Abstract:
Following the 2021 Taihe Civilizations Forum, the Taihe International Communications Center hosted an online discussion on October 8 that captures the candid and profound reflections of senior officials whose actions have shaped the course of ties between China and the United States. Dr. Thomas Fingar, Shorenstein APARC Fellow in the Freeman Spogli Institute for International Studies at Stanford University, former Chairman of the National Intelligence Council, and former Assistant Secretary of State, and Senior Colonel Zhou Bo (ret.), Senior Fellow at Center for International Security and Strategy at Tsinghua University, China Forum Expert, and former Director of Center for Security Cooperation of the Office for International Military Cooperation of Ministry of National Defense, were invited to join this dialogue. During their conversation, Dr. Fingar and Senior Colonel Zhou exchanged ideas on important topics such as the current state of China-U.S. relations, the future development of the two countries' bilateral ties, the rationale behind the US foreign policy and the American alliance system, as well as the "extreme competition" that China and the U.S. are trapped in.

Abstract:
The People’s Republic of China is one of the states focusing intensively on building its soft power and shaping its international image. However, China’s image is still negative and primarily based on stereotypes. In recent years, this country is willing to change such perceptions and present itself as an efficient, intensively developing, capable country that is much more than just a global production plant. The article aims to review China’s different manifestations of development aid regarding changing this type of public diplomacy and its meaning to the Chinese government. Is it only motivated by good intentions, or maybe its goal is to only provide an advantage to China? It is evident that owing to significant development, China needs to expand its economic contacts. However, the tested hypothesis states that behind Chinese development aid, political motivation is hidden as well. The research is based on content analysis of official documents and Foreign Ministry’s statements referring to development aid.

Abstract:
This paper highlighted the use of cyberspace as a conflict zone by the US and China, focusing on competition in various technological spheres, including cyberespionage, military technology, and Artificial Intelligence (AI). The main purpose of this study was to depict how great powers manipulate the cyber domain for their high political objectives through US-China rivalry. The research has been carried out mainly via literature review, discourse analysis, and relevant statistics. Consistent with previous literature and global public perception, the outcome has shown that both states are using cyberspace as a new domain for completion in trade, technology, and military purposes. Cyberespionage, the militarization of cyberspace, and AI have been the main conflict areas between these two global competitors in the last decade.

Abstract:
What are the primary drivers of the relationship between Xi’s China and Lukashenko’s Belarus? The present research paper uses the historical process-tracing method to provide an answer to this question. Furthermore, it uses quantitative data analysis regarding the economic intercourse between Belarus and China. It examines whether China’s opposition regarding the unipolar American-led world order and Belarus’s security concerns are the primary drivers of the relationship between Minsk and Beijing. The present article concludes that the congruence of beliefs and Minsk’s desire to ensure survival are drawing the two countries closer together. China’s new strategy encompasses Beijing’s increasing participation in world affairs. China opposes the world order led by a single hegemon, the United States of America. In the interim, Belarus, a relatively weak state insignificant in the global balance of power, shares Beijing’s beliefs about the desired nature of the contemporary world order. However, the Belarusian economy’s condition, which relies heavily on external funding, does not allow the economic cooperation between Minsk and Beijing to thrive. China gradually increases its engagement with Belarus, yet it obscures its ambitions, for Minsk lies in Moscow’s sphere of influence.

915. Economic Sanctions as a Tool of China’s Hybrid Strategies

Abstract:
The article aims to analyze the role of economic sanctions in the People’s Republic of China’s overall approach to achieving its security objectives in the international arena. During the last two decades, Beijing used this instrument on numerous occasions to exert pressure on a varied group of actors. China’s current strategy toward a range of disputes and conflicts it is engaged in (the South China Sea territorial disputes most prominently stand out) is often described using the popular vocabulary of “hybrid warfare” or “grey zone conflicts”. Putting the conceptual complications aside, the author agrees that the PRC’s approach can be viewed as part of a growing trend for great powers to employ what can be called “hybrid strategies” toward its opponents. As part of a broader category of economic statecraft, economic sanctions form an important element of this approach. Considering current scholarship on both “hybrid” (or “grey area”) warfare and economic sanctions, the article answers the question of why the PRC increasingly resorts to hybrid strategies (including economic coercion) and identifies the main characteristics of Chinese economic sanctions. It also provides preliminary conclusions on their effectiveness.

Abstract:
The 2016 presidential election served as a wakeup call to the threat of authoritarian interference, and in the years since, many segments of American society—from the federal government to private companies and civil society groups—have taken valuable steps to prepare for and counter it. Congress and the Executive Branch stood up a new government agency and multiple coordinating bodies to protect election infrastructure, while social media platforms have instituted policies to restrict the manipulation of advertisements, label misleading and false content, and slow the spread of disinformation. Working together, civil society instituted new cross-sector coordination mechanisms for election security. Yet longstanding vulnerabilities—including crippling political polarization and underfunded election jurisdictions—persist. A series of high-profile failures to prosecute the solicitation of foreign interference in U.S. elections further threaten to solidify a dangerous new norm. Meanwhile, the threat landscape is growing more dynamic. New actors, including China and Iran, have taken an interest in adopting elements of Russia’s information manipulation playbook. And that playbook is itself evolving. In 2020, Russia and Iran took active steps to influence U.S. voters, engaging in information operations—at times augmented by cyberattacks—to denigrate candidates, sow chaos and division, and reduce trust in democratic institutions.1 New players, including Cuba, Venezuela, and other, non-state actors also took steps to influence voters and attack election infrastructure.

918. Hedging by Default: The Limits of EU “Strategic Autonomy” in a Binary World Order

Abstract:
For some time, international relations has trended in the direction of an American and Chinese dominated binary world order. While the Trump administration has been an accelerator not a cause of this trend between 2016 and 2020, not coincidentally the post 2016 era has also seen key EU figures move to develop a strategy of greater "strategic autonomy". This interest in strategic autonomy was, in no small part, a reflection of growing European distrust in the reliability of both China and, increasingly, the USA. The paper shows, in contrast to the Cold War era during which the EU was unambiguously aligned, how the EU now appears to have embarked on a hedging strategy, albeit implemented more by default than design. In its desire to defend its core interests the EU appears to lean to one side or the other on an issue by issue basis in at least seven key policy domains identified in the paper. This approach is seen to be the outcome of its dual desire to articulate the values of its much touted “Geopolitical Commission" at the same time as it tries to continue its traditional institutional commitment to multilateralism. The paper concludes that the ambiguity present in this endeavour to straddle the realist-liberal fence only serves to expose the limitations of the strategy.

Abstract:
The 2020s will see a flurry of space activity, with both national and commercial programs picking up pace. Both the United States and China hold strong ambitions in telecommunications, lunar exploration, and beyond. However, currently fraught relations between the superpowers are unlikely to improve and may yet deteriorate further. On the one hand, competition between both countries may drive space activities and foster technological innovation. On the other, as both superpowers expand their activities in space, geopolitical tensions may increase the risk of harmful dynamics that could endanger the sustainable rollout of future programs.
