81. Does Violence Pay? The Effect of Ethnic Rebellion on Overcoming Political Deprivation

Abstract:
Studies have found that politically deprived groups are more likely to rebel. However, does rebellion increase the likelihood of achieving political rights? This article proposes that rebellion helps ethnic groups to overcome deprivation. I illustrate this by using a "typical" case (the Ijaw's struggle against the Nigerian government) to demonstrate how ethnic rebellion increases the costs for the government to a point where granting political rights becomes preferable to war. Further, I exploit time-series-cross-sectional data on deprived ethnic groups to show that rebellion is significantly associated with overcoming deprivation. The statistical analysis shows that democratic change is an alternative mechanism.

UN-Habitat (2014) estimates that by 2050, 58 percent of the African continent will be living in urban regions, representing an increase from 400 million individuals to over 1.26 billion. This will be accompanied by a burgeoning informal sector, which has grown rapidly since the 1960s across the continent, providing income, employment and livelihoods for millions of poor urban households.

In July 2014, a new multilateral and Southern-led development bank is expected to be launched by the leaders of Brazil, Russia, India, China and South Africa – better known as the BRICS. The BRICS Development Bank will provide a fresh source of finance for developing and emerging economies to meet their development needs. Little has been made public regarding the proposed Bank's core mandate or activities but while governments negotiate the technicalities of the Bank, it is critical that they also provide a solid vision of the principles, priorities and objectives on which the Bank's activities and operations will be premised. This policy brief recommends that these include commitments to: ending extreme poverty and inequality, with a special focus on gender equity and women's rights; aligning with environmental and social safeguards and establishing mechanisms for information sharing, accountability and redress; leadership on the sustainable development agenda; the creation of mechanisms for public consultation and debate; and the adoption a truly democratic governance structure.

Abstract:
This paper explores the broad issues of Gender, Water and Migration among rural dwellers in Ghana. Particular emphasis is paid to women who seek to improve their life chances and reduce their level of poverty through out-migration from their indigenous homeland primarily to urban and small town enclaves. It updates research on migratory trends in Ghana and examines the socio-economic and health conditions of rural women as a consequence of poor access to water, sanitation, and hygiene (WASH). The politics of water access and impact of globalization and disasters, among other factors, are raised to highlight how such phenomena linked to issues of climatic change and migration, can lead to loss of indigenous knowledge (IK) in rural communities. The paper ends with an overview of how one organization, WaterAid Ghana (WAG), is attempting to alleviate rural women’s poverty by providing sustainable WASH services delivery and advocating for WASH as a basic essential service and right. The use of culturally appropriate and endogenous development is proposed, with the right requisite levels of local and government leadership and financing, to reduce WASH related poverty, support rural development and reduce migration of men and women to overburdened cities where slums are developing without adequate WASH services and negative health outcomes.

86. Explaining Sectoral and Spatial Variations in Growth Pro-poorness in Nigeria

Abstract:
This paper examines the sectoral and spatial variations in growth pro-poorness in Nigeria, using the Shapley decomposition, the Ravallion-Huppi decomposition and the Oaxaca-Blinder decomposition. The results show that spatial and sectoral variations in pro-poor growth are a result of inequality and shift in population, human capital (spatial variation only) and structural factors (sectoral variation only). In addition, the paper finds that the zones and sectors with moderate growth have high poverty-growth elasticity, while zones and sectors with high growth have low poverty-growth elasticity. Thus, spatial and sectoral variations in growth pro-poorness result in weak response of poverty to growth in Nigeria.

Abstract:
This paper investigates household determinants of welfare and poverty in Botswana. Using the 2002/03 Household Income and Expenditure Survey (HIES) and the 2009/10 Botswana Core Welfare Indicator Survey (BCWIS), and employing regression analysis, we identify education level and employment status of the household head, as some of the key determinants of household welfare and poverty in Botswana. Moreover, we find that residing in rural areas increases the likelihood of being poor and negatively relates to welfare. Therefore, public policy must continue to emphasize on education and job creation amongst the strategies for poverty reduction in Botswana. Still, initiatives for rural development are also critical for poverty reduction.

The past decade has witnessed a resurgence of interest in investing in agriculture. In 2003, heads of state from across Africa committed to allocate at least 10 per cent of their national budgets on an annual basis to agriculture and, through their commitment to the Comprehensive Africa Agriculture Development Programme (CAADP), to reduce poverty through agriculture-led growth.1 More recently, at the 2009 G8 Summit in L'Aquila, Italy, world leaders responded to the global spike in food prices by pledging to provide $22bn over three years to promote food security in developing countries.

In present-day South Africa we are daily confronted with individual or group scenes of violence in townships and ‘shanty-towns’ where people live in poverty. Frequently, it involves people clamouring for the redemption of the promises made to them by politicians prior to the first democratic election in 1994 – promises of a wonderful ‘new South Africa’ that would meet their needs. In reality, their common experience is of a housing shortage, poor education, few jobs and very little prospect of alleviating their profound poverty. It seems as if in our country violence has become the power of the powerless. It would, of course, be entirely misleading to give the impression that violence is a phenomenon created by the ‘New South Africa’, for under the previous government we experienced violence on an enormous scale, in particular state-sponsored violence, and structural violence. But it was not accompanied with promises that this would become better. At present it is this gap between the ‘promised land’ and harsh reality that to a large extent seems to fuel the violence. This article will explore the possible and potential links between poverty and violence, in order to gain deeper insight into their intrinsic meaning and the circularity of linkage between the two.

This article explores the meaning of violence in South African society against the backdrop of its violent past. Using a perspective suggested by H.W. van de Merwe* and Sue Williams in an article in 1987 – understanding violence as a form of communication – the article seeks to analyse how the persistence and scale of violence can be understood as a legacy of our past. This approach can also help foster spaces for more constructive engagement with those who resort to violence in the face of the society’s failure to provide effective channels for more constructive communication.

95. After a Decade of Growth in Africa, Little Change in Poverty at the Grassroots

New data from Round 5 of the Afrobarometer, collected across an unprecedented 34 African countries between October 2011 and June 2013, demonstrates that “lived poverty” remains pervasive across the continent. This data, based on the views and experiences of ordinary citizens, counters projections of declining poverty rates that have been derived from official GDP growth rates. For the 16 countries where these questions have been asked over the past decade, we find little evidence for systematic reduction of lived poverty despite average GDP growth rates of 4.8% per year over the same period. While we do see reductions in five countries (Cape Verde, Ghana, Malawi, Zambia and Zimbabwe), we also find increases in lived poverty in five others (Botswana, Mali, Senegal, South Africa and Tanzania). Overall, then, despite high reported growth rates, lived poverty at the grassroots remains little changed. This suggests either that growth is occurring, but that its effects are not trickling down to the poorest citizens (in fact, income inequality may be worsening), or alternatively, that actual growth rates may not match up to those being reported. The evidence also suggests, however, that investments in infrastructure and social services are strongly linked with lower levels of lived poverty.

Abstract:
The disbursement of an equal quantum of funding per constituency has equity concerns because constituencies are not equal. This favours smaller, least populated constituencies against greatly populated and or the poorest – where needs are greatest. The blanket allocation of Constituency Development Fund (CDFs) across the country, without recourse to policy targets underscores national failure to address important policy concerns. This is unfortunately the case in Zambia. In this report, we devised a model that reallocates resources based on the socio-economic conditions prevailing in constituencies. The research developed a composite index of material and social deprivation using data from the Census 2010. Furthermore, the study evaluates the distribution of deprivation in constituencies and considers ways in which deprivation index can contribute to discussions relating to public resource allocation of the CDF. The research results has potential usages beyond the CDF reallocation, it informs decision-makers on resource allocation and planning and budgeting activities.

Abstract:
Agriculture remains the most important sector in sub‐Saharan Africa and is a dominant form of livelihood for a majority of the population that resides in the rural areas. In Malawi, agriculture accounts for 35 percent of GDP and generates more than 80 percent of foreign exchange. In addition, agriculture is the most important occupation for 71 percent of the rural population in which crop production accounts for 74 percent of all rural incomes. However, agriculture has failed to get Africa out of poverty, and most countries are experiencing low agricultural growth, rapid population growth, weak foreign exchange earnings and high transaction costs (World Bank, 2008). In Malawi, for a long time, economic growth has been erratic (see figure 1) with huge swings and poverty has remained high. For instance, the annual growth rates in per capita gross domestic product averaged ‐2.1 percent in the 1980‐84 period, ‐2.7 percent in 1990‐94 period, 3.8 percent in 1995‐99 and ‐0.2 percent in the 2000‐05 period.

This study is an attempt to assess the place of agriculture as a potent economic growth driver in the Nigerian economy. Although its provisions have yet to be implemented, section 1502 of the Dodd-Frank Wall Street Reform and Consumer Protection Act is already having a profound effect on the Congolese mining sector. Nicknamed “Obama's Law” by the Congolese, section 1502 has created a de facto ban on Congolese mineral exports, put anywhere from tens of thousands up to 2 million Congolese miners out of work in the eastern Congo, and, despite ending most of the trade in Congolese conflict minerals, done little to improve the security situation or the daily lives of most Congolese. In this report, Laura Seay traces the development of section 1502 with respect to the pursuit of a conflict minerals-based strategy by U.S. advocates, examines the effects of the legislation, and recommends new courses of action to move forward in a way that both promotes accountability and transparency and allows Congolese artisanal miners to earn a living.

Ces incidents ont été précédés par d'autres violences à l'Ouest. Même si ces évènements ne constituent pas une menace immé- diate pour la stabilité, ils indiquent que, pour certains, la guerre n'est pas terminée. Lenteur de la réforme du sec- teur de la sécurité, gel du dialogue politique, fragilité de la coalition au pouvoir, ret our de la violence verbale, révélation de projets de coup d'Etat, doutes sur la réalité d'une volonté de réconciliation nationale, sont autant de signes préoccupants. Le présid ent Alassane Ouattara et son nouveau gouvernement formé le 22 novembre ne doivent pas compter exclusivement sur la relance économique et le verrouillage sécuritaire pour consolider la paix. La com- munauté internationale ne do it pas détourner son regard d'un pays dont la stabilisation est d'autant plus cruciale pour l'Afrique de l'Ouest que le Mali voisin a basculé dans une crise profonde et durable.
