  • Abstract: The relationship between the European Union (EU) and Asia is in flux. The EU intensified its economic ties to Asia and boosted its security cooperation in the region in 2011 and 2012. But new challenges, including the crises in Ukraine and the Middle East, have made it difficult to sustain this incipient momentum. There are a number of steps that EU and Asian governments can and should take to continue to strengthen their relations.

  • Abstract: In the post–Cold War period, scholars have considered the Asia Pacific to be ripe for military competition and conflict. Developments over the past decade have deepened these expectations. Across the region, rising military spending and efforts of various states to bolster their military capabilities appear to have created an increasingly volatile climate, along with potentially vicious cycles of mutual arming and rearming. In this context, claims that China's rapid economic growth and surging military spending are fomenting destabilizing arms races and security dilemmas are widespread. Such claims make for catchy headlines, yet they are rarely subject to rigorous empirical tests. Whether patterns of military competition in the Asia Pacific are in fact attributable to a security dilemma–based logic has important implications for international relations theory and foreign policy. The answer has direct consequences for how leaders can maximize the likelihood that peace and stability will prevail in this economically and strategically vital region. A systematic empirical test derived from influential theoretical scholarship on the security dilemma concept assesses the drivers of bilateral and multilateral frictions and military competition under way in the Asia Pacific. Security dilemma–driven competition appears to be an important contributor, yet the outcome is not structurally determined. Although this military competition could grow significantly in the near future, there are a number of available measures that could help to ameliorate or manage some of its worst aspects.

  • Abstract: If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

  • Abstract: Kyrgyzstan, Central Asia’s only even nominal parliamentary democracy, faces growing internal and external security challenges. Deep ethnic tensions, increased radicalisation in the region, uncertainty in Afghanistan and the possibility of a chaotic political succession in Uzbekistan are all likely to have serious repercussions for its stability. The risks are exacerbated by leadership failure to address major economic and political problems, including corruption and excessive Kyrgyz nationalism. Poverty is high, social services are in decline, and the economy depends on remittances from labour migrants. Few expect the 4 October parliamentary elections to deliver a reformist government. If the violent upheavals to which the state is vulnerable come to pass, instability could spread to regional neighbours, each of which has its own serious internal problems. The broader international community – not just the European Union (EU) and the U.S., but also Russia and China, should recognise the danger and proactively press the government to address the country’s domestic issues with a sense of urgency.

  • Abstract: Mutual indifference has long characterized relations between India and Australia, but the two countries' interests are increasingly converging. In particular, New Delhi and Canberra are both wary of China's growing assertiveness in the Asia-Pacific region. Yet there are several constraints hindering the development of a strong India-Australia partnership, and both countries need to be realistic about the prospects for a closer strategic relationship.

  • Abstract: Although disputes in the South China Sea are in general under control since 2009, developments show that China-Philippines and China-Vietnam are two key relationships that have experienced incidents leading to fluctuating levels of tension in the South China Sea region. This study reviews the evolution of these two relationships in relation to bilateral disputes in the South China Sea and the respective approaches to managing these disputes, with emphasis on the post-2009 period. By comparing the China-Philippines and China-Vietnam approaches, it intends to analyse the differences/similarities and their implication on the management of the South China Sea disputes, as well as their bilateral relations in a broader sense.

  • Abstract: On December 16, 2013, Prince Turki bin Faisal Al Saud, Saudi Arabia's powerful former intelligence chief, gave an interview to the Wall Street Journal. He was speaking out after a turbulent four months in Middle East and Persian Gulf diplomacy, diplomacy that culminated in an interim nuclear deal between Iran and the major powers. Prince Turki, long a close friend to the United States, used the interview to blast American policy. He was critical of U.S. strategy in the region as a whole, but particularly vehement about leaving Saudi Arabia out of the loop as the United States engaged in secret bilateral diplomacy with Iran. "How can you build trust when you keep secrets from what are supposed to be your closest allies?" he fumed.

  • Abstract: The Afghan National Police (ANP) has made remarkable progress, but the challenges are urgent, and critical capabilities remain underdeveloped. Within the framework of the minister of interior's own Strategic Vision, opportunities will arise to close some of the capacity gaps in the coming years. Helping the ANP shift from a wartime footing to a contextually appropriate community policing model, and advancing professionalism within the ministry and the operating forces, is critical to sustainability. If a national police force is going to succeed, the linkage between policing and governance must be recognized and strengthened. Managing the expanding array of ANP donors and their activities poses a unique challenge that has yet to be addressed. It is an executive challenge for the Ministry of Interior and a coordination challenge for the international community. For both, it will require a long-term approach. To facilitate effective evidence-based operations (EvBO) and strengthen the relationship between the ANP and the communities it serves, U.S.-funded activities that build capacity for justice and governance need to be more closely aligned with ANP development.

  • Abstract: India and Pakistan, born out of a single British-ruled entity in 1947, have continued an implacable rivalry marked by periodic wars and hostilities as well as through proxies. This unending conflict has led them to invest heavily in their militaries and even to choose nuclear weaponry as a deterrence on the part of Pakistan toward India and on India's part toward both Pakistan and China. Although there have been occasional moves toward confidence building measures and most recently toward more open borders for trade, deep mistrust and suspicion mark this sibling rivalry. Their mutual fears have fuelled an arms race, even though increasingly civil society actors now appear to favor rapprochement and some sort of an entente. The question is whether these new trends will help diminish the military spending on both sides.

  • Abstract: A failure of intelligence on the Korean peninsula-the site of the world's highest concentration of military personnel with a history of fraught, sometimes violent, sabre-rattling-could have catastrophic consequences. Yet the South Korean intelligence community has revealed its susceptibility to three types of pathologies-intelligence failure, the politicisation of intelligence, and intervention in domestic politics by intelligence agencies-which bring into stark relief the potential for grievous miscalculation and policy distortions when addressing the threat from North Korea. Moves by intelligence agencies to recover or bolster their reputations by compromising sensitive information have compounded the problem. Efforts are needed to reform the South's intelligence capacities, principally by depoliticising its agencies and ensuring adequate legislative and judicial oversight. Lawmakers and bureaucrats also need to fulfil their responsibilities to protect classified information and refrain from leaking sensitive intelligence for short-term personal political gains.

  • Abstract: Growing dependence on ever evolving information technology and continuous occurrence of cyber- attacks against nations demonstrate the need for solid security strategy in cyberspace. South Korea, a country keen to explore benefits brought by the Internet, has suffered a heavy blow from a series of North Korea's cyber-attacks in the past. This paper analyzes the 2013 March 20 cyber-attack against South Korea in detail and sheds light on the fast developing cyber capabilities of North Korea. The severity of the March 20 attack which simultaneously targeted major banks and broadcasters in the country spread panic through South Korea. The malware used in the attack was later nicknamed "DarkSeoul" because of the repetitive use of the term in the malware programming source. The attack illustrates the changing nature of the conflict on the Korean Peninsula, reflecting the need for a new concept of national security in which cyberforce plays a critical role.

  • Abstract: Moscow's aggression against Ukraine has truly been a “game changer” for the Atlantic Alliance. Its implications for NATO's further evolution can hardly be over-estimated and after the likely shoot-down of a Malaysian civil aircraft over Ukrainian territory, controlled by pro-Russian rebels, the situation is even more unpredictable. Even if the catastrophe has put heavy political pressure on President Putin to reduce Russian involvement in Ukraine, Moscow is still not likely to revert the annexation of the Crimean peninsula. As a result, the crisis will dominate the international security debate for a long time to come. Thus, signs of resolve directed at Russia, measures to reassure the NATO members in Eastern Europe and indications of further cooperation with Ukraine will rank very high on the agenda of the NATO summit in Wales in September 2014. With the draw-down of the operation in Afghanistan, some Allies tend to see NATO's future role as primarily to preserve the territorial integrity of its member states. Hence, they argue in favour of a “back to basics” approach with an Alliance concentrated on its defence mission, according to Article 5 of the Washington Treaty.

  • Abstract: The crisis in Ukraine, which culminated in Russia's annexation of the Crimea, marks a new low in NATO-Russia relations. While this relationship had been deteriorating for quite some time, Moscow's role in the Ukraine crisis revealed a geopolitical agenda that caught many observers by surprise. In the course of just a few weeks Russia clearly emerged as a revisionist power, behaving in a manner reminiscent of the "predatory nation-states from the 19th century" and changing borders by force in order to deny a neighbouring country the choice to determine its own alignments.

For economic, political, diplomatic, and military reasons, the Indo-Asia-Pacific theater continues to grow in importance to the United States.   • Abstract: The new national security leaders in Japan, the United States, China and the two Koreas have assumed office at a precarious time. Despite the recent relaxation of tensions, conditions are ripe for further conflict in Northeast Asia. The new DPRK leadership is as determined as its predecessor to possess nuclear weapons and ballistic missiles while resisting unification or reconciliation with South Korea and its allies. The new government in Tokyo is also augmenting its military capabilities. Meanwhile, despite Chinese efforts to restart the Six-Party Talks, the Obama administration has refused to engage with the DPRK until it demonstrates a willingness to end its nuclear weapons program and improving intra-Korean ties. But this policy of patiently waiting for verifiable changes in DPRK policies may be too passive in the face of North Korea' s growing military capabilities, leading the new South Korean government, striving to maneuver between Beijing and Washington, to consider new initiatives to restart a dialogue with the North even while reinforcing its own military capabilities.

  • Abstract: Under what conditions do regional security organizations (RSOs) take up a broader agenda or scope in security governance? Further, does broader scope matter for regional security? These questions are addressed using a quantitative comparative analysis of 25 RSOs over the period 1990–2009. Similarity among members in their capacities and political systems are identified as two central conditions for increased scope. In contrast, hegemony is not a significant factor. Institutionalization also seems to matter: RSOs that have been around longer and encompass more members are more successful in expanding their security agenda. There is only weak empirical support for the idea that RSOs with a broader scope have a stronger pacifying effect on regional security. The implications of these findings are discussed in greater detail for Asian RSOs, which have only limited scope and operate in comparatively high levels of insecurity. However, except from the legacy of conflict, variables identified in the general models apply similarly to Asia.

  • Abstract: China is challenging the regional balance of power in East Asia through a military buildup and an increasingly assertive foreign policy. The US is forced to find the right balance between cooperating with China while benefiting from its economic rise, and countering China's regional reach by carrying out its self-declared "pivot" to Asia in spite of domestic and budgetary constraints. With just over one year in office, Japan's Prime Minister Shinzo Abe has received wide domestic support for his ambitious plans to revive Japan's economy through his threefold policy of Abenomics. At the same time, however, he has implemented a number of significant policies in the defence and security sphere. In response to China's military rise, the Abe administration increased and recalibrated the defence budget. Furthermore, in order to reinforce the alliance with the US, the government approved the creation of a US-style National Security Council, passed a Secrecy Bill, and aims to reverse Japan's self-imposed ban on exercising the right to collective self-defence. Under the banner of "proactive pacifism", the Abe cabinet is seizing the momentum caused by the changing regional power dynamics in order to edge closer towards "breaking away from the postwar regime". A proposed revision of Japan's constitution, unchanged since 1947, symbolizes the ruling Liberal Democratic Party's (LDP) objective to bring about a more autonomous role for Japan both in the security alliance with the US and as an international actor.

  • Abstract: Russia is often seen as a land of extremes – and the narratives for this month's Winter Olympics in Sochi reflect that view. From the record-length 65,000 km Olympic torch run (which included trips to outer space, the north pole and the bottom of the world's deepest lake) to the incredible $51 billion price tag and the Ian Flemingesque threat of attacks from black widow terrorists, the Sochi games have a distinctly Russian flavour. The Kremlin appears to have envisioned the games as a national triumph, not unlike the 2008 Beijing Olympics, with organisational, architectural and sporting successes that could unite the country. However, with global headlines dominated by stories of corruption, human rights abuses, anti-gay laws and the very real threat of terrorist attacks, one might be forgiven for wondering whether the Russian government regrets its decision to bid for the games.

  • Abstract: New data published in the American Enterprise Institute-Heritage Foundation China Global Investment Tracker show that China continues to invest heavily around the world. Outward investment excluding bonds stood at $85 billion in 2013 and is likely to reach $100 billion annually by 2015. Energy, metals, and real estate are the prime targets. The United States in particular received a record of more than $14 billion in Chinese investment in 2013. Although China has shown a pattern of focusing on one region for a time then moving on to the next, the United States could prove to be a viable long-term investment location. The economic benefits of this investment flow are notable, but US policymakers (and those in other countries) should consider national security, the treatment of state-owned enterprises, and reciprocity when deciding to encourage or limit future Chinese investment.

  • Abstract: ASEAN has become a focal point of the rapidly changing economic architecture of the Asia-Pacific region. ASEAN members are increasingly stable and politically confident, and constitute an emerging economic powerhouse. The region is dynamic, with 600 million citizens and a gross domestic product (GDP) that exceeds $2 trillion and is expected to grow 6 percent annually for the next two decades. (The Appendix at the end of this paper reports detailed output and trade projections to 2025.) Through deeper internal integration via the ASEAN Economic Community (AEC) and external initiatives such as the Regional Comprehensive Economic Partnership (RCEP), ASEAN is becoming a driving force in regional cooperation and a much-courted economic partner. The AEC and the RCEP projects are globally significant: the AEC could generate powerful demonstration effects for other developing regions, and the RCEP could become an important building bloc of the multilateral trading system.

  • Abstract: Spikes in the prices of ivory and rhino horn have propelled an escalation in killings of African elephants and rhinoceroses. Without urgent corrective measures, extinction of these populations is likely. This is not just a wildlife poaching problem but part of a global illicit trafficking network that is empowering violent groups and co-opting some elements of Africa's security sector. An immediate bolstering of Africa's wildlife ranger network is needed to slow the pace of elephant and rhino killings and buy time. Addressing this threat over the longer term will require dramatically reducing the demand for these animal parts, especially within Asian markets.

  • Abstract: The statement by India's national security adviser on March 6th 2014 referring to "legitimate" Russian interest in Ukraine was unsurprisingly criticised in the West, but appreciated in Russia. Most observers missed other important elements in the statement: reference to Ukraine's internal issues; recognition that both Russian and other interests were involved; and emphasis on a peaceful settlement, reconciliation and negotiation. Debate on the Ukrainian crisis has been largely absent in India due to preoccupation with national elections, widespread consensus that Russia is a dependable "friend of India", and sneaking admiration of President Putin for his "decisiveness" in promoting Russia's interests and open defiance of the West. While China and Pakistan have deployed historical/ethno-cultural arguments to dispute Indian sovereignty over territories that India considers its own, India has consistently rejected claims to alter the territorial status quo on grounds of kinship across sovereign borders.

  • Abstract: The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

  • Abstract: ISAF's withdrawal from Afghanistan in 2014 will directly impact the wider region. Not only is there a risk of instability spilling over to Central Asia, but the drawdown will also accelerate the ongoing shift in the balance of power in Central Asia towards China. Should a spillover occur, the burden will mainly fall on Russia and China. Russia will, however, only continue playing the dominant role in the security of the former Soviet Central Asia (FSCA) until China takes on responsibility for the security of its direct sphere of influence or "dingwei". Russia's Near Abroad, however, overlaps both with the EU's Eastern Neighbourhood in Europe and China's dingwei in Central Asia and the Far East. It is, therefore, necessary to approach Russian reactions to these encroachments on its historical spheres of influence in a single context, taking into account the interrelationship between these three.

  • Abstract: Canada has demonstrated a strong interest in strengthening economic partnerships across the Asia-Pacific, having recently expanded its diplomatic presence in the region through the establishment of a mission to the Association of Southeast Asian Nations (ASEAN), and reaffirmed its desire to join such forums as the East Asia Summit. While Canadian officials routinely find themselves simply passing through Asian capitals, Canada's market share in the Asia-Pacific is below potential and Canada lags behind in comprehensive trade agreements signed with the region's states (Dobson 2012). As Canada seeks to expand trade ties in the Asia-Pacific, its active engagement must come not only through sustained presence in economic forums, but also through tangible investment in the region's security architecture.

  • Abstract: Upon taking office in January 2009, Obama administration officials proclaimed a U.S. “return to Asia.” This pronouncement was backed with more frequent travel to the region by senior officials (Secretary of State Hillary Clinton's first trip was to Asia) and increased U.S. participation in regional multilateral meetings, culminating in the decision to sign the Association of Southeast Asian Nations (ASEAN) Treaty of Amity and Cooperation and to participate in the East Asia Summit (EAS) at the head-of-state level. The strategic “rebalance to Asia” announced in November 2011 builds on these earlier actions to deepen and institutionalize U.S. commitment to the Asia-Pacific region.

  • Abstract: The Northeast Asian region has attracted at least two types of international relations analyses. A first type focuses primarily on military and hard security and investigates changes in states' power and the politics of coercion, balance of power, and alliances. A second type is interested in cross-border economic activities, regional interdependence, and institutionalization and then examines the states' policies of development, trade, money, and technology, as well as the politics of institutional building and reform. T.J. Pempel's edited volume synthesizes the two approaches by viewing the mutually shaping interactions between economics and security as a major feature of regional politics. The book is a fruit of collaborative efforts by American, Japanese, South Korean, and Chinese scholars who provide in-depth analyses of recent developments in the region.

  • Abstract: This study analyzes the limits and further areas of possible privatization of security in the Czech Republic in the context of a growing number of private security companies (PSCs). With reference to the recent foreign studies of security privatization and interviews conducted with the owners and/or managers of PSCs operating in the Czech Republic, this study shows that the process of security privatization is not taking place somewhere outside the structures of the Czech state because the very (in)activity of its components in providing security, along with the understandable efforts of PSCs to maximize their profits by offering new services, or extending the range of the existing ones, represents one of its key determinants. By outlining possible further areas as well as limits of security privatization in the Czech Republic, this study has the ambition to be the basis for not only an academic, but also a political debate about the ways of ensuring the safety of the citizens of the Czech Republic in the foreseeable future.

  • Abstract: The realm of privatization of security and the consequent existence of private military companies is an important constitutive element of security with regard to international relations. This phenomenon is most strongly developed in the Anglo-Saxon world. However, in the case of the French Republic, we can observe significant developmental and functional disparities. This paper examines externalization processes in the context of the French approach to the legitimacy, legality and territoriality of the privatization of security functions of the state and explains the different causes of their development. It discusses the main aspects of externalization, defines the typical activities of French private military companies, describes their strengths and weaknesses and outlines the problems and possible solutions that lie before the French, which cannot be ignored in the future. Finally, this paper describes the most important French private military companies and their characteristics.

  • Abstract: The Comprehensive Nuclear-Test-Ban Treaty (CTBT) is one of important international nuclear non-proliferation and disarmament measures. One of its pillars is the verification mechanism that has been built as an international system of nuclear testing detection to enable the control of observance of the obligations anchored in the CTBT. Despite the great relevance to the global non-proliferation and disarmament efforts, the CTBT is still not in force. The main aim of the article is to summarize the importance of the CTBT and its entry into force not only from the international relations perspective but also from the perspective of the technical implementation of the monitoring system.

The article is based on two theoretical approaches, the first one is a concept of security community, the second one is a human security. Both theories have become widely accepted in the early 1990s because of their ability to cover wider international changes. The Southern African Development Community is seen as a regional integration plan which aspires to become a security community in Karl Deutsch's sense. The U.S. has been making progress toward convincing the international community to crack down on Pyongyang even further. Given the threat, we must maintain a robust military presence in Asia to maintain the peace in the Asia-Pacific region. We must work with China—North Korea's only ally—to achieve a lasting end to Pyongyang's continuing nuclear intransigence.

  • Abstract: This paper, focusing on the 1968-1976 institutional changes of ASEAN, a Third World Security-Oriented Institution (SOI), attempts to develop a theoretical model of institutional transformation by utilizing a punctuated equilibrium model. This theoretical model illustrates interactions between structure and agent to explain both why and how institutional transformation occurs: first, changes in the external security environment foster or hinder SOI's functions, and thus, they trigger internal political discussions among member states; and second, internal political discussions define the direction of SOI's institutional transformation. Focusing on changes in the regional balance of power in Southeast Asia from 1968 to 1971 and from 1972-1976, this paper examines the process of ASEAN's creation of the Zone of Peace, Freedom, and Neutrality (ZOPFAN) in 1971, and the Treaty of Amity and Cooperation (TAC) and the Bali Concord in 1976.

  • Abstract: This paper argues that security sector reform (SSR) in Afghanistan suffers from a lack of strategic direction and political agreement. It focuses on disarmament, demobilization and reintegration (DDR), and police and army reform in two case studies — Baghlan province and Nahr-I Sarraj district in Helmand province — in order to demonstrate the pitfalls of an SSR process driven by operational activities in the absence of an overarching strategy. The paper then examines the role of the Office of the National Security Council (ONSC) within the Afghan government in order to account for the lack of strategic direction in SSR before providing recommendations on how to avoid such problems in the future.

  • Abstract: The rapid hydropower development in the Mekong River Basin brings with it a growing number of security challenges for state and regional policymakers. While the interrelated challenges range from local, human security issues, to regional-level concerns, all stem from the externalities brought about by hydro-development. This paper analyses the ramifications of the current 'hydropower gold-rush' on and around the Mekong. By specifically examining the non-traditional security concerns of food and water security and how these threaten to drive human insecurity, migration and instability within the region, it is able to challenge the dominant development and economic mindset that continues to encourage development at the cost of livelihoods. Instead of an economic hydro-boom as anticipated by many, continued dam building on the Mekong and its tributaries could result in a non-traditional security disaster characterised by severe food shortages, destruction of livelihoods and large irregular movements of people.

  • Abstract: The militaries of developing countries have often gone beyond the mission of external defence, to perform unconventional roles ranging from disaster relief and economic management to law enforcement and internal security. This paper focuses on development missions carried out by the armed forces of the Philippines and Thailand in and out of conflict zones, and provides an analysis of the causes behind the re-emergence of such missions in recent years. Based on a comparison of the two countries' experience, this paper argues that the military's renewed involvement in development work stems from two factors: their significant role in political succession; and the increasing salience of concepts linking security and development, in particular, the notion of non-traditional security. The effectiveness of such projects could, however, be hampered by the lack of a clear, well-implemented national development framework and by systemic weaknesses in security sector governance. This paper thus argues that, in order to address the various non-traditional security threats in the two countries, security sector reform would have to be implemented and civilian oversight over security institutions improved.

  • Abstract: Much attention has been devoted to the Obama Administration's “Pacific Pivot” and the vocal reassertion of an upgraded security, economic, and diplomatic presence in East Asia by the United States. Commentators have ascribed various rationales to these efforts, including speculation that this is part of a “containment” strategy towards China, a reaction to the US presidential election cycle, or, more benignly, an effort to forestall concerns of American withdrawal from the region. These explanations have some elements of truth, but also fall short of fully describing or understanding the strategic rationale behind these moves.
