The 2022 National Defense Strategy (NDS) calls on the U.S. military to sustain enduring advantages and build new ones for the future fight. According to the NDS, building and maintaining advantages to advance U.S. national interests will allow the military to deter attacks against the United States and its allies and partners, while fostering a resilient military force and defense ecosystem. In the Middle East, this challenge is especially relevant. The United States has several enduring advantages that could eventually disappear if the U.S. government does not make significant changes in how it operates in this part of the world.

IN EARLY 2017, Iraqi security forces (ISF) are likely to liberate Mosul from Islamic State control. But given the dramatic comebacks staged by the Islamic State and its predecessors in the city in 2004, 2007, and 2014, one can justifiably ask what will stop IS or a similar movement from lying low, regenerating, and wiping away the costly gains of the current war. This paper aims to fill an important gap in the literature on Mosul, the capital of Ninawa province, by looking closely at the underexplored issue of security arrangements for the city after its liberation, in particular how security forces should be structured and controlled to prevent an IS recurrence. Though “big picture” political deals over Mosul’s future may ultimately be decisive, the first priority of the Iraqi-international coalition is to secure Mosul. As John Paul Vann, a U.S. military advisor in Vietnam, noted decades ago: “Security may be ten percent of the problem, or it may be ninety percent, but whichever it is, it’s the first ten percent or the first ninety percent. Without security, nothing else we do will last.”

On March 16, Vice President Cheney departs on a Middle East trip that will take him to Oman, Saudi Arabia, Israel, the West Bank, and Turkey. Coming less than two months after President Bush's trip to the region, the vice president's itinerary is intriguing. His undisclosed agenda with "key partners," in the words of the White House announcement, is likely to include the peace process, the price of oil, Iraq, and Iran. And among those issues, Iran will likely be the most mentioned, especially given this week's controversial resignation of Adm. William Fallon as the top U.S. commander in the Middle East -- a move attributed in part to differences on Iran between him and the White House.

Most of President Bush's eight-day trip to the Middle East was spent in the Persian Gulf, visiting Kuwait, Bahrain, the two leading sheikhdoms of the United Arab Emirates (UAE), Abu Dhabi and Dubai, and Saudi Arabia. As long-term allies of the United States, these Gulf Arab states still look to Washington as their ultimate security guarantor in what remains a dangerous region. In return for security, the United States asks for a reasonable world price for oil, support for its efforts to secure peace between Israelis and Palestinians, and cooperation in countering the threat of a potentially nuclear-armed Iran. The success of the trip may be judged by future progress on these policies.

It is hard to imagine that we would have had a conversation like this when The Washington Institute held its first Soref Symposium event in 1988. Taken together, the kidnapping on Sunday of an Israel Defense Forces (IDF) soldier and the signing on Tuesday of an agreement among Palestinian factions to create a unity government for the Palestinian Authority (PA) suggest that significant seismic forces may be developing within Hamas that may have a decisive impact both on the organization's solidarity and on the future course of Israeli-Palestinian relations. While the unity agreement itself has little significance beyond internal Palestinian politics—it is a nonstarter for the Israelis and represents a major retreat from previous Palestinian positions—its importance lies in the fact that it highlights the possible emergence of a fissure within the Hamas organization between its internal leaders, headed by Palestinian prime minister Ismail Haniyeh, who experience the brunt both of popular concerns and Israeli reprisals, and its external leaders, chief among them Damascus-based Khaled Mashal, who are free of these constraints and therefore able to insist on more maximalist positions. However, in signing this agreement—apparently without full consultation with, or the approval of, the Damascus contingent—the Hamas leaders in the territories have signaled both their independence and their intention to embark on a more pragmatic path than that preferred by Hamas's more ideological external elements. Indeed, the timing and nature of the attack seems to have been specifically intended to disrupt the effort to agree on a unity government with Palestinian president Mahmoud Abbas, and thereby, the possible emergence of a more moderate Hamas strategy.

Turkey's economic crisis is naturally the leading issue in bilateral U.S.-Turkish relations, and it is almost certainly topping the agenda of today's meetings of Foreign Minister Ismail Cem with Vice President Richard Cheney and other senior officials. Of course, these meetings pose the difficult question of how much Washington should do, if anything, to bail out its strategically vital ally. But this is only one of several uncertainties characterizing U.S.-Turkish relations in the early days of the Bush administration. Because so much of Turkey's importance to the United States derives from its critical strategic location, bilateral relations are greatly affected by U.S. policies toward other states in Turkey's region. Of most concern to Turkey will be the evolution of Bush administration policy toward Iraq, Iran, and Russia, and also toward Europe's nascent bid to develop an autonomous security capacity.

January 17 marks the tenth anniversary of the start of Operation Desert Storm in the Middle East, when U.S.-led forces began the liberation of Kuwait. In that operation, the militaries of the Gulf monarchies played a minor role. At their meeting in Bahrain at the end of December, the leaders of these monarchies agreed to a joint defense agreement by which an attack on one would be considered an attack on all. While this agreement could enhance the defense capabilities of these states, they will still be unable to fend off attack by either of their large neighbors, Iraq or Iran. The monarchies will continue to rely on the United States as their ultimate security guarantor.

During the recent intifada, certain Palestinian security forces have been intensively involved in violent attacks on Israeli military and civilian targets. Most prominently involved have been the personal security guards of Yasir Arafat, popularly known as Force-17 and officially called Amn al-Ri'asah(Presidential Security). On March 30, Israeli forces bombarded from the air two of the headquarters of this force in Ramallah and Gaza, in the first serious Israeli retaliation under the new Sharon government. Then in early April, Israeli forces arrested several members of this force inside Area A, the area that is under full control of the Palestinian Authority (PA).
