Abstract:
Since the early times, security has always been a permanent feature, a fundamental condition and a concern of people living in society. However, in seeking this goal, people have established alliances, agreements, partnerships and multiple forms of cooperation to solve their specific security problems, which in certain historical contexts were decisive for the course of their own history and for the survival of societies. In this context, the African continent presents itself as the cradle of mankind, where the level of insecurity qualifies as critical, which in our opinion allowed studying the vectors of these events. In turn, we try to articulate and explain in the light of African International Relations, the strategic vectors that embody a differentiated approach to security in Africa, revealing the roots of the problems that plague the continent, scrutinizing the situation, identifying the constraints and threats before bringing a set of proposals for the solution of various problems that arise on the continent.

Abstract:
There is a constant stream of discourses on Nigeria’s foreign policy behaviour by scholars and policy makers alike. This owes largely to the unpredictable nature of the country’s actions and inactions on the global arena. Over the decades, there have been periods of dynamic foreign policy posturing, as well as the era of moderate foreign policy behaviour, and the combative approach to foreign policy. In large part, the prevailing attitudes are induced by the conditions in the two environments of foreign policy. This paper interrogates the impact of the conditions of the domestic milieu on the foreign policy behaviour of the Buhari administration. The analysis is based on the juxtaposition of variables in both the domestic and external environments of foreign policy. On the strength of data gathered from secondary sources, it is observed that the subsisting domestic conditions have great influences on Nigeria’s foreign policy behaviour under the Buhari administration. However, in the overall interest of projecting, promoting and protecting Nigeria’s national interest, the Buhari administration must continually balance the scale between domestic and foreign policy pursuits.

Abstract:
This article utilises International Relations role theory to analyse a number of potential roles for the United Kingdom as an actor with vested interests in the South Atlantic. It assesses the contemporary context of the UK’s trading relationship with the South Atlantic in light of the ongoing dialogue between the EU and the UK with regard to BREXIT. It also recognises the strategic realities of the South Atlantic and the UK’s Overseas Territories in the region. It posits that the UK, as a strategic actor in the South Atlantic, is limited in its role choices and that the role of ‘Opportunistic Partner’ in terms of its relationship with Argentina, offers the most scope as the basis for future mutually beneficial trading relations to normalise further political relations between the two countries.

2205. Comparative Continuismo: Presidential Term Limit Contravention Across Developing Democracies

Abstract:
Since presidential term limits were (re)adopted into many constitutions during the third wave of democratization, 207 presidents across Latin America, Africa, the Middle East, and Asia have reached the end of their terms in office. Of these, 30% have attempted to contravene term limits whereas 70% have stepped down in compliance with tenure rules. Furthermore, of the presidents who have attempted to alter tenure restrictions, some have succeeded in fully abolishing term limits, others have only managed a one-term extension, while a minority have failed in their bids to secure any additional terms in office. What explains these divergent trajectories? On the basis of a series of statistical analyses, I argue that trends in electoral competition over time are the best predictor of the range of term limit contravention outcomes across the board, with the least competitive elections permitting full term limit abolition and the most competitive elections saving off attempts at altering executive tenure rules. Furthermore, results show that failed contravention attempts are true borderline cases, rather than instances gross miscalculations of success by the president and her party, in that they feature less competitive elections than non-attempt cases but more competitive elections than successful contravention cases. These findings suggest a linkage between political uncertainty and constitutional stability more generally.

One distinguishing feature of the “new” regionalism is its outward orientation – the increased importance of the external dimension of regional cooperation. It makes sense, then, that efforts to manage external perceptions of a region, on the part of policy-relevant actors in that region, might contribute to important changes to regional norms and institutions. By and large, though, existing accounts of normative and institutional change at the regional level do not explicitly conceptualize and theorize collective image consciousness and management. This paper offers an initial attempt to address this conceptual gap, making use of two cases of regional image crisis (post-Cold War Africa and post-1997 Southeast Asia) in order to draw out logics of regional image consciousness and to distinguish among types of regional image management efforts. As regional communities of states, Africa and Southeast Asia promoted and adhered to a relatively strict interpretation of the principle of non-interference during the Cold War period. In the post-Cold War era, the non-interference norm has eroded in both regions. In each, these developments constituted – in part – a collective image management strategy, aimed at external audiences. Reforms to regional institutions were promoted in part as efforts to ameliorate negative international perceptions.

2207. Sub-Saharan Africa in the Czech Foreign Policy

Abstract:
The Czech foreign policy towards Sub-Saharan Africa can be characterised as continuous with aims of deepening the relations with traditional African partners in the fields of economy, defence, security and agriculture, and establishing new partnerships mainly with the Sahel countries. Similarly to the previous year, none of the themes connected to Sub-Saharan Africa were either politicised or polarised. The co-operation between ministries successfully continued with multi-sectoral visits on the continent by the representatives of the Czech Ministries of Foreign Affairs, Agriculture, Defence and Industry and Trade. The Czech Republic was also active on the European level, since it took part in the 5th EU-AU Summit and also worked actively on the negotiation mandate and draft of the post-Cotonou agreement with the ACP (African, Caribbean and Pacific) countries. The Czech foreign policy towards Africa puts an emphasis on creating real partnerships with African states with the aim to achieve their sustainability and accountability.

Abstract:
When Mali in 1991 ended more than two decades of one-party rule, it embraced media freedom and pluralism as an essential part of its democratic transition. For two decades the country was considered a success story of democracy in Africa. The greater freedom enjoyed by the media and the flourishing of radio stations in the country was seen as part of a wider growth of independent and plural media in Africa during the 1990s, following earlier periods of control over the media by post-colonial governments. Unfortunately, the link between media and democracy in Mali works both ways: reversals to Mali’s democratization have frequently been accompanied by setbacks to media freedom. In 2000, the government passed a law allowing journalists found guilty of defamation to be fined or imprisoned, and journalists came under pressure to self-censor reports on sensitive topics. And when a coup d’état in 2012 and conflict in the country’s north threatened the country’s democracy, the space for media was further constrained. According to Freedom House, in the country’s north, it is dangerous for journalists, bribery of journalists is commonplace, and working conditions for journalists have worsened. Everywhere in the world, democracy and press freedom have been natural companions, but as the case of Mali illustrates so well, the relationship between the two has been closely entwined in sub-Saharan Africa. In the struggles for independence from colonial rule, in the wave of post-colonial movements that ended military regimes and dictatorships, and in the efforts today to keep governments accountable, the demands for press freedom, citizen voice, and pluralism have frequently been at the vanguard. Conversely, as democratic institutions in the region have been slowly hollowed out in recent years by colluding political and economic elites, so too have we seen media pluralism eroded by the influence of the powerful: authoritarians have left standing the facade of democratic institutions and press freedoms in the region, while disabling them from within. This report lays out a vision for how the continuing struggle for vibrant, independent, and plural media systems in the region might more effectively bolster efforts of democratic revitalization. The report draws on the input of 36 experts in media and governance from 15 countries in sub-Saharan Africa who met in Durban, South Africa, in July 2017, and it deepens the insights and ideas that came from this group by documenting previously successful media reforms in sub-Saharan Africa.

2211. Following the Money in Ghana: From the Grassroots to the Hallways of the IMF

Between 2011 and 2014, Ghana went from boasting the world’s fastest growing economy to requiring a bailout from the International Monetary Fund (IMF). While a global downturn in commodity prices precipitated the fall, a lack of accountability in how public finances have been managed has been at the heart of the problem. Fiscal indiscipline, fueled by a lack of oversight and rampant corruption, left the government unable to mount an effective response during lean economic times. Oxfam and its civil society partners in Ghana were worried that everyday Ghanaians would be left shouldering the burden of the economic crisis. Moreover, Ghanaians worried that their concerns and aspirations would not be represented in the high-level negotiations on the bailout between the Government of Ghana and the IMF. To address these concerns Oxfam and its partners coordinated a multi-level advocacy campaign. The campaign drew together a diverse coalition of civil society—from community activists to globally influential think tanks—able to represent and articulate local level concerns and project a united voice at the national and global levels. This novel approach proved highly successful in driving important changes in policy and practice that have enhanced accountability, fiscal responsibility, and citizens’ participation. The campaign not only contributed to improving the laws governing how public finances are managed in Ghana, but also helped to increase pro-poor spending and protect crucial social services.

This volume attempts to share some of the ideas outlined in a Bridging Theory and Practice Symposium on the topic of women and transitional justice. In the following pages, Jennifer Moore presents a useful framework for how to conduct qualitative research that focuses on the work of women-led, community-based organizations in Uganda, Sierra Leone, and Burundi, and in doing so helps construct a research model that can be adapted across contexts. The issue of inclusive peacebuilding has moved up the international agenda in recent years. There is now unprecedented policy-level commitment among the international community to promote inclusion in conflict-affected contexts; growing evidence of the importance of inclusion for sustainable peace and development; emerging lessons on best approaches for promoting inclusion; and a recognition among international actors of the need to learn from past weaknesses in this area. This report examines the current policy context for providing international support to inclusive peacebuilding. It identifies how international actors can strengthen their efforts to promote inclusion by learning from previous experience and drawing on new knowledge and approaches. It goes on to look at how international actors have supported inclusion in three very different conflict-affected contexts, Afghanistan, Somalia and Nepal, and asks how international actors have engaged on issues of inclusion in these contexts, what factors shaped this engagement, and what the results have been.

Abstract:
The article examines Islamic State’s expansion into North Africa and Sahel and the subsequent rivalry between Islamic State and Al-Qaeda in the Islamic Maghreb − the regional Al Qaeda group. Although IS managed to establish a province in Libya from 2014 through 2016, its presence in North Africa and Sahel (Libya, Sinai, Nigeria) is fragile. AQIM in contrast has a longstanding presence in the region, which appears to be much more consolidated. The rivalry between IS and AQ in this region has incited AQ splinter-groups to unite around AQIM, and in 2016 these groups stepped up their attacks on Western targets.

Abstract:
This is a trying period for anyone that pays attention to African migration. Migrants’ gruesome deaths while in transit are given more coverage. Of these, those in the Mediterranean Sea, and to a lesser extent, the Sahara Desert make it more into the news. But there are also deaths in places in-between. Some are reported. Others are not. One only gets glimpses of such deaths when repatriated migrants mention or lament them. There has been more coverage of Libyan “Slave auctions,” at least after CNN released taped evidence from such markets (Elbagir, Razek, Platt, & Jones, 2017). The African Union (AU) and selected African states, including Nigeria, (which by dint of its sheer population size in the African continent, has more citizens caught up in the movements of migrants intent on getting out of their countries to realize dreams of social, economic and political security elsewhere), belatedly responded (Ibuot & Okopie, 2017; Daily Nation, 2017; Busari, 2017). Some have not bothered to do so. It is amazing that Nigeria and other African countries have embassies and diplomatic representative in Libya, yet, there was no previous report, awareness, response, nor were any measures whatsoever taken to document, respond to, and correct the abuses of citizens and violation of their human rights. What then is the value and utility of diplomatic representation? How do African governments understand their responsibilities to citizens? What is the function of the media in these countries? What is the duty of the AU?

The changes since the breakup of the USSR have impacted African migrants’ social composition, as well as their strategies and forms of adaptation and integration in the capital city of Moscow. In this study, we discuss the factors influencing the choices of African migrants, related to their background as Africans and to their perceptions of the receiving society. We distinguish between two social groups of African migrants and argue that while one group seeks integration into the Russian society, the other limits itself to mere adaptation to life in Moscow.

Abstract:
African immigrants, one of the fastest-growing immigrant populations in the United States (U.S.), face many unique challenges. Since December 2013, the Ebola Virus Disease (EVD) has been claiming lives and altering the societies of origin of West and Central African immigrants. Using the PEN-3 cultural model, a thematic analysis of mainstream U.S. news media was conducted to assess the socio-cultural factors influencing EVD-related stigma experienced by African immigrants. Results of this analysis revealed the perceptions and enabling/nurturing factors that exacerbated or prevented EVD-related stigma. Future interventions designed to address stigma experienced by African immigrants should include EVD-related stigma.

2218. Breaching Fortress Europe: By Any Means Necessary: The Complications of African Migration to Europe

Abstract:
Although African migration to Europe dates back to antiquity, Africans’ presence in Europe increased substantially from the 1960s, especially since the imposition of neoliberal reforms in the 1980s, and the political crisis that consumed some African countries in the 1990s and 2000s. There has also been increased migration to Europe by the few skilled and professional Africans allowed to take advantage of opportunities that have opened up for employment in fields where there is a dearth of expertise. Nevertheless, predominant conceptualization of Africans’ movement into Europe entails breaching an impregnable fortress, using any means at their disposal. Those making irregular migration includes as a mix of refugees, asylees, documented and undocumented migrants. However, European economic crises and the vulnerabilities spawned in consequence, have laid bare politicized, securitized, xenophobic and callous responses, particularly in the frontline states that receive what is increasingly perceived as a “deluge.” Given the siege mentality that has developed around migration, the negative xenophobic attitudes, discourses and policies that emerge from them, and the increased securitization of migration, the siege characterization seems even more apt.

Abstract:
This article explores the migration experiences of Zimbabwean immigrant women living in the Greater Cincinnati, Ohio area. It argues that despite the increased population of women migrating, sometimes alone, in search of a better lifestyle, their unique experiences have remained invisible in studies on migration. The study followed a participatory research approach and used a photovoice method for data collection. Over a period of seven months, participants took photographs that vividly captured their experiences. Implications from the findings and the nature of the photovoice as a participatory approach for future research with Zimbabwean immigrant women are presented.

The call to industrialize and modernize Africa has become popular in recent years, and the African Union’s Agenda 2063 and the Common African Position on Agenda 2030 identify science, technology and innovation (STI)1 as key enablers. Many African countries fail to achieve their development targets partly as a result of underdeveloped and underused science and technology as well as limited invention and innovation by both the private and the public sectors. For most African countries, the major proportion of domestic contribution to research and development (R&D) activities is provided by the government, with little from the private sector. The Africa Capacity Report 2017 (ACR 2017) found that underdevelopment in Africa is closely linked to the limited capacity to deploy STI for inclusive sustainable development and transformation. The Report helps policymakers draw conclusions critical to STI issues, and derives policy recommendations that strengthen the policy formulation, implementation, and impact of STI.

The call to industrialize and modernize Africa has become popular in recent years, and the AU’s Agenda 2063 and the Common African Position on Agenda 2030 identify science, technology, and innovation (STI) as key enablers to achieve development blueprints. In response, Africa adopted a 10-year Science, Technology, and Innovation Strategy (STISA– 2024). The ACBF’s STI Survey (2016) confirms the importance of STI strategies and capacity development. This policy brief highlights the role of African governments in building STI capacity and the key capacity messages pertinent to STI. African governments are responsible for building STI capacity through the policies and processes that guide investment decisions in STI, innovation capacity, and STI products and services.

Agenda 2063 and the Common African Position on Agenda 2030 identify STI as a key enabler to achieving development blueprints. In response, Africa adopted a 10-year Science, Technology, and Innovation Strategy (STISA– 2024). The ACBF’s Africa Capacity Building STI Survey (2016) confirms the importance of STI strategies and capacity development in African countries. And institutions of higher learning play a key role in designing, implementing, and evaluating STI policies and in creating and using STI products and services.

This commitment was clearly expressed by the adoption of a 10-year Science, Technology, and Innovation Strategy for Africa (STISA-2024) in June 2014 at the 23rd Ordinary Session of African Union Heads of State and Government Summit. The strategy links science, technology, and innovation to Africa’s sustainable economic transformation.

Abstract:
Jean and John Comaroff, professors in the Departments of African and African American Studies and of Anthropology, divide their teaching and research between Harvard and universities in South Africa. Their scholarship has focused on colonialism and the transformation of societies in the postcolonial and late modern worlds. A recent joint effort, The Truth about Crime, documents their “existential engagement” with the interplay of crime, policing, and sovereignty, in response to what they see as a rising global preoccupation. The Comaroffs joined the academic boycott of South Africa in the 1970s and 1980s until the transition of power and formal end of apartheid in 1994. Upon their return to Cape Town, they immediately noticed an overwhelming preoccupation with crime in South Africa. Their desire to unpack this obsession, and what it says about modernity and our relationship to the state, is the subject of their book. Together, the Comaroffs consider the economic, political, and sociological shifts that underlie modern attitudes toward criminality and how these shifts have contributed to the fear of one another, to racial violence, and to public distrust in government. The Weatherhead Center spoke to the Comaroffs from their home in Cape Town, and asked them to tease out some of the complex relationships between crime and policing and how they affect the concept of citizenship.

The report addresses the micro-level as a key dimension of post-conflict peacebuilding interventions, with a particular focus on the relationships and interactions of international and local actors. What changes do occur with regard to their perceptions, expectations, attitudes and activities in the course of interactions? Can we identify experiences and mechanisms that lead to a re-articulation of relationships and interactions and, consequently, a recalibration of the overall peacebuilding exercise, e.g. with regard to more (or less) cooperation, more (or less) mutual trust, more (or less) animosities and misunderstandings, and more (or less) legitimacy? These questions are addressed through an in-depth case study, at the core of which are narrative, problem-centred interviews with international and local actors who were and/or are engaged in the peacebuilding process on Bougainville. Bougainville is regarded as a kind of ‘laboratory’ in which international/local relations and interactions are rather direct, because national institutions play a relatively small role, and external actors are present upon invitation not only by national, but also local actors. The exploration of the Bougainville case is complemented by a plausibility probe in a case with contrasting conditions, Sierra Leone.

Abstract:
This article theorizes the dynamics that emerge from the intimate relationship between contemporary African migration, liquid borders, and law around the channel of Sicily, between Italy and Libya. There, in the same waters where Ulysses and Aeneas roamed for years, whose epic journeys are considered foundational within the European identity narrative, today the trajectories that migrants boats traverse are disrupting and shuffling the European geographical limits. As a response, states are enacting a policy of containment that renders African migrants’ presence at sea invisible, while criminalizing human solidarity enacted by private organizations as well as individuals. Making use of a legal discourse analysis I will dig the premises behind the antinomic concept of criminal solidarity that emerges today in Europe as a somehow coherent system of thought, shaped by laws, codes of conduct, rules, and rulings. Specifically, by analyzing the rulings of one tribunal in Sicily, I will make an attempt to expose how rigid conceptions of borders naturalize state’s efforts to define the limits of national territory, while conversely, I will consider how the micropolitics of justice are capable of shaping the contours of discourses on current migration.

Abstract:
Academic scholarship on Nigeria’s regional credentials and influence has focused on its hard power (economic and military capability). Despite the increasing relevance given to soft power in the 21st century, this aspect of the country’s status has been neglected. This article contributes to the literature on Nigeria’s foreign policy by engaging the currencies of its power of attraction and the limitations that constrain the optimization of this source of power. It employs constructivism as its theoretical lens and concludes that addressing challenges such as ubiquitous corruption and Boko Haram terrorism would enhance Nigeria’s credibility and ultimately its soft power projection in the international arena.

Abstract:
There is no doubt that Nigerians conceive their country as the giant state in Africa, principally for the country’s human and material endowments. In the realm of foreign policy, it is Nigeria’s status more than that of any other black African country, that most determines Africa’s collective future. Nigeria is determined not just to play its leadership role in Africa, but to also build upon it.1 It is against this background that Nigeria’s problem of capability comes in. A country that utilizes less than 10% of total steel used in Africa, less than 12% of all the power generated in Africa, a country that is associated with institutional failings and where social upheavals threatens the polity because of inept and corrupt leadership, it is doubtful if Africa will entrust its destiny to the crippled state. Using the “leadership role conception”2 as the theoretical framework, this paper examines the successes and challenges in this monumental task of leading Africa in the 21st century.

Abstract:
This work examines democratic governance and the frightening impact of corruption in contemporary Nigerian society in a bid to restore confidence in good governance and also improve the socio- economic development of the citizenry after fifty seven years of independence. Related literatures to the variables were reviewed including the adoption of the descriptive and content analytical method in the analysis of the secondary data in order to achieve the objectives of this study. Also, the social learning theory was employed as theoretical framework to find essence. Findings reveal that the phenomenon of corruption has evidently graduated beyond impunity, both in volume, scale, breadth, depth and has become a national cancer. In addition, the study notes that corruption has swallowed up Nigerian politicians into yet other webs of delusion, and deception such that the pursuit of corrupt practices by them, seem greeted with ovation. Aside this, the paper also highlights that since the mad rush for corrupt practices, especially amongst politicians seems impossible to abate, the alarming rate of vicious opulence which has engulfed the Nigerian nation clearly demonstrates naivety, desperation and un-Godly helplessness. Based on all these, the paper suggests that there is the urgent need to halt the hypocritical position in corruption cases involving high influential members of the government as well as the immunity covertly granted their cronies. The paper recommends that amongst other measures, government should not only be transparent in enforcing all relevant laws against corruption, but prosecute all those found culpable. Finally, Judicial Service Commission as autonomous body should halt the incessant dismissal of corrupt cases by judges on technical grounds, as well as continuing to beam its searchlight on all corrupt judicial officers.

2230. Fishermen’s wives: On the cultural origins of violence against women

We study the roots of violence against women, and propose that it partly originates in cultural norms that derive from (a) characteristics of the traditional subsistence problem in different societies, and (b) differences in the sexual division of labor for solving that problem in each society. We construct this hypothesis on economics and anthropology research showing the potential of traditional livelihoods to shape persistent cultural norms at the local level, and arguing that this concept can be extended to explain outcomes at the domestic level. We test our main hypothesis by examining differences in the incidence of domestic violence across areas with different historical livelihoods in modern-day Tanzania, where we observe a large degree of spatial variation in both attitudes and actions of violence against women. Using rich individual survey and high-resolution georeferenced data, we find systematically less violence against women in traditionally sea-fishing areas vis-à-vis traditionally lake-fishing, agricultural, and pastoralist ones. Our results are consistent with anthropological accounts of the idea that women in sea-fishing societies tend to be comparatively more independent in decision-making, and to acquire skills that are complementary to demands in non-agrarian sectors. We interpret this as evidence for direct mechanisms helping to sustain egalitarian gender norms in general, and less violence against women in particular. By exploiting sub-national variation, this research allows us to move beyond studying the socio-economic and institutional determinants of violence against women, and to analyse the formation of specific cultural traits that explain where and why some women tolerate less violence against them.

In developing countries, women’s decisions concerning their children’s health depend on ‘empowerment’ concerning decision-making, husband/partner’s use of violence, woman’s attitude towards this violence, available information, and resources. We derive an empowerment indicator using the ‘fuzzy sets’ and Alkire and Foster approaches to multidimensional poverty measurement. The health of children is a latent variable; their height and weight are observed health indicators. We apply the ‘MIMIC’ approach to the 2009 Mozambique Demographic and Health Survey. Children’s health is better when the woman opposes her partner’s violence, the higher her education and body mass index, among female children, and in urban areas.

The continuing conflict in South Sudan, which began in December 2013, is having a devastating impact on the lives and livelihoods of millions of South Sudanese women, men, boys and girls, with the result that South Sudan is now one of the most food-insecure countries in the world. Women and men of all ages are suffering from the effects of conflict, including abuses and loss of control over, and access to, vital resources. This report presents the results of a gender analysis field study conducted in South Sudan in May-June 2016. The study was carried out as part of the ECHO-ERC project ‘Institutionalizing Gender in Emergencies: Bridging Policy and Practice’. The report highlights the different impacts the conflict is having on women and men; whether and how these needs are being addressed; and where opportunities may exist for UN agencies, donors, South Sudanese authorities and civil society to incorporate a stronger gender element into their programmes and responses. It also aims to explain how programmes can be gender-sensitive in times of protracted conflict.

Prolonged conflict, proxy wars, and inter-communal strife characterize many regions in Africa. This violence has caused untold atrocities, deaths, sexual violence, and displacement, as well as accelerating poverty and shattering lives and communities across the continent. Uncontrolled arms in Africa fuel this violence and are increasingly putting lives at immense risk. This report provides evidence about the human costs of uncontrolled arms: injuries and fatalities, internally displaced people and refugees, gender-based violence, and erosion of social cohesion and communal trust. The Africa Mining Vision (AMV) is a policy framework that was created by the African Union in 2009 to ensure that Africa uses its mineral resources strategically for broad-based, inclusive development. Eight years after its inception, implementation has been slow and there is a low level of awareness of the framework among key stakeholders in the mineral sector. This paper shows that the AMV has specific weaknesses that should be addressed through its national implementation, in order to enhance the benefits for African citizens. Africa’s leaders and citizens must act now to ensure that the goals of the AMV are realized. It is a transformative policy that can drive sustainable development on the continent.

The Scaling Humanitarian ICTs Network (SHINE) funded by Sida, set out with the theory of change that the quality and efficiency of humanitarian aid can be improved in a variety of contexts through the adoption of Information Communications Technologies (ICTs). With applications in Ethiopia, DRC, Mali, Indonesia and Iraq, ICTs were introduced to enable digital registrations, mobile data collection, cash/voucher programming and systems for accountability. While ICTs hold promise for saving time, money and improving accuracy, this learning report sets out to unpack these benefits and identify the conditions that need to be in place in order for ICTs to significantly add value to humanitarian response.

Internally displaced people in the east of the Democratic Republic of Congo (DRC) are struggling to find long-term solutions to improve their resilience to shocks in a region that has been beset by armed conflict for more than 20 years. In 2016 Oxfam partners undertook a survey among host communities and displaced people in Masisi and Lubero, North Kivu, to gain a picture of the formal and informal mechanisms developed by displaced people to integrate into host communities. It revealed that although the majority of displaced people wish to return eventually to their place of origin, the least vulnerable displaced people are those who manage to integrate into their host communities. This paper reports the views of displaced people and host communities. It aims to influence the debate underway on solutions to displacement in the province of North Kivu and provides concrete suggestions for ways to strengthen those mechanisms; in particular by redefining the interventions of humanitarian and development actors and authorities to consider the needs of host communities

Innovation involves applying information, imagination and initiative to get greater or different value from resources, and includes all processes by which new ideas are generated and converted into useful processes or products. These case studies showcase some of the innovative ideas that are being implemented by Oxfam in six countries: Kenya, Rwanda, South Sudan, Tanzania, Uganda and Burundi. Each project was selected for its potential to bring greater impact in the future. They include turning ‘excrement into income’ in urban slums in Kenya; giving citizens a voice through empowering them to use their mobile phones to report and share information on justice issues in Rwanda; and using a logistical ‘hub’ in Uganda to enhance service delivery and cost-effectiveness across a region.

As famine takes hold in South Sudan and threatens to spread to northeastern Nigeria, Somalia, and Yemen, world leaders must immediately step up to fully fund the United Nations’ appeal for $6.3 billion. Of this amount, $4.9 billion is urgently needed by July for critical assistance, including health, food, nutrition, and water. If lives are to be saved, humanitarian agencies must be able to rapidly scale up and access people in need. World leaders must not walk away from key meetings, such as the Group of Seven Taormina Summit in Italy and the Group of Twenty Hamburg Summit in Germany, without taking action to increase funding, improve access, resolve conflict and insecurity, and ensure that emergency relief is coupled with long-term approaches to building resilience in affected countries.

Oxfam’s programmes in the Democratic Republic of Congo work in a context in which violent and non-violent conflict affect communities and protection and governance concerns are closely linked. Some protection threats, such as illegal taxes and arbitrary arrests, stem from structural governance issues, and other protection threats, such as forced marriage, are exacerbated through the challenges that local authorities face in fulfilling their role as duty bearers. This learning report explores the overlap between protection and governance, and Oxfam’s staff in the DRC share learning of potential value for the review and design of other governance and protection programmes in fragile and conflict-affected contexts.

2245. Women’s Empowerment in South Africa: Evaluation of the Raising Her Voice project

This evaluation is presented as part of the Effectiveness Review Series 2015/16, selected for review under the women’s empowerment thematic area. This report documents the findings of an impact evaluation, carried out in January 2016. The purpose of the evaluation was to rigorously assess the effectiveness of the Raising Her Voice project in South Africa (RHV-SA), in terms of its contribution to greater women’s empowerment. Usually, evaluations under this thematic area are evaluated using quasi-experimental impact evaluation techniques. In this case, given the characteristics of the project, a different impact evaluation technique has been applied, called process tracing. Where interventions have small sample sizes for evaluators to draw from (referred to as small ‘n’ evaluations), this can make it difficult to adopt traditional counterfactual approaches to establishing causality for a range of technical and practical reasons. This is a situation typically faced in projects under Oxfam’s Good Governance outcome area (previously known as Citizen Voice and Policy Influencing). Evaluations of interventions under this outcome area are concerned with establishing whether or not they contributed to an observed change; in other words, they are concerned with assessing a causal claim. Dutch oofficial development assistance (ODA) for agriculture has been on the rise in the last five years. However, it remains unclear whether Dutch ODA expenditures on agriculture are reaching female smallholder farmers. Empowering smallholders, especially women, is a proven solution for reducing hunger and poverty. This is particularly true of the rural poor, who are the worst affected by the impacts of climate change. This paper calls on the Dutch government to combine a strong ODA budget for agriculture with a solid strategy for resolving hunger by 2030, to scale up climate finance for adaptations in the agricultural sector, and to supply improved data on the impact of agricultural investments for each target group and gender.

Abstract:
The Kenya Water, Sanitation and Hygiene (WASH) Resilience and Governance Programme is built upon a theory of change which emphasizes empowerment, rights and the ability of citizens – particularly women – to develop and implement their own strategies for better access to services to improve health and quality of life. The programme’s approach holds that the best-placed actors to deliver improved water and sanitation are the country’s government, civil society and private sector, who are held accountable by the citizens they serve in promoting the quality and sustainability of services. The programme addresses water and sanitation challenges in urban and rural settlements of Kenya, strengthening the capacity of county governments, water-user associations and water utility companies to provide safe, sustainable services; developing and piloting innovative solutions; and working with other civil society partners to call for policy changes that address the needs of the most vulnerable people. This document particularly focuses on the question of whether water ATMs are a sustainable solution to water supply.

Around half of women in Tunisia have experienced some form of violence in their life. Over 90% of the population thinks women should be discreet to avoid violence in public spaces. From the perspective of Oxfam and dozens of women’s rights organisations, social norms that legitimise gender inequality and violence are rooted in the deeply entrenched belief – found, to some extent, in every country – that men and boys are more valuable than women and girls. ENOUGH, a worldwide Oxfam campaign, aims to replace harmful social norms with more positive ones that promote gender equality and non-violence. To better understand how social norms are constructed among young people in Tunisia and how they influence behaviour, Oxfam Tunisia conducted formative research by interviewing 40 young men and women and analysing the results with experts, NGOs and bloggers working on violence against women and girls (VAWG). From the research and subsequent analysis in a workshop, three social norms were identified as drivers of violence: women should not strive for equal decision-making status in their relationship; women should prioritise home and family over public or professional life; and women should behave in public in a way that respects male domination. This research will inform the development of the ENOUGH campaign in Tunisia, sharpening its focus on changing the norms that underlie VAWG.

This report provides a detailed assessment of the key development platforms – the SDGs, Agenda 2063 and FOCAC. It examines how Africans can mobilize around a Common African Position on Implementation of the SDGs and Agenda 2063 at the level of national governments, regional economic communities and the African Union – with an aim to improve coordination and cooperation in best practice for development between emerging and traditional partners.
