Seunghee Oh, a research professor at Seoul National University Institute of Japanese Studies, suggests that Pyongyang perceives the current global order as a “new Cold War” and views strengthening trilateral cooperation among Seoul, Washington, and Tokyo as hostile to its national interest. In response to North Korea’s moves, Japan prioritizes multilateral initiatives to strengthen its security ties with other partners in the region and the globe. Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The article examines why a new cold war emerges again, and analyses how such a ‘Cold War II’ differs from the original.

In the first three decades after China initiated reform and opening-up policies in 1978, its relations with the United States (U.S.) improved steadily. However, in the post-2007/2008 global financial crisis period, both countries’ attitudes toward each other began to change. Particularly since the Trump administration, as the U.S. started to define China as its main competitor, their bilateral relations deteriorated further. As a result, scholars, diplomats, and politicians worldwide began to talk about the emergence of a new Cold War between China and the U.S., encompassing economic, ideological, military, and political aspects. The ideological aspect of this emerging “new Cold War” revolves around the discourse of democracy.

Abstract:
2022 was a wake-up call for the West. The response by the Global South to the war in Ukraine highlighted Russia’s enduring strengths in Africa, Latin America, the Middle East, and South and Southeast Asia. This report explores the evolution of Russia’s relations with the countries in the Global South and the ways Russia cultivates these relationships in pursuit of its foreign policy agenda. Moscow’s current interactions in the Global South are driven by the demands of its war of aggression, as well as by its long-term goal: to challenge the international order. The latter dictate several manoeuvres found throughout such engagements: strategic communications, market substitution and sanctions evasion, and regime sheltering. This report presents three case studies meant to illustrate how Russia’s relations with the Global South have evolved since 2022. First, Tunisia exemplifies a superficial partner, with Moscow’s main tool in the country being strategic communication aimed at shaping public opinion in its favour. Second, India is illustrative of a strategic partner whom Moscow tries to engage in order to substitute for lost energy markets and evade sanctions. Third, Myanmar represents a hierarchical relationship, in which the local regime depends on Moscow for diplomatic support and arms deliveries. Notwithstanding varied perspectives on and responses to Russia’s war of aggression in Ukraine, countries in the Global South have generally sought to prioritise their economy and security by attempting to strike a balance between Russia and the West. Aware of such desires, Moscow has been exploiting this situation to maintain its influence internationally. Challenging Russia in the Global South will put pressure on the Kremlin and limit its ability to conduct aggressive foreign policy – and wage war against Ukraine. The report concludes with six recommendations on how to counter Russia in the Global South.

Ambassador Batbayar will discuss Mongolia’s effort to achieve a delicate balance between its two big neighbors, namely Russia and China, and between the Russian Federation and its so-called “third neighbor” [democratic partner] countries. Since the Russian invasion of Ukraine, Mongolia has endeavored to stay as neutral as possible both between Russia and China, and between Russia and the West. This contrasts with the Cold War period, when Mongolia was faced with intense confrontation between its two giant neighbors: Russia and China. At that time, Mongolia had no other choice but to enter into an alliance with Moscow. Today Mongolia is again facing the old dilemma about maintaining equidistance from its two giant neighbors: Russia and China. But unlike Cold War era, Mongolia has developed extensive relations with “third neighbor countries”; namely the USA, the EU, Japan and South Korea all have an enormous stake in Mongolia’s future as a democratic and prosperous country. Therefore, Ulaanbaatar has a great dilemma between short-term economic gains from ties with Moscow and Beijing or a long-term commitment to Western democracy and freedom.

The African continent is confronting the prospect of a new debt crisis. The COVID-19 pandemic wreaked havoc on government finances. The Russian government’s war against Ukraine has increased the cost of food and energy, and compelled investors to sell off government bonds in emerging markets. Rising interest rates in the United States will increase the cost of borrowing. The Chinese economy is struggling under the weight of Xi Jinping’s “Zero COVID” policy and accumulated real estate debt. In 2015, the International Monetary Fund announced that eight countries were in debt distress. By March 2022, 23 were. In June, public debt ratios reached a 20-year high. Africa’s debt-distressed governments “are unlikely to default” in 2022,” The Economist observed, “but face trouble by 2024.” There is some evidence that the debt crisis is especially acute for Africa’s non-democracies. The impending debt crisis coincides with a general sense that Africa is experiencing a democratic recession. Voters are increasingly subject to intimidation and violence. Incumbent presidents are removing term limits. The longstanding norm against military coups is fading.

Abstract:
The relations among United States of America and People’s Republic of China have historically survived several bouts and rounds however the approach employed by the Trump Administration for a program involving reprisal hefty tariff-trade war against China has given a new face to the bilateral relations between the two states. The paper demonstrates that domestic and international agents played a vital role in initiating and nurturing the trade clash between Washington and Beijing since 2018 to date. The aim of the study is to ascertain that how the political climate and past pursuits of one country conditions policy outcomes in another, and how domestic political pressures on politician’s conditions their relations with foreign counterparts. The paradigm of rational choice theory is adopted to provide a conceptual understanding to the triggering of the trade war between the economic giants.

Abstract:
Throughout the history of inter-Korean relations, the process of engagement between 1984 and 1985 has been of little focus among studies. Yet it is worthy of close analysis as it occurred during a critical time when Cold War tensions were mounting with shifts in the balance of power between the Soviet Union and the United States as well as the upcoming Summer Olympics in Seoul. This article reveals the way in which the complex international environment shaped inter-Korean dialogue, particularly within the context of how each side was also seeking support from the Soviet Union. Crucially, it will show that inter-Korean dialogue formed an important source of legitimacy for the two Koreas, both domestically and internationally. This has ramifications for today where the two Koreas are seeking out contacts with one another within a regional order increasingly being shaped by China.

The purpose of this article is to analyse the works of Adolpho Justo Bezerra de Menezes (1910-2006), one of the first Brazilian diplomats to serve in Indonesia, and an enthusiast of Brazilian rapprochement towards the Afro-Asian world. In his books, historical interpretation is closely tied to political engagement, and he turns to the past in order to legitimise a greater role for Brazil in the Third World. His ideas also interact with the context in which they were written; they express the bipolarity of the Cold War, but also advocate change. Many of these ideas were later incorporated into Brazilian diplomacy.

OCTOBER 13, 2020 By: Dina Smeltz, Senior Fellow, Public Opinion and Foreign Policy; Craig Kafura, Assistant Director, Public Opinion and Foreign Policy American Views of China Plummet; Public Split on Containment or Cooperation For the first time in nearly two decades, a majority of Americans describe the development of China as a world power as a critical threat to the United States, according to the 2020 Chicago Council Survey. At the same time, American feelings towards China have fallen to their lowest point in Council polling history, dating back to 1978. Reflecting these changing attitudes, Americans are now split on whether the US should cooperate and engage with China or actively seek to limit its influence. This is a significant change. Over the past four years, US-China relations have lurched from one crisis to another. Despite the sharp downturn in relations, and the growing consensus in Washington on pursing a more confrontational approach to China, Chicago Council Survey data through January 2020 showed that this consensus and the growing US-China rivalry had yet to make a deep impact on American views of China.

14. Beating the Americans at Their Own Game: An Offset Strategy with Chinese Characteristics

During the Cold War, the U.S. military relied on technological superiority to “offset” the Soviet Union’s advantages in time, space, and force size. Our military-technical edge allowed the U.S. Joint Force to adopt force postures and operational concepts that largely compensated for the Soviet military’s numerical conventional advantage without needing to match it man-for-man or tank-for-tank. After the Cold War ended, this same military-technical advantage provided the U.S. military a decisive conventional overmatch against regional adversaries for over two decades. Now, however, the “rogue” regional powers that have preoccupied U.S. attention for so long have been replaced by two great powers with substantially greater capabilities. A resurgent and revanchist Russia and a rising, increasingly more powerful China are taking aggressive actions that threaten regional security and stability and challenge the existing international order. Without question, of these two great-power competitors, China poses the greater challenge over the long term. Since about 1885, the United States never has faced a competitor or even group of competitors with a combined Gross Domestic Product (GDP) larger than its own. China surpassed the United States in purchasing power parity in 2014 and is on track to have the world’s largest GDP in absolute terms by 2030. In comparison, our Cold War adversary, the Soviet Union, was hobbled by unsustainable economic contradictions that ultimately crumbled under pressure. At the height of its power, its GDP was roughly 40 percent the size of the United States’. If that is not concerning enough for U.S. strategic planners, Chinese technological capabilities are growing as rapidly as its economic power. The Soviets were never able to match, much less overcome, America’s technological superiority. The same may not be true for China—certainly not for lack of trying. Indeed, China is keenly focused on blunting the U.S. military’s technological superiority, even as it strives to achieve technological parity, and eventually technological dominance. Chinese strategists do not explicitly describe their aims in this manner. Nevertheless, after considering what the Chinese military has accomplished technologically in little more than two decades and what they plan to do in the decades to come, any objective assessment must at least consider the possibility that the U.S. Joint Force is close to becoming the victim of a deliberate, patient, and robustly resourced military-technical offset strategy. The purpose of this paper is to describe this strategy and outline its key lines of effort.

Controversies have abounded, including Palestine and Israel within the UN's Human Rights Council, lack of US support for the International Law of the Sea (since 1994), and the International Criminal Court (since 2002). Collectively, the European Union and its Member States remain by far the largest financial contributor to the UN, providing 30% of all contributions to the budget and 31% of peace-keeping activities in addition to substantial contributions towards project-based funding. 4. Some may object that the European Union has been hampered by the lack of a common position among EU Member States on the future of the UN Security Council (UNSC), where two member-states, UK and France, currently have permanent seats and one, Germany, is desperate to get one.

Ric Smith has masterfully woven archival material, memories of his own time as a foreign service officer, and conversations with other officers of the then Department of Foreign Affairs to recount the crisis in East Pakistan in 1971 and the difficult birth of Bangladesh. Smith highlights the Cold War incongruities of the crisis, including the Soviet Union’s support for democratic India’s position during the crisis, while the United States supported the military regime in Pakistan. The episode also stands as an example of Canberra diverging from Washington on an issue that was garnering political and media attention in Australia. Australia was able to pursue a policy toward the region that was independent from the United States, accepting early that East Pakistan was “finished” and that there was a need to address an unfolding humanitarian crisis. Smith’s book imparts important lessons about diplomacy for Australia: It is not only possible for Australia’s politicians and diplomats to take independent positions on major international problems, but they are sometimes respected by their allies when they do so.

In the decade between U.S. diplomatic recognition of the People’s Republic of China (PRC) in 1979 and the Tiananmen Massacre in 1989, the U.S. Department of Defense (DoD) pursued a military engagement policy with the People’s Liberation Army (PLA). The 1979-1989 U.S.-PRC defense relationship was driven by a mutually shared fear of the USSR, but U.S. policymakers also sought to encourage the PRC to become a more deeply involved in the world community as a responsible power. Beginning in the late 1970s, the U.S. defense department conducted high level exchanges, allowed for the transfer of defense technology, promoted military to military cooperation and brokered foreign military sales (FMS). On the U.S. side, this program was strongly supported by National Security Advisor Zbigniew Brzezinski and Secretary of State Alexander Haig, who worked to push skeptical elements in the U.S. defense bureaucracy. By the mid-1980s, this hesitancy had been overcome and the defense relationship reached a high point in the 1984-1986 period, but structural problems arising from the division of authority within the PRC’s party-state-military structure ultimately proved insurmountable to long-term cooperation. The 1979-1989 U.S.-PRC defense relationship highlights the long-term challenges of pursuing military engagement with fundamentally dissimilar structures of political authority.

This chapter draws a rough sketch of the evolution of Chinese views on Korean history in the Cold War era in three parts. The first focuses on the formulation of Chinese views of the Korean War in 1950 and the mainstream assessment of the war after Sino-South Korean diplomatic normalization in 1992. The second focuses on China’s attitudes and policies toward the two Koreas in the Cold War years. The third deals with the changes and limits of perceptions on Korean history after diplomatic normalization and their impact on bilateral relations between Beijing and Seoul. For centuries many Chinese have firmly believed that the relationship between China and the Korean Peninsula is like that between lips and teeth, they are not only close to but also dependent upon each other. If the lips are gone, the teeth will be cold. From the middle of nineteenth century, the geopolitical proximity and interdependence between the two have become the determining factors in formulating Chinese perceptions towards Korea. Rather, it was further strengthened among ordinary Chinese when the Cold War began and especially when the Korean War broke out in 1950. After the end of World War II, China faced a new situation on the peninsula. Korea was liberated from Japanese rule but soon divided into the Soviet backed socialist North Korea, the Democratic People’s Republic of Korea (DPRK), and the U.S. backed capitalist South Korea, the Republic of Korea (ROK). As a newly established socialist country, China naturally allied itself with the Soviet Union and viewed the DPRK as a close friend while regarding the United States and ROK as hated foes. The intensified Cold War confrontation between the two camps and two Koreas triggered the outbreak of the Korean War. In order to safeguard its own political, ideological, and security interests, China quickly got involved in the war by sending the Chinese People’s Volunteer Army (CPVA) to fight together with its DPRK friend against their common enemies. The war ended with a cease-fire armistice and created a friend and foe Cold War framework, which the new China was compelled to face even beyond the Cold War era. Under these circumstances, the majority of Chinese held the view that it was the capitalist enemy rather than the socialist friend who started the Korean War with a view to overthrowing not only the socialist government in Pyongyang but also the similar one in Beijing. Therefore, it was against this background that China’s attitudes and policies toward the two Koreas in the post-Korean War era were doomed to be ideologydriven and DPRK sympathetic.

Abstract:
This study contributes to the nascent worlding of the study of normative power by undertaking a parallel assessment of Normative Power Europe (NPE) and Normative Power China (NPC). There seems to have been a qualitative change in the EU’s and China’s international standing. While in the immediate post-Cold War period the EU was asserting its ability to set the range of legitimate international behavior and China appeared to be a reactive adopter of such norms, in recent years China is positioned as a normative entrepreneur and the EU’s ability has been challenged both in Europe and internationally. This study claims that such change in fortunes is not merely a result of recent developments, but pivots on the distinct repertoires of NPE and NPC – acquis communautaire for the EU and guanxi for China. The acquis communautaire suggests a “rule- based” framework for setting what passes for “normal” in global life, while guanxi offers a “relational” one. Such distinct points of departure have led to the evolution of distinct concepts and practices of normative power. The comparative study of NPE and NPC concludes by drawing attention to the nascent struggle for recognition of normative powers in global life.

Abstract:
India’s rise and consequent role in global politics has oscillated amid terms like emerging power, regional power, global power, and a would-be great power. Primarily pursuing soft power strategies in its immediate and extended region since the Cold War years and earlier, India was and continues to be known for maintaining a policy of strategic autonomy balancing relations with major powers/power blocs. Contrary to the years of the Cold War and immediate post-Cold War period, when it was labeled being rather disinclined to project itself as a power to reckon with, India appears inching, albeit very gradually, toward staking that claim. In doing so, New Delhi is inclined and determined towards forging ‘strategic partnerships’ that are pragmatic and remain best-suited to Indian national interests, based on converging partnerships with shared interests and goals. With dividends such as growing demographic, economic, political, and military status, New Delhi can be described as taking baby steps towards cementing its place as a rising power in the evolving world order. This world order also witnesses the momentous emergence of Chinese military and political power and nearly concurrent decline of America’s policy-oriented and strategic weight to confront China’s rise, especially across the Indo-Pacific. It is this remodeled multipolar architecture which has been instrumental in goading India to employ its distinct blend of hard and soft power, with the objective that its stature and role will not end up being merely tangential.

This chapter draws a rough sketch of the evolution of Chinese views on Korean history in the Cold War era in three parts. The first focuses on the formulation of Chinese views of the Korean War in 1950 and the mainstream assessment of the war after Sino-South Korean diplomatic normalization in 1992. The second focuses on China’s attitudes and policies toward the two Koreas in the Cold War years. The third deals with the changes and limits of perceptions on Korean history after diplomatic normalization and their impact on bilateral relations between Beijing and Seoul. For centuries many Chinese have firmly believed that the relationship between China and the Korean Peninsula is like that between lips and teeth, they are not only close to but also dependent upon each other. If the lips are gone, the teeth will be cold. Abstract:
The way Chinese officials and writers view the history of Korea—from ancient times to the post- Cold War developments in South Korea—matters for at least three reasons. It is a commentary on Chinese national identity since Korea bears importantly on multiple dimensions of how that identity has recently been constructed. It is likewise a window on how Chinese view the order they seek to forge in East Asia, linking it to the earlier Sinocentric order. Finally, Chinese views of Korea’s history offer valuable insight into China’s vision of the future of the Korean Peninsula and its relationship to China. It is commonplace to regard historical narrative as a lens on views of the present and plans for future policies, but this is even more the case for a country with the tradition of Confucian historiography with its extraordinary stress on correct thinking about the past, and communist historiography redolent with socialist realism insistent on a zero-sum understanding of the past. We read in Chinese historical writings on Korea a morality tale with undoubted relevance to how China constructs both its identity and its international relations. The Korean Peninsula has significance for Chinese national identity beyond that of any foreign country except Russia and the United States with the possible exception of Japan. It is where ideology was honed as China sent the PLA to prevent the fall of North Korea after Mao had given his blessing along with Stalin to the North’s attack on the South. As ideology has grown again in importance, the significance of North Korea’s socialist pedigree and shared origins in the crucible of revolution against imperialism has risen. In the historical dimension of national identity, China’s leaders in the 1990s weighed allowing candor about the origins of the Korean War at a time when de-ideologization was fitfully taking place and there was no established narrative on history. Some saw sensitivity to North Korean reactions as the key to why China did not go further, but the resistance inside China proved more tenacious than they assumed. Historical purity toward Japan intensified apart from a short-lived interval with “new thinking” in 2003. With South Korea on the frontlines in China’s quest for demonization of Japan over history, its own history became a test case for the national identity gap between it and China. The history of Korea is so interwoven with that of China and it can reveal much about recent views.

From the advent to power of the Chinese Communist Party on October 1, 1949 to the historic visits of Henry Kissinger and President Nixon in 1971-72, the People’s Republic of China (PRC) and the United States of America (USA) were bitter enemies during the Cold War. China and the U.S. fought a war in Korea from 1950 to 1953, and the two countries nearly came to war again on five different occasions: over Vietnam in 1954 and 1965, and over Taiwan in 1954-55, 1958-59 and 1962. However, the two sides were wary to come to blows again and each side engaged in efforts to help avoid this. However, the dangers of miscalculations, recklessness, or accidents were ever present. During the Korean War there was much talk in American circles about using nuclear weapons. A concerned British Prime Minister, Clement Atlee, after consulting his French counterpart, went to see President Truman to help reduce the risks of this happening. The full records on this have never been published, but there is an authoritative account on the outcome from a senior American official.1 In 1959, President Eisenhower, concerned about the danger of continuing PRC provocations over Taiwan, sent a message to Chairman to Premier Mao via Premier Khruschev. The minutes of Premier Khruschev’s discussion with Chairman Mao make for fascinating reading.2 Another situation involving the use of preventive diplomacy occurred during the Polish crisis of 1956 when the CCP made strong representations to the CPSU against the escalation of military forces against the Polish demonstrators. There were thus seven situations (two with Korea, three with Taiwan, one with Vietnam, and one with the USSR) that attracted preventive diplomacy and a notable range of methods of preventive diplomacy applied. Among these one can mention the following: overt and covert communications from one side to the other; diplomatic messages; ambassadorial talks; and third party intercessions. This study will be approached from the perspective of the concept of preventive diplomacy while having regard to the concept of historical analogy.

As an international historian, Faculty Associate Odd Arne Westad may be best known for bringing a fresh interpretation to the Cold War in which he argues that the era began much earlier and extended much farther than popularly thought. Those and other themes are explored in detail in a comprehensive new history of the Cold War written by Westad, the S.T. Lee Professor of U.S.-Asia Relations at Harvard Kennedy School. In The Cold War: A World History, Westad traces the broad history of the era, including what he sees as its origins and its far-flung effects. Central Eurasia has long been an area that occupies utmost geostrategic importance inthe international system. Scholars throughout the 20th century identified Central Eurasia as the singlemost pivotal area for powerful states to gain influence and control. Their theories were based upon the fact that the region contained vast natural resources, a large population, high economic potential, and was geographically situated in a location strategically important for all world powers. As aresult, Central Eurasia’s importance in international affairs influenced geostrategic thinking during the inter-war years into WWII, the Cold War, and the post-Cold War era. Yet the shift in power that has occurred globally in recent years has caused scholars to signal the emergence of a new multipolar world. Some scholars have additionally hypothesized that there will be new geostrategic pivot states and regions located outside of Central Eurasia as a result. This study uses both historical and contemporary literature from the field of geopolitics to construct a list of potential pivots in the current international system. It then compares potential new pivot areas to the traditional Central Eurasian region using the variables listed above. The study finds that there are in fact comparable geostrategic pivots located outside of the Central Eurasian region in the contemporary international system. The implications of these findings are then discussed in the context of geostrategy and international security.

In the post–Cold War period, scholars have considered the Asia Pacific to be ripe for military competition and conflict. Developments over the past decade have deepened these expectations. Across the region, rising military spending and efforts of various states to bolster their military capabilities appear to have created an increasingly volatile climate, along with potentially vicious cycles of mutual arming and rearming. In this context, claims that China's rapid economic growth and surging military spending are fomenting destabilizing arms races and security dilemmas are widespread. Such claims make for catchy headlines, yet they are rarely subject to rigorous empirical tests. Whether patterns of military competition in the Asia Pacific are in fact attributable to a security dilemma–based logic has important implications for international relations theory and foreign policy. The answer has direct consequences for how leaders can maximize the likelihood that peace and stability will prevail in this economically and strategically vital region. A systematic empirical test derived from influential theoretical scholarship on the security dilemma concept assesses the drivers of bilateral and multilateral frictions and military competition under way in the Asia Pacific. Security dilemma–driven competition appears to be an important contributor, yet the outcome is not structurally determined. Although this military competition could grow significantly in the near future, there are a number of available measures that could help to ameliorate or manage some of its worst aspects.

32. Better a good neighbor than a distant friend: the scope and impact of regional security organizations

Abstract:
Under what conditions do regional security organizations (RSOs) take up a broader agenda or scope in security governance? Further, does broader scope matter for regional security? These questions are addressed using a quantitative comparative analysis of 25 RSOs over the period 1990–2009. Similarity among members in their capacities and political systems are identified as two central conditions for increased scope. In contrast, hegemony is not a significant factor. Institutionalization also seems to matter: RSOs that have been around longer and encompass more members are more successful in expanding their security agenda. There is only weak empirical support for the idea that RSOs with a broader scope have a stronger pacifying effect on regional security. The implications of these findings are discussed in greater detail for Asian RSOs, which have only limited scope and operate in comparatively high levels of insecurity. However, except from the legacy of conflict, variables identified in the general models apply similarly to Asia.

Abstract:
This paper examines American policy regarding regional security arrangements (RSAs) in Asia. It argues that it is American perceptions of regional interest in such RSAs and of the compatibility of the goals of regional partners with those of the United States, which eventually shape American policy. After discussing the potential value and cost of RSAs, it suggests that actual policy choices are shaped largely as a reaction to regional states' motivations and policies. Since in Asia, there was limited functional pooling effect to be gained from RSAs, changes in American policies reflected much more a reaction to changes in regional interest in such arrangements. This interaction is demonstrated through a review of post-Cold War developments regarding US RSA policy, distinguishing between the early years of transition to unipolarity and the erosion of unipolarity since the late 1990s. These are also compared to earlier American policy regarding RSAs during the Cold War.
