481. Central Asian States: Matching Military Means to Strategic Ends

Abstract:
Over the past two decades of independent history, the Central Asian states (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) have developed pragmatic and largely nonideological national security strategies rooted in their perceptions and prioritization of the complex regional realities. The states’ attempts to match their military and security services capabilities to handle a variety of external and internal security challenges highlights the fact that the Central Asian states regard these capabilities as critical elements of hard power. At the same time, while often utilized to help quell various sources of domestic instability, all Central Asian militaries have lacked up-to-date operational experience. A review of their tactical proficiency in dealing with internal conflicts shows that although Kazakhstan and Uzbekistan have contained sociopolitical unrest better than Kyrgyzstan and Tajikistan, all the states struggled to reform and adapt their armed forces to successfully deliver on their doctrinal obligations. This is because they have remained largely outside of contemporary international military interventions such as Operation Iraqi Freedom, the International Security Assistance Force or Kosovo Forces.

This paper outlines regional level cooperation efforts of the Association for Southeast Asian Nations (ASEAN) to counter serious cross-border cyber threats and identifies where gaps might exist, which require further and urgent consideration. It considers whether more might be done to create a comprehensive approach to cyber security in the ASEAN region. Finally, it aims to fill identified gaps by providing several recommendations for possible future development and implementation to create a resilient regional cyber security regime.

Abstract:
In March 2011, the transfer of power from the junta of general Than Shwe to the quasi-civil regime of Thein Sein was a time of astonishing political liberalization in Burma. This was evidenced specifically in the re-emergence of parliamentary politics, the return to prominence of Aung San Suu Kyi elected deputy in 2012 and by the shaping of new political opportunities for the population and civil society. Yet, the trajectory of the transition has been chiefly framed by the Burmese military’s internal dynamics. The army has indeed directed the process from the start and is now seeking to redefine its policy influence. While bestowing upon civilians a larger role in public and state affairs, the army has secured a wide range of constitutional prerogatives. The ethnic issue, however, remains unresolved despite the signature of several ceasefires and the creation of local parliaments. Besides, the flurry of foreign investments and international aid brought in by the political opening and the end of international sanctions appears increasingly problematic given the traditional role played in Burma by political patronage, the personification of power and the oligarchization of the economy.

Abstract:
This study analyzes the limits and further areas of possible privatization of security in the Czech Republic in the context of a growing number of private security companies (PSCs). With reference to the recent foreign studies of security privatization and interviews conducted with the owners and/or managers of PSCs operating in the Czech Republic, this study shows that the process of security privatization is not taking place somewhere outside the structures of the Czech state because the very (in)activity of its components in providing security, along with the understandable efforts of PSCs to maximize their profits by offering new services, or extending the range of the existing ones, represents one of its key determinants. By outlining possible further areas as well as limits of security privatization in the Czech Republic, this study has the ambition to be the basis for not only an academic, but also a political debate about the ways of ensuring the safety of the citizens of the Czech Republic in the foreseeable future.

Abstract:
The realm of privatization of security and the consequent existence of private military companies is an important constitutive element of security with regard to international relations. This phenomenon is most strongly developed in the Anglo-Saxon world. However, in the case of the French Republic, we can observe significant developmental and functional disparities. This paper examines externalization processes in the context of the French approach to the legitimacy, legality and territoriality of the privatization of security functions of the state and explains the different causes of their development. It discusses the main aspects of externalization, defines the typical activities of French private military companies, describes their strengths and weaknesses and outlines the problems and possible solutions that lie before the French, which cannot be ignored in the future. Finally, this paper describes the most important French private military companies and their characteristics.

Abstract:
The Comprehensive Nuclear-Test-Ban Treaty (CTBT) is one of important international nuclear non-proliferation and disarmament measures. One of its pillars is the verification mechanism that has been built as an international system of nuclear testing detection to enable the control of observance of the obligations anchored in the CTBT. Despite the great relevance to the global non-proliferation and disarmament efforts, the CTBT is still not in force. The main aim of the article is to summarize the importance of the CTBT and its entry into force not only from the international relations perspective but also from the perspective of the technical implementation of the monitoring system.

Abstract:
This text aims to analyze security cooperation in the Southern African Development Community. The article is based on two theoretical approaches, the first one is a concept of security community, the second one is a human security. Both theories have become widely accepted in the early 1990s because of their ability to cover wider international changes. The Southern African Development Community is seen as a regional integration plan which aspires to become a security community in Karl Deutsch's sense. Beside the both mentioned theories, the text deals with the history of security cooperation in the south of Africa and its changes. The main discussed question is wheher the SADC could be understood as a newly emerging security community.

The Northeast Asian region has attracted at least two types of international relations analyses. A first type focuses primarily on military and hard security and investigates changes in states' power and the politics of coercion, balance of power, and alliances. A second type is interested in cross-border economic activities, regional interdependence, and institutionalization and then examines the states' policies of development, trade, money, and technology, as well as the politics of institutional building and reform. Upon taking office in January 2009, Obama administration officials proclaimed a U.S. “return to Asia.” This pronouncement was backed with more frequent travel to the region by senior officials (Secretary of State Hillary Clinton's first trip was to Asia) and increased U.S. participation in regional multilateral meetings, culminating in the decision to sign the Association of Southeast Asian Nations (ASEAN) Treaty of Amity and Cooperation and to participate in the East Asia Summit (EAS) at the head-of-state level. The strategic “rebalance to Asia” announced in November 2011 builds on these earlier actions to deepen and institutionalize U.S. commitment to the Asia-Pacific region.

Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding China's foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze China's security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the country's rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and Scobell's study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover China's interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond China's borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. This report on the U.S.-Japan alliance comes at a time of drift in the relationship. As leaders in both the United States and Japan face a myriad of other challenges, the health and welfare of one of the world's most important alliances is endangered. Although the arduous efforts of Assistant Secretary of State Kurt Campbell and his colleagues in both governments have largely kept the alliance stable, today's challenges and opportunities in the region and beyond demand more. Together, we face the re-rise of China and its attendant uncertainties, North Korea with its nuclear capabilities and hostile intentions, and the promise of Asia's dynamism. Elsewhere, there are the many challenges of a globalized world and an increasingly complex security environment. A stronger and more equal alliance is required to adequately address these and other great issues of the day.
