Abstract:
A power transformation appears to be taking place in Asia, brought about by the rapid emergence of China and the relative decline of US influence. India has sought a way to cope with this new situation. India itself has been rising to prominence since the 1990s, particularly its nuclear weapon tests in 1998 onward. Since the start of the twenty-first century, India has been perceived as the next country to follow China in seeking a major power status. Although India has previously tended to conceal its power aspirations, in 2015 it declared its intention to be a leading power. This article elucidates this transformation through India's policy orientation on a local, regional, and global level and its key partnerships with Russia and Japan. India’s metamorphosis holds great implications for the transformation of power in Asia.

3052. The League of Nations as an actor in East Asia: empires and technical cooperation with China

Abstract:
This article examines the technical cooperation between the League of Nations and China from its origin in 1928 to 1934. By consulting Japanese documents, it analyses why even Japanese diplomats who were usually regarded as internationalists came to be strongly opposed to this. The founding fathers of the League did not envisage cooperation between the League and China, so there were no well-considered rules nor structures for such works. Technical cooperation developed through personal initiatives; moreover, Dr Ludwik Rajchman on the League side did not limit his activities to his expertise and came to be involved in power politics. On the other hand, East Asia was the region where the old imperial order firmly remained and Japan wanted to maintain it. Britain, the mainstay of the League of Nations, was also an empire that still had large interests in the region, so that it clearly understood the causes of Japan’s reaction.

Abstract:
In the context of Asia, understanding migration governance needs to transcend statism to encompass the ‘middle space’ of migration. Unlike migration linked to settlement in liberal democratic states of the West, a large part of low-skilled migration in Asia – predominantly circular, feminized, and contractual—is brokered by private recruitment agencies. In adopting migration brokers as a methodological starting point, we make the case for bringing the migration industry into the fold of global migration governance analysis. Based on interviews with employment agencies deploying Indonesian domestic workers to Singapore from 2015 to 2016, we argue that migrant-destination states in Asia devolve responsibility for workers to the migration industry to order migration flows and circumvent formal cooperation with origin countries. Comprehending migration governance in Asia requires grappling with the co-constitutive governance of the state and migration industry and its interdependent dynamics, which we illuminate through the theory of strategic action fields.

A decade ago in 2007 we published a forum in International Relations of the Asia-Pacific (IRAP) on ‘Why there is no non-Western IR theory?’. Now we revisit this project ten years on, and assess the current state of play. What we do in this article is first, to survey and assess the relevant literature that has come out since then; second, to set out four ways in which our own understanding of this issue has evolved since 2007; third to reflect on some ways in which Asian IR might contribute to the emergence of what we call ‘Global IR’; and fourth to look specifically at hierarchy as an issue on which East Asian IR scholars might have a comparative advantage. Our aim is to renew, and perhaps refocus, the challenge to Asian IR scholars, and our hope is that this will contribute to the building of Global IR.

3055. The Legal Aspects of the MH17 Disaster: What Next?

The most often discussed legal avenue is criminal law, under which individual perpetrators can be held accountable for the crimes they committed. Not only those directly responsible but also those who ordered, conspired to or aided and abetted the shooting down of MH17 can be held responsible. These individuals can be prosecuted both at the national level in domestic courts or at the international level, at the International Criminal Court (ICC) or a specially established tribunal. Criminal law, however, requires a high burden of proof. Not only needs to be proven that an individual has committed a criminal act but also that the individual did so with the required knowledge and intent, making it difficult to prosecute individuals. Under the circumstances of the MH17 situation, investigations are strenuous. Jeroen Akkermans, who was one of the first investigative journalists present at the crash site, underlined the problems with gathering evidence.

Abstract:
After President Trump withdrew the United States from the Trans-Pacific Partnership (TPP) trade agreement earlier this year, it seemed that NAFTA was next in his crosshairs. But soon President Trump is expected to take a measured approach to the issue of trade and step away—at least temporarily—from his threats to dismantle the North American Free Trade Agreement (NAFTA) by signing an executive order calling for a comprehensive study of US trade imbalances. The Trump worldview has consistently blamed foreign trade deficits, especially those with China, for job losses here at home. He has wanted to take down NAFTA to purportedly save American jobs, calling it “the single worst trade deal ever approved in this country.”Much like healthcare, trade networks are complicated, and not all agreements have the same goals. It’s instructive to take a closer look at both TPP and NAFTA, two very different trade agreements, to evaluate how a more protectionist stance might play out. Heavily promoted by the Obama administration, TPP would have allowed the United States to form a trade consortium with eleven Pacific Rim nations (representing 40 percent of the world’s GDP) to secure market access and protections for certain US industries. More than this, the political reason to join TPP was to provide a US-led counterweight to China’s growing dominance in the region’s economy.

Last December, the Weatherhead Center recognized the upcoming retirement of University Distinguished Service Professor Joseph S. Nye, Jr. by dedicating the 2016 Manshel Lecture on American Foreign Policy to him. One of the most influential foreign affairs scholars of our time, Nye served as Center director from 1989 to 1992—though his roots at the Center trace back to its infancy in 1961, when he was a research assistant to Director Robert Bowie. Nye's accomplishments run deep. He began his distinguished career as a Harvard faculty member at the Kennedy School of Government in 1964, and became the school's dean in 1995. He held security appointments in both the Carter and Clinton administrations, and his thought leadership has influenced heads of state and policy makers around the world. He is perhaps best known for coining the term “soft power,” which describes the ability of states or institutions to attract and persuade others through noncoercive means. The Weatherhead Center sat down with Nye to discuss the fate of soft power in the context of current US foreign affairs—and also asked him to share his memories of early days at the CFIA.

Abstract:
Depending on the industry, piracy either stifles economic growth or fosters innovation. In many technology and pharmaceutical industries, piracy impedes innovation because of its deleterious effect on profits, whereas in the fashion industry, piracy drives participants to produce the latest, trendiest designs. The business strategy of software producers, intellectual property owners, and computer device manufacturers has a substantive impact on piracy, not fully captured in the current literature. My research focuses on how business factors—the competitive landscape of device manufacturers, the evolving strategy of intellectual property owners, and the shift away from traditional licensing models—affect intellectual property rights and software piracy in high-growth countries.

As an international historian, Faculty Associate Odd Arne Westad may be best known for bringing a fresh interpretation to the Cold War in which he argues that the era began much earlier and extended much farther than popularly thought. Those and other themes are explored in detail in a comprehensive new history of the Cold War written by Westad, the S.T. Lee Professor of U.S.-Asia Relations at Harvard Kennedy School. In The Cold War: A World History, Westad traces the broad history of the era, including what he sees as its origins and its far-flung effects. The Harvard Gazette spoke to Westad about his perspective on the Cold War, including the forces that brought about and sustained the epic confrontation, and how it continues to reverberate decades after ending.

In this paper, I examine the twelfth century Byzantine satire Timarion. I seek to analyse the background of the work, through a focus on the plot and characters, the classical sources that influenced the Byzantine author and the issues of date and authorship which should be seen in relation to the targets of his attack. While there is no certainty about the identity of the author, the Timarion was written, probably, by a learned author who had knowledge of classical authors and medical theories of his era. This is obvious in the way he embodies these traditions in his satire. Similarly to satires of the classical period, the Timarion’s attack is directed at several directions.

Women in Bangladesh are uniquely impacted by pervasive violence in the country’s electoral process, as voters, candidates, political party supporters and activists. To explore the effect of electoral violence on women’s meaningful participation, the International Foundation for Electoral Systems (IFES) convened seven focus groups of Bangladeshi women in 2013 and 2015 to discuss electoral violence they have experienced both in the home and in the public sphere. As the Republic of Korea faces an increasing threat from North Korea, evolving U.S.-China relations are becoming important to Seoul’s strategy for dealing with Pyongyang. The United States and China are competitors, but they also seek cooperation on a range of global issues. And although South Korea seeks to have good relations with both great powers, it is increasingly being pushed to take sides in the ongoing U.S.-China competition. As the U.S.-China relationship becomes more complex, South Korea needs to carefully evaluate its policy toward China in order to find the best ways to ensure Chinese cooperation on the North Korean issue, particularly taking into account China’s evolving view of North Korea. Under the leadership of Xi Jinping, China is profoundly changing its foreign policy, including its relations with the United States and the two Koreas. With more confidence in its own diplomatic, military, and economic capacity to protect its national interests, China under Xi’s leadership has begun to regard the entire Korean Peninsula as part of its sphere of influence.

3064. The Challenge From North Korea

A nuclear-armed North Korea is a threat to the fragile strategic equilibrium on the Korean Peninsula and to international security at large. Emboldened by a nuclear arsenal, the highly militarized regime of President Kim Jong-un could be tempted to embark on aggressive acts. Meanwhile, the United States could opt for preventive military action. Even if neither party seeks a military confrontation, conflict could ensue due to miscalculation or simple misreading of each other’s intentions. Limited military exchanges could spiral out of control, eventually involving not only North Korea, the United States, and its allies in the region—Japan and South Korea—but also China. The repercussions of North Korea’s nuclear challenge may not be limited to Northeast Asia, not least because the nonproliferation regime, a pillar of international security, would be dealt a serious, if not fatal, blow if regional adversaries sought to meet it by acquiring their own nuclear arsenals. The destabilizing effects of North Korea’s nuclear and ballistic programs on regional and international security cannot be overestimated. In devising a response to the North Korean challenge, regional actors should remain committed to the denuclearization of the Korean Peninsula, but they should also implement security measures with observable results short of full denuclearization. Specifically, the United States and its allies should concentrate on sanctioning North Korea and on diplomatic action, actively seeking the involvement of China and Russia, while employing a strategy of deterrence and containment.

Traditional security issues in the Asia-Pacific, such as tensions on the Korean Peninsula or disputes over the South China Sea, consistently attract the attention of policymakers within the region and abroad. But their consequences for ordinary people are often dwarfed by the fallout from nontraditional security (NTS) events, such as climate change, resource scarcity, infectious diseases, natural disasters, irregular migration, famine, people smuggling, drug trafficking, and transnational crime. For countries in the Association of Southeast Asian Nations (ASEAN), the human and economic losses from NTS threats can be staggering. Moreover, economic and social costs from NTS threats consume resources that otherwise could be channeled toward economic growth and social welfare. Historically, there have been bilateral and multilateral attempts at cooperation on NTS in the Asia-Pacific, but they have not been enough. Trilateral cooperation among the United States, ASEAN, and South Korea would benefit not just the participating parties, but also the region as a whole. Such cooperation would allow South Korea to contribute to the region and is consistent with the Moon Jae-in government’s desire to play a greater foreign policy role beyond the Korean Peninsula. It would also advance the U.S.-South Korean alliance and give South Korea experience that could be used in future NTS crises in North Korea such as famines, natural disasters, or pandemics.

3066. Writing New Rules for the U.S.-China Investment Relationship

Chinese outbound investment is on the rise, and much of it is finding its way into the United States. Be- tween 2010 and 2015, China’s foreign direct investment (FDI) inflows to the United States grew by an average of 32 percent annually.1 Within the past two years alone, Chinese foreign investment inflows to the United States increased four-fold, and available data suggests 2017 will see the second highest annual investment on record, after 2016.2 This is not a two-way street: the United States and other foreign investors do not enjoy similar open market access in China. China maintains a dizzying assortment of formal and informal barriers to for- eign investment—from outright restrictions and quotas to mandatory joint ventures, forced localization measures, and domestic licensing regimes. Despite years of negotiations, these barriers are, if anything, growing more cumbersome in many sectors. U.S. firms paint a darkening picture of the business climate they face in China. U.S. FDI in China has slowed considerably in recent years: after growing roughly 180 percent from 2002 to 2007 (albeit from a low baseline), U.S. FDI flows into China have declined since 2012.3 The one-way surge of Chinese investment into the United States comes against a backdrop of strategic mistrust between Washington and Beijing. Ongoing accusations of state-sponsored cyber predation of U.S. firms, Beijing’s increasing aggressiveness over territorial disputes, its systematic efforts to under- mine the U.S. alliance system in Asia, and mounting tensions over North Korea all contribute to a dark- ening mood in the U.S.-China relationship. And, like so much involving China, this investment is simply different. Rarely, if ever, has the United States seen an increase in investment of this magnitude—espe- cially from a non-ally and especially from one where the lines between state ownership and private own- ership are so inherently blurred. For all the concern surrounding Japanese investment in the United States in the 1980s—coming as it did amid fierce economic competition—those debates ultimately re- mained under the umbrella of the U.S.-Japan military alliance. All of this raises questions about whether the United States needs to tighten its stance on Chinese in- bound investment; proposals to that effect have bipartisan support in the Congress. The Donald J. Trump administration has signaled its desire for a tougher approach in its economic dealings with China, which U.S. businesses seem to welcome. One foundation for such an approach is the principle of reciprocity. Roughly two dozen sectors in China—construction, mining, banking, insurance, and so on—remain effectively off-limits to American investment, because the Chinese government protects its domestic companies through regulations and financial subsidies. Even in sectors that technically allow foreign investment, discriminatory industrial policies tilt the playing field in favor of Chinese firms. Until this changes, Washington would be justi- fied—even obligated—to limit Chinese investment in the U.S. market. However, U.S. policymakers do not have a consensus on what a policy of reciprocity would entail, and different policy interpretations could spell quite different economic and foreign policy consequences for the United States. The United States should aim for a version of reciprocity that allows it the flexibility to maximize pressure on the broad range of Chinese industrial policy concerns while leaving a clear route to negotiations. The United States should also encourage European and other Western countries, many of which are seeing similar increases in Chinese investment, to adopt this new approach.

Abstract:
The signing of the ASEAN Human Rights Declaration in 2012 supposedly provides a long awaited triumph for human rights in the region and a measure by which regional human rights can finally prevail in parallel with the new ASEAN Intergovernmental Commission on Human Rights. It is my argument that there are two primary challenges to realizing universal regional human rights standards; ASEAN’s constitutive norms/identity and fragmentation of human rights understandings in national legal interpretations of international human rights instruments. To substantiate this I will analyze treaty ratification behavior of ASEAN states to find out what are interests and preferences of ASEAN states in terms of human rights by analyzing treaties and reservations/ declaration/statements which are attached to international human rights instruments that ASEAN states sign/accede to. Furthermore, I will demonstrate that treaty ratification behavior of ASEAN states is consistent with two strains of regional thought: sovereignty fears and cultural resistance to human rights norms and standards.

The disintegration of Yugoslavia has created huge instability in the Balkans since 1990. The post-conflicts challenges are still now on the table. Turkey continues to consider the Western Balkan countries as a priority: its activism reflects the multi-directionality of JDP’s policy. The paper will be oriented to enquire on Turkish networks in the Western Balkans. The approach will be historical and political, with an analysis of bilateral relations from the end of the Ottoman Empire, till ‘90s wars and the arrival of JDP on government. Throughout the analysis of two case studies - Bosnia and Herzegovina and Kosovo- this article aims to highlight the application of the Turkey’s soft power in the Western Balkans.

Abstract:
For decades, change in Turkish foreign policy has remained as “a neglected phenomenon” in the literature while continuity is explained with two main pillars: Westernization and preference for the status quo. The topic started gaining popularity at the end of 2000s when some conflicts of interest emerged between Turkey and its traditional partners. Scholars mainly explained this change as the result of the new Turkish leadership under Recep Tayyip Erdoğan’s Justice and Development Party (AKP). While the debate in this period provided extensive literature on the subject, the arguments created could not explain the policy fluctuations during the AKP era. In this article, the change in AKP foreign policy is examined during three time periods that show different characteristics in terms of domestic and international opportunities/constraints. It is argued that while Westernization still remains an important pillar in Turkish foreign policy, the main change seems to be in Turkey’s traditional preference for the status quo.

Abstract:
This paper aims at exploring internal and external dynamics of Turkey- KRG energy relations. It argues that Turkey’s fight against the PKK, its increasing energy need, the target of Turkish energy decision-makers to decrease the high reliance of the country on Russian and Iranian gas, Turkey’s goal of emerging as an energy hub, the economic interests of Turkish business groups, the strained relations between Ankara and Baghdad, and Erbil-Baghdad conflict have been the major determinants of Turkey’s energy strategy towards the KRG. The paper concludes that the independence referendum held by the KRG in September 2017 has serious implications for the future of the Ankara- Erbil energy partnership, depending on measures to be taken by Kurdish and Iraqi leaders.

Abstract:
Corresponding to the global proliferation of inter-state activities at the regional level since the end of the Cold War, Eurasia has experienced a surge of regional agreements and organizations. Since the dissolution of the Soviet Union, more than 29 regional organizations (ROs) with significant membership and agenda overlap have emerged. These organizations differ significantly in terms of institutional design. Organizations that were created in the 1990s and early 2000s display very limited or no pooling of authority and low to moderate delegation. Regional organizations that were established during the past decade show pronounced delegation and median pooling. A mapping based on formal treaty analysis shows a general deepening of regional integration over time. It also reveals three phases of Eurasian regionalism with distinct integration dynamics and goals. Especially the third phase is surprising, as we do not only witness the increase of political authority of ROs, but also a more consequent implementation of agreements and the introduction of supranational elements. This deepening of regionalism is puzzling in light of 1) the rather recent independence of the Eurasian states and their colonial past under Russian domination, 2) the level of autocracy in the region, and 3) the presence of a regional hegemon, which has moreover recently experienced an authoritarian backlash. Relying on the concept of political authority, the first part of this paper gives an overview of the development of formal regional integration in Eurasia during the past 25 years. The second part of the paper asks why Russia and the smaller Eurasian states go along with increasing authority transfers to ROs. Based on a series of elite interviews conducted in Russian in February and March 2017, potential drivers of Eurasian regionalism are explained, with particular attention to Russian motives. The paper concludes with an outlook on avenues for future research.

Abstract:
One year ago, European states closed their borders along the Western Balkan route and EU leaders put in place the EU-Turkey Statement, a so-called temporary measure to stop irregular migration to Europe. Now EU leaders are declaring their approach a success. The International Rescue Committee (IRC), the Norwegian Refugee Council (NRC), and Oxfam are providing humanitarian response on the Greek islands and mainland, and as their experience clearly shows, the context on the ground is far more troubling and complex. Beyond the deeply concerning situation in Greece, the EU is looking to replicate the EU-Turkey Statement model elsewhere, and in so doing, risks setting a dangerous precedent for the rest of the world. The EU has a proud history of commitment to international law and human rights which has driven its policies for 60 years. This joint agency paper argues that now is the time for Europe to show global leadership on migration by adopting policies that uphold these values, rather than triggering a race to the bottom.

Many rural communities in Tala, south-west Bangladesh are vulnerable to environmental hazards including water-logging, arsenic contamination, salinity and cyclones. Pre-crisis market assessment (PCMA) is used to support humanitarian programming based on an understanding of daily needs, how these change during crises, and how local market systems respond to these needs. Using vulnerability and risk assessment (VRA) allowed Oxfam to test the assumptions of humanitarian programme staff and provide a richer, more detailed analysis of the local context. The combination of PCMA with VRA can subsequently be used to facilitate better contingency planning to improve the efficiency and effectiveness of emergency responses.

The Scaling Humanitarian ICTs Network (SHINE) funded by Sida, set out with the theory of change that the quality and efficiency of humanitarian aid can be improved in a variety of contexts through the adoption of Information Communications Technologies (ICTs). With applications in Ethiopia, DRC, Mali, Indonesia and Iraq, ICTs were introduced to enable digital registrations, mobile data collection, cash/voucher programming and systems for accountability. While ICTs hold promise for saving time, money and improving accuracy, this learning report sets out to unpack these benefits and identify the conditions that need to be in place in order for ICTs to significantly add value to humanitarian response.

Asia is exposed and vulnerable to a wide range of natural and manmade hazards. In many respects, it is the global epicenter for disasters. Its location makes it prone to destructive hazards that are exacerbated by climate change, leading to an increasing number of cyclones, sea level rises, severe drought, and other extreme climate effects. This vulnerability is compounded by poverty. The majority of the world’s poorest people today live in Asia, thus protection and recovery from these disasters remain difficult. In Asia, Oxfam continues to work with partners and vulnerable communities to promote resilience against existing risks and new risks from natural and human induced disasters that impact disadvantaged poor people in Asia. This map provides an overview of the extensive work in 11 countries in Asia and features different kinds of approaches towards building resilience: small holder agriculture and enterprises; water resilience; urban resilience; natural resource management; working with the private sector to build resilience; and climate finance and gender justice, among others.

This evaluation is presented as part of the Effectiveness Review Series 2015/16, randomly selected for review under the good governance thematic area. This report documents the findings of a qualitative impact evaluation, carried out in May 2016. The evaluation used process tracing to assess the effectiveness of the GROW campaign in Tajikistan. In an effort to complement agricultural value chain programming implemented by a variety of organisations in the Khatlon region of Tajikistan, Oxfam GB (OGB) integrated aspects of its global advocacy campaign, GROW. The GROW campaign takes a multi-pronged approach to the multi-faceted issue of global food insecurity by focusing on a diversity of causes, including climate change, land reform issues, industrial farming, and private sector policies. In Tajikistan, the campaign team selected contextually relevant key issues to guide its advocacy activities, including climate change, land reform, and water availability with a focus on women smallholder farmers as the key agricultural producers. OGB did this through trainings, workshops, round tables, and highly visual events integrated with previous and currently existing programming. In Tajikistan, the GROW Campaign was implemented in a distinctive way by leveraging synergies between previous, existing, and future programming both directly and tangentially related to the main themes of the campaign. Rather than serving as a standalone campaign, GROW served as a platform from which to promote, influence, and advocate on issues through related projects being implemented on the ground.

Tourism is booming and generates millions of jobs for women around the world. Yet the hotel industry exemplifies the vast inequality of today’s world. The women who make hotel beds and clean hotel toilets labour long hours for meagre pay, face sexual harassment and intimidation, are exposed daily to toxic chemicals and live in fear of arbitrary dismissal. Meanwhile, the top-earning hotel CEOs can earn more in an hour than some housekeepers do in a year. Such systematic exploitation is not inevitable. The hotel industry, consumers and governments must all be part of the solution to end the economic exploitation of women. This report examines the working lives of housekeepers in Toronto, Canada, Punta Cana, Dominican Republic and Phuket, Thailand. In dozens of interviews with hotel housekeepers, representatives of workers’ organizations and hotel managers, Oxfam found five overarching trends common to the three locations: in non-unionized hotels, extremely low wages that are not sufficient to live on; serious health risks and high rates of injury; high rates of sexual harassment; difficulty organizing due to employer resistance and bad management practices; and a lack of adequate child care.

The Gender Transformative and Responsible Agribusiness Investments in South East Asia (GRAISEA) programme works to promote women’s economic empowerment in agricultural value chains. The agricultural sector is heavily reliant on women workers, but these women do not have equal access to resources – only 12 percent of the three million landowners in Asia are women, for example. Together with the Institute for Social Enterprise for Asia and its partners, GRAISEA documented the stories of women who have been empowered by partnerships in the Philippines and Thailand. This case study tells their stories and presents a set of benchmarks for how transformational partnerships can be implemented in agricultural value chains.

Since 25 August 2017, the Cox’s Bazar and Bandarban districts in the south-east of Bangladesh have seen a mass influx of Rohingya refugees fleeing violence in Rakhine State in Myanmar. To inform programming and the wider humanitarian response, Oxfam undertook a rapid food security, markets and protection assessment in November 2017. This was done to complement a large-scale WASH response launched in early September 2017 at the onset of the displacement from Myanmar.

The Asia-Pacific region was a model for ‘growing with equity’ in the 1970s and 1980s. Rapid economic growth was achieved without major increases in inequality. However an economic take-off and market-oriented reforms in recent years, despite helping hundreds of millions to be lifted out of extreme poverty, has been accompanied by growing income and wealth gaps between rich and poor. This increase in inequality has greatly diminished the ability of economic growth to reduce poverty. This report suggests a course for the region’s economies to be defined by inclusive growth and shared prosperity. It argues that tax policies can play an essential role in an effective pursuit of Sustainable Development Goal 10, which calls for reducing inequality. Taxes provide the main public revenue source for financing essential public programmes for inclusive development, such as healthcare, education, social protection and welfare schemes. And taxes can become a powerful policy tool for direct redistribution of income and wealth in a society.

Since 25 August, more than 626,000 Rohingya have reached Bangladesh from Myanmar. Rohingya women and men have told Oxfam devastating stories of killings, rape and sexual violence. This report is an opportunity for some of them to share their stories, hopes, and their experiences of living in overcrowded refugee camps with overflowing latrines and contaminated water. Heavy rains and the cyclone season in 2018 threaten to bring new disaster and increase the risk of cholera. And irrespective of the recent bilateral agreement between Myanmar and Bangladesh, most Rohingya are terrified of returning to Myanmar while the discrimination that drove them away is unchanged.

Pauk-Phaw was a term coined in the 1950s to describe the supposedly friendly and close relationship between the People’s Republic of China (PRC) and Burma. But despite such diplomatic niceties, relations between China and Burma have not always been especially cordial. China, a vast, mainly inland, empire, has always looked for outlets to the sea for its land-locked western and southwestern provinces. China will not easily give up its hard-won access to the Indian Ocean and Burma’s strategic importance to Beijing cannot be overestimated. As China sees it, it cannot simply “hand over” Burma to the West. The country is far too important strategically and economically to the PRC for that to happen.

The PRC has fully leveraged its relative receptiveness to communist liaison work, carried out through CCP Central Committee’s International Department (CCP/ID). With Sino-Vietnamese tensions in mind, party-to-party exchanges have provided a more subtle channel for rapprochement. This party-centric dimension of diplomacy between China and Vietnam has received relatively scarce analytical attention thus far but remains active and important elements of the People’s Republic of China’s (PRC) pursuit of its foreign policy interests. CCP diplomacy has focused on appealing to the ruling Communist Party of Vietnam’s (CPV) shared revolutionary heritage and socialist ideology, emphasizing the need to protect the overall special relationship that both countries supposedly enjoy.

The Chinese Communist Party (CCP) utilizes its own narrative of the Korean War to fulfill the Party’s strategic interests. Historical evidence, illustrated in this paper, proves that the Korean War began on June 25, 1950 as a result of a long and arduous preparation and agreement among the three protagonists—Joseph Stalin, Mao Zedong, and Kim Il-sung. Today, significant research and historical documents prove the CCP’s creation of a false record of the Korean War, which remains integral to Maoist historical nihilism and employed by the Party to ensure regime survival. Following the 67th anniversary of the beginning of the Korean War, it is necessary to examine the Korean War’s historical legacy and the role of the manipulation of historical narratives in communist China.

The Chinese Communist Party (CCP) has sustained a strategy to manipulate history and subjugate Tibet in order to maintain Party rule. As outlined in this paper, the CCP’s tactics against Tibet can be evidenced through its denial of a report critical of the Party’s policies, authored by the 10th Panchen Lama in 1962. Through an analysis of the historical context surrounding the CCP’s repudiation of this report, and the Party’s resulting efforts to erase the grievances of the Tibetan people while imposing its own narrative, it is clear that the CCP views nationalist sentiment in Tibet as inimical to social stability. To counter that threat, the Party requires the active suppression and political compliance of the Tibetan people. Due to the CCP’s efforts, it is necessary to uncover the true historical record that proves the Party’s attempts to distort history and dominate Tibet for its own strategic ends.

Over the decades, leaders of the Chinese Communist Party (CCP) have used the control of history to bolster their own political standing, as well as the continued primacy of the CCP in ruling the People’s Republic of China (PRC). This paper illustrates one of the most important cases of CCP historical manipulation through analysis of the political process surrounding the 1981 “Resolution on Certain Questions in the History of Our Party Since the Founding of the People’s Republic of China.” From 1979-1981, Deng Xiaoping used his ability to control what would become the CCP’s official verdict on Mao Zedong’s legacy to supplant Mao’s appointed successor, Hua Guofeng. The ability to control history to maintain the CCP’s political legitimacy has undeniably become a tool of power in the PRC. As the influence of the Chinese government and the CCP increasingly spreads abroad, it is important to understand how the CCP arrived at the “history” it exports.

The United States and Japan can create a bilateral free trade and investment agreement that both sides will sign and ratify. While the Trans-Pacific Partnership (TPP) initially appeared to qualify as the new approach the U.S., Japan, and East Asia needed. It failed to sufficiently promote free markets and address concerns to generate enough support from traditional protectionist opponents in the United States. Nonetheless, the TPP did clarify the value of a directly relatied initiative: a U.S.-Japan bilateral agreement. This monograph serves to provide a framework for a U.S.-Japan Free Trade Agreement (FTA) and offers an outline for what such an agreement should look like in order to work both economically and in terms of domestic politics.

Abstract:
Given the centrality of air power for U.S. power projection in the Western Pacific, the Chinese People’s Liberation Army (PLA) has focused on prioritizing the development of asymmetric capabilities to target American air superiority where it is weakest―on the ground. China’s military modernization program is closely associated with a number of maturing precision strike capabilities designed for attacking air bases. This paper seeks to provide an overview of the evolving airpower challenge that the United States faces in the Western Pacific and beyond. It explores Chinese military writings on air base strike operations, evaluates the current trajectory of the PLA’s precision strike capabilities, and concludes with recommendations for how American airpower in Asia can be more resilient against threats.

US freight railcar manufacturers contribute $6.5 billion to U.S. GDP and support nearly 65,000 jobs. However, increased global competition and evidence suggesting unfair business practices puts this contribution at risk. Oxford Economics conducted an original study that evaluates the practices of Chinese state-owned enterprises' (SOE) push into the U.S. market and the potential risks to domestic manufacturers and domestic supply chains. The study focuses primarily on U.S. freight railcar production and includes consequences from a similar experience in Australia's freight railcar production, when faced with the entrance of Chinese SOEs.

Abstract:
After the independence of South Sudan from Sudan on 9 July 2011, the Japanese government decided to dispatch its Self-Defence Forces (SDF) to South Sudan under the auspices of the United Nations Mission in the Republic of South Sudan (UNMISS). Despite the post-conflict military clashes in South Sudan, the Japanese government did not withdraw the SDF, but instead, the Abe administration assigned a new mission, the so-called ‘kaketsuke-keigo’ (‘rush and rescue’), to rescue staff of international organisations and non-governmental organisations (NGO) in preparation for possible armed attacks during peacekeeping operations. The new mission can be regarded as Prime Minister Abe’s ‘proactive contribution to peace’ (proactive pacifism) in action, and the policy is congruous with the purpose of ‘human security’ and ‘protection of civilians’. This paper aims to investigate Japan’s contribution to peacekeeping operations in South Sudan and examine associated dilemmas facing the United Nations, the Japanese government, and the Japanese peacekeepers in UNMISS – which need to be overcome for future international peace operations.

3099. Addressing Child Marriages In Turkey

Abstract:
According to data taken from the Turkish Ministry of Interior Affairs in 2014, within a three-year span, 134,629 individuals under the age of 18 were legally married in Turkey, with underage girls disproportionately accounting for 128,866 of this total. This figure states that 14% of marriages in Turkey involve an individual who is underage. However, the information presented may not be an accurate representation of the scale of the issue, since many child marriages are not legally registered, but occur as religious ceremonies. Taking into account these religious marriages, a 2013 report from Gaziantep University estimated number of child marriages in Turkey is much closer to 37%, and in some rural regions of the country, the rate may be as high as 60%. This study also found that 82% of child brides in Turkey are illiterate. Researcher Dr. Erhan Tunç suggests that the trend in child marriages is occurring as a result of a lack of education and severe religious views.

Abstract:
ince his rise to power in 2012, President Xi Jinping has cracked down on human rights lawyers, activists, and NGO actors. There have been multiple police raids, with one of the main targets being the Fengrui Law Firm in Beijing, which employs lawyers that are know to take on cases involving human rights activists. The most famous cases that arose from the Fenrui Law Firm were when they defended the dissident artist Ai Weiwei; Ilham Tohti, the Uighur academic sentenced to life in prison last year on charges of separatism; and Cao Shunli, a human rights campaigner who died after being denied medical care while in custody.
