1. The UN Security Council and Iraq

Abstract:
The UN Security Council, largely handicapped by the Cold War until the late 1980s, has become considerably more proactive over the last twenty-five years. The results are mixed. One constant for the Council since 1980 is that it has been at grips with conflicts involving Iraq — conflicts with Iraq's neighbours and also internal strife prior to and particularly since 2003. Every instrument at the Council's disposal, including all the coercive ones, have been invoked at one time or another against authorities in Iraq or to assist them. After a promising beginning in helping to end the Iran-Iraq war (1980-88), and in mandating the expulsion of Iraqi forces from Kuwait, which Baghdad had sought to annex in 1990, the Council's silent tolerance of intrusive international humanitarian activities in Iraq's Kurdish provinces as of 1991 was ground-breaking. Nevertheless, the Council's post-war strategy for Iraq outlined in Resolution 687 of 1991 wound up over-reaching, involved serious unintended consequences arising from an overzealous sanctions regime (and a related humanitarian program the UN did not possess the administrative machinery to oversee effectively), and eventually sundered relations among the Permanent Five (P-5) members of the Council through a series of fractious episodes from 1988 to 2003. This working paper outlines a three-decade span of Security Council resolutions, actions and impasses on Iraq, investigating closely the period of diplomatic confrontation in 2002–2003 culminating in unilateral military action to remove Saddam Hussein from power by the US, the UK and a very few others without a mandate from the Council to do so. The UN was subsequently mostly side-lined in and on Iraq. The paper considers damage to perceptions of the Council legitimacy stemming from the events of 2002–2003 and assesses its evolving approach to international security in Iraq and beyond since then.

2. Reasoning about a distributed probabilistic system

Abstract:
Reasoning about a distributed system that exhibits a combination of probabilistic and temporal behaviour does not seem to be easy with current techniques. The reason is the interaction between probability and abstraction, made worse by remote synchronisation. In this paper the recently proposed language ptsc (for probability, time and shared-variable concurrency) is extended by constructs for interleaving and local block. Both enhance a designer's ability to modularise a design; the latter also permits a design to be compared with its more abstract specification, by concealing appropriately chosen design variables. Laws of the extended language are studied and applied in a case study consisting of a faulty register-transfer-level design.

Genocide and ethnic cleansing have all- too-clearly demonstrated the dangers of failing to protect minority groups. A “kin-state” with strong ethnic, cultural, religious or linguistic links to a minority population abroad, may be well-placed to assist in its protection. But unilateral interference by kin-states can raise tensions with host-states, endangering international peace and security.

Women represent the great majority of the world's poor. With this poverty comes a range of well-documented problems: low educational attainment; low income and earning potential; inferior social power, status and influence compared with men; and importantly, poor health outcomes for both women and their children. High rates of maternal mortality and morbidity remain apparently intractable problems in many countries, particularly developing countries. The World Health Organization (WHO) reports that every minute, at least one woman dies from complications related to pregnancy and childbirth; and 20 more suffer injury, infection or disease.

With these in view, developing countries are emphasizing the need to improve governance systems and processes to promote people-centered sustainability. The United Nations, development banks, bilateral donors and private sector foundations have been supporting these efforts through governance assistance programs.

The role of international organizations grows with the acceleration of globalization and the increasing importance of global governance. However, thus far, only limited and rather narrow research has been generated on the subject. It is a state of affairs that reflects on international studies, as well as on the power realities of the world. By assessing international organizations through the career prospects that they offer to skilled professionals, this paper is an attempt to remedy this situation. As such it unveils some of the internal dynamics of international organizations and explores their external consequences in terms of the relations between international organizations, the people employed by these, and the power play (economic, social, political and even cultural) at the national and international level.

In a climate of despondency over the achievements of existing global institutions such as the G7/8, the United Nations, the World Bank and others in dealing with these major issues—which include terrorism, HIV/AIDS, globalization and the “global apartheid” between the developed North and the developing South —this document asks what is new and unique about the L20 that might enable it to make the breakthrough where others are deemed to have failed. In order to achieve the Millennium Development Goals (MDGs), substantial additional external funding needs to be mobilized. Estimates differ, but a 'ballpark' figure is an annual increase of US$50 billion. This could be achieved by a doubling of official development assistance (ODA). Welcome steps have been made in that direction, but this takes time, and time is of the essence. For this reason alone, it is necessary to consider new sources.

External development finance consists of those foreign sources of funds that promote or at least have the potential to promote development in the destination countries if delivered in the appropriate form. This rather broad definition qualifies all forms of external finance, and the quality and quantity of their inflows to developing countries are thus covered in the studies that form the background to this Policy Brief. These include official bilateral and multilateral, private commercial, and private noncommercial flows. A common characteristic is that all these types of flows are inadequate or becoming inadequate on the one hand and that their distribution is lopsided geographically and/or temporally, on the other.

Embedded in the United Nations University's Environment and Sustainable Development Programme (ESD), the Inter-linkages Initiative is an innovative approach to managing sustainable development. Based on the recognition that environmental management is strongly related to human behaviour at all levels of natural and human interaction, it promotes greater connectivity between ecosystems and societal performance. On a practical level, the inter-linkages initiative is based on the assumption that improving the implementation of existing environmental mechanisms does not necessarily require new instruments but, rather, a greater level of coherence among the tools already available. In this regard, Interlinkages represents a time- and cost-effective approach to strengthening the existing systems of managing sustainable development.

The mission of the United Nations University is to contribute, through research and capacity building, to efforts to resolve the pressing global problems that are the concern of the United Nations, its Peoples and Member States. The work of the Peace and Governance Programme is a core element of this mission, and one that is complex and demanding. The concept of peace and security is evolving and broadening considerably, both in the worlds of academia and policy. Traditionally, national and international security were mainly defined in military and territorial terms, in an international system characterized by interaction among states. The UN Charter, while ultimately working in the interests of “the peoples,” is predicated on the relationship between unitary states in the maintenance of international peace and security. Within this system, the challenge was traditionally seen as mediating between liberal internationalist and power-political “realist” forces.

However, the world has changed dramatically during the second half of the twentieth century. The technological revolution in transport and communications has eroded the barriers of distance and time. National economies have become ever more closely integrated through cross-border flows of trade, investment and finance. In the political realm, communism has collapsed and capitalism has emerged triumphant. The context has obviously changed. But thinking about development is also very different. And there is now a myriad of new actors—from transnational firms to NGO—participating in the global economy and polity.

The workshop, which represents the second stage of a general project aimed at 'Translating Rhetoric into Policy,' focussed on examining training needs for conflict prevention through the involvement of local actors.
