed to our case commodities was embodied in exports. The share of emissions that was embodied in exported commodities increased between 2000 and 2009 for every country in our study except Bolivia and Malaysia.

  • Abstract: According to its proponents, the Trans-Atlantic Trade and Investment Partnership will stimulate growth in Europe and in the US. Projections endorsed by the European Commission point to positive, although negligible, gains in terms of GDP and personal incomes. In a paradox, these projections also show that any gains in Trans-Atlantic trade would happen at the expense of intra-EU trade reversing the process of European economic integration. Furthermore, recent literature has pointed out several problems in the most influential assessment of the TTIP's effects. Projections by different institutions have been shown to rely on the same Computable General Equilibrium model that has proven inadequate as a tool for trade policy analysis. In this paper we assess the effects of TTIP using the United Nations Global Policy Model, which incorporates more sensible assumptions on macroeconomic adjustment, employment dynamics, and global trade. We project that TTIP will lead to a contraction of GDP, personal incomes and employment. We also project an increase in financial instability and a continuing downward trend in the labor share of GDP. Evaluated with the United Nations model, TTIP appears to favor economic dis-integration, rather than integration, in Europe. At a minimum, this shows that official studies do not offer a solid basis for an informed decision on TTIP.

While modernizing trade rules will benefit businesses of all sizes on both sides of the Atlantic, TTIP will be especially critical for small and medium-sized enterprises (SMEs) that often struggle with the numerous administrative, legal, and regulatory barriers to exporting that slow down trade and hinder innovation. Given their limited financial and human resources, small businesses stand to gain exponentially from a transatlantic agreement that streamlines regulatory and customs processes.

  • Abstract: The advent of Cloud computing as the new underlying global infrastructure of computing presents distinctive new opportunities and challenges for Europe. Cloud computing is transforming computing resources from a scarce to an abundant resource, driving a wave of commoditization in previously high-end software and hardware. For Europe to gain independence from US-based global scale Cloud providers, our view is that it needs to move towards a distributed model of computing with federated governance. Distributed Cloud means the distribution of computation close to the geographic location of the data and the users, as opposed to the centralized model of today. Our research and innovation strategy recommendations reflect this view.

  • Abstract: Since its widespread settlement by Europeans in the 1840s, New Zealand (NZ) has been an agricultural economy. As has been pointed out “there [has been] no serious challenge to the fundamental precept that the country's economy rested on an agricultural foundation” (Macdonald and Thomson 1987, 231), and dairy has been a significant focus of that base. Dairy production was introduced to New Zealand with the clear intent to establish New Zealand as an adjunct to the economic needs of Britain (Hawke 1985). Indeed, the closeness of the relationship between “the Britain of the south” and the metropolitan centre is one of the fundamental characteristics of any environmental history of NZ agriculture (Pawson 2008). This would persist in a material sense for more than a century, until the United Kingdom joined the European Community (EC) in 1973.

  • Abstract: Over the last two decades, the European Union has put in place various policy and regulatory instruments to address climate change and ensure environmental protection. These European efforts, however, have been far from fully successful for a number of reasons, including the difficulty of achieving simultaneously the objectives set by the "2020 Climate and Energy Package" and the inefficient governance mechanisms to pursue them. For this reason, the 2030 policy framework for climate and energy agreed by the European Council in October 2014 proposes a new governance structure which introduces greater flexibility for governments in reaching the targets. While the new structure allows Member States to choose policies that are best-suited to their national energy mix and preferences, it will have to ensure that the commitments undersigned at EU level are respected and the overall targets set by the Commission are met.

Meanwhile, the question of which route or routes such gas would take into the global markets remains unanswered. The various possible routes appear to be problematic either politically or financially, leaving development stifled. However, with the crisis between Russia and Ukraine deepening Europe's interest in diversification of supplies, and with gas field owners and developers eager to monetise the resources, Eastern Mediterranean gas could become a potential source for the European Union.   • Abstract: The Arab uprisings alongside the Ukrainian crisis have triggered the perfect storm. The European Neighbourhood Policy (ENP), developed at the height of enlargement EUphoria, is in tatters. To be fair, its failure is only partly endogenous, and largely due to the dramatic transformation of the neighbourhood – east and south – which no one could have foreseen at the turn of the century. Be that as it may, the EU will have to fundamentally rethink its approach towards its turbulent backyard. To move forward, the EU needs to devise conceptually different approaches to the east and south. In both cases, instability and crises abound. In both, the magnitude of the challenges that the EU faces is so great that down-to-earth realism must be its guiding light. Formulating and pursuing down-to-earth objectives for the neighbourhood that reflect current realities is not cynical. It is responsible.

  • Abstract: Energy is a key factor shaping relations between Europe and North Africa. Due to the Maghreb's strategic role for European energy security, in the last two decades the EU has attempted to promote deeper energy cooperation both with and within the region. The success of the EU's bilateral and multilateral initiatives, however, has been hindered by diverging interests between European countries and their North African counterparts. The upheaval in the region unleashed by the Arab awakening, along with critical socio-economic challenges like population growth and urbanization, are altering this picture. In this context, the EU should urgently rethink its energy cooperation models with the southern partners, seizing the opportunities engendered by the current moment of change in the region.

The economic downturn in the late 1990s and the global shift toward a neo-liberal economic era urged ASEAN countries to rethink their regional integration strategy and to mimic some of the institutional models in Europe.   • Abstract: The aim of this paper is to analyze EU-Turkey relations from an energy perspective. Energy is of mutual strategic interest to Turkey and the EU, insofar as both face serious and multiple energy challenges. Both Turkey and the EU seek to bridge supply and demand, and to establish a more competitive, diverse, secure and sustainable energy system. Common challenges and complementary objectives offer an unparalleled opportunity for the EU and Turkey to intensify cooperation and deepen integration in this field. To that end, this paper discusses the growing relevance of energy in the EU-Turkey relationship, focusing on Turkey's increasing importance in enhancing EU energy security. It then examines how future energy challenges could be turned into opportunities. Turkey and the EU have a lot to gain from close cooperation and deeper integration in the field of energy. However, the full potential of such cooperation and integration can best met by opening the energy chapter in Turkey's accession negotiations.

  • Abstract: After the adoption of a single monetary policy which commits the European Central Bank to maintaining the euro's purchasing power and price stability in the Eurozone, the European Union is facing a new, but equally fundamental challenge: the implementation in a relatively short time of the so-called "Banking Union". Its purpose is twofold: (1) breaking the link between banking and sovereign risk, with the ultimate goal of achieving full protection of EU savers in the event of a crisis; and (2) ensuring uniformity of credit conditions - which are still too fragmented - within the European banking market, to ensure greater EU integration of the financial system. Starting from the Communication in which the European Commission stressed the need for a banking union, this paper intends to explore the complex process towards its establishment by looking at the EU institutional mechanisms and the legal aspects. In particular, the analysis will be based on two building blocks: (1) the Single Supervisory Mechanism, with a single supervisor at the heart of the banking union; and (2) the Single Resolution Mechanism as a new integrated resolution framework and a resolution fund to address the failure of banking institutions. The paper then assesses the next steps for a fully fledged banking union, necessary in order for this new instrument to lay the foundations for a genuine Economic and Monetary Union, thereby fostering financial and economic stability in the euro area and in the EU as a whole.

  • Abstract: Norway – a small northern country with only 5 million inhabitants – is at present a global leader in REDD+ financing. In this paper, we explain why and how this happened by telling the story about the emergence of Norway's International Climate and Forest Initiative (NICFI) in 2007 and its institutionalization in the following years. We emphasize how a set of Norwegian climate policy characteristics prepared the ground for NICFI. These characteristics were the relative absence of less expensive potential emission cuts domestically, a tradition of seeking cheaper emission reduction options abroad, and few fiscal constraints due to high petroleum revenues. When the domestic demand for a more proactive climate policy started to increase from 2006 onward, two Norwegian environmental NGOs, The Rainforest Foundation Norway and Friends of the Earth Norway, exploited the window of opportunity that emerged from the tension between high domestic abatement costs and increasing domestic climate policy demands by proposing a large-scale Norwegian rainforest effort. This proposal resonated well with the new emphasis on reduced deforestation as a promising climate policy measure internationally. Towards the end of 2007, these ENGOs managed to convince a broad majority in Parliament that large-scale financing of measures to reduce deforestation globally should become an important part of Norwegian climate policy. Financing NICFI through the growth in the steadily increasing development aid budget dampened opposition from more fiscally conservative actors and facilitated the rapid set-up of a flexible implementing organization directly linked to some of the most proactive politicians. Several agreements with key rainforest countries were rapidly established, and including ENGOs in policy formulation and implementation helped maintaining the momentum and legitimacy for NICFI as a more permanent solution to Norway's climate policy dilemmas. NICFI's robustness and high level of legitimacy are illustrated by the fact that the initiative has survived the recent 2013 change of government quite intact. However, we also suggest that the long-time survival of the initiative may be dependent on the future of the UNFCCC process as well as the destiny of the national projects.

  • Abstract: In a field experiment in Uganda, we find that demand after a free distribution of three health products is lower than after a sale distribution. This contrasts with work on insecticide-treated bed nets, highlighting the importance of product characteristics in determining pricing policy. We put forward a model to illustrate the potential tension between two important factors, learning and anchoring, and then test this model with three products selected specifically for their variation in the scope for learning. We find the rank order of shifts in demand matches with the theoretical prediction, although the differences are not statistically significant.

  • Abstract: The EU claims to be in the business of “crisis management” – ready if need be to make “robust” military interventions to control conflict, especially in its neighbourhood. In practice, it now prefers to “outsource” such interventions to others, notably the United Nations and African Union (AU), limiting itself to supporting roles. This is not just shabby; it also saps Europe's influence in a world in which European interests and values are increasingly contested. And it places too great a burden on organisations such as the UN and AU. Unless the EU rediscovers a willingness to bear the costs and risks of military operations to control conflict, Europe can expect everintensifying refugee pressure on its southern borders. Although military force will not help in Ukraine or the turmoil of the Middle East, the EU could make a big difference if it were prepared to do more in crisis management in Africa. The EU could contribute to or complement UN or AU efforts in a variety of ways. Responding to the crisis in UN peacekeeping, Ban Kimoon has ordered a review. New EU High Representative Federica Mogherini should do the same, involving outside experts in a stock-take of international efforts to control conflict to Europe's south and commissioning specific proposals to get the EU back to playing a properly responsible security role.

  • Abstract: Since the onset of the Euro crisis in 2009-­‐2010, the EU has introduced a series of far-­‐reaching changes in its institutional architecture for economic and social governance. At the heart of this new architecture is the 'European Semester' of policy coordination, through which the Commission, the Council, and the European Council set priorities for the Union in the Annual Growth Survey (AGS), review National Reform Programmes (NRPs), and issue Country-­‐Specific Recommendations (CSRs) to Member States, backed up in some cases by the possibility of financial sanctions. The European Semester brings together within a single annual policy coordination cycle a wide range of EU governance instruments with different legal bases and sanctioning authority, from the Stability and Growth Pact (SGP), the Macroeconomic Imbalances Procedure (MIP), and the Fiscal Treaty to the Europe 2020 Strategy and the Integrated Economic and Employment Policy Guidelines. This process in turn has given the EU institutions a more visible and intrusive role than ever before in scrutinizing and guiding national economic, fiscal, and social policies, especially but by no means exclusively within the Eurozone (Costamagna 2013; Chalmers 2012).

  • Abstract: In recent decades there has been a gradual transformation in environmental policy away from command-and-control policies and toward the use of more flexible, market-based mechanisms. This transformation is evident in the environmental policy of the United States, and the European Union where many scholars and policymakers have accepted the argument that, in comparison with more traditional regulatory approaches, market-centered solutions offer a cheaper and more efficient way to achieve many environmental policy objectives. While market mechanisms may work in certain economies and certain countries, whether they are appropriate for addressing the problem of climate change for countries without an institutionalized domestic market economy, such as china, is still an open question. This report summarizes the discussions, conclusions, and questions posed during The Harvard- Tsinghua Workshop on Market Mechanisms to Achieve a Low-Carbon Future for China. As the report makes clear, most participants believe that market mechanisms have a powerful role to play in achieving a low-carbon future for China. However, considerable differences emerged among the participants regarding the proper design and implementation of market mechanisms, and sig-nificant questions remain concerning the proper role of market mechanisms in addressing climate change. This report, and the workshop it summarizes, does not attempt to resolve these differences, but aims to contribute to an ongoing discussion on the future of climate policy in China. The re¬mainder of this Introduction describes the context for the workshop, its three thematic sessions, and outlines three over-arching themes that emerged. These themes are explored in the summaries of the three thematic sessions, while the Conclusion raises issues for further research. The impetus for the workshop was laid out in three public keynote speeches that addressed, respec¬tively, China's desire to achieve a low-carbon future, reasons to prefer market mechanisms over other potential solutions, and the importance of sustaining innovation in achieving climate policy objectives. China has adopted pilot cap-and-trade programs in five Provinces and two cities – to¬gether accounting for seven percent of the country's total carbon dioxide emissions. These pilots support a vision of achieving a “third industrial revolution” where economic growth and value-creation is de-coupled from carbon dioxide emissions. Second, market mechanisms are generally preferred by economists to regulation and subsidies as a means to reduce emissions because they achieve reductions at a lower overall cost, tend to direct emissions to their highest-value uses, and demand less institutional capacity since emitters rather than governments decide how to reduce emissions. Third, emissions reductions need to be linked to continual technological and policy in¬novation, as well as the need for proper design and implementation of market mechanisms. This point was emphasized with reference to the European Union Emissions Trading System (EUETS), where initial carbon permit prices were too low to incentivize low-carbon research and develop¬ment. The low initial price of the EUETS made it more palatable to industry, but too low to send a significant market signal due to institutional weaknesses and the economic downturn. The keynote addresses framed the discussion for the remainder of the workshop, which consisted of three off-the-record thematic sessions. Each thematic session focused on a different set of mar¬ket mechanisms to address different facets of the climate policy challenge. The first session exam¬ined instruments designed to limit and reduce emissions of carbon dioxide, either by imposition of a tax designed to internalize the external cost of climate disruption or through establishment of a cap-and-trade system whereby permits to emit carbon dioxide are issued under an overall cap set by government, and which can then be traded as some emitters make efficiency improvements. The second session examined the use of subsidies and other incentives to encourage clean technol¬ogy innovation, and the third session examined the potential for a water-rights trading system to allocate water resources under conditions of increasing scarcity triggered by disruption in precipi¬tation and increased evaporation rates. The workshop concluded with a session devoted to developing a framework for further research and debate on the use of market mechanisms to refine and advance China's climate policy. The framework centered on three over-arching issues concerning market mechanisms: policy mix, innovation systems, and governance. The first of these issues concerns the inclusion of market mechanisms in a broader mix of policy responses, including command-and-control, which may be combined to achieve specific policy objectives. The second concerns the use of market mecha¬nisms to develop, sustain, and enhance innovation systems that continually create new solutions and technologies to achieve a low-carbon future. The third concerns the importance of institutional design and governance systems to ensure the proper functioning of market mechanisms.

  • Abstract: European states have a long history of banking sector nationalism. Control over credit allocation is believed to contribute to economic development and competitiveness goals, insulation from external economic shocks, and control over monetary policy. This paper explains the potentially dramatic loss in domestic control over banks created by the European Banking Union (EBU). First, we argue that ongoing liberalization in the global and European economies has made banking sector protectionism both more costly and conflictual. Second, we contend that because many of the biggest banks have internationalized their operations, they now prefer centralized European regulation and supervision. Third, supporting a modified neofunctionalist argument, we find that behind the sometimes frenetic intergovernmental bargaining in 2012-14, it is primarily the European Commission and the European Central Bank that have pushed Banking Union ahead. Supranational institutions have argued, with some success, that they have unique capacity to solve collective action and prisoners' dilemma problems. Contrary to accepted wisdom, Germany has not set or limited the Banking Union agenda to a great extent, in part because of its own internal divisions. Moreover, the Commission and the ECB have managed at critical junctures to isolate Germany to secure the country's assent to controversial measures.

  • Abstract: It is generally accepted by policymakers that outward foreign direct investment (FDI) can contribute to economic development in host countries via knowledge spillovers to the domestic economy. Given that multinational corporations (MNCs) possess technological or managerial advantages, they can generate positive externalities through the diffusion of knowledge to domestic firms. This knowledge transfer can occur horizontally, if firms in the same sector benefit from the presence of multinationals, or vertically, if upstream or downstream domestic sectors gain from the presence of foreign investors. Yet, whereas the FDI literature has reached a certain level of agreement that vertical relationships with local suppliers generate positive productivity spillovers, the evidence on horizontal spillovers is still mixed and inconclusive, and estimates differ in terms of statistical significance and magnitude (Havranek and Irsova 2013).1 These inconsistencies derive largely from differences in the measurement of foreign presence and the type of data used – cross‐sectional versus panel – across studies (Görg and Strobl 2001). Further, there are determining factors at the firm and country level that enhance the realization of spillovers and need to be taken into account. Görg and Greenaway (2004) show that studies accounting for the heterogeneity of domestic firms, and especially their absorptive capacity, tend to report positive results.

  • Abstract: Today, we are watching how the present stage of world history is coming to an end amid great or even fundamental changes of the geopolitical picture of the world. The twenty-five-year-long partnership between Russia and the West (never easy and never straightforward), which began back in the last years of Soviet perestroika, has ended. It will be probably replaced with a new structure of international cooperation much more pragmatic and devoid of illusions and exaggerated expectations nurtured by Russia rather than the West. It is wrong to expect that when the situation in Ukraine has been stabilized (it will be stabilized sooner or later) the world (or at least the part which stretches from Vladivostok in the east to Vancouver in the west) will go back to its pre-crisis state. There is no way back. The old bridges were burned while new bridges have not yet been built. The paradigm of world development geared at the prospects of long-term partnership (which, for a long time, had looked the only option) was destroyed.

  • Abstract: At the end of the postwar period, the politically shaped configurations of normatively integrated European political economies differed greatly among “social-market” and “liberal market economies.” Such differences persist even though the characteristic achievements of social market economies have since eroded under the pressures of global capitalism and of European integration. Focusing on European integration from a social-market perspective, there is no question that it has widened the range of individual options. But it has also reduced the capacity of democratic politics to deal with the challenges of global capitalism, and it has contributed to rising social inequality and the erosion of public services and transfers. This paper will first summarize those asymmetries of European integration which have done the most to constrain democratic choices and to shift the balance between capital, labor, and the state by establishing an institutional priority of negative over positive integration and of monetary integration over political and social integration. It will then explain why efforts to democratize European politics will not be able to overcome these institutional asymmetries and why politically feasible reforms will not be able to remove the institutional constraints. The changes that would be required to restore democratic capacities to shape the political economy could only have a chance if present veto positions were to be fundamentally shaken. On the speculative assumption that the aftermath of a deep crisis might indeed create the window of opportunity for a political re-foundation of European integration, the concluding section will outline institutional ground rules that would facilitate democratic political action at both the European and national levels.

  • Abstract: This paper attempts a normative assessment of the input and output-oriented legitimacy of the present euro-rescuing regime on the basis of policy analyses examining the causes of present crises, the available policy options, and the impact of the policies actually chosen.   • Abstract: Do employers in coordinated market economies (CME’s) actively defend the non-liberal, market-constraining institutions upon which their strategic coordination and competitive success depends? This paper revisits the debate over firms’ employer preferences with an in-depth examination of employers in Germany – a paradigmatic CME and crucial “test case” for Varieties of Capitalism. It is based on interviews with key officials and an in-depth examination of a large-scale campaign – the New Social Market Initiative or INMS – founded and funded by German metalworking employers to shape public opinion. The paper argues that German employers have a strong preference for liberalization: they have pushed hard for the liberalization of labor markets, the reduction of government expenditures, the expansion of market-oriented freedoms, and cuts to social protection, employment protection and benefit entitlements. I find no empirical support for the claim that the INSM is an attempt to appease discontented firms within employers’ associations. On the contrary: for many employers, the Agenda 2010 reforms did not go far enough. Following the discrediting of the Anglo-American model in the financial crisis, far-reaching concessions by employees, and the unexpected revitalization of the German economy, employers have moderated their demands – but liberalization remains their default preference. This paper also addresses the role of ideas and the conditions under which employer campaigns can influence policy.

  • Abstract: Regional disparities within the European Union have always been perceived as an impediment to monetary integration. This is why discussions on a joint currency, from their very beginning, were linked to compensatory payments in the form of regional policy payments. Structural assistance to poor regions and member states increased sharply at the end of the 1980s. Today, however, fiscal support has to be shared with the new member states in the East. Moreover, due to the financial crisis, the cheap credit that poor EMU member countries enjoyed as a result of interest rate convergence is no longer available. We predict that in the future, some sort of financial aid will have to be provided by rich member countries to poor ones, if only to prevent a further increase in economic disparities and related political instability. We also expect long-lasting distributional conflict between payer and recipient countries far beyond current rescue packages, together with disagreement on the extent of aid required and the political control to be conceded by receiving countries to giving countries. We illustrate the dimension of the distributional conflict by comparing income gaps and relative population size between the center and the periphery of Europe on the one hand and on the other, between rich and poor regions in two European nation-states characterized by large regional disparities, Germany and Italy. While income gaps and population structures are similar in the two countries to those between Northern Europe and the Mediterranean periphery, regional redistribution is much more extensive in the two nation-states. We conclude that this presages a difficult future for the domestic politics of Euroland.

  • Abstract: This paper contributes to the debate on the role of democratic participation in complex systems of governance. It takes a process-oriented constructivist approach asking how transnational activism over time contributes to the construction of access and voice from below and uses the Asia-Europe Meetings (ASEM) to analyze how interactions between civil society and global governance institutions shape concrete forms of participation. The paper shows that transnational activism triggers both discursive and institutional changes within the official ASEM process leading to an informal, fragmented, and fragile institutionalization of civil society participation. However, the paper reveals a division between civil society organizations with some, such as business representatives, having preferential access and voice in comparison to more contentious organizations. The paper explains this fragmented form of democratization as the result of three interrelated processes: the particular history and economic origins of the ASEM; international developments particularly in the ongoing economic crisis; and domestic developments within individual countries (in particular China) which have begun to favor controlled access for civil society participation.

But my focus will be on the origin and applications of the discipline of international history, through an investigation of the Stevenson Chair around which the LSE International History Department grew up; the LSE becoming in turn one of the nuclei from which the subject would spread further, both elsewhere in Britain and overseas. I will underline the practical purposes of the discipline's creators, while highlighting a tension between two intellectual traditions that were present from the outset. The approaching centenary of the outbreak of the First World War is a reminder of how the instability produced by changes in the relative balance of power in an integrated or globalized world may produce cataclysmic events. Jean-Claude Juncker, the veteran Prime Minister of Luxem-bourg and chair of the Eurogroup of finance ministers, started 2013 by warning journalists that they should take note of the parallels with 1913, the last year of European peace. He was referring explicitly to new national animosities fanned by the European economic crisis, with a growing polarization between North and South. Historically, the aftermath and the consequences of such cataclysms have been extreme. George Kennan strikingly termed the 1914–18 conflict 'the great seminal catastrophe of this century'. Without it, fascism, communism, the Great Depression and the Second World War are all almost impossible to imagine.

In that one battle alone the French lost 80,000 dead and the Germans approximately the same. In August and September 1914 Europe, the most powerful and prosperous part of the world, had begun the process of destroying itself. A minor crisis in its troubled backyard of the Balkans had escalated with terrifying speed to create an all-out war between the powers. 1 'Again and ever I thank God for the Atlantic Ocean,' wrote Walter Page, the American ambassador in London; and in Washington his president, Woodrow Wilson, agreed.

  • Abstract: This article was commissioned as a contribution to the 90th anniversary issue of International Affairs , and it seems appropriate to note at the outset the prominent place that Africa has occupied in the pages of the journal since the 1920s. Indeed, a list of authors who have written for it reads as a roll-call of modern African history, in terms of both protagonists and analysts, and I doubt whether any specialist Africanist journal can boast a comparable line-up. A handful of examples may suffice. From the era of European colonial rule, Frederick, Lord Lugard, wrote in 1927 on the putative challenges confronting colonial administrators of 'equatorial' Africa, and Lord Hailey, in 1947, on the issues involved in 'native administration' more broadly; notably, the African perspective on these questions was provided in a piece in 1951 by the eminent Tswana political figure of the early and middle twentieth century, Tshekedi Khama. Former colonial governor Sir Andrew Cohen assessed the place of the new African nations within the UN in a 1960 article. A later generation of African nationalist leaders, the founders and shapers of the continent in its first flush of independence, is also represented: of particular note are pieces on the prospects for the continent by the Tunisian leader Habib Bourguiba and by the Senegalese poet and politician Leopold Senghor, in 1961 and 1962 respectively. And then there are the analysts and commentators, some of whom have become the stuff of legend for the author's own generation: Lucy Mair, Ali Mazrui and Colin Legum, to name but three.

  • Abstract: This paper challenges the conventional wisdom that US power and preferences following World War II led to bilateralism in Asia and multilateralism in Western Europe. It argues that the challenges facing the United States in both regions were similar, as were US policies meant to address them. With some lag, the United States supported the economic recovery of the regional powers it had defeated (Germany and Japan), saw the restoration of regional trade as a prerequisite, sought military bases to assure postwar security, and envisioned rearming its former foes as part of its security strategy. The outcomes in the two regions reflected the preferences and reservations of regional actors. The critical differences between the regions were structural. The existence of middle powers was critical in Europe, the return of colonial powers to Asia precluded regional arrangements in the short term, and geostrategic differences shaped the requisites for regional security.

  • Abstract: As long as Angela Merkel remains chancellor, most Germans seem to be in no rush to find a coalition. This is why the coalition negotiations have been going on for weeks (and may only conclude when this journal goes to print). Nevertheless, the elections have shaken up the German political landscape: the Liberals (FDP) are out of the Bundestag for the first time since 1949 and the euro-sceptical Alternative for Germany (AfD) is in. With the Left Party still outside of the 'consensus spectrum', the Conservatives (CDU), Social Democrats (SPD) and Greens are the only parties eligible for government in either a grand coalition (CDU/SPD) or a Black-Green coalition (CDU/ Greens). But the SPD's reluctance to enter into a grand coalition a second time, after the disastrous results for the party in 2005-09, led many to hope for an innovative progressive-conservative U-turn in Germany, meaning a Black-Green coalition. Indeed, for a moment it seemed like the CDU and the Greens would dare the impossible after what had been called a "fruitful and harmonious exploration". But in the end, it is going to be a grand coalition again, with the likely effect for Europe that austerity will be softened a bit - but in essence, German European policy will remain as it is, slow and reluctant.

  • Abstract: America's diplomacy towards Europe has passed two broad historic phases. A first, isolationist phase, determined in part by America's need to maintain its domestic multinational consensus, was replaced, after World War II and under the Soviet threat, by a policy of hegemonic engagement. The Soviet collapse opened a new era forcing a reinterpretation of America's role in Europe and the world. Four different narratives have emerged: triumphalist, declinist, chaotic or pluralist. If a unipolar American role seems unlikely to persist, American decline is all too possible. A new hegemonic replacement seems unlikely, which makes the pluralist narrative plausible and desirable. This multipolar world will require an adaptation of the Western alliance and a new way of thinking about interstate relations. Confederal Europe, for its experience in bargaining and conciliation, might have much to offer to the new plural world order.

  • Abstract: This article discusses increasing anti-Jewish hatred in the Netherlands, in particular due to the growing Muslim immigrant population there. Though the Dutch government has been traditionally friendly to Israel and there has been proportionately less antisemitism there compared to in other European countries, shocking slanders appear about Israel in the mainstream Dutch media and there has also been an academic boycott of Israel. In addition, Dutch politicians have been afraid to address this rising antisemitism and anti-Jewish hatred for fear of losing the Muslim vote. As a result, it is becoming increasingly difficult for Jews to remain in the country, making the future of the Dutch Jewish community uncertain.

  • Abstract: The orthodox view of the ECHR and its Court as regime in the context of both the EU and UK has been that it has considerable value albeit with systemic flaws. The purpose of this article is to challenge this orthodoxy. Four inter-related submissions are made: that the ECHR has failed human rights conceptually (1); 'good' or lauded decisions of the ECtHR cannot remedy or sufficiently counter-balance this conceptual failure (2); 'bad' decisions further expose and exacerbate the failure (3); the procedural problems of the ECHR regime may contribute to the underlying failure of concept but their resolution cannot solve it (4). These submissions are to provoke a more intense assessment of value and how such value could be enhanced. It may be too late to see any influence on the accession process but this does not reduce the relevance of the critique for the future of human rights in both the EU and the UK. Ultimately an approach to the ECHR system needs to determine whether it continues to be lauded or its influence resisted (thus seeking reform or replacement - the alternative candidates being the EU Charter and/or a national Bill of Rights) and retained only as an iconic scheme of moral importance.

  • Abstract: This reaction piece responds to the article by Andrew Williams entitled 'The European Convention on Human Rights, the EU and the UK: Confronting a Heresy'. In his article, Williams contends that we should not further support the 'orthodox' view that the Convention (ECHR) has been very successful in protecting and promoting human rights across Europe, offering four submissions to that end. It will be argued that Dr Williams' submissions regarding the ECHR's success and the European Court of Human Rights (ECtHR)'s role are not well supported and justified. The relationship between the ECHR and a future UK Bill of Rights will also be explored in the piece, as there is no sufficient link between the author's arguments about the ECHR regime and the UK legal system, making it rather artificial to refer to the UK as a possible model for human rights.

  • Abstract: This short article aims to further the discussion over horizontal review between international organizations started by Deshman in her analysis of the role of the Parliamentary Assembly of the Council of Europe after the H1N1 pandemic. The article compares the historical evolution of the European Parliament to that of the Parliamentary Assembly and examines how the EP's involvement with issues such as human rights and international relations served to build its identity, to gain international recognition, and to obtain more formal powers. It suggests possible additional reasons explaining the PA's willingness to perform horizontal review over action carried out by the WHO, and potential paths for future developments.

  • Abstract: The European Union has gone through a profound development as an international crisis management actor. It was only in 2003 that the common security and defence policy became operational. Since then, the EU has conducted more than 25 civilian and military crisis management missions in many parts of the world. These missions are carried out in the name of the EU whose international legal personality has been formally recognized by the Treaty of Lisbon (Article 47 TEU). At the same time, the EU depends on capable and willing Member States to launch and to carry out an operation under the auspices of its common security and defence policy. The development of the EU as a military actor is remarkable in the light of the EU's historical evolution. In the 1950s, it started as a peace project that was based on economic integration. To prevent the emergence of a new war on the European continent, Robert Schuman proposed linking the coal and steel industries of France and Germany together 'within the framework of an organization open to the participation of the other countries of Europe'. Attempts to create a European army within the European Defence Community failed in 1954. Today, Europe has moved away from being merely a civilian power. When confronted with its inability adequately to respond to the Balkan crisis in its neighbourhood in the 1990s, the Cologne European Council of 1999 marked the birth of the EU's common security and defence policy. A process was put in motion that equipped the EU with the legal capacity and the civilian and military means to engage in 'missions outside the Union for peace-keeping, conflict prevention and strengthening international security' (Article 42(1) TEU). Civilian and military means may be used by the EU to fulfil the socalled Petersberg tasks, that include 'joint disarmament operations, humanitarian and rescue tasks, military advice and assistance tasks, conflict prevention and peace-keeping tasks, tasks of combat forces in crisis management, including peace-making and post-conflict stabilisation' (Article 43(1) TEU). In political statements such as the European Security Strategy the EU has expressed great ambitions as a global security actor and has spoken of its responsibility to contribute to international security.

  • Abstract: If there is one idea that has consistently influenced western foreign policy since the Cold War, it is the notion that extending interdependence and tightening economic integration among nations is a positive development that advances peace, stability, and prosperity. As a post-Cold War idea guiding U.S. and European foreign policy, there is much to be said for it. The absorption of Eastern Europe in both the European Union and NATO helped consolidate market democracy. Globalization led to unprecedented growth in western economies, and facilitated the ascent of China and India, among others, taking billions of people out of poverty. Access to the international financial institutions also offered emerging powers the strategic option of exerting influence through existing institutions rather than trying to overturn them. Some policymakers and experts believe that this process holds the key to continuing great power peace and stability.

  • Abstract: This brief commentary assesses the progress made by Turkey under the Justice and Development Party (the AK Party) toward European Union (EU) membership and democratization. While it acknowledges positive steps, it notes that the goals of EU accession and democratic consolidation remain elusive. One consideration is that the expectations or “goalposts” for both have moved so that, relative to the objectives of those supporting democratic freedoms and Europeanization, progress in Turkey has still been rather modest. While the democratization package of September 2013 offers some hope for democratization, it remains difficult to see substantial progress in terms of joining the EU.

  • Abstract: Do perceptions of Muslim communities differ among receiving European societies? Are attitudes towards Euro-Turks more critical than other groups? Do Euro-Turks feel marginalized and recognize social distance from the majority? This paper presents data from cross-national research projects to assess the social distance between national majority and Muslim minorities, in particular Euro-Turks. It also considers the extent to which religion, ethnicity, and culture help shape Islamophobia and anti-Turkish attitudes. Social distance is not treated as a proxy variable for discrimination or exclusion, but it serves as an indicator of the possible marginalization of Euro-Turks. Further, increasing social distance between majority and minority Muslim groups may also serve as a reliable indicator of a Europe in crisis, confronting its multiple conflicting identities.

  • Abstract: THE NAQSHBANDIYYA is perhaps one of the widest-spread Islamic religious brotherhoods due to its active involvement in political affairs. Its 'strength' comes from the fact it could trace the sheiks of the order as far back as to the Prophet of Islam through his companion Abu Bakr. The silsila (the chain of transmission) of the order also contains some very important figures in Islamic history, like Salman al-Farisi and Bayazid al-Bistami. Despite the importance of the order and its worldwide expansion, the published works on the subject could fill only a small shelf. The order also has a great number of followers in Turkey, including some prominent political figures. Since Shah Bahauddin Naqshband, the founder of the order, the succeeding sheiks of the Naqshbandiyya tarikat (religious order) have currently been handed to Sheikh Nazim al-Kibrisi al-Haqqani, a Turkish Cypriot. The Sheikh has been given the task of expanding the order to the West, and as a result of arduous efforts he has been able to establish some centers in various European and American cities, with the biggest one being in London. Author Tayfun Atay studied this center for his Ph.D. thesis submitted to London University.

  • Abstract: THE SUBTITLE of this one-volume overview of Jewish history presents its main focus as the notion of diaspora, but its twenty-eight chapters are more accurately grasped by dividing them into sub-themes. Chapters 1-9 discuss the development of “diaspora” as a social-historical concept in recent scholarship, and sketch the emergence of the Jewish diaspora from Biblical times (when Israelites and Judeans were exiled by the Assyrian and Babylonian empires), through the diaspora under Roman rule whose benchmark was the destruction of the (second) Jerusalem Temple in 70 of the Common Era. The next section (chapters 10-15) portrays medieval Jewish life, mainly within the context of Christian Europe. Chapters 16-18 are a history of ideas, touching upon major Enlightenment luminaries and some of the reactions of Romantic thinkers. It underlines the (often multivalent) ways that Jews appeared within these intellectual schemes. The emergence of racial ideas, feeding into Nazi ideology and policies, and a condensed history of the Holocaust are presented in chapters 19-27. A final chapter discusses “Zionism, Israel, and the Palestinians,” tailing off in the 1970s.

  • Abstract: How can the European Union (EU) remain a relevant and effective power in a multipolar world? Past studies have sought to address such questions through a focus on the internal constraints the EU faces in its foreign policy. Instead we propose leaving the beaten path by stressing the need for a stronger inclusion of the external perspective in the EU's foreign policy. This need, we argue, becomes increasingly important in a multipolar world as peripheral countries find themselves in a position to side by whichever power presents the most interesting proposition. In a case study on the EU's relations with Kazakhstan we will demonstrate in more detail how the presence of (re-)emerging powers brings new challenges to the front for the EU. Challenges which can best be dealt with by having a good knowledge about what attracts or detracts.

  • Abstract: In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

  • Abstract: The international architecture of the circumpolar Arctic region is unusual in several ways. All countries directly involved – Canada, the USA, Russia and the five Nordic nations, who are also the states members of the Arctic Council – are regarded in other contexts as part of a 'Euro-Atlantic' nexus, and all belong to bodies like the Organization for Security and Cooperation in Europe (OSCE). Yet the classic Euro-Atlantic institutions have so far barely engaged with the new issues created by the opening up of the region though ice melting. NATO does not have an Arctic policy as such, while the OSCE itself and the Council of Europe have been only marginally involved. The European Union has a de facto presence in several dimensions (climate management, the energy market, shipping, research and monitoring etc), but has so far failed to secure the status of an observer at the Arctic Council.

The European Union has also started a process of legitimising itself as an Arctic actor and laying the groundwork for its own Arctic policy. A seminal moment was the European Commission's communication in November 2008, which outlined the first points to be considered when developing an EU Arctic Policy.

  • Abstract: In the last two decades, a scholarly and popular debate has emerged about the salience of geography in shaping the foreign and security policies of states. On one side of the debate, we find the perspective that globalisation, driven by technological evolution, has made geography all but irrelevant. This argument, often termed the "End of Geography" argument, emerged in the 1990s and was strengthened by the post-9/11 identification of international terrorism as the prime threat to international security. Not only was the world ever more interconnected economically, but also threats were a-geographic, partly by virtue of coming from non-state actors.

  • Abstract: The 'new' Arctic is opening a new dimension of global politics. It is most vividly illustrated by the globe and the need to turn it in new directions if we are to grasp the geography of polar issues: all the globes and most of the maps of this world look at the world horizontally, placing the equator horizontally at the middle and inviting the observer to gaze right and left, east and west. The Arctic is a chopped up area located at the northern margins of the map. Google Earth and other electronic maps offer relief – they can be twisted and turned in all directions – but it will take some time before we change our mental maps and find it natural to adopt a polar perspective.

  • Abstract: A concept recently developed by scholars in psychology and biology is "pathological altruism." (Oakley 2013, Oakley et al. 2012). A pathological altruist is defined as "a person who sincerely engages in what he or she intends to be altruistic acts, but who harms the very person or group he or she is trying to help, often in unanticipated fashion; or harms others; or irrationally becomes a victim of his or her own altruistic actions." (Oakley, Knafo, and McGrath 2012: 4). We may relate this concept to Buchanan's Samaritan's dilemma: Buchanan's Samaritan is the altruist, and the pathology is that the recipient will be in the "no work" cell, so that the Samaritan becomes a victim of his own altruistic actions (Buchanan 1975).

  • Abstract: For the first time in United States history, three of the nine justices sitting on the Supreme Court are women. About 33 percent of state and federal court judges in the U.S. are women, slightly higher than the global average of 27 percent. Why does this matter? Scores of empirical studies have attempted to determine whether the gender of a judge makes a difference to his or her decisions. But regardless of whether it does, equal representation for women in the judiciary strengthens the rule of law and should be a goal across the Americas. Increasingly, women in the region have overcome stiff challenges to becoming judges. Although the statistics for Latin American countries are slightly lower overall than in the U.S., they signal impressive progress. [See Table 1] For example, in 2010 18 percent of judges in Brazil's highest court were women, compared to 0 percent in 1998. In Peru, the figure was 23 percent in 2010 versus 6 percent in 1998.

  • Abstract: Commentary on Chilean democracy has evolved from praise to concern since conservative President Sebastián Piñera moved into La Moneda Palace in 2010, bringing the Right to power for the first time in over 50 years. The praise was well-earned. Piñera's victory not only showed the Right's vote-getting ability; the peaceful alternation of power in Chile offered conclusive demonstration of one of the continent's most successful democratic transitions. Nevertheless, the Right's victory, which ended 20 years of government by the center-left Concertación, also coincided with a challenge to perceptions about Chile as a paragon of fiscal discipline and political stability. Contemporary Chile is convulsed by social mobilization, and by demands for redistribution and deep reforms to the economic and social model that was once heralded across the region.

Comment, dans ces conditions, construire une communauté de sécurité pluraliste à l'intérieur de l'espace de l'Union, sans que les voisins ne se sentent exclus ou – ce qui charrie des conséquences similaires – menacés ? Enfin, comment impliquer ces derniers dans la gestion des questions cruciales pour l'UE (immigration illégale, crime organisé, terrorisme, énergie) sans que cela ne soit vécu comme de l'ingérence ? De telles questions ne sont évidemment pas neutres par rapport à l'idée plus ou moins précise de ce que l'UE voudrait être, bien qu'elles ne se confondent pas avec elle. En effet, pour le dire autrement, l'élargissement n'a pas fait qu'intégrer de nouveaux Etats-membres, elle a aussi eu pour résultat immédiat d'instituer des lignes de séparation inédites et, par la suite, de porter les frontières externes de l'Union, à l'Est essentiellement, au contact d'une constellation de voisins jugés différents du point de vue économique, social et politique.
