201. Biotechnology and Security Threats: National Responses and Prospects for International Cooperation

Cutting-edge biotechnology, mainly consisting of gene editing, gene drives and gene synthesis, is developing and changing rapidly. It acts as a double-edged sword, bringing benefits to human development in many fields, such as medical treatment and agriculture, while also posing serious threats to biological security, human existence and development. For example, the case of He Jiankui, a young scholar from the Southern University of Science and Technology of China who created gene-edited babies, triggered a global controversy and debate on biosafety in the winter of 2018. This paper argues that the problems China faces do not only exist in China — they are in fact common problems faced by all countries in the world. Due to the COVID-19 pandemic, the world is paying close attention to global health governance and biosafety issues. There is a window of opportunity for global collaboration to deal with biosecurity threats.

This paper addresses the U.S.-South Korea alliance in the context of Asia’s evolving security architecture. At the crux of the issue is the Biden administration’s desire to uphold the rules-based international order by reinforcing the network of inter-Asia alliances and multilateral institutions, on one hand, and the Moon government’s relative reluctance to deepen and expand security ties linked to an Indo-Pacific strategy that counter-balances China, on the other hand. Leveraging the existing alliance relationship, the Biden administration should encourage Seoul to coordinate with other like-minded countries committed to sustaining a rules-based regional order while assisting Seoul in mitigating potential strategic vulnerabilities. Conversely, as a middle power, South Korea must not shy away from the region’s security architecture, but instead actively coordinate with other actors in shaping the region’s strategic environment. By working in concert with other countries in the Indo-Pacific, Seoul can reduce its geopolitical vulnerability while advancing its national and regional interests.

205. Advancing South Korea-Southeast Asia Security Ties: Between Opportunities and Challenges

South Korean President Moon Jae-in’s New Southern Policy (NSP)—the most recent effort by Seoul to boost relations with Southeast Asian countries and India and diversify its relationships beyond four major powers: China, Japan, Russia, and the United States. Yet, at the same time, less of a focus has been placed on how to advance the security aspect of the NSP despite some of the inroads that have been made, as well as the underlying convergences of concerns and interests between South Korea and the countries of Southeast Asia. This paper addresses this gap by providing insights into South Korea’s security ties with Southeast Asia, based on a close analysis of South Korean and Southeast Asian accounts as well as conversations with officials and scholars on both sides. It makes three arguments. First, while South Korea’s efforts to advance security ties with Southeast Asian states as well as with the Association of Southeast Asian Nations (ASEAN) as a bloc may have been met with mixed results so far, the inroads made still deserve attention and are rooted in several domestic, regional, and global drivers. Second, though these security ties create opportunities for Seoul’s relations with ASEAN countries, they also pose challenges that should not be ignored. Third and finally, advancing security relations between South Korea and Southeast Asian countries will require actions not just on the part of Seoul or ASEAN nations, but also other actors.

Using a neoclassical realist model, this paper builds an analytical model to understand how countries are able to change or adjust their security and foreign policies. Growing distrust in East Asia, especially in the security arena, is increasingly critical as new and long-standing hotspots— including the Taiwan strait, Korean peninsula, East China Sea, and South China Sea—become more volatile. The need for confidence-building measures is clear, and a central tool of confidence building is defense transparency. In November of 2020, Australian Prime Minster Scott Morrison was the first head of government to physically visit Japan to meet with his new counterpart Yoshihide Suga since the latter’s assumption of office for the annual summit meeting of their bilateral strategic partnership. Commentators were surprised that Mr Morrison would travel internationally in the midst of the COVID-19 pandemic, but his determination to do so, enduring quarantine measures upon his return, was indicative of the high value that Australia ascribes to its “Special Strategic Partnership” with Japan. At a time of simmering strategic rivalr y in the Indo-Pacific region, Canberra places a premium on its close collaborative relationship with Tokyo, as both countries confront similar challenges in navigating the turbulent and unstable regional environment. It is in this context they affirmed their intent ‘to elevate bilateral security and defence cooperation under the Special Strategic Partnership to a new level.

The core problem in the Chinese Coast Guard Law is that it shows the Chinese authorities' readiness to use it as a domestic foundation for implementing a maritime military-civil fusion (MCF) strategy aimed at establishing Chinese control inside the first island chain in East Asia. China has improved its surveillance capabilities over the ocean dramatically in last years. Intentionally adopting an ambiguous strategy mingling security and economic affairs altogether, China is trying to expand its maritime sphere of influence and even make incursions into others' waters, using private fishermen as well as civilian officials and military personnel as the situation demands. Countries that share concerns with China should strengthen international technical cooperation in strategic domains and build seamless surveillance systems to keep an eye on various Chinese actors' external activities.

212. The New Taiwan Clause: Taiwan and the Security of Japan

Abstract:
A summit meeting between Prime Minister Yoshihide Suga and President Joe Biden was held on April 16, 2021, followed by a joint statement. In the statement, for the first time in the 52 years since 1969, the importance of the security of the Taiwan Strait was emphasized by the leaders of Japan and the United States, confirming that both countries are increasingly concerned about the current situation regarding Taiwan. According to a poll conducted by Nikkei Inc. after the summit, 50% of the Japanese public considered the U.S.-Japan summit itself as "positive" (32% "negative"), and 74% of the respondents "agreed" that Japan should be involved in stabilizing the Taiwan Strait, while only 13% "disagreed." These figures were received with some surprise by experts. This paper will analyze these changes in Japan's perception of Taiwan, and then examine the issues that Japan should address in the future following the recent Japan-U.S. joint statement.

The US should look to the India and Vietnam model and help other nations develop domestic capacities that lower dependencies on Huawei and other foreign tech providers over time. Open RAN is no silver bullet to compete with China. Its potential will only be fully realized in the mid and long run, after high integration costs, security gaps, and other problems are worked out.

The Biden administration is likely to adopt a less chaotic US approach to the NATO alliance concerning China. European members should utilize this calmer time to develop viable strategies on how to tackle non-conventional threats from China within the Alliance in concert with the US. RECOMMENDATIONS: NATO members should: Continue to develop their own strategies and procedures against non-conventional Chinese threats in the domains of cyber, influence activities, and trade and investments. Resist the temptation to fall into inertia in determining how NATO should deal with China after the fear of a US withdrawal from NATO has subsided. Work with the Biden administration to develop NATO’s role in relation to China further on grounds that are acceptable on both sides of the Atlantic.

Most of the 27 companies tracked by our Mapping China’s Technology Giants project are heavily involved in the collection and processing of vast quantities of personal and organisational data — everything from personal social media accounts, to smart cities data, to biomedical data. Their business operations—and associated international collaborations — depend on the flow of vast amounts of data, often governed by the data privacy laws of multiple jurisdictions. Currently, however, existing global policy debates and subsequent policy responses concerning security in the digital supply chain miss the bigger picture because they typically prioritise the potential for disruption or malicious alterations of the supply chain. Yet, as we have defined it in this report, digital supply-chain risk starts at the design level (Figure 1). For the People’s Republic of China (PRC), the designer is the Chinese party-state, through expectations and agenda-setting in laws and policy documents and actions such as the mobilisation of state resources to achieve objectives such as the setting of technology standards. It’s through those standards, policies and laws that the party-state is refining its capacity to exert control over companies’ activities to ensure that it can derive strategic value and benefit from the companies’ global operations. That includes leveraging data collection taking place through those companies’ everyday global business activities, which ASPI’s International Cyber Policy Centre (ICPC) described in the Engineering global consent report. Technology isn’t agnostic—who sets the standards and therefore the direction of the technology matters just as much as who manufactures the product. This will have major implications for the effectiveness of data protection laws and notions of digital supply-chain security.

Addressing the threat posed by North Korea’s nuclear weapons is one of the most significant and complex challenges facing the United States. Developing, implementing, and sustaining a verifiable diplomatic process that reduces risk and rolls back Pyongyang’s nuclear weapons program requires a whole of government approach, including constructive contributions from members of the U.S. Congress. While crafting and implementing such an approach will be the prerogative of the Executive Branch, the role that Congress can play in supporting or hindering such a process should not be overlooked. Congress has used an array of tools to put in place conditions for negotiations, express its support or opposition to administration policy, and implement coercive measures toward North Korea designed to punish Pyongyang for its violations of international law and stymie its weapons development efforts. Using survey data and in-depth interviews from the late months of 2020, this report provides insight into how Congress views the North Korean nuclear threat and U.S. approaches to engaging with Pyongyang. More clarity into Congressional views and attitudes may lead to more effective policymaking.

219. India’s Fog of Misunderstanding Surrounding Nepal–China Relations

India’s postindependence ties with Nepal were predicated on the intimate cultural and historical links between the two countries. As India’s first prime minister, Jawaharlal Nehru, noted, “though Nepal was an independent country, it was very closely allied to India in culture and tradition and we did not look upon it as a foreign country.” New Delhi also regarded China as an “interloper” in Nepal in 1950 who threatened India’s security and interests in the region, ignoring at least a century of Sino-Nepali history centering around Tibet. This paper argues that New Delhi’s close relationship with Nepal, bound in history and culture, and the misperception about China’s relations with Nepal before 1950 have contributed to a skewed understanding of Sino-Nepali relations. The Working Paper looks at the impact that New Delhi’s misperceptions of Sino-Nepali relations, termed the “fog of misunderstanding,” has had in the context of the triangular relations between China, India, and Nepal. The paper is divided into four sections arranged chronologically. The first section looks at the historical Sino-Nepali relationship from the mid-eighteenth to the mid-twentieth centuries. It establishes that this early relationship was centered on Tibet. While the Gorkha kings of Nepal sought to preserve their trade privileges in the region, the Chinese were concerned about the security of their southwestern frontier. Notably though, Beijing’s concern with security does not appear to have extended into any desire to conquer Nepal. This section also touches upon British India’s policy toward Nepal in the nineteenth century, and the subsequent approach that the government of independent India took in the first few years, without an adequate appreciation of Kathmandu’s history with China. As a consequence, India developed a suspicious attitude toward Beijing’s desire to re-establish ties with Kathmandu after the Chinese Civil War, and shaped its policy toward Nepal with this factor in mind. The second section delves into Indian and Chinese policies toward Nepal in the period from 1955 until the end of the monarchy in 2008. It showcases how, during this long period, the three kings of Nepal sought to leverage their ties with China in order to maintain some semblance of balance and how China, in turn, followed a limited but strategic approach that was centered on the kings. The fog of misunderstanding continued to shroud India’s attitude to Nepal-China relations during this period and, consequently, India’s Nepal policy lacked a working template to manage relations with a smaller neighbor sandwiched between India and China in a way that would preserve New Delhi’s influence in a positive way. In contrast to China’s political approach, New Delhi fluctuated between the monarchy and an assortment of democratic political parties, suggestive of a provincial approach in New Delhi’s dealing with Kathmandu. As a result, China’s approach ensured that its main objective in Nepal, namely the security of its southwestern frontier, was secured with a relatively low-risk and low-cost strategy. The third section deals with the aftermath of the fall of the Nepali monarchy, 2008 to 2016. During this important period, New Delhi had a fresh opportunity to reset ties by providing the support to democratic forces in Nepal, that could have resulted in a transformation of the Indo-Nepali ties. However, India appeared to hew to its traditional policy. China, on the other hand, quickly built new ties with the post-monarchical dispensation. India’s perceived actions as a result of the adoption of the new constitution of Nepal plunged Indo-Nepali ties to a nadir. It seems to have pushed Kathmandu to strengthen its relationship with China. This section of the paper also outlines the changing nature of China’s policy and objectives in Nepal, especially in the second decade of the twenty-first century, and its possible implications on the future course of the triangular relationship, as well as for India-Nepal relations. It postulates that under President Xi Jinping, China’s policy toward Nepal has shifted from protecting its periphery to a broader goal of bringing Nepal under its strategic control. This section highlights the political and economic levers that Beijing is using to build a preeminent position in Nepal. The paper concludes with an assessment of options available to all three countries going forward, and India’s options in Nepal in the face of China’s new policy in the region. It suggests that a decisive reset in policy toward Nepal is required to restore healthy relations that are based on mutual respect and mutual sensitivity. New Delhi may need to re-orient its thinking toward Nepal in the context of triangular relations, including on the boundary issue and the 1950 Treaty of Peace and Friendship that have been long-standing irritants in the India-Nepal relationship. Nepal, for its part, should also reflect carefully on whether its leveraging of China might become counterproductive in the light of changing strategic balance in its vicinity, and the implications of giving up the policy of balance for one that tilts decisively toward Beijing. The paper concludes that there is sufficient scope and opportunity for course correction by India, and that through sustained efforts India may be able to preserve its influence and security in Nepal and counter China’s expanding footprint.

To America, we say, “Go Southeast, my friends.” The United States needs to up economic involvement in the region to make a sustainable and lasting presence in Southeast Asia. Then, President Biden and our U.S. Congress can say “we’re back” and “here to stay” with an all-in approach to Southeast Asia.

A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

This SIPRI Insights Paper assesses EU security perspectives on connectivity, alongside and in relation to its evolving relationship with China. The EU’s relations with China have undergone an important shift in recent years, with a strengthened emphasis by the EU on the challenges to bilateral cooperation. In addition, since 2014, EU and EU member states’ security perspectives have undergone a wider reassessment, one that has increased the prominence of the military dimensions of connectivity, including military mobility, in EU security planning. The EU and China are currently pursuing synergies between their separate connectivity initiatives, namely the Belt and Road Initiative and the Connecting Europe programme. However, there remain barriers to sustainable cooperation that will need to be addressed between them moving forward. This Insights Paper outlines a number of those security concerns from the EU perspective, within the transport and digital sectors specifically.

Mounting competition between China and liberal democracies will shape the course of the 21st century. The gravity and scope of the challenges that China poses have permeated the transatlantic policy agenda and become a focal point in U.S.-Europe relations. Whereas China has long been a source of disagreement and even tension between the transatlantic partners, in the past two years views have converged. The Chinese Communist Party’s (CCP) assertive actions—its “Wolf Warrior” diplomacy, aggressive influence operations, human rights violations at home, and elimination of fundamental freedoms in Hong Kong—have increased concerns in both the United States and Europe. There is now fertile ground for transatlantic cooperation on everything from reducing dependency on Chinese trade and investment to setting global norms and standards for the future. Yet, despite this convergence of views and interests, there is still no roadmap for how such cooperation should progress. This report outlines such an approach. It is based on the premise that the time is ripe for greater transatlantic cooperation on China. It also recognizes the comprehensive nature of the task at hand. Today’s controversies with China over trade, investment, technology, and global governance are all part of a larger competition between political systems and worldviews. The breadth of the challenge means that the United States and Europe must compete with China across multiple domains. This report lays out a roadmap for doing so, outlining concrete recommendations across the four sectors of technology, investment, trade, and global governance. By working together, the United States and Europe can pool the resources and leverage needed to push back against the CCP in these areas and develop preferred alternatives that advance strategic priorities for both sides of the Atlantic. Moreover, the strategies outlined in this report will also serve a second purpose: re-energizing the ailing relationship between Europe and the United States.

For the foreseeable future, America’s Northeast Asian allies Japan and South Korea must live in the shadow of a nuclear North Korea, whose capabilities they cannot match. During the Obama and Trump administrations, North Korea dramatically expanded and improved its ability to hold Japanese, South Korean, and even U.S. territory at risk with its nuclear and missile arsenal.1 Despite high-profile summitry and promises to the contrary, there is no sign that this imbalance will be rectified, and its continuation exacerbates regional risks and ally insecurity.2 The mounting North Korea threat is compounded by poor timing—U.S. policy has proven exceptionally erratic, unreliable, and risk-prone in recent years. The very existence of Japan and South Korea depends on strategies built around a partnership with the United States that has become shaky, and on faith in the competence of U.S. statecraft—which both countries are starting to perceive as a risk rather than a source of security. Ally perceptions of U.S. strategic incompetence generate real costs and risks for the United States and Northeast Asian security. If the United States continues to squander its deepest relationships in Asia, the allies could become rivals with each other, increase risks of nuclear instability, play a spoiler role in U.S. regional strategy, withhold basing and access rights to U.S. forces operating in the region, and potentially take independent aggressive actions against North Korea that unintentionally escalate to war.

230. A New Arsenal for Competition: Coercive Economic Measures in the U.S.-China Relationship

The United States and China have long used coercive economic measures to advance both economic and foreign policy objectives. In recent years, however, both countries have turned to coercive economic measures as mainstream instruments of foreign policy and national security policy, and increasingly have deployed coercive economic measures against each other. For the United States, China’s economic scale and global interconnections make it a fundamentally different type of target for coercive economic measures than the comparatively smaller and less sophisticated economies that have been primary targets of U.S. economic coercion in the past. The United States cannot simply isolate China from the global economy. Instead, it must adopt a more strategic focus on limiting Chinese actions in areas significant to U.S. national security and shoring up economic and technology arenas where the United States maintains lasting leverage. Over the past several years, the United States has deployed an array of coercive economic measures against China. The most prominent of these have been the tariffs on approximately two-thirds of U.S. imports from China. The tariffs remain largely in place despite implementation of the Phase One trade deal that the United States and China signed in January 2020. But the United States also has developed and deployed an increasingly sophisticated set of other coercive economic tools that will play a prominent role in U.S.-China relations over the years ahead, regardless of whether the United States and China fully implement the Phase One deal and reach a broader Phase Two trade agreement. Those other coercive economic tools include export controls, restrictions on U.S. imports to secure U.S. supply chains, heightened scrutiny of Chinese investment in the United States, sanctions, and stepped-up law enforcement measures against Chinese intellectual property (IP) theft and other Chinese activities in the United States. This expanding set of measures serves a broadening array of U.S. policy goals, including economic objectives, foreign policy goals, and the maintenance of America’s technological edge. The U.S. record of success in the use of these coercive economic measures has been mixed. While tariffs and other measures have succeeded in putting some macroeconomic pressure on China, they have not extracted fundamental concessions from Beijing. Targeted sanctions and law enforcement measures similarly have had economic impacts on some Chinese companies, but other Chinese companies have demonstrated an ability to weather U.S. economic coercion. To be effective in translating economic coercion into policy change by China, the United States needs to better integrate its coercive measures with each other and with other policies, better signal intentions and escalation, more rigorously assess impacts and costs, and galvanize allied support and coordinated action. For its part, China appears to recognize a balancing act between limiting economic ties with foreign partners in some domains and maintaining them in others. China has sought to distance certain Chinese economic sectors, particularly high-tech manufacturing, from the United States in some areas, investing heavily in domestic capacity development. In other areas where China must rely on foreign partners for technology, IP, or manufacturing, or where China does not appear to see a clear interest in severing trade, Beijing has sought to keep trade and investment flows moving in an unencumbered fashion. As for the United States, this is a dynamic policy environment.

Abstract:
The United States and China are locked in strategic competition over the future of the Indo-Pacific—the most populous, dynamic, and consequential region in the world. At stake are competing visions for the rules, norms, and institutions that will govern international relations in the decades to come.1 The U.S. government aspires toward a “free and open” Indo-Pacific, defined by respect for sovereignty and the independence of nations, peaceful resolution of disputes, free and fair trade, adherence to international law, and greater transparency and good governance.2 For the United States, successful realization of this regional order would include strong U.S. alliances and security partnerships; a military able to operate throughout the region, consistent with international law; U.S. firms with access to leading markets, and benefiting from updated technology standards, investment rules, and trade agreements; U.S. participation in effective regional and international institutions; and the spread of democracy and individual freedoms in the context of an open information environment and vibrant civil society.3 By contrast, China is driving toward a more closed and illiberal future for the Indo-Pacific, core aspects of which would undermine vital U.S. interests.4 Key features of China-led order would include the People’s Liberation Army controlling the South and East China Seas; regional countries sufficiently coerced into acquiescing to China’s preferences on military, economic, and diplomatic matters; an economic order in which Beijing sets trade and investment rules in its favor, with dominance over leading technologies, data, and standards; and Beijing with de facto rule over Taiwan and agenda-setting power over regional institutions. The order would be further characterized by weak civil society, a dearth of independent media, and the gradual spread of authoritarianism, reinforced by the proliferation of China’s high-tech surveillance state. The net result would be a less secure, less prosperous United States that is less able to exert power and influence in the world.5 Ultimately, the competition between the United States and China in the Indo-Pacific is a contest over which of these futures will come closer to fruition, even as neither is likely to attain in its entirety. In the two years since the 2017 National Security Strategy and 2018 National Defense Strategy aptly identified this competition over the regional order in Asia, the U.S. government has taken initial steps toward its goal of a free and open region. On balance, however, critical areas of U.S. policy remain inconsistent, uncoordinated, underresourced, and—to be blunt—uncompetitive and counterproductive to advancing U.S. values and interests. This independent assessment—mandated by the U.S. Congress in the 2019 National Defense Authorization Act—is intended to help close the considerable gap between the current administration’s stated aspirations for a free and open Indo-Pacific and the actual implementation of policies to advance that vision. Specifically, Congress called for “an assessment of the geopolitical conditions in the Indo-Pacific region that are necessary for the successful implementation of the National Defense Strategy,” with a particular focus on how to “support United States military requirements for forward defense, assured access, extensive forward basing, and alliance and partnership formation and strengthening in such region.”6 This report examines how the U.S. government as a whole, not just the Department of Defense, can realize these outcomes. Although the focus of this assessment is on the Indo-Pacific, it is critical to underscore that the China challenge is a global phenomenon, and many of the actions recommended in this report should be taken to bolster U.S. competitiveness beyond the region. Consistent with the bipartisan mission of the Center for a New American Security, the report’s authors have collectively served on both sides of the aisle in Congress and in the administrations of Presidents George W. Bush, Barack Obama, and Donald Trump at the White House, State Department, Defense Department, Treasury Department, Central Intelligence Agency, and Office of the U.S. Trade Representative. Included herein are nearly a hundred specific and actionable policy recommendations across critical vectors of American competitiveness in the Indo-Pacific. Before turning to these recommendations, the remainder of this section describes six core principles that undergird the assessment and should form the foundations of U.S. strategy in the Indo-Pacific region.

In the wake of Japan’s net-zero announcement, the Global Energy Center is launching this new report, “Enhancing US-Japan cooperation on clean energy technologies,” which explores how the United States and Japan can increase the politically durable foundation for clean energy cooperation in their already robust energy partnership. Reed Blakemore and David W. Yellen analyze which technologies could form such a foundation, and they recommend that the two countries prioritize technologies that address three interrelated goals: enhancing energy security and resilience, becoming more competitive and spurring economic growth, and reducing remissions. The report suggests a path forward for the United States and Japan, not only to expand bilateral clean energy cooperation, but also to lay the groundwork for a broader Indo-Pacific partnership on clean energy markets and technologies.

The relationship between China and the two Koreas can be considered as a friendship that is not completely reliable. North Korea and China have been considered strong allies by the outside world, but questions arise nowadays about whether that relationship is based on a true friendship. The relationship between South Korea and China is a somewhat ambiguous one. There exists a complex situation and dilemmas in that trilateral relation. This article examines the current trilateral relations between China and the two Koreas in order to draw the position of each other. For this purpose, we explore three different approaches: China´s position toward North Korea and South Korea; the position of the two Koreas toward China and their defence; and the regime survival of North Korea and the political and economic interests of South Korea. The analysis of the relationship between China and the two Koreas is based on the context of a shared history, culture and the rapidly changing international economic and political situation together with the regional security hazards caused by the nuclear weapons essays and missile tests of North Korea.

Continuing tension and competition among Northeast Asian countries complicate the degree to which North and South Korea can actively garner support from regional powers. The involvement of regional powers has not been effective means to overcome the status quo. Bilateral negotiations between North Korea and the United States, while critical for tension reduction in the region, have not been able to produce an agreement. Instead, international institutions from outside the region may be able to help negotiate a peace agreement that brings acceptable levels of security to all parties involved. This article examines the past and future roles of international institutions located outside of the region -- notably the European Union (EU) and the Association of Southeast Asian Nations (ASEAN). Exploring the relations of the EU and ASEAN with the two Koreas, the article assesses their potential as mediators in the process of creating a lasting peace between the Koreas.

The author focuses on analyzing the implementation of five priorities of this strategy - the dialogue between the authorities and society, human resources and management system, economy and social sphere, security and foreign policy. The author emphasizes that the style of exercising power, including the implementation of reforms by Shavkat Mirziyoyev, fits into the model of transformational leadership. It is a reforming, missionary, and servant (national) leadership tailored to the expectations and aspirations of the society, but also burdened with high risk, regardless of the starting conditions for the reconstruction of the state.

In early December, Major General Shao Yuanming (邵元明), the Deputy Chief of the Joint Staff Department of the Central Military Commission of the People’s Republic of China (PRC), traveled to the Islamic Republic of Iran for rare high-level military meetings. These meetings were held for the purpose of organizing a series of unprecedented joint naval drills between China, Iran, and Russia, which were held in the Indian Ocean and the Sea of Oman from December 27–29. The drills took place just as escalating tensions between the United States and Iran reached a crisis point at the end of 2019. The exercise also signified a deepening relationship between Iran and the PRC in economics, diplomacy, and security affairs. China and Russia have both increased military and economic cooperation with Iran in the year and a half since the U.S. government pulled out of the Joint Comprehensive Plan of Action (JCPOA). However, while Iran’s government has repeatedly touted its deepening relations with China and Russia as a show of diplomatic strength, its allies have been less public about the growing relationship. In December, Iranian officials lauded the trilateral exercises—titled “Marine Security Belt”—as proof that Iran can outlast crippling sanctions with aid from its non-Western allies, and declared that the drills signaled a new triple alliance in the Middle East (Tasnim News, December 29, 2019). [1] By contrast, officials from Russia and the PRC were more restrained, framing the joint exercises as part of routine anti-piracy operations, highlighting their peacekeeping priorities and seeking to depoliticize the drills (South China Morning Post, September 23, 2019; Ministry of Foreign Affairs (Russia), October 2, 2019).

How will Beijing react to Taiwan President Tsai Ing-wen’s resounding re-election victory on January 11, when she garnered a historic 8 million votes, or 57.13 percent of the electorate? So far, Beijing’s response to this triumph by the candidate of the theoretically pro-independence Democratic Progressive Party (DPP) has been relatively non-belligerent. The spokesman of the cabinet-level Taiwan Affairs Office said a few hours after the polls that Beijing would “insist on the basic objective of ‘peaceful unification and one country, two systems’,” even though he also indicated that Beijing would not tolerate “any form of ‘Taiwan independence’.” Another post-election commentary by the official Xinhua News Agency said that “the mainland firmly holds the initiative in bilateral relations.” In an article in the usually hawkish Global Times, Editor-in-Chief Hu Xijin said Chinese society was “prepared for war with Taiwan independence,” but that it was not yet ready for “immediate warfare” (Xinhua, January 12; Phoenix TV News, January 12; Global Times, January 11; South China Morning Post, January 11). Observers of Taiwan Strait dynamics have noted that Chinese Communist Party (CCP) General Secretary Xi Jinping, the highest-ranking decision-maker on Taiwan issues, was bitterly unhappy about the margin of Tsai’s victory; and that the commander-in-chief will likely order a series of measures to boost “war preparation,” squeeze Taiwan’s diplomatic space, suppress Taiwan’s economy, and nurture the so-called “fifth column” in Taiwan society (Chinatimes.com, January 12; HK01.com, January 11). The fifth column is a reference to Taiwanese politicians and businesspeople who, while professing to defend their island against Communist aggression, are proposing more communication and even “pro-unification talks” with Beijing as a result of their dependence (financial or otherwise) on the CCP.

Historically, the Marine Corps was not a branch greatly valued by the People’s Liberation Army Navy (PLAN). The explanation for this had much to do with the PLA’s mission priorities: the PLA has looked to the Taiwan Strait as its main focus area for amphibious warfare, and the PLA Army (PLAA) has traditionally held the primary role in this functional area, with the PLAN Marine Corps (PLANMC) operating in a secondary role. The former Nanjing Military Region—since reorganized as the Eastern Theater Command (China Brief, February 4, 2016)—has amphibious mechanized units that were subordinate to the PLAA 1st and 73rd Group Armies (now reorganized as the 72nd and 73rd Group Armies, respectively) (China Military, December 2, 2018). The amphibious mechanized units of the PLA Army feature heavier firepower and greater mobility than the PLAN Marine Corps (which originally consisted of only two brigades, the 1st and 164th, both subordinate to the South Sea Fleet). The PLAA amphibious forces focused on “big island” targets: these “big island” targets obviously included Taiwan, the PLA’s top priority scenario for resources and contingency planning. By contrast, the PLANMC was oriented largely towards the defense of islands or reefs in the South China and East China Seas. As the PLAN has become increasingly stronger in recent years, its efforts to field greater numbers of modern warships—and the deployments and training of these ships—have attracted ever-greater attention. In line with the expansion of its parent service, the PLAN Marine Corps has also grown, in terms of both numbers and missions, to align with China’s growing overseas interests. The two original brigades of the Marine Corps have been augmented in recent years by six more—four combined arms brigades, a special operations brigade, and elements of a shipborne helicopter aviation brigade—based in multiple locations along the length of China’s coastline (China Brief, February 1, 2019). Only in recent years has the PLA as a larger institution started to rethink the value and use of the Marine Corps—a change resulting from the PLAN’s improvements in capability, and China’s growing national power and increasing overseas interests. Recent training exercises provide some indication of likely future missions for the PLAN’s larger and more capable Marine Corps branch.

Long gone are the days when Eastern Europe was Russia’s exclusive backyard. The last decade has witnessed the rapid expansion of political and economic ties between powers from the Middle East and Asia and East European states. While much of the analysis on the rise of these powers is usually focused on China and its One Belt One Road march across the post-Soviet world, the role of other Asian powers remains underexplored. Whereas China’s penetration of the region has been in the spotlight, Japan’s charm offensive to rekindle diplomatic, political and economic ties with Eastern Europe has tended to be overlooked. In the last five years, Japan has opened three new embassies in the region (in Armenia, Belarus and Moldova), Japan’s prime minster has paid the first official visit to Ukraine in the history of bilateral relations between the two countries and the Japanese foreign minister travelled to all three South Caucasus republics. More recently, in the midst of the Covid-19 pandemic Japan pledged to provide the flu drug Avigan to Georgia, Moldova and Ukraine free of charge. All this raises the question why, despite such a great geographical distance, Eastern Europe matters to Japan? The aim of this Brief is threefold. Firstly, to outline the place of Eastern Europe in Japan’s foreign policy and shed light on the drivers shaping Tokyo’s approach. Secondly, to assess Japan’s economic presence as well as the amount of development aid it has provided to East European states. Thirdly, to reveal similarities between Japan’s and the EU’s strategies in this region and ultimately, to identify areas of cooperative synergy.

China traditionally pursued a pragmatic foreign poli- cy in the post-Soviet region, which was never seen as a priority in Beijing. It primarily based its policies on economic engagement with the local elite, who sought sources of politically unconditional loans and invest- ment, as well as the possibility to hedge their foreign policies vis-à-vis other regional powers. A growing economic presence promoted Chinese core interests in the region without challenging Russia’s political pre-eminence in the region and jeopardizing Rus- sia-China relations. However, in recent years, two factors have afect- ed the status quo and have led to greater engagement in the region by China. First, the region became an important part of China’s Silk Road Economic Belt, and Belarus and/or Ukraine became a transport hub between China and the EU. Second, Russia’s policies turned more assertive towards its neighbourhood, whereas the EU’s Eastern Neighbourhood policies lost steam after the outbreak of the Russia-Ukraine confict in 2014. Te new regional environment and domestic instabilities duly increased the importance of China for local elites. This Briefing Paper overviews the evolution of China’s cooperation with Belarus and Ukraine since 2013. One of the results has been a growing contrast in Chinese relations with Belarus and Ukraine. While China-Ukraine relations were driven by economic co- operation and a tremendous growth in bilateral trade, their political relations stagnated. China-Belarus rela- tions, on the other hand, have increasingly prioritized enhanced political and defence cooperation, despite consistent attempts by the Belarusian side to build up a Chinese economic presence in the country. Te paper argues that China deliberately opts to steer clear of power competition in the region and chooses to recognize both Russian special interests in the region and countries’ own foreign policy choices, be they integration with the EU or Russia. In Belarus and Ukraine, Beijing seems to exercise self-restraint in its policy, taking Russia’s interests into consider- ation. However, its growing presence in economic and cultural spheres as well as local elites’ increasing interest in engaging China in manoeuvring in the EU-Russia confict creates a window of opportunity for Beijing to apply its increasing economic and po- litical resources for political ends in the long-term perspective.

The continuing rise of China and the onset of the pandemic have made asserting European strategic sovereignty in Asia ever more complex and difficult. Both developments mean that economics, security, and technology issues in Asia are becoming ever more intertwined. On the one hand this leaves Europe exposed – its dependencies on China have grown, and the security framework that has enabled Europe’s burgeoning economic ties with the wider region is under strain. Yet as other Asian powers, and the United States under the new Biden administration, increasingly assess the emerging strategic competition through a geo-economic prism, Europe’s leverage and its opportunities for partnership have also grown. Europe should upgrade its security activities, and seize the moment to push multilateral institutions up the agenda. But it will be Europe’s connectivity agenda that provides the golden thread running through its foreign policy and its environmental, industrial, trade, development, values, and security objectives in the region.

Tensions in the South China Sea continue to rise. China’s People’s Liberation Army Navy (PLAN)’s Rear Admiral Lou Yuan, regarded as a hawkish military commentator, recently proclaimed that the continuing dispute over the ownership of the South China Sea could be resolved by sinking two US aircraft carriers. Statements like these result in a legitimate fear that China’s increasing presence in the South China Sea might spark a kinetic military conflict with the United States. However, while most Western scholars and media are paying excessive attention to the rise of China, few are contemplating China’s weaknesses in the region. Despite China’s constant verbal objections and rising tensions with the United States in the last century, the world has yet to witness any major military confrontation between the two superpowers. China will continue to avoid directly confronting the United States in the South China Sea for at least another decade because China’s military remains immature and defective.

With a few exceptions, armed civil wars are no longer commonplace in Africa, but anti-government protests are. Instead of armed rebels, unarmed civilians are challenging regimes across Africa to reconsider their governance practices and deliver both political and economic change. In their responses, regimes in countries like Zimbabwe, Cameroon, Rwanda, and Burundi have favored the combat mode—responding to dissent with military and repressive means. With few options, civilian movements look to the United States for protection and support while their governments look to China for reinforcement. If the United States seeks to reassert its influence in Africa and strengthen its democratic influence, its strategy needs to go beyond counterterrorism and respond to Africa’s pressing needs while supporting the African people in their quest for democracy and human rights.

The Pacific Forum, with support from the Defense Threat Reduction Agency (DTRA), brought 41 officials and experts from the United States, Japan, and the Republic of Korea (ROK), along with eight Pacific Forum Young Leaders, all attending in their private capacity, to Maui, Hawaii, Sept. 5-6, 2019 to explore the three countries’ thinking about extended deterrence and prospects for and obstacles to strengthened trilateral security cooperation. A two-move tabletop exercise (TTX) was focused on concerted and coordinated efforts by China and North Korea to revise the status quo in Northeast Asia. Key findings include: Despite political difficulties, there was little difference among participants regarding assessments of the situation and dynamics in Northeast Asia. They were generally aligned and this was evident in responses to the TTX: they sought to prevent opportunism, provide off-ramps for adversaries, and didn’t rush to connect the incidents.

Water is a fundamental element of survival and growth on Earth. As a prerequisite for life and an important economic resource, it supports all aspects of everyday activity. Ensuring that water is available, accessible and safe for current and future generations is among humanity’s greatest challenge. One of the most important Non-Traditional Security (NTS) challenges facing Southeast Asia is water security. This NTS Insight explores water security issues in Southeast Asia and examines the ways it threatens states and societies. While water security challenges are not new in the region, the nature of issues are changing, making it important to assess how such threats are defined, negotiated, and managed. The NTS governance process begins with identifying and understanding NTS challenges, and ways they are securitised. By looking at case studies at the sub-national, national and regional level, this paper seeks to present some of the major water security issues in the region, how they affect states and societies, and why they merit urgent attention and resources. This Insight explains why addressing sub-national water security challenges require consultative and participatory approaches that facilitate open democratic dialogue and local collective action. It will also lay out how deliberate planning, careful implementation, and judicious monitoring of water management policies are needed at both the national and regional levels. Further, while it is not easy to reconcile developmental goals with environmental protection, the gravity of the situation requires more preventive diplomacy and subregional collaborative mechanisms which are geared towards averting water conflicts. Overall, it aims to help formal and informal NTS actors working through various channels to gain further understanding of emerging water security challenges in Southeast Asia.

The 20th and 21st centuries will be remembered for many things, including primacy of the vast and seemingly endless seas and oceans. In this setting, the Indian Ocean Region (IOR) finds itself at the heart of the world map connecting distant nations through limitless waters. As a Northeast Asian island nation, Japan’s involvement with the Indian Ocean is heavily defined by virtue of its trade, investment and supplies from this region. Japan’s story in this reference dates back to the 17th century when a prominent Japanese adventurer, merchant, and trader, Tenjiku Tokubei sailed to Siam (Thailand) and subsequently to India in 1626 aboard a Red Seal ship via China, Vietnam and Malacca. Often referred to as the ‘Marco Polo of Japan’, Tokubei’s adventurous journey and account of his travels to India gained distinction also because he became perhaps the first Japanese to visit Magadh (which was an Indian kingdom in southern Bihar during the ancient Indian era).

In December 2019, for the first time, NATO leaders recognised China as a new strategic point of focus for the Alliance. This reflects growing concern among NATO members surrounding China’s geopolitical rise and its growing power-projection capabilities, as well as the impact that these may have on the global balance of power. Today, China is not only taking a central role in Indo-Pacific security affairs but is also becoming an increasingly visible security actor in Europe’s periphery. As such, the question of how to deal with an increasingly global China has been an important part of Secretary-General Jens Stoltenberg’s NATO 2030 reflection process. China poses a wide range of challenges to NATO. Beijing sees the Alliance as a United States-centric outfit that may be used by Washington to contain China, and has therefore tried to influence individual NATO members’ decisions in order to weaken the Alliance’s unity. Close ties between China and Russia, especially in the security and military spheres, have also been a source of concern for NATO allies. Besides the Chinese and Russian navies’ joint exercises in the Baltic and Mediterranean seas, there is also the potential for the two sides to further coordinate – or at least align their behaviour – on issues of relevance to the Alliance, including hybrid warfare and cyber espionage, arms-control issues, and their approach to Arctic governance, among others. China’s defence spending and military-modernisation process, along with the growing strength of its defence industry, have led to the proliferation of more advanced military platforms around the world. Beijing is also expanding its stockpile of missiles, some of which have the range to reach NATO countries. China’s military-power-projection capabilities have likewise edged towards Europe as the People’s Liberation Army (PLA) has expanded its international presence over the last few years. While NATO allies may have agreed that China presents a number of challenges to the Alliance’s security, they have yet to achieve consensus on how to address them. Some of these issues lie beyond NATO’s traditional areas of competence and will require expertise best provided by partners of the Alliance rather than the Alliance itself. NATO allies will need to prioritise how, when, where and with which partners to use their combined resources to deal with them. At the same time, the Alliance acknowledges that China is not its adversary. NATO thus must find areas of common interest where it can continue to cooperate with China, albeit with a more clear-eyed approach than it has done in the past. Addressing the opportunities and problems posed by China as a cohesive alliance will be more important than ever.

The world is facing unprecedented health and economic crises that require a global solution. Governments have locked down their economies to contain the mounting death toll from the COVID-19 pandemic. With this response well underway, now is the time to move into a recovery effort. This will require a coordinated response to the health emergency and a global growth plan that is based on synchronized monetary, fiscal, and debt relief policies. Failure to act will risk a substantial shock to the postwar order established by the United States and its allies more than seventy years ago. The most effective global forum for coordinating this recovery effort is the Group of 20 (G20), which led the way out of the global financial crisis (GFC) in 2009, the closest parallel we have to the current catastrophe. Eleven years ago, world leaders used the G20 meeting in London as the forum to deliver a unified response and a massive fiscal stimulus that helped stem economic free fall and prevented the recession from becoming a second Great Depression. A decade on, it is clear that the G20 is the only body with the clout to save the global economy. This does not mean that the G20 should be the only forum for actions for its member states. The United States, for example, should also work closely with like-minded states that support a rules-based world order, and there are many other fora where it can and must be active with partners and allies. But no others share the G20’s depth and breadth in the key focus areas for recovery. The other multilateral organizations that could take up the challenge lack either the substance or membership. The United Nations may count all countries as members but is too unwieldly to coordinate a response. The International Monetary Fund (IMF) has the resources but requires direction from its 189 members. The Group of Seven (G7), which once oversaw financial and economic management, does not include the fast-growing emerging economies. The G20 represents both the world’s richest and fastest-growing countries, making it the forum for international collaboration. It combines that representation with agility.

Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. For the last two decades, China has studied the US military, identified its key weaknesses, and developed the tactics and forces best suited to exploit those vulnerabilities. These challenges are compounded by significant deficiencies in today’s US joint force across all domains of conflict—sea, air, land, space, electronic warfare, and cyber. Proposed budgets cannot overcome those deficiencies using legacy systems. Therefore, the current US military strategy for the defense of Asia—a conventional defense of the first island chain from Japan to the Philippines, built on current air and sea platforms supported by major air and sea bases—needs to be adapted. The United States and its allies have two major advantages they can exploit—geography and emerging technologies. In Forward Defense’s inaugural report, An Affordable Defense of Asia, T.X. Hammes crafts a strategy for leveraging these advantages. Hammes makes the case that by developing novel operational concepts that take advantage of emerging technologies, while integrating these concepts into a broader Offshore Control Strategy which seeks to hold geostrategic chokepoints, the United States can improve its warfighting posture and bolster conventional deterrence. This paper advances the following arguments and recommendations. 1. The geography of the Pacific provides significant strategic, operational, and tactical advantages to a defender. 2. New operational concepts that employ emerging, relatively inexpensive technologies—including multimodal missiles, long-range air drones, smart sea mines, and unmanned naval vessels—can support an affordable defense of Asia. 3. These new technologies can and should be manufactured and fielded by US allies in the region in order to strengthen alliance relationships and improve their ability to defend themselves. 4. Autonomous weapons will be essential to an affordable defense of Asia.

U.S.-China strategic rivalry is intensifying – and nowhere more so than in the Indo-Pacific. This is likely to result in new US requests to close allies like Denmark to increase their security and defense policy contributions to the region. French and British efforts to establish an independent European presence in the Indo-Pacific present Denmark with a way to accommodate US requests without being drawn directly into the US confrontation with China. RECOMMENDATIONS ■ The importance of the Indo-Pacific region for Danish security and defense policy is likely to grow in the coming years. The focus and resources should therefore be directed towards strengthening Danish knowledge of and competences in the region. ■ Several European states, led by France and the UK, are increasing their national and joint European security and defense profiles in the Indo-Pacific by launching new initiatives. Denmark should remain closely informed about these initiatives and be ready to engage with them. ■ Regarding potential requests to the Danish Navy for contributions to the Indo-Pacific, Denmark should prioritize the French-led European naval diplomacy.

Taiwan and Estonia are known as digital democracies. As both face threats from neighbors, their degree of digitization typically has been seen as a vulnerability. The DNS attack from Russia that Estonia faced in 2007 brought home the potential for cyberspace to be used as a domain of war. Similarly Taiwan has faced repeated cyberthreats from the People’s Republic of China. Nonetheless, in their successful responses to the COVID-19 pandemic, Taiwan and Estonia have highlighted the strengths of digital democracy in combating a non-traditional security threat without employing the strongarm tactics of authoritarian states. In this article we reexamine the digital vulnerability of democracies and put forward a conception of digital power to explain the success of Estonia and Taiwan in using their digital prowess to combat COVID-19. On the one hand their reliance on cybertechnology make them particularly vulnerable to cyberattacks, but on the other hand their digital power enhances their global stature and domestic capacity to address threats like COVID-19.

This paper focuses on Turkey’s foreign policymakers’ attitudes in the context of the 2003 US decision to wage war against Iraq. The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

The experts in this volume have thoughtfully addressed themes that are pervasive throughout Asia and are timely for the U.S.-Korea alliance. With the future of Northeast Asia in flux, political leaders are hoping to transform their respective visions into the path forward for the region. Authors in the first section analyze the frameworks of U.S. President Donald Trump, Chinese President Xi Jinping, Russian President Vladimir Putin, Japanese Prime Minister Abe Shinzo, and South Korean President Moon Jae-in to discern the currents underlying geopolitical developments in the region. The second section examines the role of national identity in key bilateral Indo-Pacific relationships where geopolitical fault lines have become clearer. North Korea’s ballistic missile program has long been a concern for the United States, South Korea, and Japan. Foreign researchers have increasingly leveraged advanced open source intelligence technology and cooperated across countries to track the North’s developments over the last 25 years. But one country has been left out – China. Are there open source Chinese analyses of DPRK ballistic missiles, do they align with U.S. assessments, and is there anything for other researchers to gain from reading these analyses? This report examines Chinese assessments of North Korean ballistic missile capabilities between 1998 and 2017. We find that Chinese analysts have paid growing attention to the North’s missile capabilities but are still not as attentive as Western observers, from whom they draw most of their information and analytic insights. Chinese analyses broadly mirror Western experts’ conclusions about the state of North Korea’s missile capabilities, most notably that North Korea has a functional, if not fully perfected, intercontinental-range ballistic missile (ICBM) that can reach the United States with a nuclear weapon. However, there is little original Chinese analysis that would enhance foreign experts’ preexisting understanding of DPRK missiles.

American ideals coupled with the commercial self-interest of American business and industry drove the policy of engagement, and even after the 1989 massacre of student protesters at Tiananmen Square, sustained momentum for China’s accession into the WTO. Despite China’s known unfair trade practices, it was thought that problems would eventually disappear as China adopted rules and norms as conditions of its accession to the WTO while deepening its integration into the global trading system. "Hindu nationalism risks pushing India into war with China,” blared the headline from China’s nationalist tabloid, Global Times. Meanwhile, in Washington, a wide-ranging network of analysts optimistic on U.S.-India ties similarly argue that India’s nationalist political forces will push the country further away from Beijing and likely closer to Washington. These are bold claims about the ways in which national identity will intersect with great power politics. But are they correct? That question is now more urgent than ever. The Bhartiya Janata Party’s (BJP) sweeping victory in the May 2019 elections shows that Hindu nationalism is the potent political force reshaping the country. But what role does China play in Hindu nationalist narratives, and how might those narratives affect China policy? This paper explores the various threads of Hindu nationalism and chronicles the relatively limited role that China plays within them. First, it explores the history of Hindu nationalism as a political force in India, demonstrating its tendency to view Islam – rather than the West or China – as the salient other. The key nationalist policy priorities for Hindu nationalists–including the introduction of a Uniform Civil Code that reduces sharia’s role in civil law, the repeal of Article 370 of India’s Constitution that protects Kashmir’s special status, and the construction of a Ram temple at Ayodhya on the grounds of what was once a mosque – are all issues that implicate Hindu relations with Islam. Second, after making the argument that Hindu nationalism is primarily focused on Islam, the paper then turns to analyzing China’s role in nationalist ideology. It argues that China plays a relatively limited and often contradictory role in nationalist discourse despite the increasingly contentious Sino-Indian relationship. Hindu nationalists view China through a variety of lenses – sovereignty, trade, and values – each of which produces a different perspective and precludes a singular, unified Hindu nationalist view of China. And in some areas, Hindu nationalists even admire Chinese approaches.

Liberal peace strongly believes that security sector reform (SSR) can strengthen the structure of peace and security in post-conflict countries. However, this approach is not always successful in several countries including East Timor. Based on the institutionalism approach, this study found an interesting fact that Falintil's veterans' toxic role in their relations with state security institutions had weakened the function of state security institutions and caused the insecurity of the state and people of East Timor from 2000-2008. These results were obtained through field research using qualitative-quantitative mix method research based on primary data obtained from interviews, surveys, and official documents from the United Nations and the government of East Timor.

China continues to be in illegal physical occupation of large territorial land areas of India’s territory, starting with the entire Aksai Chin plateau in Ladakh, approximately 38,000 sq kms, since the mid-1950s. In addition, India maintains that in 1963, Pakistan illegally ceded to China, 5,180 sq kms of Indian Territory in the Shaksgam Valley of Pakistan-occupied Kashmir (PoK), north of the Siachen Glacier, under a bilateral boundary agreement that holds no legal validity. Besides, China also stake claim to about 96,000 sq kms of Indian Territory in north-eastern Arunachal Pradesh, which it terms as ‘Southern Tibet’. The statements regarding Arunachal Pradesh being “Chinese territory and part of southern Tibet” are a key instrument of the marked shift in China’s strategy and stance in the early 1980s when Beijing began signaling that the eastern sector was the larger part of the boundary dispute. China’s stated position is that reunification of Chinese territories is a ‘sacred duty’ of the People’s Liberation Army (PLA). China shares a 22,000 kms land border with 14 adjacent states. It has resolved territorial disputes with 12 of them, but still needs to resolve the territorial and boundary dispute with India. Beijing, for that matter, also challenges the total length of the Indo-China International Land Border, which runs 3,488 kms according to the Indian Ministry of Home Affairs. This was also acknowledged by Indian Prime Minster, Narendra Modi, while addressing the India-China Business Forum in Shanghai on May 16, 2015.

In the decades since the founding of the People’s Republic of China (PRC) in 1949, wild swings have occurred in the way that American media outlets view that country. At most times, a herd mentality is evident, as a large percentage of news stories portray China in one particular fashion, although there always are some dissenters from the dominant narrative. The nature of that narrative sometimes shifts rapidly and dramatically, however. During some periods, the prevailing perspective has been extremely hostile, with nearly all accounts seeing the PRC as a monstrous oppressor domestically and an existential security threat to the United States. That was the case for more than two decades following the communist revolution, until Richard Nixon’s administration suddenly altered U.S. policy in 1971–1972, and Washington no longer treated the PRC as a rogue state.

Throughout the recent 18 months of the U.S.-China trade war, which has landed in a “phase one” deal, and awaits the tackling of more difficult economic elements in phase two negotiations, there has been a slow and steady structural shift in the U.S.-China relationship as it continues to head in a more adversarial direction. Against the backdrop of this drift toward confrontation occurring in the absence of any common strategic understanding or high-level diplomatic mechanism to manage the mounting economic, security, and technological tensions into the future, Asia Society Policy Institute President the Hon. Kevin Rudd brings together a series of speeches delivered during 2019 in the collection, The Avoidable War: The Case for Managed Strategic Competition. This volume works to help make sense of where the U.S.-China relationship is heading in the current period of strategic competition, and follows on from Rudd’s 2018 collection, The Avoidable War: Reflections on U.S.-China Relations and the End of Strategic Engagement. In this new volume, Rudd focuses not only on the bilateral relationship, but also on China's domestic politics, economics, and its strategic vision. As NATO Secretary General Jens Stoltenberg puts it, North Korea remains a "global threat that requires a global rsponse". The threats posed by North Korea are arguably imminent, with the potential to cause serious harm to the security of NATO member states. Since 2006, North Korea has conducted six nuclear tests, in clear defiance of the Treaty on Non -Proliferation of Nuclear Weapons (NPT) that the regime withdrew from in 2003. To date, the international community has failed to tame North Korea's nuclear ambitions, despite various diplomatic and political efforts. In addition to its nuclear capabilities, Pyongyang has made significant advances with conventional weapons, both chemical and biological, as well as with its cyber capabilities. North Korea's substantive linkages to China and Russia, and non-state terror groups like Hezbollah and Hamas in the Middle East, amplify their threats beyond the borders of the Asia-Pacific region.

In the course of 2018-20, development of Fifth Generation (5G) communication networks has been increasingly influenced by the considerations of national security and geopolitics. The largest provider of 5G equipment, the Chinese mobile telecom giant Huawei, has come under fire from the U.S., Czechia, Poland, and other nations in recent years for attempted espionage, theft of intellectual property and other nefarious activities; in the past month, UK decided to ban Huawei technology from its networks. All this comes into sharp focus as the geopolitical confrontation between Washington and Beijing reaches new heights. However, China is one of the EU’s largest trading partners and has worked to establish its economic, political, and cultural influence in various Member States. The EU and NATO have both released standards for member states must use when gauging the security of potential 5G networks. Yet, the EU in particular has not enacted a blanket ban or sweeping restrictions on the Chinese 5G equipment providers, leaving the tradeoffs between national security, technological progress and cost-efficiency to individual states. Although the Baltic states are well-versed in dealing with cybersecurity challenges, their road to 5G development is going to be complex. Whole-of-society awareness, political diligence, technical competence, regional cooperation, and resilience to Beijing’s influence operations are needed in forging a clear path to 5G that is aligned with their key geopolitical interest—maintaining their close strategic alliance with the United States. This brief aims to explore the geopolitical factors at play in determining the Baltic states’ 5G policy and regulations, with a particular focus on the EU, U.S., and China’s influence. It also provides a short of overview of the state of current 5G networks and regulations in the Baltic states while identifying challenges that the region will face in the coming years.

China’s influence activities aim to create a positive image of China and to counter any kind of criticism. Influence activities in countries with big Chinese communities can mobilise the Chinese diaspora for the party’s benefit—there are plenty of examples from Finland and Sweden. But where this is not possible, propaganda work may fall to the CPC Central Committee’s International Liaison Department, which is responsible for exchanges with foreign parties. The International Liaison Department has been active in its interactions with Estonian politicians. Today, three former government ministers work for Powerhouse, which offers lobbying services for the Chinese company, Huawei. To a large extent, China’s influence activities in Estonia have so far gone unnoticed. This article aims to fill this gap.

Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.

China’s Belt and Road Initiative (BRI) is officially neither a Chinese “Marshall Plan” nor a geopolitical master strategy. At present, it involves 84 countries, rising from 65 countries in 2015, and 15 Chinese provinces. Over the last year, the number of countries being concerned or ambivalent about China’s motivations and strategic objectives behind the BRI have increased. Despite officially supporting China’s BRI, the International Monetary Fund (IMF) also warned last April, that China is supporting unneeded and unsustainable projects in many countries, leading to heavy and unpayable debt burdens. In ASEAN, Chinese investments are welcomed but there are also misgivings about the BRI’s strategic objectives which may constrain ASEAN’s policy options. As China is presently and will remain the single most influential country in global energy markets in the next decades, it is not surprising that its infrastructure plans of building railways, highways and ports are often interlinked with China’s energy and raw materials projects abroad and its domestic energy policies. This paper analyses the energy dimensions of the BRI and its strategic implications for its wider economic, foreign and security policies in Southeast Asia, South Asia, Central Asia and the Middle East.

Despite worldwide support of 130 states, the Arms Trade Treaty (ATT) has failed to attract membership from countries in Asia, one of the largest arms importing regions. One set of explanations for this reluctance to join an international regime of conventional arms trade regulation is related to the fear of restrictions on the imports of weapons seen as necessary in a context of protracted conflicts and rising tensions among key states in Asia. Another argument is the interpretation of the ATT as not directly prohibiting arms transfers to non-state actors, such as terrorist groups. Another reason is the efforts of some Asian states to develop their own arms industry and exports to reduce dependency on external suppliers and project influence in the region. One of the main criticisms from the Asian states about the ATT relates to the criteria of export risk assessment (Article 7), which, in their view, gives undue advantages to exporting countries. It would be desirable to promote some dialogue between State Parties and Asian non-parties and signatories to assess the benefits from and the difficulties in implementing the Treaty and address the objections of nonparties. Amending the Treaty will be easier if Asian countries accede to it.

The security environment of South East Asia is making more and more headlines and is increasing cause for concern. While old tensions and conflicts remain, China’s rise as a military power and its claims on the South China Sea not only add a new element of insecurity but also draw other powers into the mix. As this paper documents, states in South East Asia have significantly increased their military spending, their arms acquisitions and their arms inventories over the past decade. This growth has outpaced the global trend and the trends of most other regions. While the growth of military capabilities is not an uncontrollable arms race, there is cause for real concern. The increased size and capabilities of most armed forces in South East Asia—coupled with increased tensions in the region, especially over the South China Sea—lead to more military forces operating in close proximity to ‘unfriendly’ forces. Mechanisms and agreed rules to deal with the overall tensions or with unexpected confrontations of opposing military forces are lacking, which does not make it easy to prevent incidents from escalating. Furthermore, weak transparency in foreign and defence policy poses a risk of misunderstandings about why South East Asian states acquire weapons, what their ‘red lines’ are and what the response to crossing those lines would be.

Published in October 2018, the European Commission’s joint communication Connecting Europe and Asia – Building Blocks for an EU Strategy offers a good outline of the principles underlying the European Union’s (EU) connectivity interests. However, the document does not address the security implications of connectivity: it merely notes that “’flow security’ matters”. This Policy Brief attempts to cover that gap and expand on the notion of flow security. Security challenges should not be seen as an intrinsic obstacle to connectivity itself, or to its development. What we call “connectivity” today is part of a deeper trend whereby societies and economies are increasingly tied to each other, and most developed economies now bid on a further deepening of this trend, as is apparent in discussions over the “internet of things” (IoT) or “Industry 4.0”. Over the past two years, U.S. officials have sought to highlight China’s negative effects on the Latin American and Caribbean (LAC) region’s development and stability, whether to U.S. or Latin American audiences. As U.S. Secretary of State Mike Pompeo said during a trip to Mexico City in October 2018, "China has invested in ways that have left other countries worse off." Pompeo and other U.S. officials have also taken this message elsewhere in the region, cautioning against the effects of Chinese engagement on LAC governance, security, regulatory capacity, and financial stability, and in a rage of other areas. For Latin Americans, though, relations with China aren’t so black and white. China may be an imperfect partner for LAC, as many in the region will attest, but it is an increasingly important one. After nearly two decades of enhanced Chinese economic engagement with the region, LAC governments and economic sectors rely heavily on China’s economic partnership and inputs. China is LAC’s second most important trading partner, second most important source of mergers and acquisitions foreign direct investment, and top source of development finance. For South America, China’s importance is even more pronounced: It became the top export destination for South American goods in 2010. China’s effects on regional development are also mixed, as we demonstrate below. China’s contributions to the region’s economic growth are well-documented, but Chinese demand for raw materials has also accentuated regional dependence on these commodities, in a process of “re- primarization” in South American economies, with troubling implications for the region’s long-term development prospects. Chinese investments have transformed the energy sectors in some countries, but the environmental effects of hydroelectric and other projects will be long-lasting in certain cases. To achieve a wide range of development objectives—economic, environmental, and social—LAC must depend on increasingly well-planned and coordinated engagement from all of its major economic partners and donor nations, including China. This is especially true in times of growing uncertainty, as the region grapples with humanitarian and migration crises, growing populist tendencies, relentless corruption, and climate change, among other factors.
