1. Promoting diaspora investment in fragile settings: The case of Somalia

Abstract:
This policy brief analyses the extent to which diaspora investment can support economic development and livelihoods, with a particular focus on fragile settings. Using the case study of Somalia, the brief explores some of the main advantages and risks associated with this tool. On the one hand, diaspora investment can channel finance into productive activities in the diaspora’s country of origin, supporting the creation of revenue streams, while also generating returns for diaspora investors. On the other hand, particularly in fragile settings, these investments can also undermine social cohesion and even increase the likelihood of violent conflict, especially if they are channelled along identity lines. On the basis of this analysis, the brief offers the following recommendations to donor governments interested in promoting diaspora investment in Somalia and beyond: (i) to ensure effectiveness, donors should gather comprehensive, in-depth data on the needs and preferences of both potential investors in the diaspora and investees in the country of origin; (ii) to avoid exacerbating tensions and conflict, donors should be as inclusive and transparent as possible in their engagement with stakeholders, most notably in the selection of beneficiaries; (iii) any efforts to promote diaspora investment in fragile settings should be grounded in a thorough understanding of the specific context in which they are implemented, in order to understand both the economic and political implications of such investment.

2. A Monumental Relationship: North Korea and Namibia

Visitors to Windhoek, the capital city of Namibia, will quickly learn a remarkable fact that is well-known among the local population—much of the capital’s architectural landscape is designed and constructed by North Korea. In recent years, North Korean nationals have built the official residence of the president of Namibia, the State House; the national cemetery for the fallen heroes of the liberation struggle, the National Heroes’ Acre; the national history museum, the Independence Memorial Museum; the Ministry of Defense headquarters and other buildings. The Namibian government thus uses North Korean aesthetics for some of the most important aspects of its power: the president, the history, and the army. This analysis explores the relationship between Namibia and North Korea by providing historical and political context to the aforementioned buildings. Today, Namibia often has the reputation of a quaint and sometimes sleepy destination, tucked away in the southwestern corner of the African continent. Yet, Namibia was at the center of geopolitical tensions for most of the twentieth century. The complicated decolonization process of Namibia, or “the Namibian question,” as it became known in the corridors of the United Nations (UN), had its roots in the aftermath of three decades of German occupation between 1884 and 1915. German South West Africa, the area that became modern Namibia, was transferred to South Africa as a League of Nations mandate territory and renamed “South West Africa.” South Africa viewed the territory as an unofficial fifth province and introduced brutal apartheid legislation. Internal opposition against the South African regime resulted in the formation of nationalist organizations, of which the South West Africa People’s Organization (SWAPO) became the most prominent.

3. Keeping tabs? Perceptions of relative deprivation and political trust in Africa

Abstract:
What are the implications of economic inequality for trust in government and state institutions? Political trust performs important functions in representative political systems, facilitating the efficient functioning of government, simplifying complex political processes, and reducing monitoring costs for ordinary people. The existing literature has shown that macroeconomic performance (including levels of inequality) and evaluations shape political trust. This paper addresses two gaps in the literature by focusing on the role of individual perceptions and subjective experiences of inequality and by studying cases in Africa. Using Afrobarometer survey data collected from more than 40,000 respondents in 34 African countries between late 2016 and mid-2018, I use multi-level modelling to demonstrate that perceptions of relative deprivation are significantly associated with less trust in representative government institutions and, more weakly, with less trust in state institutions. The effect of perceptions of relative deprivation remains significant when controlling for macroeconomic conditions and performance evaluations. In effect size, trust in representative government institutions is at least comparable to frequently cited covariates of trust such as location, level of education, and government economic performance, suggesting that perceived relative deprivation is indeed an important covariate of such trust. Feeling relatively advantaged is also significantly associated with greater trust in representative government institutions. This may reflect strong neo-patrimonial ties between citizens and political agents. In demonstrating that individual-level economic considerations affect political trust in Africa, we challenge the conventional wisdom that only macroeconomic factors affect trust.

Abstract:
The military has been an important institution for protecting States from external threats since antiquity. In fulfilling this fundamental role, military institutions have also posed security risks to their own governments, given that the ‘ability to use coercive force, though necessary to defend the nation against threats, creates the danger that the military will turn its weapons on the very regime that empowered its existence’.[1] Military personnel can fuel civil conflicts and undermine the stability of political regimes mostly in States with loose political control of the military. As Douglass North, John Wallis and Barry Weingast have argued, ‘Societies experiencing a civil war, by definition, do not have consolidated control of the military’.[2] In Africa, military institutions have, on one hand, helped to protect States from both internal and external threats, including local insurgencies. On the other hand, they have destabilised several political regimes through coup d’états. Military coups – ‘when the military, or a section of the military, turns its coercive power against the apex of the state, establishes itself there, and the rest of the state takes its orders from the new regime’[3] – have been relatively common in post-independent African States,[4] thereby raising several issues, including how to understand the relationship between politics and military coups. This article contributes to the discussion by highlighting how coups are a continuation of politics by other means, particularly in West Africa.

6. The Periphery Cannot Hold: Upper Nile since the Signing of the R-ARCSS

Abstract:
Upper Nile is in chaos. A once durable alliance between the national government in Juba and the Padang Dinka in Malakal has given way to a much more uncertain situation, in which the regime of South Sudanese President Salva Kiir sets feuding elites against each other. Disorder has proved an effective tool of rule. In Upper Nile, Kiir's regime has successfully peeled off Eastern Nuer commanders once loyal to Riek Machar's Sudan People's Liberation Army in Opposition (SPLA-IO). Following a brutal dry season campaign against the SPLA-IO waged by these commanders, Machar's opposition suffered an almost total collapse of support in Upper Nile. The rump of the SPLA-IO fighting forces had already split from Machar in 2021, and formed the Kitgwang faction, which hoped to acquire materiel and money in Khartoum to fund a renewed war. However, thanks to a regional realignment that means Sudan and South Sudan are allies, the Kitgwang found no succour in Khartoum, and was easily divided by Kiir's regime. The current fighting in Upper Nile is the fallout from the two parts of the Kitgwang being set against each other by the government. Clashes have displaced more than 10,000 people, and taken on a worryingly ethnic dimension that Kiir's regime will struggle to control.

7. 'And Everything Became War': Warrap State since the Signing of the R-ARCSS

In Warrap state, home to South Sudanese President Salva Kiir and much of the country's political and military elite, many hoped that the signing of a peace agreement in 2018 would bring an end to the violence that had scarred their country for the previous five years. Instead, in Warrap, violence intensified, and pitted communities against each other in increasingly brutal tit-for-tat attacks that targeted women, children, homes, and the very capacities of communities to sustain life. At the war's end, everything became war. Such clashes are often dismissed as 'inter-communal violence' delinked from the politics of the peace agreement. 'And Everything Became War': Warrap State since the Signing of the R-ARCSS—a report from the Survey’s Human Security Baseline Assessment for Sudan and South Sudan (HSBA) project—demonstrates that the conflict raging in Warrap is instead deeply political, and a consequence of the way that Kiir's regime maintains power by setting feuding elites against each other. In Warrap, the South Sudanese state has suffered an almost total collapse in political legitimacy, and cattle-guards have emerged as the only actors on the ground with genuine community support that can resist the predatory state, even if they are also instrumentalized by it. 'And Everything Became War' is the first in-depth study of conflict dynamics in Warrap state since the beginning of the South Sudanese civil war. Based on extensive fieldwork, the report makes one central conclusion: as South Sudan enters its fourth year of ‘peace’, everything has become war, and the South Sudanese government is the war’s cause rather than the solution.

8. Political and Media Analysis on the Tigray Conflict in Ethiopia

Abstract:
This study reviews patterns of domestic and international media reporting and the role of disinformation, misinformation, and media bias in the Tigray conflict, which has been raging since November 2020. Since its outbreak, the conflict has evolved through four broad phases. Throughout these phases, the conflict was characterised by egregious violations of international human rights law, international humanitarian law and international refugee law. To analyse the role of the media in the conflict, this study reviewed local and international media, conducted interviews with local and international journalists and analysts, and consulted secondary literature. Patterns of reporting by international and local media exhibited fairly significant levels of divergence in the issues that were selected for reporting and how they were reported during these four phases of the conflict. The study found significant levels of disinformation, misinformation, and biased reporting that clouded accounts of the conflict and encouraged debates over highly contested issues. International media largely disregarded the role that the TPLF played in provoking the federal government to take military action, at times neglecting to mention the TPLF attack on the Ethiopian Northern Command and occasionally even accusing Prime Minister Ahmed Abiy of ordering a wanton attack on Tigray. International journalists either partially or completely ignored the historical context of the conflict. On the other hand, domestic Ethiopian media largely disregarded the violations that were committed by the federal government and were overly focussed on debunking the claims that were made by the TPLF. Overall, the study found a systematic pattern of local media biased towards the narrative of the federal government, whereas the international media were generally biased towards the narrative of the TPLF. As a result, the voice of the people who suffered the brunt of the fighting became the “casualty” of misinformation, disinformation and biased reporting.

9. Measuring the impact of self-censorship on political party support in Afrobarometer data using machine learning

Measures of political party support are viewed suspiciously in hybrid and authoritarian regimes where the two core indicators of political support – elections and public opinion polling – cannot be readily trusted. More accurately, the degree of measurement error is unknown, though scholars presume support for incumbent leaders and parties is exaggerated. This paper scrutinizes the degree to which political opinions on Afrobarometer surveys can be trusted by re-estimating voting preferences for 34 African countries. First, a range of demographic and interview metadata are regressed upon vote choice to see if they systematically influence vote-preference responses. Next, key markers of potential self-censorship are identified and used to create pools of “clean” and “polluted” data. Clean data are used to train a machine learning model to predict voting intentions, and then all data with self-censorship markers are recalculated. The results show that ruling party support is broadly similar in most countries but exaggerated by more than 10 percentage points in Sudan and Uganda and by between 5 and 10 points in Burundi, Tanzania, Togo, and Zimbabwe. Declines in ruling party support due to self-censorship are concurrent with increases in both non-responses and opposition party support.

10. Unresponsive and corrupt? Ugandan MPs hold key to how citizens perceive them

Uganda’s legislature is made up of 556 members of Parliament (MPs) who are meant to represent and serve their constituents and oversee the government’s actions. Since President Yoweri Museveni and the National Resistance Movement (NRM) party came to power in 1986 and appointed all members of Parliament, the country’s legislature has changed in several important ways (Kasfir & Twebaze, 2009). First, today all MPs are either directly elected via a first-past-the-post system or indirectly elected via special electoral colleges. Second, the number of parliamentarians has almost doubled over 25 years, from 295 in the 6th Parliament (1996-2001) to 556 in the current 11th Parliament (Inter-Parliamentary Union, 1996; Parliament of Uganda, 2022).1 This drastic increase can be attributed to the continued creation of new constituencies and the allocation of parliamentary seats for special-interest groups. Proponents of this development say it reflects citizens’ demands, but critics describe it as part of a political strategy to protect and grow the ruling party’s seat share in Parliament by increasing the number of constituencies in NRM strongholds (Nakatudde, 2020; Tumushabe & Gariyo, 2009). This debate has now entered a new phase with the recent ruling by the country’s Constitutional Court that Parliament and the Electoral Commission violated articles 51 and 63 of the Constitution by creating new constituencies that do not meet the population quota, based on data from the 2002 and 2014 census counts. The upshot of this ruling are proposals to downsize Uganda’s Parliament and redraw constituency boundaries (Barigaba, 2022). Third, the operating costs of the growing Parliament (MP and staff salaries, allowances, etc.) have increased drastically over the past two decades. Today Ugandan MPs’ salaries (35 million Uganda shillings, or about USD 9,700, per month) surpass those of most MPs elsewhere in Africa and in the European Union (BusinessTech, 2017; Olukya, 2021; Tumushabe & Gariyo, 2009). The cost of running Uganda’s 11th Parliament was expected to increase by more than 50 billion Ugandan shillings (USD 14.1 million), a substantial increase compared to the previous Parliament (Mufumba, 2021). Fourth, the share of MPs who return to Parliament after their first term in office continues to decrease. While about 50% of MPs did not return for a second term in the 6th (1996-2001) and 7th (2001-2006) Parliaments, this rate has increased to 53% (2006-2011), 55% (2011-2016), and 58% (2016-2021) in subsequent Parliaments. Most recently, of the 457 MPs in the 10th Parliament, 319 were not voted back to the 11th Parliament (2021-2026), while 31 did not contest or chose to run for other offices, and only 107 MPs returned (Kasfir & Twebaze, 2009; Forum for Women in Democracy, 2016; Independent, 2021). How do these changes affect 1) how citizens relate to their elected representatives and 2) how MPs address the needs of ordinary citizens? More broadly, are citizens being served by their MPs? To answer these questions, this policy paper begins by clarifying the foundations of the citizen-MP relationship and outlining the four key roles that MPs are generally expected to fulfil. The subsequent sections assess their performance in these roles against citizen expectations and other indicators. We find that Ugandans are becoming increasingly aware of their role in holding their MPs accountable. Most citizens are dissatisfied with how their MPs are doing their jobs, perceive them as corrupt, and say MPs don’t listen to constituents’ concerns. Residents of the Central region and Kampala are particularly critical of their MPs’ performance, probably due at least in part to high constituent-to-MP ratios in those areas. Citizens’ assessments of MP performance are associated with MPs’ perceived responsiveness and corruption as well as whether citizens have had contact with their MPs. In contrast, citizens’ demographic characteristics and views about democracy do not seem to drive their views of their elected representatives. There are two clear policy implications of these findings. First, at the institutional level, it is important to even out the citizen-to-MP ratios across the country. This is in line with the recent constitutional court ruling to base the creation of constituencies on census data. The second policy implication of our findings is that MPs have it in their own hands to change how citizens view their performance by improving on how they engage with them.

12. Correlates of Politics and Economics: How Chinese Investment in Africa Changes Political Influence

This study investigates the impact of Chinese economic engagement in Africa (FDI and loans from China to African countries) on African countries’ international political alignment as evidenced by voting patterns in the UN General Assembly. We find three seasons of Chinese policy in Africa. Pre 2008, Chinese economic engagement in Africa was driven primarily by economic considerations, market seeking for FDI and likely resource seeking for loans. During the Great Recession, China came to terms with its rise as an economic power and thus started leveraging its economic power in international relationships. During this season, both Chinese FDI and loans were no longer driven by economic considerations but rather by international relations which led to increased political alignment with recipient African countries. The final season captured the Xi Jinping era beginning 2013. During this season, Chinese FDI had no effect on African countries’ foreign policy alignment with China, but Chinese loans still had a significant positive effect. This likely reflects a movement away from FDI to less transparent bilateral loans as a means of utilizing Chinese economic power to influence foreign policy. During the entire period of the study, Chinese FDI to Africa resulted in reduced political alignment between African countries and the United States.

13. Gender-Based Violence in Egypt and Morocco: Politics and Policy-Making

Violent practices against women are widespread globally. They occur in private quarters and public spaces by persons within a victim’s close circles, including family members, as well as members of the larger society. Over the past half a century, the international community has taken steps to eliminate violence against women (VAW). The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted in 1979 by the United Nations (UN) General Assembly, has defined discrimination against women as “…any distinction, exclusion or restriction made on the basis of sex which has the effect or purpose of impairing or nullifying the recognition, enjoyment or exercise by women, irrespective of their marital status, on a basis of equality of men and women, of human rights and fundamental freedoms in the political, economic, social, cultural, civil or any other field” (UN Women, n.d.a). In 1993, the United Nations Declaration of Violence against Women took another step by defining acts of violence against women as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life (UNGA, 1993). This global engagement with VAW prompted attention on the legislative and policy-making levels, as well as within academic investigations in the Middle East and North Africa (MENA) region, where patriarchal traditions have endured. The paper focuses on Gender-Based Violence (GBV) directed at women and girls in Morocco and Egypt through a comparative investigation of laws and policies. We probe women’s security over the past two decades and find that while Egypt has experienced progress on fighting Female Genital Mutilation (FGM) and economic violence against women, Morocco has advanced on issuing a more progressive Personal Status Code and VAW in the domestic sphere. How can we understand this divergence between two North African countries where Islamic Sharia is the basis of family laws? And how have state-society relations impacted efforts to fight VAW in both countries? We adopt definitions of UN Women on GBV, forms of violence and economic violence. GBV is defined as “harmful acts directed at an individual or a group of individuals based on their gender.” Forms of violence challenging women and girls are defined as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women and girls, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life. Violence against women and girls encompasses, but is not limited to, physical, sexual and psychological violence occurring in the family or within the general community, and perpetrated or condoned by the State” (UN Women, n.d.b). Economic violence is defined as a practice that “involves making or attempting to make a person financially dependent by maintaining total control over financial resources, withholding access to money, and/or forbidding attendance at school or employment” (UN Women, n.d.b).

This paper analyses how social determinants influence councillor role performance in the district local government in Uganda. The extent to which elected local government leaders perform their roles is critical for the quality of social services delivered to citizens. In the analysis, social determinants are conceptualised as; the education level of councillors, political party affiliation, electoral terms served/experience, councillor category, gender, and geographical location of the constituency represented by a councillor. In the same analysis, councillors' roles were conceptualised to include; legislation, contact with electorate, participation in lower local governments, and monitoring service delivery.

Nasarawa State in North Central Nigeria has been notorious for communal conflicts. Such conflicts have often assumed complicated dimensions reflective of the social dynamics of the state. Oftentimes, the conflicts are framed in terms of identitarian differences and contestations, whilst the underlying drivers derive essentially from the socio-structural dynamics of the conflict context. By way of mixed research that is predicated on a combination of field and desk sources, this article interrogates the contemporary manifestations of communal conflicts in Nasarawa State through the combined lenses of liberal political ecology and conflict analysis. The article observes that the ethno-primordial cleavages of the focal state have provided veritable pretexts for the prevalence of communal conflicts, making such conflicts problematic to understand as well as resolve. The outcome of the analysis indicates that communal conflicts in the focal state have been both dynamic and opportunistic, often feeding into the existing primordial and structural fault-lines to assume multiple complications. There is therefore a need to understand the peculiar nature and dynamics of such conflicts in order to know how best to interpret, analyse and mitigate them.

17. Youth political participation in post-2011 Tunisia: Exploring the impact of the youth quota system through the prism of local municipal councillors

Abstract:
Introduced as way to induct youth into institutional politics, Tunisia modified its electoral code in 2014 to include a youth quota, with a mandatory representation of youth on electoral lists for local elections. In April-May 2018, Tunisia held elections for local councils, representing the first mandatory iteration of these youth quotas in practice. The mandatory character of the quotas has theoretically meant that a greater number of young people ran during these elections and are today participating in institutional politics at the local level. What has been the impact of these youth quotas in stimulating youth meaningful participation in the political process? To answer this question, the Arab Reform Initiative conducted in-depth qualitative interviews with ten young local councillors at the municipalities of Kasserine, Foussana, Medjez El Beb, Kairouan, Hajeb Laayoun,e and Chebika. The research sought to understand what distinguished these young councillors from the rest of their age cohort, and in particular to understand what factors led them to become active in the political realm. The research also sought to explore the impact of political socialization on them, as well as their own values and understandings of politics. Finally, the research explored the difficulties they have encountered or are still encountering as young councillors working in public institutions that are new to them. The research has found that primary and secondary socialization are behind youth’s political participation. Young councillors entered politics with the “help” of their primary socialization (family) and secondary socialization (civil society, volunteering, etc.); nonetheless, all of the councillors we met were solicited by older people in their environment (family, friends, professors) looking for young people to add to their list. In other words, none had initiated their own electoral bids, and only a couple were thinking of running for the elections before being solicited. The research has also found that for these young councillors, age difference and gender are perceived as sources of tension. Age difference among the councillors, as well as with the mayor, are perceived as having a negative impact on the youth’s work at the council. This age difference can also take the shape of an experience gap that plays to the detriment of young councillors, as many of the older councillors held the same positions during the Ben Ali era. Likewise, gender intersects negatively with age for young women councillors. Most women councillors noticed that older male councillors adopt certain attitudes to belittle them during the meetings. Moreover, they state that men tend to take advantage of women’s temporal and spatial limitations (their inability to stay out late at night or sit in men’s cafés, for instance) to take decisions in their absence. Yet, alliances based on age are difficult to create, and the only alliance formed was between three young women in Chebika. Despite the difficulties they encounter because of their age and gender, most councillors are gaining experience and self-confidence, leading them to consider running for re-election. Learning, understanding, and ultimately seeing one’s impact in the local environment have been raised as the most motivational aspects of being a councillor. Nonetheless, youth councillors still harbor distinct ideas regarding electoral politics: all of the councillors reject political parties, even those who ran under party banners. They see the “country’s interest” as their main political compass, yet some consider their mandate to be to fight against their region’s historical marginalization. Currently none of the councillors interviewed is affiliated to a political party, and most expressed clear rejection of parties. They perceive them as inefficient and detrimental to the “country’s interest” which held a central place in the councillor’s evaluation of the political landscape. Political parties were mainly depicted as going against the “nation’s interest,” a notion that transcended political affiliations, ideologies, or social class. The youth quota system thus appears to be efficient in inducting youth into institutional politics to the point where most of the councillors we met are considering renewing and deepening (as in running for legislative elections, for instance) their participation in the political landscape. However, the youth quota reaches a limit given the lack of diversity of the youth whose entrance it permitted. The quota opens the way to the most educated portions of youth, that is university graduates, but does not reach young people who left school early. Moreover, these young people have been for the most part socialized into politics through their family or through affiliations such as student unions and local NGOs. Given this, the youth quota – still in its nascent stage – has only a limited impact as it exclusively reaches young people who have predisposition for entering the political realm in the first place.

18. Youth perceptions of politics in the post-2011 Tunisia: Giving the floor to millennials and Gen Z

Abstract:
With the annual anniversary of Tunisia’s 2011 Revolution approaching, this study aims to better understand the views of Tunisian youth on politics and the country’s democratic transition, as well as their ambitions and priorities for themselves. In order to understand Tunisian youth today, one must distinguish between two different generations: the generation that led or actively engaged in the revolution (Millennials between 26 and 35 years old), and the generation that only became of age after the start of the political transition (Gen Z, “zoomers,” between 18 and 26 years old). As such, we believe that these two groups of youth show generational differences in terms of their perceptions and interests in politics. To understand generational differences among the youth, 12 focus groups were organized by the Arab Reform Initiative (ARI) across six different municipalities in Tunisia. For Medjez el Bab, Kasserine and Foussana, ARI partnered with the Humetna Association and collaborated with “We Start for Kairouan”, “Hajeb El Ayoun” and “Shabikah”. Youths from each cohort would gather every time to answer questions about what they remember from the pre-2011 and post-2011 periods, about their values and expectations, as well as their priorities and how they assess the services provided by the State. Key findings showed that the sense of belonging to a single generation does not apply to everyone. Millennial respondents seem to identify to a generational group separate from Gen Z, whereas the latter recognizes little to no differences. The differences highlighted by millennials concern lifestyle, spoken language, cultural references, and even the relationship with new technologies. Nonetheless, both groups agree that these differences are far more pronounced among their parents and elders, more so in socio-economic and geographic factors, than age or generational differences. In parallel, the study revealed generational differences with the past. While the two groups share their overall negative assessment of the political situation in the country, Gen Z respondents showed some gaps in their memory of pre-2011 Tunisia and the 2011 events. They also associated the Ben Ali era with more positive aspects than what is present today (calm, security, prosperity). In contrast, millennials had more layered perceptions of the past. Generational differences in terms of social and employment prospects were also detected in the research. Generally, millennials have a bleaker outlook than Gen Z, which is less inclined to leave the country if the opportunity presents itself. However, generational differences are less visible vis-à-vis current politics. Both groups see the role of political parties and leaders in a negative light, with the exception of some atypical figures, namely Kais Saied. For most millennials and zoomers, democracy remains vague, without real impact on their daily lives or foundation in Tunisian academic programs. The main values mentioned are respect, ethics, justice, and equality among all citizens.
