101. Regional Development and Internal Migration Aspects of Structural Transformation: A Case Study of Senegal

Abstract:: This study investigates regional development and internal migration dynamics within the context of modern structural transformation in Sub-Saharan Africa. We develop a regionalized Computable General Equilibrium model that incorporates regionalized production, endogenous interregional migration, and distinct migrant households. Using this model, we simulate the structural transformation of Senegal as a case study. Our findings demonstrate that agricultural stagnation, exacerbated by global climate change, underlies the economic underperformance of rural regions and amplifies regional income disparities. Furthermore, our analysis shows that outmigration from stagnating rural provinces to a more developed capital region positively influences overall economic growth and mitigates regional income inequality. Nevertheless, these effects are limited, and a proactive approach to addressing income inequality across the nation's regions would require supporting agriculture, as it represents a more equitable policy than promoting nonagricultural sectors in both rural and capital regions.

102. China as an International Lender of Last Resort

Abstract:: This paper shows that China has launched a new global system for cross-border rescue lending to countries in debt distress. We build the first comprehensive dataset on China’s overseas bailouts between 2000 and 2021 and provide new insights into China’s growing role in the global financial system. A key finding is that the global swap line network put in place by the People’s Bank of China is increasingly used as a financial rescue mechanism, with more than USD 170 billion in liquidity support extended to crisis countries, including repeated rollovers of swaps coming due. The swaps bolster gross reserves and are mostly drawn by distressed countries with low liquidity ratios. In addition, we show that Chinese state-owned banks and enterprises have given out an additional USD 70 billion in rescue loans for balance of payments support. Taken together, China’s overseas bailouts correspond to more than 20 percent of total IMF lending over the past decade and bailout amounts are growing fast. However, China’s rescue loans differ from those of established international lenders of last resort in that they (i) are opaque, (ii) carry relatively high interest rates, and (iii) are almost exclusively targeted to debtors of China's Belt and Road Initiative. These findings have implications for the international financial and monetary architecture, which is becoming more multipolar, less institutionalized, and less transparent.

103. Patterns of Global and Regional Value Chain Participation in the EAC

Abstract:: Using global Multi-Region Input-Output (MRIO) data from 2005-2015, this paper empirically investigates the extent and patterns by which East African Community (EAC) countries have integrated into Global Value Chains (GVCs) and Regional Value Chains (RVCs). Results imply that the foreign content of exports (I2E) and the share of exports being re-exported (E2R) are stably between 10% and 20% in most EAC countries. Trade in intermediates with the rest of the world remains 12-14 times greater in value-added (VA) terms than the trade in intermediates inside the EAC. During 2005-2015, Kenya expanded its role as a regional supplier of manufactured inputs (higher E2R with EAC partners), and Uganda slightly increased its agricultural input to the Kenyan and Rwandan food processing sectors. Overall, however, a downstream shift is evident, by which more VA (both domestic and foreign) is used for the production of final goods while maintaining high levels of exports in primary agriculture and mining. This shift goes alongside a loss of comparative advantage in manufacturing in all EAC countries apart from Kenya. Econometric analysis suggests that higher I2E and E2R shares increase GDP with an average elasticity of ≥ 0.25 over 2 years. Estimates for manufacturing sectors were slightly higher at elasticities ≥ 0.3 in response to E2R shifts. These results imply that policy measures to increase manufacturing competitiveness and promote more horizontal RVCs would benefit EAC economic growth in the medium run.

104. Africa’s Businesswomen – Underfunded or Underperforming?

Abstract:: While the recent success of Africa’s ‘Lionesses’ – successful female entrepreneurs - is internationally celebrated, less is known about how liquidity can fuel the success of the ‘Lionesses’ and other businesswomen. Using information from a panel of over 800 male- and female-owned businesses in Ghana (ISSER-IGC survey), we capture a measure of underfunding, in addition to data on supplier credit, equity and other finance sources. Our regressions reveal a female-to-male productivity gap of between -11 to -19 percent, values similar to estimates for other African countries. However, when the relationship between gender and productivity is mediated by financial constraints, the gender performance gap disappears. Accordingly, female business-owners who indicate that funding is not a problem, are associated with higher productivity than males, all things equal. In a finding new to the literature, our regressions reveal the importance of supplier credit for Africa’s businesswomen.

105. The Challenges of Climate Financing in Conflict Contexts

Abstract:: The “Challenges of climate finance in conflict contexts” is a paper by Sagal Abshir, senior advisor to the Environmental Peacemaking Project in Somalia, supported by the Norwegian Ministry of Foreign Affairs. Amidst a general global underfunding of climate action, fragile and conflict-affected states struggle to secure climate financing. This is the case even for countries where climate change exacerbates the impact of chronic war and poverty. Although the funding gap is known, climate finance flows are scarce and scattered to fragile and conflict-affected to adapt and mitigate lag behind what has been promised and what is needed. In the cases of Somalia and Yemen, which are highly vulnerable to climate impacts, it averaged only USD 2 per capita. More generally, the total annual global flows of climate-related finance averaged a little over USD 600B in 2019-2020 – only a third of the IPCC’s estimate of funding required to reach our climate targets – from which only 10 per cent is directed to climate adaptation. The challenges in preparing communities and governments in fragile and conflict-affected states for climate impacts call for a new imagination, new mechanisms, and mobilizing political commitment to ensure climate financing flows help people in these countries respond to climate risks. Other solutions are on the horizon: well-designed climate action can serve as an opportunity to consolidate peace. Lessons learned from pilot climate responses in war-torn countries demonstrated that climate adaptation could contribute to conflict prevention and resolution efforts, such as in the case of Sudan and Nepal. In this paper, Sagal Abshir explores the status of climate finance for the extremely fragile and climate-vulnerable countries of Somalia and Yemen. The author reviews the global climate financing landscape and some challenges of deploying climate financing resources in these contexts. Using Somalia and Yemen as case studies, the paper will take a closer look at how these two countries have fared; and conclude with some reflections and recommendations.

Abstract:: India, Turkey, Brazil and South Africa are striving for a more multipolar, post-Western world order in which they would not be seen merely as auxiliary powers to the bigger players, but as independent great powers. For them, a key foreign policy goal is to transform global governance institutions. They all call for a permanent seat for their country on the UN Security Council. To achieve that, the states need backing from more than the Western states – and this logically strengthens the multi-aligned logic of their foreign policies. India, Turkey, Brazil and South Africa see Russia’s war of aggression in Ukraine and the Western countermeasures from their own perspective. They describe Russia’s invasion as a violation of international law, but see the war primarily as a Western concern, not theirs. Although these states are critical towards the West, they are not anti-Western and they all value multilateral institutions; their foreign policy goals and features offer opportunities for the EU to engage with them, but that needs to happen on a more equal footing than what has traditionally been the case.

107. Why Senegal Should Minimize Petroleum Operations Emissions

Abstract:: Slowing climate change is not the only reason Senegal should reduce greenhouse gas emissions. Minimizing emissions, particularly of methane, from the country’s oil and gas operations will increase government revenues, support its ambitions to use gas to increase domestic energy access, and reduce harms to the health and environment of local communities. Senegal’s government is starting to act on minimizing emissions from oil and gas production, but officials should consider strengthening the regulatory framework to support emissions minimization. Greater transparency and accountability, including effective campaigning by civil society actors, is critical to ensure effective action by companies, investors and the government. Measures to reduce oil and gas methane emissions have been well-known and cost-effective for many years, but progress in most countries has been slow. Senegal’s government should at a minimum ensure that the existing regulatory framework is publicly accessible, while Senegal EITI should advocate for disclosure of actual emissions when oil and gas production starts.

108. Equitable Sharing of Mining Profits: The Best Deal for Tanzania?

Abstract:: Tanzania’s unique approach to mining taxation, described as an equitable sharing of economic benefits between government and mining company according to a negotiated split, could leave the country shortchanged. Tanzanian citizens have access to the terms of only one profit-sharing deal, a 50-50 framework agreement for Barrick’s gold mines. The rest remain unpublished, despite laws that require the government to disclose deal terms. The Barrick deal predicates government revenues more heavily on mine profitability than a more typical regime, making these revenues more uncertain. This structure also increases the risk that companies may seek to avoid tax payments. Negotiating the split on a project-by-project basis, without any legal guardrails on the approach, increases the risks of corruption and unfavorable deal terms. The Tanzanian government could eliminate these risks by borrowing provisions from other countries that also require a specific government share of mine profits but take a different approach. However, unless the government has identified benefits from its current sharing mechanism that a more typical regime does not offer, it should not pursue a sharing mechanism and instead focus on improving the underlying regime, such as increasing its flexibility with regards to profits and reducing tax avoidance risks. To gain more trust from citizens, Tanzania’s government should explain how the mechanism works in existing deals.

Abstract:: Estonia’s renewed foreign policy engagement in Africa holds a historical foundation proving that the country’s approach to diplomacy is a gradual development and a work in progress. In recent years, Estonia has taken several strategic steps to enhance its ties with African nations across the realms of diplomacy, security, economic relations, business partnerships, development cooperation, and humanitarian aid – and has already had some success stories. This drive reflects both an ambition and a commitment to building stronger bonds between Estonia and Africa. To strengthen ties with African states, Estonia must commit to continuous engagement on the levels of government, businesses, and people-to-people cooperation, while acknowledging the current challenges and limitations. Such a comprehensive approach – albeit a demanding endeavour involving multiple stakeholders – would foster mutual trust, forming the basis for genuine partnerships and sustainable progress. Today, it is of essence to recognise the immense potential that this relationship promises. Demographic growth, rapid economic development, and expanding IT markets on the continent boost its global influence. As Africa gains more weight in international affairs, Estonia can engage in a mutually beneficial exchange. Africa’s prospective influence and Estonia’s existing expertise lay the foundation for a partnership that will fuel innovation and drive progress.

110. The Dragon and the Bear in Africa: Stress-Testing Chinese-Russian Relations

Abstract:: This report is based on a chapter of my forthcoming book on the relationship between China and Russia. For the US, this is arguably the most important bilateral relationship in the world today. A robust, resilient partnership between Beijing and Moscow has the potential to remake world order. It would usher in an era of international relations based on power and polarity, eroding the role of international law and institutions, and undermining the sovereignty and agency of smaller states. This world order would represent a serious threat to US interests, as currently defined. On the other hand, transactional, “thin” ties between China and Russia allow the US some breathing space. Instead of a revisionist authoritarian alliance, the US would confront two states that represent different types of challenges. In this case, Washington could deal with the acute, militarized threat of Russia in the near term, while remaining postured to confront the “pacing” threat of China—the only potential peer competitor to the US—over the longer term. The academic and policy worlds have been seized with the China-Russia relationship for almost two decades. Policy debates revolve around how to confront the two, with some arguing that the current focus on reversing Russia’s invasion of Ukraine puts the US at risk of being unprepared for the threat China represents. Others argue that Russia is not merely a disruptive power but represents a profound and immediate danger to US interests. Competition for resources often lurks in the background of this debate: US government organizations focused on Europe tend to argue for focusing on Russia first; those with an Indo-Pacific focus tend to argue that China should be the focus. What this debate often fails to consider is the nature of their relationship and its impact on US policy options. The scholarly debate fills this gap by focusing directly on the nature of the relationship: one camp defines it as a strategic partnership and the other defines it as an “axis of convenience.” Often missing from scholarly analysis, though, is an analysis of the implications for US policy. In other words, scholars often argue forcefully for one of these characterizations of the China-Russia relationship but then fail to advise what the US should do in response. Instead, their analysis focuses on the implications of the relationship for theoretical approaches to international relations. The book that will include this report aims to close this gap between the policy and scholarly debates. It aims to provide a better understanding of the nature of the China-Russia relationship and use that understanding to inform US policy options. It will do this through a novel approach. Instead of focusing on Chinese-Russian interaction at the level of the international system, as most approaches do, it focuses on their interaction “on the ground” in regions where both have important interests at stake. This report examines Chinese-Russian interaction in Africa; other chapters of the book focus on Central Asia, Eastern Europe, and East Asia. Africa and Central Asia provide good testing grounds for the China-Russia relationship because both have important but different interests there. How they advance and defend those interests and how they interact in doing so, can yield important insights into the nature of their overall relationship. These regions are also important because the US footprint is light. The US has been called the “binding agent” in ties between Beijing and Moscow. The idea here is that shared resistance to the US is the only major thing they have in common. In this view, removing the US from the equation will make China and Russia more likely to find reasons to compete rather than cooperate.

Abstract:: In recent years, France has suffered geopolitical setbacks in Africa. Tensions with Burkina Faso and Mali over French counter-terrorism operations led Paris to withdraw its troops from both of those countries. Russia is exploiting France’s failure to defeat terrorist groups in Africa as well as the feeling among many Africans that Paris exerts undue influence over its former colonies. The United States should learn from France’s mistakes and strive to build partnerships in Africa based on mutual respect, rather than focus too directly on competing with Russia or China.

Abstract:: Recent gains by Russian disinformation in Africa make up one of the quickest propaganda victories in history. Wagner Group-Kremlin narratives work to Russia’s material advantage, and to Africa’s strong disadvantage. Understandably, Western governments are skittish toward employing underhanded tactics to counter Russian lies. An alternative to inaction could be to marry Western government resources with the work of non-governmental organizations in Africa and elsewhere. As is sometimes said about climate change, it may already be “too late” to mount efforts to remedy the situation. But that is hardly a reason for doing nothing.

113. Hamas Allegations Threaten Another Breakdown in US-South Africa Ties

Abstract:: A reported call between South African Minister Naledi Pandor and Hamas Leader Ismail Haniyeh has renewed concerns that the African National Congress and government of South Africa are undermining US national security and foreign policy in the Middle East. This incident comes quickly on the heels of a springtime allegation that the African National Congress and South African government undermined US national security and foreign policy with respect to the Russian invasion of Ukraine. Over the summer, members of Congress called into question the eligibility of South Africa for trade benefits under the African Growth and Opportunity Act (AGOA) and its suitability to host the AGOA Forum. This was in response to the prior allegation that South Africa transferred arms or enabling technologies to Russia. Prior to next month’s AGOA Forum, there is an expectation that the AGOA eligibility determinations for 2024 will be delivered to Congress. This sets the stage for another potential showdown over the AGOA eligibility of South Africa and its suitability to host the AGOA Forum. At this stage, it is unlikely that South Africa will be deemed ineligible for AGOA trade benefits or removed as the host of the AGOA Forum. However, a political debate over its AGOA eligibility could cast a long shadow over the event and lead to another breakdown in the strategic partnership between South Africa and the United States. The White House will want to avoid both of those outcomes.

114. Using Taxation to Fund Military Spending

Abstract:: World military expenditure is on the rise. To fund their increases in military spending, options available to governments include tax, debt or revenue from natural resources. Each form of financing has its consequences, economic, political or social. Tax is the prevalent source of finance for governments. The use of tax, and the choice among different types of tax, can have an impact on income inequality and economic growth, among other things. However, no scholarly attention has yet been paid to the use of taxation to fund military spending. Using statistical analysis combined with in-depth case studies sheds light on this use of taxation. The findings—based on data for 100 countries between 1990 and 2020 and reinforced by detailed case studies on Burundi and Ukraine—show that countries in conflict tend to resort to indirect taxation to fund military expenditure. This is particularly true for low-income countries and for countries with an autocratic regime. This association can be consequential, considering the accumulated evidence on the impacts of indirect taxation on income inequality.

115. Verifying Nuclear Disarmament: Lessons Learned in South Africa, Iraq and Libya

Abstract:: Inspections in the 1990s and early 2000s in South Africa, Iraq and Libya were designed to discover the details of nuclear weapon programmes and destroy any remnants. As the global norm against nuclear weapons strengthens, the international community may once more require verification of a state’s denuclearization. But success in the three earlier cases does not guarantee success in the next similar task—any future inspection mission must learn from the lessons of the past. This report draws on the unique experience of Robert E. Kelley, a participant in all three past denuclearization efforts. In it, he gives an account of the unique scale and circumstances of each investigation and the different tools and approaches required. By publicly documenting and comparing obstacles and successes in the three cases for the first time, this report gives meaningful and practical insight into the difficult work of disarmament and its verification. It is an essential resource for future inspectors—and all others interested in what real disarmament looks like on the ground.

116. The “Odious” Legacy of Chinese Development Assistance in Africa: The Case of Angola

Abstract:: Within days of taking office, China’s new foreign minister, Qin Gang, was on a plane to his country’s main African client: Angola. Landing in Luanda on January 12, Qin Gang was ostensibly bringing a gift—a $250 million loan to help Angola expand high-speed broadband. Some gifts, however, are not what they seem, and some of the recent financial gifts from Chinese sources have been toxic. Soon after Qin visited Angola, US Treasury Secretary Janet Yellen traveled to three African countries but skipped Angola, possibly because of its checkered history with Chinese development assistance. The case of Angola raises questions about the extent and nature of Chinese loans and infrastructure aid to a growing number of African nations, as well as the consequences of such loans on those countries’ relations with the US.

117. America’s Best Choice in Sudan Is the Least Bad Option

Abstract:: Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.

Abstract:: Analysts have long understood the war against al-Shabaab, al-Qaeda’s East African affiliate, as “unwinnable” and “[with] no end in sight.” Most have considered the group one of the largest and most sophisticated jihadist insurgencies on the planet while viewing Somalia, the state in which it was born and primarily operates, as a quintessential “failed state.” Yet in mid-2022, many analysts began to change their tune. Al-Shabaab began to suffer its most significant setbacks in a decade at the hands of a clan uprising in Somalia’s central states of Hirshabelle and Galmudug. The uprising quickly received military support from the Federal Government of Somalia (FGS), and some United States officials believe it constitutes Somalia’s Anbar Awakening. Meanwhile, Somali officials speak of this offensive, which they’ve now dubbed Operation Black Lion, as the long-awaited death blow against the group. Unfortunately, the pendulum started to swing back after al-Shabaab began regrouping and counterattacking in early 2023. As of September 2023, the Somali government is struggling to complete the offensive that began last year in central Somalia. All the while, the government promises to achieve ever more ambitious goals for defeating the group in its southern Somalian strongholds by the end of 2024. The question, then, is whether Somalia is really turning a page in the war against al-Shabaab, with the group’s defeat or meaningful degradation in sight for the first time in years, or if the FGS’s battlefield progress in 2022 was merely a short-lived setback for the terrorist group. In this report, I argue that the ongoing, if faltering, offensive against al-Shabaab reveals the dilemma of counterterrorism in the Horn of Africa: On the one hand, al-Shabaab is not invincible, and the group’s center of gravity—its ability to gain a modicum of acceptance or legitimacy from vulnerable Somali communities—has been exposed as fragile. On the other hand, Somalia’s perennial and myriad political disputes, as well as other issues like a lack of state capacity and rampant corruption, are preventing its federal and state governments from capitalizing on the opportunities available to them. Instead, Mogadishu, aware of its limited military capacity, is looking to the militaries of neighboring Kenya and Ethiopia to bear the brunt of its anticipated offensive into southern Somalia, even though these countries’ controversial interventions in Somalia over the years have catalyzed al-Shabaab’s formation and expansion. In any case, there appears to be little appetite from either country to engage in another offensive. Al-Shabaab, for its part, is counterattacking against government forces in central Somalia and looking to expand its operations in neighboring countries—in part to hinder those regional militaries’ potential participation in any forthcoming offensive. Consequently, the situation looks less promising than it did at the end of 2022, and al-Shabaab is unlikely to face a meaningful defeat in the coming months. Instead, the best-case scenario would see this military offensive degrade al-Shabaab over the coming months to the point that the terrorist organization partially fractures and loses some of its popular support, possibly opening up room for the FGS to negotiate with factions of the group. A more likely scenario, however, would see the conflict remain a stalemate, with the government’s current offensive bringing only temporary or superficial gains that do not meaningfully degrade al-Shabaab’s capacity. I have drawn this report from insights I gained during a four-week trip to Kenya and Somalia in June 2023. Within Somalia, I traveled around the federal capital, Mogadishu, as well as the capitals of the states of Jubbaland, Galmudug, and Puntland, in the south, center, and north of the country respectively. I also traveled to the frontline town of Bar Sanguuni, near al-Shabaab–controlled territory in Jubbaland, and separately to Las Anod, a disputed city that both Somaliland and local clans have claimed and that is at the heart of a new regional conflict. Given the sensitivity of discussing security matters in Somalia, I have anonymized the details of interview subjects in almost all references.

120. Tricks of the trade: Strengthening EU-African cooperation on trade in services

Abstract:: Services are increasingly important for international trade, accounting for about half of global trade flows. Trade in services is growing more rapidly than trade in goods. Trade in services is critical for improving the competitiveness of African economies, increasing their participation in regional and global value chains, and promoting inclusive growth. Improved trade in services with African countries could help the EU diversify its supply chains, strengthening resilience and reducing dependencies on China and other Asian countries. The cooperation on domestic regulatory frameworks required for trade in services can promote a shared understanding of regulatory goals and standards between the EU and Africa across many sectors. None of the trade agreements between the EU and African countries currently covers services, and only one African country is part of the WTO Joint Initiative on Domestic Services Regulation. There is therefore no dedicated platform for cooperation on services regulations. The African Continental Free Trade Area agreement provides an unprecedented opportunity for African countries to improve domestic services regulations and could be a new basis for cooperation with the EU.

Abstract:: The recently published work Arrested Development: The Soviet Union in Ghana, Guinea, and Mali, 1955–1968 (Cornell University Press, 2022) explores the Soviet Union’s economic partnership with three newly-independent countries in West Africa during the Nikita Khrushchev era. The Toynbee Prize Foundation interviewed the author, Alessandro Iandolo, on the story and the main arguments of his book. Alongside discussing the emergence of the Soviet Union as an international development actor and the challenges it encountered in post-colonial Africa, Iandolo explained the characteristics of the Soviet development model, its similarities and differences to the Western alternatives, and why the Soviet development assistance in Ghana, Guinea, and Mali was not primarily oriented around spreading the communist ideology. Alessandro Iandolo is a historian of the Soviet Union and the world. His research interests cover the USSR’s economic, intellectual, and political interactions with external ideas, states, and people. His current project investigates intellectual exchanges between Soviet and Latin American economists on theorizing “backwardness” and “dependency.” He is a Lecturer in Soviet and Post-Soviet history at University College London.

123. Overreach in Africa: Rethinking U.S. Counterterrorism Strategy

Abstract:: Due to an overly broad definition of threat, the United States currently commits far too many military resources to counterterrorism, especially in Africa. The United States is pursuing military action against at least thirteen terrorist groups in Africa, but only one of those groups has the “global reach” to be a threat to Americans. Consequently, the U.S. military is fighting a slew of counterinsurgency—not counterterrorism—wars in Africa today, a strategy that borders on nation-building. Counterintuitively, U.S. security assistance, training, and military activity in Africa since the 2000s has inadvertently aided the growth of terrorist groups in the region. Most concerning, U.S. policy today could be helping to inspire the next generation of global jihadists tomorrow, intent on attacking the United States and its closest democratic allies. U.S. military activity in Africa has expanded significantly over the past decade and a half and this trend will likely continue even further without an intentional course correction. The potential for further mission creep and overexpansion is high. Washington should wind down direct military activity and close most military bases in Africa, while also curbing security assistance to local regimes.

Abstract:: On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

Downing, a former distinguished chair of the Combating Terrorism Center at West Point, used to tell his colleagues at the Center, “Who thinks wins.” In this month’s feature article, Christopher Faulkner, Raphael Parens, and Marcel Plichta argue that smarter counterterrorism in the Sahel, and across sub-Saharan Africa, can pay big dividends for the United States on the field of great power competition. They write that “the United States is at a critical juncture as it looks to adapt its counterterrorism mission. Nowhere is this more evident than in the Sahel region of Africa, where for the past decade, the United States has relied on France to serve as the counterterrorism lead. Those days are over, at least for now, and the United States is left attempting to balance its counterterrorism efforts in the frame of great power competition. However, too often these two strategic objectives are cast as zero-sum. In reality, U.S. counterterrorism in the Sahel, if appropriately reassessed, designed, and implemented, can generate real wins for the United States as it seeks to counter Russian and Chinese influence in the region. Additionally, and most importantly, it can improve the prospects for stability and security for African states in desperate need of both.” Our interview is with two counterterrorism officials at the Catalan Police – Mossos d’Esquadra: Inspector Lluis Paradell Fernandez, head of the Central Analysis Unit, Intelligence and Counterterrorism Service, and Deputy Inspector Xavier Cortés Camacho, head of the Counterterrorism Central Area. They discuss lessons learned as a result of the 2017 Islamic State-inspired attacks in Barcelona and Cambrils, the evolving threats Catalonia faces, and the importance of “a joined-up effort in working to prevent violent extremism.” Lucas Webber and Daniele Garofalo write that “the Islamic State’s leadership and central propaganda apparatus have been pushing to boost the Somalia branch’s profile, while pro-Islamic State-Somalia groups have been producing media content to help the movement’s message reach Somali, Amharic, Oromo, and Swahili speakers to boost fundraising, recruitment, and violent incitement efforts as well as to grow grassroot support in regions populated by these ethnolinguistic communities.” They argue that “these developments could have regional security implications if the Islamic State is able to strengthen the Somalia branch using these means. Bolstered transnational connections could enable violent incitement and attacks directed into neighboring countries.” Nodirbek Soliev examines digital terror financing by central Asian jihadis. He writes that “their online financing efforts tend to involve three stages. The first is the dissemination of fundraising propaganda and contacting prospective donors via online public accounts. The second is communication via encrypted messaging apps to identify a suitable mode of transaction and to provide security protocols. The third is the transaction itself. Understanding these mechanisms can help enhance relevant countries’ response strategies against terrorism financing risks.”

Abstract:: This month’s feature article focuses on the challenge posed by the evolving Islamic State insurgency in Mozambique. Emilia Columbo writes: “The deployment of regional military and police forces to Cabo Delgado Province in northern Mozambique to assist the Mozambican government against what was then a growing jihadi insurgency nearly two years ago has introduced new dynamics into the conflict, expanding the insurgency’s presence in the region and increasing the importance of the information space as each side works to persuade its constituencies that the conflict is proceeding in its favor.” She assesses that the sustainability of security gains along the coast “will depend largely on the government’s willingness to develop and implement a more balanced counterterrorism approach that addresses the underlying grievances driving this conflict.” Our interview is with Jessica White and Galen Lamphere-Englund, co-conveners of the Extremism and Gaming Research Network, which started a little over two years ago as a practitioner- and researcher-led initiative to try and unpack concerning developments in the online space. Alexander Ritzmann writes that “the alleged plot against the German government by the Reichsbürger group Patriotic Union, whose key members were arrested on December 7, 2022, is best understood as a thwarted, possible early-stage terrorist plot, rather than a preempted imminent violent coup attempt. The Reichsbürger, who are comprised of different groups and networks, claim that the German state of today does not legally exist. Many Reichsbürger ascribe to a version of the anti-Semitic ‘New World Order,’ others believe in ‘QAnon.’” He notes that “although the vast majority of Reichsbürger are neither considered violent nor right-wing extremists by German security agencies, the threat posed by a minority of violent and extremist Reichsbürger persists, with German security agencies continuing to thwart alleged violent activity linked to different Reichsbürger groups.” Francesco Marone examines how an ongoing hunger strike by the imprisoned insurrectionary anarchist terrorist Alfredo Cospito has amplified the threat in and beyond Italy posed by “a transnational extremist tendency that promotes ‘self-organized’ illegal and violent actions, even against people.”

Abstract:: This issue focuses on Africa, the current epicenter of global jihadi terror. On January 18, 2023, the military junta in Burkina Faso demanded that France withdraw its troops from the country within a month, raising concerns the regime in Ouagadougou may be set to follow Mali in hiring the Wagner Group to help contain the worsening jihadi threat to their country. In the feature article, Héni Nsaibia and Caleb Weiss write that “there seems to be a very significant probability that the military government in Burkina Faso will indeed hire Wagner in the near future.” They assess that a future potential Wagner deployment to Burkina Faso would entrench Russian influence in the region, complicate Western policy in West Africa, and “likely result in a further upsurge in jihadi violence in Burkina Faso given the fact that jihadi attacks, perpetrated by both JNIM and the Islamic State, have increased dramatically across Mali since Wagner’s deployment there just over a year ago.” In our interview, Brigadier General Rose Keravuori, the Deputy Director of Intelligence at the United States Africa Command, observes that “for al-Qa`ida and ISIS, the most operationally active and financially lucrative affiliates are on the African continent.” She warns that Islamic State groups are looking to grow in southern and central Africa and that in Mali, Niger, and Burkina Faso, the al-Qa`ida affiliate JNIM “has grown exponentially, so much so that the littoral countries of Ghana, Togo, and Benin view it as an existential threat.” Stig Jarle Hansen writes that “there are reasons to be optimistic that the current Somali offensive against al-Shabaab could enduringly weaken the group. The operations have gained momentum and demonstrated that the Somali army has made large improvements over the last decade. The use of local clan militias as well as U.S. and Turkish drone support have acted as force multipliers, and the Somali government is finally making a concerted effort to go after al-Shabaab’s income generation.” He argues that “what will be key is to erode al-Shabaab’s ability to infiltrate government-controlled areas and to govern, tax, and implement ‘justice’ in these areas. In the past, this has been crucial to al-Shabaab resilience and income. Accordingly, there needs to be more focus on a ‘clear and hold’ strategy rather than just ‘search and destroy.’”

129. Advancing Victims’ Rights and Rebuilding Just Communities: Local Strategies for Achieving Reparation as a Part of Sustainable Development

Abstract:: This comparative study examines strategies used by local actors to facilitate the operationalization of reparations for victims of widespread human rights violations, while highlighting the synergies between these efforts and sustainable development. The study is based on the fieldwork of ICTJ and its partners in four contexts—Colombia, The Gambia, Tunisia, and Uganda. These countries represent a range of different situations, where the progress made, challenges faced, and overall political and institutional contexts vary significantly. Nonetheless, comparison of the approaches used across the cases offers valuable insights for those working in these and other contexts. In The Gambia, the truth commission and legislation for reparations have created expectations among victims, but a program has yet to be implemented. In Uganda, the legal and policy framework for reparations exists, but there is no enabling legislation or mechanism to provide them as a result of stalled political will. In Tunisia, the truth commission recommended reparations, but the political and economic situation make operationalization unlikely. In Colombia, challenges faced by reparations have informed the design of restorative sanctions that include reparative projects but are yet to be implemented. The major insights gained from this comparative study relate to the specific ways in which reparations can contribute to individual and community well-being and development; innovative and effective approaches to ensuring victims and communities receive reparations and support, including through collective action, engagement with government, and grassroots initiatives; the integration of victims’ needs and priorities into development policies and models; and the reparative elements of complementary accountability and reform measures that are participatory, address corruption and marginalization, and contribute to gender justice and equality. The report offers practical guidance and policy recommendations for advancing reparations as an integral element of broader societal efforts to facilitate inclusion, justice, peace, and development.

130. China’s Provinces as Global Actors: Evidence from China-Africa Relations

Abstract:: With the launch in the early 2000s of China’s ‘Going Global’ Strategy, Chinese provinces became one group of actors participating in China’s South-South relations. In this Strategic Update, Charlotte Lenz investigates the role of Chinese provinces as foreign policy actors and explains their internationalisation strategies, challenging the prevalent perception of China as a unitary actor on the world stage. Drawing on evidence from Africa-China relations, the report identifies two strategies employed by Chinese provinces in pursuit of their foreign policy interests: (1) Formal and informal “twinning” as a collaborative model between central and local actors, wherein central actors design policies and provincial governments execute projects; (2) and “clustering” according to a sectoral logic of investment and diplomacy in which a certain Chinese province engages a certain foreign country. Despite ongoing bureaucratic centralisation under Xi Jinping, provinces continue to pursue their own internationalisation strategies to help meet local economic and employment targets. Understanding their agency, interests and limitations is thus key to deriving a better understanding of China’s evolving global presence.

Abstract:: It is painfully clear that South Africa is performing poorly, exacerbating problems such as inequality and exclusion. The economy’s ability to create jobs is slowing, worsening South Africa’s extreme levels of unemployment and inequality. South Africans are deeply disappointed with social progress and dislike the direction where the country seems to be heading. Despite its enviable productive capabilities, the national economy is losing international competitiveness. As the economy staggers, South Africa faces deteriorating social indicators and declining levels of public satisfaction with the status quo. After 15 years, attempts to stimulate the economy through fiscal policy and to address exclusion through social grants have failed to achieve their goals. Instead, they have sacrificed the country's investment grade, increasing the cost of capital to the whole economy, with little social progress to show for it. The underlying capabilities to achieve sustained growth by leveraging the full capability of its people, companies, assets, and knowhow remain underutilized. Three decades after the end of apartheid, the economy is defined by stagnation and exclusion, and current strategies are not achieving inclusion and empowerment in practice. This report asks the question of why. Why is the economy growing far slower than any reasonable comparator countries? Why is exclusion so extraordinarily high, even after decades of various policies that have aimed to support socio-economic transformation? What would it take for South Africa to include more of its people, capabilities, assets, and ideas in the functioning of the economy, and why aren’t such actions being undertaken already? The Growth Lab has completed a deep diagnostic of potential causes of South Africa’s prolonged underperformance over a two-year research project. Building on the findings of nine papers and widespread collaboration with government, academics, business and NGOs, this report documents the project’s central findings. Bluntly speaking, the report finds that South Africa is not accomplishing its goals of inclusion, empowerment and transformation, and new strategies and instruments will be needed to do so. We found two broad classes of problems that undermine inclusive growth in the Rainbow Nation: collapsing state capacity and spatial exclusion.

Abstract:: In September 2001, just days before 9/11, I arrived in Pissila, Burkina Faso for my Peace Corps assignment. I was eager to get to work helping my new home community do surveillance for a neglected tropical disease (NTD) called dracunculiasis, or Guinea worm disease. As a Peace Corps Volunteer in rural Burkina Faso, I biked from village to village, asking community members if they were aware of anyone with Guinea worm disease, an infection that has impacted both humans and animals since ancient times. Thanks, in part, to the work of volunteers before me, I never actually saw a person with Guinea worm disease during my two years as a volunteer. Burkina Faso was on the brink of eliminating the disease, and I remember thinking that the children in my community would never know the word for Guinea worm in their language, Moorè; it would not be in their vocabulary because they would never have to worry about it. I’ve reflected on that more than once during my career in public health. Knowing that we are truly making diseases history has been the drive underlying my efforts for the last two decades.

133. Coming to Grips with Poverty in Africa

Abstract:: Reducing poverty has been at the heart of U.S. foreign assistance in dozens of low-income countries for more than a half-century. Despite U.S. foreign policy objectives, much work, and hundreds of billions of assistance dollars expended, the poorest of the poor have not advanced. While some low-income countries have made some small progress, after decades of aid most are still in the bottom ranks of absolute poverty. All the countries in the Least Developed Country (LDC) category have more poor people than ever before. Thirty-seven of forty-seven of these LDC countries are in Africa. Although a handful of countries have graduated from LDC status, this disturbing ranking remains basically unchanged since the LDC list was established by the UN General Assembly in 1971. This unchanging list of extremely poor countries tells us that a better understanding of poverty is needed, especially in Africa, to make U.S assistance programs more effective. While Asian countries have made remarkable progress over the past 50 years in reducing the number of poor, the absolute number in sub-Saharan Africa (SSA) continues to grow. People in SSA are more than twice as likely to live in poverty than in South Asia, the next poorest region in the world. The World Bank reported there were 284 million Africans living in extreme poverty in 1990; this number had risen to 433 million in 2018 and continues to rise. The percentage of the population living in poverty in SSA is slowly decreasing, but this decline is overcome by population growth. The COVID-19 pandemic pushed tens of millions of people below the poverty line of $1.90 per day. Climate change, rising crime, inflation, and violent conflict are forcing many more millions below this line. Governments that are unable to provide basic services and struggle to cope with high levels of national debt compound the problem. The 2030 UN targets for eradicating poverty will not be met.

134. Doing More with Less, or a Stunt?

Abstract:: Faced with inadequate funding, US embassies in the developing world regularly hear the refrain “Do More with Less.” In the late 1970’s, as ambassador to Guinea, I worked with the socialist/communist President Sekou Touré. He had banned commerce of any sort. As a result, Guinea must have been the only country in Africa without markets, without women seated behind mounds of nuts, vegetables and grains, without the bustle of trading activity. The countryside and villages of what had been a relativity prosperous French colony were dirt poor and unhappy. Sekou Touré blamed that on the Guinean people. He complained to me on one occasion: “I am fed up with my Guinean people. I tell them to work and produce for the good of everyone, not just their own families, and they won’t do it”! I refrained from replying that national collectivism might not be the best way to encourage productivity. This was at the height of the Cold War, and, partly as a consequence of his policies, Guinea hosted a Soviet mission of 1200 (sic!), which included engineers, mining and agricultural experts, medical advisors, railroad technicians and more. The Chinese mission, in competition with the Soviets, numbered 700, which included construction laborers engaged in erecting a splendid government center and theater. By contrast, my embassy had sixteen American staff members. How could our pint-size embassy possibly compete with the scale of presence of our Cold War adversaries? Well, in the 1970s USAID was providing a sum of $25,000 to every American ambassador to direct as he or she thought best to the development of their country of assignment. In traveling about Guinea, I had seen youth in every village playing the universal sport of soccer—but with a bag of rags, an old shoe, sometimes even a plastic bottle in place of a ball. So, I ordered $25,000 worth of soccer balls, each imprinted with the clasped hands of American aid. We were able to distribute one to each village and community in Guinea. Football field at dusk. Ball on the grass to lower right, players in silhouette against the sky.The distribution opened the door to a particularly African form of corruption. The minister of the interior was responsible for countrywide distribution. The minister could not resist the temptation to deliver a disproportionate number of soccer balls to his own tribal area. A national employee of the embassy, the member of a different tribe, learned of this misdemeanor and we were able (largely) to correct it. Some USAID officials in Washington complained that this was a “stunt”, not economic development. But no other expenditure of $25,000 could possibly have drawn more attention and gratitude to the United States.End.

Abstract:: Sitting at my desk in March 1996, with a large picture window behind me, in my role as deputy chief of mission in Bangui—the capital of the Central African Republic (CAR)—it seemed a normal lunch hour. Several people had left the chancery, including the ambassador and the consular officer. The silence of the moment was suddenly broken when the country’s then president, Ange-Felix Patasse, called. In French, he asked first for the ambassador, but since she was away, he spoke to me and uttered one line: “Madame, the soldiers are on the move,” and hung up. Seconds later I heard the crack of gunshots and fell to the floor, far from the picture window. I knew the shots were close. Grabbing my cellphone, I called the State Department’s operations center to give a quick brief. The officer who answered was a woman who had been in my entering Foreign Service class. “Vonda,” I said, “I’m calling you from the floor of my office. The military here is beginning to attack the government and we have shots in the embassy area.” She responded that she’d write up a brief for the secretary of state immediately and told me to call back as soon as safe to do so. My first reaction was not one of fright, but to go into reporting mode: “start a log if there’s a crisis.” I did so on yellow legal paper, aiming to capture every shot or movement. About five minutes later, the consular office ran into my office, hair askew, his normally placid, serious demeanor mutated into one of fear. He couldn’t get home to his wife and children. Manned barricades of soldiers with AK-47’s barred access to the diplomatic residential section located along the winding Bangui River Road separating the CAR from the Congo. I instructed him to grab the list of all American citizens registered with the embassy so they could be told of the dangerous situation and advised to stay in place until further notified. All this happened like clockwork; I don’t remember feeling anything except the need to get the job done. That is, I must notify Washington (check), start the log (check), and find the ambassador (check). Fortunately, she too came running into the secured area. Her chauffeur caught wind of the fighting as soon as they had begun traveling. All of this transpired within 15-20 minutes of the president’s call. I knew that I next had to draft a reporting cable and call our country desk officer at the State Department. All of this was automatic. Just like our colleagues in the military, we diplomats undergo stringent training for the unexpected, the sudden coups, natural disasters or civil wars that might occur anywhere in the world. Knowing this methodology intellectually is one thing; having it occur on your watch, another. But my mind, body, fingers, and voice flew into action without a second thought. On automatic, brain and body doing the necessary. Since my secretary’s residence was located before the barricaded road, she had been able to rush back as well. I began dictating the log to her, referencing my legal pad, and then adding the analysis for Washington, in this case for the National Security Council, the Defense Department, intelligence agencies, our United Nations mission, as well as for our allies in Europe, Africa and Asia. All would want to know, as they had vested interests on the continent, and the potential of any conflict bleeding over into a threatening environment for their citizens was always a fear.

136. I Didn’t Join the French Foreign Legion, but It Helped Rescue Me in Chad

Abstract:: In talks on the Foreign Service, I’ve often told this story about the reaction back home to my new career: After several months of training in Washington, I visited Chattanooga over the July 4, 1963, holiday. At a barbeque hosted by my parents, people were curious about what I was doing since I had graduated from college. “Why, I’ve joined the Foreign Service,” I proudly announced to the first couple that asked. Their eyes widened and their jaws dropped in consternation. “Now why in HAIL would yew go and do a thaing like that?” asked the husband. Further conversation revealed that they mistook the Foreign Service for the Foreign Legion (about which they had recently seen some old Hollywood movies on TV), and they couldn’t imagine why I would want to go and fight for the French army in the Sahara Desert. Among my parents’ friends and neighbors, the American Foreign Service was totally unknown, but most Americans were familiar with the French Foreign Legion because of numerous movies about it from the 1920s through the 1960s. The most notable was Beau Geste, released in 1939.

Abstract:: As I stood in line (safety distanced) to receive a COVID test before returning home to the US after a trip to Cote d’Ivoire in 2022, I was able to see and reflect upon the enduring legacy of the American public health diplomacy effort to fight the global pandemic of HIV. The testing site had the unmistakable dual-flag PEPFAR (The President’s Emergency Plan for AIDS Relief, announced by George W. Bush in 2003) logo outside, indicating that the testing equipment (and likely the training for the personnel inside) came via a PEPFAR project. I’ve seen similar stamps on rural labs and remote health posts across the countries I’ve worked in (as well as on the airport welcome signs of many a friendly health worker who has readily included me in their work), and it always serves to remind me of the common goals we are working towards in these health diplomacy projects.

138. Exploiting a "Vast Jihad Arena": The Islamic State Takes Territory in Mali

Abstract:: In April, Islamic State fighters in Mali seized villages surrounding the city of Menaka, marking the group’s first territorial conquest since losing its final Syrian foothold in 2019. The human cost of these advances has been steep. By May, at least 150,000 individuals had reportedly been displaced, and civilians have been subjected to targeted killings, kidnappings, and looting. The offensive occurred amid a string of regional of security setbacks: namely, France’s August 2022 military withdrawal (which followed the Malian junta’s expressed preference for Russia’s Wagner Group), the April 2023 dissolution of the UN mission in Mali, and the junta’s decision earlier this month to form a tripartite alliance with Burkina Faso and Niger, thereby undermining the French-led G5 Sahel framework designed to thwart jihadist actors in the region. In this amply illustrated Policy Note, Aaron Zelin and Sarah Cahn explain that while the United States may have limited room for maneuver in Mali today, it can promote regional stability and U.S. national interests by pursuing further sanctions against local Islamic State officials and exploring constructive arrangements with nearby African states.

140. Niger Coup Threatens U.S. Strategy on Counterterrorism and Russia

Abstract:: On July 26, Nigerien president Mohamed Bazoum was detained by members of his special guard and put under house arrest, where he remains under harsh conditions. Gen. Abdourahmane Tchiani has since declared himself head of the so-called “National Council for the Safeguard of the Homeland” and appointed a twenty-one-person cabinet on August 8. The coup comes in the wake of military takeovers in Guinea, Burkina Faso, Mali, Chad, and Sudan over the past three years, demonstrating regional anti-democratic trends amid trans-regional instability. Diplomatic efforts to quell the crisis have failed to date. U.S. secretary of state Antony Blinken has made repeated calls to Bazoum, reflecting a commitment to securing his release and returning to “constitutional order.” Bazoum was a close American security partner prior to his arrest and was accorded a prominent role during the U.S.-Africa Leaders Summit in Washington last December. Blinken has also reached out to former president Mahamadou Issoufou, who has better personal ties to the junta; he was once an ally of Bazoum but had recently broken with his successor’s anti-corruption initiatives. This call followed Acting Deputy Secretary Victoria Nuland’s unsuccessful August 8 visit to Niamey, where she was prohibited from meeting with Bazoum or Tchiani. Instead, she spoke with Gen. Moussa Salaou Barmou, a longtime U.S. security partner who serves as the military’s new chief of staff but would not offer so much as an assurance of Barzoum’s safety, let alone his release or restoration. With the junta rejecting all U.S. and regional diplomatic initiatives, the Economic Community of West African States (ECOWAS) has threatened military intervention. The alliance’s leaders met on August 10 and agreed to deploy a standby force, though how quickly it can be assembled remains unclear. In neighboring Algeria, President Abdelmadjid Tebboune strongly condemned the junta but said any military intervention in Niger would represent “a direct threat” to his country, declaring, “There will be no solution without us. We are the first people affected.” In Libya—another neighbor keenly attuned to Niger’s stability given persistent smuggling—the Government of National Unity condemned the junta, while the eastern-based warlord Khalifa Haftar condemned the threats by ECOWAS. Elsewhere, Egypt has remained largely silent about the crisis, while Saudi Arabia and the United Arab Emirates quickly denounced the coup and called for Bazoum’s restoration (in part because he is Niger’s first Arab president). The UAE also sent some military vehicles to neighboring Chad, providing additional border security and signaling their growing bilateral relationship.

141. Developmental States in Africa: The Mauritian Miracle

Abstract:: A developmental state is both a theoretical construct and a description of the political economy of certain nations, primarily in East Asia, over a specified time period. Theoretically, a developmental state is a particular type of state with a high degree of autonomy and solid institutional competence, allowing it to undertake a series of effective state-interventionist policies in pursuit of developmental objectives. Statism and state autonomy underpin the conceptual framework of the developmental state. The developmental state defied the neoclassical orthodoxy in development economics. Despite lacking the attributes of the mainstream neoclassical consensus in development economics and facing an uphill battle from such institutions, developmental states in various regions of the world have achieved high levels of economic growth. This study seeks to investigate the developmental state trajectories of Mauritius in relation to vital elements of developmental states. In an effort to do so, this study poses the following question: "What accounts for Mauritius' development state success in Africa?". By looking at the link between institutional building and economic performance, the study finds that Mauritius has replicated key developmental state institutions, including embedded and autonomous bureaucracy, making it one of Africa’s most successful developmental states.

Abstract:: While enhancing our economic relations with African countries was positioned as a target within Türkiye’s vision, especially after the Cold War, this could only come true in the first decade of the 21st century. As a result, there have been significant trade volume developments. Although Türkiye had a trade deficit with Africa from the mid-90s to the early 2000s, it became a surplus party in the subsequent period due to stagnation and the impacts of various crises. The trade with Africa is primarily with North African countries due to geographical proximity and historical ties. While Africa's share in Türkiye's total foreign trade volume has been gradually increasing, it remains significantly lower compared to Asia and Europe. Relations between the continent and Türkiye haven’t grown stronger yet, mainly because most African countries were former colonies. On the other hand, Türkiye's geographical proximity to Africa offers a significant opportunity to meet African countries' agricultural and food needs. In this context, this study aims to analyze Türkiye’s trade with the African continent and to reveal the opportunities, threats, strengths, and weaknesses this trade offers for both actors. Furthermore, the study provides recommendations to enhance these relations in this framework.

143. China’s Role in the Modernization of Malawi’s Agriculture Sector

Abstract:: China has assumed a key role in the modernization of Malawi’s agriculture sector, which has made recent progress in enabling smallholder farmers to produce higher crop yields. The introduction of agricultural technologies used in vegetable, fruit, maize and rice production through the China Aid Project for Agricultural Technical Cooperation has not only created employment opportunities for the local population, but has also strengthened the economic situation of small farmers in Malawi. In February, at the opening of a training for senior agricultural workers, the Embassy of the People’s Republic of China (PRC) in Malawi pledged increased support for the development of the country’s agricultural sector “under the framework of the Belt and Road Initiative, the Forum on China-Africa Cooperation (FOCAC), and the Global Development Initiative” (Xinhua, February 17). The creation of the FOCAC coincided with the new strategy of the Chinese government in the 2000s, when Beijing sought to utilize development assistance, particularly in the agricultural sector, in order to strengthen overall Sino-African relations. At that time, many African countries were desperately looking for technical assistance in order to achieve a high level of agricultural growth and to solve their persistent food insecurity problems. [1] Malawi is one of the countries on the continent that has suffered longtime food insecurity, where PRC agricultural aid and training has benefited many smallholder farmers, who have expressed their appreciation for the assistance rendered. While some farmers and extension workers express satisfaction with China’s support for Malawi’s agricultural modernization efforts, others are worried about the impacts of climate change, which threaten the full adoption of the technologies offered by the PRC. Already an estimated 3.8 million people, about 20 percent of the country’s population, are facing a food crisis due to drought and floods that hit the country during the last growing season (World Bank, April 7). But China’s technologies aim to mitigate climate change impacts through simple, low-cost, and innovative farming technologies, such as furrow and bucket irrigation.

144. Central African Republic Mine Attack: Can China Protect its Overseas Nationals?

Abstract:: On March 19, gunmen stormed a gold mine near Bambari, in the heart of the Central African Republic (CAR), killing nine Chinese workers. The People’s Republic of China (PRC) Embassy in the CAR issued successive warnings for Chinese nationals to evacuate all areas outside of Bangui, the capital. On the same day as the attack, the Embassy called on Chinese citizens in the CAR’s external provinces to immediately evacuate themselves and report their whereabouts (PRC Embassy in CAR, March 19). A subsequent Embassy warning on March 22 went further, stressing that the situation in the CAR is now “red” or “extremely high risk,” emphasizing that the March 19 attack demonstrated the “extreme necessity of evacuating Chinese companies and nationals” in areas outside the capital “as soon as possible” (PRC Embassy in CAR, March 22). Foreign Ministry spokesperson Wang Wenbin stressed that General Secretary Xi Jinping was closely monitoring the situation and had instructed that immediate action be taken to ensure the safety of Chinese nationals in the CAR and to “severely punish the murderers” (严惩凶手) (PRC Foreign Ministry [FMPRC], March 20). Exactly who perpetrated the attack remains, however, unclear. The CAR government faulted the rebel alliance, the Coalition of Patriots for Change, for the gold mine attack. However, the rebel group blamed Russia’s Wagner Group, which has been deployed in the country to protect the central government since 2018 (South China Morning Post [SCMP], March 20). The timing of the attack and subsequent allegations of Wagner’s involvement was inopportune for Xi as he prepared to travel to Moscow the following day for meetings with Russian leader Vladimir Putin, as Beijing sought to position itself as a mediator in the Russia-Ukraine War (Xinhuanet, March 21). In a blog post on the CAR attack, the well-known nationalist firebrand and former Global Times editor Hu Xijin observed that in “the chaotic situation in CAR anything can happen,” but rejected Western media conjecture concerning the Wagner Group’s involvement as an attempt to “undermine Sino-Russian relations” (Sohu, March 22). He even claimed that due to Wagner’s cooperative relationship with the CAR government, its operators reportedly “helped the authorities deal with the aftermath of the situation and evacuate the bodies of the dead Chinese miners back to Bangui.” Finally, Hu averred that in the “2020s anyone who kills a Chinese national will face severe punishment and retribution.” A post on Tencent echoed these sentiments, stating: “the Central Africa Republic owes us nine lives” before castigating the U.S.-led West for treating Africa as a “modern colonial territory” and creating conditions for “vicious attacks” on Chinese companies to drive them out of emerging markets (Tencent, March 28). Putting aside the murkiness of the March 19 mine attack in the CAR, the incident highlights a growing problem for China, which is the sheer proliferation of state-owned and private businesses operating overseas, either in conflict zones or in areas with chronic political instability. The population’s widespread expectation that the government will exact swift retribution against the perpetrators of attacks on Chinese nationals overseas also puts Xi in a difficult position, as popular assumptions about the People’s Liberation Army’s (PLA) ability to target armed groups in distant and difficult operational environments do not align with its actual capabilities.

Abstract:: Multinational oil companies are expected to be socially responsible to their workers, communities and other stakeholders through their social activities, even at the expense of their immediate profit. In line with the above, ExxonMobil has claimed to have invested millions of dollars in community development projects within the host communities since her inception. The host communities on the hand claimed that the company has reneged on its corporate social responsibilities to them. The main objective of this work is to assess ExxonMobil efforts in discharging its corporate social responsibilities (CSR) in oil producing communities of Akwa Ibom State in Nigeria. To achieve the objective of the study, survey and descriptive research design were adopted. Data were drawn from both primary and secondary sources. Accordingly, stakeholder theory of CSR was used as theoretical framework. The major finding of the study revealed among others that ExxonMobil h ad not significantly engaged in health care and skill acquisition programme in its host communities in Akwa Ibom State due to poor implementation of corporate social laws as well as the complicity of the Community Liaison Officers (CLOs) and the Exxon Mobil officials in the implementation of corporate social projects and programmes within the host communities. Based on the findings, the study recommended among others that the government should put a legal framework on ground that will make Corporate Social Responsibility mandatory as against the practice currently in vogue where Corporate Social Responsibility is discretionary. This will make the oil and other multinational companies operating in Nigeria to take CSR as a serious business rather than what is obtainable.

146. Exiting Somalia's Political Impasse

Abstract:: This paper argues that Somalia's Weberian state apparatus and legal-rational bureaucratic model need revision. Given the country's clan -based societal organization and dominant agrarian and pastoral economy, an alternative form of government that includes clan leaders, businesspeople, and urban-based nongovernmental organizations works best for Somalia. In such a system, the central government is a moderator articulating and aggregating diverse demands instead of power monopolizing. The success of the Islamic Courts and alShabaab Movement in working with the local population in their areas of control suggests that an informal form of government is more suitable for Somalia's traditional society than a formal system based on the concept of anonymous citizenship that is alien to the local value system. The unpropitious legacy of colonialism, and the failure of its democracy during the 1960s, leading to civil strife, wars, foreign intervention, and state failure that continue to grip Somalia validate the paper's research approach.

Abstract:: The manner at which public officials manipulates and won elections in Nigeria deeply depreciates the political value of the electorate and embolden such officials to refuse to be accountable to the masses. Thus, democracy in Nigeria has been profoundly endangered since Nigeria returned to democratic system of government in 1999 as a result of undemocratic practices, chiefly, the aspects that relates to elections and public accountability. At the center of these democratic misdemeanors in Nigeria is inherent lack of transparency and accountability of public leaders. This study therefore investigates perceptions of public accountability and its impacts on democratic stability in Nigeria with observations from Akwa Ibom State. The study articulated four objectives which translated into four research questions and four hypotheses. The Social Contract Theory was adopted for this study. The study also adopted descriptive research design and chi-square statistical technique to analyze the data collected. Research questionnaire was distributed to sample of 200 participants randomly selected from each of the three senatorial districts of Akwa Ibom State, totaling 600, which the researcher only retrieved 570 of it. The findings revealed among others that citizens’ views about the electoral processes influence their perceptions of democratic stability. The study recommended among others that the electoral processes should be very transparent to all citizens to enlist their trust and confidence in the political system.

Abstract:: This article examines the threat analysis across Africa that should be included in Force Design 2030 for the United States Marine Corps to be deployed landward to Africa or seaward of the continent. It is a strategic guidance document examined from a threat analysis of China, Russia, Korea, Iran, and violent extremist organizations. Africa is not mentioned, and this is a notable omission given that high level interventions in the past to Africa have not been overtly successful. Given geostrategic significances and hot spots it is inevitable that the Marines will be deployed there again. This article examines lessons learned from failures in Somalia, Libya, and Lebanon and successes in Syria and Iraq as well as the experiences of others—France in Mali and Burkina Faso and United States Africa Command. Great power competition, violent extremist organizations, and the gray zone phenomena across Africa are examined as are security, intelligence, counterintelligence, and hybrid warfare.

149. The EU-Africa partnership and development aid: Assessing the EU’s actorness and effectiveness in development policy

Abstract:: Development aid is considered a policy area where the EU is particularly influential. This CEPS In-Depth Analysis report provides an overview of the evolution of global and European governance in development policy and relations with the African continent. Exploring the period 1995-2021, the research highlights how global governance in development aid and relations with Africa have evolved in terms of both the tools used and the actors involved during the last decades. As supported by the EU, another important pattern is the shift from traditional official development assistance (ODA) to public-private financial frameworks, and from financing development projects to financing investment for infrastructure development. Assessing the dimensions of the EU’s actorness over time reveals an increasing trend, notably concerning its authority, autonomy and cohesion. However, more external dimensions of actorness (such as the opportunity to act and recognition) show a decreasing trend over the time period studied. The need for coherence is one of the main challenges facing the EU if it is to increase its actorness and effectiveness in development policy and its relations with Africa. Future EU policies on migration issues will also play a critical role in the EU’s actorness vis-à-vis Africa. Another challenge will be for the EU to maintain its key role as a development actor, better coordinating its development agencies and financial institutions (both national and international) to implement and coordinate public-private partnerships, co-guarantee schemes and collaborative blended finance platforms. This report is part of a series drawing on the outcomes of the EU-funded TRIGGER (Trends in Global Governance and Europe’s Role) project that ran from 2018 to 2022. Using the conceptual framework developed as part of TRIGGER, the report moves beyond observing the characteristics of the EU as an actor to explore its actorness/effectiveness over time in a specific policy domain – in this case, development policy.

Abstract:: Despite Italy’s economic significance as the Eurozone’s third-largest economy and founding member of the G7 and NATO, the country has struggled to translate its economic power into political influence. Yet, with Giorgia Meloni’s ascent to power, Italy’s approach to foreign policy appears to be evolving. In fact, since the very beginning of her term, Meloni displayed a rather bold approach towards reshaping Italy’s international status. As the President of the Council of Ministers – analogous to the post of Prime Minister in other countries – Meloni has adopted a distinct posture in addressing issues related to the Southern Mediterranean. Since taking office in October 2022, Meloni has made numerous visits to North Africa, engaging in a diplomatic offensive aimed at reinvigorating Italian policies. In January this year, following in the footsteps of former Prime Minister Mario Draghi, Meloni travelled to Algeria on her first bilateral visit abroad. Algeria is an instrumental country for Italy due to its vast hydrocarbon reserves and geographical proximity.[1] In 2022, Draghi paved the way for Algeria to become Italy’s top energy supplier, replacing Russia and thus allowing for a swift decoupling from Moscow as the Ukraine war rages on and energy prices continue to soar. Meloni’s posture in Algeria seeks to evidence her willingness to move beyond a mere set of energy memorandums and broaden Italy’s foreign policy to include strategic diplomacy with long-term goals. She described Algeria as Italy’s “most stable, strategic and long-standing” partner in North Africa,[2] and reassured President Tebboune that Italy stands by Algeria. The country has recently felt cornered following Morocco’s joining of the Abraham Accords, a feeling few other countries aside from Italy had the courage to assuage and which had pushed Algeria further towards Russia and China as a result. Meloni’s activism in North Africa did not end there. The prime minister and her cabinet promoted high-level missions and diplomatic efforts with Libyan government officials, allowing Italy to reap diplomatic wins in the energy field. In January, a few weeks after visiting Algeria, Meloni flew to Tripoli for a meeting with Libya’s UN-backed Prime Minister Abdul Hamid Dbeibeh. The visit led to the signing of an 8 billion US dollars gas deal between Italian energy company Eni and Libya’s National Oil Corporation (NOC).[3]

Abstract:: There is a compelling need to address the protracted and recurring multidimensional insecurity in Nigeria. The prevalence of insecurity in the country is multipronged and caught in a cyclic web. Insecurity in Nigeria comprises insurgency, killer herdsmen, extrajudicial killings, ethnoreligious conflict, armed robbery, militancy, banditry, cybercrime and attacks by unknown gunmen, among other things. The incidence of attacks by unknown gunmen is pervasive and symptomatic of a fragile state where the government’s monopoly of force is challenged and where marginalisation, crises and contested spaces are ubiquitous. The thrust of this paper is that the menace of unknown gunmen is pervasive and threatens to plunge Nigeria into a cesspit of fragility. The argument is predicated on the conceptual and theoretical suppositions of a fragile state. To this end, the paper adopts the documentary method of data collection and uses qualitative descriptive analysis to expound on the phenomenon. The findings reveal that the words unknown gunmen – terminology that is used to describe the spate of insecurity in the country – are a bane to peaceful coexistence. The paper also shows that the insecurity caused by these armed attacks and other forms of threat is emblematic of a fragile state. Consequently, policy recommendations – state-building and peace-building – are proffered.

156. Strategies to future-proof Zambia: Debt relief and beyond

Abstract:: Debt relief negotiations are currently taking place, with Zambia expected to be the first country to receive debt relief under the newly created G20 Common Framework. However, the process faces challenges, with China and the United States trading accusations of impeding the process. Some of Zambia's creditors have also been unwilling to agree to write off some of the country's debt. Positively, innovative approaches to debt relief have been proposed that would support Zambia's net-zero ambitions and promote sustainable development, such as debt for nature swaps. The integration of Zambia into the European Union's Critical Minerals framework could further support and assist Zambia in attaining a deal. Without a deal, Zambia risks being plunged into further macroeconomic uncertainty at a time when the country needs investment to capitalise on opportunities presented by political stability and structurally higher prices for copper and other critical minerals with which Zambi a is endowed.

Abstract:: Enshrined in the founding provisions of South Africa’s democratic constitution is the commitment to a “multi-party system of democratic government, to ensure accountability, responsiveness and openness”.1 Today, South Africa is entering a new form of multiparty governance through the emergence of coalition governments in municipalities across the country. Following the Constitutional Court’s June 2020 decision to strike down parts of the Electoral Act of 1998, there have also been critical discussions about whether our national and provincial electoral framework of proportional representation fosters the accountability and responsiveness to which our constitution aspires.2 Both the nascent era of widespread coalition governance and the debate over electoral reform occur while the confidence that citizens have in our democracy is depreciating. In order to revive South Africans’ belief in our democratic system, we must renew that system to improve accountability. Many of the policy proposals that Good Governance Africa (GGA) considers in this briefing already exist,3 but we evaluate them in specific relation to how they can deepen political accountability in South Africa. The upshot is that a shift in approach from our institutions, political parties, civil society and citizens themselves is required.

Abstract:: Over the long term, there is a clear association between accountable and inclusive governance on the one hand and broad-based economic development on the other.1 We find empirical support for this assessment at the global, African, and regional levels within Africa across both shorter and more extended periods of time. The explanation is that a long-term governance environment which embraces accountability is also more politically stable, enabling consistent policymaking, which can sustain economic dynamism and meet citizens’ needs. Concerningly, there are African countries, including Angola, which have recently sought to repress rather than encourage participation. This has been one contributing factor to the recent stagnation and reversals which Angola has experienced in critical measures of human development pertaining to education, health and economic outcomes. This intelligence report identifies the critical implications that this finding has for companies with committed financial interests in African countries: • The importance of inclusive governance is that a more participatory, accountable and nondiscriminatory society will also see corresponding improvements in broad-based economic development, which benefits businesses and citizens in tandem. • The private sector has both an incentive and a responsibility to actively invest in mechanisms that encourage accountable governance in African countries where they operate. Investing in these mechanisms minimises the reputational risk companies open themselves up to by engaging in opportunistic behaviour which bolsters rather than blocks repressive behaviour by African governments. • Through supporting inclusive governance initiatives emanating from African civil society and local communities, companies can demonstrate that they have a long-term commitment to fostering economic development in the world’s fastest-growing continent.

Abstract:: Minister of Electricity, Kgosientsho Ramokgopa, recently briefed South Africa on the progress of the Energy Action Plan and the challenges associated with its implementation. Minister Ramokgopa further remarked on the positive socio-economic impact that the Renewable Energy Independent Power Procurement Programme (REIPPPP) has had on the industry and economy. Over R300 billion has been attracted for infrastructure investment and over 120 independent power producers have been selected as preferred bidders. These success factors indicate great potential for an optimal energy mix, led by renewable energy sources, to be attained. They also highlight opportunities for more private-sector investment. For this potential to be fully maximised, programme design, programme management and market dynamics will be critical to factor in. This report assesses the abovementioned overarching categories and illustrates mechanisms that will be integral to facilitating increased private sector investment into grid-connected renewable energy generation. This will yield efficient management of REIPPPP and further enable improved economic growth and sustainable development.

160. Gold in Ghana: A Story of Unbalanced Exchange

Abstract:: his paper presents the historical and institutional context of the development of the gold sector in Ghana, which sets the stage for examining the contribution of the sector to the economy and its exposure to capital flight. The analysis sheds light on the important role that the regulatory framework and the fiscal regime that govern the gold sector have played in perpetuating a system of unequal distribution of gains from gold exploitation in terms of tax revenue and foreign exchange earnings in favour of foreign gold companies. The statistical analysis of gold export statistics reveals substantial discrepancies between Ghana’s gold exports and the recorded value of imports by its trading partners. These differences point to export underinvoicing as a conduit of capital flight, while also exhibiting a systematic lack of transparency and inconsistencies vis-a-vis established international conventions governing the recording of trade transactions, especially in the case of gold destined for South Africa which does not show up in the latter’s import statistics. Overall, the analysis suggests that the gains from the gold sector remain much below potential, but that at the same time there may be room for reforms that can improve the benefits from gold exploitation for the country.

Abstract:: Since its introduction into Ghana in the 19th century, cocoa has been considered a strategic crop, over which the post-independence governments have maintained substantial control. Cocoa is indeed referred to as a ‘political crop.’ The cocoa sector is closely regulated by the government through the Ghana Cocoa Board (COCOBOD). This paper aims to investigate whether this special industrial organization structure and the strict regulation help minimize the sector’s exposure to capital flight that would otherwise occur through export misinvoicing and leakage of foreign exchange earnings from cocoa exports. Indeed, compared to the gold sector in Ghana and the cocoa sector in neighboring Côte d’Ivoire, both of which are fully liberalized and dominated by foreign corporations, the cocoa sector in Ghana exhibits relatively little evidence of export misinvoicing. Moreover, cocoa export earnings are fully repatriated as they are in the hands of COCOBOD. The analysis, however, indicates that the gains from the cocoa sector in terms of contributions to GDP, tax revenue, and poverty reduction remain sub-optimal. This suggests that there is substantial room for improvement of these outcomes through targeted reforms and policy interventions at the sectoral level.

162. Capital Flight from Natural Resource-Dependent African Countries: Updated Estimates and Analysis for the Cases of Cameroon, Ghana, and Zambia, 1970-2021

Abstract:: This paper is part of a project that investigates domestic and global drivers and enablers of capital flight from Cameroon, Ghana, and Zambia, three countries that are significantly endowed in natural resources. It presents estimates of capital flight from these three countries and discusses the key drivers of the phenomenon. The results show that as of 2021, estimated total capital flight stood at $71.1 billion for Cameroon, $50 billion for Ghana, and $71.5 billion for Zambia. External borrowing and, in the cases of Zambia and Cameroon, trade misinvoicing, are key correlates of capital flight. While external borrowing directly and indirectly drives capital flight, trade misinvoicing constitutes an important mechanism of unrecorded cross-border capital flows. This study contributes to the efforts to uncover the mechanisms and enablers of capital flight from Africa, with the aim of shedding light on possible strategies to curb further capital outflows in the context of efforts to scale up and diversify development financing to support recovery from global crises, the transition to green growth, and sustainable development in Africa.

Our results indicate that societal and social factors influenced the stringency of containment policies. Social cohesion has a negative effect on the stringency of containment policies in response to COVID-19 over time. Social protection coverage has a positive effect on the stringency of containment policies in response to COVID-19 over time. States implemented more stringent containment policies in less cohesive societies if they already had social protection schemes in place before the pandemic. Contextual factors mediated these effects. While stringency of containment policies softened over time where levels of democracy, poverty, and inequality were higher, social protection made a mediating difference only in autocratic states and societies with higher poverty. Three contributions of the empirical analysis stand out. First, the conceptual integration of societal and social factors (“societal triangle”) provides a novel basis from which to analyse policy responses during external shocks like a global pandemic. Second, to overcome the limitations of current measurements of social cohesion, we use a novel measurement to determine pre-pandemic levels of social cohesion. Third, this is the first cross-national study that addresses a world region, Africa, which has gained little attention in the study of policy responses to the COVID-19 pandemic.

164. The Effects of a Private-Sector-Driven Smallholder Support Programme on Productivity, Market Participation and Food and Nutrition Security: Evidence of a Nucleus-Outgrower Scheme from Zambia

Abstract:: Nucleus-outgrower schemes (NOSs) are supposed to be a particularly effective private-sector mechanism to support smallholder farmers and contribute towards mitigating the problematic aspects of pure large-scale agricultural investments. This discussion paper uses panel household survey data collected in two rounds in Zambia to analyse some agro-ecological and socio-economic impacts of the outgrower programme of one of the largest agricultural investments in Zambia: Amatheon Agri Zambia (AAZ) Limited. The descriptive results show that the type of participation in the programme varies across participants and components, with most participating in trainings. Econometric results suggest the following key findings. First, although the overall impact of the AAZ outgrower programme on the uptake of conservation agriculture practices is robust and promising, impacts on the adoption of other agricultural technologies is less obvious and the effect depends on the type of support provided. Second, the programme has had a significant impact on maize productivity promoted in the initial phase but not on the other crops – mainly oilseeds – promoted later. Third, the initially less productive farmers seem to benefit slightly more than already better performing ones. Fourth, although the impact on overall household security was insignificant, there is some suggestive evidence (although the effect is weak) that the programme has a positive effect on improving women’s uptake of micronutrients. Finally, our findings show that the three components of the programme (trainings, seed loans and output purchases) have different effects on the adoption of sustainable agricultural practices and productivity, and to some extent on food security. Overall, the results suggest that NOSs, with all their risks, can play a role in the adoption of sustainable agricultural practices, improving farm-level agricultural technologies, providing input credit, and thereby improving productivity and smallholder livelihoods. However, this is not automatically the case, as it crucially depends on the design and management of the project; the availability of good policies and institutions governing the rules of operation; the types of crops promoted; the duration of the project; and the political commitment of host countries, among others.

165. Inequality and Social Cohesion in Africa: Theoretical Insights and an Exploratory Empirical Investigation

Abstract:: Inequality is bad per se and has adverse effects, among other things, on economic development and the environment. It is also often argued that high and increasing inequalities put societies under stress, which increases the likelihood of social conflicts. However, the literature on this topic is scarce and some of the conclusions are not adequately supported by empirical evidence. This is mainly because there are different definitions and measurements of social cohesion. Moreover, some definitions of social cohesion incorporate inequality, thus making it impossible to examine how these two phenomena interact with one another. This paper analyses both theoretically and empirically, the relationship between inequality and social cohesion. To do so, it employs a recent definition of social cohesion provided by Leininger et al. (2021). According to this definition, social cohesion is composed of three core attributes, namely trust, inclusive identity and cooperation for the common good. These attributes are examined in two dimensions, namely the horizontal (relationship among individuals) and vertical (relationship between individuals and state institutions) dimensions of social cohesion. This paper provides an overview of the empirical evidence regarding the relationship between inequality and the three attributes of social cohesion. We find that while inequality is likely to have a negative effect on all three attributes, the intensity of the relationship may depend on some key mediating factors. Moreover, we highlight the main pathways through which inequality could affect each of the three key attributes. The empirical analysis focuses on Africa. While there is some work in this field in Europe and Asia, to the best of our knowledge, there has not been any related empirical work thus far that has focused on African countries. To measure the three attributes of social cohesion, we use a database generated by Leininger et al. (2021), which is based on data from Afrobarometer and the V-Dem Institute. Inequality is mainly measured by the Gini coefficient and data are sourced from the World Income Distribution dataset. As expected, our analysis shows that countries with higher inequality usually have lower levels of social cohesion, which is measured by an aggregate index. This negative correlation holds when we analyse the relationship between the Gini coefficient and the three attributes separately; however, the intensity varies. It is stronger for trust (rho=0.25) compared with the other two attributes (both of which have a rho equal to approximately 0.1). Additional investigations point to substantially different results for the horizontal and vertical dimensions of social cohesion. Higher levels of inequality are associated with lower levels of horizontal trust and horizontal cooperation. On the other hand, higher levels of inequality are associated with higher levels of vertical trust and are essentially uncorrelated with vertical cooperation. These relationships remain substantially unchanged when we use measures of income inequality other than the Gini coefficient. Further analyses that aim to explain the puzzling results for the vertical dimension of social cohesion reveal that our findings are not clearly driven by trust in a specific institution and are also not an artefact of the specific data we used. Indeed, we obtain similar results using data from the World Values Survey. At the same time, it appears that the positive relationship between inequality and vertical trust is visible only among African countries, whereas it is not observed at the global level or for other regions. Further research is needed to confirm whether Africa is truly exceptional in this regard, and if so, why that may be the case.

166. Social Cohesion and Firms’ Access to Finance in Africa

Abstract:: Social cohesion has recently gained increasing attention in academic and policy circles. Apart from being a necessary feature of stable societies per se, social cohesion is also a key factor for sustainable economic development. One potential means through which social cohesion could foster economic development is by enhancing financial development. In this paper, we examine whether social cohesion is significantly associated with firms’ access to finance in Africa. To this end, we use a recently constructed dataset on social cohesion in Africa, which is based on the Afrobarometer survey and the Varieties of Democracy database. The dataset contains indices for the three pillars of social cohesion – trust, inclusive identity and cooperation for the common good. Combining this dataset with that of the World Bank Enterprise Surveys, we build a sample which covers more than 12,500 firms and 27 African countries. Our results show that all three components of social cohesion are positively associated with at least one measure of firms’ access to external finance. In particular, trust – but not inclusive identity and cooperation for the common good – is significantly associated with the likelihood that firms have a checking or savings account, or are financially constrained. When we measure access to finance with respect to having a line of credit or a loan from a financial institution, all the three pillars of social cohesion, including inclusive identity and cooperation for the common good, are related to access to finance. The results are robust to addressing endogeneity concerns using a heteroskedasticity-based identification strategy. Overall, our results suggest that improving social cohesion (e.g. through social protection, education, strengthening civil society organisations) could do more than hold society together; it could also promote access to finance, growth of firms, and thus economic development and job creation.

167. Green Jobs in Cities: Challenges and Opportunities in African and Asian Intermediary Cities

Abstract:: Cities account for approximately 70 per cent of global energy consumption and about 75 per cent of greenhouse gas emissions due to the density of economic activities and infrastructure and their often path-dependent development patterns. Cities adopting a green transformation process can minimise their environmental impact and maximise opportunities to improve and support the natural environment. Topics to address are energy efficiency and reduction of non-renewable energy sources to reduce their carbon footprint; actively support waste reduction and management; establish green and resilient infrastructure; encourage nature-based solutions; enhance the efficiency of new buildings; encourage low-carbon transport; and improve water cycle management. Also, these fields will lead to a greener urban economy, create more green jobs – or respectively change jobs towards becoming green – and deliver improved quality of life outcomes for residents. The aim of this discussion paper is to address the challenges, opportunities and fields of actions – respectively interventions – of these economic, but also social transformations on the job market on the level of cities. The regional focus is on African and Asian cities in developing countries. A special focus is on intermediary cities with between 1 to 5 million inhabitants since they constitute the fastest-growing urban areas today and more importantly, they have both the capacity and expertise to guide an economic transformation while still being, at the same time, not too large to be managed effectively, as outlined above. The fields of action for cities in a transformation towards a green economy, thereby creating green jobs, can be clustered into: • land use planning • green buildings and construction • sustainable mobility and urban transport • green and blue urban infrastructure services with nature-based solutions (NBSs) as a cross-cutting issue • renewable energy and energy efficiency The employment effects of a transformation towards a green economy play an important role. The opportunities for cities in Africa and Asia to create green jobs under their own local mandates of decision-making in urban planning and within their own service providers, and/or to support the “greening” of the private sector, will obviously create more green jobs, and respectively shift current jobs into green jobs.

168. Urbanisation and Rural Development in Developing Countries: A Review of Pathways and Impacts

Abstract:: This paper reviews the current state of literature on the impacts of urbanisation on rural development in developing countries, with an emphasis on Sub-Saharan Africa (SSA). Assessments of these effects diverge greatly. While some authors see urbanisation as strongly benefitting rural areas, for instance, through increased demand for agricultural goods and services, others highlight negative effects, for example, through the loss of livelihoods emanating from displacements and the conversion of agricultural land. Given this complexity, a review that thoroughly analyses the causal relationships between urbanisation and rural development is warranted. To do this, this Discussion Paper identifies seven channels through which urbanisation affects rural development: i) production and consumption linkages; ii) employment linkages; iii) financial linkages; iv) land market linkages; v) information and public service linkages; vi) social interactions linkages; and vii) environmental externalities. As to the first channel, production and consumption linkages, the review suggests that urbanisation has increased demand for agricultural products and services; natural resources; commercialisation and modernisation of agricultural technologies; and smallholders’ participation in modern agricultural value chains. The employment channel suggests that rapid urbanisation is enabling the diversification of rural livelihoods by bringing new economic opportunities to rural areas, but the effects have not been uniform across countries and communities. With regard to financial linkages, flows from cities have increased in many developing countries, benefitting rural areas; yet some studies point to no or to negative effects due to reduced agricultural productivity from the loss of labour and technology, and the crowding out of investment. Land market effects are particularly heterogeneous. While urbanisation tends to drive land value up and encourages investments, there are also negative developments in terms of crowding out and speculation. As to information and public service linkages, the review suggests that urbanisation has fostered information and knowledge flows from urban areas to rural areas which have improved income, innovation, and employment. Social interactions among urban and rural citizens more generally may bridge cultural gaps, improve the flow of information, knowledge, and resources pertinent for rural economic transformation, and thereby enhance social cohesion; yet little empirical evidence exists so far in terms of effects and causalities. Finally, urbanisation affects rural development through the environmental externalities it generates: waste disposal, environmental degradation, and loss of biodiversity. If appropriate technologies are put in place, urbanisation can also improve waste management and soil fertility, thus reducing the cost of agricultural production. To this end, the review has identified research gaps that have important policy implications. First, although effective rural-urban planning, monitoring and evaluation of rural-urban development policies require better data, there is lack of data collection systems or their quality is poor. In this respect, investing in emerging data sources such as satellites data can help countries improve their data collection systems and measures. Second, research is needed to revise and reformulate better theoretical frameworks that take into account the uniqueness of African urban cities. Third, empirical evidence which documents to what extent and how rural-urban linkages provide an important arena for improving social interactions among neighbours, societies, and communities is needed. Finally, as many African countries continue to experience rapid urbanisation (mostly urban sprawl), a thorough study of the impacts of urban externalities on agricultural productivity, food security, biodiversity, and the health of rural communities is necessary.

169. Only game in town? Inequality and demand for democracy in Africa – a micro perspective

Abstract:: In this paper, the author explores whether perceived inequality is associated with demand for democracy among Africans. Past research has diverged on whether macro-level inequality should increase or decrease support for democracy, with some arguing that people might see democracy as a solution to inequality, and others that people might see it as a cause. I advance this literature by using a perceptual measure of inequality from Afrobarometer: how people feel their living situation compares to others’ in their country. I find that perceived equality is significantly associated with greater demand for democracy, while perceptions of relative deprivation and relative advantage are both associated with lower democratic demand. These effects are largely significant above and beyond the effect of absolute poverty and known predictors of support for democracy, such as free and fair elections and level of education.

170. Measuring the impact of self-censorship on political party support in Afrobarometer data using machine learning

Abstract:: Measures of political party support are viewed suspiciously in hybrid and authoritarian regimes where the two core indicators of political support – elections and public opinion polling – cannot be readily trusted. More accurately, the degree of measurement error is unknown, though scholars presume support for incumbent leaders and parties is exaggerated. This paper scrutinizes the degree to which political opinions on Afrobarometer surveys can be trusted by re-estimating voting preferences for 34 African countries. First, a range of demographic and interview metadata are regressed upon vote choice to see if they systematically influence vote-preference responses. Next, key markers of potential self-censorship are identified and used to create pools of “clean” and “polluted” data. Clean data are used to train a machine learning model to predict voting intentions, and then all data with self-censorship markers are recalculated. The results show that ruling party support is broadly similar in most countries but exaggerated by more than 10 percentage points in Sudan and Uganda and by between 5 and 10 points in Burundi, Tanzania, Togo, and Zimbabwe. Declines in ruling party support due to self-censorship are concurrent with increases in both non-responses and opposition party support.

172. Declining poverty level in Ghana: Exploring the role of migrants’ remittances

Abstract:: Ghana has a long history of citizens migrating to other countries. Many of these migrants send remittances to relations and acquaintances back home, often to help recipients experiencing poverty and a lack of employment and economic opportunities. Empirical studies have established the poverty-alleviation impact of remittances in Africa, including Ghana. This study uses pooled Afrobarometer survey data collected between 2002 and 2017 to assess the relationship between migrants’ remittances and lived poverty in Ghana. Multiple statistical approaches suggest that remittances have a negative and statistically significant impact on lived poverty. We therefore recommend that the government institute policy measures to encourage the use of formal channels for such transfers to enable the country to harness the full development potential, including the poverty-reduction benefits, of migrants’ remittances.

173. Broad support for multiparty elections, little faith in electoral institutions: Uganda in comparative perspective

Abstract:: In the run-up to Uganda’s 2021 election, in which President Yoweri Museveni defeated Kyagulanyi Ssentamu, aka Bobi Wine, to claim a sixth term, violence reached unprecedented levels. More than 50 people were killed as security forces broke up opposition party gatherings, and several opposition members were arbitrarily detained (Arinaitwe, 2021). Although Election Day, 14 January, was relatively peaceful, more than 17.5 million Ugandans experienced a multiday Internet blackout, making social media platforms and news websites inaccessible at a time when they were in high demand (BBC, 2021; Moffat & Bennett, 2021). Election observers from the East African Community (EAC) noted malfunctioning biometric voter-verification machines and delays in the delivery of voting materials, among other issues, but joined domestic observers from the Citizens’ Coalition for Electoral Democracy in Uganda in labeling the election largely free and fair. The Electoral Commission (EC) ultimately declared Museveni the winner with 58% of the vote – a comfortable lead over Bobi Wine (35%) and his fellow challengers (Moffat & Bennett, 2021; Yiga, 2021). Wine initially filed a court challenge in which he complained of soldiers stuffing ballot boxes, casting ballots for people, and chasing voters away from polling stations, but he later withdrew the case (Muhumuza, 2021). Court challenges after elections are commonplace in Uganda; since the country’s adoption of the fourth constitution in 1995, the outcome of every presidential race except the 2011 poll has been contested in court. Yet the courts have never overturned the results, even when they have acknowledged irregularities (Atuhaire, 2021). Beyond Museveni’s victory, what are the implications of the 2021 election for a country that returned to multiparty competition just 15 years ago? Should Ugandans be enthusiastic about a strong opposition showing as a sign of a healthy democracy at work, or will the prospect of enduring National Resistance Movement rule lead to disillusionment with democracy and the institutions that are meant to safeguard it – the EC and the courts? This policy paper aims to place the events of the 2021 election in perspective by examining public opinion data from Uganda over the past two decades. Despite a decade-long slide in Ugandans’ satisfaction with democracy, this analysis supports previous findings that more and more citizens have become “committed democrats” and view multiparty elections as tools for holding non-performing leaders accountable (Isbell & Kibirige, 2017; Kakumba, 2020; Kibirige, 2018). However, this investigation also points to decreasing trust in institutions that are meant to enforce the most basic of democratic processes – free and fair elections. Importantly, this negative trend cuts across the partisan divide. The analysis also shows that EC performance – both in executing its technical tasks and in refereeing fairly between competing parties – plays a crucial role in citizens’ evaluations of election quality. While public debate about reforming the EC is not new (Kibirige, 2016), the events of the 2021 election may provide impetus for intensifying efforts to increase transparency and improve communication on the part of the commission in order to enhance citizens’ satisfaction with the electoral process.

174. Rising concern, falling performance: Health-sector challenges evident before and after onset of COVID-19 pandemic

Abstract:: As Africa and the world begin to regroup now that the worst ravages of the COVID-19 pandemic appear to be past, it is an opportune time to take stock of the state of health care systems on the continent. The pandemic is not over – South Africa is just coming out of its fifth wave of infection (Al Jazeera, 2022), and there may be more to come (Landman, Irfan, & Resnick, 2022). In the meantime, the Africa Centres for Disease Control and Prevention (2022) and national governments continue to scale up their vaccination campaigns. But the war in Ukraine and global economic deterioration have finally supplanted COVID-19 at the top of the news cycle. In the early stages of the pandemic, many assessments warned of the possibly extreme vulnerability of Africans to the pandemic based in part on the many challenges already facing health care systems across much of the continent (Mattes, Logan, Gyimah-Boadi, & Ellison, 2020). While the direst predictions did not come to pass in most countries – South Africa being a notable exception – the pandemic has highlighted gaps in health systems amid the recognition that the next global health crisis could hit harder if improvements and preparations are not made. Taking a longer-term view, the United Nations Sustainable Development Goals (SDGs) also highlight the need to strengthen health systems (United Nations, 2018). SDG#3 focuses on good health and well-being. But Afrobarometer’s SDG Scorecards, based on our most recent data from 34 countries surveyed in Round 8 (2019/2021), show that from the perspective of citizens, only a handful of countries have been making significant progress toward achieving this SDG (Afrobarometer, 2021). Instead, a growing number of Africans report going without medical care, and the share who cite health as one of their country’s most important problems is also on the rise. Even among those who do get care, increasing proportions report finding it difficult, and having to pay bribes, to obtain the medical services they need. Not surprisingly, citizens are also increasingly critical of their governments’ performance in this sector: For the first time in two decades of Afrobarometer polling, a majority of respondents say their governments are performing badly on improving basic health services. Moreover, the evidence suggests that the challenges wrought by the pandemic were not the cause of these increasingly negative reviews: The downward trends were already under way before COVID-19 entered the picture, and in fact, in some cases the trends appear to be somewhat less negative since the onset of the pandemic.

175. Unresponsive and corrupt? Ugandan MPs hold key to how citizens perceive them

Abstract:: Uganda’s legislature is made up of 556 members of Parliament (MPs) who are meant to represent and serve their constituents and oversee the government’s actions. Since President Yoweri Museveni and the National Resistance Movement (NRM) party came to power in 1986 and appointed all members of Parliament, the country’s legislature has changed in several important ways (Kasfir & Twebaze, 2009). First, today all MPs are either directly elected via a first-past-the-post system or indirectly elected via special electoral colleges. Second, the number of parliamentarians has almost doubled over 25 years, from 295 in the 6th Parliament (1996-2001) to 556 in the current 11th Parliament (Inter-Parliamentary Union, 1996; Parliament of Uganda, 2022).1 This drastic increase can be attributed to the continued creation of new constituencies and the allocation of parliamentary seats for special-interest groups. Proponents of this development say it reflects citizens’ demands, but critics describe it as part of a political strategy to protect and grow the ruling party’s seat share in Parliament by increasing the number of constituencies in NRM strongholds (Nakatudde, 2020; Tumushabe & Gariyo, 2009). This debate has now entered a new phase with the recent ruling by the country’s Constitutional Court that Parliament and the Electoral Commission violated articles 51 and 63 of the Constitution by creating new constituencies that do not meet the population quota, based on data from the 2002 and 2014 census counts. The upshot of this ruling are proposals to downsize Uganda’s Parliament and redraw constituency boundaries (Barigaba, 2022). Third, the operating costs of the growing Parliament (MP and staff salaries, allowances, etc.) have increased drastically over the past two decades. Today Ugandan MPs’ salaries (35 million Uganda shillings, or about USD 9,700, per month) surpass those of most MPs elsewhere in Africa and in the European Union (BusinessTech, 2017; Olukya, 2021; Tumushabe & Gariyo, 2009). The cost of running Uganda’s 11th Parliament was expected to increase by more than 50 billion Ugandan shillings (USD 14.1 million), a substantial increase compared to the previous Parliament (Mufumba, 2021). Fourth, the share of MPs who return to Parliament after their first term in office continues to decrease. While about 50% of MPs did not return for a second term in the 6th (1996-2001) and 7th (2001-2006) Parliaments, this rate has increased to 53% (2006-2011), 55% (2011-2016), and 58% (2016-2021) in subsequent Parliaments. Most recently, of the 457 MPs in the 10th Parliament, 319 were not voted back to the 11th Parliament (2021-2026), while 31 did not contest or chose to run for other offices, and only 107 MPs returned (Kasfir & Twebaze, 2009; Forum for Women in Democracy, 2016; Independent, 2021). How do these changes affect 1) how citizens relate to their elected representatives and 2) how MPs address the needs of ordinary citizens? More broadly, are citizens being served by their MPs? To answer these questions, this policy paper begins by clarifying the foundations of the citizen-MP relationship and outlining the four key roles that MPs are generally expected to fulfil. The subsequent sections assess their performance in these roles against citizen expectations and other indicators. We find that Ugandans are becoming increasingly aware of their role in holding their MPs accountable. Most citizens are dissatisfied with how their MPs are doing their jobs, perceive them as corrupt, and say MPs don’t listen to constituents’ concerns. Residents of the Central region and Kampala are particularly critical of their MPs’ performance, probably due at least in part to high constituent-to-MP ratios in those areas. Citizens’ assessments of MP performance are associated with MPs’ perceived responsiveness and corruption as well as whether citizens have had contact with their MPs. In contrast, citizens’ demographic characteristics and views about democracy do not seem to drive their views of their elected representatives. There are two clear policy implications of these findings. First, at the institutional level, it is important to even out the citizen-to-MP ratios across the country. This is in line with the recent constitutional court ruling to base the creation of constituencies on census data. The second policy implication of our findings is that MPs have it in their own hands to change how citizens view their performance by improving on how they engage with them.

Abstract:: The 2030 Agenda for Sustainable Development, launched in 2015, outlines global aspirations and priorities through the end of this decade. Prominently, the first two Sustainable Development Goals (SDGs) call for ending poverty “in all its forms everywhere” and for “zero hunger” (United Nations, 2021a). The proportion of the world’s population living in extreme poverty decreased from 36% in 1990 to 16% in 2010 and to 10% in 2015, but the COVID-19 pandemic is likely to have reversed this trend (Sumner, Hoy, & Ortiz-Juarez, 2020). Benin has had one of the fastest-growing economies in sub-Saharan Africa in recent years (Adegoke, 2019), with per-capita gross domestic product (GDP) growth averaging 3.6% between 2017 and 2019 (World Bank, 2020). But the most recent household survey led by the Institut National de la Statistique et de l’Analyse Economique (2018) estimated that 38.5% of citizens still live in poverty. Are GDP gains translating into better lives for ordinary Beninese? According to Afrobarometer survey findings, “lived poverty” – the experience of going without basic life necessities – has worsened significantly over the past decade in Benin. More than three out of four Beninese face moderate or high levels of lived poverty. Many of these citizens continue to have limited access to the electricity grid, water and sanitation services, and other essential development infrastructure. Most importantly, our analysis shows they often lack the education and employment needed to break the poverty cycle.

179. The Emergence of African Continental Free Trade Area Agreement and Lessons from the Asia-Pacific Trade Agreement

Abstract:: Africa’s regional integration agenda arrived at a cross roads in 2019, with the adoption of the African Continental Free Trade Area (AfCFTA) agreement. The AfCFTA framework came into force on 30th May, 2019, with its ratification by The Gambia, which brought the total number of African Union (AU) member state ratifications to twenty-two, the minimum threshold for AfCFTA implementation (Baker McKenzie 2019). As of May; 2022, forty-three of the 55 African countries have ratified the AfCFTA agreement (African Union 2018). The 12th Extraordinary Session of the Assembly of the African Union in Niamey on 7th July; 2019, witnessed the launching of AfCFTA’s operational phase, which is governed by five instruments, namely: the rules of origin, the online negotiating forum, the monitoring and elimination of non-tariff barriers; a digital payment system and the African Trade Observatory. In addition, the beginning of trade under the terms of the agreement was set for July 1, 2020 (TRALAC 2020). A free trade agreement (FTA) can be aptly described as a pact between two or more countries on areas in which they agree to lift most or all tariffs, and other barriers to imports and exports among them (Barone 2019). Under a free trade framework, goods and services can be traded across international borders, with little or no government tariffs, quotas, subsidies, or prohibitions to inhibit their exchange. The theory of free trade Agreements is rooted in classical economics, dating back to the era of Adam Smith. During this period, David Ricardo (1772-1823), a British political economist, was acknowledged with pioneering thoughts on free trade as a key instrument for wealth accumulation. The evolution of preferential trade agreements is traceable to the rise of European countries after World War II, with the establishment of the European Coal and Steel Community in 1951, a development that eventually culminated in the creation of the European Union (EU) (Johnston 2019). Spurred by the success of regional bodies with free trade agreements and Africa’s poor trading performance; estimated at a paltry 3% of annual global trade, the African Union embarked upon the creation of the AfCFTA agreement as a tool for Intra-Africa trade and regional integration.

Abstract:: This study investigates the climate change impacts on agriculture and conflict in sub-Saharan Africa (SSA). SSA is the most vulnerable region responding to the weather shocks such as drought and flood. Furthermore, more than half of population in SSA are engaged in agricultural production that is highly affected by the rainfall pattern and temperature increases. For this reason, disruption of agriculture caused by the weather shock also can increase the probability of conflict such as demonstration and riot. This study focuses on 43 SSA countries after excluded small islands. Using scenario analysis, we find that temperature increases rather than precipitation might affect maize and sorghum production negatively while it is unclear for the rice production. We also find that increases in average temperature and maximum temperature might increase the probability of conflicts even if the effects of climate on riot and demonstration are U-shape pattern while it is reverse U-shape for battle and civilian conflicts.

181. Localizing Humanitarian Action in Africa

Abstract:: The international humanitarian community is increasingly focusing on the need for local and national actors to lead humanitarian response and recovery efforts in conflict-affected or disaster-prone regions, especially in the Global South. Local and national actors responding to crises remain severely underfunded, particularly in Africa, where civil society organizations (CSOs) receive insufficient funding from African and international actors alike. African funders reportedly directed 9 percent of large gifts to African CSOs between 2010 and 2019, while non-African philanthropists provided 14 percent of their funding to these groups. The United States is the world’s largest foreign assistance donor, having contributed $35.5 billion in overseas development assistance (ODA) in 2020. Much of this aid goes to sub-Saharan Africa, including $8.5 billion to 47 countries and 8 regional programs in 2020. Yet national and local organizations receive little of this funding directly. At the same time, Washington has repeatedly signaled a commitment to the “localization” of humanitarian aid, or the shift of decisionmaking power, program implementation, and resources to local and national actors. Yet localized humanitarian assistance in Africa has failed to materialize. Bureaucratic and regulatory hurdles, as well as geostrategic calculations, pose a challenge to localization efforts. African voices are excluded from the decisionmaking landscape—in donor discussions and localization efforts themselves—resulting in a gap in cultural competency. The conversation on localization in Africa cannot be limited to the African continent; it must occur in donor capitals, with African voices leading the dialogue. To achieve sustainable localization, the U.S. and African policy landscapes should resolve bureaucratic obstacles and shift an exclusionary aid paradigm to one that is inclusive and builds on existing successes.

Examining one key Chinese player in Guinea’s mining sector, this study highlights state actors’ connections with nominally private Chinese companies and the importance of partnerships with state-owned enterprises for building costly infrastructure. Across multiple bauxite and iron ore mining ventures, Chinese diplomatic support and state financing provided conduits to help further favored projects and increase Chinese companies’ access to Guinea’s mining industries.

183. Concurrent Crises in the Horn of Africa

Abstract:: The greater Horn of Africa, stretching from southern Ethiopia to northern Kenya and Somalia, is experiencing its worst drought in four decades. A fourth consecutive failed rainy season caused by the La Niña weather phenomenon has generated extreme drought conditions that have curtailed agricultural production, destroyed crops, and killed more than 3 million livestock, threatening the livelihoods and lives of millions of farmers and pastoralists. Across the region, more than 20 million people currently face starvation, and nearly 6 million children under the age of five are acutely malnourished. The number of individuals impacted by acute food insecurity will likely increase to over 25 million by mid-2022, hitting conflict-affected Ethiopia and Somalia the hardest, potentially leading to widespread malnutrition and starvation. Droughts in the region are not new, but they are becoming more frequent and severe, resulting in longer-term impacts. Climate models forecast the upcoming October–December rains to underperform, meaning the region will likely see an unprecedented five-season drought. Rangelands are unable to recover from increasing drought cycles and pastoralist livelihoods may no longer be viable in many areas. The current drought is the latest of many crises afflicting the Horn, including the Covid-19 pandemic, devastating floods, and locust outbreaks. The Horn is also one of the most conflict-affected regions of the world. Each country in the Horn has experienced some measure of political strife for decades. Conflict and violence have compounded the effects of climatic shocks on affected populations by creating additional needs and barriers for international humanitarian organizations and frontline local actors. Women and girls are bearing the brunt of these concurrent crises due to prevailing gender inequalities, which hinder their participation in decisionmaking mechanisms and humanitarian response and recovery efforts, undermining the integration of local actors in humanitarian action. While resilience-building efforts have made some progress in mitigating impacts from drought, they are not yet scaled to the overwhelming need. The combined effects of the climatic and political crises necessitate both an emergency humanitarian response and the implementation of long-term climate adaptation and resilience strategies.

Abstract:: n the Central Sahelian nations of Mali, Niger, and Burkina Faso, a decade of violent instability has left 18 million individuals in need of humanitarian assistance. Climate change, underdevelopment, ethnic violence, corruption, and state decay have left civilians in need of peacebuilding, humanitarian, and development support. The deterioration of security conditions, however, has limited civilian access to essential services and impacted humanitarian response capabilities. Donors have promoted the “triple nexus” approach aimed at enhancing the coordination and effectiveness of humanitarian, development, and peacebuilding interventions. Yet, implementation in the Sahel has been hamstrung by a lack of common understanding among partners and a disconnect between the interests and operations of humanitarian and security actors. For the triple nexus approach to effectively improve conditions in the Sahel, humanitarian, development, and security partners must improve collaboration. Actors in the region should develop operational frameworks that ensure they enhance complementary objectives.

Abstract:: The Sahel region of Africa is one of the most climate-affected regions in the world. Temperatures are rising 1.5 percent faster than the global average rate. Increasing temperatures and irregular rainfall have resulted in regular droughts and floods that disrupt traditional agropastoral patterns and contribute to broader instability and fragility. Lake Chad, a crucial water and livelihood source for 30 million people in the Sahel, has shrunk by 90 percent since 1960, displacing 2.3 million people and creating a humanitarian crisis. Periods of prolonged and intense drought and improper land use have degraded much of the soil in the Sahel. In Burkina Faso, over one-third of farmland is degraded, meaning some land cannot sustain agriculture even when there is enough rainfall. A rapidly increasing population, coupled with the impact of climate change, means more people are competing for diminishing water resources. This results in a vicious cycle of population growth, land degradation, and food instability. The greater the population, the greater the demand for food and the greater the use of unsustainable farming practices, exacerbating food scarcity and demand for additional farmland. As the U.S. Agency for International Development (USAID) updates its water strategy, it is important to examine the interplay of economic and conflict fragility, irregular migration, climate change, and water availability in the Sahel to identify interventions for greater resilience. In a region like the Sahel, water is critical to resilience and adaptation to the effects of climate change. While water strategy is not a cure-all, it can improve outcomes for other challenges. The Biden administration recently announced the new Partnership for Global Infrastructure and Investment (PGII), an initiative to mobilize private capital investment in infrastructure. The four pillars of this initiative—climate and energy security, digital connectivity, health and health security, and gender equality and equity—could support additional investments in water infrastructure.

Abstract:: The African continent is confronting the prospect of a new debt crisis. The COVID-19 pandemic wreaked havoc on government finances. The Russian government’s war against Ukraine has increased the cost of food and energy, and compelled investors to sell off government bonds in emerging markets. Rising interest rates in the United States will increase the cost of borrowing. The Chinese economy is struggling under the weight of Xi Jinping’s “Zero COVID” policy and accumulated real estate debt. In 2015, the International Monetary Fund announced that eight countries were in debt distress. By March 2022, 23 were. In June, public debt ratios reached a 20-year high. Africa’s debt-distressed governments “are unlikely to default” in 2022,” The Economist observed, “but face trouble by 2024.” There is some evidence that the debt crisis is especially acute for Africa’s non-democracies. The impending debt crisis coincides with a general sense that Africa is experiencing a democratic recession. Voters are increasingly subject to intimidation and violence. Incumbent presidents are removing term limits. The longstanding norm against military coups is fading.

Abstract:: A new report from the United Nations finds that China may have committed crimes against humanity in Xinjiang and that human rights violations are ongoing. The abuse flows from China’s “Strike Hard” campaign, executed to counter separatism and extremism, subjecting Uyghurs and other Turkic minorities to mass detentions, forced labor and sterilizations, cultural suppression, and surveillance. The report comes months after the 2022 Beijing Winter Olympics, before which some governments sympathetic to the Uyghurs’ plight staged diplomatic boycotts, to little avail. The UN report, much like the Olympic boycotts, will change few minds. What does it take to generate intergovernmental consensus around broad-scale human rights violations? Such convergence, even upon opposition to egregious human rights abuse, is rare and difficult to achieve. This is because violating governments are skilled at subverting international human rights norms and onlooking states have many reasons to avoid acting. Abusive practices might be reframed as responsible policy, or covered up. Meanwhile, supposedly compliant governments contend with a panoply of bilateral interests, some incompatible with international norms.

Abstract:: All Africans—whether living in urban or rural areas—need access to affordable, clean, efficient, reliable, climateproof, and renewable energy for both residential and productive uses to achieve sustainable development objectives. This report sets out a comprehensive and actionable roadmap for Africa’s zero-carbon energy transformation by 2050, with most advances achieved by 2030. Natural resource management in minerals, fossil fuels, and land sits at the core of the strategy. The world is moving to decarbonization by 2050. This was the dominant geopolitical message of 2021, appearing, for example, in U.S. President Joe Biden’s online summit with world leaders in April 2021 and in the International Energy Agency’s (IEA) Report on Net Zero by 2050: A Roadmap for the Global Energy Sector, which stated that there was “no need for investment in new fossil fuel supply” in a pathway to net zero by 2050. Africa will be part of this global trend. The UNFCCC COP 26 evidenced the continued commitment to the world to this agenda, with the Global Methane Pledge and the Glasgow Leaders’ Declaration on Forest and Land Use, holding strong promises to respectively reduce methane by 2030 by 30% relatively to 2020 levels and end all deforestation by 2030 while strongly investing in reforestation. Prospective oil and gas projects in Africa will no longer be pursued as overseas markets and financing will shrink. The Russian war on Ukraine in 2022 has reinforced the determination of Europeans and Americans to wean off Russian gas in the short term and off all gas in the medium to long term, seeing in the energy transition an opportunity to meet parallel goals of decarbonization and energy independence. The IEA’s World Energy Outlook 2022 notes that, even under a relatively conservative “stated policies” scenario, global demand for coal, oil, and gas will peak or plateau in the coming years and subsequently fall. The report also notes that the energy crisis triggered by Russia’s invasion of Ukraine, though leading to a short-term increase in fossil fuel demand, has consolidated the global long-term shift toward renewable energy, energy efficiency, and electrification. In parallel to this reality, Africa’s vast renewable energy potential, in the solar and hydropower sectors especially, will engage increasingly bankable and highly attractive investments. In net terms, Africa has a huge amount to gain from a decisive buildup of renewable energy and the capacity to produce the minerals, hardware, and software of the new zero-carbon energy economy.

191. Return and Recuperation Strategies on Returnees to Nigeria: The Libya Episode

Abstract:: The paper examined the strategies put in place by the governmental agencies for the reintegration of returnees. Primary and secondary data were utilized for the study. Preliminary data were collected through the administration of questionnaires and interviews. The study population (10,369) comprised the National Emergency Management Agency (NEMA, 34), National Agency against Trafficking in Persons and other related crime (NAPTIP, 108), International Organisation for Migration (IOM, 34), Nigeria in Diaspora Commission (NiDCOM, 15) and Nigeria returnees (10,180) from Libya. The sample for the study was made up of 399 respondents. The distribution is as follows: NEMA (17), NAPTIP (54), IOM (16), NiDCOM (15), and returnees (297). Secondary data will be obtained from decision extracts of the agencies on matters relating to the subject matter, conciliation meetings, and internet sources. Data collected were analyzed using frequency, distribution, percentage, and Chi-square. The study showed the effect of strategies put in place by governmental agencies, which have enhanced the economic development of the returnees; reduced irregular or illegal migration to Europe through the Libya route; returnees’ psychological rehabilitation of returnees in Nigeria. Furthermore, the Chisquare analysis showed that the x2 cal (9.2) is greater than x2 tab (5.99); hence, the rejection of the null hypothesis and it founds a significant relationship between government agencies and the returnees’ reintegration. The study concluded that governmental agencies' strategies have an effect on the reintegration of the returnees.

192. New Paradigm for Electrification in Sub-Saharan Africa: How Are Decentralized Hybrid Systems Changing the Game?

Abstract:: After several decades of reforms, the situation in centralized power sectors has hardly changed. The sub-Saharan power sector remains underdeveloped, and power sectors are experiencing significant financial difficulties that have been further exacerbated first by the effects of the pandemic and then the war in Ukraine. The operating losses of all African power sectors exceeded $150 billion in 2020. In view of the region’s population growth, centralized grids cannot fully meet their electricity needs, even in areas with access. Consequently, individuals and businesses are motivated to become more independent from the centralized grid to meet their electricity consumption needs. Market mechanisms are at work to fill the gaps created by the weakness of the centralized grid. The market for decentralized systems is experiencing strong growth in the region and has enormous potential in light of the grid's weakness: in addition to 600 million sub-Saharans without access to electricity, there are 500 million with access but who are coping with an unreliable or expensive grid. On a continent-wide basis, this is an opportunity worth more than $350 billion by 2030. The large-scale expansion of the market for decentralized systems in areas covered by the grid is significant for the development of the sector. In view of the significant increase in urban population and the increasing attractiveness of decentralized systems, it cannot be excluded that the existing, yet weak, centralized grid may become partly redundant. However, a power sector that develops around decentralized systems can also have advantages, if these new uses are designed and integrated into the development policies of power grids. These systems can provide faster access to electricity than the centralized grid for people without access. Similarly, the high modularity of these systems allows consumers with existing access to electricity to climb the energy ladder, enabling them to access new electrical services depending on their budget and needs. The lower cost of decentralized, renewable systems can also reduce the cost of electricity for commercial and industrial consumers, promoting their economic competitiveness and the penetration of renewable technologies across the continent. Decentralized generation capacity can also increase grid resilience, making consumers less dependent on centralized infrastructure. Finally, in the longer term, if electricity is generated primarily where it is consumed, it does not need to transit through transmission lines. It would also prevent electricity losses along transmission lines, that are high in many countries in the region. It would also limit the need for substantial investment in grid infrastructure which is difficult to raise private funds for and for which the International Energy Agency (IEA) estimates an average of $40 billion per year is needed in the coming years. While the region’s centralized power sectors are experiencing increasing difficulties due to Covid-19 and the war in Ukraine, decentralized systems will be called upon to play a key role in expanding access to electricity on the continent now more than ever. With the availability of capital dwindling in emerging countries, development finance institutions (DFI) could further support investment in the ecosystem of businesses trading in green decentralized solutions to facilitate access to clean electricity on the continent.

193. Africa’s Infrastructure-Led Growth Experiment Is Faltering. It Is Time to Focus on Agriculture

Abstract:: Over the past few decades, several low- and middle-income economies in Africa and elsewhere have sought to turbocharge growth by adopting an export-led economic model premised on heavy investments in infrastructure and building up domestic manufacturing capacity. But this strategy has often not produced the economic gains that have been promised for a variety of reasons. The continued emphasis on infrastructure investment fails to account for the fact that even those African countries that have invested a great deal in infrastructure continue to lag other countries in Asia (like Bangladesh) in key manufacturing sectors like textiles regardless of infrastructure quality. In addition, this approach overlooks the fact that African countries do not have the same comparative advantages as the Asian Tigers that perfected and popularized the export-led growth model: while those Asian countries had an abundance of low-wage labor, wages in Africa are typically higher than those of other countries at comparable development levels. Instead of fixating on infrastructure, African countries should look to the experience of Latin American countries with similar resource endowments: a greater relative abundance of land than low-cost labor. As this experience shows, countries can make far more durable, sustainable economic gains by focusing on improving agricultural productivity with relatively low-cost improvements targeted at smallholder farmers for whom a boost in productivity would have the largest impact.

194. Will France’s Africa Policy Hold Up?

Abstract:: During his first term, French President Emmanuel Macron sought to revitalize his country’s diplomatic outreach to countries throughout Africa. Some aspects of this pivot were designed to more directly address the legacy of French colonialism in Francophone countries. He also sensed that the growing stature of non-Western powers like China has given African counterparts greater latitude to pursue ties amid heightened diplomatic competition among a host of other countries both in Europe and elsewhere. In pursuing this strategy, Macron has sought to promote a vision of French diplomacy with Africa through greater foreign aid and more robust people-to-people ties grounded in a spirit of partnerships between equals. While Macron’s efforts have created an opening for renewed relationships, this pivot has not been as seamless as he had hoped. Bureaucratic inertia and stovepiping in French foreign policy circles have at times meant that implementation of these policies has lagged. In certain cases, Macron’s own nationalistic appeals during his recent reelection bid have appeared to undercut his attempts to make amends for France’s troubling colonial history. Meanwhile the French president’s attempts to deepen economic, people-to-people, and security ties in more equitable ways have fallen short of lofty expectations, with past practices proving harder than expected to jettison. For Macron’s ambitions for French relations with African countries to keep their momentum, the president and his team must take an earnest look at what has worked well and what can still be improved.

195. Halting the Kleptocratic Capture of Local Government in Nigeria

Abstract:: Too often viewed as a monolithic state, Nigeria has complex subnational governance systems that can have outsized impacts on its trajectory. The state is covered with a vibrant but frayed political quilt, consisting of three layers: the federal government in Abuja, thirty-six state governments, and 774 local governments. Frequently overlooked, Nigeria’s local governments are disproportionately important; if they functioned well, they would be best positioned to meet people’s basic needs and to build their resilience to cope with everyday challenges. Matthew T. Page Matthew T. Page is a nonresident scholar at the Carnegie Endowment for International Peace. In reality, however, “no local government [in Nigeria] works for the people.”1 Instead, “every household is its own local government,” sourcing its basic needs—water, electricity, education, and healthcare—however it can.2 Exhausted by local government kleptocracy—a system in which those who govern steal from the governed—Nigerians understand that they must fend for themselves. While local government corruption is a global problem not unique to Nigeria, it is nevertheless crucial to address. It fuels democratic backsliding, communal conflict, and poverty. By hurting governance outcomes at the subnational level, local government corruption is quietly hobbling Nigeria, Africa’s largest economy and most populous nation.

196. What China Is Learning From West African Managerial Practices

Abstract:: Joint ventures have enabled Chinese companies to cultivate a presence in three West African countries—Ghana, Niger, and Nigeria. Investing in joint ventures has enabled Chinese cultural adaptation by emphasizing training programs in languages commonly spoken in West Africa, embracing local management styles, and assimilating some local practices. This has been especially true in three key economic sectors: free trade zone promotion and related services, transportation and aviation, and oil and gas. Chinese firms are also complementing these growing business arrangements with the use of local languages, social media outreach, and other forms of local engagement with West Africans. In doing so, Chinese organizations have responded to some of the demands of their African partners in local, state, and central government posts. It would be beneficial for African governments, businesses, and corporate managers to explore further ways to incentivize Chinese government decisionmakers and Chinese businesses to use joint ventures more often as the vehicle for their investments in Africa. To deepen the impact of such efforts, they should also encourage Chinese organizations active in West Africa, and across the continent in general, to embrace the use of local languages, especially for conducting business, and to train more Chinese expatriates to use African managerial philosophies that have proven to respect local values while being effective in African markets. Research on China’s engagement abroad and Chinese firms’ business operations in foreign countries often argues that Chinese organizations are not keen to adapt to local contexts. As a result, some analysts of China-Africa relations argue, or at least imply, that China does things as it wishes in Africa and that African countries have little agency in shaping how Chinese governmental and commercial players operate in their countries. Some analysts have even characterized African countries’ relationships with Beijing as the “Chinisation of Africa.”1 This line of thinking tends to assume that local contexts have mattered little for Chinese economic activities in Africa so far. But Chinese commercial engagement in Africa is increasingly adaptative to local contexts, conditions, and complexities. In Ghana, Niger, and Nigeria, Chinese actors are adjusting their ways of doing business to consider local realities with respect to both formal and informal institutions. For one thing, the Chinese players who are active in these three countries are acknowledging and mobilizing African practices and cultural traditions to support their own business goals and sometimes those of their local partners. The level of Chinese economic engagement tends to differ from one African country to another, with some places being more welcoming of a Chinese commercial presence than others. The specific patterns of Chinese adaptation also tend to vary between different parts of Africa. For instance, these adaptations may look different in a Francophone country like Niger than they would in a country like Nigeria. Niger is a nation where China’s adaptation differs from its adaptation in Ghana or Nigeria since language and managerial practices partly are derived from various French and British cultural traditions and colonial imprints in those three African countries.

Abstract:: Kenya went to the polls on 9 August 2022 after a five-year cycle, marking the third general election since the promulgation of a new constitution in 2010. This represents the end of the second and final term of the Jubilee Alliance party government under President Uhuru Kenyatta and Deputy President William Ruto, a current presidential contender. The presidential campaign between Raila Odinga — another ‘legacy’ candidate who has previously run four unsuccessful presidential campaigns — and Ruto has experienced some local troubles, but the focus during this campaign is whether the Kenyan electoral landscape has really shifted to emphasize class, demographic, and elite divisions.

198. Wagner Group Operations in Africa: Civilian Targeting Trends in the Central African Republic and Mal

Abstract:: On 30 March 2022, the Foreign Affairs Committee of the UK Parliament launched an inquiry into states’ use of private military contractors (PMC), drawing particular attention to the prominent Russian PMC known as the Wagner Group (UK Parliament, 30 March 2022). The decision to launch the inquiry came as Wagner Group forces deployed to Ukraine, and a series of reports emerged implicating Wagner mercenaries in human rights violations in Mali. This was only one of the latest efforts to investigate the Wagner Group’s activities. Past initiatives came amid heightened international concern over Wagner Group operations in the Central African Republic (CAR). Multiple UN bodies have previously tabled concerns or opened investigations into alleged abuses perpetrated by Wagner mercenaries (UN Security Council, 25 June 2021; UN Info, 31 March 2021). In June 2021, the UN Panel of Experts on CAR tabled reports of “indiscriminate killings” and violence against civilians at the hands of “Russian instructors” to the UN Security Council (UN Security Council, 25 June 2021). The UN peacekeeping mission in CAR (MINUSCA) and Rwandan special forces have also expressed concerns about joint operations with Wagner over alleged human rights violations (UN Info, 31 March 2021; Corbeau News, 13 June 2021). Moreover, the European Union (EU) imposed sanctions on the Wagner Group and Wagner-linked individuals in December 2021 (European Council, 13 December 2021). In light of growing concerns about Wagner’s activities in Mali and their deployment in Ukraine, this report analyzes ACLED data on the group’s engagement in political violence in recent years. It focuses on civilian targeting by the Wagner Group in CAR and Mali, where they have operated alongside state forces since 2018 and 2021, respectively. Analysis of the data reveals several clear trends:

199. No Time to Waste: Governing Cobalt Amid the Energy Transition

Abstract:: Cobalt is critical. Along with other critical minerals, cobalt has important economic uses and currently few viable substitutes, yet its supply faces a high risk of disruption. Manufacturers of batteries for electric vehicles (EVs) want the metal. EV sales—and likewise, cobalt demand— could grow a lot more. Yet, cobalt may not remain critical for decades to come. EV buyers, battery manufacturers and miners fear the high prices and disrupted supply, as well as human right abuses, environmental destruction, corruption, and political risk. As with other critical minerals, industries are seeking to use less of the metal. The time available for the Democratic Republic of Congo (DRC) and other countries to benefit from mining the metal may be short-lived. Good governance is therefore important both for people in mining countries and for humanity to meet the Paris Climate Agreement. This report aims to help governments and their advisors in mining countries, such as the DRC, derive value from mining cobalt, develop industry along the battery-supply chains and address a host of problems from human rights abuses to corruption. The report is also for policy-makers working to ensure that the world delivers enough cobalt in time for the global energy transition.

Abstract:: Africa’s mineral wealth is essential for the energy transition and for the hundreds of millions of people currently living in poverty in African mining countries. Whether and how governments and companies move to further extract this mineral wealth is not only economically and environmentally important for Africa, but also for the vital importance of protecting the world’s rapidly diminishing forests. The world therefore needs a mining triple win: policies that can benefit Africa’s citizens, their environment, and the energy transition. These policies need to work for all if they are to work for any of them. But mining in Africa has been riddled with injustice. Humanity cannot afford to repeat the mistakes that have beset Africa’s mining in the past. To achieve a triple win, this time must be different. There are a whole host of policies available, and many ideas from experts. NRGI has brought these together and considered how they may work to truly achieve a triple win.
