- Drawing on a global and comparative ethnography, this presentation explores how Syrian men and women seeking refuge in a moment of unprecedented global displacement are received by countries of resettlement and asylum—the U.S., Canada, and Germany. It shows that human capital, typically examined as the skills immigrants bring with them that shape their potential, is actually created, transformed, or destroyed by receiving states’ incorporation policies. Since these policies derive from historically informed and unequal approaches to social welfare, refugees’ experiences raise a mirror to how states (re)produce inequality.

These transactions are performed through smart contracts, which consist of coded commands on the blockchain. This paper looks at how to enforce these autonomous agreements using blockchain online terms of use, focusing on common law jurisdictions, specifically Canada. Some of the advantages of buying and selling on the blockchain include reduced business-to-business transaction costs, automated business-to-consumer transactions and the ability to perform traditional services in new ways.

- Canada’s universities drive research and innovation, but when publicly funded institutions partner with foreign firms and countries, who is the biggest beneficiary? Not Canada or the Canadian economy. According to the authors of this paper, foreign entities that invest in Canadian research often take their intellectual property (IP) (and the money it generates) out of the country, leaving Canadian taxpayers holding the bill, unable to benefit from the economic return on their investment. This paper looks at the U15, a collective of some of Canada’s most research-intensive universities, accounting for 79 percent of all competitively allocated research funding in Canada and 83 percent of all contracted private sector research in Canada. With a focus on research outcomes, specifically IP, this paper examines patent data; IP ownership; and the impact on freedom to operate, an indicator of Canadian firms’ ability to commercialize their technology, to maximize Canada’s return on investment.

25. Fossil Fuel Industry Phase-Out and Just Transition: Designing Policies to Protect Workers’ Living Standards

- This paper focuses on just transition policies targeted at supporting workers now employed in the fossil fuel industries and ancillary sectors within high-income economies. As a general normative principle, I argue that the overarching aim of such policies should be to protect workers against major losses in their living standards resulting through the fossil fuel industry phase-out. The impacted workers should be provided with three critical guarantees to accomplish this, in the area of jobs, compensation and pensions. Just transition policies should also support workers in the areas of job search, retraining and relocation, but these forms of support should be understood as supplementary. Within the framework of these broad principles, the paper first reviews experiences with transitional policies in Germany, the UK, the EU and, more briefly, Japan and Canada. A critical point that emerges is that these just transition policies do not provide the needed guarantees for assuring workers that they will not experience major living standard declines. The paper then describe an illustrative just transition program for workers that includes reemployment, income and pension guarantees, focusing on a case study for the U.S. state of West Virginia. The results show that the costs of the just transition program for West Virginia’s fossil fuel industry dependent workers will amount to an annual average of about $42,000 per worker, equal to about 0.2 percent of West Virginia’s GDP. I briefly summarize results from the seven other studies of U.S. states and for the overall U.S. economy. For the U.S. economy overall, the just transition program’s costs would total to about 0.015 percent of GDP. These findings demonstrate that providing a generous just transition program does not entail unaffordable levels of public spending. Robust just transition policies should therefore be understood as an entirely realistic prospect for all high-income economies.

- To advance the WPS Agenda and monitor progress, in 2019 the governments of Finland and Spain initiated Commitment 2025 (C-25). The member countries agreed to track their efforts to increase the meaningful and substantive participation of women along nine specific commitments related to conflict prevention and resolution, negotiation and mediation processes. This agreement currently has 13 signatories: Finland, Spain, Norway, Iceland, Germany, Italy, Belgium, United Kingdom, Bulgaria, Namibia, Canada, Uruguay, and Argentina. The Georgetown Institute for Women, Peace and Security (GIWPS) has partnered with C-25 members to track progress toward the commitments. To increase transparency and accountability while also providing metrics for progress, we collected and analyzed data on women’s representation in political governance, diplomatic, and peace and security institutions. We combined data from various sources to generate analysis and insights about the status of progress on C-25 commitments. Findings indicate that concerted efforts are needed to reach targets by 2025. Despite some progress, women’s participation and meaningful inclusion in matters of peace and security is still lacking. Governments can and must do better including and empowering women in peace and security institutions and processes. The data underscore the importance of continued dedication to women’s empowerment and the importance of holding governments accountable through monitoring progress.

- Commercial opportunities in space-based technologies are expanding rapidly. From satellite communications and Earth observation to space tourism and asteroid mining, the potential for businesses to capitalize on these emerging technologies is vast and known as “NewSpace.”1 The NewSpace model is important for governments to understand because the dual-use nature of space, specifically its growing commercialization, will influence the types of space-based technologies that nations may leverage, and consequently, impact their national security paradigms. By capitalizing on the private sector’s agility and combining it with the essential research efforts and customer role played by the public sector, the NewSpace industry can play a critical function in addressing current and future national security challenges through public-private codevelopment. As the NewSpace industry expands, the role of government is evolving from being the primary developer and operator of space assets to facilitating their commercialization, while still prioritizing key advancements. US and allied governments can capitalize on this competitive landscape by strategically investing in areas that align with their national security objectives. However, it is crucial for them to first understand and adapt to their changing roles within this dynamic environment. Indeed, the benefits of the burgeoning NewSpace industry extend beyond the United States. International collaboration and competition in this area can lead to faster technological advancements and economic gains. The global NewSpace landscape is driving down costs, increasing access to space, and fostering innovation that can improve not only economic well-being, but also impact national security models. To that end, this memo will examine the broad state of the space market, discuss the industry drivers, and propose recommendations for US and allied policymakers as they consider future government investments in those enabling space-based activities that support wider national security ambitions.

- Over the last two decades, the world entered a new paradigm in the use of space, namely the introduction of highly capable small satellites, just tens or hundreds of kilograms in size. This paradigm has forever changed how countries will employ space capabilities to achieve economic, scientific, and national security interests. As is so often the case, the telltale signs of this global paradigm shift were obvious to more than just a few individuals or industries. Air Force Research Laboratory’s Space Vehicles Directorate began exploring the use of small satellites in the 1990s. The Air Force also established the Operationally Responsive Space program in 2007, which explored the potential use of small satellites. However, both research efforts had no impact on the US Department of Defense’s (DOD’s) satellite acquisition programs. The advancement of small satellites was largely driven by universities and small commercial start-up companies.1 The introduction of commercial and government small satellites has democratized space for states and even individuals. Space remote sensing and communications satellites, once the exclusive domain of the United States and Soviet Union, can now provide space-based services to anyone with a credit card. Eighty-eight countries currently operate satellites, and the next decade will likely see the launch of tens of thousands of new satellites.2 Commercial and government small satellites have changed outer space into a more contested, congested, and competitive environment. The United States has shared space data with its allies since the dawn of the space age.3 Yet it also has a history of operating independently in space. Other domains of warfare and defense policy are more closely integrated between the United States and its allies and partners. The United States has military alliances with dozens of countries and strategic partnerships with many more.4 In recent years, there have been calls to coordinate with, or even integrate allied space capabilities into US national security space strategy and plans. In this regard, the US government has made significant advances. However, much work needs to be done. There is pressure on the United States to act quickly to increase national security space cooperation and integration, driven by rapidly increasing global capabilities and expanding threats from hostile nations and orbital debris. This paper examines the potential strategic benefits to US national security of harnessing allied space capabilities and the current efforts to do so, as well as barriers to achieving success. The paper identifies pathways forward for cooperating with allies and strategic partners on their emerging space capabilities and the potential of integrating US and allied capabilities.

- The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

- A hidden web of power revealed itself to Internet users in early 2022. Following a brutal government crackdown in Kazakhstan in January, anyone using open-source flight-tracking websites could watch kleptocratic elites flee the country on private jets. A little more than a month later, Russia’s invasion of Ukraine brought a new spectacle: social media users were able to track various oligarchs’ superyachts as they jumped from port to port to evade Western sanctions. These feeds captured a national security problem in near real time: In Eurasia and beyond, kleptocratic elites with deep ties to the West were able to move themselves and their assets freely despite a host of speeches by senior officials, sanctions, and structures designed to stop them. Kleptocratic regimes—kleptocracy means “rule by thieves”—have exploited the lax and uneven regulatory environments of the global financial system to hide their ill-gotten gains and interfere in politics abroad, especially in the United States, the United Kingdom, and the European Union. They are aided in this task by a large cast of professional enablers within these jurisdictions. The stronger these forces get, the more they erode the principles of democracy and the rule of law. Furthermore, the international sanctions regime imposed on Russia in response to its invasion of Ukraine has little hope of long-term success if the global financial system itself continues to weaken. The West still has a long way to go to rein in the authoritarian kleptocrats who have thrived on the institutional dysfunction, regulatory failure, and bureaucratic weakness of the transatlantic community for far too long. We need to rethink not just how we combat kleptocracy, but also how we define it. Policy makers need to understand that authoritarian regimes that threaten transatlantic security are closely linked to illicit financial systems. As it stands, our thinking about how foreign corruption spreads is too constrained by stereotypes about kleptocratic goals and actions.

48. The Insurance Implications of Government Student Loan Repayment Schemes

- A large literature examines the extent to which consumption responds to idiosyncratic earnings shocks.1 This paper studies whether student loan repayments serve as a source of insurance, much like government tax and transfer programs.2 Indeed, this insurance mechanism is an explicit aim of formal income-contingent repayment schemes in many countries, where the efficient structure of contingencies depends on such market frictions as moral hazard, adverse selection, and costly income verification (Lochner and Monge-Naranjo, 2016). We use new administrative data that links detailed information on Canadian student loan recipients with their repayment and income histories from the Canada Student Loans Program (CSLP), income tax filings, and post-secondary schooling records to measure the extent to which student borrowers adjust loan repayments to insure against income variation.3 Several mechanisms are available for students to adjust loan repayments in response to income fluctuations: formal, like CSLP’s Repayment Assistance Plan (RAP); and informal, such as delinquency or default. Close to 30% of students are enrolled in RAP soon after graduation, although that fraction falls as incomes rise thereafter. ∗ Gervais: University of Georgia, Athens, mgervaisca@gmail.com. Within 5 years of graduation, nearly 10% of borrowers have defaulted on their debt. In addition, borrowers can make larger payments than required should they experience unexpectedly high income: 40% of borrowers have fully repaid their student debt within 5 years of graduation. Indeed, loan payments are shown to increase in income, more so in early years and for individuals with higher initial debt. More formally, we estimate that on average, an unexpected $1,000 change in yearover-year income is associated with a $30 change in loan payment: from a $50 change the year after graduation, declining to a $20 change 5 years after graduation. Loan repayments are also used to absorb income variation that is more permanent in nature: for borrowers whose income is consistently below or above expected income at graduation, the magnitude of average repayment adjustment is similar to the average yearly response.

- Economic diversification has gained significant attention as a crucial factor for sustainable development worldwide. This paper addresses the risks associated with extreme specialisation and explores the potential benefits of economic diversification for Mongolia. By comparing Mongolia with its designated aspirational and structural peers, the paper aims to shed light on strategies that can foster economic and societal diversification in the country. Although Mongolia possesses favourable levels of human capital compared with its peers, its unusually high ratio of natural capital to human capital highlights the necessity of reducing reliance on natural resources and promoting human capital-intensive economic activities. The paper examines the implications of declining demand for Mongolia's key minerals, primarily coal, resulting from climate change concerns and evolving investor preferences towards sustainability, China's coal consumption reduction goals, and the enduring impact of the COVID-19 pandemic. Through this analysis, the paper offers insights into pathways for Mongolia to diversify its economy and enhance the well-being of its people by striking a balance between natural resources and human and social capital.

- Inequality and exclusion are not destiny. Change is possible. Following three years of research, country visits, expert meetings, and debate, the Pathfinders’ Grand Challenge on Inequality and Exclusion has identified policy priorities for immediate and longer-term actions to tackle inequality and exclusion. The report draws on the lived experiences and desires of people across countries around the world. To understand citizens’ concerns about inequalities, their policy priorities, and their desire for change, we commissioned a public opinion survey in eight countries: Canada, Costa Rica, Mexico, Sierra Leone, South Korea, Sweden, Tunisia, and Uruguay. These opinion surveys show an immense preoccupation with societal divisions and a consensus that more needs to be done to address them. What is working to make progress on equality and inclusion? Countries and local communities that have made sustained progress towards more inclusive and equal societies have generally taken a three-pronged approach: They have delivered visible results that make a material difference in people’s daily lives, in areas such as social protection, housing and wages; they have built solidarity, through for example truth-telling exercises, police and justice reform and community empowerment; and they have secured credibility and sought to avert reversals by fighting corruption, broadening political power, and increasing the public financing needed for policy development.

79. U.S. Diplomacy Can Prevent Canadian Transboundary Mining Pollution on the Northern Border

- The Biden administration’s America the Beautiful initiative1 has recently bolstered conservation and economic activity in southeast Alaska.2 Yet only a few miles away, Canada is allowing dangerous gold mines in British Columbia to put Alaskans, Alaska Native communities, and the ecosystems they rely on at risk. The United States must exercise its rights under the 1909 Boundary Waters Treaty3 to address these mining and diplomatic malpractices. The United States’ ability to clean up mining activity at home and abroad will soon be put to the test as the world moves to secure new supplies of the critical minerals needed to build a clean energy economy. New mining developments are moving forward in the transboundary region of British Columbia along the Alaskan border without the consent of Tribes and Alaskan communities downstream. Despite U.S. complaints under the Boundary Waters Treaty, both the Canadian federal government and the provincial government of British Columbia are pushing ahead. Much of this new mining activity is focused within the watersheds of the Taku, Stikine, and Unuk-Nass rivers. These rivers flow from Canada’s boreal forest into Alaska’s Tongass National Forest, the site of one of President Joe Biden’s largest 4 conservation achievements5 and a bastion of ecosystem resilience for the state’s salmon fisheries.6 The dams used to capture and retain the toxic mine tailings—or waste—associated with gold-copper mining are prone to leakage and collapse, putting southeast Alaska communities, Tribes, and ecosystems at serious risk. Provincial mining activity in this region is recklessly underregulated, and efforts to introduce safeguards have faced diplomatic stonewalling from both the Canadian government and the provincial government of British Columbia. Low British Columbian bonding requirements, lax environmental protections, and no requirement to consult with the United States on new projects have attracted large gold mining operations to the region without consent or sufficient protections for downstream communities in Alaska. The International Joint Commission (IJC), a forum created to help the United States and Canada work out cross-border waterway issues and governed by the Boundary Waters Treaty,7 has been receiving increased attention as communities and Tribes call on both governments to find protective resolutions.8 The Biden administration should exercise its authority under the Boundary Waters Treaty—which Canada may already be violating by allowing British Columbian pollution to enter U.S. waters—to engage the government of Canada on these important transboundary environmental concerns: The United States should press Canada to join IJC proceedings to work out the mining pollution issues along the British Columbia-Alaska border. Through this process, the IJC should consider setting up watershed boards co-led by local Indigenous and non-Indigenous communities. Similarly, the IJC should follow Indigenous nations’ recommendation to pause all mine permitting in the transboundary British Columbia region until watershed protections are implemented. Both Canada and the United States should also strengthen bonding requirements for mine liabilities so communities are not left holding the bag for tailings dam breaches.
