Abstract:: Like a page out of the 2004 extremist manifesto "Management of Savagery," the Islamic State has tried to goad the international community into near-sighted reactions without long-term approaches by highlighting the barbarity of its executions of hostages This tactic has thus far failed to ignite the overreaction (outside of press reporting) of Western powers, leaving the group without an important recruitment and incitement tool The Islamic State needs consistent replenishment of fear to overcome its inherently terrible local governance, and so it depends on shocking savagery to serve as both its recruitment magnet and opposition suppression As the group encounters less and less Westerners, given the danger of their presence in the region, it will find increasingly fewer ways to incite the 'us-versus-them' battle it needs to survive.

6. Simmering Unrest and Succession Challenges in Oman

Abstract:: The sultan of Oman traveled to Germany to receive medical care in July 2014. His prolonged stay since then has revived concerns across Omani society about the future of the country without the “father of the nation.” A taped, four-minute television address in early November by Sultan Qaboos bin Said Al Said—who looked emaciated and expressed regret that he was unable to return home for National Day celebrations later in the month—failed to silence rumors of cancer that have been circulating in the Gulf since he left the country. The anxiety about the health of the seventy-four-year-old ruler, who has no designated heir, came as the supposed “sleepy sultanate,” long thought to be a model of stability, was affected by the winds of protest blowing across the region. In 2011 and 2012, the sultanate of Oman experienced its widest popular protests since the 1970s and the end of the Dhofar war, in which the southern region rose up against Qaboos's father, who then ruled the country.

Abstract:: The coalition effort to rebuild and retrain the Iraqi security forces (ISF) will have better odds of success if American advisors urge their counterparts to incorporate lessons from other Arab armies that have experienced defeat, learned from their failures, and eventually prevailed against their enemies. These armies -- Egypt in the 1973 war with Israel, Iraq in the latter phases of its 1980-1988 war with Iran, and even hybrid actors such as the "Islamic State"/ISIS -- succeeded by developing workarounds for persistent shortcomings exhibited by conventional Arab armies, and by adapting foreign concepts and practices to their specific needs.

Abstract:: This article pursues two main objectives. First, mainly drawing on empirical evidences rather than journalistic impressions and reports on the Arap Spring, it aims to provide an in-depth analysis of the sets of socio-economic and socio-political factors that have been deeply rooted in the region for more than half a century and which have driven (and continue to drive) a wave of uprisings across the region commonly labelled as the 'Arab Spring'. Thus, this study expects to present a slightly different reading of the Arap Spring by placing the issue into the socio-economic and socio-political context of the recent past. Secondly, by considering a range of factors such as the responses of the regimes, the role of security forces, the ethnic and sectarian makeup of the societies and the politico-institutional feature of states, it explains how the unfolding of events has differed from country to country and why some uprisings have succeeded in toppling regimes and others have not.

Abstract:: This paper discusses EU-Turkey relations with a specific reference to regional developments in the Middle East after the Arab Spring. In the last decade, the Turkish government has tried to intensify Turkey's influence in the region. However, increasing activism in Turkey's foreign policy toward the region was not accompanied by a parallel commitment in its relations with the EU. In the meantime, the EU was caught unprepared by the Arab Spring in the middle of the Euro-zone crisis, and now its strategic interests are being threatened by regional instability. Both sides have been faced with the task of adapting their policies to the political transitions in the region. After an analysis of their contemporary regional policies, this article argues that even though their strategies are not totally in line with each other, Turkey follows the same objectives that the EU neighborhood policy has pursued towards the Middle East.

Abstract:: Morocco has so far been a success story in the Arab world. It has followed a gradual approach to political reforms and democratization, which led to the adoption of a new constitution and the holding of free parliamentary elections in 2011. At the same time, economic growth averaged 4.5 percent between 2000 and 2010, reached 5.0 percent in 2011, 2.7 percent in 2012, and 4.4 percent in 2013. That is, Morocco has avoided the political upheavals and economic meltdowns that plagued other Arab Countries in Transition (ACTs). Maintaining this record of success will require continued political and economic reforms.

Abstract:: Since the eruption of the Arab Spring in 2011, centralized military power has broken down in North Africa, the Levant, and Yemen, and several weak Arab states have turned to local militias to help defend regimes. While these pro-government militias can play important security roles, they have limited military capacity and reliability. Transitioning militia fighters into national guard forces with formal ties to the national command structure can overcome some of these limitations, but the shift must be accompanied by a wider commitment to security sector reform and political power sharing.

16. Why We Need a Just Rebellion Theory

Abstract:: The Arab Spring has generated a variety of responses from the West. While broad political support was voiced for uprisings in Egypt, Tunisia, and Yemen, the responses to protests in Bahrain and Morocco were muted. The swift decision to intervene in Libya stands in marked contrast to the ongoing hand-wringing on Syria. While political realists might see these contradictions as evidence that geopolitical concerns determine foreign policy, from an ethical point of view these responses also reveal a fundamental tension in Western thinking about rebellion. On one hand, rebellion is viewed with a distrustful eye—as a disruptive, chaotic force that threatens to destroy the day-to-day order on which civilization is built. On the other, rebellion is perceived more optimistically—as a regenerative, creative force that can leave a better civilization in its wake. These two radically disparate ways of thinking about rebellion have deep philosophical and theological roots. The pessimistic view has historically dominated just war thought, as James Turner Johnson's contribution to this roundtable illustrates; whereas the perspective of Enlightenment liberalism offers a more optimistic judgment, as found, for example, in the works of Locke and Rousseau.

Abstract:: The Gulf has become a flashpoint for cyber conflict. Cyberspace has become an arena for covert struggle, with the United States, Israel and other nations on one side, and Iran and Russia on the other. Iran has far outpaced the GCC states in developing its cyber capabilities, both for monitoring internal dissent and deploying hackers to disrupt or attack foreign targets. Several such attacks over the past two years were likely either directed or permitted by Iranian state authorities. Even if Iran holds back from offensive actions as nuclear talks progress, the growth in Iranian capabilities remains a potential security threat for other Gulf states. The GCC countries have begun to develop their defensive capabilities, but they will need to expand their defenses and collaborate more effectively to deter future threats.

Abstract:: The 2011 protest wave, encompassing the Arab Spring revolutions, the Indignados movement in Spain and Greece, and the Occupy Wall Street movement has often been described as a new global protest cycle. However, the dynamics of diffusion suggest a more complex picture. Transmission of protest frames and repertoires from one country and cultural region to another was quite slow and tortuous. Moreover, adoption of the new ideas and practices of protest spawned by the protest wave of 2011 involved laborious dynamics of cultural translation and domestication. This situation points to the continuing importance of local protest cultures and cultural contexts, in addition to channels of transmission, even in an era of instantaneous communication technologies.

Abstract:: This article evaluates Arab public opinion with the "Arab Opinion Index" by the Arab Center for Research and Policy Studies (ACRPS) in Doha, Qatar. The Index covers 12 Arab countries with 85 percent of the population of the entire Arab world. The data was weighted by UNDP population figures in order to arrive at conclusions about the totality of opinions in the Arab states. There is indeed overwhelming support for democracy and change in the region, but, at the same time, the data imply real basic weaknesses of civil society support for the structures of democracy.

Abstract:: When the Arab Spring reached the Mediterranean shores of Syria in early 2011, there was an ephemeral exuberance that Bashar Assad's dictatorship would be replaced with a democratic order. Today, Syria has descended into an existential civil war among religious sects and ethnic communities. The country has transformed into a battleground for a proxy war among regional and global powers that pursue irreconcilable objectives. Balkanization of Syria appears underway as the government, the Kurds, and the opposition to President Bashar Assad's regime control different swaths of the country, while the civil war has ominously metastasized to Syria's neighbors. Alarmingly, a large number of foreign born jihadists and terrorists with possible links to al Qaeda have also flooded the country to foment mischief. Amidst all the destruction, the complex civil war has reached a stubborn stalemate with no breakthrough in sight.

Abstract:: In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

23. Harvard Field Study Course: International Response to the Syrian Refugee Crisis

Abstract:: The Syrian refugee crisis represents one of the greatest humanitarian challenges the international community has faced over the recent years, prompting record-high levels of international aid. In view of the complexity of the political and social environment in which these challenges arise and the historical scale of the population affected, innovative and creative programmatic responses are essential to address the short and middle-term needs of refugees and reducing instability in the Middle East region. Over 20 students from Harvard Kennedy School and Harvard School of Public Health participated in "Assessment of the Syrian Refugee Crisis in Jordan and Critical Review of the National and International Responses," a winter field study course in Jordan supported by the Middle East Initiative and led by Professor Claude Bruderlein. 24. Process Lessons Learned in Yemen's National Dialogue

Abstract:: On January 25, Yemen's National Dialogue Conference (NDC) closed after more than ten months of deliberation. The flagship process within Yemen's post-Arab Spring transition, the NDC has been lauded as a positive model of inclusive and constructive negotiation. In Tunisia, Libya, Bahrain, and Sudan, similar national dialogue processes have been mooted or are under way. The NDC made significant progress on a daunting range of governance, structural, and social contract issues. It broke through political and social barriers to engage a broader scope of political parties, actors, and civil society–a precedent that will be difficult to roll back. Despite these achievements, the NDC missed its concluding deadline because of a deadlock over the fundamental dilemma: the future status for southern Yemen and the structure of the Yemeni state. A partial solution was brokered, but only by extending the transition process and leaving tough issues to be resolved later. Meanwhile, other challenges, from unemployment to serious humanitarian shortfalls to rampant insecurity, also remain unresolved. The public has grown increasingly skeptical that either the NDC or the transition process will result in a government that responds to their needs. The verdict is out on the ultimate legacy of the NDC. Even at this early stage, however, the hurdles the NDC has faced may provide lessons for other countries considering such processes. At a minimum, exploring how certain process elements may have contributed to achieving the NDC's goals or not might suggest further areas for research, reflection, or continued engagement in the next stages of transition. Other countries considering a national dialogue should streamline the agenda to the extent possible, weighing carefully which political issues do or do not lend themselves to a large-scale public forum, and ensure an appropriate balance between the national dialogue and other transitional processes.

Abstract:: Regional disparities and inequality between the rural and the urban areas in Tunisia have been persistently large and perceived as a big injustice. The main regions that did not receive an equitable share from the country's economic growth, as compared to the coastal regions that are highly urbanized, are the predominantly rural western regions. Their youth often have to migrate to the cities to look for work and most of them end up with low-paying and frustrating jobs in the informal sector. The more educated among them face a very uncertain outlook and the highest rate of unemployment. This bias is strongest for female workers and university graduates living in the poor rural regions. Abstract:: Jordan is in the eye of the Arab cyclone. It remains stable while surrounded by chaotic political situations in Syria, Iraq, Palestine and the Sinai Peninsula. Jordan has not experienced the massive demonstrations aimed at regime change that have been seen elsewhere in the region, and its relative stability has enabled it to cash in on the geo-political services it provides. These services include: hosting refugees from Palestine, Iraq or Syria; remaining a reliable ally for many international powers; featuring a strong army that plays a stabilizing role in the region; serving as an intermediary when neighboring countries need a host or a dealmaker; and providing qualified Jordanian workers to fill open vacancies for companies and countries, especially in the Gulf. The current stability in Jordan matches well its historic capacity to resist and adapt to shocks. However, the contemporary situation of the labor market reveals that the weaknesses observed in the countries having experienced revolutions (e.g., Tunisia and Egypt) are also present in Jordan; labor market participation is low with very few women active, and the unemployment rate of educated young people is worrisome. Both the number of Jordanians working abroad and the number of migrant workers in Jordan show the discrepancy between demand and supply of labor in Jordan. This could become problematic, since the economic situation has been worsening, notably with fewer public jobs available. Hence there is a need for international donors to keep supporting Jordan in a difficult regional environment, for the government of Jordan to wittily manage the balance between Transjordanians and West Bankers in the near future and for new workers to alter their expectations in searching for opportunities outside the public sector.

28. Designing Youth Employment Policies in Egypt

Abstract:: The paper uses a discrete choice experiment (DCE) to elicit job preferences among youth, and analyzes survey data collected from engineering students at 10 universities in six cities in Egypt during the period of July through October 2013. For a comparative analysis, the survey was also conducted at eight universities in five cities in Indonesia, which is one of the nations in Asia with a Muslim-majority population that faces the same demographic issue. The findings of this research will contribute to building a foundation for designing youth employment policies in Egypt. The most obvious findings to emerge from this study are that: the public-private sector wage differentials must be narrowed; better benefits must accompany private sector employment (particularly support for continuing education, upgrading qualifications, and health insurance); and good IT infrastructure matters. Taken together, these steps could significantly contribute to an increase in the rates of a private sector employment among young Egyptian job seekers, even in the case of continued high public sector wages.

Abstract:: This paper presents a political-economy analysis of the Egyptian transition experience from the fall of President Hosni Mubarak in February 2011 until the end of 2013, and considers options for the future. Establishing a stable democracy in a country with weak institutions and no democratic culture will take years or even decades. With the benefit of hindsight, most observers were too optimistic in 2011 when they predicted that the “Arab Spring” would quickly lead to democracy. They are probably too pessimistic today when they declare the failure of Egypt's democratic transition. The millions of Egyptians who swarmed into Tahrir Square in January 2011 demanding that Mubarak step down, and then again in June 2013 asking for the overthrow of President Mohammed Morsi, have learned how to use “people power.” A wall of fear has been broken, and it would be difficult for another autocratic regime to succeed in ruling Egypt for an extended period of time.

Foreign intervention has increasingly shaped the course of the fighting and will continue to have substantial regional consequences. The complexity of this bitter, nominally internal struggle has dampened American enthusiasm for joining the fray or even paying much attention to Syria, notwithstanding the chemical weapon attacks on Gouta, east of Damascus, last August, which captured the attention of the American people, media, and policy community. With an international taboo broken and a Presidential redline crossed, public debate spiked in August-September 2013 over U.S. interests in Syria and the limits on what we will do to secure them. Debate did not result in a consensus for action.

Abstract:: Egypt is experiencing a deep economic crisis. The country's foreign currency r e serves are less than half of what they were before the January 2011 uprising, threatening Egypt's ability to pay for food and fuel. Egypt's budget deficit is 14 percent of gross domestic product (GDP) and its overall debt, which is the result of accumulated deficits, is more than the country's economic output. In this difficult economic climate, roughly 4 5 percent of Egyptians live on less than two dollars per day. Inflation, which reached as high as 12.97 percent after the July 2013 military coup, is currently at 11.4 percent. Tourism revenue—traditionally a primary source of foreign currency along with Suez Canal tolls and remittances from Egyptians working abroad—is less than half of what it was in the last full year before the uprising. Foreign direct investment has dried up outside the energy sector. Unemployment remains high at 13.4 percent. Among the unemployed, 71 percent are between fifteen and twenty-nine years old. This economic weakness makes it politically difficult to address the problems that contribute to a potential solvency crisis because the necessary reforms will impose hardship on a population that is already experiencing economic pain.

Abstract:: The Organization of African Unity (OAU), the League of Arab States (Arab League), and the Association of Southeast Asian Nations (ASEAN) were all established as post-colonial projects with the explicit aim to safeguard state borders and shield sovereign governments from external interference. Yet, their approaches to regional interference in domestic affairs have with time taken on different trajectories. This working paper traces the present diversity in regional approaches to negative sanctions against members back to formative events in the early days of regional cooperation. All three organizations had to confront political problems of substantial regional weight at an early stage: the OAU the apartheid regimes in Southern Africa, ASEAN the Vietnam War, and the Arab League the creation of the state of Israel. The analysis demonstrates that the concepts of the region the organizations articulated as they dealt with these problems continue to inform present positions on involvement in domestic affairs.

Much like the American Revolution and other key historic events, the Arab Spring began with fire when Tunisian street vendor Mohamed Bouazizi set himself alight to protest his treatment by police. Ever since the Arab Spring's onset, experts have debated about its eventual conclusion and concentrated on major forces, including the army and the clergy. The future of the revolutions, however, rests with the masses in Tunisia, Egypt, Yemen, and Syria. The uprisings marked deep and irreversible changes in the Arab world and will inevitably entail future repercussions. For onlookers, the best policy is not to interfere, but to let the fire burn.

Abstract:: Yemen has long had a vibrant tradition of community-based dispute resolution, particularly tribal dispute resolution, which has become even more dominant in the transition period that followed the 2011 Arab Spring protests. As the Yemeni state has struggled to regain political equilibrium, rule of law has deteriorated and criminality and armed conflict have increased. State institutions have weakened and now struggle to meet citizens' demands. In response, citizens increasingly turn to traditional or community-based dispute resolution for their justice needs. In addition to long-standing actors or mechanisms, a number of new dispute resolution actors have emerged. Some areas have seen a retribalization, while in others, armed actors dominate. Although alternative dispute resolution actors have been an important gap-filler during this time, they have also found their authority challenged. The political uncertainty and the rise in lawlessness have simultaneously weakened both formal and informal actors' ability to resolve disputes sustainably and to prevent conflict. The result has been more limited options for peaceful dispute resolution overall, which feeds instability and has the potential to exacerbate broader conflict dynamics and weaknesses in the rule of law. Strengthening the options for lower level dispute resolution and conflict prevention are critical to restoring stability. Because of the centrality of these community-based justice mechanisms in Yemen, efforts to strengthen rule of law must take a more holistic view of justice provision to include these mechanisms and practices. Program interventions should not preference or target one system over the other but instead take an integrated approach and consider the significant role that alternative dispute resolution plays. Critical elements include supporting greater understanding of and dialogue with dispute resolution actors, incorporating alternative dispute resolution into the justice sector strategy, and focusing on reforms and adaptions on both sides.

Abstract:: Low Salafist turnout for this week's constitutional referendum could signal a broad base of support for growing jihadist violence against the post-Morsi government. The January 14-15 referendum on Egypt's draft constitution is being billed as a referendum on the military's July 3 ouster of Muslim Brotherhood president Muhammad Morsi. Yet the vote is unlikely to alter the country's short-term political trajectory: no matter the results, the military-backed government will continue repressing pro-Morsi forces, who will in turn continue resisting a process they view as illegitimate. The extent to which Salafists participate in the referendum may have longer-term implications, however. High Salafist turnout would suggest an embrace of the Nour Party's decision to participate in the post-Morsi process, whereas low turnout would reflect strong feelings of disenfranchisement that could lead more Salafists to embrace jihadism.

Abstract:: Over 12,000 fighters from at least 81 countries have joined the civil war in Syria, and the numbers continue to grow. Around 2,500 are from Western countries, including most members of the European Union, the United States, Canada, Australia, and New Zealand. There are also several hundred from Russia. But the great majority are from the Arab World. Most are fighting with rebel groups, and increasingly with the most extreme among them; but many are also fighting with the Government, or with ethnic or faith communities that are trying to protect themselves from both sides. A lot are young, often teenagers, and a fair percentage of those arriving from non-Muslim majority countries are converts to Islam. These and others who share their faith commonly express their motivation as a religious obligation to protect fellow Muslims from attack. This sense of duty is captured by their loose use of the word 'jihad'.

Abstract:: Yemen remains the only site of an Arab Spring uprising that has ended in a negotiated agreement and a structured, internationally supported transition process. As Jamal Benomar, the United Nations Special Adviser to the Secretary-General on Yemen, stated, “Yemen was definitely heading towards a Syria-type scenario” before international actors, including the United Nations (UN), helped to shepherd a complex transition process, which continues at the time of writing. Benomar, with support from a wide array of stakeholders, helped avert an escalating conflict in Yemen by stepping in to offer the good offices of the UN secretarygeneral without waiting for the UN Security Council or the embattled Yemeni regime to demand UN action. Benomar's interventions— including bringing Yemen's major political parties together amid the uprising—helped ensure that the country did not devolve into civil war when President Ali Abdullah Saleh stepped down after thirty-three years in power. That is, the UN opened a space for dialogue where none had previously been considered possible.

Abstract:: The revolutions of the Arab Spring have had profound implications for global security generally and for U.S. security specifically. In most cases, these implications are only beginning to reveal themselves in the various countries affected across the region. Most obviously, the future of Syria—indeed, whether it remains a unified political entity—remains an open question. Whether and how the Syrian civil war is resolved is bound to impact significantly U.S. efforts to help Israel maintain its security. Meanwhile, in Libya, weak governmental institutions and rival power centers have made it difficult for the authorities in Tripoli to gain full control over the entire country. Particularly along Libya's borders, this has magnified the risk of transnational terrorists and traffickers exploiting the poorly governed spaces of the Pan Sahel. Elsewhere, the unfinished revolution in Egypt holds implications for Israel and the Palestinian Authority, for the balance of regional power vis-à-vis Turkey, Saudi Arabia, and Iran, and for the global trade—especially energy resources—that passes through the Suez Canal every day.

Abstract:: During the first years of its tenure in office, as the AK Party focused on consolidating its position domestically, Turkey's reengagement with the Arab world after decades of alienation took a largely unproblematic form. Inevitably, however, as Turkish activism deepened, conflicts of interest emerged both with other aspirants to regional influence such as Iran and Israel, and then - especially after the outbreak of the 2011 uprisings - with many Arab regimes as well. The future character of Turkey's engagement with its Arab neighbors will depend on its ability to combine an adherence to a conception of community based on Islam rather than ethnic nationalism, with a commitment to democratization both at home and regionally.

Abstract:: This article examines the critiques directed at Turkish foreign policy during the AK Party administration. There are three basic critiques leveled at the foreign policy that has been followed by the AK Party: Islamist ideology, geopolitical codes, and lack of capacity in foreign policy. These criticisms will be examined through a multi-layered approach, whereby they will be contextualized in terms of global fragmentation (macro level), regional disorder and fragmentation (meso level), and restoration in domestic politics and the opponents within Turkey towards these policies (micro level). A look at the challenges that Turkish foreign policy faces today and the search for a new foreign policy model will follow.

Abstract:: As part of the radical political changes that have affected a number of Arab countries over the past 4 years, the toppling of regimes and the organization of the first fair and free elections in several Arab states have allowed Islamist parties to rise to power. This highly visible political trend has caused mixed reactions, both within these countries and internationally. Prior to the Arab Spring, most countries in the region banned Islamist movements from forming political parties. For decades, members of such movements were jailed, tortured, and exiled from their home countries. Even in those states where Islamist political parties were allowed, they had limited freedom and were under the scrutiny of the regimes, as was, for example, the Moroccan Justice and Development Party.

Abstract:: Private contractors have become an essential but highly problematic element in the U.S. military's total force structure. The Army in particular relies heavily on contractors to perform duties that free up Soldiers for combat roles. The vast majority of these civilian employees provide logistical and technical support. They build facilities, do laundry, and staff dining halls on U.S. bases at home and abroad. While some of these contractors have been involved in issues of waste, fraud, and abuse, these issues do not have a significant Effect on the conduct of contingency operations, especially counterinsurgency (COIN) campaigns.

Abstract:: With the rise of the Islamic State of Iraq and al-Sham (ISIS) and the explosion of violent conflicts from Tripoli to Gaza, the Middle East is looking more unstable and unpredictable than ever. While the focus in Washington is centered on jihadist extremists in Iraq and Syria at present, the threat from al-Qaeda in the Arabian Peninsula (AQAP) against the United States continues. Top al-Qaeda leadership in Yemen is hailing the territorial gains of ISIS in Iraq, and some al-Qaeda operatives are imitating ISIS' techniques such as public slaughters of those deemed infidels, prompting fears of cooperation between two of the most active Islamist militant networks. Recent aggression by the Houthi movement, a Zaydi Shia rebel militia, against state institutions and tribal opponents has opened a new front of instability and security vacuum that AQAP is all too ready to exploit. Inattention to the interconnected nature of tribal conflict, terrorist activity, poor governance, economic grievances and citizen discontent is proving to be a dangerous combination for both Yemen and the United States. The Yemeni context may seem far from the current focus on Baghdad and Damascus, but getting the US strategy right in Yemen will have consequences for regional stability and core US interests throughout the Arabian Peninsula and beyond.

Abstract:: The December 2010 self-immolation of twenty-six-year-old itinerant fruit vendor Mohamed Bouazizi sparked popular protests in Tunisia that rippled throughout the Arab world. Like so many of Tunisia's youth, Bouazizi felt disenfranchised by the Zine El-Abidine Ben Ali regime. For over twenty-three years, a corrupt security apparatus allowed Ben Ali to rule the country with an iron fist. The public avoided criticizing the regime or even mentioning Ben Ali's name for fear of reprisal. During the Tunisian revolution, protesters demonstrated their anger at the security institutions that perpetuated the regime's hold on power by attacking police stations. With the fall of the regime, Tunisians began to publicly voice their opinions on previously forbidden issues such as politics, corruption, and police abuse.

75. Bringing Back the Palestinian Refugee Question

Abstract:: The Palestinian refugee question, like the refugees themselves, has been politically marginalised and demoted on the diplomatic agenda. Yet, whenever the diplomatic process comes out of its current hiatus, the Palestinian leadership will be able to negotiate and sell a deal only if it wins the support or at least acquiescence of refugees – because if it does not, it will not bring along the rest of the Palestinian population. Refugees currently feel alienated from the Palestinian Authority (PA), which they regard with suspicion; doubt the intentions of Palestinian negotiators, whom they do not believe represent their interests; and, as one of the more impoverished Palestinian groups, resent the class structure that the PA and its economic policies have produced. As a result of their isolation, refugees in the West Bank and Gaza are making demands for services and representation that are reinforcing emerging divisions within Palestinian society and politics. There arguably are ways to address refugee needs, both diplomatic and practical, that are not mutually exclusive with core Israeli interests. This report examines what could be done on the Palestinian side to mitigate the risk that the Palestinian refugee question derails a future negotiation.

Abstract:: The Arab uprisings alongside the Ukrainian crisis have triggered the perfect storm. The European Neighbourhood Policy (ENP), developed at the height of enlargement EUphoria, is in tatters. To be fair, its failure is only partly endogenous, and largely due to the dramatic transformation of the neighbourhood – east and south – which no one could have foreseen at the turn of the century. Be that as it may, the EU will have to fundamentally rethink its approach towards its turbulent backyard. To move forward, the EU needs to devise conceptually different approaches to the east and south. In both cases, instability and crises abound. In both, the magnitude of the challenges that the EU faces is so great that down-to-earth realism must be its guiding light. Formulating and pursuing down-to-earth objectives for the neighbourhood that reflect current realities is not cynical. It is responsible.

Abstract:: India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo-Iran's relations.

La cartographie électorale des législatives et du premier tour montre une Tunisie divisée entre un Nord en grande partie pro-Essebsi et son parti Nida Tounes, et un Sud majoritairement pro-Marzouki et favorable au parti islamiste An-Nahda. Afin d'éviter que les craintes réciproques finissent par conduire à des violences, le vainqueur de ce premier scrutin présidentiel libre et concurrentiel devra d'abord reconnaitre les inquiétudes de l'électorat du vaincu. Pouvoir exécutif et législatif devront s'engager de concert à traiter la question du déséquilibre régional et prévenir les risques de blocage institutionnel ou de répression des oppositions.

Abstract:: Far from disenfranchising certain groups, the pending legislation could spur smaller parties to form new political alliances that would likely favor the center-left opposition in future elections. As the Israeli Knesset prepares to pass a series of electoral reforms under the rubric of a new "Governance Law," one provision has drawn particularly strong criticism: the raising of the threshold required for political parties to obtain seats in the legislature to 3.25% of total votes cast. Media attention has focused on opposition concerns about the measures being "anti-democratic" and potentially disenfranchising Arab Israeli citizens. Yet close analysis of recent electoral results and political realities indicates that the new law could actually help the Israeli center and left.

Abstract:: A deal to buy Israeli natural gas can help mitigate the kingdom's energy shortage and steer Amman away from problematic nuclear plans, but it risks stirring domestic opposition. In February, two private Jordanian firms signed a contract with a private U.S.-Israeli consortium to import natural gas from Israel's giant Tamar field, located under the bed of the Mediterranean Sea fifty miles offshore from Haifa. The Arab Potash Company and the Jordan Bromine Company -- both partially owned by the Jordanian government -- will pay Houston-based Noble Energy and its partners $500 million over the course of fifteen years to supply a power plant at Jordanian industrial facilities by the Dead Sea. At just $33 million per year, the deal is not financially significant, but it may set a huge precedent in terms of fostering regional economic cooperation and establishing a framework for Jordanian energy security. The political challenges are significant, however, particularly following the March 10 shooting of a Jordanian man at an Israeli-controlled West Bank crossing point.

Abstract:: Washington should look for small changes in Kuwait and Qatar's political and security calculus that could provide opportunities to support counter-terrorist financing measures there. On April 30, the U.S. State Department noted that private donations from Persian Gulf countries were "a major source of funding for Sunni terrorist groups, particularly...in Syria," calling the problem one of the most important counterterrorism issues during the previous calendar year. Groups such as al-Qaeda's Syrian affiliate, Jabhat al-Nusra, and the Islamic State of Iraq and al-Sham (ISIS), previously known as al-Qaeda in Iraq, are believed to be frequent recipients of some of the hundreds of millions of dollars that wealthy citizens and others in the Gulf peninsula have been donating during the Syrian conflict.

Abstract:: The longer the war in Syria continues, the greater the threat these fighters will likely pose. Last week, ten Jordanian Islamists who were apprehended while attempting to join the jihad in Syria were sentenced by the State Security Court to five years of hard labor. And last month, Jordanian F-16 fighter jets destroyed a convoy purportedly carrying al-Qaeda-affiliated anti-Assad-regime rebels traversing the border from Syria. These "spillover" incidents are only the latest in a disturbing trend. Over the past year, reports of Jordanian Salafi jihadists have become routine, raising the specter of terrorism returning to the kingdom.

Abstract:: Security crackdowns will not be enough to eradicate jihadist networks in Tunisia and Libya, which have the patience and ideological conviction to weather drastic reorganization. Eight months ago, the Tunisian government officially designated Ansar al-Sharia in Tunisia (AST) as a terrorist organization. Since then, Tunis has cracked down on the group's activities, going after both its dawa campaign (i.e., proselytization and social-welfare efforts) and any links members have to terrorist plots. On the whole, AST's public response has been to keep relatively quiet. Yet recent developments indicate that the group may be rebranding itself as Shabab al-Tawhid (ST; the Youth of Pure Monotheism), a shift that would have important implications for efforts to counter Tunisian jihadists and their associates in Libya.

Abstract:: The Sinai Peninsula has been a center of conflict for many years, starting with the first Arab-Israeli war in 1948. After Israel and Egypt signed the Camp David Accords in 1978, it became a peaceful region, strongly controlled by the military during Hosni Mubarak's rule in Cairo. Now, after several years of non-violence, the Sinai Peninsula is once again the center of a complicated conflict. Heavy protests across Egypt in 2011 forced Hosni Mubarak to step down from the presidency, creating a security vacuum in the Sinai that allowed radical Islamists to almost freely operate in the region. During the months that followed, insurgent groups grew in number, recruiting frustrated Bedouin who have been neglected by the Egyptian government for years.

Abstract:: The Story of Islamic Philosophy You cannot judge a book by its cover – or even its title. Now and then, a work comes along that forces us to take notice of what the author means by giving his work a particular title. Certainly, those who pick up The Story of Islamic Philosophy might expect a conventional history of the philosophical endeavour in the world of Islam, starting with the translation movement and the appropriation of Aristotelianism and ending with the 'eclipse' of 'rational discourse' in medieval mysticism and obscurantism. The study of philosophy in Islam is rather polarised: the traditional academic field of 'Arabic philosophy' starts with the Graeco-Arabica and is very much in the mould of understanding what the Arabs owed to the Greeks and then what the Latins owed the Arabs. This book is a story of Aristotle arabus and then latinus, and hence it is not surprising that the story culminates with the ultimate Aristotelian, Averroes. Many Arab intellectuals, such as the late Muḥammad ʿĀbid al-Jābirī, have been sympathetic to such readings and wished to revive a sort of Averroist Aristotelianism in the name of reason and enlightenment. In particular, they wished to save the Arab-Islamic heritage from its 'perversion' by the Persians, starting with Avicenna and Ghazālī who initiated the shift from reason and discourse to mystagogy and 'unreason.' The models for this tradition of philosophy are the Metaphysics and the Organon of Aristotle. However, the Greek heritage was always much more than Aristotle – Plato and the thoroughly neoplatonised Aristotle were critical. If anything, a serious historical engagement with the course of philosophy in the late antiquity period, on the cusp of the emergence of Islam, demonstrates that philosophy was much more than abstract reasoning, discourse and a linearity of proof.

Abstract:: The popular uprisings that swept the Middle East in early 2011 dramatically altered the political landscape of the region with the overthrow of autocratic regimes in Egypt, Libya, Tunisia, and Yemen. These uprisings gave hope to citizens that this was the beginning of a long-overdue process of democratic transition in the Arab world. The monarchies of Jordan and Morocco also went through profound political changes, even though the rulers maintained their power. While the promise of democracy in the Arab transition countries was seen as the driving force in the uprisings, economic issues were an equally important factor. The explosive combination of undemocratic regimes, corruption, high unemployment, and widening income and wealth inequalities all created the conditions for the uprisings. The citizens of these countries thus expected governments to simultaneously address their political and economic demands.

Abstract:: “Bread, freedom, and social justice,” is the familiar slogan chanted across the Middle East and North Africa since the Arab uprisings erupted in December 2010. Labor issues fit into this trifecta: bread is a symbol of earning a decent living, freedom is tied to worker rights such as assembly and industrial action, and social justice is linked to dignity derived from employment and better working conditions. Egyptian workers remain frustrated about the lack of progress in achieving the labor rights that are fundamental to this rallying cry.
