Lieutenant General Charles T. Cleveland, an Army Special Forces Officer, relinquished command of the United States Army Special Operations Command (USASOC) and retired after 37 years of military service on 01 July 2015. He previously commanded the Special Operations Command Central and Special Operations Command South as well as the Combined Joint Special Operations Task Force-North during Operation Iraqi Freedom. LTG Cleveland is a native of Arizona and a 1978 graduate of the United States Military Academy at West Point, New York. His military awards and decorations include the Defense Superior Service Medal and the Legion of Merit Medal.

22. State Extraction and Anti-Colonial Rebellion – Quantitative Evidence from the Former German East Africa

Abstract:
Does extraction increase the likelihood of antistate violence in the early phases of state building processes? While much research has focused on the impacts of war on state building, the potential “war‐making effects” of extraction have largely been neglected. The paper provides the first quantitative analysis of these effects in the context of colonial state‐building. It focuses on the Maji Maji rebellion against the German colonial state (1905–1907), the most substantial rebellion in colonial Eastern Africa. Analyses based on a newly collected historical data set confirm the correlation between extraction and resistance. More importantly, they reveal that distinct strategies of extraction produced distinct outcomes. While the intensification of extraction in state‐held areas created substantial grievances among the population, it did not drive the rebellion. Rather, the empirical results indicate that the expansion of extractive authority threatened the political and economic interests of local elites and thus provoked effective resistance. This finding provides additional insights into the mechanisms driving the “extraction–coercion cycle” of state building.

The number of UN peacekeepers is at a record high, with nearly 110,000 uniformed deployed "blue helmets" worldwide, most of them in Africa. But the status quo is "untenable," warns Paul D. Williams, author and associate professor of international affairs at George Washington University, in a new Council Special Report, Enhancing U.S. Support for Peace Operations in Africa. Unrealistic mandates, unsustainable supplies of personnel, hostile host governments, and mission creep have undermined peace operations, Williams writes. "Given the growing interest in fostering a stable and prosperous Africa, the United States should wield its political influence to address these challenges."

24. Sudan's Spreading Conf lict (III): The Limits of Darfur's Peace Process

The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

Abstract:
In the last two decades, wars and mass violence have marked much of the life of ordinary people in the Democratic Republic of the Congo. In its eastern provinces of North and South Kivu, an entire generation has grown up knowing little else than conflict and deprivation. This article intends to give a voice to young Congolese in this troubled region in the heart of Africa. The article is based on the results of a survey that was conducted at the end of 2009 among nearly one thousand students. It examines the way young people in the Kivu make sense of the prevalence of violence in their home-provinces and the solutions they envision for a peaceful future. In its analysis, the article exposes a predominant role of ‘the Rwandese’ in Congolese narratives of war and peace. Influenced by fresh memories of war, various respondents exhibited Manichean views and deep-seated feelings of resentment towards those who were deemed responsible for the Congo’s recent suffering. This article argues that, unless such understandings and sentiments are acknowledged and addressed, the risk of further escalation of conflict will continue to loom on the horizon. Educational and cultural programmes targeting the youth and their views of ‘the other’ are here proposed as a promising peacebuilding measure that should complement existing efforts to promote stability in the region.

26. Limits of Control — Challenges to Spatiotemporal Analysis of Sub-State War

Abstract:
Territorial control by violent (non-)state actors (VNSA) in sub-state war features prominently in many fundamental concepts in conflict studies. Though there have been attempts to measure this phenomenon or at least delimit it from a spatiotemporal perspective, these have so far been based either primarily on qualitative expert assessments or rely on dyadic event data to determine contested areas. In this methodological research paper, I present three approaches that can be used to estimate actor presence on basis of spatiotemporal approximation. In doing so, I focus on challenges and obstacles that can be encountered when measuring territorial control via the proxy of territorial contestation. Spatiotemporally disaggregated violent incidence data is used to analyze a small subsample of countries in sub- Saharan Africa in order to determine various ways of visualizing territorial contest. Further points of discussion include the impact of data aggregation, the availability of context data and analytical methods used for these evaluations.

27. Plausible Deniability: Proxy Wars in Africa

In the decades since independence, proxy wars have frequently threatened regional security in Africa. Many interstate and intrastate wars on the continent have become increasingly complicated by the involvement of opposing nation states using third parties as surrogates for fighting each other directly. As civil wars threaten to spill across borders and destabilize entire regions, the nature and extent of states using these wars as proxies for their own agendas needs to be studied more systematically. ​ During the Cold War, the United States and the Soviet Union relied on proxy wars as a means of engaging the enemy indirectly and advancing their foreign policy agendas, while leaving minimal visible blood on their hands. These proxy wars between the superpowers played out across Africa, from the Horn to Angola to Mozambique. In the aftermath of the Cold War, the superpower competition for regional supremacy has been replaced by new proxy wars and trans-border alliances between African states and local armed groups. As Joseph argues, the recourse to proxy wars reflects the challenges faced by the African state and its inability to institutionalize democratic structures. But the problem is much deeper. Engaging in proxy wars is a critical strategy for state-building, and develops from calculations by state leaders to advance their policy agendas. Threatened regimes wishing to maintain their hold on power may allow and enable civil tensions to spill across borders and destabilize neighboring countries. This approach can be used as a means to consolidate power domestically and spread influence internationally. A civil war thereby becomes a proxy war between states, with the advantage that governments can distance themselves from atrocities committed by their proxies by either attributing blame to rebel factions or by just claiming that they are in fact not sponsoring any group. This essay proposes that governments have an incentive to allow civil wars to spread across borders in order to engage in proxy battles with neighboring states. Governments can utilize proxy wars to strengthen their hold on the domestic state apparatus and to gain regional superiority. This strategy can include using militarily weak countries as proxies in order to assert their regional dominance and broadcast domestic power. Proxy wars can then advance domestic and foreign policy agendas while allowing states to avoid engaging in costly and bloody direct combat. There is an increased recognition that land issues are a key driver and sustaining factor of conflict in eastern DRC. Scholars and practitioners have identified a number of critical land-related factors contributing to violence and conflict, including a huge diversity of land governance forms; the existence of overlapping legal frameworks and the weakness of the statutory land law; competition between indigenous and migrant communities; limited access to arable land in demographically dense areas; the weak performance of the administration and justice system in the reconciliation and arbitration of land disputes; growing stress on local resources caused by massive displacement; the expansion of artisanal and small-scale mining; and increased competition between elites for the control over land and the consequent land concentration.

Abstract:
The „Regional Policy Forum on the Responsibility to Protect‟ (R2P) was held from 11-12 June 2012 in Abuja, Federal Republic of Nigeria. It was jointly organized by the ECOWAS Commission and the Global Centre for the Responsibility to Protect (GCR2P). The main objective of the Forum was to raise awareness on the concept of R2P within the region and to critically examine existing ECOWAS policies and institutions for protecting populations against mass atrocities. The Forum also aimed at identifying frameworks, institutions, and practices within ECOWAS for prevention and effective response to mass atrocities. The Regional Forum brought together about 60 international, regional and national participants from the public and private sectors, UN, regional organisations, the diplomatic community as well as international and national civil society organisations.
