103. A strategic concept for countering Russian and Chinese hybrid threats

- Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

- The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

- U.S.-China strategic rivalry is intensifying – and nowhere more so than in the Indo-Pacific. This is likely to result in new US requests to close allies like Denmark to increase their security and defense policy contributions to the region. French and British efforts to establish an independent European presence in the Indo-Pacific present Denmark with a way to accommodate US requests without being drawn directly into the US confrontation with China. RECOMMENDATIONS ■ The importance of the Indo-Pacific region for Danish security and defense policy is likely to grow in the coming years. The focus and resources should therefore be directed towards strengthening Danish knowledge of and competences in the region. ■ Several European states, led by France and the UK, are increasing their national and joint European security and defense profiles in the Indo-Pacific by launching new initiatives. Denmark should remain closely informed about these initiatives and be ready to engage with them. ■ Regarding potential requests to the Danish Navy for contributions to the Indo-Pacific, Denmark should prioritize the French-led European naval diplomacy.

- Chinese studies of International Relations constitute today an integral part of the claim of IR as a global discipline. This paper starts by providing a critical evaluation of the contribution made by the so-called ‘Chinese School of IR’ to the global production of knowledge. Against this background, it teases out a curious case of ‘schools of IR’ as commonly labelled in the global IR theoretical conversation and looks at how such labels have been used by the ‘core’ to create a parallel but explicitly inferior universe of knowledge production to localize theoretical noises from the ‘peripheries’. Situating the Chinese School of IR in such global context, it considers how ‘school’ label has been proactively appropriated by Chinese scholars to engage in a purposely contentious politics in the disciplinary IR, which questions the claim of the American ‘core’ as the creator, depositor, and distributor of universal knowledge, and seeks to unveil the geo-historical linkage between the political and the epistemic. School labelling therefore matters, it is argued, because it has become a site of contestation of geopolitics of knowledge and reflects the perils and promises in our collective pursuit of constructing a truly global IR.

- The author released a short paper in early March 2020 on China's reaction to the spread of novel coronavirus infections, but circumstances have since progressed to a new stage. A pandemic of historic proportions has broken out, and the spread of infections has been relentless even in the Western countries that initially looked upon China coolly. The numbers of infections and deaths in the US in particular have significantly surpassed those in China, making the US the most infected country in the world. At the same time, China continues to contain the spread of infections, and appears to be moving toward resuming economic activities. Nevertheless, there are numerous issues that still need to be addressed. This paper will briefly examine the novel coronavirus situation in China since March.

- The elections in January 2020 marked a new era for Taiwan, clearly demonstrating citizens’ resistance to China. The results showed that incumbent President Tsai Ing-wen, leader of the Democratic Progressive Party (DPP), was re-elected with a landslide victory of 8.17 million votes (57.1%) which is higher than the previous record high of 7.65 million votes obtained by the Kuomintang (KMT) President Ma Ying Jeou in 2008. Michael Hsiao and Alan Yang, Chairman and Executive Director, respectively, of the Taiwan‐Asia Exchange Foundation in Taiwan, explain that “The Taiwanese people firmly defended Taiwan’s sovereignty and cherished democracy through free and open elections.”

At the same time, American feelings towards China have fallen to their lowest point in Council polling history, dating back to 1978. Reflecting these changing attitudes, Americans are now split on whether the US should cooperate and engage with China or actively seek to limit its influence. This is a significant change. Over the past four years, US-China relations have lurched from one crisis to another. Despite the sharp downturn in relations, and the growing consensus in Washington on pursing a more confrontational approach to China, Chicago Council Survey data through January 2020 showed that this consensus and the growing US-China rivalry had yet to make a deep impact on American views of China.

116. Strangers to strategic partners: Thirty years of Sino-Saudi relations

- This year marks the thirtieth anniversary of diplomatic relations between China and Saudi Arabia. Over the past three decades, the bilateral relationship has transitioned from one of marginal importance for both countries to a comprehensive strategic partnership, largely on the back of a trade relationship founded on energy. This report begins with a brief historical overview of Sino-Saudi relations, describing how the two countries transitioned from mutual hostility to diplomatic relations, and then how political and economic cooperation strengthened the relationship to the point that they signed a comprehensive strategic partnership in 2016. - As the Covid-19 pandemic strikes hard, protests in Hong Kong appear to have abated. Distant seem the days when yellow umbrellas and balaclavas saturated global media. And yet, just like at the start of what has now come to be known as the 2019 “global protest wave”, Hong Kong remains at the frontline of political contestation worldwide. The protests against the 2019 Hong Kong anti-extradition law unearthed one of the main points of contention between Hong Kong and mainland China. Through the protests, China’s increasingly assertive stance has found a counterweight, revealing how important the city is to Beijing. Apart from Hong Kong’s role as a major global trade and financial area, China’s actions towards Hong Kong might also serve as a litmus test for Beijing’s ability to mediate and pacify its neighbourhood. - After the fall of communism, Central Europe (CE) was a region with relatively high US interest and support. Washington supported the NATO membership of CE countries, provided financial as well as technical assistance to the region and several American high-positioned political representatives visited the region. However, during the last few years, it is evident that CE is a space where the Russian and Chinese presence and influence have been risen. The present article analyses several questions aiming to scrutinize the Russian and Chinese presence and activities in CE, particularly, when and how Russia and China penetrated into CE, what are the consequences of the rising Russian and Chinese influence and who are the supporters and opponents of Moscow and Beijing in CE. The article concludes that, the main competing actors in CE are Washington and Russia, while China profits from the US-Russia clash. While the US and Russian interests are dominat in security and political issues, China aims to penetrate CE economics.

- The aim of this article, based on the author’s field research in Hong Kong and critical analysis of publications, is to conceptualize the process of “mainlandization” of the Hong Kong SAR. “Mainlandization” is understood here as the process of transfer and institutionalization of political visions, policy paradigms, procedures, and norms which originate from the PRC. The model is inspired by various theoretical perspectives (e.g. diffusion of regimes, dependence, political convergence, and processes of “Europeanization”). The article differentiates the “top-down” transfer of values and/or policy standards and the “bottom-up” adjustment. All institutions engaged in intermediation (such as the “one country, two systems” principle) are mentioned, as well as the processes connected to the reaction to PRC activity in Hong Kong and their variations (e.g. accommodation, resistance, resignation). - This paper provides insights into the relationship between language and politically relevant aspects of culture in India and China which are as follows: attitude toward revolution and tradition, the domination of politics over religion or vice versa, and a concern for the liberty of the individual. The paper introduces a novel approach to the comparative study of civilizations by advancing the political-linguistic explanation. In so doing, it combines Hajime Nakamura’s hypothesis of the strict connection between language and culture (understood as a way of thinking) with Samuel P. Huntington’s emphasis on the impact of cultural differences on the political dimension of society – so that our explanatory model can be expressed as follows: language→culture→politics. As far as language is concerned, the focus is on the basic structure of Sanskrit and Chinese; besides, special attention is given to Indian and Chinese philosophies of language. Culturally, the most relevant schools of Hindu philosophy may be called “ultraconservative” since they tend to ground unchanging meaning firmly in metaphysics and rely on the supreme authority of ancient religious texts. In contrast, the Chinese typically considered language a social mechanism for shaping our behavior (so the relation of language and society is the most crucial); they also expressed clearly divergent views on naming. In short, at least four distinctive perspectives are essential: (1) conservative Confucianism, (2) anti-traditional and highly authoritarian Legalism, (3) egalitarian and linguistically skeptical Laozian Daoism, (4) nonconformist and proto-libertarian Zhuangzian Daoism.

122. The Election Official’s Handbook: Six steps local officials can take to safeguard America’s election systems

- Intelligence and law enforcement agencies warn that Russia, China, Iran, and other foreign actors will seek to interfere in the 2020 presidential election.1 Foreign actors are increasingly sophisticated at using cyber tools and social media to probe and penetrate electoral infrastructure, manipulate public opinion, and cast doubt on the integrity of the election process. On one hand, the United States is better prepared to address these threats now than during the 2016 presidential election. For example, after the Department of Homeland Security (DHS) designated election systems as critical infrastructure in 2017, it established the Elections Infrastructure Information Sharing and Analysis Center, which enabled states and localities to more easily share information about threats to elections. This mechanism has had the additional benefit of making DHS better at helping states manage risks, as well as distributing information from the federal government to the states about possible threats.2 On the other hand, in many states there are still vulnerabilities in election infrastructure that foreign actors can exploit. These vulnerabilities exist at almost every step of the election administration process, including registering voters, verifying their registration at polling places, securing the devices that capture and tally the vote, transmitting that data to a central location on election night, and executing an accurate recount.3 While states usually make decisions about the rules of elections (policymaking),4 localities are typically responsible for the “nuts and bolts” of running an election — such as finding polling places and recruiting poll workers.5 Local election officials also help preserve the integrity of America’s elections by protecting against hacks into voter rolls and local election websites and working closely with federal and state officials to ensure the security of their voting systems.6 As the February 3, 2020 Iowa Democratic caucuses demonstrated, such vulnerabilities are not merely theoretical. During the caucuses — which were administered by political party officials, not election officials — the new app that the Iowa Democratic Party planned to use to report its caucus results did not work. Many of the nearly 1,700 precinct chairs who were responsible for transmitting the results did not receive training on how to use the app, and a large number appear to have been unable to successfully download it.7 Revisions and updates to the app were made as late as two days before the caucuses, making it nearly impossible to vet and test adequately.8 Although the federal government recently agreed to allocate an additional $425 million in election administration and security funds to state election offices,9 federal resources will likely be insufficient to address all outstanding vulnerabilities before the 2020 presidential election. It is also unclear how much of this funding will be distributed to local elections officials in time for the 2020 presidential election. This handbook, therefore, provides a list of steps that local election officials can implement at relatively little cost to fortify their elections systems before the 2020 presidential election.

Jackals, we welcome with shotguns.” – Ambassador Gui Congyou, 2019 This was how a Chinese ambassador warned Sweden of potential consequences after Stockholm decided to honor a Swedish citizen imprisoned in China with a human rights prize. Ambassador Gui Congyou’s turn of phrase has a long history; it is the final line of a famous 1950s propaganda anthem written to eulogize China’s bloody contest with the United States on the Korean Peninsula.2 Gui’s statement would be easy to dismiss as the words of a single ambassador, but his statement is consistent with two patterns in the Chinese Communist Party’s interactions with the outside world.3 The first is China’s growing global assertiveness under Communist Party General Secretary Xi Jinping. Prior to Xi’s ascent there were signs that China’s leadership had concluded it was time to put aside Deng Xiaoping’s mantra that China should “hide its brilliance and bide its time.”4 But since Xi came to power in late 2012, party officials have more frequently noted that China is a large, powerful country, and that smaller, less powerful countries oppose its interests at their own risk.5 The second and more enduring theme is the party’s tendency to divide the world into friends and enemies. Inside China, the party’s friends are those who “uphold the leadership of the [Communist Party] and the socialist cause” through support for its policy agenda.6 Outside China, the party’s friends are “foreigners of influence and/or power who assist China’s interests.”7 The party’s enemies are those who publicly question how it chooses to exercise power. The party has operationalized this mindset by developing a sophisticated set of tools and a well-defined body of doctrine to attempt to maintain unchallenged power by “uniting friends” and “isolating enemies.”8 This divide-and-conquer strategy is predicated not only on rewarding friends for their support, but also on coercing the party’s enemies. Within China, coercive tactics include: extralegal detention, limits on public and private speech by individual citizens, control of all forms of media and key sectors of the economy, and cooption of elites by establishing personal and professional costs for opposing the party. This report describes how the party has increasingly employed many of these domestic tools to unite foreign friends and isolate foreign enemies.9 Ambassador Gui’s remarks are but one example in an expanding universe of cases. The threat of losing business in China means that foreign corporations are routinely pressed to censor themselves and their employees to avoid topics the party considers sensitive. Meanwhile, Chinese companies have built and sold the party’s tools of digital authoritarianism in South America, Africa, Asia, and elsewhere. Chinese diplomats have also tried to rally other countries in support of greater governmental control over the flow of digital information inside national borders. In Southeast Asia, party-state linked actors have sought to covertly alter the outcome of elections throughout Southeast Asia, combining cyberespionage prowess with the financial firepower of the PRC’s enormous policy banks.10 And the party has used the same vision of triumphant ethnic solidarity it pushes on its own population to justify its attempts to threaten, censor, and co-opt the Chinese diaspora. In so doing, the party hopes to influence democratic politicians and politics by controlling the external narrative presented of China.

- During his visit to Indonesia in 2013, President Xi Jinping proposed the initiative to co-build “21st Century Maritime Silk Road”. Located at the intersection between Pacific and the Indian Ocean as well as between Asian and Oceania, Indonesia is a critical pivot and strategic fulcrum of “Maritime Silk Road”. Indonesia’s maritime power strategy, which is centered on the vision of “Global Maritime Axis”, is consistent with the “Maritime Silk Road” initiative. For three years, China and Indonesia have been actively communicating their “21st Century Maritime Silk Road” initiative and “Global Maritime Axis” strategy and deepening practical cooperation and friendly exchanges. A lot of major cooperative projects, such as Jakarta-Bandung High-speed Railway Project, have been finalized. Cooperation of mutual benefit in fields such as infrastructure construction, trade, investment, finance, e-business, etc, is making constant progress. According to 2015 Report on Five Connectivity Indexes of Countries along the Belt and Road compiled by the research team of Peking University on Five Connectivity Indexes of countries along the Belt and Road, Indonesia ranks the fifth among all 63 countries along the Belt and Road. This shows that the cooperation between China and Indonesia in fields of the Belt and Road Initiative is on a relatively high level. However, with the broadening and deepening of cooperation between the two countries, a series of problems have begun to surface. If the two parties do not pay enough attention to those problems or take measures to solve them, they will have negative influence on the implementation of the two countries on the Belt and Road Initiative. The present report will summarize the achievements of China and Indonesia in implementing the Belt and Road Initiative, analyze the underlying problems and the real altitudes of Indonesia, and propose some recommendations.

- In 2016, the United States elected an avowedly protectionist president. This paper uses US county-level electoral data to examine this outcome. The hypothesis that support for protectionism was purely a response to globalization is rejected. Exposure to trade competition encouraged a shift to the Republican candidate, but this effect is mediated by race, diversity, education, and age. If the turn toward protectionism is due to economic dislocation, then public policy interventions could mitigate the impact and support the reestablishment of a political consensus for open trade. If, however, the drivers are identity or cultural values, then the scope for constructive policy intervention is unclear.

- What is “world order” and why should Americans care? Less than half of all Americans have a passport, and less than five percent travel internationally. Only 26 percent of US gross domestic product (GDP) comes from international trade. Since the end of the Cold War most Americans probably feel safe from foreign threats most of the time: they feel little sense of danger or threat from the world. Even the terrorist attacks of 2001 have receded into memory and increasingly feel like an aberration rather than a precedent. Americans may feel a sense of unease about the world, but we are confident that even the nation’s wars safely take place “over there,” not here at home. If the United States can afford to tune out much of the world because of its geography, wealth, and power, why should we care? Americans have been the unconscious beneficiaries of a world order that would not exist without them. Just as we take for granted electricity and indoor plumbing without thought to the wiring and piping that make them possible, so too we take for granted the peace, prosperity, and stability of our world without thought to the infrastructure of the free world. The free world exists because the most powerful states in the world are open societies: liberal capitalist democracies who largely see the world the same way and have worked together to keep the peace and build wealth. That order is now imperiled. The United States no longer enjoys an unquestioned advantage over its rivals, Russia and China, as it once did. North Korea and Iran threaten the United States with nuclear weapons and support for terrorism. Perhaps most threatening of all: rising nationalist and populist movements around the world, including in the United States, are undermining popular support for international cooperation, free trade, and collective security. This report is about the free world: what it is, why it is imperiled, why Americans should care, and what we can do about it. Some skeptics have criticized the international order. President Donald Trump regularly criticizes “globalism,” and many Americans seem inclined to believe that the United States is losing its sovereignty and that the world is taking advantage of America’s generosity. We respectfully disagree. The free world, and American leadership of it, is good for America and good for the world. It helps keep us safe and give us opportunity. Far from eroding America’s sovereignty, it is a tool of American influence. Most importantly, the aspirations of the free world are just. It is a system of ordered liberty among nations, a tool or mechanism for allowing nations and individuals to flourish in freedom and safety. Investing in the free world is an investment in our values and our common values.

- The issue of Taiwan has long been one of the most intractable and multilayered in regional political, defence, foreign affairs, trade and security policy. Taiwan is claimed by the People’s Republic of China (PRC) as part of its territory, and, under its official title of the Republic of China (ROC), Taiwan is limited by Beijing to a marginal position in the international system. Political relations between Taipei and Beijing are fractious, but the Taiwan Strait is at the same time a critical link in global supply chains, carrying hundreds of billions of dollars of cross-strait trade in goods and services and investments every year. Hanging over this political and economic relationship is the constant threat of military action from Beijing. Taiwan policy in Australia and internationally is structured around the ‘resolution’ of the Taiwan issue, either through a negotiated settlement or through large-scale military action by the PRC. Australia should reassess its understanding of the Taiwan issue so as to identify alternative scenarios and calibrate its responses accordingly.

- The Regional Comprehensive Economic Partnership (RCEP) negotiations concluded at the ASEAN Summit in Bangkok on November 4, 2019. Fifteen RCEP members, including the ten-ASEAN countries, and Australia, China, Japan, Korea and New Zealand, agreed to commence preparation of the legal text of the agreement for signing in 2020. India was the only member to opt out, citing significant unresolved outstanding issues. India’s decision was surprising as it actively participated in the negotiations that lasted for 29 rounds and went on for more than six years since beginning in 2013. Domestic pressures forced Prime Minister Modi to withdraw India from RCEP at the last minute. It also points to disengagement becoming the prominent character of India’s trade policy as domestic protectionist interests successfully undermine outward-oriented economic visions.

- The leadership of the Chinese Communist Party (CCP) has long pointed to the collapse of the Soviet Union as a cautionary example, and party organs have produced books and films that warn of the dire consequences that would follow from any steps to loosen the CCP’s grip on the economy, public discourse, or political power. These materials have been made the focus of mandatory study under CCP General Secretary Xi Jinping (SCMP, November 18, 2013). Alongside alleged villains such as the reformist Mikhail Gorbachev, ideological laxity among Soviet Communist Party members has been identified as a key factor in the downfall of the Soviet state. [1] To address this, the CCP leadership has undertaken concerted efforts throughout 2019 to bolster ideological indoctrination among its own membership. Party members have been made subject to mandatory use of the smartphone app Xuexi Qiangguo (学习强国), which was introduced in January of this year. [2] Users are required to meet quotas of “study points” for spending time on the app, reading and commenting on articles, and taking tests about party policies (SCMP, February 14, 2019). In addition to serving as a channel for ideological indoctrination, the app also serves as a surveillance tool: it both “collects and sends detailed app log reports on a daily basis, containing a wealth of user data and app activity,” and contains “code that amounts to a backdoor to rooted devices… granting complete administrator-level access to a user’s phone” (Open Technology Fund, September 12). The CCP’s current official ideology is “Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era” (习近平新时代中国特色社会主义思想, Xi Jinping Xin Shidai Zhongguo Tese Shehui Zhuyi Sixiang). This ideological program is grounded in Xi’s ever-growing cult of personality, and relies heavily on the dogmatic repetition of slogans rather than clearly articulated ideas. In broad terms, it strikes three general themes: (1) achieving the “China Dream” (中国梦, Zhongguo Meng) of restored national greatness; (2) unyielding CCP control over politics and Chinese society; and (3) continuing reforms in party-state institutions and governance. The latter element is often expressed in terms of greater centralization of power at the top echelons of the CCP, and demands for stricter personal loyalty to Xi Jinping (China Brief, November 19). - In the tradition of imperial China and communism, Chinese publications see history as a morality tale. In the case of Korean history to the late decades of the nineteenth century there are essentially three actors: virtuous China, evil Japan, and variable Korea. There are three critical periods which receive the bulk of attention: the 7th century, the late 16th century trailing into the 17th century change of dynasty in China, and the last decades of the 19th century. The narrative advances the notion of competing visions of regional order, contrasting Chinese and Japanese frameworks and examining Korean policies in light of the choices made between these options. Official Chinese narratives couch today’s opportunities in historical context. A battle rages between socialism and capitalism, offering China a unique prospect to tip the balance. This is not only a present-day challenge; it is a struggle over consciousness of history—a campaign against “historical nihilism” that disagrees with orthodoxy in support of communist party legitimacy and the rectitude of Chinese civilization. A speech given by Xi Jinping in July 2010 at the Central Party School and only recently made available leaves no doubt about the tight censorship imposed on publications about history. South Korea’s history is especially sensitive as the poster-child for the benevolence of the imperial Chinese regional order, the battleground for the key war fought by China to maintain its surroundings against capitalist encroachment, and a chief testing grounds for the rejuvenation of China against U.S. hegemonism and Western civilization. Premodern history is an inseparable part of this agenda.

- The rise of China troubles the taken-for-granted epistemological and ontological constitution of International Relations (IR) theory. The Greek term ‘theoria’ implied travelling to foreign locales with the aim of gaining illumination that can then simultaneously inform and transform the ‘home’ of the traveler. Yet, instead of travelling, IR theory engages in silencing. This paper undertakes an interpretative journey of China’s IR concepts. In particular, it looks at the notion of guanxi – one of the two terms that goes into the Chinese phrase for International Relations (guoji guanxi). The contention is that ‘relationality’ renders a more accurate translation of guanxi in English. In the process, the paper uncovers the practices of ‘international relationality’ as an opportunity to redefine the ‘international’ as a co-dependent space where two or more actors (despite their divergences) can interface into a dialogical community.
