- Civilizational, cultural, and geographic neighbors, India and Indonesia share striking commonalities in their modern historical trajectories. In both societies, European powers, the Dutch and the British, benefited from the decline of tired Islamic land empires to graft colonial modes of exploitation that progressed fitfully from coast to hinterland to interior. Following proto-nationalist revolt s, the Indian Sepoy Mutiny of 1857 and the Java War of 1825-30, both the Dutch and the British skillfully engineered a buffer of indigenous elite collaborators. This strategy succeeded to such an extent that their faraway possessions were governed by less than two hundred and a thousand expatriate administrators, respectively.

- The dramatic increase in recent years of trade and foreign direct investment (FDI) in sub-Saharan Africa by firms from Asia—notably China and India—has become an emotionally charged issue. This is not surprising, since the resulting greater integration into international markets is exposing African firms and workers to greater competition, an inevitable by-product of development in today's globalized economy. Most assessments of this topic, with few exceptions, have relied on anecdotes and subjective judgments. Meaningful policy recommendations require systematic, objective analysis.

- Thailand's development strategy has been strongly market-oriented and open to trade and investment flows with the rest of the world. Since the late 1950s, its growth performance has been outstanding. Poverty incidence has declined dramatically, but economic inequality has increased. Economic progress has been reflected in very significant improvement in non-economic indicators of well-being such as life expectancy, infant and maternal morality, and literacy. Nevertheless, the performance of the education system is chronically poor. Environmental problems and institutional failures in resource management are ongoing. Reform is needed in several areas, including political and corporate governance, regulation of industry, and in the education and health systems.

- Vietnam has been among the most successful East Asian economies, especially in weathering the external shocks of recent globalization crises—the 1997-98 Asian financial crisis and the 2008-09 great recession, financial crisis and collapse of global trade. Its success contradicts its characterization as an example of export-led growth and highlights the role of the state, particularly in maintaining and influencing investment. Examination of economic performance and policy responses shows rising dependence on foreign finance around each crisis, and actions by the government to counteract that dependence and bolster the domestic economy while continuing to restructure the economy toward greater emphasis on the private sector. - This paper seeks to analyse the relationship between functional distribution of income, aggregate demand and growth in Chinese reform economy. For this purpose the Bhaduri-Marglin Model is used, stating the theoretical possibility of both profit-led and wage- led growth regimes. Subsequently, the principal literature on the evolution of factor‟s shares in China is reviewed. The statistical series for the period 1978-2007 are reconstructed in order to carry out our analysis of the relations between capital‟s share and investment, on one hand; and labour‟s share and consumption, on the other. Supported by the Model‟s preliminary estimations, it is argued that Chinese growth has been largely profit-driven. Finally, the implications are presented vis-a-vis concerning Chinese economic prospects.

307. Explaining the Energy Consumption Portfolio in a Cross-Section of Countries: Are the BRICs Different?

- This paper uses disaggregated data from a broad cross-section of countries to empirically assess differences in energy consumption profiles across countries. We find empirical support for the energy ladder hypothesis, which contends that as an economy develops it transits away from a heavier reliance on traditional fuel sources towards an increase in the use of modern commercial energy sources. We also find empirical support for the hypothesis that structural transformation--the idea that as an economy matures, it transforms away from agriculture-based activity into industrial activity and, finally, fully matures into a service-oriented economy--is an important driver for the distribution of end-use energy consumption. However, even when these two hypotheses are taken into account, we continue to find evidence suggesting that the patterns of energy consumption in the BRIC economies are importantly different from those of other economies.

308. Technologies, Rules, and Progress: The Case for Charter Cities

- Non-resident fellow Paul Romer argues that the principal constraint to raising living standards in this century will come neither from scarce resources nor limited technologies. Rather it will come from our limited capacity to discover and implement new rules—new ideas about how to structure interactions among people, such as land titles, patents, and social norms. The central task of reducing global poverty is to find ways for developing countries to adopt new rules that are known to work better than the ones they have. Economists who advise leaders on policy have often overlooked why some good rules get adopted and others do not. But a better understanding of rules-that-change-rules could lead to breakthrough thinking about development policy. The special rules of China's Special Economic Zones, where new cities like Shenzhen could grow up, created small laboratories through which rules from Hong Kong spread to the mainland, helping unleash the largest and fastest reduction of poverty on record. Romer concludes that a new type of development policy would be to voluntarily charter new cities for the purpose of changing rules, using a range of new legal and political structures analogous to the ones that made Hong Kong and Shenzhen possible. The essay is adapted from a talk presented in Mexico City on October 2009, at the conference, “Challenges and Strategies for Promoting Economic Growth,” organized by Banco de México.

- The contemporary politics of China reflect an ongoing effort by the ruling Chinese Communist Party (CCP) to claim the right to rule in light of the consequences of economic development, international pressures, and historical change. China stands out within the Asian region for the success the regime has achieved in this effort. By focusing on the changes in China elite discourse during the reform period and particularly during the last decade, this paper aims to elaborate on the relative importance of various sources of legitimacy as they shift over time, as well as on their inherent dilemmas and limitations. There is evidence of an agile, responsive, and creative party effort to relegitimate the post-revolutionary regime through economic performance, nationalism, ideology, culture, governance, and democracy. At the same time, the paper identifies a clear shift in emphasis from an earlier economic‐nationalistic approach to a more ideological-institutional approach.

- The worst of the global financial crisis (GFC) is over, but it has left scars, principally in the form of fiscallydriven debt increases, balance sheets that still need repair and high unemployment in the principal crisis countries. There is also unfinished business from the precrisis period, in the form of external imbalances. More positively, the crisis offers lessons about economic policymaking that may improve the way things are done. Of course the main lessons are for the developed countries that were at the centre of the crisis. But the countries of the region had to cope with the backwash, and in doing so lessons were learned. In addition, the lessons in the crisis countries, learned in an environment of extreme stress, may have relevance for the emerging market economies of this region.

- This paper questions the accuracy and validity of the criticisms made by Ananya Roy on the approach of a Mumbai based NGO, the Society to Promote Area Resource Centers (SPARC) and its partner grassroots federations in Mumbai. This includes the suggestion that the focus on sanitation rather than on land tenure is an appeal to middle-class values about cleanliness and that the support for relocating those who lived right next to the railway tracks made them agents of the state. But SPARC's support for community toilets was in response to what grassroots organizations asked for and these also have high social returns. SPARC's support for resettlement for those living along the railway tracks was for those who were going to be moved and this support allowed those who were to be resettled to have far more influence on where, when and how the resettlement took place. Here too, the social returns from faster, safer trains meant costs saved that were more than the costs of providing good quality accommodation for those who had to move.

In her contribution Charity Musamba reviews the main theoretical literature on the developmental state and identifies four key features which have informed successful implementation in East Asian countries. With regard to Africa, she challenges the “impossibility theorem” and supports African analysts who defend the need for a democratic developmental state in Africa. Peter Meyns analyzes the development path of an African country, Botswana, which – not withstanding certain weaknesses– can be seen as an example of a successful developmental state in the African context.

- Using a world trade model with India subdivided into states, the paper examines how regional disparities are affected by domestic inter-state trade as well as international trade. According to the analysis, international liberalisation promotes decentralisation and convergence, not divergence, so trade is not to blame for India's growing regional disparities. High economic growth within India makes domestic markets more important and the geographical effect of this is opposite to that of globalisation. This may counterbalance the geographical impact of international liberalisation and explain why recent changes in geographical clustering in India are limited. The empirical results are consistent with this. They also indicate that Indian services expansion is largely driven by increases in domestic demand due to growth, and that domestic market integration is essential for India's manufacturing sector. We argue that for larger nations, the domestic inter-regional trade is important and India should have a trade policy that addresses domestic as well as international market integration.

- The demand for coal is set to increase over the coming years, especially among developing countries. However, while coal may be a cheap source of energy to facilitate economic development, it is costly in terms of the implications for human security. Coal mining has been seen to adversely impact local communities and cause sociopolitical instability. Long-term environmental sustainability is also negatively affected. This NTS Insight seeks to examine the extent to which governance mechanisms have been successful in mitigating these socioeconomic and environmental costs, with a focus on China and Indonesia. - A flurry of high-level political and diplomatic contacts marked the quarter. The engagement culminated in the December visit of DPJ Secretary General Ozawa Ichiro to China and his meeting with President Hu Jintao followed by the visit of Vice President Xi Jinping to Japan and his audience with Emperor Akihito. Both Japanese and Chinese political leaders repeatedly made clear their intentions to advance the bilateral relationship. - Let's dream of our bright and prosperous future. In the year of 2020, sixteen East Asia Summit (EAS) member countries can reach doubled per capita income compared with their income level in 2008 with proper policy guidance; eight countries may join developed countries with per capita income exceeding US$10,000, five countries could enjoy the status of newly industrialized countries with per capita income between US$3,000 and US$10,000, and three countries would have per capita income above US$1,000. The Comprehensive Asia Development Plan (CADP) provides immediate policy guidance for industrialization through the development of logistics and other economic infrastructure. Beyond CADP, EAS member countries will face novel policy challenges that developing countries in the world have not broken through yet. This policy brief claims that establishing four virtuous cycles will be the key and we must have the courage to meet a number of policy challenges.

- Recent international opinions on China and world development have focused on the Sino-US economic nexus. The neo-liberal theory of “China causing global imbalances” claims that the particular way through which China has integrated itself into the world market is to the detriment of the economies of the advanced countries. The critical theory of “China facing internal and external dependence”, in contrast, claims that the real victim has been the economic development of China itself and the majority of developing economies. The objective of this paper is to clarify the analytical efficacy of these two theories, and, on that basis, to assess the validity of their implied policies. - With some delay, the internationalization of business R is following the globalization of production. Starting on a small scale during the 1970s and 1980s, the emergence of globally distributed R networks of multinational enterprises (MNEs) accelerated rapidly in the 1990s. The “globalization of innovation” was facilitated and driven by a complex set of factors, including changes in trade and investment governance, improved intellectual property rights through TRIPS, the growing ease and falling cost of communicating and traveling around the globe, and the concomitant vertical industry specialization and unbundling of value chains. The growing and sustained level of cross-border M was one major direct driver, often having the effect that merged firms inherited multiple R sites in a number of countries.

- Does development lead to the establishment of more democratic institutions? The key to the puzzle, we argue, is the previously unrecognized fact that based on quantitative regime scores, countries over the past 50 years have clustered into two separate, very distinct, yet equally-common stages of political development—authoritarian states with low levels of freedom on one side an d democracies with liberal institutions on the other side of a bimodal distribution of political regimes. We develop a new empirical strategy—exploiting exogenous world economic factors and introducing new panel data estimators—that allows for the first time to estimate the effects of development as well as unobserved country effects in driving democracy at these different stages of political development. We find that income and education have the least effect on democracy when authoritarian regimes are consolidated and that only country effects, possibly accounting for institutional legacies, can lead to political development. Ironically, it is in highly democratic and wealthiest of nations that income and education start to play a role; however greater wealth and better educated citizenry can both help and hurt democracy depending again on what the country's institutional legacies are. Far from accepting the notion that much of the developing world is cursed by unchanging and poor long-run institutions, policy-makers should take note that with democratization we also see country-specific factors that in turn condition the difference income and education make for democracy.

- What is the problem? In addition to the current Global Financial Crisis (GFC), there is a second global crisis: long-term mass poverty in the third world. While the rich world worries about a repeat of the Great Depression, today more than a billion people in Asia live in conditions of bitter poverty which are much worse than those of the 1930s. As a result of the GFC, poverty in developing Asia is now likely to increase.

- There are two fundamentally different understandings of how to bring about development. One argues that through the right policies it is possible to create an enabling environment for the development of people and societies. The other emphasises that development can only take place if those who are supposed to benefit from it, insist on it themselves. In the second understanding development cannot be created from above or from outside. So-called cash transfer programmes having spread from Latin America to Africa and Asia are based on this understanding as they transfer money to poor people on certain conditions. The question is to what extent these programmes contribute to development.

- The EU and Belarus have arrived at an important but difficult crossroads. After a long freeze, relations between Brussels and Minsk have been thawing over the past year. In September 2008, the Council of the European Union announced its readiness to 'begin to review the restrictive measures against Belarusian leaders and to take positive and concrete measures that may lead to a gradual engagement, including via a meeting between the European Union troika and the Belarusian Minister for Foreign Affairs'. A month later, on 13 October, the Council decided to restore political dialogue with the Belarusian authorities and to suspend travel restrictions against leading Belarusian officials for a period of six months. The package of restrictive measures imposed on Belarus in 2006 was extended for one year. Since October 2008, three Troika meetings between the EU and Belarus have taken place. They were complemented by a visit to Minsk by EU High Representative Javier Solana in February, and a visit by EU Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner in June. Mean- while, the European Commission and the Belarusian govern-ment held consultations and began technical cooperation in the fields of energy, transport, phytosanitary regulations and agriculture at the beginning of 2009. In May 2009, Belarus was included in the multilateral dimension of the Eastern Partner- ship. The EU and Belarus launched a dialogue on human rights issues in June 2009.

332. Tajikistan: On the Road to Failure

- Far from being a bulwark against the spread of extremism and violence from Afghanistan, Tajikistan is looking increasingly like its southern neighbour – a weak state that is suffering from a failure of leadership. Energy infrastructure is near total breakdown for the second winter running, and it is likely migrant labourer remittances, the driver of the country's economy in recent years, will fall dramatically as a result of the world economic crisis. President Emomali Rakhmon may be facing his greatest challenge since the civil war of 1992-97. At the very least the government will be confronted with serious economic problems, and the desperately poor population will be condemned to yet more deprivation. At worst the government runs the risk of social unrest. There are few indications that the Rakhmon administration is up to this challenge. To address the situation, the international community – both at the level of international organisations and governments – should ensure any assistance reaches those who truly need it, place issues of governance and corruption at the centre of all contacts with the Tajik government, and initiate an energetic dialogue with President Rakhmon on democratisation.

333. The Impact of Microcredit on the Poor in Bangladesh: Revisiting the Evidence

- The most-noted studies on the impact of microcredit on households are based on a survey fielded in Bangladesh in the 1990s. Contradictions among them have produced lasting controversy and confusion. Pitt and Khandker (PK, 1998) apply a quasi-experimental design to 1991–92 data; they conclude that microcredit raises household consumption, especially when lent to women. Khandker (2005) applies panel methods using a 1999 resurvey; he concurs and extrapolates to conclude that microcredit helps the extremely poor even more than the moderately poor. But using simpler estimators than PK, Morduch (1999) finds no impact on the level of consumption in the 1991–92 data, even as he questions PK's identifying assumptions. He does find evidence that microcredit reduces consumption volatility. Partly because of the sophistication of PK's Maximum Likelihood estimator, the conflicting results were never directly confronted and reconciled. We end the impasse. A replication exercise shows that all these studies' evidence for impact is weak. As for PK's headline results, we obtain opposite signs. But we do not conclude that lending to women does harm. Rather, all three studies appear to fail in expunging endogeneity. We conclude that for non-experimental methods to retain a place in the program evaluator's portfolio, the quality of the claimed natural experiments must be high and demonstrated.

- Although the impact of financial crisis originated from North America and Europe has come to East Asia through both the financial link and the real economy link, the East Asian countries have so far largely responded to it calmly and cautiously. There are now a lot of reasons why we should invest more in East Asia not only for providing short-run stimulus but also for strengthening long-run growth basis. The introduction of market forces in infrastructure development in the form of public-private partnership (PPP) is delayed in East Asia and is thus to be promoted. However, the importance of public initiatives including official development assistance (ODA) and other official flows (OOF) must also be emphasized in recession.

337. How Soon Can Donors Exit From Post-Conflict States?

- When can a donor (successfully) exit from an on-the -ground presence in a post-conflict state? The answer, according to the analysis presented here, is in decades: figures well beyond what was originally envisioned when peacekeeping troops were first deployed. In the specific cases of Liberia, Mozambique, Solomon Islands, and Timor-Leste considered here, the best case scenario for successful exit ranges from 15 to 27 years. Successful exit, for the purposes of this paper, entails the creation of the necessary fiscal space to fund the recurrent budget from internally generated revenues. This is a necessary, albeit, not sufficient condition for donor exit. Of essence, however, is the time rather than the dollar value of support provided. An extended donor presence, it is argued, provides the space for the creation, sustenance, and maturation of institutions that are finally able to undergird the state from rolling back into state failure on donor exit.

- Bomb disposal experts with the Interior Ministry for the Southern Federal District's counterterrorist Center 'T' defused a large bomb in a wooded area three kilometers outside the village of Babugent in the Cherkesk district of the Kabardino-Balkaria Republic (KBR), Kavkazky Uzel reported on February 28. "The explosive device was located in a hiding place," a source in the KBR Interior Ministry told the website. "It consisted of a gas-cylinder with a capacity of 27 liters, four bags with a mixture of ammonium nitrate and aluminum powder, a five-liter plastic canister of kerosene and a demolition cord." KBR Interior Minister Yury Tomchak told a meeting of the ministry's public council on February 26 that 53 members of "illegal armed formations" are wanted by the republican authorities, Interfax reported. "Until recently the law-enforcement bodies were searching for 42 NFV [illegal armed formation] members, 14 of whom are on the federal wanted list and 10 who are on the international wanted list," Tomchak said. He added that the republic's Interior Ministry, with the assistance of the republican branch of the Federal Security Service (FSB) and the Investigative Committee of the Prosecutor General's Office, have put another 11 members of "illegal armed formations" on the republic's wanted list over the last two weeks.

- Ingushetia's election commission reported on March 4 that 92.3 percent of the republic's eligible voters voted in the Russian presidential and republican legislative elections, both of which were held on March 2, Kavkazky Uzel reported. According to the commission, 91.6 percent of those in Ingushetia who voted in the presidential election cast their ballots for Dmitry Medvedev, while 6.1 percent voted for Liberal Democratic Party of Russia (LDPR) leader Vladimir Zhirinovsky, 1.5 percent voted for Communist Party leader Gennady Zyuganov and 0.1 percent voted for Democratic Party leader Andrei Bogdanov. In the election for Ingushetia's People's Assembly held the same day, the pro-Kremlin United Russia party received 74.09 percent of the vote, the LDPR won 11.06 percent, the pro-Kremlin A Just Russia party received 7.39 percent of the vote and the Communist Party won 7.34 percent.

- Chechen rebel, pro-Moscow government and independent sources alike reported on March 19-20 that a large-scale battle had taken place in the village of Alkhazurovo in Chechnya's Urus-Martan district. Kavkazky Uzel reported on March 20 that the battle had taken place the previous evening and that rebels had burned down the village administration building and killed five law-enforcement officers along with two civilians. At least six other people, including two women and a teenager, were wounded in the fighting, the website reported. "To all appearances, up to 15 militants took part in yesterday's armed clash in the village of Alkhazurovo," a Chechen police officer told Kavkazky Uzel. "At the moment, actions to find and neutralize this gang are continuing. The militants burned the local administration building, and five employees of power structures (four policemen and an employee of the military prosecutor's office) and two local residents were killed."

- Gadzhi Abashilov, the head of GTRK Dagestan, the Dagestani affiliate of Russia's state television and radio company, was killed in a drive-by shooting as he traveled home from work in Dagestan's capital, Makhachkala, on March 21. His driver was seriously injured in the attack. Just hours earlier, Ilyas Shurpaev, a Dagestan-born journalist who covered the North Caucasus for state television's Channel One, was found stabbed and strangled in his Moscow apartment after a neighbor reported a fire in the apartment. Russian news reports quoted investigators as saying that the perpetrators had set fire to the apartment in an attempt to conceal the crime.

- Kavkazky Uzel reported on April 8 that Chechnya's rebels have stepped up their activities and even taken control of villages on at least two occasions during the last month. With the arrival of spring and the appearance of foliage, which works to the advantage of guerrilla fighters, rebel units have noticeably stepped up their actions in the republic's foothills and mountainous regions, the website reported. While last month's incident in the village of Alkhazurovo, in which a large contingent of rebel fighters took over the village and held it for several hours, killing five policemen and burning down the local administration building before leaving (Chechnya Weekly, March 20 and April 3), received significant press coverage, a similar rebel operation in the village of Yandi-Kotar in Chechnya's Achkhoi-Martan district received none.

- Chechnya's parliament on April 17 adopted a resolution calling on Defense Minister Anatoly Serdyukov either to dissolve Vostok, the elite Chechen-manned battalion that answers to the Main Intelligence Directorate (GRU) of the Russian Armed Forces' General Staff, or to replace its leaders, including its formal commander, Sulim Yamadaev. A road collision between Chechen President Ramzan Kadyrov's motorcade and a Vostok convoy that occurred near the Chechen town of Argun on April 14 was followed by an armed confrontation between Vostok fighters, including Sulim Yamadaev's younger brother, Badrudin, who commands one of the battalion's platoons, and fighters loyal to Kadyrov. According to Reuters, 18 or more people were killed in a shootout that followed the traffic accident (see Andrei Smirnov's article).

- Russian state television's Channel One on the evening of April 22 broadcast a putative documentary film made by Kremlin correspondent Anton Vernitsky called “Plan 'Kavkaz'” (The Caucasus Plan). The film purports to show how Turkey, the United States and Great Britain attempted at the start of the 1990s to divide Russia into small parts not controlled by the federal center. The film featured Berkan Merrikh Yashar, born Abubakar—a Turkish-born ethnic Chechen who claims to be a journalist who once worked for Radio Liberty in Munich and a politician with close connections to the Turkish leadership.

- During recent years, transport and infrastructure development has acquired the status of a 'topic to be mentioned by the president' and other high-level state officials in their public appearances. The rise of transport from almost complete oblivion into the sphere of state strategic interests has been rapid, and it is a subject which is likely to maintain a high profile in the years to come. Success in implementing the current plans for infrastructure development is considered critical in order to generate further economic growth. From the longer-term perspective, it will also be critical in ensuring the diversification of the economy and securing Russia's place amongst the most advanced economies in the world. The modernization of the transport infrastructure is also seen as a lever with which Russia can reposition herself as a power-house in Eurasia. In actual fact, Russia is not a bridge but the dead-end of Eurasia. The country is faced with the enormous task of modernizing its transport infrastructures and implementing structural reforms that have been postponed for years. This would pose a tremendous challenge even in the best possible external circumstances, never mind against the backdrop of inflation and uncertainty in the world markets which exists at present. Something which has changed is that Russia now has the resources and the appropriate legislation in place to carry out these tasks. Yet, even if considerable effort has gone into defining strategic priorities, infrastructure investments are still implemented in an ad-hoc manner. The country is in dire need of massive construction projects. If the quality of the state apparatus in managing government spending does not improve – and there are few signs of that materializing – infrastructure development will become the Trojan horse of the Russian economy.

- With the aid of an analytical framework of the Lewis model revised to reflect the experience of China, this paper examines the country's dualistic economic development and its unique characteristics. The paper outlines the major effects of China's growth as achieved during the course of economic reform and the opening-up of the country: the exploitation of the demographic dividend, the realization of comparative advantage, the improvement of total factor productivity, and participation in economic globalization. By predicting the long-term relationship between the labour force demand and supply, the paper reviews the approaching turning point in China's economic development and examines a host of challenges facing the country in sustaining growth.

349. Asset-Based Poverty in Rural Tajikistan: Who Climbs out and Who Falls in?

- Tajikistan's rural sector has witnessed substantial development since the country began to emerge from civil conflict in 1999. Gross agricultural output increased 64 per cent from 1999 to 2003, and there were significant developments in the agricultural reform agenda. This paper uses the panel component of two surveys conducted in Tajikistan at one-year interval (2003 and 2004) to explore the major determinants of the transition out of/into poverty of rural households. Poverty status is measured in the asset space, thus indicating structural rather than transitory poverty movements. The empirical analysis reveals several interesting findings that are also important from a policy perspective: first, cotton farming seems to have no positive impact on poverty levels, nor on mobility out of poverty. Second, the rate of increase in the share of private farming at the district level had little impact on poverty levels and poverty mobility.

350. Beyond Industrialization: New Approaches to Development Strategy Based on the Service Sector

- Industrialization occupies a central place in the rich tapestry of development theory and practice. Although that place has varied over time, many have agreed with Nicholas Kaldor that the kind of economic growth that leads to high real income per capita can only occur through industrialization. This paper argues that it is becoming increasingly difficult for most developing countries to achieve rapid growth through industrialization, and especially through export oriented activities. But the key mechanisms seen as driving the industrial take-off in much of the literature (internal increasing returns, transfer of labour into higher value activities and pecuniary externalities) are alive and well, and are evident in services as well as in industry. Furthermore, China is actively trying to move from a strategy based on industrialization to one based much more on agriculture and services, as the costs of the current pattern of industrialization become prohibitive, and India has demonstrated that rapid growth based primarily on the services sector is possible. Thus more attention needs to be given to strategies based on the expansion of the agricultural and services sectors, and to the ways in which better services in rural areas and higher rural output can combine to achieve rapid growth and improved human welfare in poor countries.

351. China and the Future of the Developing World: The Coming Global-Asian Era and its Consequences

- The rise of China as an economic and political 'driver' of the global economy is likely to be one of the defining moments of world history. Its dynamism and international expansion are on the verge of creating a 'critical disruption' in the global order that has held sway for over 60 years. As such, China is beginning to reshape the world, presaging a new phase of globalization: a 'global-Asian era'. This new era is likely to be distinct from any of the earlier phases of globalization and China's global footprint, in terms of its business, economic and political actions and their geopolitical implications, is likely to be markedly different from what has gone before. This paper offers a framework by which we can begin to understand the coming global-Asian era (GAE) and some of its consequences, particularly as the latter are surfacing in the developing world. Having discussed the nature and dynamics of the GAE, the paper turns to sketch a series of vectors (trade, aid and energy security) along which the GAE is beginning to impact on developing countries. The paper argues that, at least for these vectors, the Chinese-driven GAE is providing opportunities as well as dangers for national development projects. It concludes by briefly speculating on the viability of the GAE.

- This paper analyses both global and regional approaches to solving problems of energy security and ecological imbalance by addressing specifically the problems of China's energy security. China's growing energy dependence has become a major concern for both economic and national security policymakers in that country. The ambitious goal of modernization of the economy along the lines of the other newly industrialized economies (NIEs) of Asia has succeeded only too well, and it is difficult to reorient economic priorities. If examined rigorously, such an economic strategic assumption can be seen to entail the goal of creating further technological capabilities. In particular, China seems to be firmly committed to the creation of a largely self-sustaining innovation system as part of a knowledge-based economy of the future. Such innovation systems, called positive feedback loop innovation systems or POLIS have been created by advanced countries, and NIEs such as South Korea and Taiwan are proceeding to create these as well. But this will add to its energy burden and further dependence on the US as the power which controls the key sea lanes. Only a strategic reorientation to building a self-sustaining POLIS and appropriate regional cooperation institutions can lead to the way out of the current dilemma for China. Fortunately, such a model of POLIS which is distributionally and ecologically sensitive can be built for China and applied strategically to lead towards a sustainable development trajectory.

- Economic growth in China and India has attracted many headlines recently. As a result, the literature comparing the two Asian giants has expanded substantially. This paper adds to the literature by comparing regional growth, disparity and convergence in the two economies. This is the first of its kind. The paper presents a detailed examination of economic growth in the regions of China and India over the past twenty years. It also provides an assessment of regional disparity in the two countries and investigates whether there is any evidence of regional convergence during the period of rapid economic growth. It attempts to identify the sources of regional disparity and hence draw policy implications for economic development in the two countries in the near future.

- Reducing child malnutrition is a key goal of most developing countries. To combat child malnutrition with the right set of interventions, policymakers need to have a better understanding of its economic, social and policy determinants. While there is a large literature that investigates the determinants of child malnutrition, it focuses almost exclusively on mean effects of these determinants. However, socioeconomic background variables and policy interventions may affect child nutrition differently at different points of the conditional nutritional distribution. Using quantile regressions, this paper explores the effect s of variables such as a child's age, sex and birth order; household expenditure per capita; parental schooling; and infrastructure on child weight and height at different points of the conditional distributions of weight and height using data from Sri Lanka's Demographic and Health Survey. Results indicate that OLS estimates can be misleading in predicting the effects of determinants at the lower end of the distributions of weight and height. For example, even though on average Sri Lankan girls are not nutritionally-disadvantaged relative to boys, among children at the highest risk of malnutrition girls are disadvantaged relative to boys. Likewise, although expenditure per capita is associated with strong nutritional improvement on average, it is not a significant determinant of child height or weight at the lower end of the distribution. Similarly, parental education, electricity access, and the availability of piped water have larger effect son child weight and height at the upper quantiles than at the lower quantiles. The policy implication is that general interventions—parental schooling, infrastructure and income growth—are not as effective for children in the lower tail of the conditional weight and height distributions. These children, who are at the highest risk of malnutrition, are likely to need specialized nutritional interventions.

- The segmentation of global manufacturing and services provided China and subsequently India with a golden opportunity to make full use of their absolute advantage—low cost yet educated labour—to integrate into the world economy within a comparatively shorter period of time than some earlier industrialisers. Though international trade functioned as a vent of surplus in view of the narrowness of their domestic markets at the beginning of their economic catch-up, the label of export-led model may not reflect the real picture as imports underwent dramatic increases during their respective growth periods, in particular for China. Foreign direct investment has played a pivotal role in their economic growth and has major presence in international trade and investment in leading sectors of both countries, giving rise to certain special features and weak links for their economic expansion and sustainability of fast economic growth. To maintain more broad-based, fast and balanced growth, it seems that both countries have to redress sectoral imbalances, encourage technology upgrading and cope with future changes in demographic profiles which constituted a trigger to fast economic growth at the time of their respective economic reform.

- Cambodia is one of the most disaster-prone countries in East Asia, with its vulnerability to annual floods and droughts. One of the reasons why it is vulnerable to natural disasters is that the livelihoods of the majority of people depend directly upon natural resources, with a large proportion of its population occupied in agriculture and related sectors, including animal husbandry. Extreme poverty, which limits access to food, water, and other basic amenities, increases vulnerability. These characteristics heighten Cambodia's exposure to the impacts of climate change too. The Mekong region has recently been showing signs of climate change, as illustrated in our previous report on VietNam ('Drought-Management Considerations for Climate-Change Adaptation: Focus on the Mekong Region – Report (VietNam)', October 2007). There is evidence of greater climatic extremes: both declining rainfall in the dry season and more violent rainfall in the wet season, causing flash floods. Increasingly powerful typhoons also appear to be occurring.

- Since the collapse of the Soviet Union, Central Asia has witnessed repeated efforts to strengthen regional integration through cooperation with the establishment of a number of regional organizations with Central Asian participation. In this paper, we review the experience with regional cooperation initiatives and organizations in Central Asia and the rest of the world. Using a typology of regional organizations that we have developed for this paper, we review the functions and performance of selected regional organizations and compile evidence more generally on the experience with regional cooperation around the globe. Based on this we draw some lessons to help Central Asian countries, their partners and their regional organizations respond effectively to the opportunities and challenges of regional cooperation and integration. Central Asian countries need to realize that effective cooperation is not easy. It takes time and requires a flexible, constructive approach of all major partners. It also requires effective leadership by key countries, institutions and individuals and a careful selectivity for membership and for the mandate of the organization. Where multiple regional organizations overlap in membership and mandate, it is essential to address the risk of costly duplication. The paper concludes with an assessment of the specific implications for the Central Asia Regional Economic Cooperation Program.

- This paper outlines urgent action necessary to address immediate challenges in Afghanistan and to avert humanitarian disaster. It does not seek to address all issues of concern but focuses on essential policy change in development and humanitarian spheres. While aid has contributed to progress in Afghanistan, especially in social and economic infrastructure – and whilst more aid is needed – the development process has to date been too centralised, top-heavy and insufficient. It is has been prescriptive and supply-driven, rather than indigenous and responding to Afghan needs. As a result millions of Afghans, particularly in rural areas, still face severe hardship comparable with sub-Saharan Africa. Conditions of persistent poverty have been a significant factor in the spread of insecurity.

- This paper explores Malaysia's bid to become the world leader in rapidly expanding halal (lawful or permitted) markets on a global scale. Over the last three decades, a powerful state nationalism has emerged, represented by the United Malays National Organisation (UMNO), the dominant political party in Malaysia. The state has effectively certified standardised and bureaucratised Malaysian halal production, trade and consumption. Now, the vision is to export this model, and for that purpose the network as a strategic metaphor is being evoked to signify connectedness and prescriptions of organisation vis-à-vis more deep-rooted networks. Building on empirical material from research in Malaysia and Britain, I shall show how networks are understood and practised in a metaphorical sense.

- Over the past 20 years, aggregate measures of global inequality have changed little even if significant structural changes have been observed. High growth rates of China and India lifted millions out of poverty, while the stagnation in many African countries caused them to fall behind. Using the World Bank's LINKAGE global general equilibrium model and the newly developed Global Income Distribution Dynamics (GIDD) tool, this paper assesses the distribution and poverty effects of a scenario where these trends continue in the future. Even by anticipating a deceleration, growth in China and India is a key force behind the expected convergence of per capita incomes at the global level. Millions of Chinese and Indian consumers will enter into a rapidly emerging global middle class—a group of people who can afford, and demand access to, the standards of living previously reserved mainly for the residents of developed countries. Notwithstanding these positive developments, fast growth is often characterized by high urbanization and growing demand for skills, both of which result in a widening of income distribution within countries. These opposing distributional effects highlight the importance of analysing global disparities by taking into account—as the GIDD does—income dynamics between and within countries.

- Most small island economies or 'microstates' have distinctly different characteristics from larger developing economies. They are more open and vulnerable to external and environmental shocks, resulting in high output volatility. Most of them also suffer from locational disadvantages. Although a few small island economies have succeeded in generating sustained rapid growth and reducing poverty, most have dismal growth performance, resulting in high unemployment and poverty. Although macroeconomic policies play an important role in growth and poverty reduction, there has been very little work on the issue for small island economies or microstates. Most work follows the conventional framework and finds no or very little effectiveness of macroeconomic policies in stabilization. They also concentrate on short-run macroeconomic management with a focus almost entirely on either price stability or external balance. The presumption is that price stability and external balance are prerequisite for sustained rapid growth. This paper aims to provide a critical survey of the extant literature on macroeconomic policies for small island economies in light of the available evidence on their growth performance. Given the high output volatility and its impact on poverty, this paper will argue for a balance between price and output stabilization goals of macroeconomic policy mix. Drawing on the highly successful experience of Singapore, it will also outline a framework for growth promoting, pro-poor macroeconomic policies for small island economies/microstates.

- Concerns about the duration of China's growth and hence the question of a permanent significant contribution of China to world economic growth relate, amongst other things, to the problem of reducing regional disparity in China. While China's high average growth is driven by a small number of rapidly developing provinces, the majority of provinces have experienced more moderate development. To obtain broad continous growth it is important to identify the determinants of provincial growth. Therefore, we introduce a stylized model of regional development which is characterized by two pillars: (i) International integration indicated by FDI and/or trade lead to imitation of international technologies, technology spill overs and temporary dynamic scale economies, and (ii) domestic factors indicated by human and real capital available through interregional factor mobility. Using panel data analysis and GMM estimates our empirical analysis supports the predictions from our theoretical model of regional development. Positive and significant coefficients for FDI and trade support the importance of international integration and technology imitation. A negative and significant lagged GDP per capita indicates a catching up, non steady state process across China's provinces. Highly significant human and real capital identifies the importance of these domestic growth restricting factors. However, other potentially important factors like labor or government expenditures are (surprisingly) insignificant or even negative. Further, in contrast to implications from NEG models indicators for urbanization and agglomeration do not contribute significantly.

- This paper measures the vulnerability of households in rural India, based upon the ICRISAT panel survey. We employ both ex ante and ex post measures of vulnerability. The latter are decomposed into aggregate and idiosyncratic risks and poverty components. Our decomposition shows that idiosyncratic risks account for the largest share, followed by poverty and aggregate risks. Despite some degree of risk-sharing, the landless or small farmers are vulnerable to idiosyncratic risks, forcing them to reduce consumption. Income-augmenting policies therefore must be combined with those that not only reduce aggregate and idiosyncratic risks but also build resilience against them.

- East Asia is witnessing the emergence of an informal monetary system which focuses on self-insurance through own reserve accumulation and co-insurance through swaps. The former is concentrated in a small number of large countries (China, Japan, and Korea), while the latter involves informal monetary cooperation among monetary authorities in a large number of countries. The origins of this system lie in the Asian financial crises, and reflect concerns both to avoid repetition of similar events and any spread of further crises through contagion effects. This paper first characterizes and documents this emerging system describing how it works and what its objectives are, and then discusses its performance, its incompleteness, and assesses the system's ability to move towards deeper integration without adopting a single monetary authority as well as the impediments it faces. What is clear is that this type of system among individual countries is incomplete and falls well short of complete monetary integration, but at present it performs well even if it experiences a number of deficiencies. Most countries seem better off with partial reserve pooling, while incremental gains from higher degrees of pooling in the region tend to be small.

- The robust performance of the Indian economy in recent years, with economic growth averaging 8.5%, has generated intense debate regarding India's future economic prospects. Indeed, the future of more than a billion people, many of whom still exist in degrading and unacceptable poverty and deprivation, depends critically on India's ability to grow fast at high rates. This paper, while examining the issue, argues that India's recent economic performance is a result of it's entering a virtuous circle of growth generated by some key structural drivers. The latter include a dynamic private sector, benign external environment and a wellfunctioning democracy. The paper also points out that high growth can be sustained only if necessary policies are adopted for removing binding constraints like poor infrastructure, stagnant agriculture and lack of fiscal space. The paper identifies education as the most critical sector requiring reforms, followed by public goods delivery and labour markets.

- It is widely believed in China that in order to meet the target of tripling gross domestic product (GDP) per capita between 2005 and 2020, as set out in China's 11th five-year plan in 2005, a change in China's growth strategy from FDI promotion and export-led growth towards technology upgrading and higher productivity growth in manufacturing needs to occur. This paper seeks to evaluate the potential effectiveness of recent government initiatives to be taken to achieve these ends. In particular, plans these include increased educational spending, tax incentives, large research and development (R) projects, and changes to the regulatory environment. In measuring China's economic growth potential towards 2020, this paper employs an economic analysis of Total Factor Productivity and identifies the importance of continued domestic technical innovation.

- The economic rise of China has caused a redrawing of global production and value chains, a restructuring of the global division of labour, and a restructuring of patterns of global demand and of the terms of trade. This paper examines the nature of the emerging economic relationship between Latin America and the Caribbean and China, and seeks to offer some reflections on the significance of this relationship for Latin American and Caribbean development. It begins with an overview of trade and investment relationships between Latin American countries and China, and examines the significance of the emergence of China for the region's development strategies and developmental prospects in greater detail. - Using the case of nanotechnology, one of the most promising technological niches of the 21st century and one that is increasing in China, the purpose of this article is three-fold. One, the article discusses the concepts of scientific-technology system and industrial network in order to characterize the structure of development in countries that are considered as emerging or peripheral economies. Two, the term maquila-technology is analyzed in relation with the endogenous development effects of science and technology on the linkages among national production networks in China. This includes an analysis of the role of the state, the private sector, and the knowledge centers of production. - China's economic growth since the late 1970s challenges economic theory so strongly that cultural explanations are often sought. A prime difficulty in such approaches is the operationalisation of the concept of Chinese culture. Culture is more readily and usefully analysed at the local rather than the national level. Local culture has been demonstrated to be important to politics and the emergence of modern Chinese nationalism. The relationship between local culture and economic development is more complex. Local culture provides ideology and often organisation that supports entrepreneurship and the development of specifically local economic activity. Through local studies in three Chinese provinces – Shanxi, Qinghai and Hainan – it is argued that local culture is not only a significant factor of production but also helps explain the trajectory and organisation of local business.

- In February 2007, the U.S. Institute of Peace (USIP) facilitated a series of dialogues in Kathmandu, Nepal between civil society, the Nepal police, and representatives of political parties. The aim was to identify those areas of mutual concern related to security and the rule of law in Nepal. Civil society representatives from development organizations, media, human rights groups, the legal community, and Dalit and Janajati rights groups participated. The representatives from the Nepal police included deputy inspector generals, senior superintendents, superintendents, and deputy superintendents of police. The dialogue sessions were conducted over the course of four days. On day one, civil society representatives met to discuss the challenges and possible solutions to security and the rule of law. The next day, the police discussed the same issues. On day three, the two groups came together to develop a joint list of high-priority issues. On the final day, the police and civil society representatives presented this joint list to political party representatives.

- The window of opportunity for ensuring Russian democracy is closed or rapidly closing, at least in the intermediate term. Putin's so-called “managed democracy” has turned the Putin-regime into an autocratic system of power where all matters of importance, be it of domestic or foreign policy concern, are decided upon by the members of the small, non-elected elite of powerful bureaucrats surrounding Putin. Elections, parties, court-decisions, major media as well as major business deals – especially in so-called “strategic sectors” of oil, gas, metals and arms – are controlled by the Kremlin, based upon a closed matrix of private, corporate, organisational and national interests. Russia is still a market-based society where property rights are generally accepted – even if they are suspect of turf wars between competing clans and well-connected business groups. But “rule of law” in Russia is at least in high-profile cases a matter of “telephone justice”, that is, rulings are decided outside and not inside the courts.

- This paper investigates some major changes in the wealth distribution in China using the data from two national household surveys conducted in 1995 and 2002. The surveys collected rich information on household wealth and its components, enabling a detailed analysis of changes in wealth distribution among Chinese households. Our analysis indicates that the wealth distribution in China as a whole became much more unequal in 2002 than it was in 1995. The housing reform, in which public apartments were sold to urban households at extremely low prices, has accelerated the accumulation of wealth among urban households on the one hand, and widened the wealth gap between urban and rural areas on the other.

- Since the turn of the century, China's state and society have focused their efforts on “constructing a harmonious society”. Viewed from the perspective of globalization, these efforts represent a quest for a model of development that deviates fundamentally from neo-liberalism. In particular, state policies and institutional reforms in recent years have tended to target at labor compensation-enhancing economic growth, rather than growth based on “cheap labor”. This paper seeks to clarify the nature of the emerging Chinese economic development model, and, on that basis, to analyze its efficiency and welfare attributes. In conjunction with an analysis of China's economic growth path, which seems to have undergone a transition from labor-intensive growth to capital-deepening growth, it is argued that the new development model does represent a more feasible and desirable pursuit than neo-liberalism. The paper concludes with a discussion on the impact of this new Chinese development model on the future direction of globalization.

- Income disparities are rising in China as a consequence of the economic reforms post 1979 which virtually gave unchallenged economic growth and prosperity to the coastal regions whose economic growth increased over the last 30 years at the expense of the interior hinterland. Institutions in China have seen the answer to restoring a rural-urban income balance by redistributing people from the interior regions of China to the prosperous coastal regions. This can be seen as a supply side reaction to the income disparity problem, which will inevitably impose the kinds of social costs, which concentrations of populations normally bring. - This paper is based on a representative survey among 2034 households in North East Afghanistan, conducted in spring 2007. The main results of the survey can be summarized as follows: Many Western observers claim that the security situation in North Afghanistan is rapidly deteriorating. We find that this sentiment is not shared by the majority of the rural population. An overwhelming majority thinks that security has very much increased over the last two years. Most Afghans credit foreign forces as well as the Afghan government with this progress.

386. Aiding Transparency: What We Can Learn About China Exim Bank's Concessional Loans

- The Chinese government, through the China Exim Bank, is pledging billions of dollars worth of concessional lending to the developing world. More information on these lending practices can be gleaned from Chinese language sources than is readily available in English. However, this material is insufficient to draw more than tentative conclusions about the real nature and scope of China's concessional lending. Over 48 countries have agreements with China for concessional loans. An average loan of US$20-30 million is made available to Chinese exporting firms to develop infrastructure and facilities in developing countries. While these loan sizes are not huge when compared to other aid flows, China's status as the dominant lender of concessional loans amongst some recipients makes this program significant. Finally, it is still not clear if the loans could be considered Official Development Assistance according to the DAC definition.

Changes in interstate boundaries separated various ethnic populations from their perceived homelands. - Asia has enjoyed a remarkable climate of peace and security in the post-Cold War era. However, there is much that could have gone wrong. Tensions on the Korean peninsula, in the Taiwan Straits, between China and India, India and Pakistan – the hot spots and fault lines of tension are well known and warily watched. Rarely has serious conflict erupted, though. The last major 'conventional' conflict in Asia was the 1979 Soviet invasion of Afghanistan, though smaller wars have been fought between states in Kashmir and along the Chinese border with Vietnam. The region is also wracked by protracted internal disputes that generate sustained fears for internal security and destabilized inter-state relations. All the same, for a region that lacks the kind of sophisticated collective security arrangements that have kept the northern hemisphere at peace for the past sixty years, Asia's security environment is remarkably benign.

- The Caucasus and Central Asia – eight countries of the former Soviet Union stretching to the south of Russia and to the west of China – form a chain of weak states, vulnerable to conflict, extremism, and spillover from potential instability in the Middle East, Iran and Afghanistan. Once on the path of the Silk Road, these countries are still transit routes in the world economy rather than major economic players. The overarching problem for the Caucasus countries situated on the eastern fringe of Europe – Armenia, Azerbaijan, and Georgia, as well as the Russian North Caucasus – is unresolved conflicts that hamper development and poison politics. The Caucasus has become a field for latter-day Great Power battles of influence, in which competing policy agendas, sometimes even from within the same state, make for a fragmented international response that hampers regional integration and development. The autocratic states of Central Asia by contrast risk isolating themselves from the wider world, becoming a source of danger because of their deliberate remoteness. Here the globalized threats of drug trafficking and militant Islam are the biggest potential source of instability. Multilateral organizations such as the UN are still struggling to articulate a coherent response to the two regions as a whole, tending to make more narrow interventions that have limited impact.

- This paper assesses China's role in Asia as an independent engine of growth, as a conduit of demand from the industrial countries, and as a competitor for export markets. We provide both macroeconomic and microeconomic evidence. The macroeconomic analysis focuses on the impact of U.S. and Chinese demand on the output of the Asian economies by estimating growth comovements and VARs. The results suggest an increasing role of China as an independent source of growth. The microeconomic analysis decomposes trade into basic products, parts and components, and finished goods. We find a large role for parts and components trade consistent with China playing an important and increasing role as a conduit. We also estimate some regressions that show that China's increasing presence in export markets has had a negative effect on exports of some products for some other Asian economies, but not for other products, including those of the important electronic high-technology industry.

- The paper tries to shed light on the conceptual link between international crises like the one following September 11, 2001, the Asian financial crisis of 1997/1998, the end of the Cold War or major international conflicts, and processes of change in the international system. It argues that cultural structures rest on their continuous instantiation through social practices, thereby making them coterminous with process. Process is constituted by meaningful acts of social agents, and can thus only be grasped by analysing meaning. Meaning is transmitted by language. Meaningful language is never reducible to individual speakers; it is a social act. In the paper, I call this process discourse. Linking Critical Discourse Analysis (CDA) with the theory of hegemony developed by Ernesto Laclau and Chantal Mouffe, I will finally be able to show how hegemonic discourses serve as the nexus between crises and cultural structures and how they make cultural change possible.

- Most poor people in developing countries still live in rural areas and are primarily engaged in low productivity farming activities. Thus pathways out of poverty are likely to be strongly connected to productivity increases in the rural economy, whether they are realised in farming, rural non-farm enterprises or via rural-urban migration. We use cross-sectional data from the Central Statistical Board (BPS) for 1993 and 2002, as well as a panel data set from the Indonesia Family Life Survey (IFLS) for 1993 and 2000, to show which pathways out of poverty were most successful over this period. Our findings suggest that increased engagement of farmers in rural non-farm enterprises is an important route out of rural poverty, but that most of the rural agricultural poor that exit poverty still do so while remaining rural and agricultural. Thus changes in agricultural prices, wages and productivity still play a critical role in moving people out of poverty.

400. Nepal's Maoists: Purists or Pragmatists?

- Nepal's Maoists have changed their strategy and tactics but not yet their goals. In 1996 they launched a “people's war” to establish a communist republic but ten years later ended it by accepting multiparty democracy; their armed struggle targeted the parliamentary system but they are now working alongside their former enemies, the mainstream parties, in an interim legislature and coalition government. Their commitment to pluralistic politics and society is far from definitive, and their future course will depend on both internal and external factors. While they have signed up to a peaceful, multiparty transition, they continue to hone alternative plans for more revolutionary change.
