To an outside observer, Europe acts as a bloc with all 27 member states discussing issues and unanimously making decisions on foreign policy. But behind the scenes lies a tacit agreement that the largest member states with the most resources take the lead. Three of those states are in a category of their own: France, Germany, and the United Kingdom.

François Hollande's election as president of the French republic seems to mark a political rupture, interrupting 17 years of right wing presidencies (under Jacques Chirac and Nicolas Sarkozy) and a decade of conservative government. Hollande claims that he will be a “normal” president, in contrast with Sarkozy's flamboyant style. This paper assesses whether Hollande's presidency truly represents a turning point in France's trajectory by gauging its impact on French foreign policy. The argument elaborated below is that French foreign policy is and will continue to be driven by strong continuities, although differences in style are likely to impinge upon France's role in the world and in the EU.

The JIRD is a global journal with Central European roots. We have established a diverse editorial team of scholars from Europe and North America linked first by a commitment to publish highest quality scholarship in international relations (IR) and development, broadly conceived, regardless of substantive or methodological focus; and second by a common awareness of the contribution the Central and East European (CEE) experience can make to the study of international politics. We envision the JIRD as a globally relevant journal with a CEE touch. This does not mean dealing primarily with CEE themes, although the region will naturally remain more strongly in focus than in comparable IR journals. More profoundly, it means nurturing both CEE IR scholarship and also the broader transnational scholarly context in which it develops.

What role do media play in international relations is the major question that this article attempts to answer. It argues that media have quite limited impact on international affairs and foreign policy process and that the political discourse still prevails over the one of the media and the public in the contest of power in democratic societies. With this Special Issue the editorial team fulfils a campaign promise, so to speak. In our original proposal to assume the editorship of the Journal of International Relations and Development, we proposed three special features: a Forum on IR in Eastern and Central Europe (published in issue 12:2), a Forum on post-Communist and post-Socialist transitions (published in issue 12:4), and a Special Issue on hierarchy in world politics. The four papers collected here represent the end result of a process of soliciting proposals for manuscripts, putting those manuscripts through the regular peer-review process, and selecting papers that would allow a multi-faceted exploration of a complex topic that has made its way back into IR after the long interregnum of theories and models that focused on presumptively equivalent states operating under conditions of anarchy. But this is more than simply 'bringing hierarchy back in'; the new focus on unequal relations of power in world politics is a good deal more sophisticated than the sometimes blunt assertions of dependency theory and early world-systems accounts. The papers that we have assembled for this Special Issue represent some, but by no means all, of the rich analytical diversity in contemporary accounts of hierarchy in world politics.

The development of International Relations theory (IRT) in China has been framed by three debates since 1979. The first was about China's opening up to the outside world. It started with the question of whether the world was characterized by 'war and revolution' or 'peace and development' between orthodox and reformist scholars and continued to focus on China's interest between orthodox scholars and the newly rising Chinese realists. It resulted in a wide acceptance of the reformist argument that peace and development characterized our era and of the realist view that China was a normal nation-state and should have its own legitimate national interest. The second started in the early 1990s and centered on the better way of realizing China's national interest. It was between Chinese realists and liberals. While the former emphasized national power, the latter proposed the alternative approach of international institutions. The third debate was on China's peaceful rise. It evolved at the turn of the century, when all the three major American IRTs, realism, liberalism, and constructivism, had been introduced into China and therefore the debate was more a tripartite contention. Realists believed that it was impossible for any major power to rise peacefully, while liberals and constructivists both supported the peaceful-rise argument. Liberals stressed more the tangible benefits derived from international institutions and constructivists explored more China's identity in its increasing interaction with international society. Although it was Chinese constructivists who explicitly discussed the identity issue, all the three debates and all the debating sides have reflected this century puzzle since the Opium War – China's identity vis-à-vis international society. These debates have helped push forward the IRT development in China and at the same time established Western IRT as the dominant discourse. A new round of debate seems likely to occur and may center on the question of the world order. This time it may help the newly burgeoning but highly dynamic Chinese IRT to develop and contribute to the enrichment of IRT as knowledge of human life.

In line with the poststructuralist approach that theorises identity as relationally constructed through discourse, the purpose of this article is to shed light on the different visions of Europe that are constructed in debates on Turkey’s accession to the EU among German politicians. The article focuses on the political party debates on Turkish accession in Germany, a key member state in EU integration and the debate on Turkish membership to the EU, and subjects them to critical discourse analysis. In doing that, it also brings forward the importance of the concept of discourse from a poststructuralist perspective.

It is not a self-evident thing for a group of scholars to invite an outsider who has studied the home turf of that group to open one of their conferences. I am extremely pleased to be here, and I want to make the most of the opportunity by calling attention to an area of study that my previous work has been pointing me to, and that I believe we who study International Relations (IR) should make our own. I am talking about a relation between two places in time. The relation is the one between nomads and sedentaries. The places are the Eurasian steppe and the sedentary polities to its west. By the Eurasia steppe I mean that vast tract of land that stretched from the Mongolian-Turkic homelands around Karakorum, north of the agricultural lands of the Chinese, the Persians and the Byzantines, all the way to where the grasslands started to give way to forest, and where there lived Slavic and Finno-Ugric tribes. The time is what Europeans call the middle ages.

Serbia, Kosovo, and Turkey, all European Union applicants, recognize that the possibility of European belonging as historical reality is a crucial attribute for acceptance. These countries have all built national stories rooted in the Medieval Ottoman conquest of the Western Balkans and distanced themselves from the “Orient” and from Islam. By doing so, they have engaged in a debate with a “thick,” rather than a “thin” conception of Europe; they have tried to measure up to Europe as a traditional community of values defined by its Christian character, rather than the dynamic cosmopolitan Europe of law and standards which is officially embodied by the Union. Paradoxically, the revival of these national memories not only anchors a particular configuration of national time and space for Serbs, Albanians, and Turks. It mirrors a concern with identity, very present at the core of Europe, which is often resolved through the affirmation of an allegedly authentic and coherent European Christian tradition.

Throughout the 2000s, Libya's Col. Muammar Qadhafi signed friendship treaties and trade deals with major Western leaders and presented himself as an active partner in the fight against terrorism and illegal migration. While the dictator 'camped' in several European capitals, the European Union (EU) and Libya were negotiating a Framework Agreement aiming at ''the full reintegration of Libya in bilateral and multilateral international relations'' and a fruitful political dialogue on issues of common interest. The events in February 2011 heralded the end of this period of international 'Realpolitik'. On 27 June, the International Criminal Court (ICC) issued an arrest warrant for Qadhafi, accusing him of crimes against humanity (murder and persecution). In late August, the veteran tyrant reportedly fled Tripoli.

Collective memories have long influenced domestic politics and especially international affairs—a fact most recently exemplified by the terrorist attacks on the United States on September 11, 2001. The events and the memories resulting from them became powerful motivating forces for Americans almost overnight. At home, an infrastructure of commemoration quickly arose—in films like United 93 ( 2006 ); memorials including one unveiled at the Pentagon in September 2008 and the Tribute World Trade Center Visitor Center opened in 2006; and even in political campaign discourse, as at the 2008 Republican National Convention. 1 Yet, as with other collective memories worldwide, there is no consensus as to the overall meaning and lessons of September 11 over time. Instead, the continued vehemence of discussions about 9 / 11 reveals still-unresolved struggles over the construction, content, and power of the memory. What degree of prominence should this memory have in American political culture? What historical narratives are offered as explanations? Most importantly, what values and policy implications—both domestically and abroad—ought to follow?

A core principle of the United States is that a free and independent press is vital to the formation and maintenance of democracies. During the Cold War, the State Department's media outreach into the former Soviet Union and other Communist- leaning nations was largely limited to the broadcasts of the U.S. Information Agency (USIA). With the fall of the Berlin Wall, the effort broadened: USAID began to encourage and develop independent media in the former Soviet Union and Eastern Europe. In the early 1990s, when the Balkans erupted in conflict, that region became the focus of assistance for media development.

The author examines problems related with the political identity of the Union for the Mediterranean (UfM), its relations with the EMP's Euro- Mediterranean "acquis" and the functioning of its institutions. While the UfM has been designed to give new momentum to the EU's cooperation with Mediterranean countries, results have hardly met ambitions so far. There is a lot the EU can do to increase the UfM profile: revise its institutional settings; create a parallel, but connected, multilateral dimension in the framework of the European Neighbourhood Policy; quickly implement large-scale regional projects; expand cooperation to agriculture; and scale back the ambition that the UfM can promote political solidarity in the short- to mediumterm.

265. Strasbourg's Interpretive Ethic: Lessons for the International Lawyer

The article offers an account of the judicial philosophy which underpins the European Court of Human Rights' approach to treaty interpretation. The first part argues that Strasbourg's interpretive ethic has been dismissive of originalism and textualism and has favoured instead the moral reading of the Convention rights. The second part of the article explains why Strasbourg's interpretive ethic is fully justified, by offering an account of the nature of treaty interpretation in general. It argues that treaty interpretation is intrinsically an evaluative task in identifying the moral values which normatively constrain the projects that states pursue on the international plane. Treaty interpretation is only derivatively an exercise in discovering drafters' intentions and in determining the meaning of treaty provisions. Which interpretive methods an adjudicative body should use depends on the nature of the treaty in question and the moral value in play.

Abstract:
This paper examines the European Union’s legal personality in terms of external relations. The developments from the onset of the European integration till the Lisbon Treaty and the structural characteristics of the Union are analyzed in this paper. The Union’s participation and representation in international organizations and the third countries and the problems encountered during the implementation process are examined. The legal personality of the former European Community was abolished with the Lisbon Treaty which took force in 2009. Treaty also contains a catalogue of competence that has brought about some structural changes. As a legal entity the European Union after the Lisbon Treaty will no longer be the object of some problems related with its legal personality. But the extent to which these changes can lead to orchestrated behavior in external politics and solve the problems of representation is highly doubtful.

European Union (EU)–Asia relations raise linked problems (on the one hand) of EU collective action and identity and (on the other hand) of cooperation. The relationship is characterized by complexity and variety in three dimensions: first, 'voices' and history; second, institutional engagement and structure; and third, issue structure. In order to explore the implications of this complexity and variety, and to generate propositions for further research, we deploy International Relations theories based on material interests, ideas and institutions. These help us to demonstrate not only the application of 'analytical theory' but also the role of 'practitioner theory' in the evolution of relations between the EU and Asia, and thus to reflect systematically on the problems of collective action and cooperation identified at the beginning of the article.

The China–European Union (EU) relationship has grown rapidly over the past three decades with international trade being its mainstay. China and the EU also share a number of common strategic interests and positions. To maximize the potential of this relationship, both sides decided to build a comprehensive strategic partnership. However, serious differences remain between the two sides on questions of norms and values, delaying progress on a strategic framework. This article argues that while these differences constitute a serious obstacle to the realization of a genuine strategic partnership, the growing importance of trade and investment relations between China and the EU will cushion the impact of these differences, thus allowing each side more leverage over the other in dealing with complex bilateral and international issues.

This article investigates EU foreign policies regarding Human Rights with Asia. The perspective adopted here argues for a consideration of selected, social-constructivist, perspectives. The article emphasizes ideas, identities, values, educational exchange and human rights in EU policy towards Asia. Through a number of case studies, the article demonstrates that there is both an 'enabling' and an 'inhibitory' human rights dynamism in EU–Asia dialogue. The article suggests some ways of translating this into policies. It proposes a more inclusive, 'holistic', understanding of human rights discourse in East–West relations.

If the North Atlantic Treaty Organization (NATO) did not exist today, the United States would not seek to create it. In 1949, it made sense in the face of a potential Soviet invasion to forge a bond in the North Atlantic area among the United States, Canada, and the west European states. Today, if the United States were starting from scratch in a world of transnational threats, the debate would be over whether to follow liberal and neoconservative calls for an alliance of democracies without regard to geography or to develop a great power concert envisioned by the realists to uphold the current order.

274. Remaking Europe's Borders through the European Neighbourhood Policy

This Working Document explores the implications of the European Neighbourhood Policy (ENP) as an ambitious EU foreign policy for the development of a European political community. It suggests that the ENP can be viewed as an attempt to reconcile two potentially contradictory processes. The first – 'border confirming' – is about confirming border areas of demarcation and division, in which borders are conceived as boundary lines, frontier zones or barriers that protect the European Union and its citizens. The second – 'border transcending' – consists of a challenge to open EU borders and involves the transformation of the EU's external boundaries into zones of interactions, opportunities and exchanges, with the emphasis on the transcendence of boundaries. To unravel some of the contradictions surrounding the highly contested phenomena of mobility in the neighbourhood, this paper analyses three bordering strategies: state borders, the imperial analogy and borders as networks. Each corresponds to different forms of territoriality and implies a different mode of control over the population.

The United Nations Climate Change Conference in Copenhagen last December taught many lessons to the participating stakeholders. The European Union learned that a choir of European leaders could not sing convincingly even with a single voice. These lessons are still being processed in many national capitals and in Brussels, especially in the context of the new legal framework provided for by the Treaty of Lisbon, which entered into force on 1 December 2009. It is important to recognise, however, that the new rules came into effect only after nine long years of negotiations and its application is being tested in a wholly different international environment than prevailed in the early 2000s.

One possible outcome of the economic crash of 2008 was that the majority or mainstream members of a society would direct their anger and fear against the minority or marginal members of their society. Commentators on television or the radio would claim, "it's all the fault of the immigrants!" or "if we didn't hand over so much of our tax dollars to the poor, the economy would not have deteriorated so much," or "social benefits to African Americans [or German Turks] have distorted the housing market." Citizens would come to believe these assertions, politicians would echo them – and the upshot would be not only a deteriorating national and international economy but also increased hostility and fear among racial, ethnic, or nationality groups in a country. Social solidarity would decline, perhaps irrevocably.

Since Paavo Lipponen left the Prime Minister's Office in 2003, Finland's relationship with Germany seems to have grown more distant. While Lipponen had a markedly pro-German attitude, the present government has adopted a more sober and pragmatic approach. But does this change in rhetoric indicate a different approach? Yemen has caught the eye of the international community above all because it has been portrayed as a hotbed of radicalisation and a training ground for al-Qaeda. As a state, Yemen is broadly considered to be both fragile and on the brink of failure. This Policy Brief argues that for a variety of reasons – largely relating to the political system and dynamics within the country – support from Europe and North America will have limited effect. There are limited, if any, technical solutions to the challenges that confront the country; only political ones. International actors from outside the regional context must therefore think twice before engaging and, above all, have a good understanding of the political system that they will be engaging with.

The international financial institutions dramatically increased their lending in 2008–09 to help developing countries cope with the global financial crisis and support economic recovery. Today, these organizations are seeking billions of dollars in new funding. The IMF, which only a few years ago was losing clients and shedding staff, expanded by $750 billion last year. The World Bank and the four regional development banks for Africa, Asia, Europe, and Latin America are asking to increase their capital base by 30 to 200 percent. A general capital increase (GCI) for these development banks is an unusual request. A simultaneous GCI request is a once-in-a-generation occurrence.

High-level interaction between Presidents Hu Jintao and Lee Myung-bak continues to intensify following the upgrading of the Sino-South Korean relationship to a “strategic cooperative partnership” in August of 2008. The increase in the number of meetings between top leaders is in part a by-product of the proliferation of regional forums in which China and South Korea both have membership and in part an affirmation of the rising importance of the relationship to both sides. This quarter Hu and Lee participated in the Asia-Europe Meeting (ASEM) in Beijing in October as well as the G20 meeting in Washington and the Asia Pacific Economic Cooperation (APEC) forum in Peru in November. Lee and Premier Wen Jiabao also met as part of the first trilateral meeting among Chinese, South Korean, and Japanese leaders held in Fukuoka in mid-December. In contrast, Chinese and North Korean leaders rarely meet these days, and Chinese officials confess ignorance regarding the health of Kim Jong-il despite being North Korea's closest of neighbors.

Those trends, if not corrected, will produce negative strategic consequences for the security of Europe. An effective policy approach to climate change would be a global emission trading system. Opinions differ, however, as to what approach should be pursued when fostering a global emissions trading system. Many argue in favor of linking various national and regional emission trading systems as a possible way forward. However, an alternative method, which involves developing a new system from the ground up, could prove more advantageous. Under an Upstream Global Emission Trading System (UGETS), all nations would use an upstream emissions trading system that would result in far fewer monitoring points than a downstream system. A nation would only need to keep track of domestic shipments and imports of fossil fuels.

Everyone agrees the world is changing. The question is in which direction? This paper offers an original contribution to the debate on the future shape of the international system. Based on a diagnosis of current developments, it argues that many factors point to the emergence of an 'interpolar' world. Interpolarity can be defined as multipolarity in the age of interdependence. The redistribution of power at the global level, leading to a multipolar international system, and deepening interdependence are the two basic dimensions of the transition away from the post-Cold War world. All too often, however, they are treated as separate issues. The real challenge lies in finding a new synthesis between the shifting balance of power and the governance of interdependence.

The fall of the Berlin Wall and the end of the Cold War struck the UN, as it struck the governments of its member states, like a bolt from the blue. It had not been predicted, nor anticipated; and no thought had been given to its possible consequences for the UN, which had been, since its establishment forty-five years before, a victim of the frozen certainties of bi-polar international diplomacy. There had been no consideration of what the post-Cold War world would look like and of what role the UN might be expected to play in it. It truly was a watershed moment, and therefore a sensible one to take as the start of any analysis of the Security Council in the twenty year period that has since followed.

Over the past decade, the global security environment saw deep changes that prompted the conclusion of a deficit of security on all levels and speculations of a new Cold War. So-called “new threats” (along with reinstitution of “old” ones) acquired an integral character and demonstrated an extreme speed of spread to entire regions and the whole world. Meanwhile, difficult processes associated with emergence of new centres of influence, along with changes in the list of the leading world actors, led to restoration and toughening of geopolitical competition and brought about aggravation of “frozen” conflicts and emergence of new conflict areas, including in the Euro-Atlantic space. Trends of the decade brought growth of Russia’s ambitions of regional and global leadership and creation of a “privileged” area of its interests in the post-Soviet space. To push its position, Moscow resorted to economic pressure, used energy resources as a tool of foreign policy, “encouraged interest” of separate states and their officials in supporting its positions and initiatives, including those concerning third parties. All this caused tension in the relations between Russia and the EU, USA and NATO. The security sector saw ever hotter disputes about NATO enlargement, deployment of ABM elements in Europe, the Balkan events, the military campaign in Afghanistan, etc; on the European side, the problem of Russia joining the European Energy Charter and its Treaty, the Eastern Partnership initiative, plans of joint participation in reconstruction of the Ukrainian gas transportation system came to the forefront. Those processes not only caused a new confrontation between Russia and the West but also revealed the lack of unity between the USA and the EU, within the EU and NATO on many security issues, including building relations with Russia. That was largely prompted by difficult internal processes, related: in the EU – with its expansion and structural and institutional changes under the Lisbon Treaty, in NATO – with problems of functional, structural and resource sufficiency and different opinions as to the ways and goals of the Alliance transformation. Finally, Russia’s suspension of the 1990 Treaty on Conventional Forces in Europe, legislative establishment of possible use of its Armed Forces outside Russian borders and its role in the Caucasian conflict in August 2008 questioned the effectiveness of the international European and the whole Euro-Atlantic security system, resting on the Helsinki agreements, arrangements and guarantees of 1990s. Ukraine found itself in an especially vulnerable situation, from the security viewpoint.3

Colombia has been the recipient of the European Union Official Development Aid (ODA) and US foreign aid (military aid and ODA) since the late 1990s. Both international actors have their own particular understanding of the armed conflict, the possible solutions and the role of foreign aid. From one side, the US emphasises military aid and uses ODA in function with security objectives by working closely with the central government and President Uribe. On the other side the EU cautiously develops a common foreign policy to Colombia and insists on civil society participation and local programs in a rather bottom up peace building approach. Considering their different approaches to the Colombian conflict, the war on drugs, the war against terrorism and human rights in the Andean region this paper will asses the possibility of collaboration between both international actors.

Drawing on a diverse array of opinions from Africa, Asia, Europe, and North America, the EastWest Institute's Fifth Worldwide Security Conference brought together specialists from the spheres of policy, academia, and civil society. Participants addressed a variety of issues on the contemporary global security landscape. These ranged from specific security threats (whether illicit trade, the targeting of critical infrastructure or cyber crime) to the role of interested actors (such as business, NGOs, and media), as well as a focus on potential strategies to counter terrorism and extremism (either in terms of constructing global cooperative architectures or, more controversially, the possibility of opening dialogue with the terrorists). A variety of policy recommendations emerged from each session—detailed in the main body of the report—but there were several recurring themes binding the debate together and animating the core arguments of proceedings as a whole. These policy recommendations were not necessarily consensus recommendations but reflected a wide range of debated policy prescriptions.

Turkey and Armenia are close to settling a dispute that has long roiled Caucasus politics, isolated Armenia and cast a shadow over Turkey's European Union (EU) ambition. For a decade and a half, relations have been poisoned by disagreement about issues including how to address a common past and compensate for crimes, territorial disputes, distrust bred in Soviet times and Armenian occupation of Azerbaijani land. But recently, progressively intense official engagement, civil society interaction and public opinion change have transformed the relationship, bringing both sides to the brink of an historic agreement to open borders, establish diplomatic ties and begin joint work on reconciliation. They should seize this opportunity to normalise. The politicised debate whether to recognise as genocide the destruction of much of the Ottoman Armenian population and the stalemated Armenia-Azerbaijan conflict over Nagorno-Karabakh should not halt momentum. The U.S., EU, Russia and others should maintain support for reconciliation and avoid harming it with statements about history at a critical and promising time.

After a five-year boom in prosperity, the transatlantic economy has fallen into what could be perhaps its deepest recession since World War II. Although the U.S. was the epicenter of the financial crisis, many European banks have exposure to U.S. subprime loans and embraced the risky lending practices of their American counterparts. The financial crisis and attendant recession underscore the deep integration of the transatlantic economy. Notions of “decoupling” are mistaken and are likely to lead to serious policy errors. Never before have Europeans and Americans had a greater stake in each other's economic success. Each has a substantial interest in the other's ability to weather current difficulties and to emerge in sound shape from the crisis.

The Russian Armed Forces not only expelled invading Georgian troops from the separatist region South Ossetia, but they also entered Abkhazia and marched deep into Georgia proper over the course of the "five day war" in August 2008. The following report analyses Russia\'s military preparations since spring 2008, an aspect hitherto almost unknown among politicians, the media and the public in Western Europe and North America. They included the shooting down of a Georgian drone by Russian fighter jets over Abkhazia, a massive increase of Russian "peacekeeping troops" along the Georgian-Abkhaz armistice line, the deployment of Russian railway troops to Abkhazia and the "Kavkaz 2008" military exercises. These developments occurred against the backdrop of political events, such as demands made by the Russian State Duma to recognise South Ossetia and Abkhazia as independent states, Russia\'s decision to withdraw from the CIS economic embargo against Abkhazia and NATO\'s refusal to offer membership to Georgia.
