Since October 27, the Houthis have launched three medium-range ballistic missiles at Israel, a first since Saddam Hussein fired Scud missiles into the country in 1991. The Yemen-based jihadists have also launched at least eight salvos of cruise missiles and long-range explosive drones focused on the southern port of Eilat. Moreover, they have attacked U.S. assets directly during the Hamas-Israel war, shooting down one MQ-9 Reaper drone and routing numerous missiles near Navy vessels. If Iran continues to develop the group’s capabilities, the Houthis may provide the broader “axis of resistance” with a potent new chess piece. In this timely Policy Note, Michael Knights assesses the rising Houthi threat and explains how the United States and its allies can respond more assertively and effectively. Prospects for a Saudi-Israel diplomatic breakthrough appear to have cooled lately amid Riyadh’s rapprochement with Tehran and domestic ferment in Israel. But a narrow focus on these obstacles misses deeper, more encouraging trend lines, including Saudi public receptivity to people-to-people contact already underway in business and sports. Crown Prince Muhammad bin Salman has stirringly referred to Israel as a “potential ally,” and the transformative post-oil future he is mapping out for the kingdom offers the promise of bilateral cooperation in commerce, high-tech, and tourism, among other sectors. Notwithstanding Riyadh’s deal with Iran, the Saudis and Israelis still share a common threat in the Islamic Republic and a common interest to address it. The key to a Saudi-Israel normalization agreement, writes Segal Executive Director Robert Satloff in this new Institute Policy Note, is the U.S. role. While cautioning that a “Sadat to Jerusalem” moment is unrealistic for Saudi Arabia and Israel in the near future, especially given competing priorities for Riyadh, he argues that President Biden could—if he so chooses—negotiate a historic three-way, win-win-win arrangement that not only establishes formal Saudi-Israel relations but also advances a range of important American interests.

Recently, inspectors from the International Atomic Energy Agency discovered that Iran had enriched uranium to a level just shy of what is generally considered weapons grade. Like many findings before it, this revelation underscores the need for a new U.S. and European policy toward Iran. Iranian drone strikes, as exemplified by the September 2019 attack against Saudi Aramco facilities, have jolted Middle East leaders and revealed Tehran’s long-range precision strike capabilities. The regime’s large and growing drone force, which can be used for reconnaissance or strike missions, now poses an existential threat to the Gulf states and a direct threat to Israel, as does its formidable missile force. Moreover, Iranian drones transferred to Russia have had a significant impact on Moscow’s war against Ukraine. In the bigger picture, advances in drone technology have produced an inflection point in aerial warfare—comparable to the introduction of manned flight more than a century ago—that has ended the guarantee of U.S. air superiority over its forces and bases. Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

As Secretary of State Antony Blinken prepares to visit Cairo on January 29-30, Egypt’s economy has been busy plummeting to new lows. Part of the blame can be laid on the twin shocks of the COVID-19 pandemic and the Ukraine war, which disproportionately affected the country due to its heavy reliance on threatened resources such as wheat and tourism revenue from Russia and Ukraine. Yet the bulk of its struggles can be attributed to Cairo’s broad economic mismanagement under President Abdul Fattah al-Sisi, which has included everything from currency manipulation to misplaced spending priorities, wasteful megaprojects, and undue state and military control over the economy. Since March 2022, Egypt’s currency has lost half its value and now stands at 30 pounds to the U.S. dollar—a drop spurred by the flight of dollars and the IMF’s requirement to adopt a flexible exchange rate. As a result, official inflation reached nearly 22% in December, fifteen points higher than it was at the end of 2021. Shortages are now frequent, and prices for basic goods have soared by nearly 40%. The rising cost of essential bread in particular will be difficult to maintain much longer. Meanwhile, the debt-to-GDP ratio has risen to 95%, with a record $100 billion in loan payments due over the next four years. Egypt’s 2022-23 budget allocates over 50% to debt servicing and loan repayments, and this sky-high figure will only increase further over time because the loans are dollar-denominated.

Abstract:
On July 26, Nigerien president Mohamed Bazoum was detained by members of his special guard and put under house arrest, where he remains under harsh conditions. Gen. Abdourahmane Tchiani has since declared himself head of the so-called “National Council for the Safeguard of the Homeland” and appointed a twenty-one-person cabinet on August 8. The coup comes in the wake of military takeovers in Guinea, Burkina Faso, Mali, Chad, and Sudan over the past three years, demonstrating regional anti-democratic trends amid trans-regional instability. Diplomatic efforts to quell the crisis have failed to date. U.S. secretary of state Antony Blinken has made repeated calls to Bazoum, reflecting a commitment to securing his release and returning to “constitutional order.” Bazoum was a close American security partner prior to his arrest and was accorded a prominent role during the U.S.-Africa Leaders Summit in Washington last December. Blinken has also reached out to former president Mahamadou Issoufou, who has better personal ties to the junta; he was once an ally of Bazoum but had recently broken with his successor’s anti-corruption initiatives. This call followed Acting Deputy Secretary Victoria Nuland’s unsuccessful August 8 visit to Niamey, where she was prohibited from meeting with Bazoum or Tchiani. Instead, she spoke with Gen. Moussa Salaou Barmou, a longtime U.S. security partner who serves as the military’s new chief of staff but would not offer so much as an assurance of Barzoum’s safety, let alone his release or restoration. With the junta rejecting all U.S. and regional diplomatic initiatives, the Economic Community of West African States (ECOWAS) has threatened military intervention. The alliance’s leaders met on August 10 and agreed to deploy a standby force, though how quickly it can be assembled remains unclear. In neighboring Algeria, President Abdelmadjid Tebboune strongly condemned the junta but said any military intervention in Niger would represent “a direct threat” to his country, declaring, “There will be no solution without us. We are the first people affected.” In Libya—another neighbor keenly attuned to Niger’s stability given persistent smuggling—the Government of National Unity condemned the junta, while the eastern-based warlord Khalifa Haftar condemned the threats by ECOWAS. Elsewhere, Egypt has remained largely silent about the crisis, while Saudi Arabia and the United Arab Emirates quickly denounced the coup and called for Bazoum’s restoration (in part because he is Niger’s first Arab president). The UAE also sent some military vehicles to neighboring Chad, providing additional border security and signaling their growing bilateral relationship.

U.S. negotiators have already admitted that the forthcoming deal will not match the nonproliferation achievements of the 2015 agreement, and no official has even hinted that the revised text will either penalize Iran for its flagrant violation of its commitments or address the range of problems that have emerged since the original deal was reached. In this Policy Note, Washington Institute executive director Robert Satloff delivers a powerful, bipartisan critique, assessing how and why three successive American presidents started their terms with sound ideas on Iran and leverage to advance them but accepted either flawed agreements or America’s own isolation. On February 15, 2022, Iraq’s Federal Supreme Court ruled that the 2007 oil and gas law for the Kurdistan Region was unconstitutional, requiring a review of numerous production sharing contracts and oil sales agreements. If the case prevents oil exports via Iraqi Kurdistan, then the world market will almost immediately lose 500,000 barrels per day, triggering higher oil prices, expanded windfalls for Russia and Iran, the collapse of Iraqi Kurdistan’s economy, and a dangerous turn in Baghdad’s ties with Erbil and with Ankara. Special forces have succeeded especially in such missions, but any BWT effort requires some U.S. ground presence to achieve its goals. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

They discuss corresponding distrust in legislative bodies and high frustration with corrupt governance. Islamist leaders, they observe, come in for increasingly sharp critique. All in all, the findings emphasize a strong public demand for better governance outcomes and, in turn, the benefits as well as limits of U.S. democracy and human rights promotion in the region.

Since halting its crash nuclear weapons program in 2003, the Islamic Republic has pursued a cautious hedging strategy that has enabled it to become an advanced nuclear threshold state, while also avoiding a military confrontation with the United States and Israel. Yet Iran’s willingness to pause aspects of its nuclear program in order to ease pressure—and in turn to pursue more urgent objectives—may help Washington constrain Tehran’s nuclear ambitions by amplifying its concerns about the potential risks and costs of proliferating. As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.

To understand Iranian anxieties about Western cultural invasion, one need look no further than Psychological Operations Quarterly, a journal published until recently by the IRGC’s Social-Cultural Directorate. Focusing on the “soft war” waged by various Western entities, the periodical covers such material as supposedly anti-Iranian films (Alexander, The Wrestler, Argo), the relationship between McDonald’s franchises and the fall of the Soviet Union, and the harm done by English-language textbooks to the Iranian mind. Since 1979, in response to such perceived threats, the Islamic Republic has intensified enforcement of morality laws, purged professors from universities, and poured billions of dollars into creating a national intranet separate from the wider internet, among other repressive moves. In this deeply sourced Policy Note, Iran expert Amir Toumaj discusses the many dimensions of Tehran’s paranoia, all of which lead back to fears of a U.S.-spurred “soft overthrow.” Unfortunately, he argues, American leaders will struggle in vain to change the minds of Iran’s ruling hardliners, but they can facilitate longer-term progress by promoting access to diverse viewpoints for the Iranian people.

The administration's achievements were counterbalanced by a striking lack of alignment among three U.S. national security strategies and the discouraging rapid rise of far-right extremism at home. The Trump administration has a mixed record on counterterrorism, overshadowed by troubling trends. Abstract:
By committing to long-term investments in Jordan’s communities through support for social enterprises, the United States can contribute to the country’s stability and economic growth. In Jordan, one of the United States’ most reliable allies in the Middle East, economic volatility is a major threat to stability and has led to recurrent protests since 2011. High youth unemployment rates and a large refugee population contribute to its economic woes and political tensions, all of which are now exacerbated in the Covid-19 pandemic. The United States can support Jordan’s recovery from the pandemic through long-term investment in social entrepreneurship. The country’s entrepreneurship ecosystem is in a developing stage, with most resources focused on short-term funding and training, so a shift in U.S. aid to longer-term support can make a significant difference. Increasing funds and providing multi-year mentorship and operational support to select social enterprises (SEs) will allow them to become powerful forces for positive change and civic engagement in their communities.
