2. The Security Ghost of the January 25th Revolution in al-Sisi Regime’s Policy toward Gaza

- This study argues that al-Sisi regime has been haunted by the January 25 uprisings as a potential recurrent threat to the state survival during the formulation of national and foreign politics. In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

- Shared security interests, such as maintaining and expanding Arab-Israel peace efforts, can serve as the foundation of future ties. Since the Egypt-Israel peace treaty was signed in 1979, Washington has given Cairo more than $50 billion in military grant aid. But a strong military relationship has raised as many questions as it has answered: about the ethics of working with an increasingly harsh authoritarian government; about the partnership’s success in achieving American interests in the region; about the Egyptian military’s willingness to reform; and about whether conditioned aid can spur political change. Correspondingly, the post–Arab Spring years have seen rough patches, caused by U.S. limitations on military aid following the 2013 overthrow of Mohamed Morsi, America’s chafing at Egyptian human rights abuses, and Cairo’s eventual turn toward less restrictive partners such as Moscow and Paris for military supplies. In this comprehensive Policy Focus, David M. Witty—a retired U.S. Army Special Forces colonel and foreign area officer—probes the complexities of the U.S.-Egypt military rapport before proposing that Washington base its future ties on shared security interests, including Arab-Israel peace efforts, negotiation of ceasefires between Israel and the Palestinians, and permission for U.S. military transit of Egyptian waterways and airspace.

- Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

8. Egyptian Mediation between Israel and Hamas Can Be Useful

- For the first time in 13 years, an Israeli foreign minister (Gabi Ashkenazi, a former Chief of Staff of the IDF) has visited Egypt for talks with his Egyptian counterpart (Sameh Shukri). At the same time, the head of Egyptian Intelligence, Abbas Kamel, landed in Israel to discuss the situation regarding Gaza with Prime Minister Netanyahu and Defense Minister Gantz. Both visits are parts of a bid by President ‘Abd al-Fattah al-Sisi to take the lead in stabilizing the ceasefire between Hamas and Israel and managing the next steps in the broader Israeli-Palestinian context. Egypt has already benefitted from this. The initiative broke the ice between Sisi and the Biden Administration. Israel, stands to gain, as well. Unlike their predecessors, Sisi and Shukri have welcomed the Abraham Accords. Israel and Egypt have common interests in the eastern Mediterranean. And the Egyptians, for their own reasons, do not trust Hamas. Still, Israel is entitled to insist that as mediators, the Egyptians should keep Jerusalem off the table. It would be dangerous for many in the region were Hamas to gain a strategic foothold there. Israel also should insist on a swift release of its citizens held by Hamas and the return of the bodies of dead soldiers held since 2014. Additionally, it would be useful for the Egyptian government to curb the coarse anti-Israeli and often antisemitic discourse in its state-owned media and the Egyptian public domain, which acts to constrain Cairo’s options.

9. Navigating the Democracy-Security Dilemma in U.S. Foreign Policy: Lessons from Egypt, India, and Turkey

- As President Joe Biden and his team seek to put the defense of democracy and protection of human rights at the center of U.S. foreign policy, they confront the stubborn fact that the United States maintains cooperative security relations with a wide range of undemocratic or democratically backsliding governments. Powerful security interests, especially countering terrorist threats, maintaining stability in the Middle East, and managing competition with a rising China, underlie many of these partnerships. Such situations frequently give rise to a policy dilemma: confronting partner governments over their political shortcomings risks triggering hostility that would jeopardize the security benefits that such governments provide to Washington. Yet giving them a free pass on democracy and rights issues undercuts the credibility of U.S. appeals to values, bolstering the damaging perception that America only pushes for democracy against its adversaries or in strategically irrelevant countries. Already in the first year of Biden’s presidency, such tensions have emerged in relations with countries as diverse as Egypt, Hungary, India, the Philippines, Poland, Saudi Arabia, and Turkey. While the Biden administration has publicly and privately raised democracy and rights issues with various security partners, its cautious approach toward some of them has started to attract criticism from those who feel that near-term security interests have been too strongly prioritized compared to democracy and human rights concerns. This paper looks in depth at the democracy-security dilemma with a view to helping U.S. policymakers deal with it more systematically and effectively. Case studies of U.S. policy toward Egypt, India, and Turkey over the past twenty years highlight the complexity of the democracy-security dilemma. In Egypt, U.S. concerns with the country’s authoritarian politics have surfaced periodically over the years yet struggled to find a meaningful place in a relationship dominated by deeply rooted security cooperation, including extensive U.S. security assistance. In India, a strong U.S. push, warmly welcomed by Prime Minister Narendra Modi’s government, to further strengthen the U.S. -Indian security partnership has unfolded alongside a distinctly illiberal turn in Indian politics. By contrast, democratic decline in Turkey has coincided with—and contributed to—a major deterioration in Ankara’s relations with Washington, including significant divergence on a range of foreign policy issues.
