- USIP has circulated several papers analyzing the situation in Bosnia and Herzegovina. Collectively, they offer diverse but insightful portraits of developments in Bosnia. This short note takes a different approach. I focus on what can be done, not on causes or description. Because there is attention or money for only a few things to be done in Bosnia, we should pick our initiatives carefully.

3. Afghanistan's Police: The Weak Link in Security Sector Reform

- In seven years, the Afghan National Police forces have grown to 68,000 personnel, with a target end strength of 86,000. The ANP includes the uniformed police force, which is responsible for general police duties, and specialized police forces, which deal with public order, counternarcotics, terrorism, and border control. Despite the impressive growth in numbers, the expenditure of $10 billion in international police assistance, and the involvement of the United States, the European Union, and multiple donors, the ANP is riddled with corruption and generally unable to protect Afghan citizens, control crime, or deal with the growing insurgency. The European Union has replaced Germany as the lead partner for police reform, but the United States has the largest police program, which is directed by the U.S. military. Putting soldiers in charge of police training has led to militarization of the ANP and its use as a counterinsurgency force. Using improperly trained, equipped, and supported ANP patrol men as “little soldiers” has resulted in the police suffering three times as many casualties as the Afghan National Army. Police are assigned in small numbers to isolated posts without backup and are targeted by the insurgents. Beyond funding the Taliban, the explosion in Afghan narcotics production fueled widespread corruption in the Afghan government and police. Drug abuse by police officers became increasingly common as did other forms of criminal behavior. Challenges facing the ANP were further compounded by a proliferation of bilateral police assistance programs that reflected the policing practices of donor countries. These efforts often were not coordinated with the larger U.S. and EU programs, creating confusion for the ANP. The Obama administration has acknowledged the importance of the police and announced its intentions to expand and improve the ANP as a key part of its plan for stabilizing Afghanistan. It should do this as part of a broader international community approach to police assistance that embraces a comprehensive program for security sector reform and rule of law.

- On June 25, 2009, USIP hosted a public forum, “Bosnia and Herzegovina: Parsing the Options,” where various courses of action for U.S. policy toward Bosnia and its unfinished state-building were debated. At issue are Bosnia's current conditions and what to do about them: Is the country on a trajectory toward instability and violence, or is it making hesitant progress? What is needed to overcome ethnic tensions between Bosnia's political leaders and how can the international community induce them into productive negotiations over reforms? What should the U.S.'s role be in Bosnia's integration process into the EU?

5. Kosovo: Breaking the Deadlock

- Kosovo was left at the end of the NATO/Yugoslavia war in 1999 in limbo. It is still there, despite Security Council Resolution 1244, which foresaw a process for deciding its status. That process has occurred, but because of a threatened Russian veto, the Security Council failed to approve the plan prepared under the leadership of former Finnish President Marti Ahtisaari, which provides for Kosovo's independence under international supervision with extensive protection for its Serb population. The UN Secretary General invited the Contact Group—France, Germany, Italy, Russia, the UK and the U.S.—to pursue further, direct negotiations between Pristina and Belgrade, but with little prospect of movement on either side. Belgrade continues to insist on maintenance of its sovereignty over Kosovo, and Pristina continues to insist on independence. On December 10, the Contact Group will report to the UN Secretary General, who in turn will report to the Security Council (UNSC). A small group of experts with long Balkans experience met at USIP September 5 to discuss the situation and suggest ways forward. Others (consulted electronically) join in associating their names with this paper. Listed at the end, all believe that Kosovo's independence must happen without further delay, in order to prevent regional instability.
