In recent years, however, a handful of personalities and families have consumed all of the country’s political oxygen, dashing hopes for a truly pluralistic ecosystem. Especially discouraging has been the authoritarian shift in Kurdistan, once viewed as a democratic beacon in the Middle East. At the federal level, feuding between the Sadr and Maliki camps now dominates Shia politics, and Mohammed al-Halbousi has crowded out other Sunni players. Meanwhile, corruption touches every surface, and the rare official who holds to ethical standards risks being rendered entirely ineffectual. In this wide-ranging Policy Note, experts Sardar Aziz and Bilal Wahab outline the dispiriting state of Iraqi politics and how the United States can respond. To achieve the scaled-down goals of maintaining sovereignty and accountability, they argue, American officials must be creative, working with Iraqi institutional actors while simultaneously engaging with less central figures such as apolitical military commanders and the business community.

In March 2020, Lebanon opted for a “hard default” on $32 billion in sovereign debt, allowing the government to avoid negotiating with its Eurobond holders and investors. Beirut thereafter showed little interest in addressing the consequences of default, and the country’s economic meltdown worsened. As usual, the Lebanese people were the casualties, suffering amid what the World Bank has called a “deliberate depression.” This official negligence has cleared the way for a proliferating cash economy—which in turn has spawned a currency exchange scheme involving the central bank, foreign exchange agents, and Lebanese politicians. Hezbollah specifically has profited in areas ranging from real estate to solar energy, pharmaceuticals, and the illicit Captagon trade. In this Policy Note, authors Samara Azzi and Hanin Ghaddar—a venture capitalist and a former Lebanese journalist—skillfully diagram the corrupt status quo and explain why entrenched actors want to avoid systemic change. But as the study makes clear, the future health of the Lebanese economy requires an overhaul, and the international community must now press for deep reforms and personal accountability.

President Erdogan’s challenger, Republican People’s Party head Kemal Kilicdaroglu, has assembled an ideologically diverse coalition united in its determination to oust the ruling bloc. Guiding the opposition, known popularly as the “Table of Six,” is a message focused on restoring competence amid sky-high inflation and a faltering response to the devastating February earthquakes. But Erdogan’s challengers still face headwinds created in part by his near-complete control of the media. 5. Why China Is Taking Sides Against Israel—and Why It Will Likely Backfire

When news broke of the Hamas attack on Israel last month, the silence from Beijing was conspicuous amid the din of international statements. When the government finally addressed the conflict at a press conference the day after, its words were remarkable for being unremarkable. An unnamed Foreign Ministry spokesperson expressed “deep concern,” called on “relevant parties to remain calm, exercise restraint, and immediately end the hostilities,” and lamented the “protracted standstill of the peace process”—a diplomatic endeavor in which Beijing has never shown more than a passing interest. The wording was nearly identical to China’s reactions during past Gaza conflicts, despite the fact that the circumstances were radically different. Because the brief remarks failed to condemn Hamas or even recognize the scale of the horrors that occurred on October 7, Israeli commentators interpreted them not as neutral, but as hostile. Beijing soon confirmed that interpretation. On October 14, Foreign Minister Wang Yi asserted that Israel’s actions went “beyond the scope of self-defense” and demanded that it stop imposing “group punishment” on Palestinians, while still refusing to condemn Hamas. Chinese media have likewise presented the war as one of Israeli aggression—despite being heavily censored, their early reports were rife with anti-Semitic, anti-Israel commentary claiming that Hamas was defending the two-state solution, even though the group’s past and present actions are patently bent on destroying the Israeli state. Notably, the strident tone in online Chinese commentary moderated in the run-up to President Xi Jinping’s November 15 meeting with President Biden, underscoring the government’s well-established influence over such messaging. This approach is a stark departure from Beijing’s past impassivity toward Middle East conflicts, in which Chinese officials had usually sought to avoid entanglement. Rather, it reflects the government’s new inclination to use far-flung conflicts as opportunities to undermine the United States and score points in the “Global South.” Yet it could also hold longer-term consequences for China, particularly regarding the government’s three-decade effort to improve relations with Israel. In addition, using the current crisis to take potshots at Washington may constrain Beijing’s ability to project impartiality in other regional conflicts.

7. Can Federalism Work in Lebanon?

Abstract:
As Lebanon’s economic and socio-political conditions have spiraled downward since the rise and fractionalization of the 2019 popular protests—known as the October 17 Revolution—various proposals have emerged as to how to remedy the bankrupt and virtually failed state. All agree that the current outlook is grim; today, the Lebanese currency has lost almost all its value and the presidential seat is contested and remains vacant. Political elites are at loggerheads and blamed for robbing the state, society is polarized across intra- and inter-confessional lines, and poverty has reached a popular level not seen since the Great Famine of World War I. Among the proposed suggestions is the federal option, put as an alternative to the country’s confessional system. Such ideas are not new; in fact, the federal option had been championed and the subject of debate among mainly Christian politicians and parties prior to and during Lebanon’s civil war (1975-1990). President Camille Chamoun (1952-1958) offered a detailed plan for a federal Lebanon; the Lebanese Front, representing mainly Maronite aspirations, likewise presented a federal project during the Lebanon National Dialogue in Lausanne in 1984; and president-elect Bashir Gemayel, assassinated in 1982, toyed with the idea of federalism. However, Lebanon’s civil war ended when the antagonistic parties signed the Document of National Reconciliation of 1989, also known as the Taif Agreement, which introduced administrative decentralization instead of federalism. And while the agreement ended the civil war, it subsequently ushered in an era of Lebanese politics marked by the Syrian occupation of Beirut until 2005 and the rise of the Islamist Shia party Hezbollah, effectively building a state within a state and commanding a militia more or less better equipped than the Lebanese Armed Forces. Meanwhile, Lebanon’s political elites entered into a Faustian pact with Hezbollah under which they legitimized the ‘Party of God’ in exchange for turning a blind eye to their theft of the state. It is this bargain that has brought Lebanon to its almost total collapse as a state and a nation.

8. Hakan Fidan and the New Turkish Diplomacy in Iraq

Abstract:
Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

Nearly a decade later, many victims are still missing, and thousands now live in displacement camps in unstable, unsanitary conditions. This anniversary is an opportunity to reflect on the ongoing armed conflict in the Sinjar region and the profound influence on its inhabitants. It also serves as an opportunity to appreciate the resilience of the Yazidis, looking toward a future with new hope and new aspirations—a future where Yazidis can experience peace, stability, justice, and equitable opportunities to reconstruct their lives and their communities. Yazidi resilience is clearly evident in how they bore the burden of this genocide, how they have persevered in the face of ongoing persecution and genocide for centuries, and how they have been steadfast in maintaining their identity and heritage despite these adversities and the repeated campaigns to tarnish their image. Yet Yazidis still face significant challenges in Iraq today. Despite relative stability in the Sinjar region, there are concerns among the Yazidi population about the return of armed conflict between groups vying for influence. Even more troubling, the issue of expulsion and displacement remains unresolved despite the liberation of Sinjar from ISIS in 2015. Many Yazidis still live in displacement camps, where they are without their homes, their land, or their basic rights. These refugees have yet to be materially compensated for their losses.

10. How to Stop Iraqi Kurdistan’s “Bleeding”

In a recent letter to President Biden that was soon reinforced by three U.S. lawmakers, Prime Minister Masrour Barzani of Iraq’s Kurdistan Regional Government expressed his alarm over the region’s survival. Noting that the KRG is “bleeding economically and hemorrhaging politically,” he laid the blame on Baghdad’s “dishonorable campaign” against Erbil. Barzani has a point—federal authorities have indeed been undoing the KRG’s hard-won autonomy in the years since the Islamic State fell and the Kurds launched an unsuccessful independence bid. Most notably, Baghdad has recentralized policymaking in the capital and blocked Kurdish oil exports amid a decade-old dispute over energy management. Yet Barzani’s narrative does not tell the whole story. The United States has long supported Iraqi Kurdistan’s autonomy, security, and development, fostering greater stability and pro-American sentiment. At the same time, however, Washington has overlooked the KRG’s vulnerabilities—namely, the internal divisions, corruption, and democratic backsliding that have diminished Erbil’s reliability and brought on the current existential crisis. The United States has a strategic interest in continuing to promote a stable and prosperous KRG, but it cannot do so without addressing the region’s internal problems.

11. Beyond Elections: Evolving Arab Public Opinion on Democracy and Human Rights

U.S. efforts in the region stand a better chance of success if they consider rising demand for accountable governance, skepticism about democratic institutions, and various nation-specific trends. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? In the fourth essay in the series—covering public opinion on democracy and human rights in Arab states—Catherine Cleveland and David Pollock note a cooling toward democratic institutions, a trend undoubtedly driven by failures in Tunisia, Lebanon, and Iraq. They discuss corresponding distrust in legislative bodies and high frustration with corrupt governance. Islamist leaders, they observe, come in for increasingly sharp critique. All in all, the findings emphasize a strong public demand for better governance outcomes and, in turn, the benefits as well as limits of U.S. democracy and human rights promotion in the region.

As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. Apart from the existing charter’s problematic technical deficiencies, Iraq remains mired in a profound lack of constitutionalism and respect for rule of law.

In the tenth in a series of TRANSITION 2021 memos, Bilal Wahab offers insights on the complex dynamics in today’s Iraq. When U.S. officials assess the Iraqi scene, they see intractable problems ranging from deep corruption to incessant power grabs by Iran-sponsored militias. The difficulty of dealing with these challenges might prompt some policymakers to balk at devising solutions, but a constructive Iraq policy can help advance both Iraqi and American interests in numerous areas. A more stable Iraq, for its part, could better defend itself against a resurgent Islamic State while curtailing Iranian influence. To some, America's partnership with the SDF exemplified an economy-of-force effort that minimized U.S. casualties and wrested control of northeast Syria from the Islamic State. To others, it was a cautionary tale about a U.S. military hoodwinked into working with a terrorist group. The story of America’s military and political partnership with the Syrian Democratic Forces is a controversial one. To some, it is a shining example of an economy-of-force effort that minimized U.S. casualties, wrested control of northeast Syria from the Islamic State, and improved the area’s general political trajectory. To others, it is a cautionary tale of a U.S. military that was hoodwinked by a charismatic and capable partner closely tied to a U.S.-designated terrorist group, the Kurdistan Workers Party, with Washington deliberately averting its eyes from the strategic, political, and moral costs of the partnership. The subject deserves a neutral, data-led investigation that follows the facts wherever they lead. In this volume—copublished by The Washington Institute and I.B. Tauris—military expert Michael Knights and journalist Wladimir van Wilgenburg dive deep into the U.S. relationship with the SDF. Sometime before July 10, the UN Security Council will vote on whether to extend the annual mandate for cross-border assistance into Syria, which now passes through a lone outpost at Bab al-Hawa. Securing this extension is essential from a humanitarian standpoint, but keeping the border open matters equally for reasons of stability, given the fragile ceasefire in Idlib. Looming over the process is the strategic mischief of Moscow, which has repeatedly played various actors in Syria off each other to secure its own geostrategic and economic interests and to keep the Assad regime in power. The Kremlin, to the latter end, has reliably vetoed Security Council resolutions that would check the Syrian regime, claiming falsely that such moves would facilitate Western incursions in the country. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

Khamenei and other regime officials have been quick to swear revenge, but for now they may focus more on stoking patriotic and militaristic sentiment at home. A few hours after Iran confirmed that Islamic Revolutionary Guard Corps-Qods Force commander Qasem Soleimani had been killed in Iraq, Supreme Leader Ali Khamenei issued a statement describing those who shed his blood as “the most wretched of humankind.” Calling Soleimani the international symbol of “resistance,” he then announced three days of public mourning in Iran. He also declared that “severe revenge awaits the criminals” who killed Soleimani—an act that the United States had claimed credit for by the time he spoke. Other highranking officials echoed this sentiment, including President Hassan Rouhani, Speaker of Parliament Ali Larijani, and Defense Minister Amir Hatami, who explicitly promised “revenge” on “all those” involved in the assassination. Despite this rhetoric, however, and despite Soleimani’s unmatched role in carrying out Iran’s regional policy of adventurism and asymmetric warfare, the regime may avoid major, immediate retaliation if it sees such a move as too costly or as a potential trigger for serious military conflict with the United States. On January 1, amid escalating tensions in Iraq but before Soleimani’s assassination, Khamenei stated, “We would not take the country to war...but if others want to impose something on this country, we will stand before them forcefully.” In response to President Trump’s assertion that Iran played a role in the December 31 riot at the U.S. embassy in Baghdad, Khamenei told listeners he had two messages for Washington: “First, how dare you! This has nothing to do with Iran. Second, you should be reasonable and understand what is the main cause for these problems. But of course they are not [reasonable].”

25. Hezbollah Has a New Strategy to Survive Lebanon’s Financial Crisis

Unless Washington and its allies respond to the protestors’ legitimate demands for reform, the group will survive through measures such as expanding its smuggling activity, promoting its financial institutions, and selectively scapegoating corrupt politicians. When IMF officials visited Lebanon late last month amid its accelerating economic freefall, many wondered whether these developments might alter the behavior of Hezbollah, the designated terrorist group that has a deep financial stake in the country’s public and private sectors. During a previous funding crisis—the increase in U.S. sanctions against the group’s chief underwriter, Iran—the “Party of God” and its foreign sponsors formulated a new strategy to evade these measures and create alternative sources of funding. Such sources allowed Hezbollah to make further inroads into government agencies following the 2018 parliamentary elections. For example, the group’s leaders insisted on controlling the Health Ministry, which commands Lebanon’s fourth-largest budget at $338 million per year; they also gained more access to the Ministry of Public Works and Transport, the Agriculture Ministry, and the Ministry of Energy and Water, whose assistance was used to fund their affiliated projects and businesses. That worked until Lebanon’s own economy began its current nosedive. Unemployment has hit a record high of 40 percent, and the lira has slumped by about 60 percent on the parallel market, hiking inflation. Officially pegged to the dollar, the currency has plummeted 40 percent on the black market as local banks ration dollars necessary for imports of food, medicine, and other essential goods. Meanwhile, Lebanon has one of the highest debt-to-GDP ratios in the world (over 150 percent) and may not be able to pay $1.2 billion in Eurobonds this month. As with the Iran sanctions, however, Hezbollah has a strategy to survive this domestic pressure, at least in the near term.

To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

The means for assessing political fissures in Iran are by nature very limited and have become even more so since the June 12, 2009, election. Independent studies and data on the Iranian public, such as opinion polling, are sparse and not useful, and the Iranian press follows very strict red lines in discussing politics. Western diplomats in Iran are also restrained from understanding the political environment due to the oppressively formal nature of relations with Iranian officials, who rarely discuss sensitive issues with their Western counterparts. With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Lurking behind the warmth and banter, however, remain tactical obstacles on how to proceed in Israeli-Palestinian peace negotiations as well as strategic uncertainty about how each side views the other's regional priorities.

In early September, three senior leaders of Jordan's Muslim Brotherhood (MB) resigned from the organization's executive bureau after it voted to dissolve the MB political department -- one of the few remaining components of the organization controlled by moderates. The resignations were a protest against not only the executive bureau's decision, but also the MB's increasingly close affiliation with Hamas. Today, the Jordanian MB is facing an unprecedented internal crisis, pitting the traditional moderate East Bank leadership -- Jordanians who are not originally Palestinian -- against the powerful pro-Hamas Palestinian-led element. Lately, these divisions have been aggravated by Hamas political bureau head Khaled Mashal's apparent efforts to exploit the shifting balance of power within the MB to further his own organization's agenda in Amman. Ironically, Jordanian authorities -- who have long prided themselves on managing the Islamist issue -- have done little to stem the tide.

On August 19, Iranian president Mahmoud Ahmadinezhad submitted his list of cabinet nominees to the Majlis (Iran's parliament). The president's choice of individuals clearly shows his preference for loyalty over efficiency, as he fired every minister who, while strongly supportive of him on most issues, opposed him recently on his controversial decision to appoint a family relative as first vice president. Ahmadinezhad's drive to install loyalists involves placing members of the military and intelligence community in the cabinet, as well as in other important government positions. Despite the president's positioning, Iran's top leader, Ayatollah Ali Khamenei, remains in firm control of the country's vital ministries.

On August 10, Fatah concluded its sixth congress, the first in twenty years. Although media attention has focused on some of the summit's disturbing pronouncements, significant political developments have occurred. Over the span of seven days, Fatah leaders discussed the key issues and challenges facing the party, including organizational and political issues affecting its unity, the role of its power centers, the peace process, and the group's relationship with Hamas and the Palestinian government. Whether Fatah is now able to overcome its organizational deficits and restore its popularity and leadership among the Palestinian people remains to be seen. But Palestinian Authority (PA) president Mahmoud Abbas has undoubtedly emerged stronger, competing powers within Fatah seem to have accepted coexistence, and the conflict between Fatah and Hamas is expected to escalate.

On July 25, Iraqi Kurds go to the polls to vote in a joint parliamentary and presidential election. Although a heated competition in January produced massive change at the provincial level throughout the rest of Iraq, the electoral system produced by the incumbent Iraqi Kurdistan parliament prevents such sweeping changes in the north. Both the current coalition governing the Kurdish Regional Government (KRG) and the current KRG president, Masoud Barzani, will most likely be reelected. Despite the lack of change, the postelection period will create an opportunity for Baghdad, Washington, and the KRG to resolve outstanding issues that cause increased tension between Arabs and Kurds. Resolution can occur only if all parties take advantage of new political openings, however narrow.

Nevertheless, passing the law marks only the beginning of a vital political transition that could lead to either a unified democratic state or a fractured sectarian country prone to foreign influence.

The core dispute involves the oil-rich Kirkuk province, which is currently witnessing an alarming escalation of demonstrations and politically motivated attacks. This forced Iraqi prime minister Nouri al-Maliki to send his defense minister and an Iraqi brigade to the region in an attempt to deter further problems. As a result of Baghdad's political squabbling, the desperately needed provincial elections may seem unattainable.

This week, Lebanon's new national unity government is slated to announce its ministerial statement (bayan waziri), the policy document that will define Beirut's working parameters and agenda through the spring 2009 elections. For the pro-West majority March 14 coalition, the priority will be to incorporate into the statement a reference to UN Security Council Resolution (UNSCR) 1701, which prohibits weapons movement to Hizballah and expands government sovereignty throughout Lebanon. Hizballah, for its part, will look to maintain the legitimacy of "the resistance." Although March 14 still maintains a government majority, three years of hostility and self-inflicted wounds have left the ruling party dramatically weakened, making it unclear whether the coalition will be able to prevent Hizballah from consolidating further political gains.
