In The Problem of Democracy: America, the Middle East, and the Rise and Fall of an Idea, author Shadi Hamid explores what he describes as the ‘democratic dilemma,’ the U.S. desire for democracy in theory but not in practice. Hamid cites the rise of Islamist parties during a wave of democratic elections across the Middle East, which he argues produced outcomes the U.S. was not intending, such as the empowerment of Hamas in Gaza following the 2006 Palestinian elections. Reviewing the lessons learned from the past two decades of U.S. policy in the Middle East, Hamid proposes ‘democratic minimalism’ as a new approach to democracy promotion. Instead of viewing democracy as a tool to usher in liberalism, economic development, and cultural progress, Hamid argues that democracy as an end in of itself should be prioritized over other liberal values. Abstract:
In autumn 2022, the electoral victory of the right-centre coalition led by Giorgia Meloni’s Fratelli d’Italia (FdI, Brothers of Italy) and the subsequent establishment of her government caused scepticism and apprehension among international commentators. Concerns stemmed not only from it being the first administration in the history of post-war Italy whose majority partner, FdI, is rooted in the post-fascist tradition; more concretely, the inclusion within the coalition of parties such as Matteo Salvini’s Lega (League) and Silvio Berlusconi’s Forza Italia (Come on Italy), which had entertained political and personal relations with Vladimir Putin’s Russia prior to the invasion of Ukraine, raised doubts about Italy’s continuing support for Kyiv and the Western coalition. In reality, unwavering Atlanticist and pro-Ukraine views were repeatedly voiced by Meloni during the election campaign already, and – apart from a few unfortunate remarks by single individuals – this stance has been unambiguously upheld by the new government since it took office, as sealed by the Prime Minister’s visit to Kyiv in February and to Washington in July 2023.[1] A more complex picture emerges regarding relations with the European Union and European partners. Historically, in the post-war period, European integration has been a crucial dimension of Italy’s foreign policy, along with Atlanticism and strong support for multilateralism. Rome was one of the founders of the European communities, and European integration was long seen by ruling and opposition parties alike as key to Italy’s economic, cultural and social modernisation. Since the 1990s, however, criticism of the European project began to emerge in Italy, especially among the new centre-right parties, which developed a so-called “Euro-realist” approach when in government, whereby Italy’s national interest would not necessarily coincide with deeper European integration.[2] Outright Euroscepticism became more apparent since the Eurozone and migration “crises” of the 2010s, leading to the emergence of so-called “sovereigntist” narratives depicting the EU as an “antagonist”, which found resonance especially among populist parties.[3] This narrative, however, lost momentum as a result of the unprecedented level of funding granted to Italy through the NextGenerationEU programme in response to the Covid-19 pandemic. In the aftermath of the 2022 election, managing relations with Europe was thus a crucial task for the newly elected Italian government.

US President Joe Biden is walking on thin ice while he attempts to deal with the most serious crisis in the Middle East since the ill-conceived US-led invasion of Iraq in 2003. Biden has orientated his administration’s action along three tracks: supporting Israel; protecting as many Palestinian civilians as possible while also resuscitating the defunct Middle East peace process; and preventing the conflict from extending to the wider region.[1] The problem is, reconciling these three priorities may be impossible.

In the hours following Hamas’s violent attack on Israel of 7 October, the Saudi authorities called for “an immediate de-escalation”, while noting that they had previously warned against the outcomes of “the continued occupation and depriving Palestinians of their legitimate rights and the repeated systematic provocations against their sanctities”.[1] In a more recent declaration, the Saudi Foreign Minister has reiterated the country’s “categorical rejection of calls for the forced displacement of the Palestinian people from Gaza, and its condemnation of the continued targeting of defenceless civilians there”.[2] Reportedly, the heavy retaliation measures adopted by Israel, whose bombing campaign against Gaza has been one of the most intense of this century,[3] also including the apparent use of white phosphorus,[4] resulted in the halt of the normalisation process between Saudi Arabia and Israel, which should have followed suit on the 2020 Abraham Accords. Only a few weeks before, on 20 September, the Saudi Crown Prince Mohammed bin Salman had announced on US television that “every day, we get closer” to an agreement with Israel.[5] A few days later, Prime Minister Benjamin Netanyahu had reiterated the same optimism in front of the United Nations General Assembly general debate, insisting that the Palestinians should not be given “a veto over new peace treaties with Arab states”.

ince the International Monetary Fund (IMF) and the Tunisian authorities reached in October 2022 a staff-level agreement to support Tunisia’s economic policies, Tunisian President Kais Saied has been standing at the Rubicon. Lacking a vision to revive the Tunisian economy, President Saied has opted for a strategy of diversion and scapegoating. By blowing on the embers of xenophobia among his supporters and more recently by stoking the flames in the Middle East, he continues to deflect attention to conceal his economic short-sightedness and claims autonomy from foreign – mainly European – aid, in the name of sovereignty. This posture has now trapped him in his own rhetoric at a time when the Tunisian economy struggles without signs of recovery or resilience in a challenging regional and global landscape. Time is ticking, the situation remains grim, and the country may miss another opportunity to resume economic growth.

306. Timing Is Everything: Italy Withdraws from the Belt and Road Initiative

After months of rumours and speculations, on 6 December 2023, the Italian newspaper of record, the Corriere della Sera, broke the news that Rome had finally withdrawn from China’s Belt and Road Initiative (BRI), via a note sent to Beijing three days earlier.[1] In the absence of an explicit request to withdraw before the end of December, the memorandum of understanding (MoU) instrumental to Italy’s participation in the BRI would have automatically been renewed for another five years starting from March 2024. Italy’s subdued withdrawal from the BRI marked the epilogue of a long, laborious, yet ultimately successful diplomatic process that reflected a reassessment of its bilateral relations with China. The origins of this reassessment can be traced back to the government led by Mario Draghi between 2021 and 2022. In June 2021, during the first post-pandemic, post-Trump G7 Leaders’ Summit in Carbis Bay, Draghi stated that his government would “examine […] carefully” the MoU.[2] Draghi’s words reflected a deeper awareness of the broader implications of Beijing’s assertiveness in international politics and a close alignment with the Biden administration in Rome. This shift also reflected the absence of tangible economic benefits from BRI membership for Italy, although this was also due to the devastating effect of the Covid-19 pandemic on the designed trajectory of Sino-Italian economic relations.[3] Furthermore, the security-driven decision of the Draghi government to repeatedly exercise its “golden power” to veto Beijing’s investments in Italy’s strategic sectors contributed to shaping the MoU’s outcome.[4] This course correction in Rome’s China policy survived the fall of the Draghi government in July 2022 and the victory of the centre-right coalition led by Giorgia Meloni and her Fratelli d’Italia (Brothers of Italy, FdI) party in the legislative elections of September that year. After all, Meloni and her party had consistently opposed the MoU with China from the very beginning, a decision arguably also linked to the perceived need to bolster the party’s credentials as a reliable partner in the eyes of Washington – as in the case of the clear support for Ukraine well before the September electoral victory.

While energy drove China’s early interactions with the Gulf states, within two decades after the Cold War the relationships had evolved into much tighter networks of partnerships. Three months ago, the most far-right government in the history of Israel was sworn in by the Knesset under the leadership of Benjamin Netanyahu. Notably, Itamar Ben-Gvir, the Kahanist leader of Jewish Power and former convict for racist incitement, has been appointed the head of the newly created Ministry of National Security.[1] Additionally, Bezalel Smotrich, leader of the settler-based Religious Zionism party, has been given major control over the administration of the occupied West Bank as the head of the Finance Ministry.[2] The new government has spurred a nationwide mobilisation in Israel, as many criticise the proposed judicial reform aimed at curtailing the Supreme Court’s power to exercise judicial review of legislation, giving the government control over judicial appointments and granting the Knesset the power to override the Court’s rulings. After weeks of protests – mainly attended by secular liberal Jewish Israelis[3] – the reform has been put on hold as part of a coalition agreement which includes the establishment of a National Guard led by Itamar Ben-Gvir and tasked with handling “Arab unrest”, thus anticipating even more state-sanctioned violence on Palestinians.[4] In fact, the number of Palestinians killed in 2023 is already set to surpass last year’s data, with at least 95 deaths since January.[5] This record in violence has been characterised by near-daily raids carried out by the Israeli military across the occupied West Bank, particularly in Jenin, Nablus and Jericho, aiming at curbing the resurgence of Palestinian armed resistance to the occupation.[6] In the same time span, at least 16 Israelis have been killed.[7]

Italy is stepping up its involvement in the Indo-Pacific, both in the economic and security realms. The cabinet led by Giorgia Meloni – a centre-right coalition often portrayed by commentators as right-wing and nationalist – is rebalancing Rome’s policy in the Far East by scaling down ties with Beijing and by effectively lending support to the United States and its Asian allies vis-à-vis an increasingly assertive and self-confident China. Moving away from previous centre-left governments that tended to prioritise commercial relations with Beijing, the conservative coalition in power since September 2022 has been fostering defence-related cooperation with Japan and India and chip-related cooperation and investments with Taiwan. Moreover – and remarkably for a country that has long been absent from Asian security – the Italian government has sent a patrol vessel to the South China Sea and plans to forward the country’s flagship aircraft carrier to the area to conduct joint exercises with the navies of Australia, Japan, the United Kingdom and the United States. The quantity and quality of initiatives being undertaken warrant the label of an Italian ‘pivot’ to the Indo-Pacific. By upgrading its presence in the region, Italy joins the other G7 nations in their efforts to uphold the rules-based order and dissuade Beijing from invading Taiwan. However, to consolidate the western anchorage of this pivot, the Meloni government needs to fully align its policy towards Beijing with that of the Euro-Atlantic allies – which includes deciding whether to continue to lend Italy’s official support to China’s Belt and Road Initiative or not.

Abstract:
Despite Italy’s economic significance as the Eurozone’s third-largest economy and founding member of the G7 and NATO, the country has struggled to translate its economic power into political influence. Yet, with Giorgia Meloni’s ascent to power, Italy’s approach to foreign policy appears to be evolving. In fact, since the very beginning of her term, Meloni displayed a rather bold approach towards reshaping Italy’s international status. As the President of the Council of Ministers – analogous to the post of Prime Minister in other countries – Meloni has adopted a distinct posture in addressing issues related to the Southern Mediterranean. Since taking office in October 2022, Meloni has made numerous visits to North Africa, engaging in a diplomatic offensive aimed at reinvigorating Italian policies. In January this year, following in the footsteps of former Prime Minister Mario Draghi, Meloni travelled to Algeria on her first bilateral visit abroad. Algeria is an instrumental country for Italy due to its vast hydrocarbon reserves and geographical proximity.[1] In 2022, Draghi paved the way for Algeria to become Italy’s top energy supplier, replacing Russia and thus allowing for a swift decoupling from Moscow as the Ukraine war rages on and energy prices continue to soar. Meloni’s posture in Algeria seeks to evidence her willingness to move beyond a mere set of energy memorandums and broaden Italy’s foreign policy to include strategic diplomacy with long-term goals. She described Algeria as Italy’s “most stable, strategic and long-standing” partner in North Africa,[2] and reassured President Tebboune that Italy stands by Algeria. The country has recently felt cornered following Morocco’s joining of the Abraham Accords, a feeling few other countries aside from Italy had the courage to assuage and which had pushed Algeria further towards Russia and China as a result. Meloni’s activism in North Africa did not end there. The prime minister and her cabinet promoted high-level missions and diplomatic efforts with Libyan government officials, allowing Italy to reap diplomatic wins in the energy field. In January, a few weeks after visiting Algeria, Meloni flew to Tripoli for a meeting with Libya’s UN-backed Prime Minister Abdul Hamid Dbeibeh. The visit led to the signing of an 8 billion US dollars gas deal between Italian energy company Eni and Libya’s National Oil Corporation (NOC).[3]

After being introduced into the Chinese academic debate in the 1990s, the notion of soft power has undergone such a process of “Sinicisation” that some scholars now wonder if the original concept has been gradually “reinvented” in China. Given worsening opinions about the PRC in the US and Europe over the last years, many analysts have stressed the weakness of China’s soft power, pointing to its state-centred approach and lack of an attractive set of values to be emulated as the main shortcomings. However, China’s growing influence in the Global South shows that these analyses have misevaluated the real goals and motivations of China’s soft power. The Russia-Ukraine war provides telling examples of the successful dynamics of China’s “defensive” or “negative” version of soft power and suggests it has significant impact in the least industrialised countries.

The Covid-19 pandemic and the war against Ukraine, with their significant socio-economic costs, have put stronger pressure on development assistance spending among traditional donors, as the cases of Sweden and the United Kingdom attest.[1] Confronted with higher energy costs, inflation and a potential recession, the political imperative across Europe is to allocate resources to tackle immediate domestic challenges rather than expanding international development programmes – against all the lessons of interdependence that the pandemic might have taught. Italy is not immune to this trend, as recent developments also seem to suggest.

This publication is a policy brief accompanying an upcoming in-depth report on financing Women, Peace and Security (WPS) National Action Plans (NAP). This brief provides an overview of WPS NAPs, as well as the current state of funding for WPS NAP implementation, and a breakdown of this data by region. Stay tuned for the upcoming report to learn more about financing WPS NAPs. Key Findings: • As of early 2023, 31 countries out of 101 have estimated the amount of money required to implement WPS NAP activities. Available information does not illuminate whether these funds are secured. • More than 50 WPS NAPs out of 101 mention that a budget is needed to implement WPS activities, but do not include specification of funding. • The majority of WPS NAPs with budget estimates identify responsible parties for activity implementation, including ministries and/or government institutions, predominantly related to foreign affairs and gender equality.

Drawing on original surveys fielded in China during the first six months of the global pandemic, they find that ordinary Chinese citizens are optimistic about China’s future global position, and that this optimism corresponds with the widespread perception that the COVID-19 pandemic is accelerating China’s rise relative to the United States.

Congress is currently discussing the inclusion of women in the current NDAA. Read our brief summary of specific references to the inclusion of women in the National Defense Authorization Act for FY 2022 (NDAA, P.L. 117-81). The NDAA emphasizes attention to sexual and gender based violence in the U.S. military and creates a pilot program to assess barriers to women’s participation in partner nation defense and security forces based on the WPS Act. The FY22 NDAA is making some important changes to the implementation of the Women, Peace and Security Act (P.L. 115-68): Requires Congressional briefing on the implementation status of the recommendations set forth in the report of the Independent Review Commission on Sexual Assault in the Military. Improves prosecution on how sexual harassment and assault within the U.S. military. Establishes WPS pilot program to support the implementation of the WPS Act of 2017. What is the impact of the war in Ukraine on North Korea’s unprecedented military provocations? Wang Hwi Lee, Professor at Ajou University, claims that United States’ move to exclude China from global supply chains will likely benefit Korean semiconductor and secondary battery businesses as Beijing’s aggressive push to become a world leader in high-tech industries poses a systemic threat to Korea. However, it is difficult for South Korea to drastically lower its economic dependence on the Chinese market to the level that the U.S. government desires, and thus not to be eligible for subsidies that the U.S. government provides. In this regard, Professor Lee points out that Korean firms are about to lose their share and returns in both the American and Chinese markets in the short run. Yet, he also emphasizes that economic tension between Seoul and Washington must not affect their military alliance, given that the security threats from North Korea are getting intensified.

Hankwon Kim, an Associate Professor at the Institute of Foreign Affairs and National Security, provides an analysis of Xi Jinping's "Work Report" to the 20th Party Congress which includes an ideological and political framework for understanding the likely direction of Chinese domestic and foreign policy for the next five years. Dr. Kim claims that the chances of China shifting its foreign policy seem to be low as the report contained indirect criticisms towards the United States by opposing all forms of hegemonism, coercive politics, Cold War thinking, interference in domestic affairs, and double standards. In addition, as 2027 marks the 100th anniversary of the establishment of the People's Liberation Army of China and the time Xi Jinping should decide whether to run for a fourth consecutive term, Dr. Kim predicts that Chinese leadership could move toward armed unification by 2027. Accordingly, Dr. Kim suggests that South Korea should investigate possible future scenarios in the Taiwan Strait and prepare for concrete countermeasures.

The Chinese Communist Party (CCP) is attempting to influence public discourse in Solomon Islands through coordinated information operations that seek to spread false narratives and suppress information on a range of topics. Following the November 2021 Honiara riots and the March 2022 leaking of the China – Solomon Islands security agreement, the CCP has used its propaganda and disinformation capabilities to push false narratives in an effort to shape the Solomon Islands public’s perception of security issues and foreign partners. In alignment with the CCP’s regional security objectives, those messages have a strong focus on undermining Solomon Islands’ existing partnerships with Australia and the US. Although some of the CCP’s messaging occurs through routine diplomatic engagement, there’s a coordinated effort to influence the population across a broad spectrum of information channels. That spectrum includes Chinese party-state media, CCP official-led statements and publications in local and social media, and the amplification of particular individual and pro-CCP content via targeted Facebook groups. There’s now growing evidence to suggest that CCP officials are also seeking to suppress information that doesn’t align with the party-state’s narratives across the Pacific islands through the coercion of local journalists and media institutions.

Looking for Chinese state ownership in Arctic extractive projects misses the point, and politically framed rhetoric from Chinese companies may be misleading. Some Western companies downplay their Chinese relations, but Western companies are often reliant on Chinese partners. In Western media, Chinese companies are sometimes discussed as being parts of a well-oiled state machine. They are not, but neither are they left to fight on their own without any support or guidance. Rather, they follow their own business priorities while eagerly seizing opportunities provided through supportive state policy. Interaction and integration with the state varies between different types of companies. The Chinese Communist Party (CCP) has a complex set of levers which make it possible to secure specific strategic investments. The likelihood of state intervention varies depending on the commodity involved as well as geopolitical factors. However, the preferred mode of governance is to issue general policies that encourage companies to contribute to state objectives.

A famous, albeit fictional, statesman once said “A good act does not wash out the bad, nor a bad act the good.” As Japan’s longest-serving prime minister, Abe Shinzo left a legacy. Fair-minded individuals would be able to find grounds for criticism in that record: Abe climbed to leadership of the Liberal Democratic Party by stoking doubts about his country’s record in World War II, provoking outrage from neighboring countries. He relished sparring with his rivals in Japan’s other political parties and in the press; his country’s press freedom ranking consequently declined under his leadership. His efforts at addressing his country’s stagnant economy and moribund birthrate saw, interpreted charitably, only modest successes. But Abe Shinzo should be remembered for much more than that. Much as Winston Churchill should be remembered, both for his foresight regarding the rise of the Nazi threat and his record as ruthless defender of Britain’s colonial interests, proponents of the “free and open Indo-Pacific” vision that Abe championed should remember his record as a partisan, but also as an international institution builder in an age where both “freedom” and “openness” are under attack in the Indo-Pacific. In doing so, he revived Japan as an international player and helped set the stage for multilateral cooperation to preserve existing rules and norms, such as the Quadrilateral Security Dialogue (the “Quad”) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Such efforts make him one of the most influential statesmen of this era. Since Abe’s shocking assassination on July 8, the Pacific Forum has sought to ensure that the fullness of this legacy is remembered, and as such used our PacNet series to explain his impact from a variety of perspectives. In doing so, we reached out to many old friends whose names are familiar to the Pacific Forum’s long-time readers. In PacNet #37, Brad Glosserman, Pacific Forum’s senior advisor and my co-editor at Comparative Connections, identifies the specific attributes of Abe’s—specifically his strongly held opinions and behind-the-scenes advocacy—that made it possible for him to be this institutional builder and to restore Japan’s role on the foreign policy stage. In PacNet #36 Stephen Nagy of the International Christian University in Tokyo provides a comprehensive overview of Abe the diplomat, including his successful managing of relations with the PRC, which were actually at a low point before his lengthy stint as PM. In PacNet #39 Kei Koga of Nanyang Technological University demonstrates how under Abe, Japan countered the PRC’s growing influence in Southeast Asian countries through sustained engagement, winning their trust despite their unwillingness to match his hawkishness toward Beijing. Furthermore, in PacNet #43 Jagannath Panda of ISDP, Sweden explains how Abe’s dealings with India paved the way for the latter’s increased engagement with the outside world, including through the Quadrilateral Security Dialogue. In PacNet #40, I note that Abe’s tireless engagement with American presidents across changes in parties has made good relations with Tokyo that rarest of things in US politics: an area of bipartisan agreement that looks unlikely to change, regardless of the outcome of the 2024 election. The Pacific Forum also reached beyond its regular contributors’ list to acquire new perspectives. Shihoko Goto of the Wilson Center details Abe’s prescient vision for the defense of Taiwan, something the US would gradually awaken to. Jada Frasier—an MA student in Asian Studies at Georgetown University’s School of Foreign Service that we believe policy professionals will be hearing from more and more in the future—explains how despite causing tensions in the Japan-South Korea relationship, Abe also deserves credit for increasing the two East Asian democracies’ opportunities for security cooperation through his emphasis on minilateral groupings. Now that Japan has laid the former prime minister to rest last week, those who remember the darker side of his leadership will find grounds to do so, and some of those criticisms will be warranted. Abe, however, left a legacy far beyond those unpleasantries, especially if, as was the case with Churchill, his country and the international community rise to the challenge they presently face.

On May 27, Iran seized two Greek tankers, named “Prudent Warrior” and “Delta Poseidon”, in the Arabian Gulf. Forces from the Islamic Revolutionary Guard Corps (IRGC) descended on the tankers and ordered them to sail to Bandar Abbas port. Onboard the tankers were 49 crew members. Greece described the operation as ‘piracy’. The seizure seems to be a reprisal for Greece’s role earlier in the month assisting the US impounding a Russian-flagged tanker transporting Iranian oil and carrying 19 crew.

On May 10, Russia's Foreign Minister Sergey Lavrov held a meeting with the Algerian President, Abdelmadjid Tebboune, and his Algerian counterpart Ramtane Lamamra, during a formal visit to Algier. Lavrov handed over an official invitation from Russia's President Vladimir Putin to the Algerian President, and a visit is expected to be arranged to Moscow soon. It is noteworthy that this is the first time Lavrov visits Algeria since Tebboune assumed office. It is also Lavrov's first visit to an Arab country since the beginning of the Russian military operation in Ukraine. In addition, the visit coincides with the 60th anniversary of diplomatic relations between Algeria and Russia.

The maritime logistics hub function is of strategic importance to the Netherlands as a trading country. The Netherlands positions itself as the ‘Gateway to Europe’ thanks to its advanced logistics network and plays an important role in the global economy. This position nevertheless faces an uncertain future: there is no guarantee that the Netherlands will remain a leader in the years ahead. Geopolitics, and particularly the influence of China, will have a major impact on the Dutch maritime logistics hub function. On behalf of the Ministry of Infrastructure and Water Management and the Ministry of Foreign Affairs, this report examines China’s influence on the Netherlands’ maritime logistics hub function. The main question posed in the study is: How is China’s influence on the central position of the Netherlands’ maritime logistics hub function likely to evolve in the decades ahead and what possible actions could the Dutch government take in response to it? The purpose of this study is to assess scenarios as a basis for possible actions by the Dutch government and the Dutch maritime logistics sector, particularly with regard to the Netherlands’ central position and strategic autonomy as a maritime logistics hub.

343. Policing the police: The EU’s struggle to strengthen the Libyan security sector

Abstract:
More than ten years after the ousting of Gaddafi, the Libyan police under the Ministry of Interior are still struggling to effectively carry out their duties across the country. Drawing from 25 interviews conducted with experts, Libyan police officers, civil servants of the Ministry of Interior, and EU officers between June and August 20221, our research found four main obstacles facing the Libyan police force in Western Libya. These are: i) the proliferation of armed groups; ii) divisions within the ruling elite; iii) administrative mismanagement in the security system; and iv) the presence of alternative conflict-resolution mechanisms. It also emerged that each area comes with its own challenges. Against that background, this policy brief calls for a change in EU policies. We suggest that EU member states align on specific and measurable goals and take a more adaptive and incremental approach. More specifically, the EU could consider identifying a set of measurable and achievable objectives and adapting its policies to the different contexts in which it operates, tailoring its priorities and timescales to different locations.

For as long as the EU has been using sanctions as a foreign policy instrument, countering violations has been a challenge. With the EU rapidly expanding the breadth and depth of its sanctions, its ­institutions and member states must find ways to ensure stricter and more uniform enforcement to deter violations, enhance efficiency, and ensure a more level playing field for economic actors. The stakes are high: the success of the EU’s response to Russia’s military aggression hinges largely on effective sanctions, and the long-term legitimacy of the tool itself depends on its enforcement.

Abstract:
One of the main changes in Korea’s foreign affairs in recent years is the expansion of official development assistance (ODA), among which Africa is showing particularly rapid growth. Korea’s ODA to Africa accounted for 15% of its total ODA budget in 2010, and rose to 25% in 2019 as Korea emphasized its role in international development. Korea ranks 11th in terms of the cumulative size of ODA to the African healthcare sector between 2011–2019, totaling 674 million USD. As Korea’s expansion of ODA and solidarity in international development aid to respond to COVID-19 are related, the expansion of ODA in the African healthcare sector is anticipated to continue. This study analyzes features of the healthcare sector in Africa in an effort to suggest various plans for development cooperation, based on an evaluation of Korea’s ODA project design to enable the effective provision of ODA.

In 2021, China has reached the point of entering a new stage of socialist development by declaring the achievement of the goal of building ‘a comprehensive well-off society’. Since the reform and opening up of China, the paradigm of economic and social development is facing the greatest turning point from ‘getting rich first’ to ‘common prosperity’. As the US checks on China intensify during this period of economic transition in China, China is pursuing a new trade strategy to respond to it. In order to understand the changes in the global trade environment in the era of the US-China conflict, it is necessary to understand both the US checks with China and China's trade strategy to respond to them. Most of the recent US-China conflicts are analyzed from the perspective of the US checking in with China, but it is necessary to take a balanced look at what kind of countermeasures China is seeking in order to correctly forecast and prepare for changes in the global trade environment in the future.

352. Analysis of U.S. International Economic Policies and its Implications

Abstract:
This study analyzes and evaluates the impact of foreign economic policies implemented during the Trump administration's four-year tenure, and aims to predict the direction of international economic policies under the Biden administration launched following the 2020 presidential election. The former President Trump put 'America First' as the slogan of economic policies and imposed import restrictions and tariffs on trading partners based on Sections 201, 232, and 301 of the U.S. trade acts. In addition, the Trump administration strongly promoted renegotiation, claiming that some existing trade agreements had been concluded unfavorably to the U.S. Furthermore, the Trump administration promoted the standardization of digital trade rules and the expansion of digital taxation in order to support the expansion of digital trade. Through the empirical analysis, we find that the Trump administration's tariff measures had a somewhat positive effect on the U.S. industrial employment, but it is difficult to say that the policy effect that President Trump initially expected was achieved as the measures also had a negative effect on industrial production. Moreover, we find that the tax reform had only a short-term effect in reducing the U.S. direct investment to foreign countries. Like the Trump administration, the Biden administration's international economic policy directions are showing strong protectionist perspectives such as maintaining tariffs on Chinese imports and reorganization of the global supply chains centered on the U.S. Based on our analysis, there are three policy implications. First, it is necessary to strengthen digital trade cooperation with middle power countries participating in the WTO e-commerce negotiations along with a detailed analysis and review of the economic impacts. Second, Korea needs to take advantage of the benefits provided by the U.S. federal government and strengthen cooperation in the supply chain based on norms with the U.S. Finally, Korea needs to reach an amicable agreement with the U.S. on trade remedies that have already been applied by raising the need to strengthen its supply chain with the U.S.

Dr. Huang received his BA in Political Science at Soochow University in 1982, earned a MA from the Institute of Strategic Studies at Tamkang University 1984 and a MSFS from the School of Foreign Service at Georgetown University in 1988. In 1994, Dr. Huang received a PhD in Political Science from George Washington University. Eric Yu-Chua Huang is the KMT’s Representative in Washington D.C., and an entrepreneur. Mr. Huang previously served as the party's spokesperson and deputy director of international affairs, a lecturer of International affairs at Tamkang University, and non-residential research fellow at National Policy Foundation. Mr. Huang joined the KMT party headquarters in 2014 after which he served as the international spokesperson for the KMT’s presidential candidate during Taiwan’s 2016 presidential election campaign. Previously, Mr. Huang worked as legislative aide for a KMT legislator representing a constituency in Taiwan’s capital, Taipei City, where his portfolio included national security and foreign relations, as well as constituent services and youth organizing. In March 2021, the British government published a vision document: “Global Britain in a Competitive Age: The Integrated Review of Security, Defence, Development and Foreign Policy.”1 Previously, the government had issued documents on security, defense, development, or foreign policy, but this integrated review bundled together all aspects of policy related to a vision of a so-called Global Britain. This newly integrated approach to policymaking mirrors a strategic consolidation within the UK government, specifically the merger of the Department for International Development (DFID) with the Foreign and Commonwealth Office to become a new Foreign, Commonwealth and Development Office (FCDO). While the review is framed as a necessary response to a changing global landscape, domestic political considerations around the British exit from the European Union (Brexit) weigh heavily. The review also points to the current UK government’s inclination to prize geopolitical competition over a previous emphasis on global cooperation. Steep cuts to the UK’s generous foreign aid budget as well as the abolition of DFID have already drawn significant academic, policy, and media attention. Yet these actions are part of a broader UK strategy to redefine the country’s relations to the rest of the world, with significant implications beyond the controversial foreign aid cuts for poor countries, including those in Africa. The review will shape relations with a continent that has deep historical ties from the colonial era, a large diasporic presence, and long-standing economic relations with the UK. This analysis draws out the implications of the UK’s 2021 integrated review for African countries and recommends next steps for African and other international stakeholders to navigate the UK’s overhauled external relations strategy.

360. Negotiating Local Business Practices With China in Benin

Abstract:
Commercial negotiations between Benin and China demonstrate how both sides navigate the dynamics of Africa-China business-to-business relationships. In Benin, Chinese and local Beninese officials engaged in drawn-out negotiations on a deal to construct a business center aimed at deepening business links between Chinese and Beninese merchants. Strategically located in Cotonou, Benin’s principal economic city, the center aims to promote investment and wholesale businesses by serving as a hub for China’s business-to-business relations not just in Benin but regionally in West Africa, especially in the large and growing neighboring market of Nigeria. This paper relies on original research and fieldwork conducted in Benin from 2015 to 2021 and the author’s access to draft and final contracts from the negotiations, which allow for a side-by-side comparative textual analysis, as well as initial field interviews and follow-up interviews with key negotiators, Beninese businessmen, and former Beninese students in China. The paper shows how Chinese and Beninese authorities negotiated the establishment of the center and, above all, how Beninese authorities made Chinese negotiators adapt to local Beninese labor, construction, and legal norms and put pressure on their Chinese counterparts. This strategy meant that negotiations took longer than usual to complete. China-Africa cooperation is often characterized by speedy negotiations, an approach that in some cases turns out to be harmful—since this can allow vague and unfair clauses to be featured in final contracts. The negotiations over the Chinese business center in Benin is a good example of how well-coordinated negotiators that take their time and work in coordination with various counterparts throughout the government can help facilitate better outcomes in terms of high-quality infrastructure and compliance with prevailing construction, labor, environmental, and business norms, while also preserving a good bilateral relationship with China.

Abstract:
Few would dispute that U.S. economic policy has enormous consequences for America’s national security and role in the world. But economic policy is too often made without a clear picture of the strategic tradeoffs it entails. The purpose of this paper is to help clarify some of these tradeoffs by considering three alternative models of U.S. economic statecraft. The first model examined here, America First, has several national security and economic disadvantages. It would not only antagonize some of Washington’s key military allies but probably also undermine U.S. international competitiveness. It might even induce countries to turn their economic attention toward China, reducing the United States’ global influence accordingly. A better approach would be a blend of two other models, namely alliance economics and globalization 2.0. Together these approaches could help orient the United States for the geopolitical challenges of the next decade. By emphasizing commercial relations with U.S. military allies, such a blend would recall Article 2 of the North Atlantic Treaty, which calls for international economic cooperation among NATO member states. And by leading a reformed multilateral system, the United States would again put itself at the center of the rules-based global economic order that brought prosperity to millions.

Abstract:
Brazil experienced the opening-up and democratization of its foreign policymaking in the last decades, but since 2016 a wave of bureaucratic reforms sought to reverse that process. This paper contributes to understanding this phenomenon by looking at the agri-food dimension of Brazilian foreign policy. Through the analysis of official documental and discursive data, we discuss successive symbolic-discursive, as well as policy-institutional governmental efforts to close-off foreign policymaking to peasant family farmers and their interests. The study reveals changing patterns in state-society interfaces, and contributes to bridging the fields of Foreign Policy Analysis, Policy Dismantling and Social Participation.

The political and institutional crisis in Brazil from 2015, fueled largely by corruption probes and lawfare, had severe repercussions within the Brazilian construction and energy sectors. While many international investors withdrew from Brazil in this period, Chinese investment surged. This article accounts for the particular characteristics of Chinese investments, such as sectorial complementarities, risk assessment, market size attraction, and state-drivenness, which may explain this development.

The arrival of Jair Bolsonaro to the Brazilian presidency brought many changes to foreign policy. Based on new ideas in a new foreign policymaking format, several patterns of international behavior were questioned and replaced by new guidelines and actions that created friction with international partners. Brazil’s behavior towards South America was one of the areas most impacted by this shift. This paper reflects upon Bolsonaro’s foreign policy for the region, influenced by these changes and marked by disinterest on policymakers’ part, highlighting how ideational factors underpinned behaviors, actors, and actions.

Over the past year, US and European engagement in the South Pacific has noticeably accelerated. Wooing these islands away from Chinese influence is clearly a priority but there are many dimensions to this. The “Blue Pacific” is more than a consortium of scattered islands. They see themselves as large ocean states, which collectively make up the second-largest Exclusive Economic Zone in the world. While they are important as we game out Taiwan scenarios, the peoples of the South Pacific want their region to remain immune from “great-power games.” This calls for a subtle Transatlantic strategy emphasizing partnership. This report acknowledges the mistakes of past engagement strategies, which didn’t approach the region as a coherent whole, lacked sustained and continuous effort, and always came second to other priorities in the Indo-Pacific region.

Abstract:
Israel’s relations with the North Atlantic Alliance (NATO) were never a focal point of its foreign and security policy. In fact, they have weakened since their peak in the 1990s. However, recent geopolitical shifts have highlighted the importance of these relations for Israel, providing a potential foundation for reshaping them. NATO has been undergoing profound reform in recent years, expanding its agenda to deal with additional issues of human security, such as the climate and energy crises, and stressing innovation. The war in Ukraine not only injected renewed vigor and political power into the alliance, it also hastened the processes of organizational renewal and emphasized the alliance’s geographical focus northward and eastward. Israel, too, has undergone change, its security enhanced by normalization agreements with Arab states, a strong Hellenic alliance with Greece and Cyprus, and warming relations with Turkey. Its technological capabilities and its business model orientation could turn its posture vis-à-vis NATO from a consumer of security to a supplier. NATO and Israel now have an opportunity to reshape, deepen and improve their relationship.

Abstract:
Since the outbreak of the Yemeni war in 2015, the Sultanate of Oman has been keen to adhere to a policy of neutrality and has refrained from the option of engaging in any military action, convinced of the futility of this option and its inability to resolve and change the reality on the ground. Instead, the Omani conviction was directed towards the option of dialogue and activating channels of negotiation and diplomatic communication, which is what the Sultanate has devoted its policy in Yemen towards, and it has tended to play the role of mediator between the conflicting parties.With the escalation of the war in Yemen, the Sultanate of Oman adhered to its neutral position with its quest for positive neutrality by activating and exercising the role of mediation, a role that came in line with the premises and principles of its foreign policy, and for which it had several qualifications. However, other factors, such as the nature of the crisis and conflict in Yemen, and the continued hardening of positions, remained an obstacle to the development of mediation and reaching the stage of a comprehensive settlement.

Abstract:
The article analyses Mozambique’s foreign policy during the governments of Samora Machel (1975-1986) and Joaquim Chissano (1987-2005), the first two governments in the post-independence period. Mozambique is a peripheral country in the hierarchy of the international capitalist division of labour, specializing in the production of raw materials, with a poorly diversified economy that exports primary products. In the hierarchy of the international system, it can be classified as a vulnerable or fragile State, with a tendency towards authoritarian regimes, experiencing conflicts and violent wars of groups that compete with the State. Despite being from the same party, the Samora and Chissano governments had different political-economic and ideological characteristics that are reflected in Mozambican foreign policy, being influenced by the fate of the Cold War. In the foreign policy decision-making process in Mozambique, the State responded more to external and international pressures than to internal inputs. Foreign policy was rarely the result of or influenced by demands from Mozambican civil society, even though most decisions were taken on behalf of the people.

As a result, Russia is diminishing in importance as a key partner of India, including a supplier of weapons and technology. China treated the visit of Speaker of the House of Representatives Nancy Pelosi to Taiwan at the beginning of August as an expression of U.S. efforts to change the status quo in the region. The reaction of the Chinese authorities was calculated as a controlled escalation of tensions in the Taiwan Strait, but without the risk of direct military confrontation. Harsh rhetoric, military exercises around the island, and the limitation of dialogue with the U.S. confirmed the intention of China to take over Taiwan in the coming years. For the EU, this means the need to intensify support for Taiwan, including the development of political and economic contacts.

During the European Council summit on 23 June, Georgia was not granted EU candidate status, unlike Ukraine and Moldova, and received only the prospect of EU accession. Georgia is the most pro-European state in the South Caucasus. The effectiveness of its Euro-Atlantic foreign policy course is hampered by internal political polarisation and Russia’s policies towards the region. Georgia’s continued cooperation with the EU and NATO will depend primarily on its willingness to implement reforms and the development of an internal consensus between the government and opposition.

WHAT IS THE PROBLEM? Successive Australian governments have billed education as the cornerstone of its people-to-people connections and influence in Southeast Asia. Yet the era of the Colombo Plan, in which Australia educated the region’s top leaders, is over. Changing economic relativities, and the success of both established and new competitors such as China and Japan, mean Australia’s access and influence through education to the region’s future leaders will decline. Moreover, a narrow focus on Southeast Asia as a market for generating international student revenue may lead to Australia missing opportunities to help build regional human capacity and advance its bilateral relationships. WHAT SHOULD BE DONE? The Australian government needs to increase and diversify scholarship offerings to students from Southeast Asia. This includes refocusing on the Australia Awards and reintroducing a merit-based scholarship targeted at the regional countries that do not receive bilateral development assistance from Australia (Thailand, Malaysia, Singapore, and Brunei). A new international education strategy should develop a focus on building regional human capacity, rather than viewing international students solely in terms of a market opportunity. The government should also reshape the New Colombo Plan to focus more on long-term study opportunities to ensure it is meeting its original goal of strengthening Australia’s relationships with countries in the broader Indo-Pacific.

Australians have grown in confidence about the country’s ability to withstand economic coercion from China since the imposition of punitive trade measures in 2020. Beijing suspended high-level political exchanges and imposed a range of informal sanctions and trade blockages against Australia in the wake of a series of escalating disputes, culminating in Canberra’s call for an independent inquiry into the origins of Covid-19 in April that year. Two years on, it is prudent to plan on the basis that it is still early days in China’s use of trade measure against Australia. Canberra and Beijing resumed ministerial-level dialogue after the election of the Albanese Labor government in May 2022. But given the long-term structural divide between the United States and China, and Australia’s position as a strong US ally, Australian governments of all persuasions should assume that China’s trade policies against Australia will remain largely in place. Beijing may tactically retreat now and again to fill shortfalls or if it wants for political reasons to present itself as a conciliatory partner. But a solution to the fundamental bilateral political tensions driving trade disruptions is not on the horizon. The sectors in which bilateral trade with China have continued to prosper are not those in which Australian producers are dependent on China but rather where the two countries are interdependent. Australia cannot find alternative markets to match China for commodities such as iron ore, liquefied natural gas, and wool. Nor can China wean itself off a substantial reliance on Australia as a supplier. For this reason, the core elements of bilateral trade will remain reasonably resilient for some years. However, absent a huge change in the structure of the Australian economy and its export profile, the longer-term picture for exports to China looks worse. As China’s economy grows and its structure changes and becomes less resource intensive, Australia will likely get a decreasing share of a growing pie. Over time, the cost of trade bans and other punitive measures will likely mount as Chinese investment in Australia diminishes and the cost of diversifying from the region’s largest economy grows. Australia has maintained its reputation as a reliable supplier of commodities throughout the downturn in bilateral relations with China. It is imperative that it continue to do so — both to benefit the Australian economy and to maintain leverage of its own. Control over critical commodities carries considerable strategic value, as the role of gas and oil in the Ukraine war has shown.

As Australia’s national security environment has grown more complex and competitive, the country’s governments have gradually articulated their strategic response, primarily in the 2016 Defence White Paper, the 2017 Foreign Policy White Paper, and the 2020 Defence Strategic Update. In these documents, and in major speeches, Australian governments have adopted four broad strategic concepts: the embattled rules-based order, the return of great power competition, the expansion of grey zone competition, and the increased likelihood of major power war. There is no master theory that can entirely explain Australia’s situation and guide its decision-makers. A national security strategy is necessary, but its utility will be limited by the increasingly unpredictable course of geopolitics. The strategic concepts Australia has adopted illuminate its interests, objectives, and the types of issues Canberra must grapple with. But these concepts also mask many of the difficult choices Australia will face. Focusing on the paradox of “competitive independence” brings additional clarity to the country’s policy dilemmas but does not resolve them. Responding to greater uncertainty will require greater case-by-case decision-making. But this does not mean the government should simply muddle through. Rather, it should seek to improve the quality of its decision-making by following through on Australia’s history of imposing more structure on national security decision-making. Acknowledging the complexity of the challenges it faces, the government should more often seek discrete assessments of national security problems to ensure that all relevant dimensions are considered. This would help ensure that Australia’s long-term strategic goals are considered when critical decisions are made.

China is of growing importance to the United Nations. Beijing aims to exert influence at the world body to legitimise and disseminate its foreign policy values and interests. This report contextualises China’s growing presence at the United Nations by examining publicly available data on four metrics that gauge Beijing’s success in steering the global governance agenda. Those metrics are: funding for UN departments, programs, and initiatives; staffing of executive-level personnel positions; voting in the UN General Assembly and UN Security Council; and the use of PRC-specific discourse and language in UN-generated documentation. The United Nations has become progressively more reliant on China’s general contributions, and in turn China has used a combination of levers to elevate its position within the UN system. However, this report finds that China is still selective in its overall approach to UN participation and that efforts by the PRC do not necessarily translate into successful influence at the body. The report makes three recommendations for UN stakeholders. First, a deeper understanding must be gained of what China contributes across different UN agencies and functional areas to establish a more complete picture of its multilateral input. Second, efforts should be made to shape China’s engagement in multilateral issues, in particular those that the PRC is yet to prioritise, such as refugee management. Third, it is vital to articulate an inclusive multilateral vision for a rules-based international order that specifies under which conditions China’s contributions are embraced, rather than framing PRC input solely as a source of concern.

Turkish foreign policy under Recep Tayyip Erdogan has gone through a number of turns since 2003, characterized by the country’s leader continuously taking stock of domestic and global dynamics whilst navigating between the U.S. and Europe, Russia, and the Middle East. He came to power in Ankara 19 years ago after rising through Türkiye’s political Islamist movement, serving first as prime minister and since 2014 as president. Erdogan’s foreign policy approach over two decades can be divided into a number of periods: an initial era of aspirational multilateralism with a strong pro‑EU tilt, until roughly 2009; an ambitious period of regional assertion marked by failed support for the Muslim Brotherhood and the Arab uprisings, until around 2015; an increasingly unilateral, hard‑power driven period through 2020; and what appears to be a new era blending hard power—enabled and symbolized by Turkish drones—and a Ukraine war, in which Türkiye is, simultaneously, selling drones to Kyiv and courting Washington while implementing the 1936 Montreux Treaty to limit its frenemy Moscow’s access to the Black Sea. Together with recent steps aimed at rapprochement with Israel and Gulf Cooperation Council (GCC) states like Saudi Arabia and the United Arab Emirates (UAE), these last factors encapsulate the new era of Turkish foreign policy—albeit one overshadowed at the moment by Ankara’s unwillingness to unconditionally approve Swedish and Finnish accession to NATO.

The war situation regarding Russia and Ukraine seems to be changing, as Kherson has recently returned to Ukraine. Yang Gyu Kim, a principal researcher at the East Asia Institute, considers the Russia-Ukraine war a “war of value,” and stresses that Ukraine’s victory is highly important, since it involves the restoration of global governance and has strategic implications in various regions around the world. Considering the post-war measures, Kim argues that the most contentious issue to be addressed is the genocide committed by Russian troops toward Ukraine civilians. While various reports confirm the allegations of genocide, he explains establishing its allegations and filing the case to the International Court of Justice remain challenging. Finally, Kim suggests three things that the Korean government can consider to help Ukraine: closely cooperating with the United States and Japan to sanction Russia, providing further humanitarian aid to Kyiv, and supporting Ukraine to win the legal fight in proving the war crimes as genocide.

392. Strengthening Japan-ROK Relations: The Prime Time to Rebuild Relations Through Young Parliamentary Diplomacy

South Korean President Yoon Seok-yeol began his remarkable administration by emphasizing the values of freedom and democracy, and the triangular Japan-U.S.-ROK relationship. Contrasting the previous administration, which prioritized reconciliation with North Korea, President Yoon embraced positive messages on restoring Japan-ROK relations even before taking office. On August 15, the National Liberation Day of Korea, President Yoon described Japan as a “neighbor that joins forces against the challenges that threaten freedom.” Such a posture clearly distinguishes President Yoon’s approach from that of previous South Korean administrations. Truly, even after the Yoon Administration’s approval rating began declining, Japan-ROK relations were not used politically to alleviate the pressure. One of the best takeaways from my recent visit to South Korea was Foreign Minister Park Chun’s assurance to “persistently work from a strategic perspective to improve relations with Japan, a partner that shares the universal values of freedom, human rights, and the rule of law.” Heretofore, Japan has not been able to capitalize on the precious opportunities it has been afforded to mend ties with Korea. Instead, Japan continues to take a hardline approach toward South Korea and is unable to flexibly respond, instead prioritizing Japan’s self-image, as suggested by the export control regulations toward South Korea. Since 2019, the Japanese government has tightened control regulations on exports of semiconductor materials to South Korea in response to potential seizures of Japanese assets as reparations for forced labor claims related to Japan’s 1910-1945 colonial rule of the Korean Peninsula. I believe Japan should consider changing its policies toward South Korea as South Korea has proactively improved its policies in response to Japan’s request, nonetheless, the effects have faded. From the perspective of economic security, it is also necessary to diversify Japan’s supply chain and strengthen trilateral cooperation between Japan, the United States, and South Korea. Similar voices have been raised not only from South Korea but also by Japanese experts.

The phrase “rules-based order” has recently become a recurring theme in the Japan-US alliance . This is based on the recognition that the liberal international order (LIO)—which the United States built and maintained, and that Japan has significantly benefited from—is now being challenged. While the war in Ukraine has heightened the sense of crisis over global power dynamics, China has been considered the main threat to the LIO. The United States has identified China as not just a security threat but a “ most consequential strategic competitor and the pacing challenge ,” and Japan has come to view the current international environment from a larger perspective, international order. In fact, Japan has expected to play a leading role in maintaining the LIO as US international engagement weakened under the Trump administration. However, is it possible for Japan, a constrained middle power, to maintain the existing order in the face of a declining hegemon and rising challengers? This raises a classic question in international relations: What will happen to the international order after hegemony; and what can and will Japan, occupying a particular place and role in the international system, be able and willing to do regarding international order?

Abstract:
The Sahel region of Africa is in freefall. Upwards of 19 million people need humanitarian assistance, five coups have occurred since 2020, jihadists and militias are killing thousands, and security forces and Russian mercenaries abuse civilians with impunity. The Sahel’s primary external actor, France, pursues intensive counterterrorism with the aim of helping Sahelian national authorities to reassert legitimacy; France also seeks to retain influence over its former colonies. But French policy has floundered. Anti-French sentiments drove France mostly out of Mali, one epicenter of the Sahel crisis, and many other Sahelians resent perceived French encroachments on their sovereignty. The United States lacks a real policy for the Sahel. Rather, U.S. policy drifts and reacts. Important humanitarian and development programs are overshadowed by securitized rhetoric and undermined by the considerable U.S. military activity in the Sahel, including vestiges of the “War on Terror.” The White House’s 2022 National Security Strategy, its Africa Strategy, and a forthcoming Sahel Strategy envision diverse efforts going beyond counterterrorism, but they read as laundry lists of priorities rather than as concrete plans of action. The vagueness of existing policy risks allowing obsolete assumptions and programs to continue.

A severe diplomatic or military crisis over Taiwan is the issue that poses the greatest risk of war between the United States and China. Worryingly, the risk has increased in recent years with the deepening Sino-American rivalry amid intensifying conflicts of interest vis–à–vis Taiwan. Washington and Beijing must recognize the cycle of confrontational deterrence that drives it and take urgent measures to stop it. If the United States and China fail to take measures of mutual reassurance, the two countries will continue on the path to confrontation over Taiwan. This is particularly likely if their overall bilateral relationship continues to deteriorate. While acknowledging the likelihood of such a dangerous scenario, this brief affirms the need to improve crisis management on the Taiwan issue, outlines the major problems and limits of existing crisis management efforts, and offers concrete recommendations for improving the ability of both Washington and Beijing to more effectively manage future crises over Taiwan, as well as Sino-American crises in general.1

The United Arab Emirates (UAE) has exerted considerable influence in its region in recent years and has also been a major factor in U.S. foreign policy. The UAE military and its proxies fought for years in Yemen and still maintain significant influence there, despite a 2020 pledge to withdraw from the devastating conflict. The UAE and other Gulf states have normalized relations with Israel under the auspices of the Abraham Accords. The UAE also continues to receive billions of dollars worth of U.S. military equipment and weapons. On the soft power side, the UAE played host to World Expo 2020, also known as the Expo 2020 Dubai, a cultural event that brought together representatives from nearly every country in the world. A small army of U.S.–based lobbyists working on behalf of the UAE has played a role in all these events, and in nearly every aspect of U.S. foreign policy in the Middle East. Based on an exhaustive analysis of all Foreign Agents Registration Act (FARA) documents filed by organizations registered to work on behalf of UAE clients in 2020 and 2021, this brief offers a number of key findings regarding legal lobbying activities of the UAE in the United States.

398. The Threat of New Wars in the Caucasus: A Good Case for U.S. Restraint

Abstract:
The decline of Russian power due to military defeats in Ukraine risks leading to increased violence and instability in the Caucasus and Central Asia. The effects of this can already be seen in the flare–up of fighting between Azerbaijan and Armenia, inadequately checked by Russian peacekeepers. This shift in power creates a temptation for Washington to increase its involvement in the region in an effort to end Russian influence there. This temptation should be resisted. The United States has no vital national interest in this region — certainly not ones that are worth the risk of new wars. The conflicts in the southern Caucasus are deeply intractable, and have roots that long predate the Soviet collapse and indeed the Soviet Union itself. They were not created by Russia, and cannot be solved by the United States. Increased support for Georgia risks empowering a new attempt by Georgia to retake its lost territories by force, leading to another war with Russia, the outcome of which would be uncertain and highly dangerous. Increased support for Azerbaijan threatens Armenia and would create a fierce backlash in the Armenian–American community. Instead, the United States should continue to play a helpful but limited diplomatic role, aimed not at solving these disputes but at reducing tensions and preventing new eruptions of violence.

As Sino–American relations deteriorate, risks of conflict between Washington and Beijing are growing. A major war would be terrible for both the United States and the region while setting back critical goals, like the fight to stop climate change. Avoiding a war while safeguarding vital U.S. interests ought to be a priority. But while many in the United States want to strengthen alliance structures as a means of deterring China and to make Taiwan a de facto security ally, those who espouse a strategy of Restraint believe this approach endangers Americans and undermines their prosperity. A policy of Restraint is predicated on the view that alliances are not ends in themselves, but a means of bolstering U.S. security. This brief analyzes the utility of America’s Asian alliances and security partnerships from a Restraint perspective under two scenarios. The first and preferred scenario is that of the United States and China walking back from their current march toward confrontation to achieve a stable, if still significantly competitive, relationship. The second and more likely scenario is a much sharper and sustained rivalry with China becoming a regionally strong, possibly in many ways dominant, power.
